Abstract:
Subject. The article focuses on the need to coordinate efforts stimulating the economic growth and environmental protection so as to drive the economic development without any losses and difficulties. Objectives. In the study, we examine the mechanism for the mutual impact of the economic growth in industries and the environmental protections so as to build the empirical basis for the reasonable natural protection policy. Methods. Theoretical projects are based on the analysis of economic literature and empirical studies on resources, environment and sustainable economic development in the existing theories of economic growth. Results. We substantiate and corroborate the assumption that the gist of green development implies the sustainable economic and social development driven by a concerted and sustainable economic and environmental growth. The understanding of natural environment should be totally revised so as to convey that the natural environment is not a resource that can be consumed eternally, but does have its own limits. Conclusions and Relevance. In the future, Russia’s economy should rely upon the sustainable development model, where the green constituent will dictate a new strategy underlying the national economic growth and advancement.

For the diagnostics of ecologic-economic stability of industrial enterprise, a formulated parameter system containing the elements of ecological, economic, production and environmental protection is proposed. Moreover, from the point of view of “environmental compatibility” evaluation, the structure of the costs on the environmental protection, material-technical, economic and organizational aspects are presented. The main requirement to the proposed parameter system is a comprehensive characteristics of interrelation between the production and environment. The ecological-economical analysis of the enterprise activity is carried out in two directions: − revealing the scale, elements and results of the activity of the enterprise on environmental protection; − specifying the impact of protective activity on the final results of the enterprise performance.

Abstract:
The article is dedicated to the economic and legal aspects of environmental protection when using artificial water bodies. It was proved that to improve the efficiency of administrative responsibility for environmental crimes, the size of compensations and penalties should exceed the cost of actions of environmental protection. This will encourage the entities using artificial water bodies to provide advantages to the measures of environmental protection when using artificial water bodies formed within the limits of private land lots. It was offered to distinguish the legally valid and illegal damage to the environment. It was determined that the payment of compensation for the damage to the environment on the base of the special permission of the authorities was not considered a civil and legal liability. The payment of such compensation shall be considered a term for the legal use of the artificial water body by the methods that can be the reason for the damage to the environment.

At the present stage, considerable attention is paid to the problems of harming the environment, which arises as a result of uncontrolled or unreasonably burdensome tourism and recreational activities for natural landscapes. The article highlights certain ecological aspects of the development of the tourism and recreation sphere. It is determined what impact the growth of mass tourism has on the natural and recreational potential and the natural environment.As you know, the policy of intensifying the use of tourist-recreation potential leads to an increase in the load on the ecosystem. Therefore, first of all, it is necessary to form a policy and develop a strategy for the development of tourism not separately, but as an integral part of a unified regional policy based on the principles of sustainable ecologic economic development.An important factor in the development of tourism is maintaining a balance between ecological, economic and social components. First of all, environmental factors of development should be taken into account: optimal anthropogenic load on the natural resources of the territory, diversification of types of tourism: the formation of ecolo-gically oriented directions, which will make it possible to achieve a balanced develop-ment of tourism.The policy of the development of the tourist and recreational sphere, taking into account the environmental impact, is becoming more and more urgent and relevant. The protection and transformation of recreational areas includes the determination of load standards for natural complexes, the allocation of green zones and resort forests, the protection of recreational lands, forest management measures, the protection of underground water and mineral resources and sources, and the preservation of the purity of the air basin.The rapid development of tourist and recreational activities is reflected in the massive, sharp increase in the number of tourists, includingmotorists. The current scale of industrial production is characterized by the intensive use of natural resources and the growth of waste pollution of the environment. A long-term program is needed to implement targeted measures to coordinate the prospects for the development of national economy and nature protection. Its implementation requires significant capital investment. To increase the efficiency of their use, a scientifically sound methodology for the economic evaluation of the most important types of natural resources and measures to protect the environment is necessary. In recent years, much attention has been paid to the development of such a methodology. Its most important task is to articulate and agree on a single theoretical basis the calculations of the economic efficiency of production decisions with the requirements for the protection of the natural environment. This chapter is devoted to the coverage of these issues.

