Abstract:
In the process of small business establishment and development, it is very important to understand both the financial needs of entrepreneurs and the main obstacles and difficulties arising in the way of financing. Alternative sources of financial support, along with traditional ones, create opportunities to increase funds, but the solution to the issue of their attraction should be based on modern effective methods and decision- making technologies. The article uses the decision tree method to determine the optimal alternative to financial support of small business at the early stages of the life cycle. The results highlight the importance of alternative source of resources for small business entities, namely business angels’ means. The empirical and statistical analysis confirms that access to alternative sources of financing for small businesses in EU countries is improving, while in Ukraine, informal financing is a rather new and underdeveloped area. Based on the analysis of the advantages of using the business angels’ funds, it was concluded that they need to implement their potential in small business of Ukraine. The results show that the decision tree method is an effective tool for deciding on the prioritization of a financial alternative to the small business, and is characterized by ease of use, forecast precision and problems solution novelty.

Labor and floorspace cost functions are derived for small business trade. Relationships are proposed between average volume of labor or average floorspace per establishment on the one hand, and average size per establishment, average rental paid, percentage selling space, and indicators of business type and location on the other. Promising estimation results are reported using South African data of 1979/1980. The method however Is not restricted to the South African case. A productivity business support system can be developed providing productivity standards for any area in the small (service) business. An analysis similar to the one presented here, but relating to the area in question, should precede the development of such a system.

The aim of this study is to determine whether the size of a business, classified as small, medium or micro establishment (SMME), has an impact on its management of the compliance burden placed on it by taxation laws. A survey was conducted amongst small, medium and micro establishments in the business services sector in Gauteng province, South Africa. The study finds that the majority of SMMEs in the business services sector outsource their tax responsibilities due to lack of skills and time. Also, the significance of taxation inputs for making business decisions and preferences for administrative relief measures varies according to the size of the organisation.

Abstract:
Purpose – The purpose of this paper is to examine and explore why “Small-Businesses” resist employing outside the immediate family and investigate the employee as an outsider and entrepreneurial resource. Design/methodology/approach – The authors review the literature on barriers to small-business growth concentrating on key empirical and theoretical studies. The authors use empirical data from the Federation of Small Business in which informants commented on growth and employing outside the family. Findings – The findings suggest that small business owners adopt a polemical stance, arguing that a barrage of employment regulations deters them from employing outsiders because doing so brings trouble in terms of costs such as insurance, taxes, paperwork, leave (maternity and paternity) entitlement, etc. They argue that employing from inside the family or ones peer group is much cheaper, convenient and less hassle. This ignores the entrepreneurial employee as a potential ingredient of growth and points to a paradox whereby the very values and emotions characterized by fairness of which of “smallness” and “familialness” is composed compound the issues of discrimination central to the debate. Research limitations/implications – The paper offer important insights for growth issues among small businesses and challenge the contemporary equilibrium in terms of small “family-orientated” business philosophy relating to employment practices. Ideologically, the entrepreneur is an “outsider” fighting the establishment, yet paradoxically, in a small-business context s/he becomes the establishment by employing outsiders. This results in the fairness vs unfairness paradox. Originality/value – The paper contributes to the existing knowledge and understanding on growth issues among small businesses by illuminating a paradoxical insider vs outsider tension.

The subject of research is the role of small and medium-sized businesses in the economy of the Republic of Crimea. Since the economy of modern states cannot successfully develop without an optimal combination of the large, medium and small businesses The purpose of research was to analyze the results of using special tax regimes in the Republic of Crimea. The criteria for classifying small and medium-sized business entities as small and medium-sized enterprises in Russia and abroad are given. A comparative characteristic of small business taxation systems in the Republic of Crimea is analyzed; problems and trends in the development of small businesses as well as the foreign experience of tax regulation of small business activities are considered. Special tax regimes that are most popular among Crimean businessmen are shown. It is concluded that the establishment of a modern infrastructure for supporting small and medium-sized businesses should be continued along with the development of a system of providing consulting services, improving the training and upgrading the skills of modern entrepreneurs.

This paper examines the use of location quotients, a measure of regional business activity relative to the national benchmark, as an indicator of sectoral agglomeration in small cities and towns, and as a measure of industry specialization that might impact the number of new business startups in these places. Using establishment-level data on businesses located in Maine, our findings suggest that the addition of one "hypothetical" establishment in very small towns leads to a dramatic change in the magnitude of the region-industry location quotient. At population sizes of about 4,100 or more people, however, location quotients are reasonably stable. Regression results from an analysis of the relationship between new business activity and regional industry specialization show that the effect of location quotients on business startups switches from "inelastic" to "elastic" at a population size cutoff of about 2,600 residents. Overall, our findings suggest that researchers and practitioners should exercise caution when using location quotients to study small regions.

We build on earlier work by Mills and Ulmer in which characteristics of the local economic base, particularly establishment size, were related to civic welfare. They posit that small business is ‘good’ for local community welfare, whereas big business is ‘bad’ for it. Data from County Business Patterns and various population censuses are used to examine this issue for US nonmetropolitan counties. With regression procedures adjusted for spatial autocorrelation across counties, we find support for the Mills and Ulmer hypothesis for three measures of civic welfare.

