Abstract:
There are two principle sources of sanctions regimes applicable to the UK, this chapter shows: those of the European Union (EU) and the United Nations (UN). The chapter first looks at the EU regime. The EU operates thirty-eight different sanctions regimes as of May 2016. They are of two types: regimes designed to implement UN-mandated sanctions regimes; and the EU’s autonomous sanctions regimes. Current EU policy on sanctions has been continuously updated. As the EU Basic Principles make clear, the EU looks principally to the UN Security Council as the source of sanctions. The UK sanctions regimes, which give effect to UN sanctions regimes, are principally introduced for three purposes: to legislate in the absence of EU competence (for example to introduce financial sanctions against so-called ‘domestic’ terrorists); to give effect to EU regimes (for example to impose penalties for failure to comply with obligations introduced by means of an EU Regulation); and to introduce measures ahead of an EU regime (where by acting unilaterally, the UK can act more speedily) or even independently.

Abstract:
This monograph provides an in-depth look at the organisation of the national cybersecurity system and the tasks and responsibilities of the entities operating within this system. The objective of the national cybersecurity system is to ensure cybersecurity at the national level, including the uninterrupted provision of essential services and digital services by achieving the appropriate level of security of the information systems used to provide these services and ensuring the handling of incidents. The EU legislators have been explicit in noting that the scale, frequency, and impact of cybersecurity incidents is growing, putting the functioning of information systems at a serious risk. These systems can be targeted by malicious attacks aimed at damaging or disrupting their operations. Such incidents can hamper the functioning of public administration and business, and cause substantial financial losses, undermine user confidence, and lead to considerable losses in national economies, as well as the EU economy at large. Defined as the resilience of information systems against actions which compromise the confidentiality, integrity, availability, and authenticity of processed data, or the related services provided by those information systems, cybersecurity is an area of concern for private and public entities alike. As far as the public-law sphere is concerned, cybersecurity tasks and powers are performed and exercised by government administration, both central and regional, as well as local and regional governments. At the core of the national cybersecurity system in Poland are the public entities which make Poland's cybersecurity policy with the aim of increasing the level of protection against cyberthreats. Despite having different statuses, tasks, and powers, and places in the public sphere, they share the objective of ensuring cyberspace security.

Abstract:
This chapter examines the European Union (EU) from the perspective of public international law. Financial crime, this chapter argues, is an international phenomenon that requires international solutions. This recognition has resulted in states cooperating on a number of different levels in order to streamline their responses to international financial crime. This chapter deals with the EU in two guises: as an independent source of international obligation for its member states, imposing discreet international obligations on them, which may even function so as to turn non-binding recommendations of international bodies into hard law, and as a peculiar entity interposing itself between international obligations from other sources (such as international treaties or UN Security Council binding resolutions) and domestic implementation of these obligations. The fact that some EU law has a more remote international source (such as a UN Security Council Resolution) may affect the degree and nature of the judicial scrutiny to which this body of law may be subject. The chapter looks first at sanctions and next at money laundering, both from the perspective of the EU.

Abstract:
This chapter examines public support for different EU reform proposals. Based on a novel experimental approach to survey research, conjoint experiments, it examines the trade-offs that people make when considering reform proposals. In addition, it delves deeper into people’s preferences for reform by means of a novel survey about reform of the Eurozone. The results suggest that, on average, people prefer a Union that is cheaper, takes key decisions via citizen referendums, and focuses on issues relating to peace and security next to economic growth. Important differences exist between different types of support and scepticism, especially in how people want the EU to be governed and what policy objectives should be pursued. When it comes to reform of the Eurozone, unified sceptics and supporters agree that member states in financial trouble should receive tough treatment from the EU, while ambivalent sceptics wish to see more financial assistance for struggling member states.

Abstract:
France has established itself as one of the most ‘generous’ welfare states in the world. The Great Recession of 2007–8 confronted French social policy with escalating unemployment and deepening inequalities. Combined with major pension reforms, these led to strong levels of dissatisfaction across the country, exacerbated by tensions over immigration, Euroscepticism, and internal security problems. This chapter examines how these issues developed in political context and uses material from attitude surveys to analyse existing and future challenges for the welfare state in France. It assesses recent reforms: governments of right and left offered contrasting programmes but failed to win public trust. France now stands at a cross-roads, facing a strong presidential challenge from the anti-immigrant, anti-EU right.
