Abstract:
In Victoria, as in many parts of Australia, there is a mixed understanding of what comprises an Environmental Management System (EMS), particularly among professionals in government and industry and landholders. To help overcome this issue, the Victorian government (then Natural Resources and Environment) and the Victorian Farmers Federation formed a partnership in 2003 to promote EMS adoption and coordinate EMS activity on a statewide basis. The Natural Resources and Environment and Victorian Farmers Federation partnership held a series of 11 workshops for catchment management authority regions across Victoria. The purpose was to seek advice from primary producers and catchment managers about how EMS might realistically be implemented and promoted. This paper explores the issues raised at these workshops and the implications they have for EMS adoption and promotion in Victoria, with regard to: (i) potential benefits of implementing EMS on farms; (ii) potential threats to the implementation of EMS on farms; and (iii) how to get started with EMS. A total of 213 people participated in the workshops including 144 landholders. There were some important regional differences in the response data. Improved community perception was seen as a major benefit of EMS (13% of all responses), as were possible market benefits (12%). The major threats to implementation included perceived ‘regulatory creep’ and suspicion of government (14% of responses) and that EMS was a political instrument (13%). Primary producers and catchment managers thought that building on existing schemes and groups was an ideal way to get started with EMS. These results provide a useful basis for how EMS is promoted in Victoria. Ensuring that EMS is driven by industry without being government-heavy is perceived as very important. Better coordination between stakeholders, the provision of practical EMS products and the use of existing groups is a sensible way forward, but in practice this will be difficult to achieve.

Abstract:
Lake Victoria is the second-largest freshwater lake in the world, with an eco-system critical to 25-30 million inhabitants of Kenya, Uganda, Tanzania, Rwanda, and Burundi who live in the lake basin. The lake provides several ecosystem services from inland waterway transport, fisheries to hydropower and supports many different industries such as tourism, trade, and wildlife. However, Lake Victorias ecosystem management has been highly extractive; hence its water resources are either inefficiently or overused. This is because the value of this resource is either unknown or underestimated. The main purpose of the research was to contribute to Lake Victorias conservation efforts by providing the best techniques that can be used to assess the value of this resource and develop appropriate policies for the sustainable management of the lake. The study reviewed relevant literature on the economic assessment methods of environmental resources in the context of water management. Search engines such as Google Scholar, Web of Science, and ScienceDirect were used for it. The study suggests methods for economic valuation of Lake Victoria water ecosystem for each service. The proposed techniques can be used for assessing the value and benefits of conservation and restoration of Lake Victoria ecosystem.

Abstract:
Efficient and accountable management of water resources in Northern Victoria has become a critical issue for the future of irrigation, communities and the environment, both north and south of the Great Dividing Range. To increase efficiencies and enhance accountability for water resource use, the Victorian Government is investing $1 billion through the Northern Victoria Irrigation Renewal Project (NVIRP) to upgrade ageing irrigation infrastructure across the Goulburn-Murray Irrigation District. The upgrade is expected to generate an additional 225 GL of water that will be distributed equally between irrigators, the environment and Melbourne. Whilst there are significant potential benefits for the environment as a whole from the water savings initiatives, there may also be adverse impacts from altering the hydrology of the diverse array of wetlands and rivers which are directly linked to the irrigation delivery network. The NVIRP Environmental Referrals process has investigated these potential impacts and identified ten wetlands and four rivers of high environmental value that require the development of environmental watering plans. These plans are the primary means by which the NVIRP commitment to ‘no net environmental loss’ will be achieved and assets of high environmental value will be protected. Three Environmental Watering Plans (EWPs) were completed prior to the operation of NVIRP works in the 2009-2010 irrigation season. These are for Johnson Swamp, Lake Elizabeth and Lake Murphy. The paper will describe the development of the Lake Elizabeth EWPs by the North Central Catchment Management Authority (NCCMA), within the context of uncertain climatic conditions, the recent long drought and the need to demonstrate accountability and efficiency in the use of a scarce and finite resource.

