Abstract:
This article explains, first, why there was a uniform emergence of equal opportunities legislation across East Central European states in the late 1990s and early 2000s and, second, why the speed of adoption varied across countries. The author deviates from a traditional comparative focus on domestic factors and instead treats her two case studies—Poland and the Czech Republic—as part of an international system in which external actors can exert a simultaneous but differential effect on domestic policies. The author argues that the European Union (EU) accession process prompted equal opportunities legislation in both countries but domestic actors mediated this influence in different ways. In Poland, legislation was delayed due to an organized opposition to EU gender equity laws and its close ties to parties of the Right in government, two factors absent from the Czech case where laws passed earlier. The author also suggests that the EU's financial and political resources may enable it to reshape these domestic actors in the future.

Abstract Despite the laws and regulations that should ensure equal gender treatment, women are still disadvantaged in all businesses and public sector. This discrimination is manifested particularly in the approach to jobs, financial evaluation, political nominations and opportunities of developing their abilities regardless of gender. The gender differences in work and public life remain even today the most visible evidence of inequality between men and women in our society. The gender equality is one of the fundamental principles of EU law and all its member countries committed to be in the compliance with it. This article reviews the current state of gender equality in EU.

Economic disparities among the regions of the European Union are more pronounced than among countries. Structural Funds have played a crucial compensatory role, promoting the economic development and real convergence of lagging regions. The amount of resources destined to regional policy and the conflicts arising from its funding and distribution create the need for an adequate theoretical foundation or model to help politicians solve the distribution problem. In this paper we propose an empirical procedure to carry out and evaluate different distributions of funds for the periods 1989 – 93 and 1994 – 99. We begin with the estimation of an augmented production function to permit the calculation of the expected GDP per capita. We then propose a nonlinear programming method to simulate alternative distributions of Structural Funds among Objective 1 regions, based upon two different approaches: equal development, and equal opportunities. For these two approaches we calculate different possibilities, ranging from highly efficient to highly equitable, with the result that we are able to show the ‘frontier’ of optimal distributions. Finally, we evaluate these results and compare them with the real distribution.

Gender equality has been one of the goals of the European Union since 1957. Article 157 of the Treaty on the Functioning of the European Union authorizes the European Parliament and the Council to adopt all those measures that guarantee the application of the principle of equality opportunities and equal treatment for men and women in employment and occupation matters. The main goal of this article was to determine whether the use of European Funds by Eurozone countries has made it possible to reduce labor differences in gender matters. To this end, the efficiency levels of the Funds are analyzed in two different periods, 2007 to 2013 and 2014 to 2020. Data Envelopment Analysis (DEA), a methodology frequently used by researchers in efficiency analyses, was applied. Among the main conclusions obtained are that the efficiency levels from the period 2014 to 2020 have been higher than that obtained in the previous period, but there are significant and persistent differences over time in the levels of gender efficiency between the different countries of the Eurozone.

Trade is the most important integration link in the overall world production. After the Second World War it induced the establishment of economic integrations. In the last three decades international trade has been more dynamic than the growth of the world production. The data show that the commodity trade is the strongest component of the world purchase and sale, although the international trade in services has grown a bit faster than the commodity trade. However, the share of services in the world trade does not exceed 20 per cent. International trade has most developed among developed countries, keeping up the mutual development of foreign direct investments and know-how and technology transfer. The empirical research shows that apart from the benefits gained by capitalisation of comparative advantages the trade growth is also influenced by benefits resulting from the impact of the economy of scale, competition and spreading of knowledge. Reduction of tariff and elimination of non-tariff barriers constantly opens new opportunities to benefit from international trade in commodities and services. Commodity trade of OECD countries confirms that the volume of trade does not depend only on liberalisation of tariff and non-tariff barriers, but growth to a certain degree reflects the size of the country, geographic elements and transport costs. Therefore, the empirical works predominantly analyse the power of trade as an indicator of the manifested commodity trade, embracing the characteristics such as competition pressures, but not including some deeper political meaning. The previously mentioned factor is significant, since given the policy and competition small countries are naturally more dependent on foreign trade, although competition pressures among big countries largely result from competition inside themselves. A significant change in the trade structure has been recorded in the period of over two years. At first, intra-industrial trade became equal to traditional inter- industrial production, and afterwards it has even exceeded it. For a long time the factors of foreign trade growth have been disputable. The works of Baier and Berstrand show that income growth and reduction of customs produce the main impact on foreign trade growth. In their opinion liberalisation of trade within GATT and WTO is one of the main driving forces in international trade. Reduction of trade costs also produces some impact on foreign trade growth, while approximation of incomes is less significant. Badlinger and Breuss have explored the elements that in the last four decades of the last century made an impact on faster growth of inter-trade of EU-15 member countries. They have estimated the relative impact of the income growth, income equalisation as well reduction of tariffs and trade costs on the intra-trade of EU-15 member countries. The results show that the income growth increases by 70 per cent the intra-trade of these countries. Also, the European integration and liberalisation of GATT and WTO increase by 25 per cent the commodity intra-trade of EU-15.

The theoretical part of the paper presents conclusions from the literature review. The empirical part of the paper includes findings of the research carried out by the authors. Amending the human capital definition, based on the new approach from the perspective of equal opportunities, mainly for women, was the main aim and added value of the paper. Based on the previous research, authors hypothesized that the equality of opportunities in the labour market, social life, education and public life generates economic benefits, while the lack of such equality causes losses. To prove that the equality of opportunities enhances the value of human capital, the authors carried out their own research and referred to the findings of other empirical studies, data from the Central Statistical Office, Eurostat and expert opinions from such institutions as the European Institute for Equality of Women and Men in Vilnius (EIGE) and the World Economic Forum, OECD.

