Abstract:
The consolidation of Taiwanese identity in recent years has been accompanied by two interrelated paradoxes: a continued language shift from local Taiwanese languages to Mandarin Chinese, and the increasing subordination of the Hoklo majority culture in ethnic policy and public identity discourses. While the Chinese Nationalist Party (KMT) gradually relaxed its Mandarin-only policy following democratization in the late 1980s, the pro-independence Democratic Progressive Party (DPP) made little change to Taiwan’s language regime during its two-term presidency (2000-2008). Rejecting proposals for the co-officialization of the Hoklo majority language (generally referred to as Taiwanese), the DPP government instead vainly put forward proposals for the recognition of all of Taiwan’s languages (Mandarin, Hoklo, Hakka, as well as the languages of 12 Aboriginal groups) as equal national languages. What explains the limited success of Taiwanese language normalization and the marginalization of the Hoklo majority culture in the process of Taiwanese identity consolidation? This dissertation tries to answer this question through an analysis of the Taiwanese linguistic normalization movement, with a focus on local language education, standardization, and official recognition. This research is based on extensive fieldwork including in-depth elite interviews, analysis of legislative records and official documents, and quantitative analysis of large-N survey data. This dissertation is framed as a response to David Laitin’s work on linguistic normalization, which regards language and identity shifts as overlapping phenomena and posits that nationalist leaders have an incentive to promote a shift to local culture so as to create a cultural basis for political autonomy claims. In contrast, this dissertation argues that Taiwan’s counterintuitive ethnolinguistic outcomes are largely attributable to the ethnic structure of the party cleavage, itself based on national identity. In fact, the ethnolinguistic distribution of the electorate across cleavage categories has led parties to adopt distinctive strategies in an attempt to broaden their ethnic support bases. On the one hand, the DPP and KMT have strived to play down their respective de-Sinicization and Sinicization ideologies as well as their Hoklo and Chinese ethnocultural cores, a strategy I refer to as ethnonationalist underbidding. On the other hand, parties have competed to portray themselves as the legitimate protectors of minority interests by promoting Hakka and Aboriginal cultures, a strategy I term minority-oriented outbidding. The concomitant logics of underbidding and outbidding have discouraged parties from appealing to ethnonationalist rhetoric, prompting them to express their antagonistic ideologies of Taiwanese and Chinese nationalism through typically liberal conceptions of language rights. The fact that Taiwanese nationalism has been centred on the democratic institutions of the Republic of China rather than Taiwanese ethnocultural distinctiveness has further legitimated the continuation of Mandarin as common language. In addition to providing a comprehensive and up-to-date analysis of the Taiwanese language normalization movement, this dissertation proposes a reassessment of the relationship between national culture and identity by expounding the fundaments of a simple model of cultural regime creation based on cross-cleavage ethnolinguistic distributions, variables that are largely absent in Laitin’s work.

Abstract:
This thesis answers the question how and why do individuals specialise in different types of political participation? By examining the degree to which individuals concentrate their political activities within one type of political participation, or spread them out across many. This thesis complements previous research on rates of political participation; and adapts and extends existing theories of political participation to explain differences in the degree of specialisation between different groups in society and between countries. Using data from the European Social Survey, covering as many as 21 European countries, and applying a range of different statistical methods, I distinguish four types of political participation: voting, conventional and unconventional political participation and consumer politics. I show that in countries with higher levels of socio-economic development, more democratic experience, and an increased presence of mobilising agents, the degree to which individuals concentrate their political activities within one type of political participation is higher, regardless of the accessibility and responsiveness of their political institutions. This is partly due to the fact that these countries have a higher educated population and that higher educated individuals specialise more. Specialisation also varies along the lines of other socio-demographic divisions, such as those based on gender. Moreover, I show that in contexts in which political issues are salient, such as during an election year, individuals are more likely to engage in non-electoral types of political participation if they also vote. This implies that specialisation is reduced during times of country-wide political mobilisation. The final finding of my thesis is that non-Western immigrants tend to concentrate their political activities less within one type of political participation than the majority population in Western Europe. Western immigrants specialise quite differently, suggesting differences in the way in which they are mobilised. As well as providing an important contribution to the study of political participation, these findings are relevant to discussions regarding citizen engagement and representation.

The European Organization for the Safety of Air Navigation (Eurocontrol) was created in 1960 for the centralization and harmonization of air traffic control, to meet the new requirements of increasing air traffic. The primary functions of Eurocontrol were modified because of the reluctance of several European member States to transfer their control on ATC. But air traffic was still increasing and is deemed to increase until the next century. The problem remains unsolved. Today, a new political trend in favor of Eurocontrol is emerging. This trend is shared by most of the European States as well as other organizations as the European Community and the European Civil Aviation Conference.
The main legal aspects of Eurocontrol are analysed in this thesis, as well as its cooperation with other organizations involved. Eventually, the future of Eurocontrol is analyzed with respect to future air navigation systems (FANS) based on satellite technology.

Abstract:
This study determines how economic, political, and socio-demographic factors impact the parliamentary election outcomes in central and eastern European countries in transition period. A one-way fixed-effect method has been applied to analyze two main economic models. The dependent variables are share of the Western-oriented and traditional-oriented parties. Data of sixteen countries have been used in the thesis. According to the results of this study, it is possible to conclude that outcomes of parliamentary elections in central and eastern European countries depended on political and socio-demographic factors from I 990-2001. Factors such as loans, received from the United States, per capita in the pre-election year, as a measure of external pressure, and share of agriculture in GDP, as a measure of country`s level of development, demonstrate consistent significance in both variations of the model.

Abstract:
Population growth and internal migration in parts of the developing world have led to increased conflict over land rights carried out in the context of competing tenure paradigms. In Kenya, violent conflict between 'indigenous' and 'outsider' communities occurring in the midst of a program of democratic liberalization and political change has been variously explained as primarily driven by material or political interests. This thesis examines land rights conflict in the wake of a violent clash at Enoosupukia in 1993, which led to the displacement of up to 30,000 people, and analyzes how changing tenure paradigms, shifting socio-spatial boundaries, ethno-political polarization, and pressure on land resources all contribute to the perpetuation of conflict and tenure uncertainty. I argue that, despite challenging civil precepts of liberal governance, assertion of exclusive ethnic rights to traditional territories may nevertheless lead to political justice and alleviate the marginalization of indigenous and minority groups.

