Abstract:
The notion that sustainability rests on three pillars – economic, environmental and social – has been widely accepted since the 1990s. In practice, however, the economic and environmental aspects have tended to dominate the sustainability agenda, and social aspects have been sidelined. Two reasons for this are: 1) there is a lack of data collected about which to build meaningful pictures of social aspects of sustainability for populations over time, and 2) there is a lack of recognition of the role of social factors in sustainability, and a related lack of understanding of how to analyse them in conjunction with economic and environmental factors. This paper surveys the literature about sustainability in fisheries, focussing on Australia, and focussing on the way social aspects have been treated. The paper finds that the problems that have been identified for assessing the social in sustainability in general are certainly manifest in fisheries. Management of Australian fisheries has arguably made great improvements to biological sustainability over the last decade, but much remains to be done to generate similar improvements in social sustainability for fishing communities. This is the case for government-run resource management as well as for initiatives from the private sector and conservation organizations as part of movements for corporate social responsibility and ethical consumerism. A significant challenge for improving sustainability in Australian fisheries, therefore, lies in improving data collection on social factors, and in bridging disciplinary divides to better integrate social with economic and biological assessments of sustainability.

Abstract:
Purpose Australia has a huge stock of community buildings built up over decades. Their replacements consume a large sum of money from country’s economy which has called for a strategy for their sustainable management. For this, a comprehensive decision-making structure is an utmost requirement. The purpose of this paper is to capture their sustainable management from four aspects, i.e. environmental, economic, social and functional. Design/methodology/approach The design process follows an extensive review of environmental and life cycle assessments and company context documents. Extracted factors are tailored to community buildings management following expert consultation. However, the resulted list of factors is extremely large, and “factor analysis” technique is used to group the factors. For this, an industry-wide questionnaire across Australian local councils is employed to solicit opinions of the list of factors. Findings The analysis has pinpointed 18 key parameters (criteria) to represent all four aspects. This paper presents the preliminary findings of the factors and the analysis results based on the questionnaire responses. Practical implications The final decision-making structure incorporates all these aspects and criteria. This can be used to develop a decision-making model which produces a sustainability index for building components. Asset managers can mainly use the sustainability index to prioritise their maintenance activities and eventually, to find out cost-optimisation options for them. Originality/value Most notably, this is the first study to apply all four sustainability aspects (environmental, economic, social and functional) to develop a decision-making structure for Australian community buildings’ sustainable management.

Climate change is undoubtedly one of the greatest economic, social, and environmental challenges now facing the world. The present Australian Government is committed to acting on climate change and Australia’s progress towards its emissions reduction targets is being closely watched internationally. To contribute effectively to global climate change action, Australia must demonstrate its ability to implement robust and sustainable domestic emissions management legislation. The Carbon Pollution Reduction Scheme (CPRS), modelled after the cap-and-trade system, continues to be debated by our policymakers, as the Government moves to re-introduce its preferred CPRS legislative package for the third time. The advent of climate change legislation is inevitable and its impact will be far-reaching. This paper reviews the fiscal aspects of the proposed CPRS legislation in the context of the oil and gas industry, and whether it is conducive to creating incentives for appropriate climate change response by the industry. In particular, this paper will consider: the direct and indirect tax features specifically covered in the proposed CPRS legislation and their implications; the areas of taxation that remain uncanvassed in the proposed CPRS legislation and aspects requiring clarification from the tax administration; the interaction between Petroleum Resource Rent Tax (PRRT) and the CPRS measures; the flow-on impacts to taxation outcomes resulting from proposed accounting and financial reporting responses to the CPRS legislation; the income tax and PRRT treatment of selected abatement measures; and, elements of a good CPRS tax strategy and compliance action plan.

Abstract:
Purpose – The purpose of this paper is to investigate the implementation of corporate social responsibility (CSR) related activities in small to medium sized construction enterprises within Australia. Reasons behind the implementation level are also evaluated. Design/methodology/approach – Quantitative and qualitative company level data from 28 Australian small to medium sized construction enterprises were collected using an in-depth questionnaire. Levels of CSR implementation in three aspects, namely, environmental, social and ethical, were measured. Each aspect was broken down into sub-areas and implementation scores were aggregated and normalised. Awareness level and concern for economic aspect, the two hypothesised reasons for level of implementation, were also measured. Non-parametric correlation analyses were used to examine the hypotheses. Findings – The findings suggest small to medium-sized enterprises (SMEs) incorporate some aspects of CSR into their business activities even though they do not refer to the practices as CSR, as none of them have a formal CSR policy in place. Most SMEs in the construction industry implement ethical and economic aspect of CSR; however implementation across environmental and social issues is limited. Non-parametric correlation analyses show that higher awareness of CSR issues leads to higher levels of implementation and that concern about economic aspect is not a reason why CSR is not implemented into business practices. Research limitations/implications – Everett Rogers’ diffusion paradigm can also be applied to CSR implementation, but more research works are required to theoretically and empirically examine the relationships between CSR implementation and economic aspect. Originality/value – It is apparent that there is a significant gap in the research regarding Australian SMEs and sustainability issues as the majority of the literature is focused upon large organisations even though the approaches taken by SMEs towards CSR are very different to those of large corporations. The SME business sector is a significant sector in terms of its environmental, economic and social impacts. Hence recognition of this sector is growing and is now becoming the focus of an agenda to promote the implementation of CSR practices in SMEs. This paper aims to provide useful and detailed information to add to what is currently an underdeveloped body of knowledge in this area.

