Full textThis thesis examines the management of government information in a journalistic environment on Benin national television in French-speaking Africa. The main objective here is to explore the meanders that lead to the production of news broadcast on the channel, to assess its professional rigor in relation to the principles of the journalistic profession, and to analyze newscasts and consumers' perception of the products of Benin's national television.By choosing this public medium as the field of study, this work proposes a framework for analyzing newscasts, the production and reception of government information within this television.This in-depth investigation, between questionnaires, group interviews, studies the treatment and angles of treatment adopted in the face of political information of a governmental nature with regard to the code of ethics of the Beninese press and law no. 2015-07 on the information and communication code in the Republic of Benin.The results then highlight the role of Decree no. 2005-252 of May 6, 2005, approving the statutes of this television station, in articles 3 and 25, in the treatment of government information. These two articles respectively entrust this medium with: "Produce general information broadcasts and radio and television programs in line with the political, economic and socio-cultural objectives of the Beninese state", and go on to state that the CEO, while responsible for day-to-day management, is above all charged with "overseeing the implementation of government information policy, as well as the dissemination of all currents of thought, insofar as they do not undermine public order and security".Finally, this thesis examines the effects of political communication, its links and influences on journalistic information on television, from the point of view of production and reception.On the basis of the results of our research, this work recommends staff training, a revision of the texts governing the operation of Benin's national television station, and work to raise awareness among political players of the role of a national media outlet

Full textWalking increasingly appears at the forefront of urban policies and city promotional campaigns. It is not by random that this most natural practice of human beings has become a promising field of innovation and research while at the same time being at the heart of land use planning policy addressing public urban spaces. As a perfectly versatile part of urban transport systems, an effective physical exercice and a medium of artistic expression relating the body with different ways of experiencing the city, walking is a constituent element of the foundations of urban social life. For over a century, walking prospered in the twisting streets of the medieval city. When cities made way large avenues, became menaced by the ascendency of the car. After the 1970s, howhever , it came triumphantly back in specially reserved zones as well managed promenades in city centres. Walking seemed to have finally found its place in urban planning. Still, the question remained : has the planning can be informed by further analysing the relation between walking and the environments in which this activity takes place. Focussing on the historical centre of Athens, the research take a three-pronged approach. First, the shift in public policies after the 1970 so as to benefit the practice of walking is examined. While the growth in interest in walking by land use planners during this period is widely recognised, this thesis provides a more detailed examination of how the practice of walking was approached in their projects and visions. The analysis describes how public spaces were shaped during forty years of intense pedestrianization, and how these projects where themselves inscribed in more general programmes aimed at boosting the touristic and cultural profile of the zones around the Acropolis. At the same time that the multiplication of projects in favour of walking was orchestrated by a diverse range of interest, so it also gave rise to new actors in the arena of urban planning. The analysis also shows how these projects impacted on the character and function of public space. Although kwow-how in pedestrianization operations advanded over this 40-year period, it it shown that the pratice of walking was largely ignored. The second approach used in this thesis focuses on walking in areas whose uses and image do not fit with the prevailing image of a commercial-touristic public space landscape. It is argued that the interest of these spaces lies in the fact that they are the centre of controversies arising from the transformations currently occuring in the land uses and the landscape pf the city centre. In which ways and why is walking thriving in Athinas street and Omonoia square, which – despite being criticized for beeing ‘ degraded ’and ‘ chaotic ’ – are managing to attract a surprisingly mixed street life ? By means of close observation of walking the richness of practices in public space related history of the places, land uses and every day street life revealed. If walking depends of collective practices, it is also a personal affair. The deeper understanding of the way that people experience walking and give meaning to places leads to a better understanding of how places function in time. This can in turn help to inform the way in which such places are designed. Ambiance, habits, moods and memories create the fashion in which we inhabit public space. By means of accompanying twenty Athenians during their routine walks, the third approach used in this thesis reveals these subjects’ range of reasons and ways of interacting with their environment