Abstract:
The purpose of this thesis is to reflect on the importance that deception has had on the efficient functioning of societies and the development of individuals. I attempt to do so by adopting an historical perspective, analysing the development of the notion of lawful deception during the Middle Ages and, mainly, the Early Modern Age through theological and political discourses. The scope of my investigation is pan-European. I examine sources from the major Western territories, but I pay special attention to those produced in the Spanish-Habsburg Empire, which was a major political and cultural entity during this period. My claim is that between the thirteenth and seventeenth centuries, the West witnessed the formation of what I call an "Ethics of Deception:" a trend of thought that, without challenging the Augustinian prohibition of lying, recognised deception as intrinsic to nature and mankind, thereby justifying its use from moral and political perspectives. I explain how this intellectual process was conducted, fostered by new social realities, and helped by the flourishing of casuistry, tacitism and neostoicism. Furthermore, I argue that the acceptance of deception contributed to the creation of a new view of the world, language and human interaction. A view that is in the very basis of some of the most characteristic features of Baroque art and that opened the door to some of the most transcendental cultural changes of the period, such as the creation of politics governed by reason rather than faith, the secularisation of social behaviour, and the emergence of the notions of individualism, privacy and freedom of thought. For these reasons, I claim that deception played an important role in the shaping of Modernity.

Abstract:
The thesis discusses how patriotic education is openly promoted by the government in contemporary Russia through a series of programmes, entitled the ‘State Programme for the Patriotic Education of the Citizens of the Russian Federation’, promoted since 2001. However, this thesis presents the argument that patriotic education cannot fully be understood through examination of these formally organised initiatives. Instead, the thesis contributes towards a rethinking of patriotic education as a communicative process whereby multiple ideas of the nation are delivered to young people, both in formal and informal settings. The thesis argues that this promotion of patriotic education is connected to long-standing debates on nations and nationalism in Russia, but also places these within the more general discourse on nations and nationalism, in particular Anderson’s (2006) definition of the nation as an ‘imagined community’. The thesis is positioned within, and contributes to, more recent arguments surrounding the need to examine everyday ideas of the nation, but maintains a sense of the role played by elites in producing ideas of the nation by intercepting state-produced ideas represented within the education system. Importantly, the three-stage research design maps not only the delivery of these state ideas, but also accesses how these ideas are received and articulated by young people themselves, thus contributing to an understanding of cultural production. This is achieved through triangulation of three qualitative methods: analysis of textbooks, classroom observation, and semi-structured interviews with teachers and students, conducted in St Petersburg. The data generated demonstrates that young people articulate both a sense of local and national belonging, cultivated just as much through their surroundings (historic buildings etc.) as through formal education. The thesis contributes to studies of (Russian) youth by demonstrating that young people negotiate with formal and informal ideas of belonging as they formulate their own understandings and expressions of belonging.

Abstract:
Research on ethnicity and conflict treats the concept of ethnicity as defining the actors in these conflicts, whereas research on the construction and maintenance of ethnic identity explores why ethnicity unifies individuals into a single social group. What happens when this unifying concept is divided between two enemy countries? How does this situation influence peace settlements over territorial issues, armed conflict, and economic relations between these countries? To answer these questions, I create a continuous measure of ethnic similarity between rivals. I find that ethnic similarity can facilitate cooperation and exacerbate conflictual interactions between rivals, but governments will seek to limit interactions with their rival when the cross border ethnic groups are minorities. In addition, I create categorical predictors of ethnic similarity, which reveal nuances in these relationships. Specifically, rivalries sharing a pan-ethnic identity are more likely to engage in conflict regardless of actual ethnic similarity, and dyads with a majority in one country sharing ethnicity with a minority in another country are less likely to fight once in a state of rivalry. This is because a quid pro quo exists between these rivals where one rival can reduce oppression of the minority in exchange for the other rival not supporting secessions by their co-ethnics. These pairs of rivals also are more likely to attempt peace settlements. Contested nations, which are rivalry-dyads with similar ethnic majorities, are both the most likely of the ethnically similar rival categories to engage in militarized interstate disputes, but also engage in larger amounts of interstate trade.

Abstract:
In the 90´s, Europe used to be depicted as the most privileged political arena for regional nationalist political parties to access for “more” political power. In that sense, whereas formal channels of regional interest representation were taken for granted by those standing within federal political systems; informal channels of regional interest representation were highly valued by regional nationalists standing in decentralized or devolutionary constitutional settlements. In spite of nuanced institutional preferences, Europe was rationally inspired (Ostrom 2005) as it used to be perceived as an aggregation of formal-legal structures that could be used as a means to prescribe, proscribe and permit a certain behavior in exchange of a personal utility. Moreover, regional nationalists were policy “maximizers” who acted in isolation, away from the center, using their own limited political resources to maximize their policy gains by pursuing distinctive forms of political autonomy. However, by the end of the 90’s, both categories of regional nationalists plunged into European disillusion due to the limits of a sovereign logic prevailing in Europe.

However, in the 21st century, as soon as a new European policy cycle started to emerge and the economic crisis started to cripple, experienced regional nationalists realized that they could use the benefits of regional economic resources in face of the European Economic strategy to justify further concessions of policy competences that are still shared, either in theory or in practice, as well as to argue for new ones. The political plan would consist of using the reference of the European Economic targets to deliver policies, which would allow them to legitimize their nationalist aspirations, in both layers of governance, as well as to induce regional citizens into their political plan so they can finally reach the legal threshold to endorse a new state reform. Moreover, since they were rationally bounded, in the sense that they were lacking the policy expertise to perform these goals, they have learned to rely on a policy narrative (Shabahan et al 2011; Jones and Beth 2010; Radaelli 2010) embedded in a territorial economic argument to make sense of an advocacy coalition framework (Sabatier and Jenkins-Smith 1993), using informal channels of regional interest intermediation as “cognitive” structures (Scot 1995a) to articulate a policy strategy to be implemented in Europe and at the regional level of governance.

