Abstract:
In Victoria, as in many parts of Australia, there is a mixed understanding of what comprises an Environmental Management System (EMS), particularly among professionals in government and industry and landholders. To help overcome this issue, the Victorian government (then Natural Resources and Environment) and the Victorian Farmers Federation formed a partnership in 2003 to promote EMS adoption and coordinate EMS activity on a statewide basis. The Natural Resources and Environment and Victorian Farmers Federation partnership held a series of 11 workshops for catchment management authority regions across Victoria. The purpose was to seek advice from primary producers and catchment managers about how EMS might realistically be implemented and promoted. This paper explores the issues raised at these workshops and the implications they have for EMS adoption and promotion in Victoria, with regard to: (i) potential benefits of implementing EMS on farms; (ii) potential threats to the implementation of EMS on farms; and (iii) how to get started with EMS. A total of 213 people participated in the workshops including 144 landholders. There were some important regional differences in the response data. Improved community perception was seen as a major benefit of EMS (13% of all responses), as were possible market benefits (12%). The major threats to implementation included perceived ‘regulatory creep’ and suspicion of government (14% of responses) and that EMS was a political instrument (13%). Primary producers and catchment managers thought that building on existing schemes and groups was an ideal way to get started with EMS. These results provide a useful basis for how EMS is promoted in Victoria. Ensuring that EMS is driven by industry without being government-heavy is perceived as very important. Better coordination between stakeholders, the provision of practical EMS products and the use of existing groups is a sensible way forward, but in practice this will be difficult to achieve.

Abstract:
Lake Victoria is the second-largest freshwater lake in the world, with an eco-system critical to 25-30 million inhabitants of Kenya, Uganda, Tanzania, Rwanda, and Burundi who live in the lake basin. The lake provides several ecosystem services from inland waterway transport, fisheries to hydropower and supports many different industries such as tourism, trade, and wildlife. However, Lake Victorias ecosystem management has been highly extractive; hence its water resources are either inefficiently or overused. This is because the value of this resource is either unknown or underestimated. The main purpose of the research was to contribute to Lake Victorias conservation efforts by providing the best techniques that can be used to assess the value of this resource and develop appropriate policies for the sustainable management of the lake. The study reviewed relevant literature on the economic assessment methods of environmental resources in the context of water management. Search engines such as Google Scholar, Web of Science, and ScienceDirect were used for it. The study suggests methods for economic valuation of Lake Victoria water ecosystem for each service. The proposed techniques can be used for assessing the value and benefits of conservation and restoration of Lake Victoria ecosystem.

Abstract:
Efficient and accountable management of water resources in Northern Victoria has become a critical issue for the future of irrigation, communities and the environment, both north and south of the Great Dividing Range. To increase efficiencies and enhance accountability for water resource use, the Victorian Government is investing $1 billion through the Northern Victoria Irrigation Renewal Project (NVIRP) to upgrade ageing irrigation infrastructure across the Goulburn-Murray Irrigation District. The upgrade is expected to generate an additional 225 GL of water that will be distributed equally between irrigators, the environment and Melbourne. Whilst there are significant potential benefits for the environment as a whole from the water savings initiatives, there may also be adverse impacts from altering the hydrology of the diverse array of wetlands and rivers which are directly linked to the irrigation delivery network. The NVIRP Environmental Referrals process has investigated these potential impacts and identified ten wetlands and four rivers of high environmental value that require the development of environmental watering plans. These plans are the primary means by which the NVIRP commitment to ‘no net environmental loss’ will be achieved and assets of high environmental value will be protected. Three Environmental Watering Plans (EWPs) were completed prior to the operation of NVIRP works in the 2009-2010 irrigation season. These are for Johnson Swamp, Lake Elizabeth and Lake Murphy. The paper will describe the development of the Lake Elizabeth EWPs by the North Central Catchment Management Authority (NCCMA), within the context of uncertain climatic conditions, the recent long drought and the need to demonstrate accountability and efficiency in the use of a scarce and finite resource.

