Cette thèse s’inscrit dans le cadre des études postcoloniales. En effet, si traditionnellement les idéologies des hiérarchies font des oppositions binaires centre/périphérie, oppresseur/oppressé, colonisateur/colonisé, l’expression de la rencontre Afrique/Occident, les tentatives de conciliation des vues, le dépassement des antagonismes, la relecture de l’hypothèse des cultures en conflit et des identités pures demeurent des axes de réflexion propres à l’ère postcoloniale. Ces nouveaux centres d’intérêt dépassent largement les discours hégémoniques du contexte contraignant des pratiques coloniales et fondement de la rencontre Afrique/Occident.Cependant, des questions demeurent. En effet, si dans les sociétés postcoloniales, ce qui est premier et opératoire n’est ni Moi ni l’Autre, mais ce qu’il y a entre nous, comment la relation à soi passe par un processus ambivalent où autrui constitue un environnement nécessaire à l’éclosion de ma subjectivité ? Comment, le sujet postcolonial considère-t-il l’Autre, celui qu’il rencontre, découvre et s’imprègne de l’altérité ? Comment le regard sur cet Autre évolue, s’adapte-t-il ? Dans quelle mesure la notion même d’identité pure peut-elle être remise en question ?Dans cette thèse, à partir des théories postcoloniales, le thème de la rencontre Afrique-Occident réexaminé à partir des romans Un Nègre à Paris de Dadié, Les Soleils des Indépendances de Kourouma, L'Aventure ambiguë de Kane et Elonga de Rawiri Ntyugwetondo donne l’opportunité de réévaluer le trope de l’altérité radicale et, de façon sous-jacente, l’hypothèse des cultures en conflit souvent considérée comme l’axe déterminant dans le rapport qui lie l’Afrique à l’Occident. Le travail consiste à montrer que cet axe de lecture, s’il paraît à première vue manifeste, détourne l’attention des liens interdépendants et complexes qui confèrent aux protagonistes des identités hybrides, instables; parce qu’évoluant dans des espaces interstitiels, les ruptures des frontières, qui les contraignant à terme à la quête d’un compromis, à la négociation des différences culturelles.La rencontre est aussi celle des univers linguistiques. En filigrane, le problème de la traduction qui est posé. La thèse discute l’esthétique qui émerge de la confrontation symboliques des langues dans le « Third Space » ; elle montre comment le divers refaçonne la langue d'écriture et lui propose d'autres aventures, une troisième voie-voix permettant de négocier les différences culturelles

Abstract:
This research summarizes, compares and analyzes the origins and developments of integration in Europe, Asia and Africa since World War Two. There have been some interesting findings. Europe has been the most successful region, having realized free movements of people, goods, services and money in several countries within the European Union (EU). Africa has been more advanced in institutional integration than Asia, although its level of economic development, constrained by instability, corruption, and poor socio-economic conditions, has hindered integration; meanwhile, its regional economic communities (RECs) have been more successful than the continental organization. Despite the improved economic conditions, Asia has been experiencing difficulties in community building due to lack of consensus and a partnership among major powers. There has not been any continental organization in Asia; nor has the subregional grouping, the Association of Southeast Asian Nations (ASEAN), progressed far in economic and political integration.

Abstract:
The principal aim of the Lisbon Treaty is to address the pre-Lisbon concerns about the coherence of EU action. In this regard, coherence is the simple litmus test for EU external action in the post-Lisbon era. This thesis investigates the coherence of EU external action towards Sub-Saharan Africa (SSA) in the post-Lisbon era in light of the requirement of coherence in EU external relations law and the introduction of the HR/VP and the EEAS in her service with the aim of enhancing coherence in EU external action. The principle of coherence governs the interaction between various policy strands of EU external action (horizontal coherence). The importance of coherence is linked to visibility and efficiency based on the effective use of EU resources, as well as to the credibility of the Union. This thesis concentrates on coherence in the interaction between EU policies towards SSA using the key EU policies towards the region namely development policy, trade policy, the CFSP and the CSDP. The regional context facilitates the analysis of the different strands of external action policies where, despite of or perhaps due to the Treaty of Lisbon, the different instruments of EU foreign policy and lines of competence demarcation between their institutions are still mired in complexity. Although the focus is on coherence, the specialised regional focus of the thesis also facilitates a broader understanding of the nuances in the implementation of EU external relations law and EU external policies in different contexts especially in the post-Lisbon era. Using Mali as a case study, the thesis submits that while it can be argued that policy coherence for development (which is a key requirement in EU external action towards SSA) cannot be certainly determined, Mali clearly illustrates incoherence vis-à-vis synergy in the sequencing of available policy options in EU external action towards SSA. The thesis also discussed the limits and prospects of coherence in EU external action despite the changes made at Lisbon.

Esta dissertação de mestrado tem como principal objectivo desenvolver uma análise crítica da parceria especial Cabo Verde/União Europeia (UE), no contexto das relações externas da União Europeia, procurando desmistificar os novos e renovados contornos deste relacionamento. Reflexo da parceria entre a UE e o Grupo ACP (África, Caraíbas e Pacífico) e consequentemente da cooperação entre a Europa e África, a relação entre Cabo Verde e a União Europeia é afectada pela hegemonia europeia em relação à África que influencia e é influenciada pela recente intensificação da globalização neoliberal, que trespassa as relações internacionais e a economia política internacional. Este trabalho argumenta que, não obstante as potencialidades intrínsecas desta parceria especial - que propõe ultrapassar os meandros do tradicional relacionamento entre o doador/recipiendário -, se a mesma não for bem estudada e negociada por parte de Cabo Verde, as proclamadas "novidades" poderão não passar de retóricas falaciosas, podendo ter um efeito contrário do desejado para o país. Para se atingir o desiderato proposto, além de se apoiar na literatura especializada a nível da conceptualização - tendo como suporte teórico a perspectiva neogramsciana das relações internacionais para explicitar a hegemonia europeia -, pretende-se fazer uso da literatura cabo-verdiana transdisciplinar, bem como de documentos internos da política externa cabo-verdiana e europeia, nomeadamente no que se refere ao processo de edificação da Parceria.
This master thesis has as its main objective the development of a critical analysis of the special partnership Cape Verde/European Union (EU) in the context of European Union's foreign policy. It aims towards demystifying the new and renewed contours of the above-mentioned relationship. To a certain degree, the relations Cape Verde/European Union can be understood as the offshoot of Europe/Africa relationship. The latter, on its own turn, fits in the vast picture of the relationship UE/ACP Group (Africa, Caribbean and the Pacific [Ocean] states). Cape Verde/EU relations are affected by the European hegemony vis-à-vis Africa that had influenced, while at the same time it is being influenced, by the recent intensification of the neoliberal globalization. Notwithstanding the intrinsic potentialities of the special partnership EU/Cape Verde, which is expected to exceeds the patterns of the traditional relationship donor-recipient states, this monograph argues that such a partnership needs to be not only well studied but also assertively negotiated by the Cape Verdean authorities lest the proclaimed "new features" will pass as rhetorical fallacies, producing a rather contrary effect to the one desired for the country. To reach the considered desideratum, this thesis grounds on the specialized secondary literature of international relations--particularly in what concerns theoretical and conceptual developments as constructed by the neo-Gramscian approach, a tool deemed of extreme importance for understanding European hegemony—as well as of the multidisciplinary literature on Cape Verde. Moreover, special attention will be given to the primary sources from the Cape Verdean Ministry of Foreign Relations and European Union, particularly those related to the construction of the Cape Verde/EU partnership.

Ce travail analyse la construction de la politique d’immigration en Espagne à travers le cas desmigrations ouest-africaines, un révélateur privilégié des ambiguïtés et ambivalences qui latraversent. Dans le contexte du retournement des flux migratoires qui transforme l’Espagne en unedestination de plus en plus importante, nous abordons la mise en place compliquée d’une politiquenationale qui, dès sa naissance en 1985, doit conjuguer les obligations européennes et les intérêtsinternes. Nous étudions comment la virulente politisation de la question migratoire, en 2000,constitue un moment clé dans le développement de la politique espagnole, en modifiant d’abord leprocessus d’européanisation. L’Espagne, qui initialement est un récepteur passif de normes etpratiques européennes, se transforme ainsi en une actrice clé dans l’UE en matière d’immigration,tant par son adhésion à la sécurisation de l’immigration, que par son rôle dans le processusd’internationalisation des enjeux, où son action vis-à-vis du continent africain devient unarchétype. Nous analysons ainsi le développement du volet extérieur de la politique espagnole qui,par une focalisation exacerbée sur les flux subsahariens, impulse une diffusion poussée des enjeuxmigratoires dans les rapports avec l’Afrique. La réévaluation et revalorisation des relations del’Espagne avec le Maroc, en tant qu’espace de transit des flux, et le réengagement conséquent enAfrique de l’Ouest, à la suite du Plan Afrique, témoignent du rôle du continent africain commeterrain d’expression privilégié de l’externalisation du contrôle des flux. This project aims to analyse the development of Spanish immigration policy through the caseof West African migrations which significantly reveals the ambiguous and ambivalent nature ofthe policy. In the context of migratory flows reversal, Spain has become an increasingly importantdestination for immigrants, so I wish to address the complicated implementation of a nationalpolicy which, from its birth in 1985, has had to reconcile EU obligations with internal interests. Ishall look at how the virulent politicisation of immigration issues in 2000 not only represents akey moment in the development of Spanish policy, but Europeanization process as well. Thesignificance of this is that Spain, a country which was at first a passive recipient of Europeannorms and practices, steadily became a central actor in the key debates and issues surroundingimmigration in the EU. These include the Spanish alignment to the securitisation process ofimmigration as well as becoming a model in the internationalisation of immigration policythrough its action towards the African continent. I will also analyse the development of theexternal dimension of Spanish policy, which through an exacerbated focus on sub-Saharanimmigration leads to a widespread effect of the migratory issues in its dealings with Africa. Thereassessment and consequent improvement of Spanish relations with Morocco was a crucialmoment due to the country’s strategic importance as a “transit zone” to Europe. This trendcontinued with the consequent re-engagement in West Africa following the Africa Plan which Ibelieve reflects the role of the African continent as a privileged field of expression towards theexternalisation of migratory flows control. The deciphering of this emerging Euro-Africanframework of migration governance and its negotiation help us to fully comprehend theconsequences and collateral effects of this policy