This article discusses some issues of digitalization in the field of environmental protection, in particular, the implementation of environmental regulation as the activity of specially authorized state bodies for the development, approval of environmental standards, and ensuring their compliance by all subjects of environmental management. The current legal issues of further improvement of the sphere of digitalization, including problems in the field of environmental regulation, and ways to solve them are analyzed. The foreign experience of informatization and digitalization in the field of environmental protection has been studied. The features of the digital transformation of state functions are considered, such as accounting for objects of harmful, negative impact on the environment; rationing in the field of environmental protection, and issues of improving the system of public services in the establishment of environmental regulations and standards. Also, the foreign experience was studied, and a comparative analysis of national and foreign legislation in the field of digitalization of activities for the establishment of environmental standards was carried out. The article proposes to understand that digitalization is a modern global direction of economic and social development, which is based on the transformation of information into digital form, leading to an increase in the efficiency of the economy and improving the quality of life of the people of the world.

Abstract:
The main sources of noise pollution in modern cities, that generate significant levels of sound pressure, which significantly, sometimes at times exceed permissible noise levels have been identified. The consequences of the negative impact of noise of the urban environment on the human body, fauna and flora are described. The sanitary-hygienic, engineering-technical, architectural-planning, construction-acoustic and economic-social aspects of scientific researches concerning protection of the environment from noise pollution are singled out. The main methods and ways to reduce urban noise are described, among which are: reducing the sound power level of existing equipment and vehicles, or replacing them with less noisy ones, and during design-taking measures to minimize noise emissions from machines; carrying out timely cleaning, adjustment, repair of machines, mechanisms and equipment, restriction or complete prohibition of noisy works and operation of the most intensive noise sources at night; rational orientation of the noise source or place of noise radiation, taking into account the direction indicator; placement of noise sources and objects of protection – at the maximum possible distance from each other; the use of building structures with improved sound insulation, the use of sound-absorbing materials for lining the enclosing structures of buildings and structures; zoning of sources and objects of protection, application of territorial gaps, noise protection buildings, acoustic screens and strips of greenery. It was found that the maximum possible impact on noise pollution of modern cities and surrounding areas can be achieved in the case of integrated application of methods, means of protection against acoustic blocking of the duration, direction and use of noise emissions in its sources and through noise level on the way to its spread, as well as through the implementation of appropriate organizational and technical measures.

The theoretical and practical directions of development of ecological agriculture in the country are justified, based on the idea of closed cycle, which corresponds to ecological and economic principles. The works of domestic and foreign scientists on this issue were studied. The main economic indicators of agricultural production on the example of Pavlodar region were analyzed: dynamics of gross output of agricultural sector; the number of operating agricultural enterprises and peasant (private) farms; distribution of the land fund by land categories. Information on violation of environmental legislation in the field of land resources protection and on the volume of waste in the industry is provided. The problems that hinder the implementation of the main provisions of greening of production activities in agro-industrial complex are identified. Summarizing the arguments of domestic and foreign scientists, the need to develop and implement the mechanism of functioning of agricultural entities is shown, which is based on the use of secondary resources, implementation of which in the future will allow, using comprehensive analysis of the used technologies, to modernize the production capacities of processing enterprises, implementing the principle of minimizing waste, ensuring expansion of the market for environmenttally friendly products. Models of rational production are shown: outsourcing and in sourcing. Measures of public support for the use of environmental innovations, environmental insurance, public-private partnership instruments, strengthening control over compliance with the principles of rational environmental management, economic incentives for agricultural producers are proposed.

The successful operation of the mineral sector in modern business conditions, labeled by transition crossing to a market mineral economy and establishing market conditions for the production and trade of mineral raw materials, requires the development of expert economic evaluations of mineral reserves and resources. This evaluation basically represents an expert analysis, which includes four important aspects, namely: geological, mining, economical and environmental. The ecological aspect is related to the previous geoecological analysis of the impact of various phases of the conquest of mineral deposits on the environment, by identifying types of impacts, character of influences, prevention of pollution measures, measures to eliminate the impact and recultivation. Expert economic evaluation is to quantify environmental costs, analyzing their share in the total costs and impact on the economic viability of valorization of mineral raw materials from the mineral deposits.