BackgroundA large number of snakes are kept as pets in Western societies. Few studies have been undertaken to assess keeping practices of snakes by private owners in Australia. Therefore, there is concern that some owners may not understand even basic husbandry requirements. The aim of this preliminary study was to identify the most common practices used by snake owners in Victoria, Australia.MethodAn online survey asked 251 snake owners to describe ways in which they attempt to meet their snake’s environmental, behavioural, dietary, social and health needs.ResultsFewer than half of participants had an enclosure large enough for the snake to fully stretch out, and just over half had an enclosure large enough to meet the requirements in the Victorian Code of Practice. Only 60 per cent of owners correctly identified their snake’s activity patterns based on information about wild snakes of the same species.ConclusionEducational campaigns may help improve outcomes for snakes in the future, but more research is needed about captive snake husbandry, to provide an evidence base for informing snake management recommendations.

This paper gives a broad overview of the distribution and agricultural importance of sodic soils in Victoria. Sodic soils are estimated to occupy at least 13.4 Mha, representing at least 73% of Victoria's agricultural land. Most of this land is used for dryland farming; about 85% of the cropped land and 66% of the land sown to dryland pastures occurs on sodic soils. The largest sodicity class is 'alkaline sodic', dominated by a diverse range of soils (red duplex, yellow duplex, calcareous earths and self-mulching cracking clays). Alkaline sodic soils comprise half of the total agricultural land area, or about 24% of the area of land currently used for dryland cropping and 21% of the land under sown pasture. Land degradation problems are recognized as affecting most agricultural land in Victoria, and to be substantially limiting its productivity. The nature, extent and severity of the various forms of land degradation are a consequence of both intrinsic soil properties and of management practices. There is an urgent need to improve current farming practices to prevent further deterioration of the soil resource. Existing knowledge of the behaviour of sodic soils under both dryland and irrigated agriculture is reviewed. It is concluded that substantial gains in productivity are possible, but will require effective collaboration between soil scientists, agronomists, and land managers. Collation and integration of current knowledge on the properties and management of sodic soils in Victoria, and the acquisition of additional relevant information by targeted long-term research is required. Key issues for future research are identified.

The objective of this paper is to present small area analyses of diabetes complications in Victoria, Australia, and to illustrate their importance for targeting public health and health services interventions. Local government areas in Victoria were aggregated into 32 Primary Care Partnerships (PCP), which are voluntary alliances of primary care providers. The 32 PCP areas were used as the basic geographic units for small area analyses. Admission rates for diabetes complications were age and sex standardised using the direct method and the 1996 Victorian population as the reference. Admission rate ratios were calculated using the Victorian admission rates as the reference. The 95 per cent confidence intervals for the standardised admission rate ratios were based on the Poisson distribution. There was a wide variation (almost fivefold) in admission rates for diabetes complications across the PCP catchments, with the lowest standardised rate ratio of 0.37 and the highest of 1.75. There were 11 PCPs (seven metropolitan, four rural) with admission rate ratios significantly higher than the Victorian average. The seven metropolitan PCPs contributed more than 43% of all admissions and bed days for diabetes complications in Victoria. Small area analyses of diabetes complications are an exciting new development aimed at stimulating an evidence-based dialogue between local area health service providers, planners and policy-makers. The purpose is to provide opportunities to target public health and health services interventions at the local level to improve the management of diabetes complications in the community.

Last year the petroleum industry witnessed the enactment of new legislation both at Commonwealth and State levels. The principal legislative change to environmental management was the introduction of the Commonwealth Government’s Environmental Protection and Biodiversity Act, 2000 (EPBC Act). South Australia and Victoria also implemented new Petroleum Acts and/ or Regulations.Construction of the Eastern Gas Pipeline was also completed last year, whilst preliminary approvals and environmental assessment continues for the Papua New Guinea, Timor Sea and Tasmania Natural Gas pipelines. Offshore exploration continued, particularly in the North West Shelf, Otway Basin, Timor Sea and Bass Strait.Other critical areas of environmental management included greenhouse gases, national pollution inventory reporting and the increasing requirements for environmental approval and management under various state environmental legislation.This paper provides an overview of environmental developments in the petroleum industry during the year 2000, in particular, the implication of new legislation, new technology, e-commerce and a greater focus on environmental reporting.

The thesis that environmental scarcity leads to violent conflict in many parts of the developing world has become ascendant in the literature and has gained much publicity in policy circles in the last decade. According to students of environmental scarcity and conflict, the most conflict-prone renewable resource is fresh water. Indeed, Lake Victoria (the world's second largest fresh water lake, shared by three African countries and affecting or affected by nine others in the basin) exhibits the conditions one would expect, based on the literature, to pro duce conflict, and sooner rather than later. However, based on research includ ing fieldwork conducted in June-July 2000, our findings indicate that while en vironmental degradation is evident in the magnitude expected to trigger conflict, violent conflict has not occurred. This paper seeks to explain why this is so, which may suggest how developing nations can avert the supposed trajec tory into violent conflict.

