Abstract:
As a signatory to Agenda 21, the Rio Declaration on Environment and Development, the 2030 Agenda for Sustainable Development (including the Sustainable Development Goals) and the Convention on Biological Diversity, Australia has an international obligation to ensure sustainable development. Biodiversity offsets are one tool used by Australian regulators to allow development to continue, whilst ensuring international obligations for sustainable development are met. In this study, legislation, policy and published guidelines for the Australian Commonwealth, states and territories were analysed to determine if the application of biodiversity offsets was consistent with the principles of sustainable development (environmentally, socially, economically) and if the allowance of biodiversity offsets in different jurisdictions created gaps in biodiversity and environmental protection across Australia. Regulation of biodiversity offsets was found to be inconsistent between the Commonwealth and the states and territories, with most jurisdictions having less than 50% similarity. This inconsistency in offset policy and legislation between jurisdictions could lead to loss of biodiversity. Additionally, jurisdictions did not adequately consider the social and economic aspects of sustainability in relation to biodiversity offsets, meaning that, through the allowance of biodiversity offsets, Australia may not be meeting their international obligations related to sustainable development. Further legislative development for biodiversity offsets is required in Australia to improve environmental protection and to adequately consider all aspects of sustainability. The Council of Australian Governments is a mechanism that could be used to ensure all jurisdictions consider the aspects of sustainability consistently in relation to biodiversity offsets.

Abstract:This paper aims to explain why South Australian agricultural land use is focused on continually increasing productivity, when the majority of produce is exported, at the long-term expense of agriculturally-based communities and the environment. A historical analysis of literature relevant to the agricultural development of South Australia is used chronologically to report aspects of the industry that continue to cause concerns in the present day. The historically dominant capitalist socio-economic system and ‘anthropocentric’ world views of farmers, politicians, and key stakeholders have resulted in detrimental social, environmental and political outcomes. Although recognition of the environmental impacts of agricultural land use has increased dramatically since the 1980s, conventional productivist, export oriented farming still dominates the South Australian landscape. A combination of market oriented initiatives and concerned producers are, however, contributing to increasing the recognition of the environmental and social outcomes of agricultural practice and it is argued here that South Australia has the opportunity to value multifunctional land use more explicitly via innovative policy.

Plant invasions of natural systems threaten biodiversity and ecosystem processes across many biomes. Historically most plant invasions have been facilitated by human activities such as industry, transport and landscape modification. Consequently, both causes and management of weed invasion are dependent on human behaviour and management advice provided by ecologists needs to take account of this fact. This paper assesses current environmental weed control policy in Australia and asks: are government, land managers and the scientific community using available social levers to achieve optimal weed management? We do this by comparing aspects of weed policy with a generalized natural resource policy framework. Adequacy of issue characterization and policy framing are discussed with particular reference to public perceptions of the weed problem, policy scaling and defining policy principles and goals. The implementation of policy Instruments, including regulation, VOluntary incentives, education, Information, motivational instruments, property-right instruments and pricing mechanisms are reviewed. Limitations of current instruments and potential options to improve instrument effectiveness are discussed. Funding arrangements for environmental weed control are also reported: environmental weed invasion generally represents an external cost to economic markets which has resulted in relatively low funding levels for control operations. Finally, review and monitoring procedures in weed programmes and policy are addressed. Rigorous monitoring systems are important in effective, adaptive weed management where control techniques are continually refined to improve ecological outcomes. The utility of maintaining links between project outcomes and policy inputs along with methods of implementing appropriate monitoring are discussed.

