Abstract:
This dissertation studies the policy process which produced and implemented the Integrated Pollution Control (IPC) system in 1990, administered by Her Majesty's Inspectorate of Pollution (HMIP). It assesses how IPC was implemented in terms of setting pollution control standards, hQWIPC compares with the air pollution regime it replaced, and in terms of IPC's policy output. Policy network concepts are used to analyse the networks of interaction between policy actors as they seek to influence the policy process. The research involved interviews with these policy actors, plus analysis of relevant documentation - including a content analysis of the new IPC public register. The analysis is presented historically, beginning with the policy network of regulator and industry which negotiated air pollution controls. Public interest groups criticised this regime in the early 1970s for the informal, consensual, and confidential way it set and enforced air pollution standards. During the 1980s, European legislation put pressure upon domestic pollution control practice. Industry began lobbying for improvements to the flexible British regime as a bulwark against European formalism. Several factors led to HMJP's creation and IPC introduction, including European and industrial pressures, but also a belief by government that change had deregulatory potential. Regulatory procedures under IPC are more transparent and formal. However, standard setting was at HMIP's discretion, to be exercised during IPC implementation. HMIP initially intended to break from the past and do this at arms'length from industry. Analysis of this implementation stage uses the organic chemicals sector for case study. It explains why IPC has suffered an 'implementation deficit' compared to HMIP's initial intentions. Moreover, improvements to industrial pollution control are negotiated in a policy network similar to its air pollution predecessor. It is argued that within the formal legal framework, persists an infonnal, consensual, and somewhat opaque pollution regime.

Pollution control regulations directed at the land-based factories of the Southern African fish processing industry do not appear to promote the required level of investment in pollution control systems. Two self-administered mail-questionnaires comprising undisguised fixed-alternative and open-ended questions were constructed to survey the opinions and viewpoints of a census consisting of twenty-seven senior managers responsible for making pollution control investments in the demersal and pelagic sectors of the fish processing industry. The first questionnaire was directed at establishing the relative importance of factors that influence waste and pollution control investment decisions as well as the perceptions and preferences of managers with regard to various pollution control policy options. Descriptive statistics such as the modal class were used to summarize the distribution of opinions and viewpoints within the research population. Rank ordered preference data was analyzed using a multidimensional unfolding computer algorithm. This structural multivariate statistical method is a special case of non-metric multidimensional scaling that generates perceptual maps which can aid in the discovery of the hidden structure underlying multidimensional decisions. Investments in waste and pollution control do not appear to have a high priority when compared to other strategic investments that the fish processing industry managers may make. The relative importance of factors that could influence the managers of the industry to invest in waste control equipment appear to be determined by the perceived financial returns that can be expected from such investments. Findings suggest that pollution control legislation is rendered ineffective due to inadequate enforcement. However, it appears that existing legislation needs to be rationalized in order to facilitate compliance. The most favoured pollution control instruments were those that lowered the cost of legally mandated expenses such as subsidies and income tax allowances. These were followed by permit systems which specified the allowable characteristics of discharges while allowing individual companies freedom of choice as to the method of achieving compliance. The second questionnaire was used to verify the researcher's interpretation of the findings and preliminary conclusions drawn from the replies to the first questionnaire.

Abstract:
The concept of “Environmental authoritarian” becomes the focus of discussion in the academic field of environmental politics since it has limited observations. In the recent years, the severe air pollute issue is considered as a threat by both citizens and authorities in China. Along with the more stricter environmental protection laws being issued, even the measures of the factory closings and coal ban seems to become acceptable as the population  have suffered in the heavy smog for years. Does this led to the rise of “environmental authoritarian” in China?  Taking this as a heuristic point, I observe the positions of various stakeholders in the environmental governance as well as present the findings from research on the implementation and enforcement of air pollution controls measures in Jing-Jin-Ji region. I offer a critical examination of “environmental authoritarian”, especially the levels of public participation at the policy process. After to do the research, the key funding is that the concept of “Environmental authoritarian” is too simplified, it cannot cover the complex and detailed environmental governance at local empirical cases.

Abstract:
Public concern over the state of the environment has grown over the past decade. All indications are that this concern will continue to influence policy making into the foreseeable future. Road transport is seen as the major contributor to environmental degradation. Transportation planners around the world face the question: cleaner air and/or faster commutes? While individual vehicles can be made more environmentally friendly, the sheer scale of growth in world-wide vehicle numbers is projected to cause significant environmental degradation in the longer run, and in the absence of newer and stricter polices. It is a challenge for governments to find policies that ensure congestion-free metropolitan areas while guaranteeing both critical environmental quality levels and a sufficient infrastructure access to all groups involved. The objective of the dissertation is to provide a mathematical framework to study transportation policy models for the purpose of controlling congestion and pollution. Towards this objective. a series of transportation policy models are developed to study travel behavior and to quantity the reductions in congestion and automobile emissions. The dissertation begins with a brief historical overview of some of the pioneering works in urban transportation economics and later presents the theoretical foundation for the transportation policy models developed. The dissertation introduces single modal and multimodal transportation network policy models that accomplish road pricing with the imposition of goal targets on link loads. as well as, integrated traffic equilibrium models with marketable mobile emission permits. Furthermore, equilibrium conditions are derived for each model, and both qualitative analysis and computational procedures are studied. Finally, the dissertation concludes with a comparative study of the relationship between regulatory pricing models and marketable emission permit transportation models and a discussion on key factors that influence implementation of the proposed policy models. The framework of variational inequalities has been utilized in our dissertation, because it is ideal for equilibrium systems. With the addition of pricing policy interventions and the integration of marketable mobile emission permits, traffic equilibrium models become extremely complex. Consequently, the computation of the equilibrium is made more difficult. However, it is shown in the dissertation that in addition to pricing interventions and the integration of a marketable emission permit system that it is possible to incorporate multiple modes of transport and even to handle the issue of noncompliance, using the framework of variational inequalities.