Deepen and congeneric free trade area — a new form of business collaboration of the European Union with its neighbours from Eastern Europe and the South Caucasus within the European Neighbourhood Policy The European Neighbourhood Policy ENP was developed in 2004, with the objective of avoiding of new dividing lines between the enlarged EU and its neighbours and strengthening the prosperity, stability and security of all participants. Within the ENP the European Union offers its neighbours a privileged relationship building upon a mutual commitment to common values, political association and deeper economic integration. The ENP links partner countries with the EU’s internal market and its social and economic model. For partners, this means adopting basic rules on equal opportunities, economic participation and fair competition. The ENP builds upon the legal agreements in place between the EU and the partner countries: Partnership and Cooperation Agreements or Association Agreements. Ukraine, Georgia and Moldova signed Association Agreements with the EU on 27 June 2014. The deep and comprehensive free trade agreement is part of a new generation of Association Agreements with eastern partner countries which provides a long-term foundation for future economic relations with the European Union. It was agreed that Association Agreement should take an ambitious and innovative approach, include a deep and comprehensive free trade area and go qualitatively beyond the current Partnership and Cooperation Agreement wherever possible. It contains binding, rule-based provisions and cooperation developed further than in traditional agreements and it is wide-ranging, covering all areas of interest. The deep and comprehensive free trade area is part of the Association Agreement which offer a new framework for modernising partner countries trade relations and for economic development by the opening of markets via the progressive removal of customs tariffs and quotas, and by an extensive harmonisation of laws, norms and regulations in various trade-related sectors, creating the conditions for aligning key sectors of the eastern partners economy to European Union standards. The deep and comprehensive free trade areas are expected to bring many economic benefits for Moldova, Georgia and Ukraine by offering businesses access to the EU’s single market — the largest in the world.

Abstract Within the European Union there are several states that have implemented laws, often following different paradigms, to cope not only with the increase in migratory flows, but also to foster the integration and participation of the migrants themselves in socio-political and economic life. In recent decades, immigration into Europe has become a matter of primary and strategic importance for the definition of both internal policies and the external relations of the Union. The progressive settlement of substantial national and ethnic groups poses important economic, social and cultural challenges, to which the policies implemented have so far only partially responded. Guiding concepts like integration, assimilation and respect for diversity still struggle to find an adequate realization in the reception policies of the European states. In this regard, a real revolution in this area was the realization of the “common basic principles” of 2004, which made member states become aware of the respect for fundamental rights, non-discrimination and equal opportunities for all (Niessen,. Schibel, 2007), and it later became a mere “Common agenda for Integration”. In this context, we can recall the decision of the Council and of the European Parliament n.1983 / 2006 which proclaimed 2008 as the European Year of Intercultural Dialogue. With this research, we intend to analyze the regulations concerning the migration of European governments and how they have changed over time, paying particular attention to the activation of inclusion strategies in some European Union countries; at the same time, we intend to find a strategy for a possible cooperation in the management of migratory processes. The integration regulations launched in Italy, Germany, France and the United Kingdom will be examined from the 1940s to 2015 and a comparative study will be conducted between the Community policies and the policies of four countries chosen to highlight common features and divergences.

Abstract:
Environmental policy instruments allow to incorporate the problem of using the natural resources into the decision-making process of individual agents. One of the most efficient instruments for environmental protection are economic instruments, the indirect methods of influence on agents’ behavior. The aim of the article is to present the state of the Polish system of economic instruments in the light of other European countries’ experiences (especially European Union countries) and perspectives in the use of economic instruments for environmental policy during the coming years. The study is based on the literature review, reports ordered by the Polish Ministry of Environment and publications published by The Organisation for Economic Co-operation and Development (OECD) and the European Environment Agency (EEA). The analysis suggests that economic instruments are widely used in Polish environmental policy. The main economic instruments in this policy are environmental charges and fines. Some of these charges and fines have been used in Polish environmental for several dozen years. Revenues from these instruments are earmarked for environmental expenditures. There are also some new, interesting economic instruments in Polish environmental policy, such as: deposit-refund systems, tradable energy certificates and emissions trading scheme. There are some opportunities for expanding the use of economic instruments for environmental policy in Poland. For example, there could be increased use of some environmental charges or taxes, and the environmental insurance. Poland could also implement an environmental tax reform.