Therefore, and irrespectively of nuanced constitutional settlements, all experienced regional nationalists have returned to the center, using informal channels as an instrument of governance (Salamon 2002) to clarify the best policy options to be implemented in both layers of governance. In other words, regional nationalists have become “policy satisficers” (Simon 1954) who have learned to forgo immediate satisfaction in Europe to collect major gains of political power across multiple layers of governance. If the term “usage” can be defined as the act of using something to achieve certain political goals (Jacquot and Wolf 2003), in this research, we will apply the concept of “usage” to demonstrate that experienced regional nationalists in government have moved from a rational to a cognitive “usage” of the European institutions to perform renewed political preferences across multiple layers of governance.

Departing from an actor centered institutionalist approach (Mayntz and Sharp 1997), we will demonstrate that the N-VA in Flanders, since 2004, and the SNP in Scotland, since 2007, have become new pragmatic nationalists. In that sense, we will argue that, in a clear contrast with pragmatic nationalists of the 90’s who expected to legitimize their nationalist aspirations in Europe by the means of a rational “usage” of the European institutions; experienced regional nationalists have become new pragmatic nationalists as they have learned to rely on a cognitive “usage” of the European institutions to legitimize their nationalist aspirations, no longer in Europe, but through Europe.

We will then conclude that in the 21st century, and against traditional dogmas of the 90’s, the “usage” of Europe by regional nationalists is cognitively twisted, economically driven and collectively performed. It embraces all experienced regional nationalist political parties in government, irrespectively of their constitutional settlement or nationalist credo, as long as they possess the ability to anchor a political strategy embedded in “identity” without sticking to strict politics of nationalism.

The study emphasizes that the international debt problem has been increasingly politicized in the contemporary international relations, and that its solution, in addition to the economic aspects, calls for political willingness by all parties concerned.

Les réformes de l'enseignement supérieur européen reconfigurent en profondeur les missions et l'organisation des universités. L'objet de notre thèse est de décrire les caractéristiques de la « nouvelle université capitaliste » telle qu’elle émerge progressivement par la mise en application du « modèle » de l’université de marché.

Dans une première partie, nous questionnons l'origine de ce modèle d'université de marché, en le confrontant aux différents "modèles historiques" qui ponctuent l'histoire des universités modernes. Nous étudions alors l'évolution des missions de recherche et d'enseignement des universités.

Afin d'interroger la description ainsi offerte de la nouvelle université capitaliste à l'aune de constat empiriques, nous interrogeons dans la seconde partie les différentes manières par lesquelles elle contribue à reproduire les inégalités sociales, à produire des héritiers et des « miraculés ». Cela nous permet de raffiner la description et de montrer quelques propriétés particulières de l'université en cours d'avènement.

Abstract:
Digital rights activism constitutes an exemplary case of how internet affordances can be mobilised to engender political change. The values and principles stemming from the hacker imaginaire, and free and open source software practices, underpin digital rights activism, which uses the internet as a tool, object and platform for the protection of rights in the digital realm. The analysis focuses on how digital rights activists use and adapt the political affordances of the internet to intervene in European Union policy-making. Two original case studies of internet-based campaigning at the European level (the “No Software Patents” and the “Telecoms package” campaigns) provide in-depth insight into the campaigning processes and their impact upon parliamentary politics. The cases highlight the complementarity of online and offline collective action, by examining processes of open collaboration, information disclosure and internet-assisted lobbying. The success of the “Telecoms package” campaign is then assessed, along with the perspective of the targets: members and staff of the European Parliament.

The belief in values of freedom, decentralisation, openness, creativity and progress inspires a particular type of activism, which promotes autonomy, participation and efficiency. The empirical evidence suggests that this set of principles can, at times, conflict with practices observed in the field. This has to do with the particular opportunity structure of the European Union and the characteristics of the movement. The EU favours functional integration of civil society actors who are expected to contribute technical and/or legal expertise. This configuration challenges internet-based protest networks that rely on highly independent and fluctuating engagement, and suffer from a lack of diversity and cohesion. The internet does not solve all obstacles to collective action. It provides, however, a networked infrastructure and tools for organising, coordinating and campaigning. Online and offline actions are not only supportive of each other. Internet-based campaigning can be successful once it reaches out beyond the internet, and penetrates the corridors of political institutions.