BackgroundThe Victorian Safe System approach to road safety slowly evolved from a combination of the Swedish Vision Zero philosophy and the Sustainable Safety model developed by the Dutch. The Safe System approach reframes the way in which road safety is viewed and managed.MethodsThis paper presents a case study of the institutional change required to underpin the transformation to a holistic approach to planning and managing road safety in Victoria, Australia.ResultsThe adoption and implementation of a Safe System approach require strong institutional leadership and close cooperation among all the key agencies involved, and Victoria was fortunate in that it had a long history of strong interagency mechanisms in place. However, the challenges in the implementation of the Safe System strategy in Victoria are generally neither technical nor scientific; they are predominantly social and political. While many governments purport to develop strategies based on Safe System thinking, on-the-ground action still very much depends on what politicians perceive to be publicly acceptable, and Victoria is no exception.ConclusionsThis is a case study of the complexity of institutional change and is presented in the hope that the lessons may prove useful for others seeking to adopt more holistic planning and management of road safety. There is still much work to be done in Victoria, but the institutional cultural shift has taken root. Ongoing efforts must be continued to achieve alert and compliant road users; however, major underpinning benefits will be achieved through focusing on road network safety improvements (achieving forgiving infrastructure, such as wire rope barriers) in conjunction with reviews of posted speed limits (to be set in response to the level of protection offered by the road infrastructure) and by the progressive introduction into the fleet of modern vehicle safety features.

PurposeThe purpose of this paper is to assess recent strategic sustainability policy, planning and assessment efforts in Victoria, Australia.Design/methodology/approachAn interpretive approach to policy analysis provides the methodological foundation for the analysis. Evidence is drawn from the analysis of policy texts and semi‐structured interviews.FindingsSustainability attracted considerable policy attention in Victoria during the first decade of the 21st century, with stated ambitions for Victoria to become “the sustainable state” and “world leaders in environmental sustainability”. In pursuing these ambitions, Victoria's efforts centred on hosting a summit, articulating medium‐term directions and priorities, releasing a whole of government framework to advance sustainability, and establishing a Department of Sustainability and Environment, and a Commissioner for Environmental Sustainability. However, the evidence indicates these efforts would have benefited from greater public engagement and input, stronger governance arrangements, and a broader conceptualisation of sustainability.Practical implicationsThe evidence presented highlights the implications associated with efforts to promote sustainability through strategic policy and planning processes.Originality/valueThis paper provides an informed, yet policy relevant, analysis of the strengths, weaknesses, challenges, and possibilities associated with pursuing sustainability at the sub‐national level. It also highlights the ways in which policy objectives can be frustrated by failing to establish the solid foundations necessary for building a robust approach to promoting sustainability. The value of progressing sustainability within a strategic improvement cycle is also highlighted.

Abstract:
Objective. We previously reported on loneliness, depression, anxiety and stress of Australians living alone during the first COVID-19-related government enforced lockdown in Australia. At this time, those living alone were experiencing relatively low levels of emotional distress. Since then, one state, Victoria, underwent a second extended lockdown period and until now, it was unclear what impact this sequential lockdown might have had on the mental health and wellbeing of Victorian citizens. The current study aimed to add to the emerging literature on the lockdown experience in Australia by directly comparing the levels of anxiety, depression, stress, loneliness, and wellbeing between Victorians in the second extended lockdown and Australians in the first lockdown. Design. Data from our original study of 384 Australians was compared with cross-sectional surveys of 340 Victorians during the second lockdown period. Setting. An online survey was administered with people residing in Victoria self-selecting to complete the study. Outcome Measures. Participants were asked to complete the Depression, Anxiety and Stress Scale (DASS-21), WHO-5 Wellbeing Scale, and the University of California Los Angeles (UCLA) Loneliness Scale. They were also invited to offer their insights into how the second extended lockdown experience had differed from the first. Results. Independent samples t-tests revealed that Australians were significantly more depressed, anxious, stressed, and lonely, and experienced reduced psychological wellbeing in the second lockdown compared to the first however overall, the levels indicated mild psychological distress. Qualitative insights revealed impact on mental health and a feeling of increased restrictions during lockdown two. Conclusions. Participants demonstrated adaptation to the lockdowns, providing support for the measures the Australian government have adopted to physically protect Australians from COVID-19. Management of the negative psychological impact through attention to wellbeing practices is however recommended in light of the increase in mental health concerns and likely further lockdown periods.