ENGLISH ABSTRACT: One of the most notable features of the relations between the European Union and SADC is the current reconfiguration of their trading architecture as encapsulated in the Cotonou Agreement. Such a process of change can be shown to have inevitably been the result of policy shifts, which are salient characteristics of a global political economy, whose ontology is embedded theoretically in neo-liberalism. Nevertheless, any process of change in the structure of global trading relations has the logical outcome of systemically imposing either challenges or opportunities, and in some cases both, on the participants of that structure. This study represents a scholarly attempt at creating a lucid and descriptive embodiment of the challenges and opportunities involved for SADC in the negotiation and implementation of a Regional Economic Partnership Agreement (REPA) with the European Union. These challenges and opportunities, obligatory within a REPA framework are theoretically pronounced in as far as they shape the political economy of regional integration in SADe. The process of negotiating such a multifaceted agreement with a sophisticated partner, calls for institutional and negotiating capacity. Undoubtedly, such capacity is beyond the membership of SADe. The point is also emphasized that the process of trade liberalization, ingrained in a REPA will create a complex and difficult interface with the current SADC initiatives underway to deepen regional integration. Tellingly, these would contradict the cautious developmental and bottom up approach taken by SADC in its drive for regional integration. Conversely, this study concedes that a REPA with the EU holds a number of novel opportunities for SADC because such a process would provide scope for the fundamental restructuring of the SADC economies. The competitive pressures through decreased levels of protection within a REPA can create an upward convergence of low performing industries in the region. These, amongst others are important aspects if the political economy of SADC is to move into a virtuous cycle of deeper integration and ultimate insertion in the global economy.
AFRIKAANSE OPSOMMING: Een van die mees opvallende kenmerke van verhoudinge tussen die Europese Unie (EU) en Suider-Afrikaanse Ontwikkelingsgemeenskap (SAOG) is die huidige rekonjigurasie van handelsbetrekkinge, soos vervat in die Cotonou Ooreenkoms. Hierdie proses is die onafwendbare gevolg van beleidsveranderinge in die internasionale politieke ekonomie, met 'n. ontologie wat teoreties in neo-liberalisme gewortel is. Sodanige veranderinge in die struktuur van internasionale handelsverhoudinge. bied uitdagings sowel as geleenthede, en soms beide, aan deelnemers van sodanige struktuur. Hierdie studie is 'n akademiese poging om 'n helder en deskriptiewe blik te werp op die uitdagings en geleenthede vir die SAOG met betrekking tot die onderhandeling en implimentering van die Regionale Ekonomiese Venootskapsooreenkoms (REVO) met die EU Hierdie uitdagings en geleenthede, wat verpligtend is binne die REVO struktuur, is teoreties belangrik in soverre as wat dit die politeke ekonomie van regionale integrasie in SADC beinvloed. Die onderhandelingsproses van so 'n komplekse dokument met gesofistikeerde vennote vereis intitusionele en onderhandelingskapasiteit. Hierdie kapasiteit is nie in SAOG te vinde nie. Die punt word ook benadruk dat die proses van handelsliberalisering, wat deel uitmaak van REVO, botsend kan wees met SAOG inisiatiewe om regionale integrasie te versterk. In essensie sal dit die huiwerige ontwikkelings en 'onder na ba' benadering, wat die SAOG tans volg, weerspreek. Abstract:
In the first chapter of this thesis, we investigate the impact of human capital and wage structure on the gender pay in a panel of European countries using a newly available and appropriate database for cross-country comparisons and a comparable methodology for each country.

Our first question is :What role do certain individual characteristics and choices of working men and women play in shaping the cross-country differences in the gender pay gap? What is the exact size of the gender pay gap using the “more appropriate” database available for our purpose? Giving that there are mainly only two harmonized data-sets for comparing gender pay gap throughout Europe: the European Community Household Panel (ECHP) and the European Structure of Earning Survey (ESES). Each database having its shortages: the main weakness of the ECHP is the lack of perfect reliability of the data in general and of wages in particular. However the main advantage of this database is the panel-data dimension and the information on both households and individuals. The data of the ESES is, on the contrary, of a very high standard but it only covers the private sector and has a cross-sectional dimension. Furthermore only few countries are currently available :Denmark, Belgium, Spain, Ireland and Italy.

We use the European Structure of Earning Survey (ESES) to analyse international differences in gender pay gaps in the private sector based on a sample of five European economies: Belgium, Denmark, Ireland, Italy and Spain. Using different methods, we examine how wage structures, differences in the distribution of measured characteristics and occupational segregation contribute to and explain the pattern of international differences. Furthermore, we take account of the fact that indirect discrimination may influence female occupational distributions. We find these latter factors to have a significant impact on gender wage differentials. However, the magnitude of their effect varies across countries.

In the second chapter, we analyse the persistence of the gender pay differentials over time in Europe and better test the productivity hypothesis by taking into account unobserved heterogeneity.

Our second question is :What is the evolution of the pay differential between men and women over a period of time in Europe? And what is the impact of unobserved heterogeneity?

The researcher here provides evidence on the effects of unobserved individual heterogeneity on estimated gender pay differentials. Using the European Community Household Panel (ECHP), we present a cross-country comparison of the evolution of unadjusted and adjusted gender pay gaps using both cross-section and panel-data estimation techniques. The analysed countries differ greatly with respect to labour market legislation, bargaining practices structure of earnings and female employment rates. On adjusting for unobserved heterogeneity, we find a narrowed male-female pay differential, as well as significantly different rates of return on individual characteristics. In particularly, the adjusted wage differential decreases by 7 per cent in Belgium, 14 per cent in Ireland, between 20-30 per cent Germany, Italy, the Netherlands and Spain and of 41 per cent and 54 per cent in the UK and in Denmark respectively.

In the third chapter, we investigate causes of the gender pay gap beyond the gender differences in observed and unobserved productive characteristics or simply the sex. Explanations of the gender pay gap may be the penalty women face for having children. Obviously, the motherhood wage penalty is relevant to larger issues of gender inequality given that most women are mothers and that childrearing remains a women’s affair. Thus, any penalty associated with motherhood but not with fatherhood affects many women and as such contributes to gender inequalities as the gender pay gap. Furthermore, the motherhood wage effect may be different along the wage distribution as women with different earnings may not be equal in recognising opportunities to reconcile their mother’s and earner’s role. This brings us to our third question.