ENGLISH ABSTRACT: Human rights denials have more characterised Rwandan history than their promotion and protection. When the Rwandan State emerged from Tutsi domination and colonialism, many Rwandans hoped that the era of liberty had at least dawned. But the reality has been a total disappointment and replicas of earlier abuses have emerged, despite the ratification by Rwanda of most international human rights instruments. This dissertation is premised on the assumption that Rwanda has failed as a democratic constitutional State, and the whole socio-economic-political system has gone wrong. Chapter one argues that disequilibrium was built into the Rwandan system before colonisation and evangelisation. There was a 'consensus' that Tutsis were a superior minority race, able to govern and dominate, well organised and accepted by their Hutu subjects. The colonists and the Catholic Church exploited this injustice for their indirect rule. In a world evolving towards the international human rights system, this had a very precarious foundation in Rwanda. Indeed, poor management of changes due to evangelisation, education and market economy led to the denial of human dignity. It exacerbated division in favour of Hutus rather than reinforcing national unity. Chapter two considers the Hutu regime as a failure of a democratic constitutional State in the postcolonial era, despite the promise to serve the interests of all Rwandans through democracy and respect for human rights. In a one-party State, a handful of Hutus have monopolised power and resources. The institutional infrastructure for the management of the State and protection of human rights was set up to safeguard the interests of the ruling group only and oppress the rest of the population. The Hutu government, particularly, took revenge on Tutsis that they killed, forced into exile and denied access to public affairs. Hutu opponents, real or imaginary, and people from other regions than that of the President were also denied such access. Separation of powers was purposely just a theory, whence a non-independent judiciary, interference of the executive in the functioning of other branches of government and abuse of legislative power became the reality. In order to perpetuate the ruling group's hegemony, civil society was hindered, while states of emergency were used to deny the right to life, liberty and the security of the person. Many other rights were also denied regardless of whether the denial was a legacy of the past or just a result of the undemocratic nature of the State and the underdevelopment of the country. The Hutu regime's failure to promote national unity resulted in a genocide which took the lives of many Tutsis and Hutus. Whereas the current Tutsi government presented itself as committed to democracy and human rights, Chapter three argues that it was a mutatis mutandis replica of the Hutu rule. Indeed, the State system and resources have been captured by a group of Tutsis while other Tutsis have been left without hope and Hutus have become second-class citizens, whence justice and national unity are in jeopardy. By avoiding to tackle the fundamental issue of nation-statehood, the United Nations have failed to maintain peace and security. The failure to condemn Ugandan aggression against Rwanda, the forced repatriation of refugees, and the non-prosecution of Tutsis involved in crimes against humanity have proved the demise of international law and the maintenance of the culture of impunity in Rwanda. The author nonetheless argues that respect for human rights and establishment of the rule of law are still possible through a process of reconciliation and reconstruction.
AFRIKAANSE OPSOMMING: Die geskiedenis van Rwanda word meer deur die miskenning van menseregte as erkenning en beskerming daarvan gekenmerk. Toe die Rwandese Staat onder Tutsi oorheersing en kolonialisme uit verrys, het baie Rwandese gehoop dat die tydperk van vryheid ten minste aangebreek het, maar die werklikheid was algeheel teleurstellend en weergawes van vroeëre misbruike het weer tevore getree, ten spyte daarvan dat Rwanda die meeste internasionale werktuie vir menseregte bekragtig het. Hierdie verhandeling berus op die aanname dat Rwanda as 'n demokratiese grondwetlike staat misluk het en dat die sosio-ekonomies-politieke stelsel geheel-en-al verkeerd geloop het. Hoofstuk een argumenteer dat 'n wanbalans voor die kolonisasie en evangelisasie van die land reeds in die Rwandese stelsel ingebou is. Daar was 'konsensus' waarvolgens Tutsis beskou is as 'n superieure minderheidsras wat in staat was om te regeer en te oorheers, wat goed georganiseer was en deur hul Hutu onderdane aanvaar is. In die eenpartystaat het 'n handjievol Hutus die mag en hulpbronne gemonopoliseer. Die institusionele infrastruktuur vir die bestuur van die Staat is opgestel om die belange van die heersersgroep te beveilig en die res van die bevolking te onderdruk. Die Hutu regering het hul veralop Tutsis gewreek deur hulle te vermoor, tot ballingskap te dryf en hul toegang tot openbare sake te weier. Hutu teenstanders, werklik of vermeend, en mense vanaf ander streke as die waarvan die President afkomstig was, is ook van sodanige toegang weerhou. Die verspreiding van mag was doelbewus niks meer as teoreties nie, vandaar die nie-onafhanklikheid van die regbank, inmenging by die funksionering van ander vertakkings van die regering deur die uitvoerende gesag en die misbruik van die wetgewende gesag. In die poging om die regerende groep se hegemonie te bestendig, is die burgerlike samelewing belemmer en is daar van noodtoestande gebruik gemaak om die reg tot lewe, vryheid en die veiligheid van die persoon aan te tas. Baie ander regte is ook geweier, ongeag of die weiering daarvan as gevolg van die nalatenskap van die verlede of die ondemokratiese aard van die Staat en die onderontwikkeldheid van die land moontlik was. Die feit dat die Hutu regering ten opsigte van die bevordering van nasionale eenheid misluk het, het gelei na In menseslagting wat die lewens van vele Tutsis en Hutus geëis het. Terwyl die huidige Tutsi regering homself as verbonde tot demokrasie en menseregte voordoen, argumenteer Hoofstuk drie dat die regering bloot 'n mutatis mutandi weergawe van die Hutu regering is. In werklikheid is die staatsisteem en die hulpbronne deur 'n groep Tutsis gebuit, die res van die Tutsis is sonder hoop gelaat en die Hutus is tot tweederangse burgers gemaak, wat vrede en sekuriteit in gevaar stel. Met die ontwyking van die grondliggende kwessie van nasieskap, het die Verenigde Volke ten opsigte van die handhawing van vrede en sekuriteit gefaal. Die onvermoë om Uganda se aggressie teenoor Rwanda te verdoem, die gedwonge repatriasie van vlugtelinge en die gebrek aan vervolging van Tutsis wat skuldig is aan misdade teen die mensheid het die afstanddoening van internasionale wetgewing en die ondersteuning van die kultuur van straffeloosheid in Rwanda bewys. Desnieteenstaande argumenteer die skrywer dat respek vir menseregte en die instelling van regsoewereiniteit nog steeds deur middel van 'n proses van versoening en heropbouing in Rwanda moontlik gemaak kan word.

Abstract:
Umkhonto we Sizwe (MK) was a military organization dominated by black Africans. Although it is not generally associated with Indian South Africans, who form a minority in the country, there were Indian MK members. This thesis explores the way in which Indian MK members reconciled aspects of their ethnic identity with their membership of MK. It explores the experiences of two generations of members: those born between 1929 and 1944 and those born between 1960 and 1969. In particular it looks at whether they experienced tensions between their ethnic and political identities. It explores what set these Indian South Africans apart from the rest of the Indian South African community that did not join MK. It also looks at what significant differences there were between different generations of Indian MK members. The research results show that the first generation MK members believe that their MK activities were „the highest form of passive resistance‟. An explanation for this way of referring to their activities could be that this was a way of reconciling tensions between their ethnic and political identities. The first generation was also very critical of the Indian SA community. This could be because they still feel part of this community despite having a strong political consciousness that is different from most of the community. It was found that some of the features that set Indian MK members apart from other Indian South Africans were that they were not raised in very religious households and occupied a fairly low rather than „middle man‟ economic position. In addition, members of the first generation of MK members were raised in comparatively multi-racial areas. Both generations made the decision to join MK because of Indian role models. There were some marked differences between the two generations of MK veterans. Most notably, the younger did not see their activities as in line with passive resistance and they also displayed more ambivalence about their ethnic identities.