Purpose – The purpose of this paper is to investigate the implementation of corporate social responsibility (CSR) related activities in small to medium sized construction enterprises within Australia. Reasons behind the implementation level are also evaluated. Design/methodology/approach – Quantitative and qualitative company level data from 28 Australian small to medium sized construction enterprises were collected using an in-depth questionnaire. Levels of CSR implementation in three aspects, namely, environmental, social and ethical, were measured. Each aspect was broken down into sub-areas and implementation scores were aggregated and normalised. Awareness level and concern for economic aspect, the two hypothesised reasons for level of implementation, were also measured. Non-parametric correlation analyses were used to examine the hypotheses. Findings – The findings suggest small to medium-sized enterprises (SMEs) incorporate some aspects of CSR into their business activities even though they do not refer to the practices as CSR, as none of them have a formal CSR policy in place. Most SMEs in the construction industry implement ethical and economic aspect of CSR; however implementation across environmental and social issues is limited. Non-parametric correlation analyses show that higher awareness of CSR issues leads to higher levels of implementation and that concern about economic aspect is not a reason why CSR is not implemented into business practices. Research limitations/implications – Everett Rogers’ diffusion paradigm can also be applied to CSR implementation, but more research works are required to theoretically and empirically examine the relationships between CSR implementation and economic aspect. Originality/value – It is apparent that there is a significant gap in the research regarding Australian SMEs and sustainability issues as the majority of the literature is focused upon large organisations even though the approaches taken by SMEs towards CSR are very different to those of large corporations. The SME business sector is a significant sector in terms of its environmental, economic and social impacts. Hence recognition of this sector is growing and is now becoming the focus of an agenda to promote the implementation of CSR practices in SMEs. This paper aims to provide useful and detailed information to add to what is currently an underdeveloped body of knowledge in this area.

Purpose Higher education institutions are regarded as forerunners and pioneers of sustainability. However, it is to question whether they actually fulfill their role model function. This paper aims to reveal whether selected universities in Australia and Austria meet the reporting expectations about their activities on sustainability in very heterogeneous environments. Design/methodology/approach Annual reports of selected universities in Australia and Austria are screened by the qualitative text analysis suggested by Mayring to identify their information policy on sustainability. Following the standard definitions, sustainability comprises economic, environmental and social aspects as main categories, which are supplemented further by specifically adapted eight subcategories. Findings The results reveal that the universities concentrate on economic information, preferably on accounting, whereas social aspects are of second importance. Environmental activities that essentially shape the image of sustainability for the majority of the stakeholders are mostly unattended. Research limitations/implications For further research, the authors suggest analyzing the reports of additional countries to get a bigger picture on the role of sustainability information in university reporting. Possible limitations are because of language use and time requirements, as each report must be encoded manually. Practical implications The results reveal the gaps that standard setters should fill by enforcing sustainability content in universities’ reports. Originality/value This paper is the first to analyze the annual reports of international universities in respect to sustainability. Hereby, we further fill a gap by applying a qualitative text analysis on the basis of individually derived categories to reveal the sustainability aspects more precisely.

Dairy cows are able to convert fibrous materials, such as grass, roughage, and by-products from the food industry, into milk and meat, which justifies their role in food production. However, modern dairy farming is associated with major sustainability challenges, including greenhouse gas emissions. In order to develop sustainable future production, it is important to implement existing knowledge and fill knowledge gaps. The aim of this study was to systematically map the scientific literature on environmental, economic, and social sustainability at farm level in dairy farming. Literature published between January 2000 and March 2020 and with the geographical focus on Europe, North America, and Australia–New Zealand was included. In total, the literature search resulted in 169 hits, but after removing duplicates and papers outside the study scope only 35 papers remained. Of these, only 11 dealt with the three dimensions of sustainability, and several of these only mentioned one or two of the dimensions or set them in relation to that/those actually studied. Overall, the selected literature did not clearly explain how aspects of sustainability are interlinked, so possible negative or positive interactions between different aspects of sustainability dimensions remain unidentified.

Dryland salinity, resulting from extensive land clearing, has been increasingly recognised as a serious environmental and economic problem in Western Australia. Policy initiatives at the state and national level in Australia have attempted to influence farmers' choices of land management practices to reduce the threat of salinity. This study examines, for a particular catchment, what farmers' salinity management practices have been and are likely to be, how farmers view the salinity problem and its recommended treatments, and farmers' perceptions of why the salinity problem continues to worsen. We found that the farmers had high levels of knowledge about salinity and its treatment, although their perceptions appeared to be overly optimistic on a number of aspects of the problem. As a group they were highly uncertain about its extent and the rate of worsening, and they highlighted the complexity, modest effectiveness and relatively poor economic performance of available treatment options. It appears that the scale of salinity prevention practices in the catchment is insufficient for preventing ongoing increases in the area of saline land.