This study discusses the implementation of environmental policies for water pollution control of Feng Shan River, Kaohsiung County from the following aspects: Why the leather industry would rather evade inspection by draining waste water stealthily than observe the water pollution control regulations; how the lobby of the people’s representatives exert influences on the water pollution control of Feng Shan River; how should the Environmental Protection Bureau (EPB) cope with the water pollution. The water pollution control involves the cooperation of different departments. In terms of management and implementation policies, the executives of higher level should give incentives to their subordinates and provide them with opportunities to express their opinions about policies. By so doing, the subordinates would make a concerted effort to carry out the policies. This study finds that the Environmental Protection Bureau of Kaohsiung County has tried its best to crack down on the law breaking behavior of leather factories. This not only helps reduce the drainage of waste water by the leather factories, but also remarkably improves the water quality of Feng Shan River. However, the law breaking behavior sometimes happens due to ignorance and negligence. To solve this problem, the EPB is advised to provide proper guidance and assistance to those factories. If they violate regulations frequently, this study suggests that the EPB may order them to suspend production or even close factories. Through interviews with the staff of leather factories and officials, this study draws the following conclusions: 1. The Environmental Protection Bureau of Kaohsiung County should enhance inspection and punishment of unlawful leather factories. 2. The executives of higher level should give support to the inspection personnel for their correct enforcement of law. 3. To maintain the executive-legislative relation, the government should draw up game rules to regulate the lobbying of people’s representatives. 4. The administrative control over and the administrative guidance to the leather industry should be enhanced continuously, so as to make the leather industry obey the laws. Moreover, the public should also show their concern about Feng Shan River through prosecutions and petitions. In this way, the water quality of Feng Shan River will be improved .

What role do individual member states play in the continuing development of European Union (EU) environmental policy? Are they capable of successful intervention in the process of joint rule making to maintain their preferred national policies? On the basis of a detailed analysis of EU environmental pollution control measures adopted in the period 1972-86, some observers have argued forcefully that the United Kingdom (UK) Government successfully defended its sovereignty by systematically manipulating national and European political arenas in order to maintain its pre-existing policies. However, when other aspects of EU environmental policy are analysed over the full policy cycle, the extent of national control appears much more circumscribed. A comparison of UK Government aims with long-term political outcomes in the sphere of EU biodiversity policy (c.1970-2000) reveals evidence of firm state control in the short-term, but significant unintended consequences in the medium to long-term. These findings raise doubts about the explanatory power of intergovernmental accounts of EU environmental policy making.

This study emanates from the worldwide issue of climate change, as well as the need for all nations to make an effort to reduce their carbon emissions and move towards greener economies. It delves into South Africa's current command-and-control environmental enforcement regime and highlights the pitfalls that allow major air polluters to avoid sanction of any form in many instances. This poor environmental enforcement and compliance effectively means that South Africa is unlikely to be capable of meeting targets set under international agreements. The study confirms that environmental enforcement is inadequately addressed in South Africa. This is attributable to the inherent shortcomings of command-and-control approaches, including that they are inflexible and offer few incentives for firms to modify behaviour to reduce emissions. Poor enforcement of environmental legislation results in negative externalities caused by air pollution being borne by people who did not create such pollution. The study therefore advocates the use of market-based mechanisms as an alternative to traditional command-and-control approaches to environmental enforcement. In light of the South African government's recent publication of the Draft Carbon Tax Bill, carbon taxes as a subset of market-based environmental enforcement mechanisms have the potential to better enforce the polluter pays principle. Mexico, arguably the most forward-thinking developing nation in terms of climate change mitigation, has taken numerous steps towards meeting international commitments, including the implementation of a carbon tax. While South Africa's proposed carbon tax does differ from Mexico's in some respects, the basic premise remains the same and some comparisons can be made in this regard, with accompanying lessons to be learned. Such lessons include that it is imperative that the carbon tax must be set at a high enough rate to meet international commitments whilst at the same time avoiding adverse economic effects, maintaining social welfare and stabilising economic output levels. The proposed carbon tax, while unable to achieve this on its own, is a good place to start and should be utilised in conjunction with the Draft Climate Change Bill to effectively and efficaciously bring about the required change. The proposed carbon tax undoubtedly has the potential to better hold major air polluters responsible for their CO2 and other GHG emissions.
