Abstract:
Problems and unresolved issues in the field of the Ukrainian political nation consolidation and national minorities rights protection are analysed. The normative legal acts regulating ethno-national relations in Ukraine are analysed. The necessity of reforming the ethno-national legislation, elimination of declarative, contradictory and conflicting norms is proved. Threats caused by separatist manifestations are shown. The main values, guidelines and directions of the Ukrainian state ethno-national policy development are determined. The creation of a legal framework for ethnocultural autonomy in Ukraine will contribute to the formation of an effective system of protection of the rights of citizens belonging to national minorities in Ukraine, which will meet international standards in the field of protection of national minorities. , and will allow to approximate the legislation of Ukraine in the field of protection of the rights of national minorities to the EU law. Each national minority will have the right to create its own ethnocultural (extraterritorial) autonomy in order to address the issues of preservation and development of ethnocultural identity without requirements and claims to the state and the state budget. This will eliminate the declarativeness of the relevant legislation, increase the level of self-organization of national minorities, redirect ethno-territorial requirements to ethnocultural, promote harmonization of ethno-national relations and interethnic harmony in Ukraine, consolidation of Ukrainian society into a political nation based on common citizenship

The article considers the current ethno-political challenges caused by the spread of the COVID-19 pandemic and the measures of the state to counter the spread of coronavirus infection. The analysis of humanitarian threats is carried out posed by the spread of the pandemic in the ethno-political sphere at the international and national levels. Attention is drawn to the growing vulnerability of certain ethnic and racial groups as a result of the pandemic, both from the coronavirus itself and from the socio-economic consequences of national governments' response to the pandemic. The aim of the article is to analyze the main ethno-political challenges of the COVID-19 pandemic at the international and national levels, as well as the priority goals of the policy to opposition the negative consequences of the spread of coronavirus in Ukraine.The article emphasizes the need for a comprehensive approach to the analysis of the disproportionate impact of COVID-19 on "vulnerable" groups from minority communities, in particular – socio-economic factors that cause the spread of coronavirus infection in multicultural communities and reduce the effectiveness of government pandemic policies. Among the main challenges of the COVID-19 pandemic are the ethno-political consequences of the pandemic, which are the growing inequality of certain minority groups, discrimination and the conflict-generating potential of interethnic/racial relations within multicultural societies. The article emphasizes the need for a comprehensive approach to the analysis of the disproportionate impact of COVID-19 on "vulnerable" groups from minority communities and the growing conflict potential of interethnic / racial relations within multicultural societies.The ethno-political factors of influence of the COVID-19 pandemic on the Ukrainian society, actual questions of formation and realization of the state policy in the ethnonational sphere concerning protection of vulnerable groups and counteraction to displays of interethnic intolerance are considered. The most vulnerable groups that have suffered the most from the socio-economic consequences of the pandemic and the forms of interethnic intolerance in Ukrainian society during this period have been identified. The article concludes that the effectiveness of the implemented anti-epidemic measures of national governments depends on the state policy in the ethno-political sphere. Also, the importance of further analysis and prevention of ethno-political challenges caused by the COVID-19 pandemic to preserve the domestic political stability of the state and develop an effective policy of preserving interethnic harmony in Ukraine is stated.