A company’s productivity and success measure its effectiveness. This article presents the problem of economic efficiency and aspects related to environmental protection. The basic parameters analysed were the engine type and how it affects the environment. Over three months, the analysis was carried out and used the data envelopment analysis. As a result of the research carried out, the comparison of the amount of fuel used with the amount of transported goods should answer the following questions: What type of engine should be ordered for new trucks to show the best efficiency during operation? What is the efficiency of the currently used engines? How do they affect the environment? The method proposed in the article makes it possible to define the initial requirements for the definition of truck units, which is included in the conclusions of this paper.

Abstract. The article deals with the analysis of economic and legal aspects of rational nature management as a component of ecological safety. The ecological problems of the current state of the natural environment of the country are analyzed. It is stated that environmental security is one of the most important components of national security of Ukraine, which depends on the rational use and reproduction of natural resources. The concept of rational nature management is formulated, the concept consists in the sphere of production and scientific activity aimed at the study, development, protection and transformation of nature in order to ensure favorable conditions for human life. It was found out that the rational use of nature necessarily involves the economic and legal component, which lies in getting the most out of economic and other activities in the use of natural resources at economically reasonable costs. The concept of economic and legal mechanism of nature management is defined, which is enshrined in the system of economic and legal measures, incentives and other regulators aimed at ensuring environmental protection, environmental safety and organization of rational nature management and is based on the concept of payment for the use of natural resources, introduction of economic and legal responsibility. Proposals have been formulated as for the implementationof additional measures of fiscal regulationof nature use by Ukraine, granting tax benefits to enterprises implementing relevant environmental protection programs, insurance of environmental risks. The Arctic is of great importance for the development of the country’s economy. At the same time, the active entry of industry into this region brings with it environmental risks. The most difficult issues for reducing environmental stress in this zone are the elimination of accumulated environmental damage, prevention and elimination of accidents. The important decisions made in the development of the Arctic provide for the implementation of environmental protection measures based on the national project “Ecology”. Large industrial enterprises located in the Arctic will play a significant role in this. To ensure conditions for the further development of the economy in this zone, it is necessary to intensify the work on cleaning up the contaminated areas, including the completion of a project for the ecological improvement of the Franz Josef Land archipelago. The issue of assessing and eliminating the consequences of accidents is relevant for the Arctic, but in this direction it is necessary to improve the regulatory and methodological base. Based on the results of the study, specific measures are proposed to improve the environmental situation in the Arctic, including: to organize scientific research to assess the accumulated and current and environmental damage in the Arctic, to form a separate subprogram “Elimination of accumulated environmental damage in the Russian Arctic for the period 2022–2030”; to prepare proposals for the allocation of directions in the structure of the Arctic Development Fund for environmental safety and elimination of accumulated and future environmental damage; to develop a modern regulatory and methodological base for the determination of damage; to settle issues of a regulatory and methodological nature in terms of assessment and elimination of the consequences of accidents to develop proposals on the use of public-private partnership mechanisms with state funding of measures aimed at the rehabilitation of environmentally unfavorable territories, the elimination of environmental damage in the Arctic.

The progressive depletion of land sources of construction materials poses increasingly acute supply problems to the building industry. Stricter rules than currently exist in relation to environmental concerns and their effective enforcement, while undoubtedly laudable, would exacerbate the situation and preclude opening, in many instances, new land-quarries. The search for alternative sources led naturally to exploitation of marine deposits. Beaches and near-shore areas have long been tapped for relatively small amounts of sand and gravel, but the new, greatly-increased demands for these materials poses a serious threat to many shores. Tourism and mining, unavoidably, have come into conflict. Beach protection, and, with increasing frequency, ‘renourishment’, is antipodal to granulates' mining. Offshore dredging has in some cases triggered accelerated beach erosion. The general rise of sea-level, and the consequences of exceptional-strength storms, have worsened erosion and greatly disturbed — occasionally irreversibly — the local sedimentary budget and transit. Technological progress, and more and more sophisticated equipment, permit greater efficiency in, and greater depth of, dredging operations.Besides their use for construction materials, the search for minerals in the marine domain also affects sands and gravels: placers and ores are available here, and mining in the coastal zone is no longer a marginal undertaking. Exploitation of ‘granulates’ ranks today as the second most important marine mining activity after oil extraction. Hence it is a top-priority topic for Quaternary economic geologists and environment specialists alike, while public awareness has henceforth to be reckoned with. Communication and information techniques must consequently be designed and vigorously propagated.