Our third question is :What is the wage effect for mothers of young children in the household? And does it vary along the wage distribution of women?

This chapter provides more insight into the effect of the presence of young children on women’s wages. We use individual data from the ECHP (1996-2001) and both a generalised linear model (GLM) and quantile regression (QR) techniques to estimate the wage penalty/bonus associated with the presence of children under the age of sixteen for mothers in ten EU Member States. We also correct for potential selection bias using the Heckman (1979) correction term in the GLM (at the mean) and a selectivity correction term in the quantile regressions. To distinguish between mothers according to their age at the time of their first birth, wage estimations are carried out, separately, for mothers who had their first child before the age of 25 (‘young mothers’) and mothers who had their first child after the age of 25 (‘old mothers’). Our results suggest that on average young mothers earn less than non-mothers while old mothers obtain a gross wage bonus in all countries. These wage differentials are mainly due to differences in human capital, occupational segregation and, to a lesser extent, sectoral segregation between mothers and non-mothers. This overall impact of labour market segregation, suggests a “crowding” explanation of the family pay gap – pay differential between mothers and non-mothers. Nevertheless, the fact that we still find significant family pay gaps in some countries after we control for all variables of our model suggests that we cannot reject the “taste-based” explanation of the family gap in these countries. Our analysis of the impact of family policies on the family pay gap across countries has shown that parental leave and childcare policies tend to decrease the pay differential between non-mothers and mothers. Cash and tax benefits, on the contrary, tend to widen this pay differential. Sample selection also affects the level of the mother pay gap at the mean and throughout the wage distribution in most countries. Furthermore, we find that in most countries inter-quantile differences in pay between mothers and non-mothers are mainly due to differences in human-capital. Differences in their occupational and sectoral segregation further shape these wage differentials along the wage distribution in the UK, Germany and Portugal in our sample of young mothers and in Spain in the sample of old mothers.

In the fourth chapter, we analyse the combined effect of motherhood and the family status on women’s wage.

Our fourth question is :Is there a lone motherhood pay gap in Europe? And does it vary along the wage distribution of mothers?

Substantial research has been devoted to the analysis of poverty and income gaps between households of different types. The effects of family status on wages have been studied to a lesser extent. In this chapter, we present a selectivity corrected quantile regression model for the lone motherhood pay gap – the differential in hourly wage between lone mothers and those with partners. We used harmonized data from the European Community Household Panel and present results for a panel of European countries. We found evidence of lone motherhood penalties and bonuses. In our analysis, most countries presented higher wage disparities at the top of the wage distribution rather than at the bottom or at the mean. Our results suggest that cross-country differences in the lone motherhood pay gap are mainly due to differences in observed and unobserved characteristics between partnered mothers and lone mothers, differences in sample selection and presence of young children in the household. We also investigated other explanations for these differences such as the availability and level of childcare arrangements, the provision of gender-balanced leave and the level of child benefits and tax incentives. As expected, we have found significant positive relationship between the pay gap between lone and partnered mothers and the childcare, take-up and cash and tax benefits policies. Therefore improving these family policies would reduce the raw pay gap observed.

Abstract: This article is based on a large-scale European Commission project on international perspectives on positive action measures. The paper presents an analysis of the perceptions of positive action held by respondents from all the countries participating in an international survey, focussing specifically upon differences across equality grounds, sector and organisation type. This paper will also provide examples of positive action being applied in European and non-European countries that participated in the study. The study adopted extensive literate and online survey to obtain data from designers of positive action. Findings are discussed, conclusions drawn and wide-ranging recommendations are made at the European Commission, individual countries and organisational levels.

AbstractIn education, the ‘Nordic model’ refers to the similarities and shared aims of the education systems developed in the five Nordic countries—Denmark, Finland, Iceland, Sweden and Norway—after World War II. Traditionally, there have always been many similarities and links between the Nordic countries through their historical connections and geographical proximity. The common experience of solidarity and political oppression during World War II also created the basis for a common political orientation in the postwar period, which was also reflected in the education systems during the development of the countries’ economies and their establishment of welfare states. At the same time, this very process has been strongly supported by social-democratic governance in these countries in the 1960s and 1970s (Blossing, Imsen, & Moos, 2014). The model is based on a concept ofEducation for All, where equity, equal opportunities and inclusion are consistently cited as the goal of schooling and orientation (Blossing et al., 2014; Telhaug, Mediås, & Aasen, 2006). This corresponds to the egalitarian idea of a classless society, which is characterised by individual democratic participation, solidarity and mutual respect and appreciation for all. This idea was manifested in, for example, major reallocations of economic resources through the tax systems and free schooling for all, which arose out of the principle that parents’ lack of economic resources should not prevent children from obtaining a good quality education. The equalisation of structural inequalities and creation of equity was—and still is—the task of the education system in the Nordic countries. Worldwide, especially within the Nordic countries, the view is being shared that the education system should be fair and provide access and opportunities for further education, regardless of where someone lives, the status of the parental home, where someone comes from, what ethnic background someone has, what age or gender someone is, what skills one has or whether someone has physical disabilities (Blossing et al., 2014; Quaiser-Pohl, 2013). Some special features of the Nordic system are therefore deeply embedded in the school culture in the countries, for example, through the fact that access to free and public local schools and adapted education is statutory, which is in contrast to many other countries, even other European ones (further developed and discussed in Chap.10.1007/978-3-030-61648-9_2). The Nordic model is widely considered a good example of educational systems that provide equal learning opportunities for all students. Achieving equity, here meaning the creation of fairness, is expressed concretely in political measures to distribute resources equally and strengthen the equality of marginalised groups by removing the barriers to seize educational opportunities, for example, when mixed-ability comprehensive schools are created or the educational system is made inclusive regarding students with special needs (UNESCO, 1994; Wiborg, 2009). Equality is roughly connoted with ‘sameness in treatment’ (Espinoza, 2007), while equity takes further in consideration also the question of how well the requirements of individual needs are met. Thus, the goal of equity is always linked to the concept of justice, provided that an equality of opportunities is created. If, however, one looks at individual educational policy decisions on the creation of educational justice in isolation, one must weigh which concept of equity or equality is present in each case. For example, it is not enough to formally grant equal rights in the education system to disadvantaged groups, but something must also be done actively to ensure that marginalised groups can use and realise this equality. The complexity of the terms becomes even greater when one considers that to achieve equality, measures can be taken that presuppose an unequal distribution of resources or unequal treatment and, therefore, are not fair e.g., when resources are bundled especially for disadvantaged groups and these are given preferential treatment (will be further developed and discussed in Chap.10.1007/978-3-030-61648-9_2). Thus, equality and equity rely on each other and are in a field of tension comprising multiple ideas (Espinoza, 2007).