Keynote paper presented at the International Leucaena Conference, 1‒3 November 2018, Brisbane, Queensland, Australia.Leucaena (Leucaena leucocephala ssp. glabrata) is a highly palatable and productive forage used mainly by beef producers on extensive properties in northern Australia. When sown into native or sown grass pastures, leucaena provides significant production, economic, environmental and social benefits. Adoption of leucaena was slow initially due to a range of technical, agronomic and landscape factors. These have now been largely overcome through extensive research, development, producer experience and other advances, resulting in around 130,000 ha of cultivated leucaena being utilized across northern Australia.A range of aspects will need to be addressed if the adoption of leucaena is to be accelerated into the future. These include environmental concerns, especially potential weediness, and a range of technological needs, including soil nutritional requirements, grazing and toxicity management, opportunities for companion fodder systems and conservation options. Advances in technology and the ongoing need for a high-quality, profitable and sustainable perennial forage will ensure the continued adoption of leucaena across northern Australia for the foreseeable future.

Plant invasions of natural systems threaten biodiversity and ecosystem processes across many biomes. Historically most plant invasions have been facilitated by human activities such as industry, transport and landscape modification. Consequently, both causes and management of weed invasion are dependent on human behaviour and management advice provided by ecologists needs to take account of this fact. This paper assesses current environmental weed control policy in Australia and asks: are government, land managers and the scientific community using available social levers to achieve optimal weed management? We do this by comparing aspects of weed policy with a generalized natural resource policy framework. Adequacy of issue characterization and policy framing are discussed with particular reference to public perceptions of the weed problem, policy scaling and defining policy principles and goals. The implementation of policy Instruments, including regulation, VOluntary incentives, education, Information, motivational instruments, property-right instruments and pricing mechanisms are reviewed. Limitations of current instruments and potential options to improve instrument effectiveness are discussed. Funding arrangements for environmental weed control are also reported: environmental weed invasion generally represents an external cost to economic markets which has resulted in relatively low funding levels for control operations. Finally, review and monitoring procedures in weed programmes and policy are addressed. Rigorous monitoring systems are important in effective, adaptive weed management where control techniques are continually refined to improve ecological outcomes. The utility of maintaining links between project outcomes and policy inputs along with methods of implementing appropriate monitoring are discussed.

Dryland salinity, resulting from extensive land clearing, has been increasingly recognised as a serious environmental and economic problem in Western Australia. Policy initiatives at the state and national level in Australia have attempted to influence farmers' choices of land management practices to reduce the threat of salinity. This study examines, for a particular catchment, what farmers' salinity management practices have been and are likely to be, how farmers view the salinity problem and its recommended treatments, and farmers' perceptions of why the salinity problem continues to worsen. We found that the farmers had high levels of knowledge about salinity and its treatment, although their perceptions appeared to be overly optimistic on a number of aspects of the problem. As a group they were highly uncertain about its extent and the rate of worsening, and they highlighted the complexity, modest effectiveness and relatively poor economic performance of available treatment options. It appears that the scale of salinity prevention practices in the catchment is insufficient for preventing ongoing increases in the area of saline land.

Kangaroo management is important to the sustainability of Australia’s rangeland landscapes. The commercial harvest of kangaroos assists in reduction of total grazing pressure in the rangelands and provides the potential for supplementary income to pastoralists. Indeed, the commercial kangaroo industry is considered by natural resource scientists as one of the few rural industry development options with potential to provide economic return with minimal environmental impact. While the biology and population ecology of harvested kangaroo species in Australia is the subject of past and present research, the social, institutional and economic issues pertinent to the commercial kangaroo industry are not well understood. Our research is addressing the lack of understanding of social issues around kangaroo management, which are emerging as constraints on industry development. The non-indigenous stakeholders in kangaroo harvest are landholders, regional management authorities, government conservation and primary production agencies, meat processors, marketers and field processors (shooters) and these industry players generally have little understanding of what issues the commercial harvest of kangaroos presents to Aboriginal people. Consequently, the perspectives and aspirations of Aboriginal people regarding the commercial harvest of kangaroos are not well considered in management, industry development and planning. For Aboriginal people, kangaroos have subsistence, economic and cultural values and while these values and perspectives vary between language groups and individuals, there is potential to address indigenous issues by including Aboriginal people in various aspects of kangaroo management. This research also examines the Aboriginal interface with commercial kangaroo harvest, and by working with Aboriginal people and groups is exploring several options for greater industry involvement. The promotion of better understandings between indigenous and non-indigenous people with interests in kangaroo management could promote industry development through the marketing of kangaroo as not only clean and green, but also as a socially just product.