The growing recognition of recreational and amenity demands on water systems introduces a multitude of issues, many of them complex, to the established tasks of water quality management and water management generally. Victorian case studies are presented. They (1) illustrate the range and diversity of situations that can arise in managing competition and enhancing compatibility between traditional water supply objectives and recreational demands. (2) Fluctuation of storage levels, essential to storage operations, detract from recreational value. Recreational and tourism demands upon Lake Hume have grown to threaten traditional operating flexibility. (3) Mokoan is another such instance, but with its supply function in a state of flux, Lake Mokoan provides more scope for a shift in the balance. (4) Salinity management has become an issue in the management of lakes and wetlands when water supply interests and environmental/recreation interests respectively have different perspectives on salt disposal. (5) Recreational use of town supply sources has long been a vexed issue, although marked shifts in the attitudues of many supply authorities have occurred in recent years. (6) Eutrophication of lakes and estuaries raises difficult issues of responsibility and scientific uncertainty, and the water management connection may be tenuous but will attract public attention. (7) The water body attributes valued by specialised recreational interests require definition in terms that water managers can deal with using routine techniques of systems analysis and evaluation. (8) The demands of the fish population and anglers introduce a new perspective in river management and perceptions of instream values are changing markedly. (9) Direct costs of recreational services supplied by water authorities are not fully accounted: allocation choices and fiscal incidence will emerge as issues of significance. (10) These case studies raise only a fraction of the total range of matters that will, in the years to come, tax the technology and political skills of governments and management.

Applying uniform population models and management strategies to widespread species can be ineffective if populations exhibit variable life histories in response to local conditions. Galaxias maculatus, one of the world’s most widely distributed fish species, occurs in a broad range of habitats and is highly adaptable, making it an ideal species for examining variation in life history traits across large geographic scales. Here, we examine the spawning biology and early life history of diadromous G. maculatus in coastal rivers in Victoria, Australia, and compare them to other populations throughout its range. We predicted that traits associated with these critical life stages, especially those that respond to environmental conditions that vary geographically, such as seasonal cues and temperature, are likely to vary across large spatial scales. We found that spawning occurs later in Victoria than in New Zealand (NZ) and South America, but migration back to rivers occurs at the same time in Victoria and NZ, but not South America. G. maculatus returning to rivers are also smaller and younger in Victoria than those in NZ. Other traits, like some attributes of spawning schools and spawning habitats, did not vary across large scales. Researchers and managers should be cautious when making broad assumptions about the biology of widely distributed species.

Increasing soil organic carbon (SOC) storage in agricultural soils through changes to management may help to mitigate rising greenhouse gas emissions and sustain agricultural productivity and environmental conditions. However, in order to improve assessment of the potential for increasing SOC storage in the agricultural lands of Victoria, Australia, further information is required on current SOC levels and how they are related to environmental conditions, soil properties and agricultural management. Therefore, we measured stocks of SOC at 615 sites in pasture and cropping systems in Victoria, encompassing eight regions, five soil orders and four management classes (continuous cropping, crop–pasture rotation, sheep or beef pasture, and dairy pasture), and explored relationships between the C stocks and environment, soil and management. The results showed an extremely wide range in SOC, from 2 to 239 t C/ha (0–30 cm). Most of this variation was attributable to climate; almost 80% of the variation in SOC stock was related to annual rainfall or vapour pressure deficit (i.e. humidity). Texture-related soil properties accounted for a small, additional amount of variation in SOC. After accounting for climate, differences in SOC between management classes were small and often not significant. Management practices such as stubble retention, minimum cultivation, perennial pasture species, rotational grazing and fertiliser inputs were not significantly related to SOC stock. The relationships between SOC and environment, soil and management were scale-dependent. Within individual regions, the apparent influence of climate and soil properties on SOC stock varied, and in some regions, much of the variation in SOC stock remained unexplained. The results suggest that, across Victoria, there is a general hierarchy of influence on SOC stock: climate > soil properties > management class > management practices.

