Full textHowever, in the 21st century, as soon as a new European policy cycle started to emerge and the economic crisis started to cripple, experienced regional nationalists realized that they could use the benefits of regional economic resources in face of the European Economic strategy to justify further concessions of policy competences that are still shared, either in theory or in practice, as well as to argue for new ones. The political plan would consist of using the reference of the European Economic targets to deliver policies, which would allow them to legitimize their nationalist aspirations, in both layers of governance, as well as to induce regional citizens into their political plan so they can finally reach the legal threshold to endorse a new state reform. Moreover, since they were rationally bounded, in the sense that they were lacking the policy expertise to perform these goals, they have learned to rely on a policy narrative (Shabahan et al 2011; Jones and Beth 2010; Radaelli 2010) embedded in a territorial economic argument to make sense of an advocacy coalition framework (Sabatier and Jenkins-Smith 1993), using informal channels of regional interest intermediation as “cognitive” structures (Scot 1995a) to articulate a policy strategy to be implemented in Europe and at the regional level of governance.
Therefore, and irrespectively of nuanced constitutional settlements, all experienced regional nationalists have returned to the center, using informal channels as an instrument of governance (Salamon 2002) to clarify the best policy options to be implemented in both layers of governance. In other words, regional nationalists have become “policy satisficers” (Simon 1954) who have learned to forgo immediate satisfaction in Europe to collect major gains of political power across multiple layers of governance. If the term “usage” can be defined as the act of using something to achieve certain political goals (Jacquot and Wolf 2003), in this research, we will apply the concept of “usage” to demonstrate that experienced regional nationalists in government have moved from a rational to a cognitive “usage” of the European institutions to perform renewed political preferences across multiple layers of governance.
Departing from an actor centered institutionalist approach (Mayntz and Sharp 1997), we will demonstrate that the N-VA in Flanders, since 2004, and the SNP in Scotland, since 2007, have become new pragmatic nationalists. In that sense, we will argue that, in a clear contrast with pragmatic nationalists of the 90’s who expected to legitimize their nationalist aspirations in Europe by the means of a rational “usage” of the European institutions; experienced regional nationalists have become new pragmatic nationalists as they have learned to rely on a cognitive “usage” of the European institutions to legitimize their nationalist aspirations, no longer in Europe, but through Europe.
We will then conclude that in the 21st century, and against traditional dogmas of the 90’s, the “usage” of Europe by regional nationalists is cognitively twisted, economically driven and collectively performed. It embraces all experienced regional nationalist political parties in government, irrespectively of their constitutional settlement or nationalist credo, as long as they possess the ability to anchor a political strategy embedded in “identity” without sticking to strict politics of nationalism.

Full textThe belief in values of freedom, decentralisation, openness, creativity and progress inspires a particular type of activism, which promotes autonomy, participation and efficiency. The empirical evidence suggests that this set of principles can, at times, conflict with practices observed in the field. This has to do with the particular opportunity structure of the European Union and the characteristics of the movement. The EU favours functional integration of civil society actors who are expected to contribute technical and/or legal expertise. This configuration challenges internet-based protest networks that rely on highly independent and fluctuating engagement, and suffer from a lack of diversity and cohesion. The internet does not solve all obstacles to collective action. It provides, however, a networked infrastructure and tools for organising, coordinating and campaigning. Online and offline actions are not only supportive of each other. Internet-based campaigning can be successful once it reaches out beyond the internet, and penetrates the corridors of political institutions.