The African continent is a sleeping giant which will increasingly be a player to be reckoned with on the global stage. At the same time, its migration potential will be multiplied by Africa’s forthcoming demographic explosion. Consequently, the EU and Africa have a shared interest in working together towards making African development sustainable. African integration will be key towards speeding up this process. This paper first evaluates the stakes of the African challenge for the European Union. It considers the economic potential that can be unleashed by speeding up integration processes in Africa. Second, it argues that Africa will be ‘the China of the 21st Century’, and that any development, positive or negative, taking place there will have large repercussions in Europe, and that therefore the EU and Africa are communities of destiny in need of a joint approach towards African industrialisation. Finally, it provides a roadmap of important steps that Europe needs to consider in its endeavour to support African development.

The research problem of this thesis is to explore the effects of top-down, bureaucratic definitions of belonging and social identity on urban social relations. More specifically, the thesis analyses the ways in which the nativist categorisations of indigeneity in Kano and autochtonie in Amsterdam can help to understand the tensions between ethnic groups in these two cities. Methodologically, the study is designed as a least-similar, comparative exploration and uses mixed qualitative and quantitative methods in its case studies of Kano and Amsterdam. Theoretically, this study uses identity cleavages and identification as the mediators between policy categories and social relations. It combines social-psychological, historical, and institutional theories to link bureaucratic nativism to ethnic identities and, finally, to conflictual (or ‘destructive’) interethnic relations. The resulting theoretical argument of the thesis is that nativist policy categorisations are likely conducive to antagonism, avoidance, and conflict between groups defined as ‘natives’ and ‘settlers’. The central finding of the thesis is that both in Kano and in Amsterdam, indigeneity and autochtonie have entrenched a primordial and competitive (or ‘exclusionary’) notion of ethnic identities and have thus been conducive to interethnic antagonism, avoidance, and conflict. Introduced at a time of rapid immigration, social change, and persistent horizontal inequalities, the two top-down policy categories came to redefine urban belonging in Kano and Amsterdam. As a result, previously apolitical ethnic boundaries between ‘natives’ and ‘settlers’ became politicised, connected to exclusionary definitions of religion and class, and ranked on the basis of their claim to a primordial ‘native’ status - that is, their status as historical ‘first-comers’ in their place of residence. The categorisation and group positioning effects of nativism have, therefore, intensified the urban struggle to belong in Kano and Amsterdam. At the same time, however, the thesis underlines that ethnic conflict in Kano and Amsterdam is limited, partly because nativist forms of belonging are continuously challenged by, for example, inclusive multiculturalism in Kano and urban citizenship in Amsterdam.

L’histoire de la rencontre de l’Afrique et de l’Occident a, notamment, été énoncée en termes de « choc » ou d’« évènements-traumatismes ». Quoi qu’il en fût, c’est dans le cadre de la traite esclavagiste et de la colonisation que ces deux continents se sont « heurtés ». Leur confrontation a donc procédé, dans une large mesure, d’une pensée inégalitaire basée sur le postulat raciste, impulsée par une volonté répondant à des impératifs de conquête et économiques, supportée par un mode de gouvernement produisant et légitimant la domination et l’exploitation. Partant de l’évènement de cette rencontre et de son récit, il s’agit d’établir quels sont les concepts que la pensée imagine, façonne et énonce afin de justifier et d’exercer un pouvoir de domination. Énoncer, c’est fabriquer de la domination et la rendre légitime, telle est l’affirmation que nous étudions à travers le prisme de l’évènement de la rencontre – le temps de la colonie, particulièrement – et, également, après la colonie – en situation post-coloniale.Cette étude s’inscrit dans le questionnement critique post-colonial. À l’instar de la domination coloniale, il s’agit de déterminer, en Afrique post-coloniale, les imaginaires et les énoncés qui produisent et légitiment un pouvoir hégémonique, comment et par qui l’autorité s’exerce, ce qu’est le politique – tout est-il politique ? –, sur quels critères une pratique ou un discours constituent-t-ils des modalités d’expression et de participation politique ?En spécifiant l’énonciation de l’autorité – son « effet d’oracle » – et les stratégies de la domination coloniale et post-coloniale, la question de leur efficience et de leur omniscience se pose. L’enjeu est d’analyser la convergence des histoires afin de penser le post-colonial comme un engagement de la recherche dans la construction d’une démocratie post-raciale en Afrique et en Occident
The history of the meeting of Africa and the Western world had, notably, been enunciated in terms of “clash” or “traumatic events”. Whatever has been done, it is in the framework of the slave business and of the colonialization that these two continents collided. Their confrontation came in large part from an unequal thinking based on the racist idea which comes from a willingness answering to obligations of conquest and economics, supported by a way of government producing and legitimizing domination and exploitation. Thus, from the event of this meeting and from its results, we must establish which are the concepts that the thought imagines, makes and enunciates to justify and exercise a power of domination. Enunciate, it is to create domination and make it legitimate, so strong is the affirmation that we study the event through a prism of this meeting, colonial times, particularly – and equally, after the colony – in a postcolonial situation.This study is written in the critical postcolonial questioning. In the links of the colonial domination, it is to determine, in postcolonial Africa, the imaginations and the enounced which produce and legitimize an hegemonic power, how and by who is the authority used, that which is policy – is everything policy? On which criteria does a practice or a speech constitute a way of expression and political participation?By specifying the enunciation of authority – his “oracle effect” – and the strategies of the colonial and postcolonial domination, the question of their success and of their omniscience must be asked. The challenge is to analyse the convergence of histories to the think of postcolonial as a commitment of research in the construction of a postracial democracy in Africa and in the West

Abstract:
The relation between the African Union (AU) and the European Union (EU) is the most institutionalised interregional relationship in the world. The EU, being a crucial external agent in African regional integration, exports open regionalism as a political norm through different mechanisms to the AU. Based on a qualitative research design with a constructivist theoretical viewpoint that regards regional organisations as interdependent political authorities, the dissertation examines the AU's receptivity to the EU's attempted norm diffusion and explores genuine AU norm import of European promoted regional integration. A document analysis of official EU and AU declarations and legislation in combination with primary data collected via semi-structured interviews with officials at the United Nations Economic Commission for Africa offers further insights into the African perspective on regional integration. Out of a variety of EU norm export channels, the study identifies capacity-building in the form of technical and financial assistance as most influential in promoting African regional integration processes. While coercion and political dialogue respectively lead to AU resistance and decoupling alias theatre regionalism, capacity-building and positive conditionality result in institutional incorporation and policy changes. A choice-oriented approach traces this genuine norm import in response to civilian norm diffusion mechanisms back to the external agency of the EU, despite major constraints like the United Kingdom's withdrawal from the EU and alternative interregional options within the alliance of emerging market economies. Yet, the limited traceable AU institutional and policy reforms reveal the agency of the AU. Norm import cannot be taken for granted; it only occurs when sufficient incentives are offered to the receiving side. Political dialogue is inspirational, but needs to be supplemented with financial and technical assistance to yield genuine norm import. These findings contribute to a better understanding of prospective EU-AU relations and can be used by policy-makers to adjust interregional negotiations like the on-going post-Cotonou consultations.

Abstract:
This thesis deals with the Afro-European trade on the Western Slave Coast from about 1600 to the 1880s, mainly the slave trade but also the trade in ivory and agricultural produce. The Western Slave Coast comprises the coastal areas of modem Togo and parts of the coastal areas of Ghana and Benin. For much of the period under discussion, this region was dominated by two kingdoms, the kingdom of the Hula (or Pla), known to European traders as Great or Grand Popo, after its coastal port (in modern Benin), and the kingdom of the Ge (Gen/Guin/Genyi), known to European traders as Little Popo, after its main coastal port (in modern Togo). In the nineteenth century, two more ports of trade appeared in the region, Agoud (in modem Benin) and Porto Seguro (in modern Togo). In terms of the Afro-European trade, this was an intermediate area between regions of greater importance to slave traders, the Gold Coast to the west and the eastern Slave Coast (mainly the kingdom of Dahomey) to the east. This thesis gives a detailed reconstruction of the political and commercial developments in the region, especially for the period from the 1780s and the 1860s. The discussion is based mainly on archival material from British, French and African archives, but also makes use of a wide range of published accounts, mainly in English, French and German, and information from oral traditions. Beyond its immediate local interest, the thesis contributes to our understanding of the operation of the Afro-European trade and its impact on African middleman societies. The intermittent commercial success of 'the Popos' illustrates the dynamics of the trade especially clearly. The Western Slave Coast is placed into the wider transatlantic trade network and its role in the trade re-evaluated. The link between the local and overseas economy is illustrated by the centrality of the lagoon, which is discussed in detail. Other important issues that are addressed include the role of the canoemen in the trade, the transition from the slave trade to the palm oil trade and the Afro-Brazilian settlement at Agoue.