Exhausted natural resources and deteriorating ecological balance, together with the social privileges that people expect to have, are proof that the development of countries cannot be reduced to economic development alone. In this respect, this study aimed to evaluate the economic, social and environmental aspects of Organization for Economic Co-operation and Development (OECD) countries. Within this scope, the countries were firstly divided into two groups by performing cluster analysis in order to create more homogeneous country groups. Then, 12 criteria, consisting of four economic, four social and four environmental criteria, were determined by considering the literature and expert opinions. The criteria importance through intercriteria correlation (CRITIC) method was used to weight the determined criteria and using the calculated criterion weights, the countries in each cluster were then evaluated with the measurement of alternatives and ranking according to compromise solution (MARCOS) method. As a result, the most successful countries in the first cluster were determined as Switzerland, Denmark and Ireland with 68.8%, 62.7% and 62.5% performance scores, respectively. Whereas, the most unsuccessful countries were USA, Canada and Australia with 49.8%, 50.0% and 50.1% performance scores, respectively. The most successful countries in the second cluster were found as Slovenia, Spain and Portugal with 65.9%, 65.5% and 64.5% performance scores, while the most unsuccessful countries were Turkey, Chile and Colombia with 45.9%, 55.4% and 55.9% performance scores, respectively. Finally, in order to test the sensitivity of the MARCOS method, the solution was repeated with the MAIRCA, WASPAS, MABAC and CoCoSo methods using the weights obtained by the CRITIC method. A high correlation (greater than 80%) was found between the rankings acquired using the other methods and the rankings obtained by the MARCOS method.

Purpose This paper aims to investigate the practices, drivers and barriers which influence the implementation of green leases in South Australia. Despite some efforts on legal aspects of green leases, only a few studies have examined these aspects from an operational perspective. In addition, very little empirical evidence was presented in previous studies to show how green leases work in real-life settings. Design/methodology/approach Data were collected using semi-structured interviews with landlord and tenant representatives who have considerable experience in green leases. These interviewees were selected via a purposive sampling technique that identified buildings which use green leases in South Australia. The concept of interface management (IM) was used to operationalize this research. Findings The green leases were found to be mainly initiated by tenants while government involvement, economic and environmental benefits are the main drivers in South Australia. Drivers such as staff retention, well-being and corporate social responsibility are found to be more relevant to tenants. Lack of awareness and transaction costs are the main barriers to the implementation of green leases. Research limitations/implications This study focuses on the South Australian context and mainly covers dark green leases. There are implications for the government’s continued involvement and the promotion of lighter shades of green leases to overcome operational issues and barriers identified in this study. Originality/value This study contributes to the body of knowledge on the subject of green lease implementation from an operational perspective. In addition, the study introduces a conceptual framework via IM that could be used in future research endeavours.

Dairy cows are able to convert fibrous materials, such as grass, roughage, and by-products from the food industry, into milk and meat, which justifies their role in food production. However, modern dairy farming is associated with major sustainability challenges, including greenhouse gas emissions. In order to develop sustainable future production, it is important to implement existing knowledge and fill knowledge gaps. The aim of this study was to systematically map the scientific literature on environmental, economic, and social sustainability at farm level in dairy farming. Literature published between January 2000 and March 2020 and with the geographical focus on Europe, North America, and Australia–New Zealand was included. In total, the literature search resulted in 169 hits, but after removing duplicates and papers outside the study scope only 35 papers remained. Of these, only 11 dealt with the three dimensions of sustainability, and several of these only mentioned one or two of the dimensions or set them in relation to that/those actually studied. Overall, the selected literature did not clearly explain how aspects of sustainability are interlinked, so possible negative or positive interactions between different aspects of sustainability dimensions remain unidentified.

We systematically mapped the scientific literature on the sustainability of pig production at farm-level. Sustainability was considered holistically, covering its economic, environmental, and social dimensions, each consisting of a broad range of different aspects that may contradict or reinforce each other. Literature published between January 2000 and March 2020 with a geographical focus on Europe, North America, Australia, and New Zealand was included. A standard template with predefined keywords was used to summarise aspects of each sustainability dimension covered in identified papers. We found that papers analysing environmental sustainability were more frequent than papers analysing economic or social sustainability. However, there are many different aspects within each dimension of sustainability, hampering comparisons between studies. In addition, each dimension of sustainability has many sides, making it difficult to compare different studies, and different dimensions and aspects may have complex interrelations. Our systematic literature review revealed that these interrelations are not well understood and that possible trade-offs or synergies between different aspects of sustainability dimensions remain unidentified. This systematic mapping of the current literature on farm-level sustainability in pig production can support a more informed discussion on knowledge gaps and help prioritise future research at farm-level to enhance sustainability in pig production.

In this paper the dynamic relations between the state, society, and metropolitan planning are explored. The changing role and function of the state in the context of rapid restructuring of economic and social relations in Australia during the past decade are discussed, along with the impact of processes such as globalisation, cyclic recessions, and the growing assertion of local communities on the state. The influence of these processes on metropolitan planning, as an arm of the state which mediates between development interests and local communities, is then assessed from a theoretical perspective. Given the identified processes and changes, it is argued that metropolitan planning has become increasingly constrained in its ability to influence the nature and location of urban development in 1990s Australia. The validity of this argument is examined against the case of metropolitan planning in Perth during the past decade. Three key aspects of the changing nature of planning in Perth are studied in detail: A 1987 proposal for a new metropolitan strategy; a 1990 adopted metropolitan plan which derived from the 1987 proposal; and several redevelopment initiatives currently under consideration. It is concluded that the Western Australian state—and subsequently metropolitan planning—have experienced significant challenges to their ability to influence urban change. The constraints imposed on metropolitan planning are simultaneously due to economic pressures ‘from above’ and community pressures ‘from below’. Finally, it is observed that this process possesses a regresive potential, and that metropolitan planning should restructure in order to respond effectively and equitably to recent economic and social changes.