AbstractArms transfers are an important indicator of the level of strategic trust between countries. During the past 70 years, relations between China and the Soviet Union/Russia have gone through phases that were characterized by dramatically different levels of military-industrial cooperation. This paper explores how the fallout from the Crimea crisis of 2014 has impacted the Russian-Chinese arms trade relationship against the backdrop of a history where Russia aimed to restrict arms transfers to China. It argues that the sanctions imposed on China after the Tiananmen massacre in 1989 and on Russia since early 2014 have had the combined unintended consequence of incentivizing closer Russian-Chinese arms-industrial cooperation than had ever existed before. Western ambiguity toward Ukraine after 2014 furthermore provided China with opportunities to profit from openings in Ukraine’s arms-industrial complex. The chapter starts with a historical overview of the Russian-Chinese arms trade relationship before analyzing the impact of Russian and Ukrainian transfers on China’s military modernization before and after 2014. The final part discusses how changed incentives since 2014 have fostered unprecedented Sino-Russian arms-industrial cooperation. This could solidify the developing Chinese-Russian military relationship and eventually lead toward a more equal relationship in joint arms development.

AbstractAlthough Finland still has a relatively low proportion of students with a migrant background, it has not been able to ensure that immigrants and their descendants have equal educational opportunities. Education could enhance integration but migrant backgrounds have a persistent impact. In this chapter, our focus is on post-comprehensive educational decision-making processes of immigrant origin adolescent girls, with the viewpoint of the multifaceted intertwinement of gender and ethnicity. We conceptualise the educational decisions as negotiations that adolescents have to have with their families, teachers, counsellors and peers. Within these negotiations, the negotiating parties try to push the adolescent to choose those educational paths they see valued and preferred, and away from the choices they see as unfitting or less valued. As the girls ‘negotiate their identities according to situational contexts’, their agency is constructed with ongoing and reflective negotiations with other people. In this chapter, we show how adolescent girls with an immigrant background in Finland face quite similar difficulties as ethnic minorities in other European and Nordic countries when continuing their education from compulsory education. We also illustrate with three ‘transitional stories’ the key challenges that girls with immigrant backgrounds encounter when making their educational decisions and integrating to education: structural boundaries, social boundaries and acculturation.

AbstractA growing number of studies emphasise the non-linearity of migration. Aspirations and capabilities for multinational migration often develop or change during the migration process. These dynamics have mostly been analysed with regards to movements within the European Union or to countries in the so-called ‘Global North’. This chapter aims to broaden this focus by including movements in the context of South-South migration. It discusses multinational migration by Senegalese migrants in Brazil, which is both a destination and an origin of movements that connect a variety of countries and regions. It analyses the complex trajectories of Senegalese migrants from different social and educational backgrounds and focuses on how decisions to move again from one country to another develop and which factors influence the choice of destination. Through a multi-sited qualitative case study using interview and ethnographic methods with Senegalese migrants in four Brazilian cities – São Paulo, Praia Grande, Caxias do Sul and Passo Fundo – the research examines both already-occurred movements from Cape Verde and Argentina to Brazil and aspirations to migrate further to the ‘Global North’. The findings show that these multinational migrations are mostly driven by the desire for self-improvement – financial, professional or educational – and a hierarchy of desired destinations but also a result of suddenly emerging opportunities and mediation. The movements are facilitated through the multiple transnational ties with which Senegalese migrants are connected to different places. Furthermore, the study shows how Senegalese migrants acquire new migratory capital – for example in the form of another nationality, business activities or access to new networks – and how migration experiences influence onward migration aspirations and preparations, hereby drawing attention to the active learning process which migrants experience during their trajectory.