ENGLISH ABSTRACT: This study investigates the impact of foreign aid on the relations between Non- Governmental Organisations (NGOs) and the state in South Africa since 1994. There are three different ways in which NGOs can interact with the state and public policy: viz. they can support and help to implement policies, attempt to reform policies, or oppose them. During apartheid, the nature of NGO-state relations was characterised by political confrontation and distrust. NGOs primarily served as organisations of opposition to the state's exclusivist and dehumanising policies. Many NGOs, however, also provided developmental and social services to communities who were neglected by the apartheid state. After the first democratic election in 1994, the role of NGOs underwent a significant process of change. Various factors contributed to this change. This study, however, primarily focuses on the role of foreign aid and its effect on NGO activities in South Africa, post-1994. This study relied on secondary data sources (both qualitative and quantitative) available in the area of NGO state relations. The study also focused on two major donor agencies in South Africa: European Union (EU) and United States Agency for International Development (USAID). Analysis of data reveals that, since 1994 much of the funding that was previously directly channeled to civil society now goes to the state, which distributes it to targetted NGOs. As a result many NOOs have collapsed because of a shortage of financial resources to sustain their work. Secondly, since 1994 the rationale and purpose behind international donor policies has been to advance the New Policy Agenda (NPA), which is aimed at promoting free market-orientated reforms and the consolidation of liberal democracy. As a result, foreign aid donors have endorsed the liberal economic policies, which are set out in the government's macroeconomic strategy, viz. Growth, Employment, and Redistribution (GEAR). Thus, both government and donors have prioritised NGOs who are involved in service delivery rather than those that are likely to challenge and oppose liberal market policies. They have also shown preference to NGOs that are more concerned with the norms and practices of procedural democracy as opposed to those that are concerned with issues of participatory and social democracy. This has resulted in constraining the overtly political and advocacy role, which characterised NGOs during the apartheid era. International donors, via government disbursement institutions such as the National Development Agency (NDA), have also constrained the work of NGOs by insisting on numerous managerial related requirements that have been made conditional for the receiving of financial support. Many small, informal, rural community based organisation that lack the required administrative capacity have, as a result, been facing serious financial crises. Subsequently, NGO-state relations, since 1994, have become less adversarial and confrontational. Most NGOs, complement and support the state's social services delivery programmes and also serve as organisations which help shape the norms and practices of procedural democracy. The study concludes, that the persistent inequality, poverty and unemployment which is associated with the GEAR macroeconomic policy and endorsed by international donor agencies, will lead to the resurgence of advocacy NGOs. Furthermore, in order to resuscitate their role and to ensure their vitality as organisations, which promote participatory democracy, it is essential to focus on strategies, which can effectively challenge the current funding environment to NGOs. These include, building the administrative capacity of both the NDA and NGOs, ensuring NDA independence, and ensuring recognition by funding institutions of the importance of advocacy NGOs in the consolidation of economic democracy.
AFRIKAANSE OPSOMMING: Hierdie studie ondersoek die impak van buitelandse hulp op die verhoudinge tussen Nie-Regeringsorganisasies (NRO'S) en die staat sedert 1994. Daar is drie verskillende wyses waarop NRO's interaksie kan bewerkstellig met die staat en met openbare beleid, naamlik, hulle kan help om beleid te implementeer, hulle kan help om beleid te verander, of hulle kan beleid teenstaan. Tydens apartheid, is die aard van NRO - staat verhoudings gekenmerk deur konfrontasie en wantroue. Die NRO's het primêr gedien as organisasies van opposrsie teen die staat se eksklusiwistiese en onmenslikingsbeleid. Talle NRO's het egter ook ontwikkelings- en sosiale dienste voorsien aan gemeenskappe wat afgeskeep is deur die apartheidstaat. Na die eerste demokratiese verkiesing in 1994, het die rol van NRO's 'n beduidende proses van verandering ondergaan. 'n Verskeidenheid faktore het bygedra tot hierdie verandering. Hierdie studie fokus egter primêr op die rol van buitelandse hulp en die uitwerking daarvan op NRO's se aktiwiteite in Suid-Afrika na 1994. Hierdie studie het staatgemaak op sekondêre bronne (kwalitatief sowel as kwantitatief) in die gebied van NRO's - staat verhoudinge. Die studie fokus ook op twee belangrike donateur agentskappe in Suid-Afrika: die Europese Unie (EU) en die Verenigde State Agentskap vir Internasionale Ontwikkeling (VSAlO). This research analyses development cooperation between the European Union (EU) and South Africa with the objective of determining which between the two entities, ultimately benefits more out of this arrangement The research goes beyond the altruistic reasons offered by the EU as the rationale for development cooperation to investigate whether South Africa's development is actually being promoted by this cooperation. Further, the research investigates whether there is also EU self-interest that informs this development cooperation. This research is conceptualised within the development aid debate framework. The research argues that this development cooperation is important to South Africa even though its impact is in real terms has not been extensive due to a number of factors. It further contends that there are EU political, security and economic interests amongst others that are being promoted by this development cooperation. The research concludes by asserting that this development cooperation promotes the mutual interests of the EU and South Africa. This conclusion challenges the paradigms of the debate on development aid which is premised in black and white terms of development aid promoting either donor or recipient interests.

The European Union and Africa have sought to establish tight economic and political relations after the era of colonialism. However, European colonialism in the African continent has left behind colonial legacies that are still present in the postcolonial world. Contemporary EU- Africa relations have aimed to transcend the conventional donor-recipient relationship shaped by colonial legacies, towards a more equal and mutually beneficial partnership. Such a partnership of equals has been a declared goal of the current European Commission outlined in the EU-Africa Strategy “Towards a comprehensive Strategy with Africa”. This thesis aims to examine the partnership and power relations between the EU and the AU, seeking to answer the question of how the EU constructs Africa as an equal partner in the EU- Africa Strategy. This thesis entails theoretical and analytical frameworks combining two critical approaches, postcolonial theory and the WPR method. By applying these frameworks to the thesis, the findings reveal that the EU constructs Africa as a dependent partner through pragmatic discourse on partnership, due to the deep-seated remnants of colonial structures within the EU-Africa Strategy. These colonial structures position the EU as a dominant actor providing support for the dependent actor, Africa, implying that the partnership is based on asymmetrical power relations between the two actors. This research attempts to contribute to the somewhat underdeveloped canon of postcolonial approaches to EU-Africa relations and highlight the suitability of a postcolonial approach for this type of research.

The EU's relationship with Africa is defined by power asymmetry, commonly characterised by a distribution of resources and capabilities across issue areas that almost always favour those at the top. Although asymmetry constrains weaker parties in identifying their preferences and the resources they can draw upon, in practise even in a situation of power asymmetry weaker actors can be successful in achieving their preferences. This thesis questions why some African countries have been able to exercise leverage and control vis-a-vis the EU despite power asymmetry. This question is answered through case studies of the EU's relations with Ghana and Senegal in three policy areas: aid, trade, and migration. The thesis adopts an empirical approach firstly to identify both parties' capacities and constraints in conducting relations, and secondly to establish the conditions under which African countries are able to fulfil their goals. As a foreign policy actor the EU faces institutional and political constraints which lead to gaps between policy rhetoric and practise, and between expectations and actual capabilities. This affects the EU's position vis-a-vis third parties and creates a disjunction between the EU's structural power and its actual bargaining power. Structurally weaker countries are able to influence the EU, firstly, because of how the perceptions they hold of the EU's constraints and capacities shape their own strategies, and secondly, because of the presence of certain contextual factors which favour or constrain the exercise of leverage and control. Senegal and Ghana are employed as case studies for the EU's relations with Africa. Although the socio-economic and political environment, the structural differences in power, and the EU's strategies are similar in both countries, Senegal has been more effective in promoting its interests than Ghana in relations with the EU. Senegal's perceptions of the EU's capabilities and constraints, the prevalence of 'ownership' and government 'control', and a strategic position have led to success in attaining its preferences and goals. Ghana's perceptions of apparent differences in structural power and mostly externally-driven policy processes have led it to adopt a more cooperative and consensual approach, weakening Ghana's ability to influence processes and outcomes vis-a-vis the EU. Leverage and control are therefore found in an actor's perception of its own power and that of others and in an environment where certain conditions favour weaker country influence, indicating that power is both relational and contextual.