The sustainability of future poultry production needs to be improved in order to meet global challenges. The global chicken population has expanded significantly in recent decades, due to increased human demand for eggs and chicken meat. Therefore, it is critically important to mitigate challenges to the sustainability of modern poultry production, such as pollution, the depletion of finite natural resources and animal welfare issues. This study systematically mapped the scientific literature on farm-level sustainability in egg and chicken meat production. The concept of sustainability was considered holistically, covering its economic, environmental and social dimensions, each consisting of a broad range of different aspects that may contradict or reinforce each other. The literature published between January 2000 and March 2020 with a geographical focus on Europe, North America and Australia–New Zealand, were included. The literature search resulted in a total of 428 hits, but after the exclusion of articles that did not match the scope of the study, only 26 papers remained for the systematic mapping. Of these, only three papers covered all three dimensions of sustainability. Aspects of economic sustainability were addressed in 10 papers, aspects of environmental sustainability in 18 papers, and aspects of social sustainability in 23 papers. The findings in this study are an important foundation for the discussion and prioritisation of future actions to increase knowledge of farm-level sustainability in egg and chicken meat production.

Climate change has brought people’s attention in recent decades, which demonstrates a critical phenomenon of increased natural disaster risks. The consequences of natural hazards are highly potential to bring significant economic, reputational, social, and environmental impacts on Australia’s tourism industry. Considering the close relationship between the unique natural environment and the local tourism industry, natural disasters always play critical roles in terms of the destinations’ resilience. This paper aims to examine the cause-and-effect of natural disaster resilience for the tourism industry in Eastern Australia with the particular concern of bushfire. Representative bushfire events will be studied to locate the industry’s preparedness and the existed action gaps mainly with the focus on government and destination management organizations, as well as discuss the disaster prevention implications, direct/indirect impacts and tourism-related issues. Also, a natural disaster resilience assessment framework for the industry will be developed with the key indicators from multiple aspects. A couple of future directions will be proposed regarding recovery methods, including the needs of destination image recovery, supportive policies for small businesses and cross-functional partnership.

‘Bait-resistance’ is defined as progressive decreases in bait efficacy in controlled pest species populations. Understanding the mechanisms by which bait-resistance can develop is important for the sustainable control of pests worldwide, for both wildlife conservation programs and agricultural production. Bait-resistance is influenced by both behavioural (innate and learned bait-avoidance behaviour) and physiological aspects of the target pest species (its natural diet, its body mass, the mode of action of the toxin, and the animal’s ability to biochemically break down the toxin). In this review, we summarise the scientific literature, discuss factors that can lead to innate and learned aversion to baits, as well as physiological tolerance. We address the question of whether bait avoidance or tolerance to 1080 could develop in the red fox (Vulpes vulpes), an introduced predator of significant economic and environmental importance in Australia. Can development of a finite resource, such as oil, be consistent with sustainable development? Sustainable development involves meeting the needs of current and future generations through simultaneous consideration of environmental, social and economic aspects (referred to as the triple bottom line).Since 1998, Woodside Energy Ltd (Woodside) has discovered three oil fields in the WA-271-P Permit area offshore North West Cape, northern Western Australia. The fields are some 20 km from the boundary of the Ningaloo Marine Park.The first part of this paper presents a case study of the Enfield Area Development. It describes the approach taken to simultaneously manage environmental, social and economic considerations while planning for the development of oil fields in exploration permit WA-271-P.A range of measures have been employed that are considered examples of best practice for the petroleum industry in Australia, including:early commitment to a range of responsible environmental management measures in design; a comprehensive community engagement program, with links to the development and environmental assessment processes; and pioneering environmental research.Novel methods of establishing environmental and social issues as key priorities within the Woodside development team have been successfully implemented.The case study provides by giving an overview of the most significant environmental risks associated with the proposed development, and concludes that the development does not represent a significant risk to the environment.The second part of the paper then addresses the question of whether oilfields can be developed sustainably, looking at current views from the literature, and whether the approach outlined in the case study can be considered sustainable.While the project is still in an early stage of development, it provides a strong indication that oil development can be consistent with current thinking on sustainability, provided that current needs, which include a dependence on fossil fuels, and future needs, such as preservation of the productive and social value of the environmental resource base, are balanced simultaneously. The paper concludes that oil development, even in an environmentally and socially sensitive area, can help facilitate the transition to a more sustainable future.

Abstract Over the past three decades, an increasing trend has been observed in research related to the consideration of human factors instead of solely based on the traditional aspects of project and operations management. However, much of the research done to date on human aspects has been conducted in developed countries in Europe, America and Australia, leaving developing countries, especially those in Africa, deprived of similar research. The purpose of the paper is to bridge this gap in knowledge by comparing the soft factors in the two contexts in order to provide an understanding of whether they have the same level of importance, regardless of their differences in economic, social and environmental aspects. The authors used semi-structured interviews to identify the critical soft factors for optimum performance of maintenance operations at a natural gas processing plant in Tanzania. The uncovered soft factors included top management engagement and oversight, trainings, ergonomics, collaboration, safety and security, recognition programs, and education and career growth. There was a high degree of conformity between the soft factors uncovered in the Tanzanian context and those in other African countries and other developing countries around the world. However, there was also conformity between the soft factors uncovered in developing and developed countries, which only differed in the level of the emphasis they placed on implementation.