This paper focuses on outlining some effects that the use of new media and technologies in foreign language education has on both plurilingual communication and on democratic citizenship. At the moment in the European Union there are 27 member states and 23 officially acknowledged languages. With increasingly mobile European citizens and a growing number of immigrants from non-European countries, Europe faces the challenge of providing equal opportunities to all citizens and, at the same time, ensuring that their linguistic and cultural heritage will be preserved. This paper starts from the necessity stated in some European documents that the European citizen should learn at least two foreign languages, English being in practice one of those, for better or worse. Also foreign language education is viewed in connection with citizenship rights and intercultural communication, for a European citizen fully equipped for flexible work contexts in a time of increased mobility. With 'language rights' viewed as part of 'human rights' and with Europe a multilingual area, the plurilingual European citizens should be able to make effective use of all their educational strategies in order to enhance their chances in social and economic life. European educational policies should thus take into consideration the inclusion of new media and technologies in formal education, as well as the impact they have on the informal education of European citizens, and should evaluate the extent to which the use of these e-tools affects language learning in the context of multilingualism. This paper also briefly presents an overview of the results of a small scale survey conducted within the Bucharest University of Economic Studies among first-year students by means of a questionnaire and informal discussions. The survey focuses on how they use the new media in formal and informal language learning, especially English language learning.

The article is a study of the online toolkit addressing teachers of physical education which was developed within the project Not only fair play (557089 EPP1-2014-IT-SPO-SCP) co-financed by the European Union under the Erasmus+ programme, Sport - Collaborative Partnership. The project aims to promote the enhancement of sport and physical activities offer of European schools both within the curricular activities and through extracurricular initiatives in order to confute the need to necessary choose between studying and doing sport. And through the project sport and physical activity became a fundamental educational tool to provide students with self confidence, socialisation opportunities, mutual understanding among different cultures and valorise the role that the universal language of sport can play in order to achieve social inclusion, equal opportunities and tolerance. The online toolkit benefits from the outcomes, knowledge and experience gained from previous European projects related to the topic. It is based on research on physical education activities, less popular sports and games and sports preferences of the students from the partners' countries. The online toolkit addresses teachers from mainstream, special needs and inclusive schools. The main chapters develop topics such as: the role of sports in education and life; the balance between sports and study; methods of motivating students only interested in sport to improve their school performances. The toolkit also provides teachers with materials on how to: integrate sport and healthy lifestyle approaches into the students' educational pathways; promote an ethical approach to sport; and use sports as a means to acquire transversal skills and as a means of social inclusion. The toolkit provides teachers with counseling and training on how to use sports in school and extracurricular contexts.

European Union Commission declared its vision on European Energy Association EEA including comprehensive changes on energy strategy about energy cooperation and climate changes, as well as conversion and its multi-dimensional cooperation objectives with its report European Commission, Energy Union Package, COM 2015-80. Current cost of energy to the European Union damages its competitiveness in the international market due to its high dependence on energy supply. EU will play an active role in the international energy market with EEA on both energy dependence and on energy supply security. Only four countries are listed on the EEA vision document among alternative producers, cooperation with transit countries and strategic partners: Algeria, Azerbaijan, Turkmenistan and Turkey. Due to its geo-strategic location Turkey is the most affordable and reliable energy transit route between Central Asia and Europe. In this study Turkey’s place as a strategic transit country and its partnership in TAP/TANAP projects as well as its possibility to become a regional energy hub and an oil corridor in the East-West route will be discussed in detail as it is stated in EEA vision document. In this context, possibilities, challenges and related macro-economic policies will be evaluated.

With a long and complicated history with Turkey's EU relations began in 1963 with Ankara Agreement. Turkey has been engaged the full membership since 2005 but nevertheless it could not have achieved results during the negotiations. Behind the slow pace of Turkey's membership, many political and cultural barriers can be shown. The events showed that reveals Turkey cannot be an EU member as soon as possible. This case may cause the Turkey have different pursuits in the political world arena. Turkey moved away from the EU, it can be motivated to participate in different political and economic union at the same time. Because, the world is constantly changing in terms of economic and political conditions and Turkey is hard to question the position in these new conditions. Founded in 2015 Eurasian Union has similar cultural and historical heritage alongside the geographical closely EAEU with Turkey. This common history may create opportunities for both sides. In this study, economic, social and political relations between Turkey and the EAEU countries are briefly discussed. Datas about this issue were gathered by Eurostat, europa.eu, wto.org and eurasiancommission.org etc. official data sources. The findings were compared with similar indicators between Turkey and the EU. So the EAEU is evaluated likely to be an alternative political and economic union to Turkey. Such a vision changes in Turkey will revise its economic and political stability of the region. This paper may contribute to further studies by providing a solid base.

The fact that global economies are growing rapidly, unequal geographical distribution of energy resources and the fact that no renewable energy resource can compete with oil and natural gas at least in the near future strengthens the energy subject. In this regard, energy demands of the developed countries and the world intensifies on the energy resources of Eurasia Region, especially Caspian Region. The main factor of the energy demand isn't the supply of energy for the least possible cost but the transfer of the needed energy via secure gas pipes so that the national economies can continue producing. Russia is the most important supplier of natural gas for European countries. Eurasian regian and the Caspian Basin countries have become strategic actors in the energy market because of their rich natural gas reserves. Russia's cutting off natural gas to Europe across Ukraine upon the crisis with this country has caused a deep concern. European Union wishes to support security projects for supply synchronically of different countries into which Ukraine and Belarus -those it uses as transit for gas transfer- aren't included because of political and economical reasons to meet its energy demand. In this respect, Turkey plays a key role in supplying energy from this region to minimize the risks of energy supply security. Turkey is located in the center of a geopolitical region which produces oil and natural gas. But it can't make use of its potential. Turkey has to create opportunities to play an active role in various energy projects and pipeline routes. This is an analysis of TANAP project's impacts on European Union's energy supply security, Azerbaijan, Turkey and other countries of the region.