This paper is reporting on an investigation done to assess land cover dynamics in KRB(Kagera River Basin) (KRB) over a period of 21 years i.e.1990-2011 using Remote Sensing, Hydrology and GIS techniques as a basis for initiating policy interventions for sustainability of Lake Victoria water regime.The extent of land cover changes in the KRB have not been quantified with the view of assessing the extent of exploitation of the natural resources.The assessment is important firstly for identification of causative factors and secondly as a mechanism for formulating necessary policies and remedial measures to that effect.Specifically, Landsat 5, Landsat 7 and ETM+ (2000) satellite images were used.Eight Land Cover classes were identified namely, Forests, Woodland, Bushland, Cultivated Land, Swamps, Grassland, Bareland and Urban areas.Hydrographical data were used to assess changes in quantity of water flowing from the KRB into Lake Victoria and relating it with land cover changes in KRB at in the period of study. Spatial data processing, analysis and interpretation were carried out in ERDAS Imagine and ArcGIS software environments; while water quantity data and other non spatial data were processed and analyzed in Microsoft Excel application 2007. The study revealed a significant decline of vegetation cover and water quantity discharged from Kagera River to Lake Victoria over the study period. This contravenes the global efforts of ecological sustainability, which urge avoidance of depletion of natural resources for maintenance for ecological balance. These results are in early warning to the Management of Lake Victoria for its potential failure towards achieving the Millennium Development Goal on responsible consumption and protection of natural resources in proximity with Lake Victoria. The Management of Lake Victoria in collaboration with other relevant authorities should thus, take remedial measures to control further depletion of vegetation cover in KRB for sustainability of Lake Victoria and its ecosystem.

The formal allocation of water for the environment is a developing area of river management both scientifically and in terms of community participation. This case study, illustrating the recent use of the Barmah-Millewa Forest Environmental Water Allocation (EWA), provides a practical demonstration of community participation in environmental water management, the application of hydrological and biological “triggers” and a positive, demonstrable biological outcome from an environmental water allocation. The Barmah-Millewa Forest covers an area of 70,000 ha across the floodplain of the Murray River, upstream of the town of Echuca. About half the forest is in NSW (Millewa) and half is in Victoria (Barmah). The Barmah Forest is a Wetland of International Importance listed under the Convention on Wetlands - Ramsar Convention. The forest is the largest river redgum forest in the world. The natural flooding cycle associated with the forest has been significantly altered by regulation of the Murray River - impacting upon the overall health of the forest ecosystem. Recognising this, the Murray Darling Basin Commission developed a water management strategy for the forest to enhance forest, fish and wildlife values. To implement this strategy, between 1990 and 1993 reports were completed and community consultation took place. In 1993 the Murray Darling Basin Ministerial Council approved allocation of 100 Gigalitres of water per year, provided in equal shares by NSW and Victoria, to meet the needs of the forest ecosystem and in 1994 the Barmah-Millewa Forum was established under the Murray-Darling Basin Agreement. The vision for the Forum is to maintain and, where possible, improve the ecological and productive sustainability of the Barmah-Millewa Forest and to establish a planning and operational framework to better meet the flooding and drying requirements of the riparian forests and wetlands. Between October 2000 and January 2001 the Barmah-Millewa Forest Environmental Water Allocation was used for the second time. A total of 341 GL was released as an EWA. This amount represented only 8% of the total flows downstream of Yarrawonga Weir from September 2000 and January 2001. The strategic use of the relatively small amount of water enabled flooding to be maintained and ensured significant breeding success for water birds and other biota in the Forest.

The global agenda for natural resource management espouses the principle that disputes between riparian states are resolved in a peaceful manner. The management of economic security on Lake Victoria transboundary disputes between Kenya-Uganda which are about resources within the maritime zone has been negatively affected by transboundary dispute since resolutions on the same do not focus on the economic security aspect. This paper evaluates the contribution of national fisheries policy implementation to economic security management between Kenya and Uganda. Structural-functionalist, social conflict and John Burton’s conflict resolution theory guided the study. The study employed descriptive research design while purposive and simple random sampling techniques were used to determine samples. Philosophically, the study contributed towards a better understanding of the transboundary disputes and their management as well as forming a basis for future research. Study findings indicated that statutory instruments regulate fishing operations or the conduct of fishing as public revenues of both Kenya and Uganda on Lake Victoria. The study recommends a robust reform in the national policies on fishery by both Kenya and Uganda to militate against the Lake Victoria transboundary dispute and bolster economic security management. The statutory instruments for fishing should be revised to provide an enabling fishing environment for fishers and fish traders.