Droughts can cause significant damage to agriculture and water resources leading to severe economic losses. One of the most important aspects of drought management is to develop useful tools to forecast drought events, which could be helpful in mitigation strategies. The recent global trends in drought events reveal that climate change would be a dominant factor in influencing such events. The present study aims to understand this effect for the New South Wales (NSW) region of Australia, which has suffered from several droughts in recent decades. The understanding of the drought is usually carried out using a drought index, therefore the Standard Precipitation Evaporation Index (SPEI) was chosen as it uses both rainfall and temperature parameters in its calculation and has proven to better reflect drought. The drought index was calculated at various time scales (1, 3, 6, and 12 months) using a Climate Research Unit (CRU) dataset. The study focused on predicting the temporal aspect of the drought index using 13 different variables, of which eight were climatic drivers and sea surface temperature indices, and the remainder were various meteorological variables. The models used for forecasting were an artificial neural network (ANN) and support vector regression (SVR). The model was trained from 1901–2010 and tested for nine years (2011–2018), using three different performance metric scores (coefficient of determination (R2), root mean square error (RMSE), and mean absolute error (MAE). The results indicate that ANN was better than SVR in predicting temporal drought trends, with the highest R2 value of 0.86 for the former compared to 0.75 for the latter. The study also reveals that sea surface temperatures and the climatic index (Pacific Decadal Oscillation) do not have a significant effect on the temporal drought aspect. The present work can be considered as a first step, wherein we only study the temporal trends, towards the use of climatological variables and drought incidences for the NSW region.

The sustainability of future finfish aquaculture needs to be improved to meet global environmental challenges. Global fish aquaculture production has expanded significantly recently, due to the increased demand for fish for human consumption. Therefore, it is important to mitigate challenges to the sustainability of the sector, such as pollution and depletion of natural resources. In this study, we systematically mapped the scientific literature on farm-level sustainability in fish aquaculture. The concept of sustainability was considered holistically, covering its economic, environmental and social dimensions, each consisting of a range of different aspects that may contradict or reinforce each other. Literature published between January 2000 and August 2020 with the geographical focus on Europe, Northern America and Australia–New Zealand was included. The search resulted in a total of 287 hits, but after the exclusion of articles that did not match the scope, only 17 papers remained for the systematic mapping. Of these, five papers covered all three dimensions of sustainability. Economic sustainability was addressed in 10 papers, environmental sustainability in 13 papers and social sustainability in 12 papers. This systematic mapping provides an important foundation for discussions and prioritisations of future actions to increase knowledge on farm-level sustainability in finfish aquaculture.

As the global energy market undergoes a wholesale transformation accelerated by the need to decarbonise, a rapid transition to renewable energy and the mass deployment of distributed energy resources, autonomous energy networks or microgrids are emerging as an attractive mechanism for the delivery of electricity to end users. Yet in Australia, at least, relatively little is known about key aspects of microgrids that are fundamental to their successful deployment, not least the more commercial and economic elements rather than the purely technical. Drawing on the extant global literature on microgrids, in this paper, we explore the most important of these aspects including business models, ownership and investment. Identifying the ambiguity, inconsistency and uncertainty evident in many of the feasibility studies currently in train across Australia, in this paper, we highlight specific areas for future research. These research areas must be addressed if the full potential of microgrids is to be realised in the context of a global energy transition both domestically and internationally.

The authors discuss the regulation of rural land use and compensation for property-rights restrictions, both of which appear to have become more commonplace in recent years but also more contested. The implications of contemporary theories in relation to this matter are examined, including: the applicability of new welfare economics; the relevance of the neoclassical theory of politics; and the implications of contemporary theories of social conflict resolution and communication. Examination of examples of Swiss and Australian regulation of the use of rural properties, and the ensuing conflicts, reveals that many decisions reflect a mixture of these elements. Rarely, if ever, are social decisions in this area made solely on the basis of welfare economics, for instance social cost-benefit analysis. Only some aspects of such decisions can be explained by the neoclassical theory of politics. Theories of social conflict resolution suggest why, and in what way, approaches of discourse and participation may resolve conflicts regarding regulation and compensation. These theories and their practical application seem to gain in importance as opposition to government decisions increases. The high degree of complexity of most conflicts concerning regulation and compensation cannot be tackled with narrow economic theories. Moreover, the Swiss and Australian examples show that approaches involving conflict resolution may favour environmental standards.

This paper analyses various aspects of the economics of logging high conservation value native forests. After outlining the multiple uses of these forests, evidence is reviewed that suggests that subsidisation of logging is extensive. Next the paper reviews work that indicates that when account is taken of the environmental values lost due to logging (including the value of water with alternative uses) there are net social costs from logging high conservation native forests. Finally, changes to the structure of the wood products industry are analysed and it is argued that the growth of plantation timber, although rapid, has been constrained by subsidisation of native forests logging. Despite this, the data show that plantation-sourced wood will capture most of the market for sawn timber and pulp within a decade. There is thus the opportunity for Australia to have its timber needs met without the environmental costs associated with logging of native forests.