We systematically mapped the scientific literature on the sustainability of pig production at farm-level. Sustainability was considered holistically, covering its economic, environmental, and social dimensions, each consisting of a broad range of different aspects that may contradict or reinforce each other. Literature published between January 2000 and March 2020 with a geographical focus on Europe, North America, Australia, and New Zealand was included. A standard template with predefined keywords was used to summarise aspects of each sustainability dimension covered in identified papers. We found that papers analysing environmental sustainability were more frequent than papers analysing economic or social sustainability. However, there are many different aspects within each dimension of sustainability, hampering comparisons between studies. In addition, each dimension of sustainability has many sides, making it difficult to compare different studies, and different dimensions and aspects may have complex interrelations. Our systematic literature review revealed that these interrelations are not well understood and that possible trade-offs or synergies between different aspects of sustainability dimensions remain unidentified. This systematic mapping of the current literature on farm-level sustainability in pig production can support a more informed discussion on knowledge gaps and help prioritise future research at farm-level to enhance sustainability in pig production.

The socio-cultural context of populations has a significant effect on health outcomes across every stage of life. In Australia, South Asian migrants have a comparatively higher incidence of chronic disease and less use of health services. Often overlooked are community views of health, cultural traits and belief systems. This study aimed to explore the factors that influence health perception and practice of South Asian migrants. The study used a mixed method approach with both a survey and interviews. A total of 62 participants between the age of 18 and 64 years were surveyed and 14 participants completed interviews. Data were analysed descriptively and thematically. South Asians share a common perception and practice around health and illness. This paper highlights two key findings. First, these groups take a broad view of health encompassing physical, mental, emotional, social and economic aspects of life. Second, these cultural groups do not seek medical help as their first choice, but have a high level of trust in family for providing health advice and share a belief in the effectiveness of home remedies for managing health conditions. Participants shared their expectation that the Australian health system should consider their socio-cultural construct to make services culturally safe and engaging to enhance service utilisation.

Abstract:
[Truncated abstract] The salinisation of agricultural land, urban infrastructure and natural habitat is a serious and increasing problem in southern Australia. Government funding has been allocated to the problem to attempt to reduce substantial costs associated with degradation of agricultural and non-agricultural assets. Nevertheless, Government funding has been small relative to the size of the problem and therefore expenditure needs to be carefully targeted to interventions that will achieve the greatest net benefits. For intervention to be justified, the level of salinity resulting from private landholder decisions must exceed the level that is optimal from the point of view of society as a whole, and the costs of government intervention must be less than the benefits gained by society. This study aims to identify situations when government intervention is justified to manage dryland salinity that threatens to affect road infrastructure (a public asset). A key gap in the environmental economics literature is research that considers dryland salinity as a pollution that has off-site impacts on public assets. This research developed two hydrological/economic models to achieve this objective. The first was a simple economic model representing external costs from dryland salinity. This model was used to identify those variables that have the biggest impact on the net-benefits possible from government intervention. The second model was a combined hydro/economic model that represents the external costs from dryland salinity on road infrastructure. The hydrological component of the model applied the method of metamodelling to simplify a complex, simulation model to equations that could be easily included in the economic model. The key variables that have the biggest impact on net-benefits of dryland salinity mitigation were the value of the off-site asset and the time lag before the onset of dryland salinity in the absence of intervention. ... In the case study of dryland salinity management in the Date Creek subcatchment of Western Australia, the economics of vegetation-based and engineering strategies were investigated for road infrastructure. In general, the engineering strategies were more economically beneficial than vegetation-based strategies. In the case-study catchment, the cost of dryland salinity affecting roads was low relative to the cost to agricultural land. Nevertheless, some additional change in land management to reduce impacts on roads (beyond the changes justified by agricultural land alone) was found to be optimal in some cases. Reinforcing the results from the simple model, a key factor influencing the economics of dryland salinity management was the urgency of the problem. If costs from dryland salinity were not expected to occur until 30 years or more, the optimal response in the short-term was to do nothing. Overall, the study highlights the need for governments to undertake comprehensive and case-specific analysis before committing resources to the management of dryland salinity affecting roads. There were many scenarios in the modelling analysis where the benefits of interventions would not be sufficient to justify action.

