Abstract:
Concern about environmental injustice has been driving the recent effort to characterize risks from exposures to air toxics at very fine spatial resolutions. However, few studies seek to understand the potential policy implications of regulating risks at increasingly finer spatial resolutions and the impact of resulting policies on distribution of risks. To address this gap, the broad question for this research is how could the choice of spatial resolution for regulation of risks from toxic air pollutants affect emission controls and the consequences thereof? This research develops a formal model of a hypothetical decision maker choosing emission controls within a risk-based regulatory framework. The model suggests that optimal controls on air toxics emissions vary depending on the spatial resolution chosen to regulate risks; net social costs are non-decreasing as one regulates at finer and finer spatial resolutions. An empirical application of the model using air toxic emission data for Escambia and Santa Rosa Counties in Florida demonstrates the sensitivity of optimal emissions to spatial resolution chosen for regulation. The research then investigates the equity implications of regulating at different spatial resolutions with regard to the spatial distribution of cancer risks. The empirical results indicate that regulation at finer spatial resolutions could involve a tradeoff between costs and equitable distribution of risks. For example, at a threshold cancer risk of 100 in a million, regulating at census block level resolution could be twice as costly as regulating at census tract resolution while reducing the maximum individual risk by almost half. Further, regulation at finer spatial resolutions might not address environmental injustice by itself unless such concerns are more explicitly incorporated into emission control decisions. Finally, this research shows that spatial resolution at which air toxics risks are regulated could matter in predictable ways even after taking into account the uncertainties that the decision maker faces.

Abstract:
As a result of rapid product development, the product life cycle has become shorter, and thus the amount of waste from discarded industrial products has risen dramatically. An awareness of the world???s environmental problems has stimulated researchers to explore the opportunities to reuse, recycle and remanufacture end-of-life products. Disassembly is a systematic approach to separating products into components or subassemblies in order to facilitate recovery of components or materials. However, the full disassembly of a product tends to be unproductive due to technical and cost constraints and product conditions after usage. Therefore, selective disassembly has been introduced as a more practical approach, where only a limited number of disassembly paths that lead to selected parts with recovering potential are considered. This research focuses on the development of a selective disassembly methodology by reversing an assembly sequencing approach. The methodology uses a step-by-step approach to generate a disassembly sequence diagram. This involves listing all the parts within the product, generating a liaison diagram to illustrate part relationships and then establishing precedence rules describing prerequisite actions for each liaison. This is followed by segregating disassembly paths that lead to the removal of selected parts or subassemblies. Then a winnowing process is applied to these paths to eliminate invalid disassembly states and transitions. The last step is to select the optimal disassembly path by using the time requirement as the main selection criterion. In order to shorten the time for carrying out the sequencing process, a javabased program that is capable of performing the first three steps has been created. The program requires three basic inputs in forms of precedence rules, and user-required part (s) and disassembly rules, prescribing which liaison (s) should be done subsequent to a particular liaison. The viability of the methodology and the program is proved through seven case studies conducted on a fishing reel, a single-hole punch, a kettle, an entire washing machine and three washing machine subassemblies. The application of the program allows the users to determine an optimal disassembly sequence in a very short time and with only basic product information as the input.

Abstract:
Why do we want to value the environment? Environmental assets provide a flow of goods and services over time which benefit mankind. Valuing these services contributes towards their protection and enhancement, however many of these benefits cannot be valued in traditional markets and as such rely on non-market valuation techniques. One of these is contingent valuation (CV) which directly asks respondents whether they are willing to pay for an improvement in the good or service. This thesis seeks to explore methodological issues associated with this method by undertaking a CV survey to elicit willingness to pay (WTP) for a new type of flood defence (managed realignment) on the Tay Estuary, Scotland. One challenge for survey designers is to provide high quality, readily understandable information to mitigate bias in WTP estimates. This thesis contributes to the information provision literature by examining whether prior knowledge or new information has a greater effect on the WTP estimate when controlling for respondent experience and familiarity with the good. A field experiment was designed to test for respondent’s prior knowledge; allow for varying levels of information to be presented to respondents and identify information acquisition for each respondent. Specifically tested was the notion that respondents who learn the most about the good during the survey process will have a more robust WTP estimate. Results were mixed: a causal relationship between information provision and learning was established with respondents in the higher treatment groups scoring higher in the second quiz. However, there was no relationship identified between prior knowledge, information provision and WTP. Personal motivations were the strongest predictors of WTP: those who were most concerned about flood risk and who lived closest to the proposed flood defence were willing to pay the most. A second issue in CV is consequentiality. Carson and Groves (2007) argue that for a survey to produce meaningful information about respondent’s preferences the respondent must view their responses as potentially influencing the supply of the public good. This thesis seeks add to this relatively new literature by exploring the observable factors which may influence respondents perceived consequentiality; specifically the effects of familiarity and information. Respondents were asked to state how confident they were that the results of the survey would be used by policy makers on a Likert scale ranging from “very unconfident” through to “very confident”. Results conformed to the Carson and Groves knife edge result: consequential respondents had significantly different WTP distributions compared to inconsequential and unsure respondents and were willing to pay significantly more towards the scheme. Consequential respondents also conformed the theoretical considerations of construct validity whilst inconsequential respondents did not. Respondents with more prior knowledge also appeared to be more likely to perceive the survey as consequential, although this was not consistent across all treatment groups. There is a concern that WTP and consequentiality are endogenous: respondents who want the policy to go ahead may be more likely to state the survey is consequential and state a high WTP in the hope these responses combined contribute to the policy maker’s decision. From a policy perspective the high level of support for the new scheme was encouraging and in contrast to previous findings on preferences for managed realignment. From a flood risk management perspective a “miss-match” between actual and perceived flood risk was highlighted, with many respondents stating they were not at risk from flooding when they in fact were. This is potentially concerning as respondents may not be taking adequate steps to protect their home from future flood risks. Overall it is recognised that values derived from the CV survey form one small part of the planning process and while informative, the decision for a scheme to take place should not be based on these values alone.