Beef and lamb meat production is associated with important cultural, economic and environmental impacts in most countries worldwide. However, it is also related with sustainability challenges. To enable cattle and sheep farming to develop in line with sustainability, existing knowledge need to be implemented and identified knowledge gaps filled. The purpose of this article was to systematically map the scientific literature on environmental, economic and social sustainability at farm-level beef and lamb meat production to identify knowledge gaps and to point to important future actions and areas of research. Papers published January 2000–August 2020 with a geographical origin in Europe, Northern America, and Australia-New Zealand were included. The systematic literature search resulted in a total of 1355 hits; however, after removing papers which were considered out of the scope of the study, and duplicate papers, only 22 and 11 papers related to beef and sheep farming, respectively were retained for further analysis. Of these, only 11 in total included all three sustainability dimensions. Several papers only mentioned one or two of the sustainability dimensions or put them in relation to that/those main dimension covered, thus limiting the extent to which possible synergies or tradeoffs between different sustainability aspects actually can be studied. This indicates a need for a more comprehensive approach when studying farm-level sustainability. Future research would benefit from a more holistic approach and include all dimensions of sustainability within the same study. Further, focus should also be on how to measure and assess sustainability aspects in a standardized way.

Environmental and socio-political challenges of today show that traditional models of economic growth and valuation methods, which are based primarily on financial profitability, are not always optimal, but the concept of inclusive growth is gaining popularity. In January 2018, the Inclusive Growth and Development Index was presented at the 48th World Economic Forum in Davos. But the relatively new concept of inclusive growth and its economic meaning remains insufficiently studied and needs further research. Accordingly, the paper aims at providing a bibliometric overview to determine the current state of scientific production in "inclusive growth". Scopus Database was selected as the primary data source. The scientific literature was searched based on the titles, abstracts, and author keywords with the following search strategy: "inclusive growth". A time span of 10 years was set, and thus, only literature published from 2012 to 2021 was included. To obtain a more comprehensive analysis VOSviewer 1.6.16 software was used for mapping and visualizing bibliometric networks of scientific publications. A study of the geographical affiliation of researchers in this area showed that the most significant number of publications was published by scientists from the USA, India, Great Britain, China, South Africa, Australia, Spain, Italy, Canada, and Germany. The average growth rate of publications in this field is the highest among scientists in Spain, Italy, and China. The interest in the topic is constantly growing. As a result of a bibliometric analysis of 2000 publications indexed by the Scopus database from 2012 to 2021, devoted to the issues of inclusive growth, 8 clusters were identified: environmental problems, role, and opportunities of stakeholders in increasing inclusive growth, population movement under the influence of micro-and macro-environmental factors to achieve sustainable development goals, inequality, analysis of economic and population development factors in the context of achieving sustainable development goals, inclusive growth essence, and parameters, poverty. The issues of regional aspects and mechanisms for attaining inclusive growth goals, as well as issues of regulating and ensuring stakeholders' interests, including issues of communication and promotion of inclusive growth paradigm, risk assessment of implementing inclusive economic principles, and formalization of impact factors remain unexplored.

The investors' view of risk is discussed under the headings of political, economic, and environmental, and the major risk factors that require understanding are shown to be country risk; exchange rate risk—rate forecasting and exposure management; and international taxation.The techniques in assessing country risk are reviewed, and the methodology of international banks assessed. The Go/No-Go, Premium for Risk, Range of Estimates, and Risk Analysis techniques are described.In considering the forecasting of exchange rate movements it is recognized that, while there is no adequate forecasting measure, the major variables of comparative prices, interest rates, and comparative money supply require attention. The mechanistic tools of purchasing parity theory and the Fisher effect formula on interest are therefore outlined.The management strategy in the management of exchange rate movement exposure is seen to require a determination of economic exposure, the observance of basic rules in currency grouping, and market operation guidelines. A management guide is set down for reference.A reference to international taxation indicates the need of the tax planner to consider comparative taxation domicile of investment, and corporate structure.The basic taxation principles that apply are seen as the necessity to plan in after-tax terms; the importance of determining the nature and sources of taxes; and the requirement of a full knowledge of relevant double taxation agreements and local tax administration regulations.The role of the Australian petroleum industry in attracting foreign investment is seen as promoting the provision of data, increased opportunities to invest, risk reduction through tax effective opportunities, and assisting in proposal presentations.The need for earlier release of exploration data is expressed, as is the development of comprehensive updated data packages—which would include basin reviews—for use by industry. A zoning approach to areal permit size that provides for a reduction in permit size with exploration maturity is seen as an approach to increasing investment opportunities. The Sustainable Grazing Systems (SGS) Program was established in 1996 to address the issues of declining pasture productivity and sustainability in the high rainfall zone (>600 mm/year) of southern Australia. The program goal was that 'by June 2001, at least 2000 producers in the high rainfall zone will have adopted changes to their grazing systems that can be shown to be at least 10% more profitable, and more sustainable, than those used prior to participating in SGS. A further 5000 producers will have trialed at least part of the recommended changes'. There were 4 interacting activities within SGS, collectively focused on delivering this goal. These were: (i)�a National Experiment to develop the principles and quantify the relationships; (ii) a regional producer network to determine and deliver on local producer priorities; (iii) training and skills development courses; and (iv) integration and management to ensure the goal was met in an efficient and effective manner. Producer input and ownership were considered essential and were built in at all levels of program activity and management. Independent surveys confirmed that SGS assisted large numbers of producers to make substantial change in farm practices. SGS met its goal by developing and delivering knowledge about more profitable and sustainable grazing systems to a network of almost 10 000 livestock producers across southern Australia. Critical elements of SGS included research, skills training and support for producer groups, on-farm trials and demonstrations, and farm-walks for producers to share information and experiences. A 'triple bottom line' approach was adopted to assess and report on the impacts of the program on the financial, social and environmental capital of the grazing industries in the high rainfall zone. In keeping with the triple bottom line approach, this special edition contains papers that report on biophysical, economic, environmental and social aspects of the program.