This thesis identifies and analyses the legitimacy claims of regional security organizations in relation to their policies and their existence as relatively new sites of authority. Hence, it explores the normative context underpinning security regionalism between global and national levels. In this regard, it proposes a conceptual and theoretical framework for the study of selflegitimation, which is understood as a dynamic and intersubjective social process of justification of the right to rule. This framework is based on the intersection between the literatures on security, regionalism, and political legitimacy. Its main focus is the identification of the arguments of legitimation that can justify the unequal power relations between rulers and ruled. This thesis’ case studies are the security missions and policies of crisis management of the African Union and the European Union in response to the crisis in Darfur (2003-) and adjacent areas such as Chad and Central African Republic. Building on the framework of self-legitimation and on the analysis of documents produced by both regional organizations, the empirical part identifies fours large patterns of arguments, which are called ‘images of security regionalism’. These images are the beneficial regionalism, the necessary regionalism, the inevitable regionalism, and the multilateral regionalism. The images of security regionalism show that the legitimation of policies and actions, on the one hand, and the legitimation of regional organizations and their positions within security governance, on the other, are indissociable. Moreover, they also reveal that, more than the legitimation of actions, it is often the legitimation of the perceived inaction that is crucial to the organizations’ role as security actors. Finally, the patterns of arguments referring to the inter-organizational relations and to the multilateral and collective character of the organizations’ policies point to a trend of mutual recognition and, by consequence, mutual legitimation among regional organizations.

On 10 May 1994 the European Union offeredSouth Africa a package of measures to ... send a strong political signal to the incoming govemment and to the South African population, thus proving its firm determination to support the transition towards democracy and its willingness to contribute to the reconstruction and economic development of South Africa after the elections. This package consisted of two parts: 1. A series of short term implementations to take place with immediate effect to help South Africa's development and transition, and 2. An offer to negotiate a comprehensive long-term relationship with South Africa should the new government so request. South Africa accepted the European Union's offer to negotiate a long-term relationship, and in response requested membership of the structure governing the Union's relations with the rest of the countries in Sub-Saharan Africa and some countries in the Caribbean and Pacific, namely the Lomé Convention. Due to various incompatibilities South Africa was not allowed to join this organisation. In its place the European Union offered to negotiate an agreement with South Africa that would lead to a Free Trade Area. This agreement was in keeping with the rules as laid down by the World Trade Organisation. It envisaged the lowering of tariffs and trade barriers between the Union and South Africa over a period not exceeding 12 years, allowing for asymmetry in terms of time constraints in implementation only. South Africa saw this type of agreement as inconsistent with the desire expressed by the European Union to support the countries development and the integration of the Southern African region. In its place South Africa proposed a new concept in trade agreement, this concept, known as the Trade and Development Agreement, embodied both trade liberalisation and support for development. This agreement would introduce a new paradigm of thought to govern trade between developed countries and developing countries within the World Trade Organisation's rules. This paper explores the events that unfolded in these negotiations. It attempts to discover whether, in the current global environment, it is possible, or beneficial, for the developed world to act in an altruistic manner towards another state in order to assist its development.

Europe and Africa share a long history that is characterized both by oppression and development. The relationship between the European Union (EU) and the African, Caribbean and Pacific (ACP) countries is a particularly important aspect of EU development cooperation policy. The developmental history between the EU and Africa started with the Yaoundé Conventions of 1963 and 1969, which were replaced by the Lomé Convention. Unfortunately, the favourable terms and preferential access for the ACP countries to Europe failed and the Lomé Convention was replaced by the Cotonou Partnership Agreement (CPA) in 2000. As a result of a WTO-waiver, the discriminatory non-reciprocal trade preferences, which were previously enjoyed under the Lomé Convention, continued until December 2007. The Cotonou Agreement points out that these trade preferences will be replaced by joint WTOcompatible Economic Partnership Agreements (EPAs). During the EPA negotiations, the EU preferred to negotiate on a regional basis instead of negotiating with the ACP as a whole or with individual countries. Consequently, Sub-Saharan Africa formed two negotiation groups; the Eastern and Southern Africa (ESA) EPA group and the Southern African Development Community (SADC) EPA group, represented by the five Southern African Customs Union (SACU) countries, together with Mozambique and Angola. Although Southern Africa is the region that leads the continent; from an economic perspective, the Southern African states show considerable disparities. Due to the economic differences between South Africa and the BLNS countries (Botswana, Lesotho, Namibia and Swaziland), the interests of the individual SACU countries are diverse and often contradictory, which resulted in complicated EPA negotiations. However, maintaining a favourable long-term trading relationship with the EU is of great importance to the economic and political well-being of the SADC, since the EU is the main trading partner of most African countries. By December 2007, an interim EPA (IEPA) was initialled by the BLNS countries as a result of the pressure to fall back to the unfavourable Generalized System of Preferences (GSP). Due to the bilateral Trade Development and Cooperation Agreement (TDCA) that is in force between South Africa and the EU, South Africa was not negatively influenced by the expiry of the WTO-waiver. The EPA will have a negative impact on regional integration within SADC and will promote distinction within the regional economic communities. Duty free, quota free access was offered to the BLNS countries, but the EU did not extend this offer to South Africa because of the developmental status of the country and the pre-existing TDCA. Consequently, South Africa will be required to export at higher prices and will experience increased competition within the region. The downside of the removal of import tariffs for the BLNS countries is that government revenues will decrease, which might result in income losses and will accentuate poverty. The standstill-clause of the IEPA prevents the SACU countries from diversifying economically and from developing new industries. The Most- Favoured Nation clause primarily impacts negatively on South Africa, since it prevents South Africa from negotiating freely with other countries such as Brazil and China. Furthermore, the strict intellectual property rules of the IEPA undermine access to knowledge and hereby fail to support innovation. The content of a chapter on liberalization of services, that will be included in the full EPA, is still being negotiated. Liberalization of services might lead to more foreign investments in the BLNS countries, as a result of which the quality of services will increase, leading to better education, infrastructure and more job opportunities. However, foreign companies will gain power at the expense of African governments and companies. South Africa is the main supplier of services in the BLNS countries and will therefore be confronted with economic losses when the services sector is liberalized. From an economic nationalist perspective, the EU included numerous provisions in the IEPA that were not necessary for WTO compatibility. However, the EU is aware of the importance of trade agreements for the BLNS countries and found itself in the position to do so to fulfil its own interests. By making use of the expiry date of the WTO waiver; the IEPA was initialled by the BLNS countries within a relatively short period of time. South Africa, in its own national interests, opposed the provisions of the IEPA, which has led to the negotiations deadlock. Because of the economic power and negotiating tactics of the EU and the selfinterested attitude of South Africa in this respect, regional integration is undermined and the poorest countries are once again the worst off. Although Economic Partnership Agreements have to be established, the partnership-pillar is, in my opinion, hard to find.

The Trade, Development and Co-operation Agreement (TDCA) will create competitive challenges, threats and opportunities, driving out less efficient performers while bolstering more efficient enterprises and industries. This is in line with the general principles of the World Trade Organisation (WTO) which promotes the reduction of trade barriers in order to liberate trade on a global basis. This dynamic process of adjustments will continue throughout the implementation of the European Union - South Africa Free Trade Agreement ( EU-SA FTA) which is the main component of the TDCA. The European Union (EU) has historically been Southern Africa's most important trading partner. The main reason why South Africa entered into a Free Trade Agreement (FTA) with the EU was to enhance exports to South Africa's largest export market, attract higher levels of investment from the EU, and gradually expose the South African industry to competition to ensure that it is restructured to become globally competitive. Since 1910 South Africa has been part of the Southern African Customs Union (SACU), which also comprises Botswana, Lesotho, Namibia and Swaziland (BlNS). The EU-SA FTA will accordingly impact on trade relations between South Africa, the EU and the BLNS countries. Not only will SACU face increased competition from cheaper EU imports, but BLNS countries will also face reduced income from the common revenue pool. South Africa will have to remove a higher level of tariffs from a greater volume of imports than is the case for the EU. For the BLNS, the relative adjustment effort is even greater. The BLNS will have to adjust to the elimination of tariffs on 30% of goods currently imported from the EU, while the TDCA will bring about no improvement in their current terms of access to the EU market. The BLNS products currently exported to the EU which are most likely to be affected by the EU-SA FTA are: clothing (Lesotho), preserved fish and flowers (Namibia), and grapefruit, processed pineapples, corned fruit and grapes (Swaziland). These products are under threat from South African products which can, as a result of the FTA, be exported to the EU at reduced tariffs. BLNS products which could be affected as a result of cheaper EU imports are: grain (Botswana, Namibia and Lesotho), chicken production (Swaziland), sugar (Swaziland), beef (Namibia and Botswana), and the small wheat-farming sector in Namibia and Botswana. The EU-SA FTA is further likely to have a substantial impact on South Africa's exports to the EU. The total increase in exports as a result of the FTA is estimated between 1.3% and 1.4% of the 1996 value of South Africa's exports to the EU. The main drive will come from industrial products which are less protected than agricultural products. The South African government, further, concluded that the negative effects of the direct costs to SACU would be outweighed, in the long term, by the dynamic and geopolitical benefits of an FTA with the EU. The signal that the South African government has given with signing the TDCA with the EU indicates that the Southern African economy should restructure itself to become internationally competitive. This is the only way to survive in a global trade arena which is under WTO principles becoming increasïngly more liberated.

Abstract:
The main purpose of this paper was to explore the role economic partnership agreements play in regional integration. The whole paper was premised on identifying the nature of economic partnership agreements that is conceived as a free trade arrangement. Therefore the paper discussed the feasibility of the reciprocal principle between the European Union and ACP countries, and further indicated that there is no need to implement the principle of reciprocity at present. The paper also discovered that, due to the fact that unequal trade relations between the EU and the ACP countries still exist, the implementation of the EPAs is most likely to generate the complementary but non-competitive trade relations between the EU and the ACP countries. Such a situation could result in the ACP countries over-independence on the EU's market. ACP countries are not expecting to such integration. In addition the paper ascertains that the EPAs themselves could contain the intrinsic negative impacts such as discrimination against the third countries on regional integration.