[Truncated abstract] The salinisation of agricultural land, urban infrastructure and natural habitat is a serious and increasing problem in southern Australia. Government funding has been allocated to the problem to attempt to reduce substantial costs associated with degradation of agricultural and non-agricultural assets. Nevertheless, Government funding has been small relative to the size of the problem and therefore expenditure needs to be carefully targeted to interventions that will achieve the greatest net benefits. For intervention to be justified, the level of salinity resulting from private landholder decisions must exceed the level that is optimal from the point of view of society as a whole, and the costs of government intervention must be less than the benefits gained by society. This study aims to identify situations when government intervention is justified to manage dryland salinity that threatens to affect road infrastructure (a public asset). A key gap in the environmental economics literature is research that considers dryland salinity as a pollution that has off-site impacts on public assets. This research developed two hydrological/economic models to achieve this objective. The first was a simple economic model representing external costs from dryland salinity. This model was used to identify those variables that have the biggest impact on the net-benefits possible from government intervention. The second model was a combined hydro/economic model that represents the external costs from dryland salinity on road infrastructure. The hydrological component of the model applied the method of metamodelling to simplify a complex, simulation model to equations that could be easily included in the economic model. The key variables that have the biggest impact on net-benefits of dryland salinity mitigation were the value of the off-site asset and the time lag before the onset of dryland salinity in the absence of intervention. ... In the case study of dryland salinity management in the Date Creek subcatchment of Western Australia, the economics of vegetation-based and engineering strategies were investigated for road infrastructure. In general, the engineering strategies were more economically beneficial than vegetation-based strategies. In the case-study catchment, the cost of dryland salinity affecting roads was low relative to the cost to agricultural land. Nevertheless, some additional change in land management to reduce impacts on roads (beyond the changes justified by agricultural land alone) was found to be optimal in some cases. Reinforcing the results from the simple model, a key factor influencing the economics of dryland salinity management was the urgency of the problem. If costs from dryland salinity were not expected to occur until 30 years or more, the optimal response in the short-term was to do nothing. Overall, the study highlights the need for governments to undertake comprehensive and case-specific analysis before committing resources to the management of dryland salinity affecting roads. There were many scenarios in the modelling analysis where the benefits of interventions would not be sufficient to justify action.

Afforestation projects in China have substantially contributed to national CO2 sequestration and play an important role in international climate change mitigation. However, these nation-wide afforestation projects are usually funded by the national government, with very large and unsustainable investments. It is important to find alternative sources of funding to finance afforestation, and convince poor farmers to become involved in afforestation projects. Carbon-subsidized afforestation could be the solution. The current study aims to find i) whether farmers need additional subsidies to reforest their marginal farmland; if so, ii) whether the value of carbon sequestration of afforestation can offset farmers' net costs. To do this, first I determine the amount of carbon sequestration though afforestation. Second, I assess the value of carbon sequestration, the costs and benefits of afforestation projects, and the costs and benefits of crop production. Third, I investigate the optimal rotation period of the plantations considering a joint production of timber and carbon, for different species. Results show that total carbon sequestration through tree biomass and soil carbon following afforestation differs among tree species and stand age as well as across regions. Economic trees sequester less carbon than ecological trees and bamboo. Among economic trees, nut trees with an inedible hard shell sequester more carbon than fruit trees. The regional context significantly influences the carbon sequestration potential, with more carbon sequestered in southern and eastern regions than in northern regions. Bamboo also shows a remarkable carbon sequestration potential, which is even greater than Chinese fir and Poplar in northern regions. Although afforestation programs have huge potential to store carbon, the voluntary acceptance by landowners crucially depends on their economic outcome. I found that usually carbon credits can compensate for the opportunity costs of alternative land uses, except i) when highly profitable croplands are afforested, in which case carbon credits are not sufficient, and ii) when croplands that generates low incomes are afforested, in which case carbon credits are not needed. Fruit trees are the most cost-effective option for afforestation. Bamboo afforestation is economically attractive if carbon revenues is included. The minimum price of carbon credit decreases with increasing project duration because more carbon is stored when time increases. This does not hold for fast-growing trees like Eucalyptus, for which the minimum price increases with extended project duration. Given the temporal variations of joint production of timber and carbon sequestration, the carbon accounting regimes (tCER, temporary Certified Emission Reductions and lCER, long-term Certified Emission Reductions) have a significant impact on the optimal rotation as well as on the revenue. Forest managers have an incentive to use tCER accounting to finance slow-growing plantations, and lCER for fast-growing ones. I perform a sensitivity analysis detects the changes of rotation period with different carbon prices and discount rates. While the optimal decision for slow-growing species (e.g. Chinese fir) is highly sensitive to changes in both variables under tCER accounting, the results concerning fast-growing species (e.g. Eucalyptus) are most sensitive under the lCER accounting regime. In contrast, carbon revenues have a minimal impact on the optimal rotation of Poplar plantations, no matter which regime is applied. I conclude that carbon-subsidized afforestation is a feasible way to offset the opportunity costs of retired farmland and support the livelihood of farmers. The findings can contribute to the efficient and sustainable management of forestry projects using carbon sequestration, while the methodology can also be applied to other regions in the world.