Abstract:
Abstract Methodical approaches to calculating the economic efficiency of natural resources use are considered. The characteristics of water services regulation in Ukraine are given. Economic indicators of regional development in the Vistula River basin are investigated. The dynamic analysis of revenues for special water use and expenditures for water resources in the Vistula River basin is carried out. Revenues to the state and local budgets were investigated in terms of rent payments, environmental tax, rent and special use of fish and other aquatic bioresources. To calculate the economic efficiency, the state expenditures under the budget program “Operation of the state water management complex and water resources management” in the Vistula River basin area were used. The obtained indicator was improved by taking into account the environmental component. Expenditures in the context of capital and current investments from the state and local budgets for environmental programs in the field of water resources protection were analyzed. The indicator of reduced costs for water resources in 2020 is formed. It is proposed to assess economic efficiency through the indicator of the level of coverage of the reduced costs of water resources.

Abstract The author discusses issues of sustainable development in rural areas in Poland from the perspective of natural resources management. Sustainable development of rural areas is the way of managing which links economic, social and ethical principles with ecological safety. This may be reached by proper management, directed on cautious usage of ecosystems’ self-controlling mechanisms, with the progress of science and technology. Agriculture in Poland is one of the most important sectors from an economic perspective and its importance is greater in Poland than in other countries in the EU. It has an influence not only on the social and economic situation of the rural population, but also on the natural environment, structure of landscape and biodiversity. From ecological point of view, functions of rural areas are not only being a place for production of food, resources for industry and green energy, but also supplying environmental goods such as protection of biodiversity and influencing air and water quality as well as landscape. The author presents ways to reduce the pressure of agricultural activities on water resources in the region, catchment and farm scale

Authoritarian regimes are often seen to be hostile toward the environment, albeit there is a growing body of literature suggesting a more nuanced image when it comes to authoritarian governments and the environment. However, several aspects of human-nature relationship need further clarification in non-democratic systems, both on the political left and right. In this article we aim to address that challenge by analysing Cold War economic and environmental goals and responses of the right-wing military junta in Chile under Pinochet and the Hungarian state-socialist, USSR-satellite regime under Kádár. By analysing two radically different political and economic approaches to economic catchup, while mitigating environmental costs on the way, this study aims to understand better the ecological motivations in authoritarian regimes operating diverse political and economic agendas.

This paper discusses good environmental governance in the framework of environmental protection and management. The evironmental view of governance itself provides a conceptual framework in which public and private behavior is regulated in supporting more ecologically oriented arrangements. The framework forms a reciprocal relationship between the community (global, regional, national and local) in dealing with the access and use of environmental goods and services and binds them (at any level) with certain specific environmental ethics. Then as a system, Environmental Governance consists of socio-cultural aspects, political and economic interactions among many actors in civil society. In managing and protecting the environment around it is needed cooperation between humans, humans are very important to manage and protect the environment in which they live. Starting from the government and until the people have the same rights and obligations in managing and protecting the environment without exception. Not limited wherever domicile. Both rural communities, rural and urban areas, become an important part of the realization of a good and healthy environment. The existence of the community will be very effective if its role in controlling the management of the exis ting environment.

The year 2017 is called the year of ecology, because the state of the environment is constantly deteriorating and requires a serious attitude towards itself. The lack of proper environmental education entails misunderstanding and the inability to adequately assess the catastrophic ecological situation that has developed. The article analyzes the components of the university environmental education in Russia: a scientific one, including the theory and methodology of the issue of environmental protection; normative, studying moral, legal and aesthetic issues; value, considering ideals, ideas, goals and defining nature, as a primary value. The problem of environmental education for economists, financiers, managers in the conditions of the “new economy” has been studied. Conclusions are drawn about the need for comprehensive environmental education, which includes economic, social and educational aspects for improving the ecological culture of the society, with a special role of the educational aspect of environmental education.