ENGLISH ABSTRACT: This thesis examines the democratisation of South Africa's foreign trade policy, by evaluating the negotiations surrounding the establishment of a free trade area between South Africa and the European Union (EU). Democracy here is defined as a form of government that rests on three components namely, public participation in and public debate over policy formulation and a governing elite that is responsive to the needs of the majority of the population. The thesis firstly outlines the process of negotiation itself, looking at the developments that shaped the years of talks. It examines the nature of the final agreement, called the Trade, Development and Co-operation Agreement (TDCA). It focuses on the Co-operation Agreements that were concluded, South Africa's partial accession to the Lomé Convention and the details of the free trade agreement. It finds that although the negotiations took very long to complete and the EU proved to be a tough negotiator, there are a number of opportunities for South Africans in the TDCA. In the second section the internal process in developing a South African negotiating mandate is examined. This is done to conclude whether or not South Africa's foreign trade policy is being formulated in a democratic manner. However, first of all the question why the democratisation of foreign trade policy formulation is important is addressed. Two possible theories are advanced. Firstly, globalisation has forced countries to lure foreign direct investment (FDI) as a matter of urgency. Seeing as FDI is mostly tied up with western nations that prefer democracies, states are opting to democratise. The focus is to a large extent on satisfying international actors. Or alternatively, the very survival of the nascent democracy today depends on the consultative nature of domestic economic and international economic policy formulation. This is not a question of choice with an external focus, but rather a matter of urgency with purely an internal focus. Four actors in foreign policy formulation, namely parliament, government, the bureaucracy and civil society, are examined in order to understand whether they had access to the process and whether these institutions themselves have been democratised since 1994. The thesis finds that the process was to a large extent democratic in nature. However, the thesis also finds that no matter how democratic policy formulation is in South Africa, the options for policy are limited by a number of international elements. These include globalisation, regional trading blocs like the European Union, and international organisations like the World Trade Organisation.
AFRIKAANSE OPSOMMING: Die tesis evalueer die demokratisering van Suid-Afrika se buitelandse handelsbeleid deur die onderhandelingsproses tussen die Europese Unie (EU) en Suid-Afrika rakende die sluiting van 'n vryhandelsooreenkoms te ontleed. Demokrasie word in die tesis definieer as 'n tipe regering wat rus op drie komponente, naamlik deelname in en debat oor beleidsformulering en 'n regerende elite wat die behoeftes van die meerderheid van die burgers in ag neem in beleidsformulering. Eerstens omskryf die tesis die gebeure wat die onderhandelingsproses beïnvloed het. Die finale ooreenkoms word oorweeg teen die agtergrond van die samewerkingsooreenkomste wat tussen die partye gesluit is, Suid-Afrika se gedeeltelike deelname aan die Lomé Konfensie en die vryhandelsooreenkoms. Dit is nie 'n kwessie van keuse met 'n eksterne fokus nie, maar 'n noodsaaklikheid met 'n interne fokus. Vier groeperinge wat buitelandse beleidsformulering beïnvloed word ondersoek, naamlik die Parlament, the regering, die burokrasie en die burgerlike samelewing, om vas te stelof hierdie instansies toegang tot die proses gehad het en of hierdie instansies self sedert 1994 gedemokratiseer is. Race is a potent discourse within the world of pop culture, particularly in television where viewers are witnessing more racial diversity in scripted shows. However, show creators must maintain standards that emphasize distinct social roles among characters in order to appeal to large heterogeneous audiences. These roles tend to be characterizations of racial stereotypes that often lead to biased opinions and inaccurate perceptions of minority groups. Previous studies detail that racial biases in media adversely shape public opinions about African Americans and depress the desire for racial integration. This seems somewhat confounding since the shift in programming towards racial diversity presumes increased affirmation, importance, and validity of African Americans and other minority groups. This study investigates the affective response of Black and White college students to cross-race relationships on TV and the perceived realism of these media depictions. Since these relationship forms are now becoming part of television's pop culture, and pop culture reflects co-existing attitudes and values in society, it is important that they be examined. Additionally, examining cross-racial relationships may help in understanding larger race relations in the United States.

This thesis attempts to give an account of how Whitehall planned Britain's withdrawal from extra-European commitments in the years 1959-1968, demonstrating that foreign policy development was essentially a cross-departmental process, involving a synthesis of views articulated by the Treasury, Board of Trade, Ministry of Defence, Colonial Office, Commonwealth Relations Office, as well as the Foreign Office. More specifically, the thesis is concerned with the direct effects of the interplay of different departmental policies on British retrenchment from Africa, the Middle East, and the Far East. Most accounts of how ministers and officials approached the subject of withdrawal from international commitments lack any substantive analysis of documentary evidence, a fact attributable to the 'thirty-year rule'. Many academic works also contain a reference to 'delusions of grandeur' as the main explanation as to why Whitehall guided a tentative course in extracting Britain from its remaining overseas obligations. By examining Whitehall's attempts to review future policy, usually on an inter-departmental basis, this thesis questions the commonly held assumption that an outdated imperial sentiment permeated the political establishment until economic reality, namely the devaluation of sterling in November 1967, forced Britain to confront the fragility of its position. Developing and expanding upon previous scholarship, this thesis makes a contribution to historical knowledge by providing the first sustained and unified study of how the highest echelons of Whitehall framed Britain's long-term strategic aims in the late 1950s and 1960s. This thesis is a contribution to administrative, diplomatic and military history, and provokes a number of questions. To what extent, for example, did economic considerations inform the decisions of leading policy-makers? Did a misjudgment over the strength of British 'power' lead to the pursuit of inappropriate foreign policy objectives? How was foreign policy affected by defence policy? What influence did the Treasury exert over high foreign policy? Did the influence of civil servants vary according to policy issues and the personalities involved? In what ways did the views of the departments responsible for economic matters differ from those in charge of defence policy on the priority attached to military expenditure? To what extent did the Foreign Office and Ministry of Defence disagree on matters regarding Britain's overseas commitments and possessions? In answering such questions, this thesis casts new light on how Whitehall, between 1959 and 1968, reduced the scope of Britain's international commitments, redirecting the central thrust of British foreign policy away from extra-European commitments towards Europe.

The aim of this thesis is to shed light on the distinctive role of the European Union (EU) as a state-builder in the case of the Occupied Palestinian Territories (OPTs). The thesis engages with distinctive literatures on liberal peace, peacebuilding, state-building, the EU and conflict resolution as well as Security and Judiciary Sector Reform. By synthesizing these literatures this research will try to test the EU effectiveness in the state-building project in the OPTs by reference to two main case studies: the EU’s initiatives in the domains of Security Sector Reform (SSR) and Judiciary Sector Reform (JSR) while at the same time addressing issues of the broader governance agenda and the rule of law. Thus, the broader liberal peace and peacebuilding literature will help contextually to understand how state-building has been used as a tool for implementing the liberal peace, the distinctive literature on state-building will help to identify the ‘core’ state functions that institutions established should be able to run and the literature on conflict resolution will help to identify all tools and mechanisms that the EU has at its disposal in order to ‘build’ states. By drawing on these literatures, this thesis will set three criteria on which the effectiveness of the EU as a state-builder will be tested namely generation of legitimacy, coherence and regulation of violence/ability of enforcement. The thesis is mainly empirically-oriented (drawing on almost 100 interviews that were conducted with EU, Israeli and Palestinian officials) and will focus on the two civilian missions that the EU has deployed in the OPTs (EUPOL COPPS and EUBAM Rafah) in order to help the Palestinian Authority reform its security sector as well as initiatives in the domains of judiciary sector reform and the rule of law (Seyada Project). The main argument of the thesis is that the EU has approached the state-building project from a technical aspect without linking it with clear political decisions and objectives. As a result, while initiatives in the domains of SSR and JSR have helped the PA improve the situation on the ground this was done at the expense of democracy and political objectives that would contribute to the ending of the Israeli Occupation.

ENGLISH ABSTRACT: In October 1999 South Africa and the European Union (EU) signed a free trade agreement, the Trade Development and Co-operation Agreement (TDCA), which came into effect on 1 January 2000. The TDCA was developed to enhance bilateral trade, economic-, political- and social cooperation and consists of three components - the creation of a Free Trade Area between South-Africa and the EU, EU financial aid to South Africa through the European Programme for Reconstruction and Development (EPRD), and project aid. However, the EU, in an effort to secure the best possible deal for itself, often behave in its own interests (through the manipulation of the Wine and Spirits Agreement) during the negotiations for the TDCA. The goal of this study was to establish what exactly trademarks are, and what implications the EU's protection of intellectual property rights on wine and spirits trademarks will have on i) the South African wine industry, ii) whether South Africa could have exercised another option, iii) whether this action has created a precedent with which the EU can, in future, again force South Africa or any of its other developing trade partners to make concessions, and iv) who gains the most from the TDCA. The concludes that the EU, through the manipulation of the Wine and Spirits Agreement, left South Africa with no choice by to concede the use of the contested trademarks - something that has already taken its toll on the South African wine industry - in order to save the TDCA. This action created a precedent that the EU will, in future, again be in a position to threaten developing countries with the termination of an agreement should they fail to comply with its demands. Finally, the conclusion is made that even though the TDCA was created to assist South Africa with its reintegration into the world market, it will ultimately be the EU that benefits most from the agreement.

