The development of landscape ecology, advances in computer technologies, the breaking up of Cold War political barriers,UNCED and the subsequent elaboration of public policy networks in resource conservation and sustainable development have combined to provide a new opportunity for sustainable development in a quality environment across the landscape. The challenge will be transformation of environmental and natural resource policies (rules) into landscape-scale management(practices). Successful implementation of these policies through the networks will require three conditions: the policies must meet well-known and accepted criteria; they must have the full force of law; and they must have a sound ethical foundation. These conditions being met, landscape-scale management can become a reality; the transition from environmental rule to landscape management practice can be complete.

Abstract Background: Monetized environmental health impact assessments help to better evaluate the environmental burden of a wide range of economic activities. Apart from the limitations and uncertainties in physical and biological science used in such assessments, assumptions taken from economic valuation may also substantially influence subsequent policy-making considerations. Aim: This study attempts to demonstrate the impact of normative policy assumptions on quantified external costs using a case study of recently discussed variants of future coal mining and use of extracted coal in electricity and heat generation in the Czech Republic. Methods: A bottom-up impact-pathway approach is used for quantification of external costs. Several policy perspectives are elaborated for aggregating impacts that differ in geographic coverage and in how valuation of quantified impacts is adjusted in a particular perspective. Results: We find that the fraction of monetized external impacts taken into policy-making considerations may vary according to choice of decision perspective up to a factor of 10. Conclusion: At present there are virtually no hard rules for defining geographical boundaries or adjusting values for a summation of monetized environmental impacts. We, however, stress that any rigorous external cost assessment should, for instance in a separate calculation, take account of impacts occurring beyond country borders.

Abstract:
This article deals with the challenge of approaching decision-making processes through strategic environmental assessment (SEA). It is argued that the interaction between policy-making and planning in strategic decision-making processes is a neglected reason for problems with applying SEA, as legislation and guidance on SEA primarily approach either the policy or plan level. To substantiate the argument, the extent of interaction is empirically investigated. Four contemporary decision-making processes in the Danish energy sector are mapped as a series of choices. Fundamental changes with considerable environmental impacts are decided these years, often without preceding SEA processes. The mapping shows a profound interaction between policy-making and planning. In this interaction, public consultation, systematic environmental analyses, and transparency on alternatives are primarily related to choices of planning character. The findings lead to a discussion of the existing SEA guidance that is challenged in terms of adequacy of the guidance to approach the interaction.

Abstract:
This study explores the potential of stakeholder dynamics as they affect policy learning among government administrators in Kazakhstan, particularly in the case of the implementation of the Concept of Transition of Kazakhstan to a “Green Economy” (The Concept). While the Concept represents a commitment to strengthening environmental protection and policymaking in the country, the nine years since its adoption have revealed certain deficiencies. Based on field research conducted between May 2020 and September 2021, I have found that stakeholders in advocacy coalitions hold different views on the implementation of the Concept. One example of the many barriers to realizing the “green economy” goals is related to economic performance, which benefits from hydrocarbon and fossil fuel development. My research illustrates that the government has not emphasized collaboration with non-governmental stakeholders within its efforts to realize a Green Economy policy.