AbstractHow can an organisation move from awareness raising, in the form of natural history poster production, to the development of systems that change organisations? Through close integration of research and practice, the Gould League has achieved this transformation. It began with extensive research into best practice environmental education, going beyond the traditional boundaries of environmental education to areas that included the psychology of culture change, business management, systems thinking, governance, drug education, marketing and organisational psychology. This broad approach to research has led to the development of highly effective sustainability education programs, such as Waste Wise Schools and Sustainable Schools.The Waste Wise Schools Program, funded by EcoRecycle Victoria and managed in consultation with the Gould League, is an action-based waste education program. Originating in Victoria in 1998, it has been adopted by over a third of Victorian schools and has led to widespread outcomes, including waste reductions of up to 95%. There is strong evidence from surveys that this program is sustainable in schools over time and research confirms that the program is contributing to changes in the waste-wise thinking and behaviour of the families of the children at these schools.A model for culture change in schools, based on the experiences of the Waste Wise Schools Program, has also been developed. This model, a valuable tool in the continual improvement of Waste Wise Schools, has applications to sustainability education in general.

AbstractLand management is often a three-way partnership between management agencies, scientists and community members. Co-operation between these three sectors in working for better environmental outcomes has a long history in Victoria, and nature conservation has often previously been achieved through successful adult environmental education. The recent development of an ecology course on the Box and Ironbark forests continues this tradition. It was organised by the Department of Natural Resources and Environment (DNRE) for community interest groups and was taught by scientists.This article presents the results of qualitative research into some participants' view of their learning on the course. It suggests significant directions for adult learning in environmental education. An intensive experience of field-based scientific inquiry appeared to prompt not only ecological learning but also development of aesthetic, moral and action dimensions for the interviewees. The article suggests that environmental education needs to embrace fruitful elements of various learning methods for adults, including scientific learning about ecology. The process of enabling people to extend their knowledge of natural settings and processes can also enhance their relationship with and commitment to these places.

This paper reports on the social and business profiles of 39 landholders (in three groups) in north-east Victoria, participating in an Environmental Management Systems (EMS) project, and their motivations for participating in EMS. The level and type of record keeping, formal monitoring, use of electronic technology, and interest or capacity to monitor their environmental performance were also assessed because this is a crucial part of the EMS process and one that research has not reported on to date. Landholder participation in EMS was mostly for reasons of wanting to better account for sustainability issues in farm management. Most participants recorded rainfall, soil test results, production measures and chemical use (in total 69–97%); however, 31% kept no chemical records. Few kept records of remnant native vegetation, pasture management, weeds, pest animals or native fauna. Electronic record keeping systems were used by 26% of participants. Almost all owned a computer and over 70% used the internet and email. To assess interest and capacity to monitor environmental performance, participants were introduced to a water balance calculation tool (this being a locally relevant issue) and asked to calculate their own values. Most participants needed two to three visits to gain confidence to perform the calculations and most did not view the tools as being of much relevance. This was in strong contrast to previous work carried out in the southern Riverina of New South Wales. We conclude that environmental monitoring is more important for catchment management authorities (CMAs) and state agencies than for landholders. If CMAs are to assess how on-farm actions lead to improved environmental performance, there is a need to collect information remotely, invest in monitoring or provide incentives for farmers. There appears to be insufficient record keeping and monitoring by landholders to trace chemical residue problems. This, in addition to a lack of environmental monitoring, means that farmers in north-east Victoria cannot substantiate either ‘clean’ or ‘green’ claims. Future work should focus on awareness and education in natural resource management, as well as improved record keeping and monitoring. Some form of recognition will be needed if the majority of farmers are to participate in environmental programs. Introductory EMS training provides a means of improving business outcomes, documentation and improving environmental management.