Full textENGLISH ABSTRACT: Human rights denials have more characterised Rwandan history than their promotion and protection. When the Rwandan State emerged from Tutsi domination and colonialism, many Rwandans hoped that the era of liberty had at least dawned. But the reality has been a total disappointment and replicas of earlier abuses have emerged, despite the ratification by Rwanda of most international human rights instruments. This dissertation is premised on the assumption that Rwanda has failed as a democratic constitutional State, and the whole socio-economic-political system has gone wrong. Chapter one argues that disequilibrium was built into the Rwandan system before colonisation and evangelisation. There was a 'consensus' that Tutsis were a superior minority race, able to govern and dominate, well organised and accepted by their Hutu subjects. The colonists and the Catholic Church exploited this injustice for their indirect rule. In a world evolving towards the international human rights system, this had a very precarious foundation in Rwanda. Indeed, poor management of changes due to evangelisation, education and market economy led to the denial of human dignity. It exacerbated division in favour of Hutus rather than reinforcing national unity. Chapter two considers the Hutu regime as a failure of a democratic constitutional State in the postcolonial era, despite the promise to serve the interests of all Rwandans through democracy and respect for human rights. In a one-party State, a handful of Hutus have monopolised power and resources. The institutional infrastructure for the management of the State and protection of human rights was set up to safeguard the interests of the ruling group only and oppress the rest of the population. The Hutu government, particularly, took revenge on Tutsis that they killed, forced into exile and denied access to public affairs. Hutu opponents, real or imaginary, and people from other regions than that of the President were also denied such access. Separation of powers was purposely just a theory, whence a non-independent judiciary, interference of the executive in the functioning of other branches of government and abuse of legislative power became the reality. In order to perpetuate the ruling group's hegemony, civil society was hindered, while states of emergency were used to deny the right to life, liberty and the security of the person. Many other rights were also denied regardless of whether the denial was a legacy of the past or just a result of the undemocratic nature of the State and the underdevelopment of the country. The Hutu regime's failure to promote national unity resulted in a genocide which took the lives of many Tutsis and Hutus. Whereas the current Tutsi government presented itself as committed to democracy and human rights, Chapter three argues that it was a mutatis mutandis replica of the Hutu rule. Indeed, the State system and resources have been captured by a group of Tutsis while other Tutsis have been left without hope and Hutus have become second-class citizens, whence justice and national unity are in jeopardy. By avoiding to tackle the fundamental issue of nation-statehood, the United Nations have failed to maintain peace and security. The failure to condemn Ugandan aggression against Rwanda, the forced repatriation of refugees, and the non-prosecution of Tutsis involved in crimes against humanity have proved the demise of international law and the maintenance of the culture of impunity in Rwanda. The author nonetheless argues that respect for human rights and establishment of the rule of law are still possible through a process of reconciliation and reconstruction.
AFRIKAANSE OPSOMMING: Die geskiedenis van Rwanda word meer deur die miskenning van menseregte as erkenning en beskerming daarvan gekenmerk. Toe die Rwandese Staat onder Tutsi oorheersing en kolonialisme uit verrys, het baie Rwandese gehoop dat die tydperk van vryheid ten minste aangebreek het, maar die werklikheid was algeheel teleurstellend en weergawes van vroeëre misbruike het weer tevore getree, ten spyte daarvan dat Rwanda die meeste internasionale werktuie vir menseregte bekragtig het. Hierdie verhandeling berus op die aanname dat Rwanda as 'n demokratiese grondwetlike staat misluk het en dat die sosio-ekonomies-politieke stelsel geheel-en-al verkeerd geloop het. Hoofstuk een argumenteer dat 'n wanbalans voor die kolonisasie en evangelisasie van die land reeds in die Rwandese stelsel ingebou is. Daar was 'konsensus' waarvolgens Tutsis beskou is as 'n superieure minderheidsras wat in staat was om te regeer en te oorheers, wat goed georganiseer was en deur hul Hutu onderdane aanvaar is. Die koloniste en die Katolieke Kerk het hierdie onreg ten voordeel van hul indirekte heerskappy uitgebuit. In 'n wêreld wat op pad was na 'n internasionale menseregtestelsel was die grondslag wat hiervoor in Rwanda gelê is uiters onseker. Swak bestuur van veranderinge wat deur evangelisasie, opvoeding en 'n mark-ekonomie teweeggebring is, het in werklikheid tot miskenning van menseregte gelei. Dit het skeiding tot voordeel van die Hutus vererger, eerder as om nasionale eenheid te versterk. Hoofstuk twee kyk na die Hutu regime as 'n mislukte demokratiese konstitusionele staat in die postkoloniale era, ten spyte van die belofte om die belange van alle Rwandese deur demokrasie en eerbied vir menseregte te dien. In die eenpartystaat het 'n handjievol Hutus die mag en hulpbronne gemonopoliseer. Die institusionele infrastruktuur vir die bestuur van die Staat is opgestel om die belange van die heersersgroep te beveilig en die res van die bevolking te onderdruk. Die Hutu regering het hul veralop Tutsis gewreek deur hulle te vermoor, tot ballingskap te dryf en hul toegang tot openbare sake te weier. Hutu teenstanders, werklik of vermeend, en mense vanaf ander streke as die waarvan die President afkomstig was, is ook van sodanige toegang weerhou. Die verspreiding van mag was doelbewus niks meer as teoreties nie, vandaar die nie-onafhanklikheid van die regbank, inmenging by die funksionering van ander vertakkings van die regering deur die uitvoerende gesag en die misbruik van die wetgewende gesag. In die poging om die regerende groep se hegemonie te bestendig, is die burgerlike samelewing belemmer en is daar van noodtoestande gebruik gemaak om die reg tot lewe, vryheid en die veiligheid van die persoon aan te tas. Baie ander regte is ook geweier, ongeag of die weiering daarvan as gevolg van die nalatenskap van die verlede of die ondemokratiese aard van die Staat en die onderontwikkeldheid van die land moontlik was. Die feit dat die Hutu regering ten opsigte van die bevordering van nasionale eenheid misluk het, het gelei na In menseslagting wat die lewens van vele Tutsis en Hutus geëis het. Terwyl die huidige Tutsi regering homself as verbonde tot demokrasie en menseregte voordoen, argumenteer Hoofstuk drie dat die regering bloot 'n mutatis mutandi weergawe van die Hutu regering is. In werklikheid is die staatsisteem en die hulpbronne deur 'n groep Tutsis gebuit, die res van die Tutsis is sonder hoop gelaat en die Hutus is tot tweederangse burgers gemaak, wat vrede en sekuriteit in gevaar stel. Met die ontwyking van die grondliggende kwessie van nasieskap, het die Verenigde Volke ten opsigte van die handhawing van vrede en sekuriteit gefaal. Die onvermoë om Uganda se aggressie teenoor Rwanda te verdoem, die gedwonge repatriasie van vlugtelinge en die gebrek aan vervolging van Tutsis wat skuldig is aan misdade teen die mensheid het die afstanddoening van internasionale wetgewing en die ondersteuning van die kultuur van straffeloosheid in Rwanda bewys. Desnieteenstaande argumenteer die skrywer dat respek vir menseregte en die instelling van regsoewereiniteit nog steeds deur middel van 'n proses van versoening en heropbouing in Rwanda moontlik gemaak kan word.