Cette thèse étudie théoriquement et empiriquement les interrelations entre la santé de la population, la dégradation de l'environnement et le développement économique, ses conséquences pour les pays en développement, et fournit certaines réponses en termes de politique économique. Elle est subdivisée en deux parties. La première partie s’intéresse à la relation entre l’environnement, la santé, et les inégalités. Elle analyse dans un premier temps l’hypothèse selon laquelle la dégradation de l'environnement pourrait être considérée comme un canal supplémentaire par lequel les inégalités de revenu affectent les taux de mortalité infantile et juvénile (chapitre 2). Nos travaux théoriques et empiriques montrent que les inégalités de revenu affectent négativement la qualité de l'air et de l'eau, et cela à son tour dégrade la santé de la population. Par conséquent, la dégradation de l'environnement peut être considérée comme un canal non négligeable à travers lequel les inégalités de revenu influence l’état de santé. Il est ensuite démontré que les émissions de dioxyde de soufre (SO2) et celles des micro-Particules (PM10) sont en partie responsables des grandes disparités dans la mortalité infantile et juvénile au sein des pays pauvres (chapitre 3) .En outre, nos résultats soutiennent l’idée selon laquelle les institutions démocratiques jouent un rôle de protection sociale en atténuant cet effet pour les classes de revenu les plus pauvres et ainsi réduisent les inégalités de santé provoquées par la pollution. La deuxième partie évalue le lien entre la santé, l'environnement et la croissance économique. Le Chapitre 4 évalue l'effet de la santé (charge globale de la maladie, maladies transmissibles et paludisme) sur la croissance économique. Ce chapitre montre que les indicateurs de santé, lorsqu'ils sont correctement mesurés par l'écart entre l'état de santé actuel et une situation de santé idéal où toute la population vit à un âge avancé, indemne de maladie et d'invalidité, et lorsqu’ils sont convenablement instrumentés, ont un impact négatif significatif sur la performance économique. Les conséquences de ces interactions sur la convergence économique des pays pauvres vers leur état régulier, sont théoriquement et empiriquement analysées dans le dernier chapitre. Il en ressort que la dégradation de l'environnement réduit la capacité des pays pauvres d'atteindre leur état régulier, renforçant ainsi notre argument théorique selon lequel l’amélioration de la qualité de l'environnement joue un rôle considérable dans le processus de convergence économique. En outre, la dégradation de la qualité de l'air et de l'eau affecte négativement la performance économique, et l'état de santé demeure un canal important par lequel la dégradation de l'environnement agit sur la croissance économique même si elle n'est pas le seul. This dissertation investigates theoretically and empirically the interrelationships among population’s health,environmental degradation and economic development, its consequences for developing countries, and someeffective policy responses. The first part explores the association between health, environment, and inequalities. Itfirstly analyzes whether environmental degradation could be considered as an additional channel through whichincome inequality affects infant and child mortality (chapter 2). Theoretical and empirical investigations show thatincome inequality affects negatively air and water quality, and this in turn worsens population’s health. Therefore,environmental degradation is an important channel through which income inequality affects population health. Then,it is shown that sulphur dioxide emission (SO2) and particulate matter (PM10) are in part responsible for the largedisparities in infant and child mortalities between and within developing countries (chapter 3). In addition, we foundthat democratic institutions play the role of social protection by mitigating this effect for the poorest income classesand reducing the health inequality it provokes. The second part is devoted to the link among health, environment,and economic growth. The effect of health (global burden of disease, communicable disease, and malaria) oneconomic growth is assessed in Chapter 4. This chapter shows that health indicators, when correctly measured by thegap between current health status and an ideal health situation where the entire population lives to an advanced age,free of disease and disability, and when accurately instrumented have significant impact on economic performance.The consequences of these interrelationships on the convergence of poor countries towards their steady state aretheoretically and empirically investigated in the last Chapter (chapter 5). It is found that environment degradationreduces the ability of poor countries to reach their own steady state, reinforcing our argument according to whichenvironment quality improvement plays a considerable role in economic convergence process. Moreover, thedegradation of air and water quality affects negatively economic performance, and health status remains an importantchannel through which environment degradation affects economic growth even if it is not alone. Abstract:
The Environmental Justice Networking Forum’s first national conference had three major objectives: to constitute the organisation on a national basis; to make policy recommendations regarding the implementation of the RDP both for submission to government and as a guide to action by EJNFparticipants; to build and disseminate the workof thelDRC/ANC/ COSATU/ SACP/ SANCO International Mission on Environmental Policy (referred to here as the Mission). EJNF was in itiated at the Earthlife Africa International Environment Conference in 1992 at Pietermaritzburg. That conference mandated an interim national steering committee to guide a process of establishing an organised voice within civil society for environmental justice. It stipulated that the organisation should be formed on a regional basis leading up to the national constitution of EJNF at a national conference. The EJNF conference is thus the culmination of a two year process. During that time, meetings were held to establish EJNF in six regions: Gauteng, Northern Transvaal, Western Cape, Eastern Cape, KwaZulu- Natal and OFS. Participating organisations include women’s, rural, youth, religious and environmental organisations, unions, civics and service NGOs. Each region sent delegations to the national conference. Two other regions, Eastern Transvaal and Northern Cape, also sent delegations which will form the focus groups for establishing EJNF in those regions. Regional EJNF participant organisations also elected members to the national steering committee. They took office at the constitutive conference. The minutes of the constitutive session of the conference are not included here but are available from the EJNF national office. The EJNF delegates were joined by a number of guest delegates for the conference on Greening the RDP. They included members of national organisations which represent or work with the constitutuencies which EJNF is developing and researchers working in the sectors covered by the conference. Government was represented by Ministers Kader Asmal (Water Affairs) and Derek Hanekom (Land Affairs), by provincial MECs, by members of standing committees in parliament and provincial legislatures andby ministry or department officials.