The article analyses European Union anti-discrimination law development in Member States and differences between protected grounds of discrimination. On this basis, the analysis covers recognition of the social complexity, internationalization and discrimination of foreigners for different grounds. The process of internationalization and migration, covering social, political, economical, cultural, legal processes, the non-discriminatory protection of a foreigner as a member of the society has become complicated, when attempting not to discriminate people arriving from the other countries and to have equal possibilities. The problems of discrimination are valid and significant for the civil society itself. The article also discusses the concept of multiple discrimination in European Union anti-discrimination law, legal regulation and protection against multiple discrimination in Europe and separate legal regulation of the Member States. This article argues that internationalization processes bring new approaches of interpretation of European Union employment equality law and contemporary challenges, introduces recent cases of equal treatment of employees during employment at private companies.

Abstract:
Today, almost all of civilisation is based on energy. To a large extent, energy is being continuously acquired from non-renewable raw materials deposited in the Earth’s crust. Renewable sources provide alternative, infinite energy resources, particularly solar radiation, wind power and water movement. The Paris Agreement envisages the complete abandonment of fossil fuels by the year 2050 for all EU Member States. From a technical point of view, a complete transition to renewable energy sources (RES) is very difficult to achieve. In the case of Poland, the way to 100% RES is longer and more complex than in most EU countries. The main purpose of the conducted analysis was to thoroughly assess the possibilities for obtaining energy from inexhaustible sources as well as the benefits of various procedures in order to develop an optimal set of solutions. The aim of the presented study is to indicate the possibilities for the development of construction investments in the field of renewable energy sources that have an inseparable impact on spatial management. To achieve this aim, the method of research of the available literature and legislation was applied.

The Eurasian Economic Community (EEC) is an international organization that has been created by five Commonwealth of İndependent States countries (Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan) on October 10th,2000. The object of this organization was promote the creation of a customs union and the common economic space. After ten years in 2010, three countries (Belarus, Russia and Kazakhstan) made a custom union agreement as a second step. And the target is to establish a common economic space by 1 January 2012, a single market for goods, investment and labor. This custom union creates a common market of 170 million people with a $2 trillion economy, $900 billion trade and 90 billion barrels of oil reserves. This three countries have a strategic geopolitical position, rich producer goods reserves:especially oil and natural gas. The economic structure of this three countries can be explain as consumer goods importer, producer goods exporter. This is the exact opposite of European Union economic structure. Therefore, this paper argues that The Eurasian Economic Community would be a good foreign trade market alternative of EU for Turkey. Hence this paper tries to analyse the trade opportunities of this market for Turkey’s export. This paper based on the statistical foreign trade datas of relevant countries.

Abstract:
In this paper, export opportunities of textile products from Turkey to Lithuania are analyzed. The main goal of this article is to present an analysis of the opportunities to import textile products from Turkey to Lithuania. The empirical research basing on the statistical database analysis was used. The analysis of Turkey’s markets was showed that the economy is strongly dependent on exports of various products from Turkey and it is about one forth of Turkey’s GDP (Gross Domestic Product). The bulk of exports from Turkey is t o countries in the European Union. Turkey is one of the world’s largest manufacturers and exporters of textiles. The analysis of Lithuanian markets was indicated that Lithuania has a feasible market for imports due to its fast growing GDP, increasing labor wages and modernization of agriculture industry. Furthermore, advantageous and adequate policies of Lithuania’s foreign trade should encourage the development of imports to this country. The demand for textile products in Lithuania is growing rapidly and it is one of the most important sectors in fostering its economy