Consumer choice has become a key reform trend in the provision of public services in Western European welfare states. Research on the welfare effects of choice reforms – including greater provider choice for the individual and competition between providers – has largely focused on economic evaluations of the extrinsic (outcome) effects of choice, thereby leaving its intrinsic, or procedural, value unexplored. The overarching objective of this thesis is to investigate the welfare effects of choice in the provision of health and long-term care (LTC) and their implications for equity. The thesis utilises the subjective well-being approach – incorporating both procedural and outcome utility from choice – to measure welfare effects based on quantitative analysis of survey data. Welfare effects and equity implications are examined in relation to: competition in health care in the English National Health System (NHS); choice of care package in the German long-term care system; and individual preferences and views of choice as a priority in the provision of health care in three NHS countries. The thesis argues that both service characteristics – extent of competition, information availability, technical complexity – and individual capabilities – ability to process information, capacity to manage transaction costs, availability of private support – influence the benefits that individuals derive from choice. Results suggest that choice policies have an overall positive welfare effect in both health and long-term care. However, while direct evidence of outcome improvements is found, the empirical analysis only finds indirect evidence of procedural utility. Middle class characteristics, primarily income and education, are found to have a positive influence on the benefits of choice, amounting to evidence of inequitable facets of choice policies. The middle class further exhibits preferences for choice over and above other characteristics of health care systems. Overall, this thesis advocates a holistic approach to the analysis of choice, incorporating its procedural value and paying particular attention to the equity implications of the choice situation, information processing and differences in available options as well as preferences for choice.

L'Etat en Afrique tire ses origines de l'extérieur. Il a longtemps tourné ses préoccupations vers la défense des intérets étrangers et sous la colonisation, les communautés ethniques locales sur lesquelles il exerçait son autorité n'ont jamais été véritablement représentées dans ses structures fondées sur la contrainte. Cet Etat apparait comme artificiel à cause de sa source de légitimité et de son modèle d'autorité.

Mais, le processus d'indépendance a enclenché une ère où il est observé un consentement à son existence et une nouvelle légitimité est accordée à ses structures.

L'étude analyse l'un de ces instruments par lesquels cet Etat, incarné et conservé par le "sommet" sans lien direct avec la base (notamment les communautés ethniques), parvient à nouer des relations avec celle-ci de manière à s'octroyer une nouvelle légitimité.

Cette étude porte donc sur les facteurs utilisés dans le système politique, le régime, le mode ou la procédure d'exercice du pouvoir afin d'améliorer la relation de l'Etat avec sa société. Elle s'intéresse au role de l'ethnicité dans la participation politique qu'animent les partis pour comprendre la légitimité de l'Etat issu de la colonisation auprès des citoyens (autochtones) qui le rejetaient autrefois./

The state in Africa draws its origins from outside. It turned a long time its concerns towards the foreign interests defenses and under colonization, the local ethnic communities on which it exerted its authority never were truly represented in its structures founded on the constraint. This State appears artificial because of its source of legitimacy and its model of authority.

But, the independence process engaged one era where it is observed an assent with its existence and a new legitimacy is granted to its structures.

The study analyzes one of these instruments by which this State, incarnated and preserved by the "top" without direct link with the base (in particular ethnic communities), manages to tie relations with this one so as to grant a new legitimacy.

This study ralates to the factors used in the political system, the mode or the procedure of power exercise in order to improve the relation of the State with its society. It is interested in the ethnicity role in the political participation which the parties animate in order to understand the (African)State legitimacy near the citizens (autochtones) who rejected it formely (colonization period).

This thesis explores the complexities of race relations in the nineteenth century American West. The groups considered here are African Americans, Anglo Americans, Chinese, Mexican Americans, and Native Americans. In recent decades historians of the West have begun to tell the narratives of racial minorities. This study adopts the aims of these scholars through a new lens--music. Ultimately, this thesis argues that historians can use music, both individual songs and broader conceptions about music, to understand the complex and contradictory race relations of the nineteenth century west. Proceeding thematically, the first chapter explores the ways Anglo Americans used music to exert their dominance and defend their superiority over minorities. The second chapter examines the ways racial minorities used music to counter Anglo American dominance and exercise their own agency. The final chapter considers the ways in which music fostered peaceful and cooperative relationships between races. Following each chapter is a short interlude which discusses the musical innovations that occurred when the groups encountered the musical heritage of one another. This study demonstrates that music is an underutilized resource for historical analysis. It helps make comprehensible the complicated relations between races. By demonstrating the relevance of music to the history of race relations, this thesis also suggests that music as a historical subject is ripe for further analysis.

Abstract:
Through close textual analysis of 20th century Czech anthropological texts from the Revivalist and Socialist periods and contemporary social research conducted after the Velvet Revolution, I demonstrate certain prominent discourses of identity developed in early Bohemian anthropology and their continuities in present day popular discourses. In each period, identity is deeply intertwined with teleological theories of history with Czech populations at the apex of cultural evolutionary development. In the Revivalist period this apex was believed to be the democratic nation state, transitioning to a Marxist nation state in the Socialist period, and in the contemporary period is conceived of as a neoliberal nation state. A major function of anthropology in the Revivalist and Socialist periods was to legitimate either period’s respective teleological theory and Czech possession of relevant values as 'objective' and 'natural' fact, a general mode of discourse which continued in the contemporary period in numerous editorials in the 1990s on the advantages of capitalism. The contemporary manifestation has particularly noteworthy consequences for the Roma minority, which I argue has provided Czech discourses with an ethnic category 'anti-thetical' to their own identity, providing a 'repository' for negative Czech self-stereotypes emerging from collaboration in the Socialist period.

This analysis addresses the relationship between pre-political cultural identity and political outcomes. It posits that the political mobilization of sub-national groups cannot be understood without an examination of the cultural processes of identity formation. The analysis engages cultural discourse and its organization as an explanatory factor in the examination of the variation in ethnic political outcomes. Hence, important questions about ethnonational conflict can be answered by engaging the levels at which identity is constructed and reshaped through cultural discourse. It shifts the arena of analysis from the state to the ethnic groups themselves. The two empirical cases analyzed are that of Sikh nationalism in Punjab and 'ethnic' Assamese nationalism in Assam.