Abstract:
Recently, bankers have come to realise that banking operations, especially corporate lending, affect and are affected by the natural environment and that consequently, the banks might have an important role to play in helping to raise environmental standards. Although the environment presents significant risks to banks, in particular environmental credit risk, it also perhaps presents profitable opportunities. Stricter environmental regulations have forced companies to invest in environmentally friendly technologies and pollution control measures and in tum generated lending opportunities for bankers. This research examines the corporate practices of three of the four dominant banks in South Africa with respect to the environment, focusing on issues of climate change and environmental risk management by way of reporting and disclosure to all stakeholders. The emphasis on environmental reporting by South African banks has been reinforced by the latest release of the King III Report on Corporate Governance in South Africa. Global governance requires that the triple-bottom line should be applied in all corporate undertakings due to globalisation and trade liberalisation; however, the banking sector has responded poorly to the clarion call. The false view that the banks have no significant relationship with environmental degradation is being disproved. Environmental management is a huge and massive reconstruction of what has gone wrong with nature by human influence. The South African banks have had to face with the challenging tasks of reporting on the direct and mostly the indirect impacts of their environmental activities. Based on the three sampled banks which incidentally had greater percentages of the market capitalizations, the banks have fairly performed in environmental reporting. For example, Standard Bank (SA) Ltd has just signed the Equator Principles in 2007 implying corporate lending was done in 2007 without any respect to environmental impact assessments by corporate borrowers. Consequently, environmental reporting was not done to facilitate informed decision-making by stakeholders mostly shareholders and the communities where borrowers tun businesses. The objective of this research study is to investigate the extent and quantity of/voluntary environmental disclosures in the annual and sustainability reports of the banks listed on Johannesburg Stock Exchange. The periods examined were those subsequent to the release of the Exposure Draft Coalition for Environmentally Responsible Economies (CERES) Global Reporting Initiatives (GRI) issued in 1999. Using content analysis to focus on the environmental aspects, the research study compared three annual reports and three sustainability reports of 2007 year for the three sampled banks in order to evaluate reporting practices in the period surrounding this intervention. The results suggest a trend to triple bottom-line reporting and the extent and quantity of environmental information, albeit in specific categories.

O interesse sobre Pagamento por Serviços Ambientais (PSA) deve-se à possibilidade de conciliar os interesses econômicos da propriedade rural com a conservação ambiental, conforme previsto em recentes legislações. Desde a instituição do Código Florestal pela Lei n.º 4.771/1965, o Brasil adota a Reserva Legal e a Área de Preservação Permanente (APP) como mecanismos de manutenção de áreas protegidas particulares. Pela Constituição Brasileira de 1988, a exploração de propriedades rurais está condicionada à responsabilidade socioambiental, que visa garantir a preservação dos recursos naturais para a manutenção das condições ambientais de interesse de toda a sociedade. Buscando conciliar o interesse particular dos produtores aos interesses sociais da qualidade ambiental, o Pagamento por Serviços Ambientais (PSA), contemplado nas recentes legislações federais e estaduais, visa integrar interesses econômicos e ambientais. A Lei n.º 12.651/2012, que alterou o Código Florestal, previu instrumentos econômicos para gerar incentivos e ampliar a atratividade em manter áreas protegidas em propriedades particulares, mediante valoração dos recursos naturais. No Paraná, foi sancionada a Lei n.º 17.134/2012, que instituiu o Pagamento por Serviços Ambientais. Essas leis ainda carecem de regulamentos e mecanismos operacionais para sua efetiva implementação, sendo propósito deste trabalho verificar as possibilidades e limitações do PSA na conservação de áreas protegidas particulares, mediante revisão bibliográfica sobre PSA e análise de políticas ambientais de proteção de áreas adotadas no Paraná, complementadas por entrevistas com técnicos que trabalharam com essas políticas. O objetivo do trabalho é sugerir mecanismos para que esses instrumentos de política pública efetivamente incentivem os produtores a manterem áreas protegidas e sejam capazes de despertar o interesse de agentes usuários nos serviços ambientais, mediante estabelecimento de condutas e regulamentos legais.
Environmental Service Payment (Pagamento por Serviço Ambiental - PSA) is addressed to meet the need of conciliating rural property economic interests and environment conservation, according to the new environment laws. Since Law n. 4771/1965 established the Forestry Code, Brazil uses the natural resources’ Legal Reserves and Permanent Preservation Areas (Área de Preservação Permanente- APP) as mechanisms to help maintaining private protected areas preserved. As provided in the Brazilian Constitution of 1988, rural property exploration is subjected to socio-environmental liabilities in order to assure the preservation of natural resources and maintain ideal environmental conditions in behalf of the society interests. The Environmental Service Payment, in force both at Federal and State levels, seeks the conciliation between the producer private interest and the environment quality social interests. Law n. 12651/2012, which changed the Forestry Code, provides economic tools addressed to encourage rural property owners to maintain protected areas within their private properties through increasing the natural resources value. In the State of Paraná, Law n. 17134/2012 established the Environmental Service Payment. The aforementioned laws need rules, regulations and operation tools to be effectively implemented. The present work aims at checking the Environmental Service Payment possibilities and limitations concerning private protected area conservation in the State of Paraná through carrying out a bibliographic review and analyzing the environment protection policies, besides interviewing technicians who work with such policies. Our work objective is also to suggest mechanisms able to effectively encourage rural producers to maintain and protect natural areas, as well as to arouse the environmental user interest by establishing legal behaviors and rules.