Small business owners in the construction materials industry play a significant role in economic development through gross domestic product and employment. However, like other small business owners, many owners of small businesses in the construction materials industry close their businesses within 5 years. The purpose of this multiple case study grounded in the resource-based theory was to explore the strategies that owners of small businesses in the construction materials industry operating in Tanzania used to sustain business for longer than 5 years. Data were collected using semistructured interviews with 4 purposefully selected owners of small businesses in the construction materials industry and a review of daily sales records, weekly sales reports, and audited accounts. Member checking and triangulation were used to strengthen the credibility and trustworthiness of the interpretation of data and information. Data analysis involved coding and thematic analysis. Themes were categorized into business establishment strategies, customer satisfaction and retention strategies, and other sustainability strategies. Findings from this study may contribute to social change by providing information on mechanisms for improving business performance; reducing the risk of failure; and creating sustainable, better-paying jobs that can increase the well-being of business owners, employees, their families, and communities.

Black Economic Empowerment is an ideology and policy that was effected so as to streamline the inequalities that were and have been left to stand after the apartheid era in South Africa. Despite the mixed reactions that would surface as a result of the underpinnings of the policy, the main focus of the policy was and still is to provide for equality and build better business among the economic minority who in this case are the “black” people of South Africa. This report focuses on the policy and the different guidelines that have been set in place to counter the inequalities in businesses and economy with focus being on SMMEs and looking at ways in which various sections, especially the score card, with regard to exemptions to small businesses, how this aids them in achieving BEE compliance. The research accomplished this by looking at the requirements of the score card, focusing mainly on the stipulations placed on SMMEs and by the use of literary reports gathered information that would show whether the exemptions give the said enterprises added competitive advantage. The research produced a couple of findings; that although theoretically the necessity of boosting economic growth and business of one of the most productive enterprise sectors in an economy and the fact that the score card has focused infinitely on the need for SMMEs not to be fully focused on a specific cluster of criterion in the score card but more on which criterion would work best for them and which ones are easy to maneuver around to ensure maximum growth and contribution, there is the loop hole that is experienced of how this criterion is met and passed with disregard to actualization of the need to adhere to the strictness of the rules of how compliance is attained. There was also the main issue of fronting which is the falsification of ownership of a company by providing misleading information about the directors and owners of the business. The main conclusions drawn from this research are that it is important not to lose the foresight that the policy is meant to enhance and grow the economic ability of a sector and build business through which the policy makes very heavy recommendations but there are shortfalls experienced with regard to how compliance is approached putting into consideration that SMMEs have been given exemptions in the number of pillars of the score card they can apply to their business. It is also important to note that the influence and bulldozing that is expected when it comes to dealing with policies of this nature is not to be sidelined. This research aims to look at the discrepancies that are set out within the structures that hold the policy together so as to attain maximum results.

In 2015, turnover in the lodging accommodations and food services industry was 72.1%, accounting for 6.5 million incidents of voluntary quits. The purpose of this correlational study was to examine the relationship between antecedent independent variables and employee turnover in bed and breakfasts (B&Bs) and inns. The independent variables were ethical leadership, organizational support, coworker support, work-family conflict, employee empowerment, employee voice, and work schedule. Organizational support theory provided the theoretical framework for the study. Survey data were collected from 105 B&B and inn managers in California, Arizona, Oregon, and Washington. Data analysis included descriptive statistics, a correlation matrix, chi-square tests, and logistic regression. Correlational analysis and chi-square tests indicated significant positive relationships between organizational support and retention, between coworker support and retention, between reduced work-family conflict and retention, between empowerment and retention, and between work hours and retention. The logistic regression was statistically significant, Ï?2(7, N = 583) = 32.507, p < .001, and the independent variables of organizational support, coworker support, work-family conflict, and work schedule significantly predicted employee turnover. The study has implications for social change: when turnover will drop, B&B managers and employees achieve an improved standard of living gained through stability in the workplace, unemployment will drop, and the U.S. economy will see growth.

[This paper is published in the Journal of Information Technology Education: Discussion Cases, Volume 5] The investment decision was made last year, and after a time-consuming selection process and intensive negotiations, the contract with the general contractor was signed. The business segment Fixing systems of the fischer group of companies faced a significant investment in its logistics – the development of automation technology in the Global Distribution Center (GDC). According to the project schedule, the transition to the automated small parts storage with shuttle technology would take place in December of this year. It was mid-April, and therefore the right time for the Head of Logistics of the business segment fischer Fixing systems, Matthias Wehle, to describe the current status: Were all the important milestones achieved and would the subsequent steps ensure a smooth transition? The employees in the logistics got accustomed to changes over the years. Structural changes such as the introduction of SAP R/3 in early 2000 and the establishment of the automated high-bay warehouse in 2008 had been successfully implemented. It was the same with the continuous improvement process through the use of the fischerProzessSystem fPS. The introduction of pick-by-light technology for the picking of small sized products with high demand had worked well, too. But the last staff meeting about launch of the shuttle system had left with him a feeling of uncertainty. He could already feel the spirit of optimism from some of the employees triggered by the upcoming introduction of the new system. The majority, however, listened patiently and Mr. Wehle sensed insecurity among the employees – how does this change affect me? Up until now, management had used multiple channels to communicate information to the employees. But feedback from the workforce to those in charge was rather rare. And the logistics manager remembered that the use of pick-by-voice for picking had been stopped for a number of reasons. Now as a result of the largest investment in recent years, the GDC faced a drastic operational change. With this in mind, Mr. Wehle pondered over the issue of employee communication again and again. And they had eight more months in order to take action until December…