Abstract:
This study focuses on the rhetoric of racial politics and the ideology of exclusion it produces. This study analyzes the political rhetoric constructed by David Duke, white supremacist, disavowed neo-Nazi, Ku Klux Klan member, and former Louisiana State Representative. The topics of affirmative action, reverse discrimination, immigration, and welfare were chosen for analysis. Using ideological criticism, this study reveals the role Duke pays in America's increasingly exclusionary political environment. Specifically, this study uses the concepts employed by Louisa Martin Rojo in exploring the rhetorical process of demonization which is used to turn someone or something into an enemy. The process needed to demonize an enemy involves two rhetorical strategies: division and rejection. Division establishes the opposing categories in the conflict, manifesting itself as an arguments between "us verses them" or "good verses evil." Rejection further demonizes the enemy by rhetorically marginalizing, segregating, or creating a negative image about them. Through his rhetoric, Duke strives to provoke feelings of resentment by utilizing demonization to reject and divide whites from minorities. In his rhetoric, Duke excludes people of color from society by portraying affirmative action as minority special privilege, reverse discrimination as white exclusion, welfare as a bastion of illegitimacy, and immigration as the downfall of American culture. Attempting to exclude minorities from society, Duke moves beyond Rojo's concept of demonization and uses scapegoating to blame minorities for America's social ills. By using people of color as a scapegoat, Duke effectively excludes them from participating in the debate over social concerns.

This thesis analyzes the ideologies present the campaign rhetoric surrounding the 2008 California legislative initiative Proposition·8. Using Foss' method of ideological criticism the campaign is read prior after the opposition response to determine if an ideological shift occurs. The study is framed to identify this shift as a potential product of oppositional interaction, a characteristic of rhetoric defined by Smith and Windes. The study concludes that the shift in ideology during the campaign by the supporters of Proposition 8 was a significant development. The response from the Proposition 8 campaign reframed the debate, making the electorate vulnerable to a different ideology. This new ideology places the state education apparatus, not the courts, in the spotlight as the state mechanism that is in dispute in the marriage controversy. When placed in .this context, theories of political economy are employed to explain how the electorate may have interpreted these arguments. One. explanation offered is that the response ideology of the Proposition 8 campaign allowed voters to vote to outlaw gay marriages as a proactive response to a mistrust of education. The discussion section indicates that this could be an adjustment to existing ideologies, or development of an issues specific ideology that is only relevant for one issue in the mind of the individual. Ultimately, this study demonstrated the utility of ideology as a method to analyze political rhetoric and examines the role that oppositional interaction plays in the long-term development of public dialectic.

Abstract:
In this minithesis I conduct a critical discourse analysis to take on a double-pronged task. On the one hand I explore the social phenomenon of the contestation between supporters of then-ANC deputy president Jacob Zuma and supporters of his rape accuser. The trial, which took place in the Johannesburg High Court between mid-February and early May 2006, stirred intense public interest, both locally and internationally. The performance of thousands of Zuma’s supporters and a far smaller number of gender rights lobby groups, both of whom kept a presence outside the court building throughout the trial, received similar attention. Second, I examine how the Sowetan, a national daily tabloid with a black, middle-class readership, mediated the trial through pictures of the theatre outside the court and letters to the editor. The study is informed by post-Marxist and cultural studies perspectives, both approaches that are concerned with issues of power, ideology and the circulation of meaning within specific sociocultural contexts. A rudimentary thematic content analysis draws out some of the main themes from the material, while the critical discourse analysis is located within a theoretical framework based on concepts from Laclau & Mouffe’s theory of meaning, which assumes a power struggle between contesting positions seeking to invalidate one another and to either challenge or support existing hegemonies. This is further informed by, first, Laclau’s theorisation of populism, which assumes that diverse groupings can unite under a demagogue’s banner in shared antagonism towards existing power, and second, by concepts from Mamdani’s theorisation of power and resistance in colonial and post-colonial Africa, which explicates three overarching ideological discourses of human rights, social justice and traditional ethnic practices. The study, then, explores how these three discourses were operationalised by the localised contestations over the trial.

Les révolutions de l’Est ont induit la fragmentation des Etats qui s’est accompagnée, sur le plan interne par une renaissance des partis ethniques ; ce qui ne va pas sans poser de problèmes à la démocratie politique. Les transitions et a fortiori les consolidations démocratiques font émerger un double phénomène d’interaction entre les acteurs et le système, dans la recherche d’un nouvel équilibre. Les partis ethniques se politisent alors que le système s’ouvre à l’acteur ethnique. On assiste donc à un réajustement évolutif du système devant la nouvelle donne. Le système s’ouvre aux nouvelles demandes à caractère ethnique de différentes façons et à différents degrés : entre la légalisation et la tolérance. Côté acteurs, les partis ethniques rentrent progressivement dans le jeu politique ; de différentes façons et à différents degrés. Dans notre champ problématique les relations interactives se déploient entre acteurs multi-niveaux (partis-Etats) et dans les divers champs (politique, sociétal et juridique). Leurs connexions sont croisées entre l’espace étatique et internationale, public et civil, politique et sociétal ; avec les Etats d’accueil ou d’origine, mais aussi, les Etats-tiers. Ils sont à velléités indépendantistes ou simplement des lobbies politiques. The revolutions of Eastern induced fragmentation of States were accompanied internally by a revival of ethnic parties, which is not without its problems in political democracy. Transitions and even more democratic consolidation are emerging a double phenomenon of interaction between actors and the system in search of a new equilibrium. Ethnic parties then politicize the system opens the ethnic actor. We are witnessing an evolutionary adjustment of the system to the new situation. The system opens to the new demands ethnic ways and to different degrees: between legalization and tolerance. Side actors, are gradually returning ethnic parties in the political game, in different ways and to different degrees. In our problem the field deploy interactive relationships between multi-level actors (parties-States) and in the various fields (political, societal and legal). Their connections are crossed between the State and international space, public and civil, political and social, with host countries or origin, but also the third States. They are separatist ambitions or simply political lobbies. We tried to highlight the main aspects of the complexity of the ethnic issue in young democracies political '' in consolidation ''. The ethnic problem of CEEC can help us to complete updating some general visions of political science? The actors involved are invited to avoid the pitfalls of nationalism perceived as '' petty '' or '' chaotic '' while serving the cause of a more flexible policy integration to the ‘‘democratic peace’’