BackgroundA large number of snakes are kept as pets in Western societies. Few studies have been undertaken to assess keeping practices of snakes by private owners in Australia. Therefore, there is concern that some owners may not understand even basic husbandry requirements. The aim of this preliminary study was to identify the most common practices used by snake owners in Victoria, Australia.MethodAn online survey asked 251 snake owners to describe ways in which they attempt to meet their snake’s environmental, behavioural, dietary, social and health needs.ResultsFewer than half of participants had an enclosure large enough for the snake to fully stretch out, and just over half had an enclosure large enough to meet the requirements in the Victorian Code of Practice. Only 60 per cent of owners correctly identified their snake’s activity patterns based on information about wild snakes of the same species.ConclusionEducational campaigns may help improve outcomes for snakes in the future, but more research is needed about captive snake husbandry, to provide an evidence base for informing snake management recommendations.

Abstract:
This paper gives a broad overview of the distribution and agricultural importance of sodic soils in Victoria. Sodic soils are estimated to occupy at least 13.4 Mha, representing at least 73% of Victoria's agricultural land. Most of this land is used for dryland farming; about 85% of the cropped land and 66% of the land sown to dryland pastures occurs on sodic soils. The largest sodicity class is 'alkaline sodic', dominated by a diverse range of soils (red duplex, yellow duplex, calcareous earths and self-mulching cracking clays). Alkaline sodic soils comprise half of the total agricultural land area, or about 24% of the area of land currently used for dryland cropping and 21% of the land under sown pasture. Land degradation problems are recognized as affecting most agricultural land in Victoria, and to be substantially limiting its productivity. The nature, extent and severity of the various forms of land degradation are a consequence of both intrinsic soil properties and of management practices. There is an urgent need to improve current farming practices to prevent further deterioration of the soil resource. Existing knowledge of the behaviour of sodic soils under both dryland and irrigated agriculture is reviewed. It is concluded that substantial gains in productivity are possible, but will require effective collaboration between soil scientists, agronomists, and land managers. Collation and integration of current knowledge on the properties and management of sodic soils in Victoria, and the acquisition of additional relevant information by targeted long-term research is required. Key issues for future research are identified.

Abstract:
By the adoption of Integrated Water Resource Management (IWRM), South Africa has significantly changed its water management regime and the institutions governing water in this country. These changes were first introduced by the National White Policy Paper on Water in South Africa in 1997 and subsequently the National Water Act in 1998. One of the key components of IWRM is the decentralisation of water management to a regional or catchment level and the introduction of public participation in the water management sector. With the enactment of the NWA South Africa incorporated IWRM in its legal system and a decade on, authorities are now turning to its implementation. The NWA introduces Catchment Management Agencies (CMAs) in water management and gives them authority over water management at a catchment level. Initially there were nineteen (19) and this number has since been reduced to nine (9) due to a number of factors. South African authorities are now seeking ways in which they can effectively decentralise water to a catchment level, including delegating and assigning some of the functions currently held by the Minster to CMAs. Using Victoria, Australia as a comparative study, this study investigates how water management can best be decentralised to a catchment level; it starts off by investigating the theory of decentralisation and its pros and cons; then sets off to investigate water management has been decentralised in Australia from the national level, to state level and catchment level; it then investigates the role of Rural Water Authorities in Victoria and compares them to Catchment Management Agencies in South Africa. Finally the work highlights the water management regime and the various stakeholders in water management South Africa from a national level to a catchment level and the challenges facing South Africa in term of WRM; and then makes recommendations and a conclusion based on its research findings and the South African socio-economic and political context.