After Kazakhstan declared its independence, it became a large perform­er in the worldwide international migration process. The attraction of social and economic stability (with an increase in the level of liv­ing standard), stable ethno-demographic and population growth, no nationalist struggles as well as positive geopolitical situations, have lead to a huge flow of immigrants to Kazakhstan in the years since independence. In this study, I have suggested that results of the ethnic immigration policy include strengthening the national identity, creating a positive effect on the ethno-demographic outcomes, and increasing the number of the population size over the last nineteen years. Abstract:
The article is devoted to measuring the effectiveness of the state national policy in Saratov region by means of using sociological methods and practices. The most commonly used method of obtaining social information in such studies was the combination of quantitative (questionnaire) and qualitative (expert survey) methods. The study revealed a number of trends in the development of the ethno-confessional situation in Saratov region. The results of the mass survey indicate a low and increasingly declining level of both national and religious conflicts in Saratov region. One of the indicators of religious and national tolerance is the characterization of emotional expression towards the representatives of different beliefs and nationalities. The analysis of these data confirms the above-described trends. A general assessment of the dynamics of interethnic relations in Saratov region also allows to speak about stability. The survey of experts made it possible to more thoroughly analyze the state of ethno-confessional relations and state national policy in this field. The significant differences in the general assessments of inter-ethnic relations in the regional context, public organizations and authorities in the field of the implementation of ethno-confessional policy between the respondents-representatives of authorities and the respondents-representatives of public organizations and the scientific community were revealed. The fundamental agreement was achieved on the current state of interethnic relations in Saratov region regarding the ethno-political situation on the part of the state authorities. The modern ethnopolitical situation is assessed as a stable and relatively calm one.

The reviewed book of the famous Russian historian B. N. Mironov focuses on the problems of ethno-confessional policy in Russia of the 18th to early 20th centuries. The primary aim of the monograph is to analyze the influence and role of geographical factors on the history of Russia as a whole, as well as to reconstruct and evaluate the principles and methods of ethno-confessional policy aimed at the inclusion and integration of ethnic diversity in the general imperial space. The review highlights the issue of the impossibility of reconstructing the Russian policy on ethnic diversity through the prism of statistics of the late 19th century, and the relationship between the abstract “state” and abstract “local elites”. The example of the policy towards Ukrainian territories shows the controversial conceptual constructions of Mironov, which reproduced the discussion provisions of the Ukrainian national narrative.

Abstract:
The article introduces new methodological foundations for analyzing the current ethno-social and ethno-confessional situation in various constituents of the Russian Federation, namely an ethno-social and confessional monitoring based on systematic, selective, and process approaches. Modern ethnic and confessional processes manifest the transformation of traditional social institutions and communications in traditional economy and social organization as a result of state policy. The structural and functional method made it possible to identify the historical context of the impact that religious organizations produce on traditional social institutions. The authors tested a systematic approach to the analysis of the ethnosocial and ethno-confessional situation on three levels: 1) interstate (macro) level in the transboundary zones of southern Russia), 2) regional (mega) level of the fractal and network social organization, 3) micro level within the boundaries of sample polygons. The article also focuses on the problems of secondary analysis of historiographical sources about the history of state national and confessional politics in the XIX – early XXI centuries. It introduces basic definitions used in regional ethno-social monitoring. The topic needs further integrated and applied research.

A criticism of consociational power sharing as an institutional response to violent conflict is that it buttresses rather than ameliorates the underlying (linguistic, religious or ethno-national) divide, hence prohibiting the emergence of new dimensions of political competition (such as economic left-right or moral liberal-conservative dimensions) that are characteristic of ‘normal’ societies. We test this argument in the context of the illustrative Northern Ireland case, using data from expert coding of party policy documents and opinion data derived from two Voter Advice Applications (VAAs). We find evidence for a moral liberal-conservative dimension of politics in addition to the ethno-national dimension. Hence, we caution against assuming that consociational polities are unidimensional.

Abstract:
The purpose of this study: analysis of the essential characteristics of ethnic design to formulate a holistic concept of assessing the practical aspects of professional training in ethno-design and the formation of proposals for improving the design of education in art HEIs. Research methods: analysis of scientific literature, content analysis, comparative analysis, sociological survey, system analysis and synthesis, generalization and abstraction. The main competencies of the portrait of a student-ethno-designer are determined, which characterize his ability to analyze the issues of philosophy and history of ethnos, ethnoculture, applied art, based on which to form the worldview of an ethnodesigner and ethnic identification. It is proved that the Ukrainian education system is not ready for high-quality training of ethno-designers, as the relevant direction of cultural and educational policy is not provided at the state level, which indicates the lack of ethno-design training courses in art HEIs.