The development of regions within one country is an uneven process. States seek to reduce internal inequalities between particular regions through the implementation of appropriate economic policies, as is the case of Poland. The aim of the study is to evaluate the level of socio-economic development of regions in Poland (voivodships) in the years 2013– 2019. For this purpose, a taxonomic analysis based on Hellwig’s development measure was conducted and the Euclidean distance was applied to assess the difference between the obtained pattern and particular voivodships. On the basis of data provided by the Local Data Bank of Statistics Poland and through linear ordering, two rankings of voivodships were created: one reflecting their socio-economic development excluding environmental protection aspects and the other focusing solely on the issue of environmental protection. Low values of the coefficient of variation relating to a part of the analysed variables indicated that the development level of voivodships in the analysed period is in many respects very similar. The variables crucial for determining the differences between voivodships show that Mazowieckie Voivodship occupies high positions in both rankings (and is the leader in the ranking of socio-economic development excluding environmental protection aspects), while Warmińsko-Mazurskie Voivodship is characterised by a low level of development illustrated by both rankings.

Abstract:
A definition of ecological modernization is given and analysis of its existing definitions is carried out. The tasks of ecological modernization, which envisage transformation of society, superindustrialization, reorientation of technologies for the restoration of ecological balance, restructuring of the economy and formation of a technological society, are outlined. The key elements of ecological modernization and its ecological imperatives are singled out. It is shown that mainly anthropocentric approaches and invariability of the priority of economic interests are traced in theoretical development of models of ecological modernization. It is highlighted that to prevent further degradation of ecosystems, a new ecocentric worldview and a high level of ecological consciousness are necessary. It is determined that the main forms of ecological modernization aimed at solving the environmental problems under conditions of limited and depleted natural resources are: environmentally directed development of industry; technological platforms of ecological development; ecologization of economic development; inplementation and development of clean production and environmental technologies. It is disclosed that in Ukraine over the past years the level of ecological modernization of the economy has increased, as evidenced by the share of capital investments in integrated technologies of the volume of capital investments for the protection and rational use of natural resources and development of the production of innovative products, including new types of machines, equipment, devices, devices. The vast majority of the integrated technology activities are not in line with the V and VI waves of innovation, not mentioning the VII, which began in highly developed countries. It is substantiated that new model of modernization of social development should include not only the change and introduction of new technologies, but also deep institutional, social and cultural transformations. It is determined that in addition to three prospects for the development of ecological modernization – eco-saving business and consumption, effective protection of the natural environment, the ecologization of society – the fourth is also possible: emancipation of nature, that is, socialization and personalization of nature. The strategic directions of ecological modernization of socio-economic development of Ukraine are proposed and its key tasks regarding the formation of a modernizing type of ecologically oriented activity of society are determined.

Abstract The implementation of the sustainable development concept is nowadays a key issue in almost all human activities. For the constructions domain an European strategy has already been elaborated. Among its goals are also the use of long lasting materials and the reduction of repair costs. This paper presents an interdisciplinary study concerning the efficiency of the use of hot-dip galvanized rebar for concrete structures. Experimental results about corrosion kinetics of coated and usual steel reinforcement embedded in concrete, subjected to chlorine ions attack, are analyzed. Electrochemical methods as chronoamperometry and linear polarization have been used. Corrosion potential values recorded for galvanized steel embedded in concrete indicate an uncertain corrosion activation process up to a rate of 2.5 % calcium chloride relative to concrete. For rates of 5% CaCl2 and more the corrosion process is activated. For unprotected steel bars embedded in concrete the corrosion activation process started at all calcium chloride studied rates and higher corrosion potential values has been registered than for the hot-dip galvanized ones, at the same rates. Economical assessments have been done using entire lifetime cost analysis of the reinforced concrete structures. Despite that the hot-dip galvanization is a rather expansive procedure, when taking into account the whole expected life span, the use of zinc coating proves to be efficient both from structural and financial approaches.