Abstract:
This dissertation closely examines the merits, weaknesses, and potential of decentralized environmental regulation. I examine three areas of particular concern in the structure of environmental regulation. In the first chapter, I examine how information problems resulting from incorrectly specified atmospheric models are likely to affect economic efficiency in a permit market. While permit markets have been heralded as a promising solution for controlling environmentally damaging emissions, there is no formal research linking the atmospheric model, which directly affects permit prices, with economic outcomes. In the chapter, I develop a generalized theoretical model that demonstrates the problems that are likely to arise when there is uncertainty in the underlying atmospheric parameter estimates. As it turns out, permit markets operating with incorrectly specified atmospheric models may result in large losses in economic efficiency, even if the permit market is operating ideally in an economic sense. The second chapter analyzes a much broader issue, that of state versus federal environmental regulation. The chapter focuses on the methods used by states attempting to control interstate water pollution in the Ohio Valley in the early 1900s. The time period was chosen to predate federal intervention into environmental regulation and, hence, allows for a clean test of how states might be expected to address difficult pollution problems under a system of state regulation. Using a simple game theoretic model, the paper explores interstate water pollution control compacts and their uses in addressing interstate water pollution. I find that states were able to overcome significant bargaining difficulties in formulating the compacts, which ultimately led to effective control of interstate water pollution. The final chapter focuses on voluntary overcompliance by firms facing environmental standards. The paper models environmental regulation according to the EPA's Best Available Control Technology (BACT). The model predicts voluntary overcompliance by firms as they attempt to raise the (endogenous) environmental standard and, in the process, raise their rivals' costs. The paper also demonstrates the merits of nonuniform environmental standards. In attempting to elicit efficient levels of R&D investment, the regulatory authority may discourage socially wasteful overinvestment in pollution technology through the use of nonuniform standards.

Abstract:
We develop a dynamic model that explicitly considers the trans-boundary pollution problem between two asymmetric countries. We found that the countries will enjoy higher long run growth rates and a higher environmental quality when they coordinate their environmental policies. Furthermore, the two countries suffer more heavily not cooperating with each other when their attitudes towards a cleaner environment differ greatly. The implication is that despite the inherent differences in their development level and in their environmental attitudes, developed and developing countries are strongly encouraged to cooperate environmentally. In the second part of the thesis, we turn the focus to the role of international trade in relation to economic growth and the environment. We found that the long run growth rates of the countries are lower when they engage in international trade, no matter whether the environmental externality is internalised or not. The impact of trade on welfare however is ambiguous.

AbstractWicked problems are shaped through complex system dynamics and involve multiple stakeholders. Public concern about wicked problems is often generated through crises that provoke awareness and intensify a wide sense of urgency. This chapter outlines some key aspects of crises that affect how wicked problems are perceived, debated and managed. Importantly, some ‘creeping’ crises develop gradually over an extended period with slow cumulative impacts, and there is uncertainty about when to accord them high priority. Other crises are immediate and fast-moving, giving rise to general acceptance of the need for rapid responses. In many cases, there will be serious disagreements about policy responses, owing to the complexity of causal factors and the diversity of stakeholder values and opinions. Some crisis-induced challenges can be well managed in the short term, leading to a return towards ‘normal’ life, but most responses do not explicitly tackle the complex underlying causes that generate the crises. Finally, it is suggested that the governance of wicked problems is less about designing elegant science-based solutions and more about implementing ‘coping’ strategies, which manage uncertainties, strengthen community capabilities and build resilience across all sectors—social, economic and environmental.