Abstract:
The concentrations of various forms of nitrogen and phosphorus in the main stream and selected tributaries of Pirron Yallock Creek, southwestern Victoria were examined over a two-year period. Exceedingly high levels of both nutrients were found within a particular tributary, while generally high nutrient levels were observed throughout the catchment. The speciation results indicated that dairy effluent was the primary source of nutrients to Pirron Yallock Creek. A palaeolimnological study was undertaken to determine the impact of European settlement upon waterway nutrient concentrations within the region. The palaeolimnological study focused primarily on the diatom flora preserved within the sediments of nearby Lakes Corangamite and Bullen Merri. Lack of preservation of diatoms within the sediments of Lake Corangamite resulted in no water quality inferences for this lake. The preserved diatoms within Lake Bullen Merri suggested an increase in trophic status of this lake during the last 500 years. While a change in the diatom flora of Lake Bullen Merri was evident, it was not possible to differentiate the impact of European settlement upon nutrient status of this waterway from long-term trophic status change. In light of the particularly high nutrient concentrations observed in Pirron Yallock Creek, improved nutrient management strategies are proposed for the catchment. These strategies, which consider current nutrient management activities, are predominantly focussed on the dairy industry, which occupies the majority of the catchment.

Abstract:
To manage common resources such as water bodies, forests and the air is complex since several stakeholders are involved and affected by the use of the resource. One way to manage common resources is through co-management. Co-management is a decentralized method that empowers the local level and enables collaboration between the government and the local community. Co-management within fishing communities can be realized through so called Beach Management Units (BMUs). Around Lake Victoria, there are 1087 BMUs. One of these BMUs is located in Ggaba, Kampala, Uganda and the purpose of this study is to highlight benefits and shortcomings connected to co-management within fisheries. The study aims to explore if and how sustainability aspects are tackled through the co-management of fisheries. The data was collected using qualitative semi-structured interviews where six BMU members contributed with their experiences. In addition, data was collected from a qualitative content analysis on two BMU guideline documents, representing the central level. The results showed that the Ggaba BMU provides a platform for creating control through collaboration. The local levels’ perception on co-management within fisheries seems to correspond with the central level’s aim of the management. Another indication is that the BMU has brought upon positive effects on economic, social and ecological aspects on the society of Ggaba. However, corruption and illegal fishing are two identified barriers which seems to limit the function of the Ggaba BMU and the level of co-management.
Gemsamma resurser så som vattendrag, skogar och atmosfären är komplexa att hantera eftersom flera aktörer är involverade och påverkas av resursanvändningen. Ett sätt att hantera gemensamma resurser är genom samförvaltning. Samförvaltning är en decentraliserad förvaltningsmetod som möjliggör ett samarbete mellan den lokala och statliga nivån vid beslutsfattande. Omkring Victoriasjön realiseras samförvaltning genom så kallade Beach Management Units (BMUs). Dessa utgörs av 1087 stycken varav en BMU är lokaliserad i Ggaba, Kampala, Uganda. Syftet med denna studie är att belysa fördelar och brister kopplade till samförvaltning av fiske. Vidare syftar studien till att undersöka om och hur aspekter inom hållbar utveckling kan tacklas genom det decentraliserade styret av fiske. Data insamlades genom sex stycken kvalitativa, semistrukturerade intervjuer. Dessutom gjordes en kvalitativ innehållsanalys av två BMU-riktlinjedokument, vilka representerar den centrala nivån. Det empiriska materialet visade att Ggaba BMU utgör en plattform för strukturering, kontroll och samarbete. Den lokala nivåns syn på samförvaltning inom fiske verkar överensstämma med den centrala nivåns avsikt av samförvaltning. Resultatet indikerar även att BMUn har påverkat ekonomiska, sociala och ekologiska aspekter i Ggaba på ett positivt sätt. Problem med korruption och olagligt fiske identifierades dock, vilka verkar begränsa BMUns funktion och möjligheterna till samförvaltning.