This thesis examines causes and contexts of conflict in the Papua province of Indonesia. The Papua conflict is categorized as an ethno-political conflict as groups of Papuan ethnics raise some incompatible issues about the government of Indonesia. They are expressing their political ideas with various actions from rebellion to non-violent political campaigns. The Indonesian government, at the same time, has chosen various policies from counter-insurgency to accommodation. The counter-insurgency policies, however, have escalated the conflict and regenerated more grievances to the Papuans that increase international concerns. Thus, this thesis argues for a peaceful resolution over the Papua conflict through negotiation and accommodation. The thesis also expects the active engagement of the civil society at the local, national, and international levels.

Abstract:
This thesis develops a biopolitical perspective on Western states’ longstanding opposition to the formation of a Tamil state (Tamil Eelam) in the northeastern parts of the island of Sri Lanka (Ceylon). It does so by adopting and applying the concept of biopolitics as developed by Michel Foucault in the 1970s. Foucault used the idea of biopolitics to explain power relations and to consider peace through the matrix of war. He was especially interested in using this to understand power relations that emerged in the eighteenth century and especially in terms of the tensions between military confrontation and commercial expansion. This thesis adopts and applies the idea of biopolitics to the concept of liberal peace and its core principle, the security of global commerce, to offer a new interpretation of the rationale behind the opposition of Western states to the Tamil demand for political independence and their collaboration in Sri Lanka’s biopolitical transformation of the island into a Sinhala-Buddhist ethno-theocracy. As practitioners of the biopolitics of liberal peace, Western states have waged wars and collaborated in the wars of their Southern counterparts, allowing populations, including liberalised ones, to be killed, condoning the subversion of civil liberties, human rights and other democratic freedoms, including the right to selfdetermination of nations, that they simultaneously promote. The thesis explores the extent to which the collaboration of the West with the Sri Lankan state’s racist policies and counterinsurgency efforts is a continuation of the colonial policies of the British Empire in Ceylon. In developing a biopolitical perspective on the liberal state-building practices of the British Empire in colonial Ceylon, Sri Lanka’s adoption of the same practices, and the West’s own efforts to neutralise the Tamils’ armed struggle, the thesis explores the ways that power relations produce the effects of battle, and thus the way that peace becomes a means of waging war. When the power relations of law, finance, politics, and diplomacy produce the effects of battle, they become ways of waging war by other means. As well as being a thesis on Western policy in the war in Sri Lanka, the work is therefore also to some extent an attempt to see how far Foucault’s work on biopolitics might be pushed and developed and thus, at the same time, an attempt to turn the Foucauldian focus to an area thus far unexplored by those who have sought to engage with Foucault’s work.

Background: Historically, US immigration policy, including border enforcement, has served to define national belonging and through this process, has constructed particular groups as undesirable or threatening to the nation. Such political-economic strategies contribute to oppression through gender, ethnic, and class discrimination and economic and political exclusion. This dissertation is based on three studies that collectivity explored these issues as structural determinants of health (SDH) and forms of structural and everyday violence. Objectives: These studies aimed to (1) examine the relations between immigration related mistreatment and practices of ethno-racial profiling by immigration officials on health of Mexican immigrants of the Arizona border (2) contextualize the structural and everyday violence of such institutional practices through mistreatment narratives and (3) evaluate the impact of an intensive Border Health Service Learning Institute (BHSLI) on public health students' ability to locate such forms of violence and identify the role of public health advocacy. Methods: Study one and two are a secondary analysis of quantitative and qualitative data drawn from a random household sample of 299 Mexican-origin farmworkers. Study three is a qualitative analysis of 25 BHSLI student reflection journals from 2010-2012. Results: Farmworkers were US permanent residents and citizens, employed in US agriculture for 20 years. Approximately 25% reported immigration related mistreatment, more than 50% were personally victimized and 75% of mistreatment episodes occurred in a community location while residents engaged in routine activities. Immigration mistreatment was associated with a 2.3-increased risk for stress in adjusted models (OR 2.3, CI 1.2, 4.1). After a week at the US-Mexico border, BHSLI students articulated aspects of immigration and economic policy impacting health. Students framed economic and immigration policies as health policy and found the role of public health to convene stakeholders toward multi-institutional policy solutions. Conclusion: Immigration related mistreatment and ethno-racial profiling are historically embedded at institutional and individual levels and reproduce inequality overtime. Such institutional practices of discrimination are SDH and forms of structural and everyday violence. Academic public health programs, engaged in service learning strengthen students' abilities to learn and act on such SDH and contribute to campus-community engagement on related ethno-racial health disparities.