Abstract Animal breeding for welfare and sustainability requires improving and optimizing environmental impact, productivity, robustness and welfare. Breeding is a long-term exercise at the start of the food chain with permanent cumulative outcomes, disseminated widely. This chapter explains, with a focus on poultry, breeding programme design and how broadening breeding goals and managing trait antagonism results in balanced breeding and more robust animal populations. Breeding progress in skeleton and skin health, physiology and body composition, and behaviour are addressed. The economic impact of welfare and environmental improvements is worked out, and the ethical and societal aspects of genetic improvement are put into perspective. The consideration of feedbacks of all stakeholders, including customers and the wider society, is crucial. For each crossbreed, breeders will continue to improve overall welfare, health, productivity and environmental impact, but between the crossbreeds there will be clear differences answering specific demands of concepts and brands.

AbstractPart of the rationale behind the introduction of the term cisgenesis was the expectation that due to the “more natural” character of the genetic modification, cisgenic plants would be socially more acceptable than transgenic ones. This chapter assesses whether this expectation was justified. It thereby addresses three arenas of social acceptability: public perception, consumer preferences, and legal regulation. Discussing and comparing recent studies from four geographical areas across the globe—Europe, North America, Japan, and Australia and New Zealand—the chapter shows that the expectation was justified, and that cisgenic plants are treated as being more acceptable than other forms of genetic modification. Yet, there are considerable differences across the three arenas of social acceptability. In Australia, Canada, and the United States of America, the legal regulation of cisgenic plants is less restrictive than in Europe, Japan, and New Zealand. Also, the public perceptions are rather diverse across these countries, as are the factors that are deemed most influential in informing public opinion and consumer decisions. While people in North America appear to be most interested in individual benefits of the products (improved quality, health aspects), Europeans are more likely to accept cisgenic plants and derived products if they have a proven environmental benefit. In New Zealand, in contrast, the potential impact of cisgenic plants on other, more or less related markets, like meat export and tourism, is heavily debated. We conclude with some remarks about a possible new arrangement between science and policy that may come about with a new, or homogenized, international regulatory regime.

AbstractThe increasing pressure on land coming from the raising needs of a fast-growing population puts public and private landowners and decision makers in front of difficult choices concerning the best use of limited land resources. On one hand, agricultural land and grassland need to be used to support human food requirements. On the other hand, these land uses create trade-offs with other ecosystem functions, assets and services, such as ecological connectivity, biodiversity and natural habitat maintenance. In this paper a prototype web-based dashboard is presented, that aims at allowing a fully-fledged calculation of the economic and environmental trade-offs between different land uses of any land patch (excluding urban areas and infrastructures) and in the Grand Duchy of Luxembourg. An agent-based model (ABM) coupled with life-cycle assessment (LCA) runs on the background of the dashboard. The coupled model allows the simulation of the farm business and the calculation of the revenues made by farmers in every land patch under different farm management scenarios. Crossing the information coming from the model with other tools would also allow to integrate local environmental trade-offs, such as degradation of local habitats or ecological connectivity, and not only global ones defined in a non-spatialized way. The dashboard has a potentially high value to inform policy, strategies, or specific actions (e.g., environmental stewardship programs that integrate economic convenience as a condition) and has the necessary flexibility to integrate new aspects related to territorial analyses as they become available.

Fifteen years later, B Lab and the B Corp movement are considered relevant actors in the purpose ecosystem, which are actively creating favorable framings, systems, policy change, and infrastructures to support the development of purpose-driven businesses. B Lab considers that businesses can act as a starting point to catalyze systemic change, given their direct relationship with multiple stakeholders within the economic system and society at large in order. This chapter presents B Lab’s theory of change and how it is developing its corresponding global strategies in practice.