Abstract:
The state of the environment is increasingly present as an urgent concern for contemporary political, social, cultural and physical life. Yet the roles of the mass media (radio, television and newspapers) in shaping and influencing crucial public awareness, debates and environmental decision-making remain inadequately understood. Positioned as a critical studies inquiry into media representations and audience reception, this study forms part of a wider project amongst media scholars and culture critics on the relationship between media textual production and consumption. It explores how one radio station in Uganda, Central Broadcasting Service (CBS) radio, represents and constructs the environmental crises faced by Lake Victoria, especially pollution and overfishing. The focus is on the Victoria Voice radio documentaries aired on CBS radio in the year 2005. The study further explores how three lakeside communities negotiate these issues as radio broadcasts. It recognises that while the mass media contribute significantly to creating public awareness about such social concerns, their likelihood of having a direct and predictable impact on social behaviour is slight. The context and the lived experiences at the reception stage where the decisions are made on whether to adopt an innovation are ultimately the factors which impact on how they are negotiated. The thesis is informed by the theoretical and analytical framework of Cultural Studies as well as the Participatory Approach to Communication for Development perspectives. The study is specifically informed by the theories of ‘discourse’ (Foucault, 1980a, 1981) and the ‘circuit of culture’ (du Gay et al., 1997 and Johnson, 1987) and these provided the conceptual framework for investigating the representations, the production and the consumption of media texts. Predominantly qualitative methods have been employed in data collection and analysis. In the first place, a Critical Discourse Analysis (CDA) (Fairclough, 1995a, 1995c) of the radio texts has interrogated the discourses and discursive practices of CBS’ Victoria Voice environmental radio programmes in order to consider its representations of particular issues and consequently the discourses it privileged. Qualitative methods of participant observation, in-depth interviews and focus group discussions were deployed to investigate the negotiation of the texts by the lakeside communities. This research establishes that the Victoria Voice radio texts foreground three contesting types of discourses: the discourse of basic economic survival and livelihoods is articulated largely by the ordinary people, the lakeside communities; the discourse of sustainable development, particularly the protection and sustainability of Lake Victoria, by scientists and environmental experts; and the discourse of modernisation and corporate investment by politicians and/or policy makers and industrialists. The texts, to a large degree, reaffirm the hegemonic relations of power in Ugandan society, and thus contribute to the maintenance of the status quo. The selection of an elite category of informers (scientists, experts, politicians, policy makers) serves to marginalise the less powerful ordinary people (the fisher folk, farmers and other eyewitnesses). The construction of the elite as active and speaking subjects within the various debates introduced in these programmes, for example, works both to obscure and endorse the unequal power relations. At the reception side, while the lakeside communities attest to the relevance of the programmes in providing information on the issues concerning Lake Victoria and other aspects of their livelihood, they also recognise the power relations that underpin the sets of representations. Amongst these sets is government’s complicity with industry, in line with their economic policies and the global capitalist economy, while espousing the rhetoric of nature conservation. The study argues that sustainable solutions for the crises on Lake Victoria should take into account the socio-historical and cultural contexts of the lakeside communities. For the Ugandan media, particularly radio, there is a need to rethink the nature of the coverage, which tends to neglect the contextual factors, such as local socio-economic and cultural factors within which environmental issues and problems occur and which, as this thesis establishes, greatly influences the way people make sense of environmental issues and problems. I posit that the Participatory Approach that seeks to address the communities’ most pressing concerns should be adopted – to include more of the communities’ voices and involve them in the production of radio programmes.

Abstract:

The process of allocating necessary resources like clean water, fuel/energy and food have resulted in an unsustainable use of natural resources causing problems with Soil erosion, soil fertility, desertification, deforestation, eutrophication and global warming. The purpose of this study was to gain information on the functional design of a waste management system enabling the organic components of domestic waste to be processed as useful resources while at the same time allow them to be re-circulated. The main part of this study was carried out at the Kendu SDA Hospital in the Rachyonyo district in western Kenya. For the case of this study two main objectives where chosen. The first was to develop a principal technological solution using three classed “appropriate technologies” found suitable for the purpose namely biogas, ecological water treatment systems and slow sand filtration. The second was to further analyse each included technology to further develop their potential to fit the concept. Results from the pilot facilities where then to be retrieved from the actual component selection and construction process itself, with performance analysis left for future studies.

