Abstract:
Instructors, particularly those teaching public policy, often wish to incorporate the development of practical skills into their course assessments. These can range from writing briefs to novel research papers. Instructors also often desire to increase the rigor and utility of these assignments. More often than not, a skill may be developed, but the product is discarded at the end of the course. This article describes the incorporation of writing case studies for Case Studies in the Environment into an upper-level undergraduate course that also included graduate students. Students were required to meet the submission criteria for the journal and were encouraged, but not required, to submit their cases for publication after the course ended. While the course was small, and thus the projects manageable, the following discusses how a team approach could be employed in other classes and how students rose to the occasion in creating potentially publishable work.

BEGRAB_PRO.1 – a mathematical programming model for BEef and GRAssland Biodiversity PRoduction Optimisation – elaborated for analysis of organic suckler cow farms in the Protected Landscape Area White Carpathians, the Czech Republic, is presented and applied to the analysis of jointness between several environmental goods. In this way, the paper complements recent studies on jointness between commodities and non-commodities. If these goods are joint in production, agri-environmental payments must be carefully designed because they do not influence only production of the environmental good they are intended for but also the production of other environmental goods. If jointness is negative, any increase in the payment for an environmental good leads to a decrease in production of other environmental goods.

Abstract:
High-density polyethylene (HDPE) geomembranes have been used for different applications in engineering including sanitation, such as landfills and waste liquid ponds. For these applications, the material can be exposed to aging mechanisms as thermal and chemical degradation, even to UV radiation and biological contact, which can degrade the geomembrane and decrease the material’s durability. This paper aims to present an experimental evaluation of two exhumed HDPE geomembranes, the first was used for 2.75 years in a sewage treatment aeration pond (LTE sample) and another was used for 5.17 years in a municipal landfill leachate pond (LCH sample). Physical and thermal analyses were used such as thermogravimetry (TG), differential thermal analysis (DTA), differential scanning calorimetry (DSC) and dynamic mechanic analysis (DMA). The thermogravimetric analyses showed significant changes in the LCH sample’s thermal decomposition probably caused by the interaction reactions between the polymer and the leachate. For the DSC analyses, the behavior seen in the LTE sample was not observed in the LCH sample. In the DMA analyses, the behavior of the LTE sample storage module shows which LCH sample is less brittle. The LTE sample presented low stress cracking resistance and low tensile elongation at break, following the DMA results.

Abstract:
Training in environmental health (EH) engages and inspires youth to tackle health promotion and policy change. Yet, there is little guidance on how to successfully nurture and sustain youth engagement. This paper compares four case studies of youth engagement to promote EH in rural and urban communities using the Youth Empowerment Solutions (YES!) framework. Of the case studies in rural (Central Appalachia) and urban (Cincinnati, Ohio) communities, two employ citizen science approaches using PhotoVoice and environmental sampling; one engages youth in a science communication camp; and one focuses on policy advocacy. We compare and contrast these case studies using the YES! Critical Components and Empowerment levels. The case studies were discussed at the 2020 Partnerships in Environmental Public Health Meeting, where participants identified challenges and possible solutions for promoting and maintaining authentic youth engagement in EH research and advocacy. Analysis of the case studies indicated that youth engagement activities focusing on the individual were more common than those targeting the organizational setting or the community. Youth demonstrate agency to impact EH issues in their communities by engaging in hands-on opportunities to practice citizen science and advocacy. Overcoming challenges to authentic young engagement is important to sustain this work.

Retrospective, or ex post, analysis of U.S. federal regulation aims to rigorously document regulatory outcomes using cost, benefit, and distributional metrics. This paper presents nine new case studies involving a total of 34 comparisons of ex ante and ex post estimates from a diverse group of environmentally oriented rules. Despite the potential for selection bias and other limitations of the case study approach, the results suggest a slight tendency to overestimate both costs and benefits (or effectiveness) of regulation. This paper considers various analytic issues relevant to developing credible baselines for comparison, and offers policy lessons regarding the design of emissions trading programs along with approaches for incorporating uncertainty into both preregulatory studies and policy designs. Recommendations to facilitate and support future retrospective analyses are also presented.

