Narus, Joseph John. "Coal to Oil in China: Scientific Development or Crossing the River by Feeling the Stones?" PDXScholar, 2010. https://pdxscholar.library.pdx.edu/open_access_etds/169.

Full text
Abstract:
Since the start of the 21st century, energy security concerns and rising international energy costs have led China to pursue the development of a coal to oil industry, whereby converting a portion of the nation's abundant coal reserves into gasoline, diesel, or jet fuel, China might be able to increase its domestic oil production and generate profits. But a large-scale coal to oil industry exerts added pressure on China's domestic coal reserves and water resources, and generates significant greenhouse gas emissions. The tension between the potential benefits of coal to oil development and its associated negative externalities present a challenge for China's energy policymakers, who must balance competing demands for energy security, resource management, and equitable development. The challenge of effectively managing the development of this industry is complicated by the characteristic problems plaguing energy sector governance in China, including the absence of a powerful energy policymaking institution, the decentralized nature of the country's economic development, and the influence of large energy companies. This study examines the evolution of China's coal to oil industry and the policies shaping its development in order to better understand energy sector governance in China and the complex challenges confronting policymakers as they strive to balance an array of competing demands. It finds that weak energy institutions and powerful domestic actors indeed hinder China's ability to efficiently formulate energy policies for the coal to oil industry, while considerations about the industry's environmental and resource impacts compel a cautious approach to development. China's incremental approach to formulating a long-term plan for the development of the coal to oil industry may, in the end, yield more effective policies.

Abstract:
China´s increasing presence in the African continent is intensely discussed both in the business and academic fields. Although China´s companies are not traditional investors in the continent, the history can still be traced back to the period just after the establishment of the People´s Republic of China. In recent years, the influence of the Chinese government and companies in Africa couldn´t be neglected any longer, which also goes hand-to-hand with controversies and accusations like neo-colonialism and debt-trap. Differing from traditional investors, observers always attribute China´s success in Africa to its strong state power. The Chinese government does have its role in the process, what is more important, however, could be the escalating collaboration between state power and companies. Mostly by qualitative approach, I list several methods by which China´s government could cooperate with overseas investors, particularly in Africa. Also in this paper, the transaction cost problem is selected as the theory lens to elaborate the reason why cooperation between government and firms is so important for Chinese African investment.

Full text
Abstract:
This dissertation seeks to enhance the understanding of the agenda setting process of Hong Kong government by analysis of the immigration policy on non-local students in the post-colonial era. With the government’s determination for developing Hong Kong to become a regional education hub, a general relaxation of immigration policy on non-local students is observed since 2004. By adopting John Kingdon’s policy streams theory as analytical framework, mixed with Cohen et al’s garbage can model and Lindblom’s incrementalism theory, the influential factor on the problem, policy and political streams are identified and the findings suggest that events in political streams, such as the change in national mood and change in administration have great impacts on the agenda whilst the problem and policy streams remain relatively stable. The impact of the policy entrepreneur is also discussed during the course of research.