ENGLISH ABSTRACT: Electricity is the key to economic growth and numerous aspects of human development. Africa’s installed generation capacity is dire, alongside it being the biggest funding backlog the power sector. There is however hope with the projection that to date, only 7% of this power potential has been harnessed. The increased acknowledgement of the importance of electricity for states to improve along with the knowledge that the capacity is there, has driven states within Southern Africa, to engage in increased and committed cooperation with one another. Within the greater vision of regional integration of the Regional Economic Communities (RECs) in Africa, energy was one of the first formal cooperative arrangements of the Southern African Development Community (SADC), which is the region this study will be focusing on. The form of electricity cooperation adopted was that of the Southern African Power Pool (SAPP), which is geared at increasing cross-border electricity trade and ensuring secure and reliable supply to its members. The study investigates the formation of an electricity regime within Southern Africa, by using the Southern African Power Pool as a case study. In order to properly assess the development of the SAPP, regime theory will be used. An analytical framework, derived from different studies around regime theory has been constructed. This framework assists in the analysis of the formation and evolution of the SAPP, which facilitates the assessment of the type of regime which has emerged, and guides a sound analysis around the degree of the electricity regimes effectiveness. Given the process of formation and characteristics underlying the SAPP, it has been found that it falls within the category of a negotiated regime. The analytical framework provided clear guidelines in assessing the degree of effectiveness regarding the case study at hand. After an analysis of the historical and organisational functioning of the regime - it can be argued that the SAPP is a stable and effective regime, at least on paper. It however faces various challenges, which have constrained its efficient functioning. It is concluded that members of the regime are committed to the SAPP’s continued development despite the problems identified.
AFRIKAANSE OPSOMMING: Elektrisiteit is die sleutel tot ekonomiese groei en baie ander aspekte van menslike ontwikkeling. Afrika se geïnstalleerde opwekkingskapasiteit is net so nypend soos die feit dat dit die grootste befondsing agterstand in die kragvoorsiening sektor is. Daar is egter hoop met die projeksie dat, tot op datum, slegs 7% van hierdie kragpotensiaal benut word. Die toenemende erkenning van die belang van elektrisiteit vir state om vooruit te gaan, gepaard met die wete dat die kapasiteit beskikbaar is, het state binne suider Afrika gedryf om hulle tot toenemende en volgehoue samewerking met mekaar te verbind. Binne die groter visie vir streeksintegrasie van die Streek se Ekonomiese Gemeenskappe (SEG) [Regional Economic Communities (REC)] in Afrika, was energie een van die eerste formele korporatiewe akkoorde van die Suider Afrikaanse Ontwikkelings Gemeenskap (SAOG) [Southern African Development Community (SADC)], wat die streek is waarop hierdie studie sal fokus. Die vorm wat elektrisiteit samewerking aangeneem het, was die Suider Afrika Krag Poel (SAKP) [Southern African Power Pool (SAPP)], wat aangepas is om elektrisiteithandel oor grense heen te bevorder en veilige, asook betroubare lewering aan die lede te verseker. Hierdie studie ondersoek die totstandkoming van ’n elektrisiteit ‘regime’ binne suider Afrika deur die SAKP as ’n gevalle studie te gebruik. Om die ontwikkeling van die SAKP behoorlikte asesseer, sal die regime teorie gebruik word. ’n Analitiese raamwerk, wat afgelei is van verskeie studies met betrekking tot regime teorie, is dus saamgestel. Hierdie raamwerk help met die analise van die totstandkoming en evolusie van die SAKP wat die asessering van die tipe regime, wat ontstaan het, vergemaklik en dit rig ook ‘n streng analise met betrekking tot die graad van effektiwiteit van die elektrisiteit regimes. Gegewe die proses van totstankoming en die eienskappe onderliggend aan die SAKP, is daar bevind dat dit binne die kategorie van ’n onderhandelde regime val (negotiated regime). Die analitiese raamwerk het duidelike riglyne voorsien om die effektiwiteitsgraad, met betrekking tot die gevallestudie, te assesseer. Na ’n analise van die historiese en organisatoriese funksionering van die regime – kan mens aanvoer dat die SAKP, ten minste op skrif, ’n stabiele en effektiewe regime is. Dit staar egter verskeie struikelblokke in die gesig, wat die effektiewe funksionering beperk. Daar kan egter afgelei word dat die lede van die regime toegewyd is tot die volgehoue ontwikkeling van die SAKP, ten spyte van die probleme wat geïdentifiseer is.

O projeto de dissertação tem como tema central a sustentabilidade, assunto que está cada vez mais em evidência devido à crise socioambiental vivida pela sociedade contemporânea. Analisar o nível de desenvolvimento das práticas relacionadas com as dimensões da sustentabilidade (ecológica, social, econômica e cultural) presentes nas ecovilas é o seu objetivo principal. A pesquisa é exploratória utiliza método bibliográfico para a contextualização teórica e para o embasamento empírico faz uso de levantamento de dados por amostragem (survey) com a aplicação de questionário on-line a representantes de (50) cinquenta ecovilas originárias da América Latina, a qual resultou em (9) nove respostas efetivas, das quais foram selecionadas 2 (duas) ecovilas para a realização das visitas de campo. Visa à investigação da forma como os moradores das ecovilas se relacionam entre si, com a natureza e quais tecnologias utilizam. Entre os resultados encontrados, ressalta-se o mapeamento das principais práticas, além do nível de desenvolvimento destas de acordo com a percepção dos respondentes e da observação realizada em campo. Finalmente destaca-se que os resultados encontrados na pesquisa podem auxiliar no aprimoramento de comunidades já existentes e no planejamento de novas iniciativas.
The dissertation project is focused on sustainability, an issue that is increasingly evident due to the environmental crisis in contemporary society. Analyze the level of development of practices related to the dimensions of sustainability (ecological, social, economic and cultural) present in the ecovillage is your main goal. The research is exploratory uses literature method for the theoretical context and the empirical support makes use of data sample survey by applying online questionnaire to representatives of (50) fifty ecovillages from Latin America, which resulted in (9) nine effective responses, of which were selected two (2) ecovillages to carry out the field trip. Visa to the investigation of how the residents of the ecovillage relate to each other, with nature and which technologies they use. Among the results, we emphasize the mapping of the main practices, and the development level of these according to the perception of the respondents and observation performed in the field. Finally, we highlight that the results found in the research may help in the improvement of existing communities and planning new initiatives.