Introduction: We reviewed and compared current drug shortages and shortage management practices in six selected countries (Hungary, Belgium, Spain, Switzerland, Australia, United States) based on the most comprehensive national shortage databases for each country, for four Anatomical Therapeutic Chemical (ATC) groups, to analyze the criticality of drug shortages across countries and identify best practices in shortage management strategies. Materials and Methods: Countries were selected to cover a wide geographical range of high-income nations where a lack of economic power as a potential source of drug shortages is not observable. ATC groups were selected based on a pre-examination of the databases to analyze groups most often in shortage, and groups where the absence of which could have a severe negative impact on treatment outcomes. The bias originating from the different reporting systems had to be reduced to gain comprehensive and comparable information. The first bias-reducing mechanism was transforming the raw number of shortages into proportion per million people. Secondly, critical cases were classified, and thirdly, critical cases were compared with the Word Health Organization (WHO) Essential Medicine Lists. Results: The results indicate that every European country studied reports significantly higher total and critical shortages per population compared to the US and Australia. Within Europe, Hungary reports the highest number of cases both for total and critical shortages, while Spain has the lowest results in both aspects. While in the US and Australia critical shortages were observable in similar proportions across all ATC groups, in European countries ATC groups of anti-infectives for systemic use (J) and the nervous system (N) were found to account for a notably higher proportion of critical shortages. Current shortage management practices were examined in each country and classified into five groups to identify common best practices. Conclusions: Due to the different characterization of reporting systems, several bias-reducing mechanisms should be applied to compare and evaluate shortages. In addition, European harmonization should be initiated to create mutually acknowledged definitions and reporting systems, which could be the basis of good drug shortage handling practices in Europe.

Recent financial scandals and the global financial crisis have generated numerous criticisms of the value and use of annual financial and sustainability reports prepared by companies. This has generated the elaboration and use of a new model of corporate-information reporting that considers strategic, social, economic, and environmental aspects. This study synthesizes the knowledge of the use of integrated reporting as a source of information, and bibliometrically analyzes of 268 articles published in the Web of Science database in 2011–2019. Results show that 77.6% of the academic articles were from developed countries, and the five most influential countries are Italy, South Africa, Australia, the United Kingdom, and the United States. Results show that the development of this type of research is scarce in emerging economies. The most influential authors are García, Rodríguez, and De Villiers. A high level of interconnections is observed in used keywords, of which the most used are ‘sustainability’ and ‘management’. Lastly, this article contributes to the international discussion on integrated reporting by carrying out a structured review of the literature, highlighting previous research.

The exotic alien species Aethina tumida, commonly known as the small hive beetle (SHB), was first detected in the Italian region of Calabria in 2014. The SHB is endemic in sub-Saharan Africa and is established in North and Central America, Australia, and many other world regions. Little is known about the effects of SHB introduction in new regions. This article focuses on the economic and regulatory aspects of SHB invasions. It presents the results of a survey questionnaire administered to Italian bee experts and extension agents in the spring of 2019, which documents opinions about the SHB invasion and its management in Italy. The results show that the SHB and Varroa are perceived as major threats to bee health. Over half of respondents agree that SHB eradication is no longer an attainable policy objective in Calabria, and support a policy shift from eradication to control of SHBs. Among respondents, extension agents are the most likely to agree with the need for a policy adjustment. Additional scientific and economic evidence and analysis can help resolve the differences in the opinions of stakeholders about feasible or preferable management policies for the SHB, and crucially, ensure the participation of beekeepers in the surveillance and control efforts.

This extended abstract discusses the key challenges associated with the Coniston development; particular emphasis is on engineering, operations, and project management aspects. The Coniston development will produce oil and gas from the Coniston and Novara hydrocarbon accumulations, located in permit WA-35-L, about 100 km north of Exmouth, in water depths of about 400 m. The Coniston development will consist of a sub-sea tieback to the existing Van Gogh sub-sea infrastructure and the Ningaloo Vision FPSO, currently producing from the Van Gogh Field. The project was sanctioned by Apache in 2011 and will be on production in 2Q 2014. To maximise reservoir exposure, multilateral wells will be drilled, and completed, employing inflow control devices of latest generation and monitoring production with the installation of tracers. To take advantage of project synergies, gas lift will be provided by Van Gogh wells through a dedicated gas production manifold. The Coniston development represents a remarkable multidisciplinary effort to develop a relatively small-size oil reservoir offshore WA. Some of the challenges achieved are the high oil viscosity, the complexity of the engineering to install new sub-sea infrastructure while minimising the impact on Van Gogh production and maximising the synergies of the tie back, the constant increase in drilling and facilities costs while maintaining attractive project economics, and the more stringent regulations environmental permits and the ability to optimise drilling and operation to achieve production as quickly as possible.