The main purpose of the biogas system study has been to evaluate the original ideas of overall concept, details, materials and construction methods. The 1 m3 biogas system has improved significantly during the development process and is today not far from an implementation, i.e. construction on a slightly larger scale. The biogas system developed during the project has proven to have potential for digestion of both latrine and kitchen waste. Using the two as fuel for the process does not only remove a problem – it grants several benefits.

The ecological waste water treatment system main objective was to design and construct a pilot SSF-wetland. Results show that the construction process for smaller scaled SSF systems is simple and does not require trained personnel or specialized equipment and that significant cost reduction can be made by using locally available materials.

The slow sand filtration sub system concept is called PT SCX and though still in the stage of development proved to have great potential concerning both efficiency and sustainability. The PT SCX comprises the advantages of slow sand filtration with further development of individual system solutions. It was adapted to enable both integration to the IWESS solution and stand alone installations purifying even highly turbid surface water sources to drinking water quality.

The result from the study confirms the suitability of the three included technologies, ecological waste water treatment, biogas and slow sand filtration to work in an integrated system called IWESS- Integrated Water Energy and Sanitation Solution. The combined subsystems can together with source separated sewage offer full resource recovery enabling recirculation of both nutrients and water. In addition the system can be designed as a net producer of renewable and emission free energy.

Depending on their nature and severity, disasters can create large volumes of debris and waste. Waste volumes from a single event can be the equivalent of many times the annual waste generation rate of the affected community. These volumes can overwhelm existing solid waste management facilities and personnel. Mismanagement of disaster waste can affect both the response and long term recovery of a disaster affected area. Previous research into disaster waste management has been either context specific or event specific, making it difficult to transfer lessons from one disaster event to another. The aim of this research is to develop a systems understanding of disaster waste management and in turn develop context- and disaster-transferrable decision-making guidance for emergency and waste managers. To research this complex and multi-disciplinary problem, a multi-hazard, multi-context, multi-case study approach was adopted. The research focussed on five major disaster events: 2011 Christchurch earthquake, 2009 Victorian Bushfires, 2009 Samoan tsunami, 2009 L’Aquila earthquake and 2005 Hurricane Katrina. The first stage of the analysis involved the development of a set of ‘disaster & disaster waste’ impact indicators. The indicators demonstrate a method by which disaster managers, planners and researchers can simplify the very large spectra of possible disaster impacts, into some key decision-drivers which will likely influence post-disaster management requirements. The second stage of the research was to develop a set of criteria to represent the desirable environmental, economic, social and recovery effects of a successful disaster waste management system. These criteria were used to assess the effectiveness of the disaster waste management approaches for the case studies. The third stage of the research was the cross-case analysis. Six main elements of disaster waste management systems were identified and analysed. These were: strategic management, funding mechanisms, operational management, environmental and human health risk management, and legislation and regulation. Within each of these system elements, key decision-making guidance (linked to the ‘disaster & disaster waste’ indicators) and management principles were developed. The ‘disaster & disaster waste’ impact indicators, the effects assessment criteria and management principles have all been developed so that they can be practically applied to disaster waste management planning and response in the future.

Abstract:
The central event in this thesis is the Little Desert dispute, a 1969 controversy about whether land in western Victoria should be developed for agriculture or retained as natural bushland. The Little Desert dispute has lived on in the minds of protagonists and later environmentalists as a cultural icon and a ‘win’ for conservation. This pivotal event provides a framework within which the politics of nature conservation, ecology and land management can be examined. The thesis explores the role of ‘public science’ – science in government, bureaucracy and the community – in this context, as well as tracing the history of the science of ecology in post-war Australia.
The second focus of this thesis is ‘the rise of ecological consciousness’ – the rise of the political relevance of the natural world and emerging concerns about the place of people in nature. This is a multifaceted concept, and includes ‘ecological’ in both its scientific and philosophical guises. ‘Consciousness’ is studied I the individual, collective and political senses.
The Little Desert dispute occurred just as ecological consciousness was beginning to rise in Australia and throughout the western world. The resolution of the dispute through the establishment of the Conservation Council of Victoria and the Land Conservation Council, in 1969 and 1970 respectively, was played out against a backdrop of changing environmental values and systems. The dispute had antecedents in diverse utilitarian, scientific, aesthetic and romantic conservation traditions. It was these values that motivated the leading protagonists, who were conservationists but not environmentalists. However, many environmentalists today look back on the Little Desert dispute as the beginning of the new ‘ecologically conscious’ era. The contribution of earlier conservationists to the environmental movement is often overlooked in environmentalist literature. Through examining closely the role of science and scientists in land management, this thesis explores some of the continuities as well as the discontinuities of the ‘environmental revolution’ in Australia.