The article is devoted to methodological aspects addressed in building up the framework for the satellite account of the expenditure on environmental protection in Ukraine. It is argued that any study of the environment need computations and analyses of quantitative indicators based on the statistics data. Problems of statistical accounting are, therefore, the central ones in investigating the expenditure on environmental protection. One of the most urgent tasks is to ensure comparability of data, to enable comparisons of data at all the levels in order to find output key tendencies and patterns in the expenditure on environmental protection, comparisons of figures relating to environmental protection and macroeconomic situation. The article contains an analysis of the phases of creating the European standard of the system for environmental-economic accounting on the whole and the environmental protection expenditures account in particular. The sources of data for creating the satellite account for the expenditure on environmental protection in Ukraine, and the indicators included in the EU questionnaire designed to collect data on national expenditures on environmental protection are highlighted. It is demonstrated that data from many sources are used to build the satellite account for the expenditure on environmental protection. It is mentioned that by now Ukraine has not introduced ad hoc surveys of households on the expenditures on environmental protection. Results of the study show that the main sources of data for computations of the expenditures on environmental protection in Ukraine can be the official statistical observation by type of expenditure, collected by form 1 – environmental expenditure (annual) “Expenditures on environmental protection and environmental payments”, where the expenditure are recorded according to the Classification of Environmental Protection Activities. The sources of secondary information, i. e. the data from regular official statistical observations and administrative data that are collected with other purposes and reflect selected aspects of expenditure on EP, are recommended for use when developing the methodology.

Environmental Protection Law comes into existence in Vietnam as in other developing countries, which could be affirmed as the latest legal field. Before Environmental Protection Law was issued as an independent legal document by the National Assembly, other environmental regulations in Vietnam covered some aspects of environmental protection to meet management need without targeting the protection of environmental factors. Environment or environment-related regulations have been found in many separate legal documents. In order to meet the growing demand for integration, Vietnam needs to continue to reform environmental regulations. The paper analyzes the Vietnamese environmental regulations and practical implementation, thereby giving some suggestions.

This article analyzes the environmental aspects of sustainable regional and macroeconomic development, as well as the impact of environmental factors and national environmental projects. The essence of the concept of sustainable development of economic entities in a broad sense is to ensure stable growth of indicators in the environmental, social and economic spheres in the long term. Based on the analysis of the list of indicators of sustainable development, the increasing role of the environmental component is shown. We have identified particularly acute environmental problems that hinder effective sustainable development both at the micro-level (of the organization) and at the macro-level in the whole country and the global community. Based on the calculation of the nature protection, socio-ecological and industrial-ecological indices, the consolidated environmental rating and the place of the Kirov region is determined in it. The analysis of the results of research and the opinions of the World Economic Forum experts on the problems of global threats showed the timeliness and relevance of the national project “Ecology” being implemented in Russia, as well as measures of environmental support and planned environmental projects in the Kirov region. The implementation of the planned measures will activate the catalysts of sustainable development and reduce the risks of negative impact on the environment.

Despite the economic transformation in Russia, and the decline in the development of certain industries, the stability of the existence and development of social and economic relations depends on the freight and passenger turnover of the country. Shipping and passengers on public roads tends to increase, which leads to an increase in the proportion of all types of road transport on the road network. Transport, in addition to the positive aspects for the social and economic sphere, also has negative sides, in the form of a large number of traffic accidents, congestion situations and environmental pollution. At the present stage of the study of these negative aspects, ecology plays a special, important role, protecting the environment from the negative impact of transport. There is a need to protect the roadside area, which is able to provide cut-off of emissions of polluted substances into the air and a kind of noise and vibration protection near the road. This problem can be solved by creating protective plantings, since green plantings are the best are the best natural (inartificial) means of protection against air pollution, snow and sand drifts, noise and vibration, they provide architectural and artistic design along the roads. And, in addition to performing their main function - protection, they are of great practical importance along the regional and federal highways, since they have a beneficial effect on the growth conditions of agricultural crops, blocking the way for hot dry winds.