China is becoming an increasingly important actor in international political and economic relations. The pace of Chinese economic growth triggers a progressively growing demand for natural resources. After launching the "open-door" policy in the Chinese modern history (which attracted the important sources of capital inflows), the Chinese government introduced a "go-out" strategy for the Chinese companies to integrate them into the global structures. This strategy has its direct impacts on developing countries, where the Chinese presence is apparent the most. China is cooperating with all of the developing regions; however, sixty-year long cooperation with Africa is outstanding in many ways. In this continent China has to encounter other traditional actors -- European Union above all, as Africa constitutes a centrepiece in European development cooperation policy. The aim of this master thesis is to describe the shape and evolution of long-term Sino-African relations into today's "strategic partnership", which is being regarded as "rediscovered" in this thesis, and to conclude with the implications for the EU policy. To achieve this, the thesis is divided into three chapters. First chapter deals with the theoretical basis for the shape of Sino-African relations, in broad terms of Chinese foreign policy towards developing countries. The second chapter looks onto actual, mainly economic and developmental, impacts of the Chinese "go-out" strategy on Africa. The thesis indicates the approach of the European Union to the rediscovered partnership.

Die vorliegende Arbeit untersucht die Frage, welche Auswirkung die Zunahme irregulärer Migration aus den Gebieten Afrikas südlich der Sahara in die Europäische Union (EU) auf die politischen Beziehungen der Regionen zueinander hat. Wissenschaftliche Arbeiten zu internationaler und irregulärer Migration und ihrer Auswirkung auf die Internationalen Beziehungen sind bisher die Ausnahme. Die vorliegende Arbeit leistet einen Beitrag dazu, diese Lücke zu füllen und Migration aus einer politikwissenschaftlichen Perspektive zu beleuchten. Durch eine fundierte Analyse können Politikstrategien der Afrikanischen und der Europäischen Seite aufgezeigt, die Chancen der Interessensdurchsetzung bewertet und die Wirkung der Kooperation auf die Problematik der irregulären Migration eingeschätzt werden. Die Arbeit baut auf den gängigen Theorien der Internationalen Beziehungen auf, die Hypothesen beruhen auf einer Gegenüberstellung der kooperationspolitischen Annahmen des Neorealismus und des neoliberalen Institutionalismus. Die empirische Überprüfung beruht auf einer qualitativen Inhaltsanalyse zugänglicher Dokumente und Verträge der EU und der African Union (AU) sowie der Westafrikanischen Regionalorganisation ECOWAS. Ergänzt wird die Dokumentenstudie um Experteninterviews mit afrikanischen Botschaftern in Berlin. Die Arbeit kommt zu dem Ergebnis, dass die Zunahme irregulärer Migration zu einer Veränderung in der Europäisch-Afrikanischen Kooperation geführt hat. Migrationspolitik ist zu einem strategischen Bereich der EU-Außenpolitik gegenüber Afrika geworden. In der Europäischen Politik überwiegen trotz Anerkennung der entwicklungspolitischen Möglichkeiten regulärer Migration restriktive Ansätze. Diese wirken sich nachteilig auf die Afrikanischen Herkunftsländer aus und begünstigen eine weitere Zunahme irregulärer Migration. Um angemessene Politikstrategien zu entwickeln ist aufgrund einer nicht zu erwartenden Veränderung der Europäischen Politik insbesondere die Afrikanische Seite gefragt. Hier dominierte in der Vergangenheit eine kritische Haltung gegenüber Personenfreizügigkeit. Erst seit kurzem kommt es zu einer abgestimmten supranationalen Positionierung auf ECOWAS- und AU-Ebene, in der positive Wirkungen regulärer Migration anerkannt werden. Diese spiegeln sich aber bisher nicht in nationalstaatlichen Politiken wider.
The thesis deals with the question, whether the increased irregular migration from Sub-Saharan Africa to the European Union (EU) has an impact on the inter-regional relations. Papers dealing with international and irregular migration and its impact on international relations are still rare. The thesis contributes to fill this gap and to highlight migration from a political science point of view. By providing a comprehensive analysis, political strategies of the African and the European side are identified, the chances of enforcements of interests showed and the effect of cooperation on the prevention of irregular migration is assessed. The thesis is based on the established theories of international relations. The hypothesis are based on the assumptions of neorealism and neolibral institutionalism on international cooperation. The empirical testing is based on a qualitative content analysis reviewing of available documents and contracts of the EU and the African Union (AU) as well as the Economic Community of West African States (ECOWAS). In addition, data derives from expert interviews conducted with African ambassadors in Berlin. The thesis comes to the conclusion that the increase in irregular migration let to a shift in the European-African cooperation. Migration policy now is a strategic part of the European foreign policy towards Africa. The European policy mainly pursues a restrictive policy although the chances of a regular form of migration have been officially recognized. This policy approach has a negative effect on the African countries of origin. At the same time, it favors a further increase of irregular migration. In order to develop an adequate policy, the African governments are particularly challenged as the European policy cannot be expected to change its politics towards migration. Here, in the past a critical position towards freedom of movement dominated. Only recently, a supranational position at ECOWAS-level comes up, which appreciates the positive effects of migration. However, this is not yet translated into policies at the national level.

ENGLISH ABSTRACT: As the Trade Development and Co-operation Agreement (TDCA) creates competitive challenges and opportunities, labour and capital will seek the highest returns, dri ving out less efficient performances while bolstering more efficient enterprises and industries. This dynamic process of adjustments will continue throughout the implementation of this agreement. The South African government sees the agreement with the European Union as a step towards restructuring the country's economy and making it part of the rapidly changing world economy. This policy view of the South African government will result in those sectors of the economy that are not internationally competitive, receiving no support from government. Consequently these sectors will decrease in time. Of the three agricultural profiles studied, fresh fruit (deciduous fruit) will benefit the most from the TDCA. The most obvious effect the agreement will have on the sector is the saving on customs duties payable on exports to the EU. An estimate on 1997 trade figures revealed that in the short term the deciduous fruit industry will save approximately RI00 million. Over the implementation period of 10 years, the industry will save about Rl billion. After that, savings amounting to approximately R125 million per annum should be possible. The canned fruit sector is an export-driven industry that exports about 90 per cent of its products, 50 per cent of which is exported to the EU. The export tariffs to the EU are very high. As non-EU member, South Africa is the biggest provider of canned fruit to the EU. Some analyses revealed that the total savings in tariffs for the first year of implementation will be R25 million. The industry stands to save approximately R100 million over the implementation period. At the EU's request, South Africa agreed to negotiate a separate Wine and Spirits Agreement. The EU believes that South Africa's continued use of certain "geographical indications" or terms is in breach of Article 23 of the Trade-related Aspects of Intellectual Property Rights (TRIPs) agreement. The quotas granted by the EU on wine and sparkling wine cover 79 per cent of South African exports to the EU. South Africa granted the EU a 0.26 million litre quota for sparkling wine and a 1 million-litre quota for bottled wine. SA will phase out the use of the terms "port", "sherry", "grappa", ouzo", "korn" , "jagertee" and "pacharan" over agreed time periods. The issue will be taken to the WTO for a ruling in this regard. The EU has agreed to grant SA a duty-free tariff quota for wine but has suspended the tariff quota until the Wine and Spirits agreement has been signed. The EU will also provide financial assistance of 15 million ECU to help restructure the SA wine and spirits sector. The South African agricultural industry should take note of the constantly changing international marketing environment. The Free Trade Agreement (FTA) signed with the European Union opens up new markets and enhances existing ones that must be exploited. It is imperative that every role player should evaluate the level of competitiveness of his or her enterprise. Thus the message is very clear: Agricultural production with an international trading view is the only sustainable road to follow.
AFRIKAANSE OPSOMMING: Soos die Handel, Ontwikkelings en Samewerkingsooreenkoms kompeterende geleenthede en uitdagings skep, sal arbeid en kapitaal verskuif na die hoogste opbrengste beskikbaar. In hierdie proses sal daar wegbeweeg word van onvoldoende prestasies en sal effektiewe ondememings en industriee floreer. Hierdie dinarniese proses van herstruktuering sal voortduur regdeur die implementeringsperiode van hierdie handelsooreenkoms. Die Suid Afrikaanse regering beskou die ooreenkoms met die Europese Unie as 'n belangrike stap in die proses om die land se ekonomie te herstrukltureer en so deel te maak van die vinnig veranderende wereld ekonomie. Hierdie regerings beleid sal daartoe lei dat sektore wat nie intemasionaal mededingend is nie, geen ondersteuning vanaf die regering sal ontvang nie. Met tyd sal hierdie sektore verdwyn. Van die drie landbousektore wat bestudeer is, sal vars vrugte (sagte vrugte) die meeste voordeel trek uit die ooreenkoms. Die inmaak vrugte sektor is 'n uitvoer gedrewe industrie wat gemiddeld 90 persent van hul prod uk uitvoer. Van hierdie uitvoere is 50 persent bestem vir die Europese Unie. Die uitvoertariewe na die Europese Unie is baie hoog. As nie-lidland, is Suid Afrika die grootste verskaffer van geblikte vrugte aan die Europese Unie. Beramings voorsien dat die sektor 'n totale besparing vir die eerste jaar van implemetering van plus minus R25 miljoen kan beloop. Abstract:
This case-study establishes the influences of power-knowledge relationships on capacity-building for sustainability in the European Union Funded ‘Wild Coast Spatial Development Initiative Pilot Programme’ (EU Programme). It aims to capture the lessons learned for capacitybuilding to support nature-based tourism initiatives on the Wild Coast. The EU Programme aimed to achieve economic and social development of previously disadvantaged communities through nature-based tourism enterprises, and to develop capacity of local authorities and communities to support environmental management. The study discusses common trends in thematic categories emerging from the research data, and contextualises research findings in a broader development landscape. This study indicates that power-knowledge relations were reflected in the EU Programme’s development ideology by an exclusionary development approach, which lacked a participatory ethos. This exclusionary approach did not support an enabling environment for capacity-building. This development approach, guiding the programme conceptualization, design and implementation processes, resulted in a programme with unrealistic objectives, time-frames and resource allocations; a programme resisted by provincial and local government. The study provides a causal link between participation, programme relevance, programme ownership, commitment of stakeholders, effective management and capacity-building for sustainable programme implementation. The study argues that the underlying motivation for the exclusionary EU development ideology in the programme is driven by a risk management strategy. This approach allows the EU to hold power in the development process, whereas, an inclusionary participative development methodology would require a more in-depth negotiation with stakeholders, thereby requiring the EU to relinquish existing levels of power and control. This may increase the risk of an unexpected programme design outcome and associated exposure to financial risk. It may also have a significant financial effect on donor countries' consultancies and consultants currently driving the development industry. This study recommends an interactive-participative methodology for programme design and implementation, if an enabling environment for capacity-building is to be created. In addition, all programme stakeholders must share contractual accountability for programme outcomes. This requires a paradigm shift in the EU development ideology to an inclusionary methodology. However, this research suggests that the current EU development approach will not voluntarily change. I, therefore, argue that South Africa needs to develop a legislative framework that will guide donor-funded development programme methodology, to support an enabling environment for capacity-building.

