Abstract:
Climate change has been a topic of discussion for quite some time now. International Relations Theory, which is widely used to study the politics of the world also has a subfield of Green Theory in IR which concerns itself with world politics in a combination of the environment.This study has been conducted as part of an investigation to study the effects of green theories on green policymaking, specifically in the case of China. For the study, a qualitative study was conducted where trends of environmental governance related results were examined to draw a conclusion to the research questions.This study is in hope to present the case of China which ranks among the most contaminated nation and is also a major contributor to the global environmental crisis of ecological damage. It presents how China has been able to turn the tables and has become a case exemplar instead for the world to follow in environment protection owing to strong laws and implementation by its government.

Abstract:
The development of community health services (CHS), characterised in particular by the emergence of general practitioners and the establishment of community health centres, is one of the top priorities on the policy agenda for urban health reform in China. The primary and secondary levels of hospitals are being urged to change functions, shifting from traditional hospital services to CHS. This study aimed to contribute to the development of training strategies for CHS through documenting the policy, administrative and institutional arrangements of the CHS programs, identifying performance problems, and analysing relevant determinants that underpin the practice and performance of CHS. Document analysis, indepth interview and questionnaire survey were adopted as main methodological approaches. The study was undertaken in Chengdu and Panzhihua, which included observation of 14 community health centres, interview with 23 general practitioners and managers, and a random sample survey among 1041 residents. This study revealed that the top priority of the CHS programs was to try to stay alive through competing with other health institutions for consumers who could afford medical charges and to provide clinical services that would generate good revenues. The accessibility to medical care for the community residents had not been improved significantly. Poor response to local population health issues, inefficient use of resources and poor quality of services were amongst the key performance problems. There was little prospect of the CHS institutions achieving sustainable development. There was a widespread agreement among the CHS managers and practitioners that training is an essential strategy in improving the CHS performance. However, when policy, system, and cultural barriers are not properly addressed, training means little. There were evident organisational failings and lack of inter-governmental collaborations and leaderships in developing CHS. The lack of policy coherence with respect to organisational incentives impeded the achievement of the goals of CHS. There was also a lack of consumer participation and support. These findings have implications for both policy development and training arrangements. The development of CHS needs to be considered as a system change rather than in terms of isolated institutional developments. Training arrangements for CHS need to offer competencies for a wide range of organisations and professionals to enable them to improve their daily works and also to contribute to solving some of the system problems. The training programs developed for governmental officials, hospital and CHS managers, general practitioners, community nurses, public health workers, pharmacists and other CHS practitioners need to be aligned with a unified goal and facilitate the development of the supportive environments and inter-organisational collaborations (partnerships).

Abstract:
Climate change as an impeding catastrophe has prompted heated debates on the sharing of mitigation responsibilities among nation states. How do climate protection norms come about to influence climate policy-making, especially in major greenhouse gases emitters—the European Union and China? This thesis sets out to examine from the economic, strategic and normative perspectives what considerations are underpinning climate policy-making in the world, the EU, and China. A constructivist approach was taken, with a stress on bottom-up normative influence and mutual constitution of the international and local contexts. Building on primary sources from the speech, policy directives and reports by both state and non-state actors and others, analysis was carried out with the assistance of scholarly literature from the field of political economy, international relations and global environmental politic. Energy policy is elucidated to show how climate policy is mainstreamed and how reconciliation is possible among competing considerations. Findings of this thesis indicate that economic competitiveness is the primary consideration factor. While strategic interests often go parallel with economic ones, normative considerations sometimes contradict economic competitiveness in the short-term. It is also found that openness of political system and international status and identity seem to govern the extent of normative influence on climate policy-making. Despite rhetorical commitment, China‘s growth imperative and strong belief in the “common but differentiated responsibilities” present great obstacles to adoption of climate protection norms. In Europe, recession gives rise to a two-fold challenge—to deliver promises of green growth and to prevent erosion of public support for climate actions. Finally, as the thesis strongly recognizes the agency of non-state actors and citizens, it draws a number of implications on how they can influence climate policy-making in Europe and China.

Since the 1970s, the governments in many countries including China have begun to implement systematic environmental policies aimed at curtailing industrial pollution. During the past three decades, the traditional environmental policies have evolved from simple directives regarding emission limitations into comprehensive packages using various market-based economic instruments, such as taxes and emissions trading. However, with the environmental degradation becoming more and more serious, these traditional approaches have become inadequate. Several innovative measures, including voluntary action, collaborations between stakeholders, and dissemination of information regarding industry behavior, have emerged in recent years in many countries. This study explores how these three innovative measures have been implemented in China. The thesis focuses on how these measures have encouraged private corporations in China to improve their environmental practices. Three case studies are conducted to show how these three policies work to overcome the inefficiencies of the traditional policy approaches.
(cont.) This study also examines the limitations inherent in these measures. Corporate collaborations with environmental non-governmental organizations, the International Standards Organization 14000-an environmental management systems certificate program- and the China Environmental Labeling Program, are studied in detail to provide examples of the limitations and what they imply for the future. This study finds that the inherent demands have motivated these enterprises to adopt the innovative measures are different. At the same time, these measures have various levels of effectiveness, challenges and social benefits.

In river basins that cross jurisdictional boundaries, water quality degradation has become a crucial problem and results in intensive competition among water users, especially in developing countries. Under this situation, implementing water quality management and control across jurisdictional boundaries can strengthen watershed pollution controls, and prevent pollution from being passed on and promote active pollution control within the related jurisdictional regions. This study examined the limitations of the current trans-boundary water quality management system in China and reviewed the planning and implementation of two pilot integrated trans-boundary water management systems established in the Jiangsu and Zhejiang provinces. Based on our findings, we proposed a new policy framework for trans-boundary water quality management. As a first step toward integrated watershed management in China, this policy framework can help assess the actual water pollution status of various regions and serve as a basis for an integrated watershed management system. The framework can be easily applied in other countries with trans-boundary water pollution issues, particularly in the context of developing countries.