Abstract:
The purpose of this thesis was to take a deep look into the history of race in American foreign policy in two White House administrations. The presidencies of Dwight D. Eisenhower and Bill Clinton were examined in which the influence of racism in domestic politics was demonstrated as a factor which shaped, and continues to shape, U.S. foreign policy. The research found that 1) segregation, 2) the concept of “primitiveness” formed due to the history between black and white nation-states and 3) the idea of “the other” used by the media and political elite are three manifestations of the consideration of race in Eisenhower’s foreign policy, particularly with respect to Ethiopia. The research also found that 1) American discomfort with white suffering, 2) the normalization of violence in black countries and usage of the term “tribalism,” and 3) the significance of ethno-racial identity all demonstrate the role of race in Clinton’s foreign policy which resulted in the disproportionate political prioritization of the Western Balkans over Rwanda.

In this thesis, the purpose is to analyze the path that the nation building process in Kazakhstan has been following in the post-Soviet period through examining the various policies implemented and the official rhetoric and discourses stated by the Kazakh policymakers. The ethno-symbolist approach of Anthony D. Smith and the views of Walker Connor and Willfried Spohn on nationalism and national identity have been utilized in the analysis of the research. The Soviet Nationalities Policy is examined to be able to better understand the post-Soviet nation-building, because the policies implemented under this comprehensive project, which had been outlined by the Bolsheviks, had deep political, cultural, demographic and linguistic impacts on the process in Kazakhstan. The ethnic situation has also been laid down in order to highlight under which ethnic circumstances the nation building process has been taking place. After analyzing the Constitution of the Republic of Kazakhstan, the post-Soviet policies about language, education, employment, culture and national symbols, the statements of the President Nursultan Nazarbayev and the move of capital, this study claims that post-Soviet nation building process and nationalism in Kazakhstan have both ethnic and civic components whereby the nation building process in Kazakhstan is a more ethnic process than it is civic.

A Bruxelles comme dans d’autres contextes régionaux et nationaux, de nombreux professionnels et spécialistes présentent les notions de discrimination et de diversité dans le domaine de l’emploi comme « les deux faces d’une même pièce » : au dépassement de la première répondrait l’avènement de la seconde. Considérant ce discours comme problématique, nous retraçons dans notre thèse l’émergence et le développement de l’action publique bruxelloise de lutte contre les discriminationsethno-raciales et de promotion de la diversité en matière d’emploi, depuis la fin des années 1990. Dans une perspective qualitative, nous analysons les conditions d’élaboration et de mise en oeuvre de cette action publique régionale, en prêtant une attention particulière aux pratiques des acteurs et aux effets concrets des dispositifs (en particulier le « Plan de diversité »). Au-delà du caractère éduisant et consensuel de la notion de diversité, nous montrons que les interventions qui s’en réclament tendent à perdre de vue le problème des discriminations ethno-raciales en matière d’emploi, qu’elles devaient pourtant contribuer à réduire. Les entreprises privées peuvent ne pas voir l’utilité ni la pertinence des « bonnes pratiques » de gestion des ressources humaines promues dans ce cadre. Et même lorsque les pratiques managériales évoluent, cela n’a pas forcément d’effet en matière de recrutement ou de reconnaissance symbolique des minorités ethno-raciales
In Brussels as in many other regional and national contexts, discrimination and diversity are often described as “two sides of the same coin”, diversity being thought of as a solution to discrimination. We question this argument in our doctoral dissertation and examine how authorities in the Brussels region implemented a new public policy to tackle discrimination and promote diversity since the end of the 1990s. We analyse in a qualitative perspective how measures and instruments were designed and brought into action. In particular, we focus on social practices and also on the practical effects of the policy instruments mobilized in this context (especially the “Diversity plan”). The seducing notionof diversity seems to produce consensus, but we also show that it often leads to losing sight of the discrimination problem. Furthermore, public authorities promote “best practices” to improve diversity in the workplace, but these are not always considered useful nor relevant by private companies. Even when changes appear to happen in management practices, we observe a limited impact on ecruitmentand also on symbolic recognition of ethno-racial minorities