Accurate information on the state of water resources in the Lake Victoria watershed is crucial for planning and sustainable development in the East African region. This region largely depends on its natural resource-base for economic development, and therefore comprehensive information on its resources dynamics is key in implementing poverty alleviation strategies, improving human condition and preserving the biological systems upon which the region‘s population depends. This chapter focuses on key issues, which have emerged as a result of population growth and development in the region. The research on which this chapter is based aims to address the concerns on land use and settlement trends in the study sites, vulnerability of the communities to water stress and sustainability of the livelihood systems in the watersheds of Nzoia River Basin (Kenya), Nakivubo Wetland (Uganda) and Simiyu River Basin (Tanzania). These communities engage in unique land use practices that have intensified environmental degradation in recent times. The research adopts a multi-disciplinary approach in bringing to the fore the various processes affecting watershed resources use and management in the selected wetlands of the Lake Victoria Drainage Basin (LVDB). The data presented covers trends in vegetation cover loss, pesticide pollution and general water quality parameters. Geographic information systems (GIS) and remote sensing techniques were employed to unveil land use patterns that have resulted in the degradation of the watershed. Wetland degradation levels have been characterized using secondary data generated by analytical techniques. New emerging challenges of environmental degradation caused by industrial, domestic and agricultural activities are presented and discussed. The potential of the new science of hydroinformatics in integrated watershed management through mathematical modeling, geographic information systems analysis and water supply management is highlighted.

Abstract:
Accounting for multiple changing systems in environmental decision making is challenging and requires balancing several competing priorities. In fire risk, one approach which is increasingly used to capture uncertainty within multiple systems and to prioritise management efforts is Bayesian Network analysis. Here, we have used a Bayesian Network to understand the interactions between ignition likelihood, containment probability, fire behaviour, and fire weather, alongside the subsequent risks to people and property. We developed, populated and tested a Bayesian Network (BN) which classifies the likelihood of outcomes for each of these systems. We then apply this BN to grid of 72,000 potential ignition locations accross Victoria to predict house and life loss values under conditions capturing the top ten worst ranked weather days in the history of each location. We use Phoenix fire behaviour simulations and landscape scale raster data to populate the parent nodes for each ignition and extract the expected values for predicted nodes under different weather scenarios and varying levels of suppression. We found values predicted by the BN broadly matched the spatial patterns of risk produced in Phoenix i.e., areas where risk was highest and lowest in terms of fire area and house loss aligned. However, the values are rescaled by the BN as it takes into account the influence of ignition likelihood and containment probability on risk estimates. The BN is also able to capture uncertainty around the values presented from across the top ten Phoenix simulations, so the recorded values represent the likely outcome for each node given the range of potential weather conditions in those scenarios. We show that BNs can be a useful management tool for estimating fire risks across a range of weather scenarios and locations while still considering ignition likelihood and suppression effectiveness.

Contemporaneous to this is the fact that the superior management of diabetes has become a global priority especially given the exponential increase in the number of diabetes patients as well as the financial implications of treating this silent epidemic. Thus, this research focuses on trying to address these respective yet critical issues by examining the possibility of using a mobile web-based reporting system that taps into existing widely available resources to monitor and manage gestational diabetes. To test this solution, we adopted a randomized control trial with two-arm cross over applied to a not-for profit hospital in Victoria, Australia. From the perspective of practice, we have uncovered far reaching implications for hospital management's cost vs. quality care to patients. In particular, it appears that the adoption of smartphones to support many aspects of care and patient-clinician interactions is prudent.