AbstractTrade is an integral part of our food systems. It connects people at all stages of agricultural and food value chains, linking farmers with consumers across the world. It also links nations to each other, and thus scales up from the domestic to the global perspective. By moving food from surplus to deficit regions, trade promotes food security, the diversity of foods available, and can affect preferences and diets. Trade impacts food prices and the allocation of resources, and thus is inherent to economic growth and interacts with the environment. At the same time, trade can create both winners and losers, resulting in inequality, and can generate negative social and environmental outcomes. This chapter provides an overview of the current debate around trade in food and agriculture and illustrates the role that trade can play within food systems in balancing different dimensions of sustainability. While trade openness is generally conducive to food security and promotes economic growth, formulating trade policies to achieve multiple targets, including environmental, nutritional and social objectives, requires careful analysis. Trade policies may not be the best and most efficient instruments for achieving multiple objectives, and they should be framed by complementary policies targeting specific aspects of sustainability. For example, in addressing climate change, one of today’s most pressing challenges, a combination of food trade and domestic policy instruments can sharpen the adaptation and mitigation roles of trade and significantly contribute to promoting the adoption of climate-smart technologies. In order to effectively design such policies, a better understanding of both the complex linkages between trade and sustainability outcomes and the simultaneous impacts of policy approaches on all parts of the food system will be necessary.

AbstractCOVID-19 has brought to light the multiple cracks in the logistically integrated, financialized and commodity-based capitalist food system. As with other aspects of social life thrown into disruption amid the global health, economic and environmental downturn, the early weeks of the pandemic seemed to offer the hope of transformative possibility, a “portal” towards different food systems. The time seemed ripe for the kinds of radical transitions that social movements and peasants’ organizations have requested for decades: subverting the “conventional” food system without going back to “corporate normality”. However, when the multiple crises are characterized as exceptional rather than structural, a narrative of emergency and urgency is deployed to reinforce the power of the incumbents. The overlap between the pandemic and the climate crisis can be an opportunity, but hardly for peasants and indigenous people. As in Naomi Klein’s Shock Doctrine, corporate actors and billionaire philanthropists are using the rhetoric of urgency to push for changes that reinforce the status quo and do not address the root causes that have brought us here. In order to spark debate and reflections, my contribution engages with one example of ongoing co-optation of the state of climate and sanitary emergency: the 2021 United Nations Food Systems Summit as a new food policy arena where decisions are distanced from peasants, indigenous communities and citizens and put in the hands of corporations, financial investors and billionaire philanthropists.

In geopolitics, the concepts of geography and territory are reduced to the fundamental aspects of relations between States, they serve as a basic method of interpreting the past, they act as the main factors of human existence, organizing all other aspects of existence around them. It is in this perspective that the article examines the attitude to Baikal in the history of the mutually linked foreign policy of Russia and China. It is noted that the Mongols and Manchus, who once conquered China, not only found themselves largely assimilated by the defeated society, but over time, a large part of their ancestral territories began to be perceived as native Chinese. Far from being justified, this also applied to Baikal, although the Yakut etymology of its name, associated with the ethnic ancestors of the Yakuts — the Huns, has been clearly traced since ancient times. Since ancient times, Buryats and Evenks who voluntarily became part of Russia have lived around Baikal. Modern development is characterized by the “penetration” of the Chinese into the business of Asian Russia. In the Baikal region, this focus has basically three goals: forest, clean water, and ownership of land and other natural resources. In a special row, it is necessary to put projects for supplying the population of some Chinese territories with Baikal water, which is planned to be transported both in bottled form and in the future through pipes.

Applying governance process cycle steps model (5P model), the study focuses on the national environmental investment governance process by structuring and characterizing, particularly, investment planning process, including the integrative in-depth analysis of investment thematic content and framework (inextricably linked to the sectorial needs). Investment allocation is the governance instrument to be especially emphasized as being also necessary for the eventual implementation of all other governance instruments (such as infrastructure or communication ones), which all need financial support for their development, implementation or innovation. The study includes the investment instrument selection analysis at the policy planning stage for the most efficient investment and all sectorial policies implementation in order to reach the defined environmental governance goals. The study is practice-based research with elements of the participatory action research. Study is currently also topical since national investment planning process and final document is in the development process, detecting the main fields of investment in Latvia for the next 8 years. The structure and specifics of the planning stages of environmental investment governance process were identified along with related deficiencies and improvement needs, and, there were developed structured decision-making frame recommendation, based on the three main factors and subsequent set of complementary aspects identified as necessary required assistance to decide on the investment allocations.