L'étude analyse l'un de ces instruments par lesquels cet Etat, incarné et conservé par le "sommet" sans lien direct avec la base (notamment les communautés ethniques), parvient à nouer des relations avec celle-ci de manière à s'octroyer une nouvelle légitimité.
Cette étude porte donc sur les facteurs utilisés dans le système politique, le régime, le mode ou la procédure d'exercice du pouvoir afin d'améliorer la relation de l'Etat avec sa société. Elle s'intéresse au role de l'ethnicité dans la participation politique qu'animent les partis pour comprendre la légitimité de l'Etat issu de la colonisation auprès des citoyens (autochtones) qui le rejetaient autrefois./
The state in Africa draws its origins from outside. It turned a long time its concerns towards the foreign interests defenses and under colonization, the local ethnic communities on which it exerted its authority never were truly represented in its structures founded on the constraint. This State appears artificial because of its source of legitimacy and its model of authority.
But, the independence process engaged one era where it is observed an assent with its existence and a new legitimacy is granted to its structures.
The study analyzes one of these instruments by which this State, incarnated and preserved by the "top" without direct link with the base (in particular ethnic communities), manages to tie relations with this one so as to grant a new legitimacy.
This study ralates to the factors used in the political system, the mode or the procedure of power exercise in order to improve the relation of the State with its society. It is interested in the ethnicity role in the political participation which the parties animate in order to understand the (African)State legitimacy near the citizens (autochtones) who rejected it formely (colonization period).

Full textThe revolutions of Eastern induced fragmentation of States were accompanied internally by a revival of ethnic parties, which is not without its problems in political democracy. Transitions and even more democratic consolidation are emerging a double phenomenon of interaction between actors and the system in search of a new equilibrium. Ethnic parties then politicize the system opens the ethnic actor. We are witnessing an evolutionary adjustment of the system to the new situation. The system opens to the new demands ethnic ways and to different degrees: between legalization and tolerance. Side actors, are gradually returning ethnic parties in the political game, in different ways and to different degrees. In our problem the field deploy interactive relationships between multi-level actors (parties-States) and in the various fields (political, societal and legal). Their connections are crossed between the State and international space, public and civil, political and social, with host countries or origin, but also the third States. They are separatist ambitions or simply political lobbies. We tried to highlight the main aspects of the complexity of the ethnic issue in young democracies political '' in consolidation ''. The ethnic problem of CEEC can help us to complete updating some general visions of political science? The actors involved are invited to avoid the pitfalls of nationalism perceived as '' petty '' or '' chaotic '' while serving the cause of a more flexible policy integration to the ‘‘democratic peace’’