L’intérêt d’une étude portant sur les espaces périphériques européens découle des transformations qui affectent les frontières depuis les années 1980 : alors que l’intensification de flux transnationaux de différentes natures semble les ignorer, la disparition des marques physiques les symbolisant tend à les invisibiliser, et la promotion de politique de coopération au niveau communautaire, à les dépasser. Parmi les zones frontalières, celles qui partagent une histoire commune offre un véritable intérêt heuristique : l’analyse de l’évolution des rapports sociaux, économiques, politiques et institutionnels qu’entretiennent les sociétés frontalières se double d’une interrogation sur la permanence de liens identitaires par-delà la frontière. Dans le département des Pyrénées-Orientales, l’attrait pour la Catalogne se traduit, depuis le début des années 2000, par deux phénomènes concomitants : tandis que les projets de coopération se sont multipliés et diversifiés, des acteurs politiques et sociaux ont entrepris de revivifier le sentiment d’appartenance à la localité. The interest of a survey about european surrounding spaces follows from the transformations affecting the borders since the 1980’s : even if the transnational movements of different natures seem to take no heed of them, even if there’s a tendency to turn their physical marks invisible, and even if the political promotion of cooperation at a community level tend to overcome them. Among the border belts, those having a common history afford a real heuristic interest ; the analysis of the economical, political and institutional relation development as well as social relations maintained by border belts couples with an interrogation about the continuity of identity links over the border. Since the beginning of the 2000’s, in the Pyrénées-Orientales departement, the appeal for Catalogne has been resulting by two concomitant phenomenoms : whereas cooperation plans have increased and diversified,political and social protagonists have undertaken to revive the feeling of belonging to the local place. The survey tends to show that the interaction intensification hasn’t resulted in an integrated cross-border space advent and that identity actions don’t seem to change the territorial allegiance channel. Everything is going as if, counter to the preconceived idea of a “no border” Europe, the territorial limits were still playing an important part in the representation structures and management tendency

After Kazakhstan declared its independence, it has become a large performer in the worldwide international migration process. The attractions of social and economical stability (with an increase in the level of living standard), stable ethno-demographic and population growth, the inexistence of nation struggles as well as positive geopolitical situations, have lead to a huge flow of immigrants to Kazakhstan in the years since independence. Since the fall of the Soviet Union, eighteen years ago, many ethnic Kazakhs have been resettled in the newly formed state of Kazakhstan, which has attracted diaspora groups to return to their "historical homeland." This study examines Kazakhstan''s ethnic immigration policy since 1992, and the concurrent changes in Kazakhstan''s ethno-demographic structure. This study considers the effect of government migration policies on the ethno-demographic outcomes taking place in Kazakhstan from 1992-2009. I also consider results of the ethnic immigration policy include strengthening the national identity, creating a positive effect on the ethno-demographic outcomes, and increasing the number of the population size over the last eighteen years.