Introduction. Effective stimulation of the activities of national enterprises in the direction of environmental protection, reduction of the negative impact of production on the environment, increase of innovation and investment attractiveness, environmental image and improvement of the ecological situation in Ukraine becomes possible on condition of the development and practical testing of the methodology for assessing the overall level of environmental safety of the enterprise. Purpose. The article aims to develop an integrated index of the overall level of environmental safety of the enterprise, to justify the possibility of using correlation and regression analysis to confirm the interrelationship between its components. Methodology. The fundamental aspects of the general economic theory, the economics of nature usage and environmental protection, statistics and econometrics have become the methodological basis of the article. The article uses correlation and regression analysis, comparative analysis, method of relative values, methods of economic and mathematic modelling etc. Results. In the article the formula for calculation the integral index of the general level of ecological safety of the enterprise is developed. It is based on three partial integral coefficients: the integral coefficient of environmental damage; integral coefficient of influence of economic factors; the integral factor of the impact of environmental and economic factors. The use of correlation and regression analysis has confirmed the adequacy of the developed economic and mathematic model, the reality of interconnections and interdependencies between its indicators.

The paper examines the problems of assessing the long-term impact of intensive exploitation of natural resources on the environment of a large region. Data for empirical study obtained from information of Rosstat and Annual State Reports «On the state and protection of the environment of the Russian Federation». The vast territory of Asian Russia was chosen as the object of research. The results indicate a significant increase in environmental problems at each stage of industrial development in this region. These problems are especially acute in connection with the entry of Asian Russia into the next wave of accelerated industrialization of raw materials, characterized, first of all, by a significant expansion of projects for the extraction and processing of solid minerals and hydrocarbons to new mostly undeveloped territories. This, taking into account the already accumulated environmental problems, makes additional requirements for the substantiation of plans to accelerate the socio-economic development of the region and the launch of new raw materials projects, bringing to the first place not only economic and strategic aspects, but also issues of environmental safety. This, in turn, requires not only constant monitoring of the state of the environment and protection activities of business entities, increasing the reliability and completeness of the results obtained on its basis, but also assessing the compliance of the existing institutional environment with the tasks of eliminating environmental problems accumulated in the region and reducing the negative anthropogenic impact on the environment. At the same time, the results of the analysis of both current approaches to statistical observation in this area and environmental mechanisms indicate the presence of significant imperfections in them. Summary In most countries, agriculture represents a strategic economic sector. In developed countries, the share of agriculture in GDP amounts only to 2-3%, but this industry assists in development of other sectors as well: trade, tourism, chemical and mechanical/machine industry, etc. Nowadays, great attention is paid to environmental protection and production of quality products. Sustainability has become a key determinant of agricultural production. Modern agriculture is focused onto productive and intensive production, but also towards multifunctional development of rural areas. Implementation of integral rural development and new regional concept of development sublimates several objectives: economic and social progress, demographic stability, environmental and cultural heritage protection, etc. This development model is mainly introduced in developed countries, but also in developing countries. A greater scope of social problems, in addition to the production, is resolved by doing so,. However, the results of the rural development policy differ from one country to another. Today, methods for measurement of rurality have been developed. Agriculture and rural development are in constant interaction, but the advocates of direct support for agriculture continue to oppose territorial approach and subsidies for rural development.