Abstract:
Reclamation plays an important role in land supply of Hong Kong in various parts of territory to meet the demand for business, housing, infrastructural facilities, and ever increasing populations. Since 1852, Hong Kong has successfully expanded 6,824 hectares of the land since the first reclamation project, with about 6% of land in Hong Kong came from reclamation. Major reclamation projects in Hong Kong included Victoria Harbour Reclamation, Hong Kong International Airport Core Development Programme, and the present largest infrastructural facilities Hong Kong-Zhuhai-Macau Bridge. The government policy for reclamation in the colonial period was regarded as executive-led and lack of public participation. The situation has a significant change after the resumption of sovereignty by China in 1997. Public engagement, such as district forum has been the usual practice for the government to involve the public in reclamation and planning projects. Environmental issues brought by reclamation include the release of contaminants from dredging process, disruption of marine environment and ecosystem, polluting the surrounding water and air, and irreversible damage on the coastline and harbour. The study aims at (1)examining the reason for Hong Kong being so dependent on reclaiming land to increase the land supply for development; and the policy making and implementation process in the Hong Kong Government before and after 1997 in face of the changing political environment;(2) describing the major reclamation projects in the Hong Kong history; (3) studying the environmental impact brought by reclamation in Hong Kong and the related law and governing ordinances; and (4) suggesting alternative ways to increase the land supply in Hong Kong in the near future under the concept of sustainable development. It is concluded that reclamation will still be the easiest option adopted by the government to obtain land resources outside the Victoria Harbour. Community- based urban planning should be continued in land use planning policy for allowing people to engage in the process so that harmonious and sustainability can be achieved.

Abstract:
This dissertation examines the performance of China's pulp and paper industry under environmental regulations, and reflects on the implementation of the regulations, and especially on market-based instruments. The dissertation includes two empirical chapters: one uses a frontier production function model to examine the impact of China's environmental policy on paper mills' environmental as well as efficiency performance; the other derives shadow prices for pollutants for the same group of mills, based on a distance function model, to examine the efficiency performance of current pollution control policy and the degree of regional variation in the policy enforcement. The basic conclusion from the first empirical chapter is that the economic instrument-pollution levy system-can be an effective tool in inducing polluting mills to abate their pollution, and there is no strong evidence that the instrument adversely affected the mills' efficiency performance. The reason that the pollution problem is not lessening over time can be largely attributed to allocative inefficiency and regional disparity in policy enforcement, as is demonstrated by the second empirical chapter. These results should point future policy in the direction of better enforcement and/or the trial of a tradable permit system.

Abstract:

In the international climate change negotiations it has been hard to find a sustainable agreement about how to address the anthropogenic impacts on the climate. This is because the issue is very complicated and comprises many social and economic aspects. Because of the struggling in the international negotiations is it necessary to analyze how the climate change issue is understood in different regions and countries of the world. The purpose of this thesis is to analyse how actors within the climate policy sphere in China frame the climate change issue. In the near future, China will become the world’s largest emitter of carbon dioxide and with a population of 1.3 billion people; China is one of the key countries in the international climate negations. The thesis analyses how two key actor groups - decision makers and scientists connected to the Chinese climate change administration - frame the climate change issue in semi-structured interviews. The respondents frame the climate change issue as a large obstacle for a future Chinese development, both economically and socially. To address climate change in China the respondents think that technology innovations and transfer of technology from the developed countries will be very important. Therefore the respondents think it is vitally important to continue with the international climate negotiations in the future.

Abstract:
This dissertation explores student environmentalism in Beijing, China. It traces students' political norms and values, explains their activism and experience of pollution, and investigates the role of environmental non-governmental organisation (ENGOs) in forming youth environmentalism. To serve these objectives, the work takes forward theories on youth activism and agency and recent debates on environmental health, environmentalism and ENGOs. This study was designed as a qualitative research project based primarily on interviews and complemented by ethnographic methods, content analysis, pictorial evidence and survey results provided by the Jane Goodall Institute China. Research findings and methodology are presented in four papers and a framing document. My work challenges labels of agency and activism as either protest and resistance or 'quiescence' and questions the influence of globalisation on activists' norms and values. I put forward 'fragmented activism' as a new concept to capture the nature of youth environmental activism in Beijing. I contribute to environmental health literature by tracing how young people develop discursive mechanisms to mitigate the fear of air pollution and argue that their response offers invaluable insights into the interplay between space and the body in polluted environments. This thesis further shows that the repertoire of student environmental associations in Beijing represents a type of 'place based environmentalism' (Smith, 2001) but argues that, whilst this may be a contradictory response to contemporary environmental issues, it is not usefully assessed against abstract and normative notions of what environmentalism should be. I also challenge scholarly assessments of ENGO action. By exploring ENGO strategies in China that rely on extant societal and governmental narratives about good citizenship and moral values - instead of radical alternatives to mainstream development models or political processes - I argue for new research paradigms guiding the study of environmental movements.

This thesis explores the environmental and public health damages associated with the informal e-waste recycling industry in China and provides an overview of Chinese policies regulating e-waste. Furthermore, the thesis examines how the United States has contributed to these ecological and human health damages by exporting e-waste to China and failing to regulate the US e-waste recycling industry.