The agricultural operations in India are suffering from a serious problem of shortage of electrical power on one side and economic and effective disposal of agriwaste stuff on the other. India being agriculture based country, 70% of its main income (share in GDP) comes from agriculture sector. Any enhancement of income from this sector is based upon adequate supply of basic inputs in this sector. Regular and adequate power supply is one such input. But, the position of power supply in our country defies both these characteristics. With a major portion of power produced being sent to the industrial and urban consumers, there is a perennial shortage of power in the agriculture sector. Consequently, there is an emergent need to produce more power in order to fulfil the needs of this sector effectively. One way of accomplishing this is setting up captive, preferably rural based, small power generation plants. In these power plants, instead of water-head, diesel oil or coal, we can use agri-residue to produce electricity. One such power plant (1–2 MW capacity) can satisfy the power need of 25 to 40 nearby villages. The agriwaste like rice straw, sugarcane-trash, coir-pith, peanut shells, wheat stalks & straw, cottonseed, stalks and husk, soyabean stalks, maize stalks & cobs, sorghum. Bagasse, wallnut shells, sunflower seeds, shells, hulls and kernels and coconut husk, wastewood and saw dust can be fruitfully utilized in power generation. This stuff is otherwise a waste and liability and consumes a lot of effort on its disposal; in addition to being a fire and health hazard. Agriwaste stuff which at present is available in abundance and prospects of its utilization in producing energy are enormous. This material can be procured at reasonably low rates from the farmers who will thus be benefited economically, apart from being relieved of the responsibility of its disposal. Agri-residue has traditionally been a major source of heat energy in rural areas in India. It is a valuable fuel even in the sub-urban areas. Inspite of rapid increase in the supply of, access lo and use of fossil fuels, agri-residue is likely to continue to play an important role, in the foreseeable future. Therefore, developing and promoting techno-economically-viable technologies to utilize agri-residue efficiently should be a persuit of high priority. Though there is no authentic data available with regard to the exact quantity of agricultural and agro-industrial residues, its rough estimate has been put at about 350 mt per annum. It is also estimated that the total cattle refuse generated is nearly 250 mt per year. Further, nearly 20% of the total land is under forest cover, which produces approximately 50 mt of fuel wood and with associated forest waste of about 5 mt.(1). Taking into account the utilization of even a portion (say 30%) of this agri-residue & agro-industrial waste as well as energy plantation on one million hectare (mha) of wastelands for power generation through bioenergy technologies, a potential of some 18000 MW of power has been estimated. From the foregoing, it is clear that there is an enormous untapped potential for energy generation from agri-residue. What is required is an immediate and urgent intensification of dedicated efforts in this field, with a view to bringing down the unit energy cost and improving efficiency and reliability of agri-waste production, conversion and utilisation, leading to subsequent saving of fossil fuels for other pressing applications. The new initiatives in national energy policy are most urgently needed to accelerate the social and economic development of the rural areas. It demands a substantial increase in production and consumption of energy for productive purposes. Such initiatives are vital for promoting the goals of sustainability. cleaner production and reduction of long-term risks of environmental pollution and consequent adverse climatic changes in future. A much needed significant social, economic and industrial development has yet to take place in large parts of rural India; be it North, West, East or South. It can be well appreciated that a conscious management of agri-residue, which is otherwise a serious liability of the farmer, through its economic conversion into electric power can offer a reasonably viable solution to our developmental needs. This vision will have to be converted into a reality within a decade or so through dedicated and planned R&D work in this area. There is a shimmering promise that the whole process of harvesting, collection, transport and economic processing and utilisation of agri-waste can be made technically and economically more viable in future. Thus, the foregoing paras amply highlight the value of agri-residue as a prospective source of electric power, particularly for supplementing the main grid during the lean supply periods or peak load hours and also for serving the remote areas in the form of stand-alone units giving a boost to decentralised power supply. This approach and option seems to be positive in view of its potential contribution to our economic and social development. No doubt, this initiative needs to be backed and perused rigorously for removing regional imbalances as well as strengthening National economy. This paper reviews the current situation with regards to generation of agriwaste and its prospects of economic conversion into electrical power, technologies presently available for this purpose, and the problems faced in such efforts. It emphasizes the need for an integrated approach to devise ways and means for generating electrical power from agriwaste; keeping in mind the requirements of cleaner production and environmental protection so that the initiative leads to a total solution.