Abstract:
This dissertation closely examines the merits, weaknesses, and potential of decentralized environmental regulation. I examine three areas of particular concern in the structure of environmental regulation. In the first chapter, I examine how information problems resulting from incorrectly specified atmospheric models are likely to affect economic efficiency in a permit market. While permit markets have been heralded as a promising solution for controlling environmentally damaging emissions, there is no formal research linking the atmospheric model, which directly affects permit prices, with economic outcomes. In the chapter, I develop a generalized theoretical model that demonstrates the problems that are likely to arise when there is uncertainty in the underlying atmospheric parameter estimates. As it turns out, permit markets operating with incorrectly specified atmospheric models may result in large losses in economic efficiency, even if the permit market is operating ideally in an economic sense. The second chapter analyzes a much broader issue, that of state versus federal environmental regulation. The chapter focuses on the methods used by states attempting to control interstate water pollution in the Ohio Valley in the early 1900s. The time period was chosen to predate federal intervention into environmental regulation and, hence, allows for a clean test of how states might be expected to address difficult pollution problems under a system of state regulation. Using a simple game theoretic model, the paper explores interstate water pollution control compacts and their uses in addressing interstate water pollution. I find that states were able to overcome significant bargaining difficulties in formulating the compacts, which ultimately led to effective control of interstate water pollution. The final chapter focuses on voluntary overcompliance by firms facing environmental standards. The paper models environmental regulation according to the EPA's Best Available Control Technology (BACT). The model predicts voluntary overcompliance by firms as they attempt to raise the (endogenous) environmental standard and, in the process, raise their rivals' costs. The paper also demonstrates the merits of nonuniform environmental standards. In attempting to elicit efficient levels of R&D investment, the regulatory authority may discourage socially wasteful overinvestment in pollution technology through the use of nonuniform standards.

This thesis investigates several topics regarding energy transition and environmental regulations, and each of the three chapters is a self-contained paper. It aims to contribute to the design of environmental regulations and to provide suggestions topolicy makers. The first chapter studies the optimal public safety provision under imperfect taxation. An important objective of many publicly-financed environmental projects is to reduce mortality. In this paper, we examine theoretically the effect of tax system imperfections on the optimal public investment in mortality risk reduction (or public safety).We compare three tax systems, namely first-best, uniform tax and income tax. Moreover, we consider several sources of imperfection, namely individuals’ heterogeneity in wealth and in risk exposure, and labor supply distortion. We show that the effect of imperfect taxation critically depends on the source of imperfection as well as on the individual utility and survival probability functions. We conclude that imperfect taxation cannot generically justify less public safety. There is thus no fundamental reason to always adjust downwards the value of statistical life (VSL) because of imperfect taxation, nor to assume a marginal cost of public funds systematically greater than one for the benefit-cost analysis of environmental projects. The second chapter examines the environmental impact of electricity trade. Electricity interconnection has been recognized as a way to mitigate carbon emissions by dispatching more efficient electricity production and accommodating the growing share of renewables. We analyze the impact of electricity interconnection in the presence of intermittent renewables, such as wind and solar power, on renewable capacity and carbon emissions using a two-country model. We find that in the first-best, interconnection decreases investments in renewable capacity and exacerbates carbon emissions if the social cost of carbon (SCC) is low. Conversely, interconnection increases renewable capacity and reduces carbon emissions for a high SCC. Moreover, the intermittency of renewables generates an insurance gain from interconnection, which also implies that some renewable capacity is optimally curtailed in some states of nature when the SCC is high. The curtailment rate and the corresponding carbon emissions increase for more positively correlated intermittency. We calibrate the model using data from the European Union electricity market and simulate the outcome of expanding interconnection between Germany-Poland and France-Spain. We find that given the current level of SCC, the interconnection may increase carbon emissions. The net benefit of interconnection is positive, with uneven distribution across countries. The third chapter extends on the second chapter, to investigate the optimal unilateral carbon policy design for electricity trade with intermittent renewable energy. We consider policy instruments including a carbon tax, border adjustment tax, and renewable subsidies. In turn, we analyze the effect of such policies on market equilibrium prices, renewable investment, and global emissions. Using a two-country model of electricity trade, we characterize the conditions under which different combinations of policy instruments implement the optimal energy mix. We find that with a unilateral carbon tax, the border adjustment tax turns out to be effective only when renewables are producing. Moreover, renewables must be subsidized to be exported, in which case carbon emissions should be taxed more than the Pigouvian level to avoid excessive consumption