Abstract:
In South Africa Multinational Enterprises (MNEs) have to contend with the typical adversarial relations with a host government. In addition, MNEs operate in an environment regulated by a government policy of Redress, aimed at changing the wealth profile of the country to reflect the ethnic demographics. Policies such as Broad Based Black Economic Empowerment, Affirmative Action and Preferential Procurement are interventionist and place additional burden on the MNEs. Implementations of these regulations are often the source of conflict between MNEs and the local government. Ethno-cultural distance aggravates the strained relations between the MNE and host government. The policy of Redress effectively legislates the incorporation of local third parties that are ethno-culturally related to government into the competitive strategies of MNEs. Joint ventures with locals are an acknowledged strategy to enter foreign markets, providing for legitimisation and access to networks. The choice in strategy when dealing with the home government of either a relational or transactional approach is transferable to the MNE host government environment. Political levels have proven to be inaccessible but successful business transactions with government are abundant. The transactional approach dominates as a result of the failure to establish any relations with the host government, negating the pursuit of the relational approach. Third parties play an enabling role in successful transactions, ranging from providing access to government employees up to securing the deal and transacting with the MNE at arms-length. The absence of any social capital in successful transactions requires re-evaluation of the role of social capital in bridging barriers in business relations. Possible explanations are in the linking that the social capital of the third party with the government and MNE employees respectively has, an extremely low threshold for social capital in successful transactions, the force exerted by the need for the products or services, or, most probable, the profit motive. The distance between the government and MNE is extreme as a result of the historical strife between the ethnic groups in the country and the policy of Redress. The connotation with the social environment deters the active pursuit of social capital to gain competitive advantage.

Abstract This chapter presents an overview of German policies vis-à-vis German nationals living abroad. For the most part, the German Government does not reach out to or encourage engagement from or with German nationals living abroad. This is in contrast to a concerted cultural outreach to ethno-national German minorities in Central and Eastern Europe. Rights in Germany are largely residence-based, and access to rights is thus associated with (legal) residence in Germany, rather than with holding German citizenship. There are two clear exceptions: one is a robust system that enables voting from abroad for German citizens, and the other is facilitated access from abroad to pensions for years worked in Germany. With respect to other measures of social protections, no clear policy can be said to exist. Access to other forms of social protection is on the basis of exception, with consular officials exercising discretion in such cases.

This chapter investigates the relationship between far-right populism and social policy. The chapter argues that an approach anchored in framing and policy narratives will yield new understandings of how far-right populist discourses have come to challenge social democratic and neoliberal welfare narratives. The new narrative challenges and denigrates the economic and political elite as self-serving and corrupt, claiming to represent the interest of the ‘people’ instead. In defining ‘people’, the interests of certain societal groups are prioritised on the bases of culture or ethnicity. Importantly for social policy, this chapter argues, in this universal social rights and social citizenship are reframed in ethno-nationalist and welfare chauvinist terms. The chapter draws upon the case of Sweden in order to briefly exemplify the discursive strategies at play.

Since the "multi-vector" diplomacy of these years represents one of the best legacies of the first President, policy-makers would leave as untouched as possible the sphere of foreign policy. At the same time, a crisis of legitimacy following the Presidential elections together with a number of trends which are changing the social and ethno-demographic structure of the population will also put into question some traditional lines of the country’s diplomacy. This will add to the challenges to which the political class will have to provide innovative responses in order to preserve the stability of the country.

The Covid-19 pandemic has had direct and indirect effects on religiously marginalised groups, exacerbating existing inequities and undermining ambitions for those ‘furthest behind’ to be reached and supported through the Sustainable Development Goals (SDGs). The intersection of religious identity, socioeconomic status, geographic location, gender, and age compound vulnerability to violence and its impacts. This policy briefing, written by Dr Joanna Howard, Professor Oluwafunmilayo Para-Mallam, Dr Plangsat Bitrus Dayil, and Dr Philip Hayab, draws on research into the experiences of the pandemic by religious minorities living in Kaduna and Plateau states in Nigeria and finds that the pandemic deepened pre-existing ethno-religious fault lines. Exacerbated by ongoing insecurity, it contributed to increased poverty, with women particularly affected, and worsening mental health, with people experiencing fear, frustration, and depression. There are also long-term consequences for development; for example, on children’s education.