This thesis looks into the government-led language revitalization campaign in Taiwan with special reference to the case of Hokkien, one of the "bensheng" (local) vernacular with Han Chinese roots, in terms of language rights, ethnogenesis, and cultural legitimacy. Tracing the rise and development of concepts such as cultural heritage, ethnic identity and democracy in the region, the focus is placed on the recent changes in Taiwan's language ideology and the intricate emergence of Hokkien as one of the "national" languages and symbols apart from the official language, i.e. Mandarin Chinese.
Against the backdrop where contesting discourses on language and culture discourses co-exist and crossbreed with each other, there are a number of closely-related issues that this thesis examines in particular: (1) the ways in which language choices are made and perceived in various contexts; (2) implications of such language choices as related to one's cultural identities; (3) the role of language politics in self and group identification and ethnic classification in Taiwan; (4) the power dynamics in various socio-cultural spheres; and (5) the resulting competition of multiple speech groups in Taiwan for authenticity, legitimacy and superiority in the political arena by means of reconstruction and reinvention of ethnic languages and traditions.
The findings reveal that despite the practical relevance of Bakhtin's theory of heteroglossia to Taiwan's current ethnogenesis against the backdrop of multilingualism and multiculturalism, the political connections between the cultural plurality promoted by the government and the covert competition amongst various stakeholders are better understood in terms of Bourdieu’s theory of cultural reproduction and Foucault's framework of power-knowledge. Language revitalization in Taiwan is thus an act of both empowerment and control, and a symbol of the mutual toleration and the cultural ambiguity that means to be used for contrasting with the old hegemonies' conservatism by the current ruling power.

Full textUndocumented immigration from Latin America is a heated and divisive topic in United States' politics. Politicians in Washington, D.C. are debating new legislation which would provide a pathway to citizenship for some 11 million undocumented immigrants. While several federal immigration reform bills were debated in the early 2000s, each one failed in either the House of Representatives or in the Senate. The Indianapolis Congregation Action Network (IndyCAN), a grassroots activist group in Indianapolis, is organizing the Latino community through faith and shared political goals. Undocumented Latino immigrants are utilizing IndyCAN as a method to influence progressive policy change. However, anti-immigrant groups challenge these efforts by attempting to define who can be considered an "American" and are attempting to block legislation due to their negative perceptions of Latinos. Debates about citizenship have racial discourses and reveal the embeddedness of race and ethnicity. Despite this, many Latino immigrants are forging their own identities in the United States and are engaging in a political system that refuses to grant them a legal status. Through an enactment of activism called la fe en acción [faith in action], these immigrants ground their political organizing with IndyCAN and attempt to appeal to the religious faith of politicians. I explore issues of race, political engagement, and religion in the lives of Indianapolis’ Latino community. In this case study, I demonstrate that IndyCAN is acting as a vehicle through which undocumented Latino immigrants are engaging in the political process. This political involvement occurs through religious strategies that seem apolitical yet are implicitly an enactment of activism. Ultimately, I reveal how undocumented Latino immigrants in Indianapolis are impacting the political process regardless of their legal status.

Full textWhile the Arab spring succeeded in ousting the long-term dictator led governments from power in many Arab countries, leading the way to a new democratic process to develop in the Arab world, it did not end the old suspicions between Arab Muslims and the West. This research investigates the beginning of the relations between the Arab Muslims and the West as they have developed over time, and then focuses its analysis on perceptions from both sides beginning with 9/11 through the events known as the Arab spring. The framework for analysis is a communication perspective, as embodied in the Coordinated Management of Meaning (CMM). According to CMM, communication can be understood as forms of interactions that both constitute and frame reality. The study posits the analysis that the current Arab Muslim-West divide, is often a conversation that is consistent with what CMM labels as the ethnocentric pattern. This analysis will suggest a new pathway, one that follows the CMM cosmopolitan form, as a more fruitful pattern for the future of Arab Muslim-West relations. This research emphasizes the factors fueling this ethnocentric pattern, in addition to ways of bringing the Islamic world and the West to understand each other with a more cosmopolitan approach, which, among other things, accepts mutual differences while fostering agreements. To reach this core, the study will apply a direct communicative engagement between the Islamic world and the West to foster trusted relations, between the two.