Abstract:
Is an effective knowledge exchange and cooperation between academic community and practitioners possible? Implementation of e-learning in specialized policy fields pertains to the most challenging priorities of ICTs and software engineering. In multidisciplinary academic areas which combine environmental policy studies with positivist subjects (like environmental issues, forest policy, rural development, Landscape Architecture etc), the using of e-learning system in analyzing policy issues steadily gains in importance and is a method which connects the academic community and the researchers with the practitioners and field experts. Such initiatives incorporate a number of politometrics- relevant algorithms embedded in a context of political geography (i.e. visualized hierarchies in different regionrelated policy issues). This is the case addressed in this paper. The GIS learning management system introduced in this paper is based on certain criteria concerning organizational models and region-specific politico-administrative hierarchies. Scenarios of politico-administrative metadata achieving optimal power synergy are extracted through a sequencing technique, combining vector-algebra software and statistics and can be used for both teaching and research purposes.

Abstract We conducted a meta-synthesis of published qualitative articles to better understand how features and strategies of boundary organizations and spanning processes influence whether environmental science was utilized in politically oriented outcomes. Meta-synthesis is a peer-reviewed research technique which is becoming more prolific as disciplines compare qualitative research studies and generalize qualitative knowledge. In this work, thirty-nine published case studies were analysed through a systematic grounded theory approach and thirty-nine structured interviews were performed with authors to validate the results. Overall, forty-seven boundary spanning variables were evaluated using disaggregated statistics to determine correlation with policy outcomes. Our results develop the possibility that successful boundary spanning linkages may be less about utilizing formal boundary organizations and more about fostering the process through which science and policy are intermingled.

Abstract:
The agriculture sector produces significant amounts of organic residues and the choice of the management strategy of these flows affects the environmental sustainability of the sector. The scientific literature is rich with innovative processes for the production of bio-based products (BBP) from agriculture residues, aimed at the implementation of circular economy principles. Based on literature data, the present paper performed a life cycle assessment and assessed the environmental sustainability of five processes for the exploitation of rice and wheat straw, tomato pomace, and orange peel. The analysis identified as significant issues the high energy demand and the use of high impact organic solvent. The comparison of BBP with conventional products showed higher environmental loads for the innovative processes that used organic residues (except for rice straw case). The obtained results do not want to discourage the circular strategy in the agriculture sector, but rather to draw the attention of all stakeholders to the environmental sustainability aspects, focusing on the necessity to decrease the electricity demand and identify ecological agents to use in BBP manufacturing, in agreement with the most recent European policies.

Voluntary corporate environmental initiatives are any nonstatutory initiatives that aim at improving corporate environmental performance. These types of initiatives have emerged as an important new policy tool for environmental management in North America. The focus of this paper is on the merits and shortcomings of three major categories of voluntary initiative: self-regulation, the voluntary agreement, and the voluntary challenge. Using data collected from eighteen new and two previously documented case studies of voluntary initiatives, the authors present some of the key characteristics of these types of initiatives and speculate on their role in North America's environmental policy regime. Industry respondents in the case studies identified the threat of regulation, public image, financial considerations, and peer pressure as key motivating factors in their decision to participate in a voluntary initiative. From a policy perspective, issues of concern are the effectiveness of nonstatutory initiatives relative to regulations, the degree of flexibility that they offer, and the role of public involvement. It is concluded that considerable research is still needed to confirm the contentions of proponents or opponents of voluntary initiatives.

Abstract:
Regional officials who are dealing with target groups and should cope with real world limits and conflicts heavily influence implementation of agri-environmental policies. This process is not addressed enough to understand what are the concepts behind and potential difficulties when introduced the EU policies. Group of actors is operating and acting to pursue their interest on the regional level usually. Their interactions motivated by particular common interest finally could turn the policy to a failure or to a success. In order to answer some questions regarding implementation process, the case study was prepared in Bílé Karpaty dealing with farming vs. conservation conflict. The aspects of policy agreement were studied and potential changes of policy agreement as a result of the EU policies introduction in the Czech Republic was assessed. Lesson for policy design and management from the case study was expected.