This dissertation argues that a particular—and often overlooked—strand of natural law theory played an essential role in arguments for the secularization of political power in the sixteenth and seventeenth centuries. Between the start of the Protestant Reformation (1517) and the English Restoration (1660), European conceptions of political and legal authority underwent a series of sweeping changes. Among the most drastic of these changes was the secularization of the idea of civil authority, which consisted of three developments. First, the legitimacy of civil sovereigns was no longer dependent on religious qualifications. Heretics and pagans could hold legitimate civil authority over Christian subjects. Second, civil authority came to be seen as the product of human agency rather than divine will alone. Kings were placed on their thrones by their subjects and were thus accountable to the communities they governed. Third, civil jurisdiction was limited to the pursuit and enforcement of temporal goods: civil peace, personal security, and the public virtues necessary for these ends. Civil sovereigns no longer had the right to determine citizens’ religious, spiritual, or supernatural obligations. My dissertation demonstrates that these three developments were made possible by the philosophical framework of natural law, which was deployed by both Catholic and Protestant political thinkers of this period.

本研究旨在探索台灣自一九九零年代末推行之母語復興運動及其影響。作為使用者為數最多的本土語言,閩南語一度沒落;隨著母語復興措施當中、鄉土語言教學政策的廣泛開展,閩南語自「方言」一逕躍升為台灣文化的象徵,更被從政者甚至政府利用作對外宣傳之用。
作者通過語言人類學田野考察方法,試圖以閩南語作為案例,釐清及解讀以下幾點:(一)台灣民眾當今的語言選擇及使用狀況;(二)他們的語言態度,與其文化認同之對應關係;(三)語言在台灣族群認同政治所扮演的角色;(四)語言政治在各社會文化層面所引起之角力;(五)方言(或語言,如原住民語言)群之競爭,如何掀起語言及文化傳統之再造和復興,以圖合理化其族群作為台灣文化象徵的地位。
研究結果顯示,雖然巴赫汀 (Bakhtin) 的「眾聲喧嘩」(heteroglossia) 理論在實務層面與台灣的多語、多元文化相呼應,但當地政府所提倡之文化多元論、以及各持份者之間的隱性競爭,若以布迪厄 (Bourdieu) 的文化複製理論和傅柯(Foucault) 的權力知識理論解讀,當更適切。總的來說,台灣的母語復興運動,乃一項與昔日保守政權的抗衡行為賦權,控制兼具的政治行動,更是多元政治文化的象徵。
This thesis looks into the government-led language revitalization campaign in Taiwan with special reference to the case of Hokkien, one of the "bensheng" (local) vernacular with Han Chinese roots, in terms of language rights, ethnogenesis, and cultural legitimacy. Tracing the rise and development of concepts such as cultural heritage, ethnic identity and democracy in the region, the focus is placed on the recent changes in Taiwan's language ideology and the intricate emergence of Hokkien as one of the "national" languages and symbols apart from the official language, i.e. Mandarin Chinese.
Against the backdrop where contesting discourses on language and culture discourses co-exist and crossbreed with each other, there are a number of closely-related issues that this thesis examines in particular: (1) the ways in which language choices are made and perceived in various contexts; (2) implications of such language choices as related to one's cultural identities; (3) the role of language politics in self and group identification and ethnic classification in Taiwan; (4) the power dynamics in various socio-cultural spheres; and (5) the resulting competition of multiple speech groups in Taiwan for authenticity, legitimacy and superiority in the political arena by means of reconstruction and reinvention of ethnic languages and traditions.
The findings reveal that despite the practical relevance of Bakhtin's theory of heteroglossia to Taiwan's current ethnogenesis against the backdrop of multilingualism and multiculturalism, the political connections between the cultural plurality promoted by the government and the covert competition amongst various stakeholders are better understood in terms of Bourdieu’s theory of cultural reproduction and Foucault's framework of power-knowledge. Language revitalization in Taiwan is thus an act of both empowerment and control, and a symbol of the mutual toleration and the cultural ambiguity that means to be used for contrasting with the old hegemonies' conservatism by the current ruling power.

Abstract:
Between a Promise and a Trench examines how science is constituted as a strategic practice and site through which citizens make claims about racial democracy in Guyana. It shows how government policymaking around climate adaptation--which drew upon the recommendations of outside actors, including the Intergovernmental Panel on Climate Change (IPCC), the United Nations (UN), and various NGOs and international scientific networks-- profoundly disrupted the country's delicate racial-ethnic balance. A contribution to the burgeoning anthropology on the social and political impact of climate change, the dissertation also speaks to current debates over race and citizenship, the complex relationship between expertise and democracy, and the competing post-colonial claims of Indo-, Afro-, and Amerindian Guyanese to land and self-determination. The dissertation is based on seventeen months of fieldwork and archival research conducted between, 2009-11 in coastal Guyana. It brings together three conflicting perspectives: of engineers, who drew upon datasets and models about flooding and construction of canals around IPCC and UN climate data; the state officials, who sought to reduce vulnerability to flood hazards through land evictions; and of Indo-, Afro-, and Amerindian Guyanese farmers and squatters who were evicted as a result of post-2005 engineering projects. I use the concept "politics of vulnerability" to describe how states assume that citizens experience vulnerability to climate change based on their "ethnic-political status," thereby making the extension of democratic rights contingent on citizens providing cultural knowledge to the state to manage climate change. The dissertation attends to the consequences of the canals, including collapsed housing, failed civic science programs, and erratic water allocation. In response to these failures, citizens charge that state engineering repositions environmental hazards around existing social welfare inequities between racial-ethnic communities. During my time in Guyana, I tracked these responses at four distinct sites. 1) I observed engineers at work in the field produce and interpret "datasets" and "models" about flooding and construction of canals around IPCC and UN climate data. 2) I gathered residents' "unofficial" stories about vulnerability to floods through interviews and participant observations of everyday life in two coastal villages, Sophia (a racially mixed urban squatter community) and Mahaica (a predominately Indo-Guyanese cash crop community), where people were evicted due to the post-2005 engineering projects. 3) I analyzed "official" data generated through civic science projects and fieldwork in Mahaica and Sophia by engineers, state officials, and scientists that addressed vulnerability to flood hazards and its relationship to land evictions and property rights. 4) I conducted archival research in Guyana's National Archives on documents relating to colonial-era canals (1920s-60s) that inform the current projects. Although there is a growing ethnographic literature on climate change, a critical anthropology of vulnerability has yet to emerge. This dissertation offers two key interventions in this emerging field. First, I argue that in applied contexts, the validity of climate science is structured by the ways in which governments hinge climate adaptation projects to address varying national racial-ethnic populations. Second, I argue that governments cultivate institutions of social welfare that encourage "racial-ethnic" niche markets to manage vulnerability to climate change to soothe citizens' fears of state failure and environmental insecurity in the everyday. In such contexts, experiences of vulnerability become privatized, informing a consumer-oriented practice of racial democracy.