ENGLISH ABSTRACT: One of the most notable features of the relations between the European Union and SADC is the current reconfiguration of their trading architecture as encapsulated in the Cotonou Agreement. Such a process of change can be shown to have inevitably been the result of policy shifts, which are salient characteristics of a global political economy, whose ontology is embedded theoretically in neo-liberalism. Nevertheless, any process of change in the structure of global trading relations has the logical outcome of systemically imposing either challenges or opportunities, and in some cases both, on the participants of that structure. This study represents a scholarly attempt at creating a lucid and descriptive embodiment of the challenges and opportunities involved for SADC in the negotiation and implementation of a Regional Economic Partnership Agreement (REPA) with the European Union. These challenges and opportunities, obligatory within a REPA framework are theoretically pronounced in as far as they shape the political economy of regional integration in SADe. The process of negotiating such a multifaceted agreement with a sophisticated partner, calls for institutional and negotiating capacity. Undoubtedly, such capacity is beyond the membership of SADe. The point is also emphasized that the process of trade liberalization, ingrained in a REPA will create a complex and difficult interface with the current SADC initiatives underway to deepen regional integration. Tellingly, these would contradict the cautious developmental and bottom up approach taken by SADC in its drive for regional integration. Conversely, this study concedes that a REPA with the EU holds a number of novel opportunities for SADC because such a process would provide scope for the fundamental restructuring of the SADC economies. The competitive pressures through decreased levels of protection within a REPA can create an upward convergence of low performing industries in the region. These, amongst others are important aspects if the political economy of SADC is to move into a virtuous cycle of deeper integration and ultimate insertion in the global economy.
AFRIKAANSE OPSOMMING: Een van die mees opvallende kenmerke van verhoudinge tussen die Europese Unie (EU) en Suider-Afrikaanse Ontwikkelingsgemeenskap (SAOG) is die huidige rekonjigurasie van handelsbetrekkinge, soos vervat in die Cotonou Ooreenkoms. Hierdie proses is die onafwendbare gevolg van beleidsveranderinge in die internasionale politieke ekonomie, met 'n. ontologie wat teoreties in neo-liberalisme gewortel is. Sodanige veranderinge in die struktuur van internasionale handelsverhoudinge. bied uitdagings sowel as geleenthede, en soms beide, aan deelnemers van sodanige struktuur. ENGLISH ABSTRACT: This thesis deals with the Trade, Development and Cooperation Agreement (TDCA) between the European Union and the Republic of South Africa, which was concluded in October 1999. In particular, the agreement is analysed in the light of the negotiating process between the parties, the contents of the agreement, the applicability of WTO law and the compatibility of the agreement with it and the Port and Sherry Agreement. Since the EU emphasised its aim to commence economic and development cooperation with other African, Caribbean and Pacific (ACP) countries on a reciprocal basis during the negotiations for a successor of the Lomé Convention, the TDCA between the EU and South Africa had to be seen as a "pilot project" for future cooperation agreements between countries at different levels of development. The TDCA between the EU and South Africa is therefore not only very important for the two concerned parties, but could serve as an example for further negotiations between the EU and other ACP countries. Thus the purpose of this thesis is to examine the TDCA between the EU and South Africa from a wider global perspective. The thesis is divided into six Chapters: The first Chapter provides an introduction to the circumstances under which the negotiations between the EU and South Africa commenced. It deals briefly with the economic situation in South Africa during the apartheid era and presents reasons why the parties wanted to enter into bilateral negotiations. The introductory part furthermore presents an overview of the contents of the thesis. The second chapter contains a detailed description of the negotiating process that took place between the parties and shows why it took 43 months and 21 rounds of negotiations to reach a deal. South Africa's partial accession to the Lomé Convention and the conclusion of separate agreements such as the Wine and Spirits Agreement, are also analysed. Chapter three presents the various components of the TOCA and illustrates what the negotiators achieved. This chapter on the TOCA concludes with an evaluation of the Agreement and shows the potential benefits to South Africa and the EU. Since the Agreement had to satisfy international rules, the provisions of the General Agreement on Tariffs and TradelWorld Trade Organisation (GATTIWTO) were of major importance. The EC Treaty, however, does not contain any provision that indicates whether, or how, an international agreement like the GATTIWTO penetrates the Community legal order. In Chapter four, accordingly, questions are raised regarding the extent to which the bilateral agreement between South Africa and the EU was influenced by the GATTIWTO provisions and how these rules were incorporated into the agreement. Furthermore, since the parties agreed on the establishment of a free trade area, this chapter deals with the question of in how far the TOCA is in line with Article XXIV GATT. In addition to the GATT provisions, the TOCA is also affected by the Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPs). Therefore Chapter five deals with TRIPs in connection with the TOCA. The use of the terms "Port" and "Sherry" as the major stumbling block to the conclusion of the TOCA is analysed more closely. The final part, namely Chapter six, provides a summary of the results of the investigation. Furthermore, a conclusion is provided with regard to the question of whether the TOeA can be seen as an example for further trade relations between the EU and other ACP countries.

Abstract:
Recent history on global north and south relations demonstrate years of inequality in the practice of development cooperation – a field often criticized for its Eurocentric ‘donor-receiver’ approach. In 2021, the African Union and European Union set out to renew their 20 yearlong partnership, and a new discourse of “partnership of equals” has been strongly promoted by the EU, suggesting a change of approach. This study analyses the EU’s Strategy for Africa through a critical discourse analysis (CDA). Deriving from development theory the study applies Fairclough’s three-dimensional model to better understand the concept of partnership and the relations of power. In addition to CDA, semi-structured interviews are carried out with young experts and coordinators who currently implement projects of the partnership and who contributes to this research by sharing their experiences and expectations. The findings suggest a problematic mismatch between the discourse used in the text and implementation of the partnership in relation to the promise of equality and partnership. The EU and Europe is positioned in a place of superiority in the discourse promoted and they fail to reflect on structural dimensions that might contribute to a significant change in how the two institutions partner.

Abstract:

This dissertation examines the influence of donor-driven and recipient-driven interests on foreign aid allocation.

Chapter 1 examines how the donor's trade interests together with elections and the political competitiveness of electoral processes in recipient countries are associated with bilateral foreign aid flows. US gives more aid to its non-competitive larger trade partners, but cuts their aid ahead of elections. It substitutes aid with market access for non-competitive countries for which it is an important export market, but not during election years. Germany, Japan and UK give more aid to countries with competitive electoral systems, but for these countries Japan and UK substitute aid with trade. The substitution disappears for UK during election years. Japan and UK also reward countries for which they are important export markets with more aid, but only during non-election years for Japan. During election years, Germany cuts aid to non-competitive countries, but gives more aid to non-competitive countries for which it is an export destination. There is weak evidence that France substitutes aid with market access for politically competitive countries.

Chapter 2 focuses on recipient incentives. I extend the Grossman and Helpman (1996) model of elections and special interests by adding foreign aid. I show that with conditional aid when the preferred policy of the donor and that of the special interest group are not aligned, the latter has an incentive to alter election probabilities so that the opposition party wins and implements the lobby's preferred policy. Under these circumstances, the government has an incentive to substitute away from conditional foreign aid. Furthermore, if the government has a higher probability of winning under unconditional aid, the lobby succeeds in asking the government to deviate the most in its policy stance.

