The aim of this paper is to examine the development of environmental policy in Korea and attempt to characterize the policy with comparative perspective. In the first part of this paper, I would like to give a brief history of the Korean environmental policy, then discuss the political economy of each actor's responses to the deteriorating environmental qualities. In addition, I would like to point out several distinctive features which differenciate the Korean environmental policy from those of other countries.

Abstract:
In addition to supplying food and fiber, agriculture is a source of public goods and externalities. This article addresses two questions. First, do price and income support policies promote a multifunctional agriculture in an effective manner? Second, would policies targeted more directly at multifunctional attributes be more efficient than price and income support policies? The answer to the first question is no, at least for policies targeted at outputs (price supports, export subsidies, etc.). Public goods are not directly linked to production, but rather to land use and agricultural structures. Evidence in response to the second question is sketchier with respect to policies targeted at land.

Abstract:
This paper examines the gap between seeming progressive public demand for cleaner environment and lagging policy responses of the government. Public attitude toward environmental protection has been analyzed along with four different categories of environmental conflict and problems. There are diverse inconsistency and discrepancy between public attitudes and their behaviors. Key policy outputs are reviewed with special emphasis on environmental investment. Several factors that may explain the passive and conservative government move toward environmental protection have been identified. Those include, inactive public pressure on the government and the industry, ineffective mechanism for transforming people's demand into government decision, the ideology of developmentalism in the policymaking circle, weak local politics and administration, and oligopolitic industrial structure.

Abstract:
Energy and environmental policies in Singapore have had two goals — to help the Singapore economy grow, and to keep Singapore clean and green. Energy policies such as development of an energy industry and an energy trading hub have contributed to economic growth and high per capita income, while enhancing energy security. There has been clear success toward achieving water self-sufficiency while providing water for all, and Singapore has become a global leader in the development and commercialization of water reclamation technologies. On the environmental front, indicators such as the share of green space, the ratio of wastes recycled, and decrease in some air pollutants show progress toward being clean and green. Per capita energy consumption has jumped to a high level by international standards, due to industrial structure, but energy efficiency and carbon emissions (per capita and per $ of GDP), have improved.

Mexican environmental policy has received a great deal of criticism but very little analytical attention. In this report the Mexican effort is reevaluated with an emphasis on the technical and structural difficulties that threaten to undermine progress towards the government's stated environmental goals. Some of the key issues identified include the cost and availability of funds to the private sector, the dominance of political over technical priorities, and the weakness of social participation. The report indicates a need for greater attention to the political factors that shape policy choices, particularly if the lessons available from Mexico's experience are to be of use for other developing countries.1