<em>Abstract</em>.—The Murray-Darling basin produces about 40% of the total value of Australia’s agricultural output from 1.9 million ha of irrigated agriculture that represents around 75% of the nation’s total irrigation. Major reservoirs in the southeastern states regulate the basin’s river systems for irrigation but also provide recreational fisheries. One of these storages is Lake Eppalock in the state of Victoria, a multi-use impoundment built in 1964 covering 3,230 ha and holding 312,000 ML at full supply level. It has been actively developed as a mixed species recreational fishery (golden perch <em>Macquaria ambigua </em>and Murray cod <em>Maccullochella peeli</em>) and is a popular angling water. The principal recreational target species in the lake compete with invasive pest species (common carp [also known as European carp] <em>Cyprinus carpio</em>). Drought is part of the natural variability of the Australian climate and its rainfall history features several periods of a decade or longer that have been distinctly drought-prone. Eastern Australia was in the eighth year of the latest drought cycle in 2007, and Lake Eppalock had fallen to less than 1% of its full supply level. These conditions highlighted increasing competition for water and brought into focus the interdependence and linkages between fisheries management and water needs, both for irrigation and for the environment. Fisheries managers faced a very strong likelihood of extensive fish deaths in the lake and elsewhere that could cause significant long-term impacts requiring many years to recover the recreational fishery. A planned partnership approach with the storage water authority was adopted in 2006 for integrated fisheries and water management, with response actions targeted to achieve storage conditions ensuring the maximum survivability of key recreational angling species in the lake through the drought. The framework for cooperation established in this study provides an example for future water allocation disputes.

In recent years, the automotive industry has devoted considerable resources to the research and development of hybrid vehicles. Plug-in hybrid electric vehicles (PHEV) present to be the next generation hybrid vehicles that offer the advantages in reducing fossil fuel consumption and lowering emissions without sacrifice vehicle performance, and the ability to utilize renewable energy through charge from the electric grid. In this work, the powertrain model of a series-parallel, multiple-regime plug-in hybrid electric vehicle (SPMR-PHEV) was introduced. As one of the several parallel powertrain modeling, simulation and control system design approaches at University of Victoria, the presented SPMR-PHEV model was developed using rule-based load-leveling energy management strategy (EMS) under the MATLAB/Simulink and SimDriveline environment. In order to validate the model and evaluate the fuel consumption and performance of SPMR-PHEV, a Simulink based Prius model and two different PHEV powertrain models have also been built using Autonomie — a vehicle simulation tool developed by DOE’s Argonne National Laboratory, using the default control logics. Fuel consumption from the three different models were compared using a test drive case consisting of eight times of the US06-City drive cycle. Under the static modeling and simulation method and different control strategies, the SPMR-PHEV model in Simulink/SimDriveline and rule-based load-leveling EMS showed 12.02% fuel economy and powertrain efficiency improvements over the Autonomie model. The new powertrain system model developed using Simulink and SimDrivline could also be used as a generic, modular and flexible vehicle modeling platform to support the integration of powertrain design and control system optimization.