The ‘polluter pays’ principle (PPP) is one of the four tenets of the European Union’s (EU) environmental policy. Where the PPP is successfully applied, the polluter bears the cost of pollution, including the cost of prevention, control, and removal of pollution, as well as the cost it causes for the society and the respective population. The PPP is to discourage polluters from environmental pollution by holding them liable for the pollution by means of having the polluters, and not the taxpayers, bear the remediation cost. This paper juxtaposes the application of the PPP in the case law of the Court of Justice of the European Union and Croatian jurisprudence. Following an overview of the PPP in EU law, the paper briefly reviews two CJEU cases (Van de Walle and Erika) that concern the question of whether liability for incidental pollution is attachable to both the manufacturer of dangerous material and the polluter. Next, the paper examines the application of the PPP in the Croatian judiciary, where – contrary to the EU environmental policy – the remediation cost being borne by the taxpayers is seemingly the norm (especially where the polluter cannot bear the remediation cost due to insolvency).

The objectives of sustainable development in agriculture are emphasizing the worries related to the possibility of ensuring food security at national levels caused by the climate change and agricultural productivity. These worries reflect directly on the international trading partnerships and affect the trading especially with agricultural and food supplies. The current research aims at providing a clear image of the modifications in the trade balance of Romania, recognised mostly as an exporter of raw agricultural products, such as cereals or live animals, at low prices. Romanian agricultural productivity is characterized by an acute weather dependency, due to the low levels of irrigation systems and extensive agricultural systems, combined with extreme heat during summers and low precipitation in winters and springs. Even so, the exports and imports of a country are a key factor in its economic development so they cannot be reduced only to food security and sustainability aspects. In this context, a clear image of Romania’s trade balance offers some insight for the designing of future policy related both to the possibilities of economic and sustainable development.

The simultaneous expansion of variable renewables and combined heat and power (CHP) plants in Europe has given rise to a discussion about their compatibility. Due to the concurrence of high wind power generation and high heating loads, it has been argued that only the flexible, electricity oriented operation of CHP plants could go along with the extended penetration of renewables in the European energy system. The current work focuses on the wet cycle simulation of a Turbec T-100. Three operational strategies are applied on the heat and electricity demand data of a public building, to assess the economic and environmental performance of the wet cycle. The operation of the mGT is modeled in ASPEN Plus and the model is validated with data found in literature. The economic aspects of the operational strategies are assessed with a financial model, which takes into account the current CHP policy incentives and price levels. Furthermore, the advantages and drawbacks of wet operation are highlighted by its comparison to the typical heat-driven operation of dry-cycle mGTs, with a reference to the same case study. It is shown that the wet cycle turbines have a higher number of full load equivalent operating hours and can achieve higher investment payback, with minor drawbacks to their overall environmental performance.

Abstract:
After World War, the national land planning has taken the highest priority to the economic recovery and the regional development in our country. Especially the enclosed sea area has been utilized for the base of the exportation and importation and the high industrial growth. However, in that process, the environmental policy that was considered all aspects of coastal sea and marine organisms wasn’t enough carried out. In result, since the 1960’s the industrial accumulation and the coastal population explosion caused the pollution problems and the coastal environment problems in the whole country. Particularly overdevelopments of the coastal sea area and coastal line have deteriorated the amenity for human being. This paper makes clear the concept of the ecological development policy for the model of the coastal city, and studies for the ecological development policy of the coastal city on Osaka Bay coastal zone. On the occasion, we have to recognize the aspects of the coastal zone such as the property of the space, which gives new value from exchange and the fusion at the coastal zone, and the importance of desirable ecosystem involved human being.