In Chapter 3 I examine how China's growing importance as an export destination is related to countries' UN voting alignment with the US, and whether this relationship is different if the countries export oil and mineral resources that China. I find regional differences in UN voting alignment response. Latin American countries and Sub-Saharan African countries not heavily reliant on exports of oil and minerals show decreased political alignment with increased export dependence on China. UN voting alignment for the resource exporters from Sub-Saharan Africa do not vary with export dependence on China. Instead, they have a lower level of UN alignment with the US.

This study examines the issue of compatibility of demo-conditionality with state sovereignty in international law.  From a practical perspective, it examines the state of the science with respect to the enforcement of demo-conditionality, in the context of the unique relationship between the European Union and the African,  Caribbean and Pacific countries. The practicality of any argument declaring certain norms to be compatible with state sovereignty rests on an assumption that it is possible to distinguish which norms are compatible from those which are not. The validity of such an assumption depends on whether a universal workable test with which to draw this distinction, and its accompanying requirements, has been or can be developed. Therefore, the starting point of this study is to investigate whether such a universal test exists, and if so, what its requirements are. The author reaches a legally appropriate conclusion as to which norms are compatible with the principle of state sovereignty and which not in the international legal system. Thereafter, an investigation is undertaken with regard to the legal premises invoked to justify the compatibility of the demo-conditionality with state sovereignty. To this end, two levels of analysis (also referred to here as two paths) are followed. The first level of investigation concerns the proposition for demo-conditionality’s being premised upon adherence to new treaty obligations governing the parties’ observance of democratic norms. In this context, the examination focuses on Article 25 of the International Covenant on Civil and Political Rights, 1966 as the relevant provision. Other single-issue human rights instruments are also examined to establish whether they compliment Article 25. The second level of investigation explores the possibility for demo-conditionality's compatibility being premised upon obligations of State parties, which arise from the various development co-operation instruments adopted over the years. Here, emphasis is placed upon the question of whether or not these instruments advocate the inclusion of demo-conditionality in development co-operation between donors and recipients of aid. This study ultimately reaches a legally appropriate conclusion, at both levels of analysis, concerning demo-conditionality's compatibility with the principle of state sovereignty. At this juncture, a recommendation is made as to which of the two paths is the legally safer one for the pursuit of the demo-conditionality in development co-operation. On the question of what constitutes a more successful international approach to the establishment of democratic governments in the South, this study has undertaken a comparative analysis, making suggestions with respect to two models: the "Enforcement Model", based upon coercive enforcement measures, and the "Managerial Model", based upon an approach of co-operative dialogue. Finally, the study examines the state of the science with respect to enforcement of demo-conditionality, with a focus on the special relationships between the European Union and the African, Caribbean and Pacific countries. This is designed to provide a degree of insight into the practical aspects associated with the enforcement of demo-conditionality.

L’action extérieure de l’Union européenne en matière de droits de l’homme est singulièrement conduite vers l’Afrique subsaharienne, qui bénéficie d’une position particulière. Il s’agit ici d’analyser les droits de l’homme dans les relations entre l’Union européenne et les États de l’Afrique subsaharienne sous l’angle de la recherche constante de l’équilibre. Il s’agit alors de déterminer si les droits de l’homme sont un facteur de progrès dans ces relations, d’un point de vue internationaliste. Par une méthode critique et pragmatique, la recherche a permis de dégager une définition instrumentale des droits de l’homme et d’examiner les différentes formes d’ingénierie juridique dans ces relations. Dans un premier temps, la thèse met en évidence la spécificité de l’intégration des droits de l’homme, c’est-à-dire le processus de création des droits de l’homme qui est dominé par les institutions européennes, et les instruments de promotion et de protection de ces droits qui s’inspirent du droit de l’Union. Le processus juridique de production et le produit des droits de l’homme dans ces relations pose la question de la cohérence des différentes politiques de l’Union en matière de coopération au développement. Dans un second temps, la recherche se penche sur le degré de réalisation des règles de droit dans les faits, par le seuil d’effectivité et d’ineffectivité. Cette appréciation permet de s’interroger sur les incidences et les causes de l’effectivité et de l’ineffectivité des droits de l’homme dans les relations entre l’Union européenne et les États de l’Afrique subsaharienne. Il en ressort une pratique mitigée du mécanisme de garantie de ces droits au regard d’une application à géométrie variable de ce régime juridique et de la permanence des enjeux extra-juridiques. Des interventions tierces dans ces relations d’organisations internationales (ONU, UA) ou d’États (Chine) tentent de compléter ou de réexaminer la conditionnalité de la coopération au développement au respect des droits de l’homme
The European Union’s external action as far as human rights are concerned is specially geared toward sub-Saharan Africa, which benefits of a particular position. The purpose here is to analyze human rights in relations between the European Union and the sub-Saharan African states in terms of a search of a constant equilibrium. It is actually a matter of determining whether human rights are a factor of progress in these relations from an internationalist point of view. Through a critical and pragmatic approach, the research allowed to deliver an instrumental definition of human rights and examine the different forms of legal work in these relations. First the thesis will highlight the specificity of the integration of human rights, the creative process of human rights that is dominated by the institutions of the European Union and the instruments of promotion and protection of these laws, which are inspired by the law of the Union. The legal process of production and the product of human rights in these relations raise the question of the consistency of the various policies of the European Union in matters of development cooperation. Second, the research looks at the degree of realization of the rules of law in effects through a threshold of effectiveness and ineffectiveness. This assessment will raise the question of the incidences and the causes of effectiveness and ineffectiveness of human rights in the relations between the European Union and the sub-Saharan African states. It appears a moderate practice from the guarnanteeing mechanism of these laws, albeit through an application that varies from country to country of this legal system and of the permanence of extra legal issues. Third-party interventions in these international organizations relations (UN, AU) or of States (China) try to complete or reconsider the conditionality of the development cooperation for human rights

Castration has a long temporal and geographical span. Its origins are unclear, but likely lie in the Ancient Near East around the time of the Secondary Products Revolution and the increase in social complexity of proto-urban societies. Due to the unique social and gender roles created by castrates’ ambiguous sexual state, human castrates were used heavily in strongly hierarchical social structures such as imperial and religious institutions, and were often close to the ruler of an imperial society. This privileged position, though often occupied by slaves, gave castrates enormous power to affect governmental decisions. This often aroused the jealousy and hatred of intact elite males, who were not afforded as open access to the ruler and virulently condemned castrates in historical documents. These attitudes were passed down to the scholars and doctors who began to study castration in the late 19th and early 20th centuries, affecting the manner in which castration was studied. Osteometric and anthropometric examinations of castrates were carried out during this period, but the two World Wars and a shift in focus meant that castrate bodies were not studied for nearly eighty years. Recent interest in gender and sexuality in the past has revived interest in castration as a topic, but few studies of castrate remains have occurred. As large numbers of castrates are referenced in historical documents, the lack of castrate skeletons may be due to a lack of recognition of the physical effects of castration on the skeleton. The synthesis and generation of methods for more accurate identification of castrate skeletons was undertaken and the results are presented here to improve the ability to identify castrate skeletons within the archaeological record.

Les rapports entre le Trésor français et les banques centrales africaines de la zone franc sont fondés sur la garantie de convertibilité externe que la France accorde aux francs CFA. De la sorte, le Trésor français convertit de manière illimitée les francs CFA en euro et en d’autres monnaies. Par ailleurs, la BCEAO et la BEAC sont protégées contre le risque d’épuisement des réserves de change car, elles peuvent puiser théoriquement de façon illimitée en cas de rupture de changes sur les réserves françaises. La mise en oeuvre de cette solidarité repose sur un mécanisme particulier appelé : comptes d’opérations. Hérité de la période coloniale, ce principe oblige les instituts d’émission africains en vertu des accords de coopération monétaire signés avec la France au lendemain des indépendances et rénovés en 1972 et 1973, à déposer 65 % de leurs réserves de change sur ces comptes. Cette quotité a été ramenée depuis la réforme de 2005 à 50%. Le Trésor français verse des intérêts à ces comptes lorsqu’ils sont créditeurs alors qu’il prélève des intérêts en cas de débit. Cette coopération vise deux objectifs principaux : la solidarité monétaire et le développement économique par le biais d’une solidarité monétaire sécurisée. Cette coopération a donné naissance à des institutions qui oeuvrent en vue d’atteindre ces objectifs. Lors de l’adoption de l’euro à l’échelle européenne en 1999, la France a pu obtenir de ses partenaires européens la reconnaissance de la nature budgétaire des accords qui la lient à ses anciennes possessions d’Afrique pour continuer à garantir les francs CFA. Cette coopération comporte cependant beaucoup d’inconvénients qui incitent au dépassement du cadre actuel
The monetary agreements of France and the CFA franc zone are based on the permanent free convertibility of the CFA. In this case, the French Treasury supports the free convertibility of the CFA franc into Euros and other currencies with a fixed change rate. The BCEAO and the BEAC accordingly cannot suffer from the lack of changes risk for, they are both guaranteed by France. Such a parity and interdependence principles inherited from the colonial period was renewed in the 1960's up to 2005 reforms. The main goals of this cooperation are the economical development and monetary solidarity safety. Some institutions have been created in order to achieve those goals. In anticipation of the coming of the Euro in 1999, the competent French authorities convinced the European Union to maintain the monetary agreements France has with the African countries using the CFA currency. Nevertheless, such agreements compound some shortcomings which require new ideas