Abstract. Lake Victoria, the second largest freshwater lake in the world, is one of the major sources of the Nile river. The outlet to the Nile is controlled by two hydropower dams of which the allowed discharge is dictated by the Agreed Curve, an equation relating outflow to lake level. Some regional climate models project a decrease in precipitation and an increase in evaporation over Lake Victoria, with potential important implications for its water balance and resulting level. Yet, little is known about the potential consequences of climate change for the water balance of Lake Victoria. In this second part of a two-paper series, we feed a new water balance model for Lake Victoria presented in the first part with climate simulations available through the COordinated Regional Climate Downscaling Experiment (CORDEX) Africa framework. Our results reveal that most regional climate models are not capable of giving a realistic representation of the water balance of Lake Victoria and therefore require bias correction. For two emission scenarios (RCPs 4.5 and 8.5), the decrease in precipitation over the lake and an increase in evaporation are compensated by an increase in basin precipitation leading to more inflow. The future lake level projections show that the dam management scenario and not the emission scenario is the main controlling factor of the future water level evolution. Moreover, inter-model uncertainties are larger than emission scenario uncertainties. The comparison of four idealized future management scenarios pursuing certain policy objectives (electricity generation, navigation reliability and environmental conservation) uncovers that the only sustainable management scenario is mimicking natural lake level fluctuations by regulating outflow according to the Agreed Curve. The associated outflow encompasses, however, ranges from 14 m3 day−1 (−85 %) to 200 m3 day−1 (+100 %) within this ensemble, highlighting that future hydropower generation and downstream water availability may strongly change in the next decades even if dam management adheres to he Agreed Curve. Our results overall underline that managing the dam according to the Agreed Curve is a key prerequisite for sustainable future lake levels, but that under this management scenario, climate change might potentially induce profound changes in lake level and outflow volume.

It is often assumed that saline coastal wetlands experience environmental conditions so severe that they are largely immune to invasion by exotic plant species. The belief is implicit in many older reviews of threats to mangroves and coastal saltmarshes, where a limited range of vascular plant taxa, often focussing on *Spartina, (throughout the paper an asterisk denotes an introduced (exotic) species as per Carr 2012) have been invoked as the major species of concern. Even though the weed flora of southern Australia is derived largely from agriculture and horticulture, neither of which includes many species tolerant of waterlogged, variably saline environments, a recent assessment of Victorian saline coastal wetlands indicated that exotic plants were the third-most pervasive threat, after land ‘reclamation’ and grazing. Tall wheat grass, *Lophopyrum ponticum (Podp.) A.Love., is one of the most severe and widely distributed weeds of saline coastal wetlands in south-eastern Australia. It is promoted by the agricultural extension arm of the Victorian government as a salt-tolerant pasture grass; however, its broad ecological amplitude and robust life form make it a most serious invader of upper saltmarsh in Victoria. We assessed the effectiveness of different control measures, including slashing and herbicides, for the management of *L. ponticum infestations (and their side effects on saltmarsh communities) in the Western Port region of Victoria. A nominally monocot-specific herbicide widely used to control *Spartina, Fluazifop-P, was ineffective in controlling *L. ponticum. The broad-spectrum systemic herbicide glyphosate was more effective in controlling *L. ponticum, but had undesirable impacts on native plant species. Controlling weeds in coastal wetlands using available herbicides for use near coastal waterways would seem to remain problematic.

Past waterway management practices worldwide involved extensive removal of instream woody habitat (IWH) and riparian vegetation. The importance of instream woody habitat for healthy aquatic ecosystems has now been recognised, with management approaches reversed to reintroduce instream woody habitat and replant riverbanks. Knowledge of natural or pre-disturbance IWH loads is useful to guide such restoration programs; however, such datasets are often unavailable. In this study, natural IWH loads were mapped along 105km of undisturbed rivers in south-eastern Australia. This field dataset was modelled, using boosted regression trees, against geomorphic, environmental and climatic variables to predict natural IWH loads in rivers across Victoria. Mapped natural IWH loads averaged 0.029m3m–2 (±0.005), ranging from 0.083 to 0.002m3m–2. Natural IWH volumes were predicted to range from 0 to 0.102m3m–2. Distinct IWH loading trends were noticeable over larger spatial scales. Eastern Victoria showed relatively lower natural IWH loads than did western Victoria. Because many stream restoration efforts do not have a quantifiable knowledge of natural IWH load, the results of the present study provide some guidance. The predicted IWH loadings are a useful first step in identifying broad areas for further investigation and a natural condition base for current IWH condition modelling.