Abstract:
In the second quarter, annual inflation (9.67%), the technical staff’s projections and its expectations continued to increase, remaining above the target. International cost shocks, accentuated by Russia's invasion of Ukraine, have been more persistent than projected, thus contributing to higher inflation. The effects of indexation, higher than estimated excess demand, a tighter labor market, inflation expectations that continue to rise and currently exceed 3%, and the exchange rate pressures add to those described above. High core inflation measures as well as in the producer price index (PPI) across all baskets confirm a significant spread in price increases. Compared to estimates presented in April, the new forecast trajectory for headline and core inflation increased. This was partly the result of greater exchange rate pressure on prices, and a larger output gap, which is expected to remain positive for the remainder of 2022 and which is estimated to close towards yearend 2023. In addition, these trends take into account higher inflation rate indexation, more persistent above-target inflation expectations, a quickening of domestic fuel price increases due to the correction of lags versus the parity price and higher international oil price forecasts. The forecast supposes a good domestic supply of perishable foods, although it also considers that international prices of processed foods will remain high. In terms of the goods sub-basket, the end of the national health emergency implies a reversal of the value-added tax (VAT) refund applied to health and personal hygiene products, resulting in increases in the prices of these goods. Alternatively, the monetary policy adjustment process and the moderation of external shocks would help inflation and its expectations to begin to decrease over time and resume their alignment with the target. Thus, the new projection suggests that inflation could remain high for the second half of 2022, closing at 9.7%. However, it would begin to fall during 2023, closing the year at 5.7%. These forecasts are subject to significant uncertainty, especially regarding the future behavior of external cost shocks, the degree of indexation of nominal contracts and decisions made regarding the domestic price of fuels. Economic activity continues to outperform expectations, and the technical staff’s growth projections for 2022 have been revised upwards from 5% to 6.9%. The new forecasts suggest higher output levels that would continue to exceed the economy’s productive capacity for the remainder of 2022. Economic growth during the first quarter was above that estimated in April, while economic activity indicators for the second quarter suggest that the GDP could be expected to remain high, potentially above that of the first quarter. Domestic demand is expected to maintain a positive dynamic, in particular, due to the household consumption quarterly growth, as suggested by vehicle registrations, retail sales, credit card purchases and consumer loan disbursement figures. A slowdown in the machinery and equipment imports from the levels observed in March contrasts with the positive performance of sales and housing construction licenses, which indicates an investment level similar to that registered for the first three months of the year. International trade data suggests the trade deficit would be reduced as a consequence of import levels that would be lesser than those observed in the first quarter, and stable export levels. For the remainder of the year and 2023, a deceleration in consumption is expected from the high levels seen during the first half of the year, partially as a result of lower repressed demand, tighter domestic financial conditions and household available income deterioration due to increased inflation. Investment is expected to continue its slow recovery while remaining below pre-pandemic levels. The trade deficit is expected to tighten due to projected lower domestic demand dynamics, and high prices of oil and other basic goods exported by the country. Given the above, economic growth in the second quarter of 2022 would be 11.5%, and for 2022 and 2023 an annual growth of 6.9% and 1.1% is expected, respectively. Currently, and for the remainder of 2022, the output gap would be positive and greater than that estimated in April, and prices would be affected by demand pressures. These projections continue to be affected by significant uncertainty associated with global political tensions, the expected adjustment of monetary policy in developed countries, external demand behavior, changes in country risk outlook, and the future developments in domestic fiscal policy, among others. The high inflation levels and respective expectations, which exceed the target of the world's main central banks, largely explain the observed and anticipated increase in their monetary policy interest rates. This environment has tempered the growth forecast for external demand. Disruptions in value chains, rising international food and energy prices, and expansionary monetary and fiscal policies have contributed to the rise in inflation and above-target expectations seen by several of Colombia’s main trading partners. These cost and price shocks, heightened by the effects of Russia's invasion of Ukraine, have been more prevalent than expected and have taken place within a set of output and employment recovery, variables that in some countries currently equal or exceed their projected long-term levels. In response, the U.S. Federal Reserve accelerated the pace of the benchmark interest rate increase and rapidly reduced liquidity levels in the money market. Financial market actors expect this behavior to continue and, consequently, significantly increase their expectations of the average path of the Fed's benchmark interest rate. In this setting, the U.S. dollar appreciated versus the peso in the second quarter and emerging market risk measures increased, a behavior that intensified for Colombia. Given the aforementioned, for the remainder of 2022 and 2023, the Bank's technical staff increased the forecast trajectory for the Fed's interest rate and reduced the country's external demand growth forecast. The projected oil price was revised upward over the forecast horizon, specifically due to greater supply restrictions and the interruption of hydrocarbon trade between the European Union and Russia. Global geopolitical tensions, a tightening of monetary policy in developed economies, the increase in risk perception for emerging markets and the macroeconomic imbalances in the country explain the increase in the projected trajectory of the risk premium, its trend level and the neutral real interest rate1. Uncertainty about external forecasts and their consequent impact on the country's macroeconomic scenario remains high, given the unpredictable evolution of the conflict between Russia and Ukraine, geopolitical tensions, the degree of the global economic slowdown and the effect the response to recent outbreaks of the pandemic in some Asian countries may have on the world economy. This macroeconomic scenario that includes high inflation, inflation forecasts, and expectations above 3% and a positive output gap suggests the need for a contractionary monetary policy that mitigates the risk of the persistent unanchoring of inflation expectations. In contrast to the forecasts of the April report, the increase in the risk premium trend implies a higher neutral real interest rate and a greater prevailing monetary stimulus than previously estimated. For its part, domestic demand has been more dynamic, with a higher observed and expected output level that exceeds the economy’s productive capacity. The surprising accelerations in the headline and core inflation reflect stronger and more persistent external shocks, which, in combination with the strength of aggregate demand, indexation, higher inflation expectations and exchange rate pressures, explain the upward projected inflation trajectory at levels that exceed the target over the next two years. This is corroborated by the inflation expectations of economic analysts and those derived from the public debt market, which continued to climb and currently exceed 3%. All of the above increase the risk of unanchoring inflation expectations and could generate widespread indexation processes that may push inflation away from the target for longer. This new macroeconomic scenario suggests that the interest rate adjustment should continue towards a contractionary monetary policy landscape. 1.2. Monetary policy decision Banco de la República’s Board of Directors (BDBR), at its meetings in June and July 2022, decided to continue adjusting its monetary policy. At its June meeting, the BDBR decided to increase the monetary policy rate by 150 basis points (b.p.) and its July meeting by majority vote, on a 150 b.p. increase thereof at its July meeting. Consequently, the monetary policy interest rate currently stands at 9.0% . 1 The neutral real interest rate refers to the real interest rate level that is neither stimulative nor contractionary for aggregate demand and, therefore, does not generate pressures that lead to the close of the output gap. In a small, open economy like Colombia, this rate depends on the external neutral real interest rate, medium-term components of the country risk premium, and expected depreciation.