Abstract:
The purpose of the article is to disclose the essence of criminological protection of public relations; to differentiate the areas of criminological protection of economic security; to provide proposals for improving criminological science with regard to the protection of public relations in the economic sphere. The scientific discussion on the problem of improving the mechanism of criminological provision of economic security in Ukraine is presented. The author's vision of the essence and content of criminological protection is formulated. Due attention is focused on the institutional provision of economic security protection, which is represented in the totality of activities of regulatory institutions, which is implemented through the performance of specific functions in the economic sphere. The organizational and managerial sphere of criminological protection of economic security is characterized. Its activity is aimed at creating a mechanism for counteracting and protecting the economy from criminal manifestations, which includes a set of measures aimed at timely impact on criminogenic threats and risks in the economy. A number of problematic aspects that hinder the development of the Ukrainian economy are identified: 1) lack of an established system of protection of information activity, which, as a result, can potentially destabilize the economic sphere; 2) absence of specific measures and means of criminological influence on economic criminal unlawful activity; 3) low level of protection against criminal offenses in the sphere of economy committed with the help of computer technologies; 4) lack of a unified approach to the strategy of prevention of economic criminal offenses. Results. The definition of criminological protection is proposed. It is established that the criminological provision of economic security should be aimed primarily at eliminating general social determinants, such as increasing the investment attractiveness of the national economy, improving tax culture, simplifying customs procedures, forecasting market conditions, globalization of stock markets, etc. It is proved that the improvement of criminological provision of economic security can be realized through the following: development of the information system in terms of creating a single unified platform for monitoring the economic situation in the country and forecasting potential risks; improvement of coordination of activities of economic security and criminal protection entities in terms of reducing competition and conflict of interest; increasing the level of international and European cooperation in terms of criminological protection and ensuring economic security; synchronization of national and foreign criminological policy in terms of ensuring economic security.

Coastal areas are important residential, commercial and industrial areas; but coastal hazards can pose significant threats to these areas. Shoreline/coastal protection elements, both built structures such as breakwaters, seawalls and revetments, as well as natural features such as beaches, reefs and wetlands, are regular features of a coastal community and are important for community safety and development. These protection structures provide a range of resilience to coastal communities. During and after disasters, they help to minimize damages and support recovery; during non-disaster times, the values from shoreline elements shift from the narrow focus on protection. Most coastal communities have limited land and resources and few can dedicate scarce resources solely for protection. Values from shore protection can and should expand to include environmental, economic and social/cultural values. This paper discusses the key aspects of shoreline protection that influence effective community resilience and protection from disasters. This paper also presents ways that the economic, environmental and social/cultural values of shore protection can be evaluated and quantified. It presents the Coastal Community Hazard Protection Resilience (CCHPR) Index for evaluating the resilience capacity to coastal communities from various protection schemes and demonstrates the use of this Index for an urban beach in San Francisco, CA, USA.

The topic of waste management and recycling is becoming very important both in our country andthroughout the world. The goal is to emphasize the importance of the environment, its protection and thepreservation of the world around us. Recycling is a key component of modern waste reduction. It promotesenvironmental sustainability by removing input raw materials and redirecting waste production into the economicsystem. The question of environmental protection is a question of the future. It is not possible to protect theenvironment if we do not prevent the accumulation of various wastes, the sanctioning of which is constantlypostponed. Urbanization and globalization bring increasing needs of each individual for packaged goods, whichleads to a huge increase in packaging worldwide. The development of industry leads to increased industrial waste.The only way to control waste is recycling treatment. By recycling, in addition to the reduction of waste disposed ofin landfills, we enable re-production, i.e. the use of waste for the re-production of a product. The recycling processhas a huge ecological and economic importance in the system of a country. For a recycling program to work, a large,stable supply of recyclable materials is essential. High-quality recycling can support economic growth bymaximizing the value of waste materials. Three legal options have been used to create such stockpiles: compulsorycollection of recycling, a law on depositing containers and a ban on waste. Compulsory collection laws set recyclingtargets for cities, so a percentage of the material must be diverted from the city's waste stream by a target date. Thecity is responsible for working towards this goal. Recyclable quality not only supports high-quality recycling but canalso bring significant environmental benefits by reducing, reusing and keeping products out of landfills. Anytreatment that is planned to be used in the recycling process must be justified by legal regulations. The keyinstitutional responsibility in the field of waste management lies with the Ministry of Environmental Protection ofthe Republic of Serbia, which, in accordance with the Law on Ministries, performs state administration tasks relatedto: waste management, including hazardous waste, except for radioactive waste; approval of cross-border transportof waste, as well as other tasks specified by law. The paper presents the principle of municipal waste management inthe Republic of Serbia. By reviewing data from abroad, the goals that the Republic of Serbia strives to achieve inthis matter are analyzed, as well as the legal frameworks that regulate the achievement of those goals. The analysisincludes the recycling process itself, its flows, as well as waste management treatments. Concrete ecological andeconomic aspects of recycling that affect life and work in the Republic of Serbia are presented.