Abstract:
Historically within most catchments, resource management programs have been planned and implemented in isolation of one another. This was once the case in the Goulburn Broken Catchment, a major catchment of the Murray Darling Basin, Australia. Although only 2% of the Murray Darling Basin's land area, the catchment generates 11% of the basin's water resources. Learning from the past, a cooperative and collaborative approach to natural resource programs has developed. This approach is the envy of many other catchment communities and agencies. Through a combination of “Partnership Programs”, “Operational Initiatives” and community involvement, significant programs have been implemented within the catchment, which will benefit not only the local community but communities further afield. The outcomes of the waterway health program highlight the benefits provided through the establishment of cooperative and partnership resource improvement programs. These programs were founded on the ability of the community to recognise the need for integration, base management decisions on best available science and an ability to work together. Their effective delivery has been provided through the resources provided, to the local community, by the Natural Heritage Trust with matching and State and local allocations. While programs have shown success, challenges still face the community. These challenges include verification and implementation of environmental flows, storage of the catchment's vital water resources, and maintaining community involvement and participation in on-going works programs. The Goulburn Broken Catchment community, with the support of Federal, State and Local Governments, is looking at opportunities for continued improvements in waterway health.

Abstract:
Health service management education programs emerged in the early 1980s in China as a result of changing demands on health service managers created by new directions in health policy. This paper reports on an evaluation of the Jiangsu-Victoria Health Management Training Program and discusses five of the main findings. Participants in the study believed that the Program has impacted positively on the health management practice of Jiangsu Province, and has made a significant contribution to health services management education in China. However, certain areas in teaching practice need to be improved and participants in the study provided suggestions to achieve this. The study also found that there were limitations to the impact of managerial education due to administrative and environmental factors.

The Wimmera River is central western Victoria's most important river, rising in the Grampians National Park, filling storages that supply the major water supply to the vast Wimmera and Mallee regions. It passes through the Little Desert National Park, an area of significant scenic, recreation, historical and conservation value and terminates in Victoria's largest inland freshwater lakes (Lakes Hindmarsh and Albacutya). The brittleness of the whole closed Wimmera River system, and the over committal of the water resources was brought to the public's attention when appeals were lodged against the proposal to licence a discharge of high standard secondary effluent from an extended aeration oxidation ditch and lagoon treatment facility at Horsham. Residents, user and community groups, Municipal Councils and Government Departments, aware of the deterioration of the Wimmera River had somewhere to focus their attention. Victoria's and possibly Australia's longest environmental appeal, lasting twenty-five days, and a State Environment Protection Policy, determined that all major point sources of nutrients should be removed from the River. More resources for clearing of unwanted emergent weeds, more facilities for protection of Crown Land and catchments generally, and the implementation of environmental summer flows as piping of the Wimmera-Mallee Stock and Domestic System proceeds, are all required. A River Management Board with strength, wealth, good public relations and a dedication to the task could make the Wimmera River an example for all Australia and a tourist attraction of immense value to the region.

Abstract In this paper the environment, climate, vegetation, indigenous and European settlement history, stream flow patterns, water quality and water resources development in western Victoria, Australia are studied. The last part of the paper focuses on the MacKenzie River, a tributary of the Wimmera River located on the northern slopes of the Grampians Ranges in western Victoria, Australia. Water release along the MacKenzie River was regulated to improve water quality, stream condition and river health especially in the downstream reaches. The upstream section tends to receive water most days of the year due to releases to secure the requirements of water supply for the city of Horsham and its recreational and conservation values, which is diverted into Mt Zero Channel. Below this the middle and downstream sections receive a more intermittent supply. Annually, a total of 10,000 dam3 of water is released from Wartook Reservoir into the MacKenzie River. Of this volume, only about 4,000 dam3 was released explicitly for environmental purposes. The remaining 6,000 dam3 was released to meet consumptive demands and to transfer water to downstream reservoirs. The empirical data and models showed the lower reaches of the river to be in poor condition under low flows, but this condition improved under flows of 35 dam3 per day, as indicated. The results are presented to tailor discharge and duration of the river flows by amalgamation of consumptive and environmental flows to improve the condition of the stream, thereby supplementing the flows dedicated to environmental outcomes. Ultimately the findings can be used by management to configure consumptive flows that would enhance the ecological condition of the MacKenzie River.