Groundwater quantity allocation and quality protection in Canada largely proceed in a fragmented fashion. Each jurisdiction pursues the management of its water resources and the aquatic environment separately as well as independently of other jurisdictions. This approach is at odds with the unity of the natural environment and the inter-connectedness of groundwater resources.
The challenge facing Canada is to make the law recognize and be more responsive to the unity of the aquatic environment and water resources. An active federal role in uniting and coordinating the efforts of the provinces in this regard is crucial if this challenge is to be met. However, since the constitutional division of powers in Canada encourages a fragmented approach to managing environment and water resources, the federal government is incapacitated, purely on a legal score, with respect to pulling together the efforts of the provinces. A cooperative approach, based on political rather than legal coordination, is therefore, the most realistic option for the federal government to meet the challenge.
In this work, the writer examines the various areas for federal-provincial cooperation regarding groundwater allocation and protection. Such institutional integration or cooperation cannot be effective unless groundwater is addressed together with the other component of the hydrologic cycle, namely: surface water and the ecosystem they support. At the same time, in adopting an integrated hydrologic cycle approach, specific groundwater management strategies canvassed in this work must be taken into account if groundwater is to be more efficiently allocated and protected. Pursuant to these considerations, this writer is of the opinion that groundwater resources in Canada should be managed in a way that meets both present and future needs of Canadians, thus in a sustainable fashion. This can best be achieved if resource management relies upon a combination of contaminant-focused and resource-focused approaches adopted under unified federal-provincial efforts as well as under an integrated hydrologic cycle management.

The issue of ensuring the legal protection of the economy for the Ukrainian state was oneof the key issues, along with such issues as territorial integrity, sovereignty of the authorities, ensuring real defense capability, etc. It is worth agreeing with the view of L. Korchevskaya, who argues that the economic aspect of security is closely linked to trade relations that have been traced throughout human history [1, p. 38], which undoubtedly could not bypass Ukraine, given its territorial location, the availability of many tangible and intangible resources and existing trade and financial ties. At the same time, as historical experience has shown, the inability to develop a fully-fledged and comprehensive, self-interest legal system, owing to frequent changes in territorial structure and the frequent objective need to subordinate the will of certain other entities, significantly hindered the development.

Les fondements philosophiques et théoriques de l’économie institutionnelle fournissent le cadre retenu pour construire une grille de lecture permettant d’analyser l’approche théorique, l’impact et les facteurs conditionnant l’impact de l’évaluation des politiques environnementales dans l’optique de développement durable. Les examens des performances environnementales de l’OCDE sont ensuite étudiés moyennant une approche d’étude de cas qualitative. Malgré l’attention relativement faible accordée par le public à ces examens, leur intérêt réside dans une plus grande légitimité des politiques et des autorités environnementales, et dans le renforcement des politiques environnementales basées sur les principes de contrôle, suivi, évaluation et coût-efficacité. Ces impacts opèrent à travers de quatre chemins parallèles, représentant les objectifs de reddition des comptes et de l’apprentissage. This thesis examines what consequences, through which pathways, and under which circumstances, does country-level environmental policy evaluation, carried out by an intergovernmental organisation, have for institutional change towards sustainable development. The philosophical and theoretical frameworks of institutional economics are proposed as the lens through which to assess experiences from evaluation research. This is done in order to elaborate a conceptual framework for analysing the approach, the impact and the factors conditioning the influence of environmental policy evaluation in the context of sustainable development. The OECD Environmental Performance Review programme is examined through an in-depth qualitative case study approach. It is found that in spite of engendering relatively modest interest among the public, the reviews increase the legitimacy of environmental policies and authorities, and strengthen a performance-oriented environmental policy emphasising evaluation, monitoring and cost-effectiveness. These impacts operate through four parallel pathways, representing the purposes of learning and accountability. The type and intensity of influence depends on the capacity of the reviews to mobilise key change agents and to be sensitive to the context, as well as on the credibility and political weight of the OECD in the reviewed country. It is concluded that notwithstanding the distance of the prevailing OECD conception of sustainability from the institutionalist principles adopted as the benchmark for the appraisal in this thesis, the reviews contribute meaningfully to sustainable development by redressing asymmetries of power, thereby improving some of the conditions for deliberative democracy

Abstract:
The effect of economic growth on environmental quality is much under dispute. A number of empirical studies have made the claim that there exists in some income ranges a positive relation between per capita income and some measure of environmental quality. According to this inverted U-shaped pattern of different pollutants relative to per capita incomes in different countries which is also called the "Environmental Kuznets Curve" (EKC), environmental pressure increases up to a point as income goes up; after the turning point environmental quality improves as income keeps rising. Possible explanations for this pattern are seen in the progression of economic development, from clean agrarian economies to polluting industrial economies to clean service economies. This trend is enhanced through the transfer of cleaner technology from high-income countries to low-income countries and the tendency of people with higher income having a higher preference for environmental quality. Since this relationship is so fundamental to questions of economic development and sustainability it has provoked a vast load of research over the last seven years supporting but also heavily criticizing the results and conclusions. This paper gives an overview of the literature published on this topic to date and the conceptual, methodological and fundamental critique put forward. (author's abstract)

This thesis first describes and analyzes the key concepts and rationalities that are dominant in the content of the Environmental Enforcement Act (EEA). The research project concludes that despite legislative shifts towards increased punishment and deterrence, key concepts and rationalities such as the importance of economic globalization, the continuation of risk-management and anthropocentric values, and the dominance of staples development can be observed in the content of the EEA. The EEA also reflects growing concerns towards managing known structural economic problems such as Canada’s staples development and economic globalization. Secondly, this thesis critically evaluates whether the EEA is likely to contribute towards the effectiveness of Canadian environmental governance strategies. The EEA is likely to be ineffective based on observations of structural challenges in environmental governance and the Canadian political economic context. Neoliberalism, economic globalization, risk management, anthropocentrism, and staples based economic development characterize the problems identified in existing research that the content of the EEA does not adequately address.