Information has always been strategically relevant for the European Commission, especially during the last thirty years with discussions about a gap in communication and the possible democratic deficit propagating. For that reason, communication was introduced as a policy after 2000. In order to reach specific interests in the Union, the Commission highlighted the importance of the partnership with civil society in 2005 through the “Plan D for Democracy, Dialogue and Debate” and its “going local” approach. The purpose of this thesis is to analyze the communication strategy of the EU through the lens of one of its regional communication instruments, the Europe Direct relays of information. The relays are a first-hand portal for the citizens to enter into the Union not only by acquiring information but also by transferring their comments and suggestions to Brussels. They form, therefore, a debate platform between citizens and institutions under a European “public sphere.” Nevertheless, research has identified two critical points in their function: the host structure, which intervenes in their administration role, and the European Commission, which provides them with financial support and information services. This thesis seeks to ascertain the success or not of the relays in relation to those two variables. In order to achieve that, the Spanish study case is examined. It will be finally verified if, according to the guidance of the European Commission, the relays fulfill their role in fostering national involvement in supranational activities.

The present work examines the crossroads of social transformation from the contextual standpoint of the "Second World" - a political and socioeconomic term descriptively pointing to the unique location of the Former Eastern-European Block countries - in between worlds. The work involves in a dialogue some of the major trends within the contemporary Eastern-European philosophical environment: dichotomized between Neo-Marxism and Neo-Freudianism on the one hand, and Postmodernism on the other. While examining the most significant elements between the dialectical paradigms for social change of the above theories (and their ethical foundations), the text strives towards a theological paradigmatic formulation for an authentic social transformation that draws its dialectical content and passion from the hopeful eschatological vision of Christ and the Kingdom as an embodiment of the Christian alternative for human emancipation and liberation. In light of this, the work attempts to establish the following thesis: the radical Christian praxis of the eschatological reality of the Kingdom in light of the Cross is the Church’s alternative to contemporary philosophies and initiatives for social transformation. This praxis affirms the revolutionary, history-shaping force which makes Christianity relevant to the problems of Modernity and Postmodernity through its self-identification with the Crucified God. It marks the moment of conception of an authentic, liberating, life giving, transforming hope as a source of humanization and redemption of social order. Christianity is concerned with the birth and formation of a new socio-political reality - the Kingdom of God, and its embodiment on earth (through the Holy Spirit) in a new ethnos: the Church, the Body of Christ, the communion of the saints. Therefore, it is the Church's calling and obligation to exemplify the reality of the Kingdom, being a living extension of the living Christ and thus, the incarnation of the eschatological future of the world and its hopeful horizon in the midst of the present. Recognizing the vital need for a relevant Christian response to the spiritual demands of the Post-modern human being and his/her desacralized, pluralistic socio­ political context, the work concludes with a conceptual outline offering a strategy for the Church in the Postmodern setting.

Undocumented immigration from Latin America is a heated and divisive topic in United States' politics. Politicians in Washington, D.C. are debating new legislation which would provide a pathway to citizenship for some 11 million undocumented immigrants. While several federal immigration reform bills were debated in the early 2000s, each one failed in either the House of Representatives or in the Senate. The Indianapolis Congregation Action Network (IndyCAN), a grassroots activist group in Indianapolis, is organizing the Latino community through faith and shared political goals. Undocumented Latino immigrants are utilizing IndyCAN as a method to influence progressive policy change. However, anti-immigrant groups challenge these efforts by attempting to define who can be considered an "American" and are attempting to block legislation due to their negative perceptions of Latinos. Debates about citizenship have racial discourses and reveal the embeddedness of race and ethnicity. Despite this, many Latino immigrants are forging their own identities in the United States and are engaging in a political system that refuses to grant them a legal status. Through an enactment of activism called la fe en acción [faith in action], these immigrants ground their political organizing with IndyCAN and attempt to appeal to the religious faith of politicians. I explore issues of race, political engagement, and religion in the lives of Indianapolis’ Latino community. In this case study, I demonstrate that IndyCAN is acting as a vehicle through which undocumented Latino immigrants are engaging in the political process. This political involvement occurs through religious strategies that seem apolitical yet are implicitly an enactment of activism. Ultimately, I reveal how undocumented Latino immigrants in Indianapolis are impacting the political process regardless of their legal status.

While the Arab spring succeeded in ousting the long-term dictator led governments from power in many Arab countries, leading the way to a new democratic process to develop in the Arab world, it did not end the old suspicions between Arab Muslims and the West. This research investigates the beginning of the relations between the Arab Muslims and the West as they have developed over time, and then focuses its analysis on perceptions from both sides beginning with 9/11 through the events known as the Arab spring. The framework for analysis is a communication perspective, as embodied in the Coordinated Management of Meaning (CMM). According to CMM, communication can be understood as forms of interactions that both constitute and frame reality. The study posits the analysis that the current Arab Muslim-West divide, is often a conversation that is consistent with what CMM labels as the ethnocentric pattern. This analysis will suggest a new pathway, one that follows the CMM cosmopolitan form, as a more fruitful pattern for the future of Arab Muslim-West relations. This research emphasizes the factors fueling this ethnocentric pattern, in addition to ways of bringing the Islamic world and the West to understand each other with a more cosmopolitan approach, which, among other things, accepts mutual differences while fostering agreements. To reach this core, the study will apply a direct communicative engagement between the Islamic world and the West to foster trusted relations, between the two.