The Mojave Desert and Mountain Recycling Authority is a California Joint Powers Authority (the JPA), consisting of nine communities in California’s San Bernardino County high desert and mountain region. In August 2008 the JPA contracted with Gershman, Brickner & Bratton, Inc. (GBB) to prepare the Victor Valley Resource Management Strategy (Resource Management Strategy). Working with RRT Design and Construction, Inc. (RRT), GBB prepared a coordinated forward-looking strategy to guide the JPA’s future program and facilities decisions. The Resource Management Strategy focused on the Town of Apple Valley, population 70,092, and the City of Victorville, population 107,408, the two largest JPA member communities, which have a combined total of more than 130,000 tons per year of material entering the JPA’s recycling system and the Victorville Landfill. The Resource Management Strategy is underpinned by a characterization of waste loads delivered to the Victorville Landfill. A visual characterization was carried out by RRT in September/October 2008. RRT engineers identified proportions of materials recoverable for recycling and composting among all loads collected from residential and non-residential generators for a full week, nearly 300 loads total. The JPA financed and manages the operations contract for the highly automated Victor Valley Material Recovery Facility (MRF). The MRF today receives and processes an average of 130 tons per day (tpd), five days per week, of single stream paper and containers and recyclable-rich commercial waste loads. The waste characterization indicated that as much as 80 percent of loads of residential and commercial waste currently landfilled could be processed for recycling and composting in a combination manual and automated sorting facility. Residue from the MRF, which is predominated by paper, would provide potential feedstock for an energy recovery project; however, the JPA has two strategies regarding process residue. The first strategy is to reduce residue rates from existing deliveries, to optimize MRF operations. An assessment of the MRF conducted by RRT indicated that residue rates could be reduced, although this material would continue to be rich in combustible materials. The second strategy is to increase recovery for recycling by expanding the recyclable-rich and organics-dense waste load deliveries to the MRF and/or a composting facility. The Resource Management Strategy provided a conceptual design and cost that identified projected capital and operations costs that would be incurred to expand the MRF processing system for the program expansion. Based on the waste composition analysis, residue from a proposed system was estimated. This residue also would be rich in combustible materials. The December 2008 California Scoping Plan is the roadmap for statewide greenhouse gas emission reduction efforts. The Scoping Plan specifically calls out mandatory commercial recycling, expanded organics composting (particularly food residue), and inclusion of anaerobic digestion as renewable energy. The Resource Management Strategy sets the stage for JPA programs to address Scoping Plan mandates and priorities. California Public Resources Code Section 40051(b) requires that communities: Maximize the use of all feasible source reduction, recycling, and composting options in order to reduce the amount of solid waste that must be disposed of by transformation and land disposal. For wastes that cannot feasibly be reduced at their source, recycled, or composted, the local agency may use environmentally safe transformation or environmentally safe land disposal, or both of those practices. Moreover, Section 41783(b) only allows transformation diversion credit (10 percent of the 50 percent required) if: The transformation project uses front-end methods or programs to remove all recyclable materials from the waste stream prior to transformation to the maximum extent feasible. Finally, prior to permitting a new transformation facility the California Integrated Waste Management Board is governed by Section 41783(d), which requires that CIWMB: “Hold a public hearing in the city, county, or regional agency jurisdiction within which the transformation project is proposed, and, after the public hearing, the board makes both of the following findings, based upon substantial evidence on the record: (1) The city, county, or regional agency is, and will continue to be, effectively implementing all feasible source reduction, recycling, and composting measures. (2) The transformation project will not adversely affect public health and safety or the environment.” The Resource Management Strategy assessed two cement manufacturers located in the high desert region for their potential to replace coal fuel with residue from the MRF and potentially from other waste quantities generated in the region. Cement kilns are large consumers of fossil fuels, operate on a continuous basis, and collectively are California’s largest source of greenhouse gas emissions. The Resource Management Strategy also identified further processing requirements for size reduction and screening to remove non-combustible materials and produce a feasible refuse derived fuel (RDF). A conceptual design system to process residue and supply RDF to a cement kiln was developed, as were estimated capital and operating costs to implement the RDF production system. The Resource Management Strategy addressed the PRC requirement that “all feasible source reduction, recycling and composting measures” are implemented prior to approving any new “transformation” facility. This planning effort also provided a basis for greenhouse gas reduction analysis, consistent with statewide initiatives to reduce landfill disposal. This paper will report on the results of this planning and the decisions made by the JPA, brought current to the time of the conference.

At the same time, the English regulator, Ofwat, has established a huge innovation fund, which along with the Scottish Hydro Nation initiative has made the UK the best place in the world for water innovation and tech.