Visitor activities in parks often have a heavy impact on the soil, vegetation, water and wildlife. In front country areas, the most extreme damage is concentrated on and adjacent to recreational trails. Aside from controlling the numbers, activities and behaviours of trail users, managers may choose to make trails more resistant to impact through surfacing. Unfortunately, surfacing may have negative influences on park visitors' enjoyment of trails by limiting access or detracting from the primitive setting. In addition, some surfaces may be ineffective in certain environmental conditions such as wet ground or steep slopes. Finally, the wide variety in construction and maintenance costs may make some surface types economically unfeasible. The goals of this research are to investigate the role of trail surfacing in the management of impacts from outdoor recreation; to develop better understanding of the social, economic and environmental aspects of trail surfacing decisions; and to explore a comprehensive framework for incorporating these three factors in trail management. It is hoped that this research can assist park managers in selecting surfacing options to reduce visitor impact without excessively compromising recreational experience or organizational limitations, such as financial resources. In addition to a comprehensive review of literature on visitor impact management on trails and surfacing techniques, this research employs three methods to further investigate the social, environmental and economic aspects of trail surfacing: a trail user survey, manager survey and trail condition assessment. The trail user survey was conducted at two well-used natural areas in southwestern Ontario, Canada: Presqu'ile Provincial Park and Belfountain Conservation Area. Surveys at each area explored trail users' perceptions and preferences of trail surfacing techniques in late summer 1999. The managers' survey provided insight into organizational approaches to surfacing, including construction cost and observations on recreational or environmental effectiveness. Finally, the trail condition assessment explored an approach to determining environmental effectiveness of trail surfacing techniques, but was limited by the physical and recreational variation between trails. Seven recommendations for trail managers are presented, tying in several conceptual frameworks of visitor impact management and trail surfacing decisions developed in the thesis. First, trail managers are recommended to develop a full understanding of trail design principles and alternative visitor impact management techniques. If surfacing is selected as the best impact management technique, trail managers should obtain as much information on user characteristics, environmental conditions and organizational limitations as possible. Despite the benefits and drawbacks for all surfaces, road base gravel (or angular screenings with fines) merits special attention as an excellent surface, while asphalt and concrete are not recommended for front country, semi-primitive recreation. Finally, trail managers are encouraged to share information on surfacing more freely and open surfacing decision processes to affected trail users. Overall, trail managers are provided with an approach to surfacing decisions that considers the social, environmental and economic aspects of trail surfacing, with the goal of working toward more enjoyable, environmentally responsible and cost-effective trail solutions.

This research study investigates how environmental tools such as Resource Efficiency and Cleaner Production (RECP) can contribute to sustaining and supporting economic growth in South Africa. Resource optimisation is crucial when considering the concept of sustainable development. It also contributes to addressing the challenges of global warming and climate change, which in turn threaten industrial growth and sustainability in the long term. The study places emphasis on the barriers that prevent industry from implementing RECP recommendations, and identifies opportunities that could potentially reposition businesses should they consider implementation. It also promotes other sustainability tools that are available through collaboration with international entities, and this could be of great benefit to the South African industry. Factors of unemployment and urbanisation restricts national growth to some degree, hence the study explores how RECP can contribute to job retention by introducing new resource optimisation methodologies for the manufacturing sector, Moreover, it examines the imbalance between the demand as well as limitations of these resources. Through the compilation of data collated from questionnaires completed by industry, government and civil society participants, this study looks at achieving a balance between environmental sustainability and growth. It also looks at aligning this balance with the integration of specific economic and environmental policies, which also includes social aspects. What comes through significantly in this research is the lack of awareness within industry in terms of RECP, as well as the importance of prioritising the uptake of environmental initiatives to ensure that industry is compliant with the stringent policies and legislation designed by government to drive the sustainability process. Consequently the study shows that communication between public and private sector, as well as the awareness raising and marketing of sustainability to consumers need to be improved. An analysis of the various government support mechanisms is conducted, in respect of how industry could potentially leverage growth and drive positive change within their businesses. In addition to RECP, emphasis is placed on other Sustainable Consumption and Production (SCP) initiatives and tools that could possibly entrench sustainable practices and help with their incorporation into their business strategies.

Social protection measures are poverty reduction interventions implemented to assist in reducing poverty shocks of communities. This study considered the Farm Input Subsidy Programme (FISP) that has been implemented in Malawi with the aim of reducing poverty amongst subsistence farmers by providing them with subsidized farm inputs. The study was conducted in the rural area of Lilongwe District, under Traditional Authority Kabudula. The study mainly focussed on the outcomes of implementing the FISP and it entails whether or not the poverty reduction intervention is really achieving its goals. Thus, the study greatly evaluates the effectiveness of subsidizing farm inputs in reducing poverty amongst households in rural communities characterised by subsistence farming. This study was mainly qualitative in nature and data was collected through interviews and Focus Group Discussions. Some quantitative data for specific trends of national indicators was collected through document. Mainly, content analysis was used to analyse the qualitative data and descriptive statistical analysis with the aid of Microsoft Excel was engaged to analyse the quantitative data. The study found that that FISP assist in household food security only in the short term. Among the reasons cited, the package size received by households has become smaller with sharing tendencies that have been devised to help households that do not receive the inputs or qualify to receive them. This practice is compromising the agricultural productivity in terms of quantities as it lasts only in the short-term before the next harvest. When households’ food reserves are depleted, households become food insecure and poverty sets in again. The study thus reveals that FISP implementation is not operating as a sustainable programme as its intended goal is not being achieved in the long-term. The study also found that coupled with the fact that there is no clear policy guidelines on graduation and that there is continued benefitting of the same beneficiaries, FISP is nowhere close to its phasing-out stage in social protection perspective.