Full text"Territorialisation of the public sphere: a Polanyian approach applied to the case of Auvergne” is a doctoral research project in Information and Communication Sciences on the contemporary public sphere. This research focuses on democratic issues linked with the coexistence of different scales of articulation of political, economic and symbolic spheres. It is a theoretical and empirical work applied to the regional level (Auvergne- France), using an epistemology of complexity (Edgar Morin), the extended case method” (Michael Burawoy) and an interdisciplinary approach.Public sphere is defined as having a dual empirical and normative dimension (Jürgen Habermas). But in reference to the work of Éric Dacheux, the public sphere is also the consequence of a particular compromise, historically determined, between three orders: political, economic and symbolic systems. As a result, the public sphere is the place where these three systems come into confrontation and interact (empirical dimension) and a proper instance of democracy (normative dimension). In a democracy, it is the place where regulation and social transformation processes take place. The word “Polanyian” refers to research by Karl Polanyi (1886-1964) who demonstrated that even if liberal state, democracy and “market ideology” are historically linked, they are incompatible in the long term. This means that it is necessary to develop a new relationship between the economic sphere and the political sphere compatible with democracy. Communicational activities in the public sphere are considered as intentional human relations aimed creating shared meaning. In a democratic context, this involves a relationship between equal and free persons with irreducible otherness. Communicative action can be one of the modalities, although it is rather a normative ideal, while empirical reality is characterized by miscommunication and the prior expression of disagreements from which one can build a deliberative activity.The empirical research field is based on a study of the regional public sphere as an “emerging public sphere”. The tools used are “focus groups”, “interactive interviews” with some political actors and actors of the social and solidarity economy living in Auvergne, and the result of a participant observation as a political actor. Participatory democratic practices initiated by the Regional Council are thus described and analyzed.This research approach leads to the proposal for the representation of a “territorialized plural public sphere” representation. It vindicates a plural economy approach in Information and Communication Sciences

Resumo: Neste traballio focalizo as intensas mudanças nas formas de gestão da cidade de São Paulo e na participação política de seus habitantes entre as últimas décadas do século XIX e as primeiras do século XX. Com especial atenção às obras públicas, entendidas como ponto no dai nesse processo em que o urbano é posto em questão, são desveladas neste estudo as relações entre distintos agentes: os engenheiros e os saberes especializados, as autoridades públicas da municipalidade e os habitantes, na condição de cidadãos. De uma cidade que é redimensionada materialmente e em suas relações políticas e sociais emerge um cenário de modernização, plural, tensa e negociada, envolvendo diferentes interesses e projetos
Abstract: This work emphasizes intense modifications at the city of São Paulo management styles and at the political participation from its citizens between the last decades of the 19th century and the beginnings of the 20th. With special attention to - the public works, understood as nodal point of this process where the urban is questioned, at this study are analyzed the relationships between distinct agents: engineers and specialized knowledge, public authorities of municipality and the inhabitants, in the condition of citizens. From a city that is re-dimensioned materially and in its political and social interconnections emerges a setting of plural, tense and negotiated modernization which involves different projects and political interests

Full textThis PhD in sociology through looks back onto a twenty-year professional research career. The first part describes my research journey, from three different angles : biographical, methodological, bibliographical. The second part of the thesis gives an overview of my research work (articles, chapters, studies) put into perspective with regard to the state of current knowledge. The first topic concerns the socio-political dimension of solidarity economy through an in-depth discussion of several concepts (local initiatives, local public spheres, the network organization of non-profit sector, conceptions of social change). In addition, social and solidarity economy as a specific object within public policies is studied at local and European levels. The second topic explores the transformations of the role of non-profit organizations in society. The current changes of contractualization and financing methods between associations and governments (public procurement and subsidies) have been the subject of qualitative and quantitative studies. The conceptual ambivalences of the notions of social utility and social innovation are highlighted. Historically claimed by non-profit representatives to emphasize the specificities of their economic activities, social utility has gradually become a criterion for extending the scope of social and solidarity economy in France. The last topic concerns early-years childcare and elderly care policies. The transition from home care for dependent elderly person to personal services is analyzed as a tangle of regulations that makes it problematic to build a quasi-market and questions the place and strategies of non-profit organizations as historical actors in the sector. The comparison, on a European scale, of local childcare systems provides additional insight into the typologies of care systems elaborated at a national level