This review paper provides an overview of the (1) technical, (2) economic, (3) socio-political, and (4) regulatory and institutional aspects that should be considered concurrently when navigating the transition towards a rooftop PV-dominated electricity system. We consider the suitability of two prominent long-range transitions theories for understanding the importance and interaction of elements within these four aspects during the transition. The multi-level perspective (MLP) of transitions theory is considered best suited for this task as it addresses fundamental shifts in the socio-technical systems, rather than being weighted towards technological and/or economic solutions. We find that relatively little research has been undertaken where the renewable energy transition is being driven by the uptake of rooftop PV within the distribution network of established islanded electricity systems. These islanded electricity systems will be the first to experience system impacts from high levels of rooftop PV. This review provides further analysis of important gaps in understanding the rooftop-PV-led energy transition and the implications for policy makers in maintaining stable electricity supplies during the transition.

Purpose This study aims to evaluate the impact of corporate governance on sustainability reporting by investigating companies operating in the Australian resources industry. Design/methodology/approach This study investigates the relationships between the total sustainability disclosures and, separately, the three aspects of sustainability disclosures – economic, environmental and social – and corporate governance mechanisms proxy by various attributes of board composition. The sustainability disclosures were scored using Ong et al.’s (2016) index. Findings Significant positive correlations were found between the extent of sustainability disclosures and the proportion of independent directors, multiple directorships and female directors on the board. Originality/value Unlike traditional content analysis methods, this study adopts a newly developed Global Reporting Initiatives-based reporting index that identifies companies with good sustainability performance by aligning companies’ disclosures to their sustainability performance.

Sustainability is a complex and multifaceted concept that comprises environmental, economic, social, and cultural dimensions. Growing consumer concerns over the impacts of global meat production and consumption have led to increasing interest in sustainability initiatives and the use of sustainability labels. Yet, an understanding of what sustainability means to consumers in the context of meat and how consumers relate production-related credence attributes of chicken meat to sustainability remains limited. Between September 2019 and January 2020, an exploratory research study was conducted using a multi-method approach. Participants completed an online survey before participating in a series of eye-tracking choice tasks followed by in-depth interviews. The study revealed that the environmental dimension of sustainability is most important to consumers’ definition of a “sustainable food system”. Likewise, the sustainability of chicken meat products was most commonly associated with the perceived environmental impact of chicken meat production, followed by animal welfare aspects. Consumers made incorrect inferences about some sustainability labels and these inferences sometimes contributed to positive associations with sustainability. Consumers frequently associated a higher price with higher sustainability, indicating a belief that “doing the right thing” might cost more. This study provides new insights regarding consumers’ perceptions of production-related credence attributes and sustainability labels.

Over three decades, a number of external and internal factors that are linked to the political and economic environment have influenced Australian universities to adopt strategies and management styles similar to any other business organisation. The shifts in the strategic focus of the universities have been reflected through their policies and governance at different levels of the organisations. However, there is a need for understanding from different levels’ staff perceptions on whether they equally perceive the changes as legitimate. Based on a social constructionist approach, utilising the intellectual merits of Institutional Theory, this paper draws on the in-depth interview of three levels of staff of an Australian university to understand their perceptions on the impact of major influential factor(s) responsible for strategic changes in their operating environment. The study finds that academics at different levels carry a mix of attitudes towards identifying the major influential factors, not by its merit but rather the way the top managements have implemented the changes within the organisation. The study also finds that the strategy implementation that is based on the new business model and adopted by the University has not been positively accepted by the operational level academics as it conflicts with their traditional values. The perception gaps at different levels identified in the study would help management in future strategy development and the implementation process with a stronger focus on the behavioural aspects of change.

Purpose Sustainability reporting serves as a means of communication between corporations and their stakeholders on sustainability issues. This study aims to identify and account for the contents of sustainability reporting communicated through the websites of the plants in five continents of the same multinational mining corporation. Design/methodology/approach This study uses data published by Newmont Mining Corporation. The corporation has regional headquarters in five continents: Africa, Asia, Australia and North America and South America. The data were drawn from the websites of the five plants adjacent to those regional headquarters. Economic, environmental and social aspects of sustainability as reported by each plant were identified; to do so, a disclosure analysis based on the elements of the Global Reporting Initiative and the United Nations Division for Sustainability Development was used. These aspects were then compared and contrasted to highlight if, and to what extent, institutional isomorphism influences variations in sustainability disclosures among plants compared with the parent company. Findings It was found that most of the reporting about sustainability matters comprises narratives; there were also a few physical measures but very little financial information. Notwithstanding that the websites of all five plants used similar headings, the contents of reports differed. The reports from the plants in Australia, South America and Africa were more comprehensive than those from the plants in Asia and North America. The authors attribute these differences to institutionalisation of location-specific characteristics, including management discretion, legislation and societal pressures influencing sustainability reporting. The authors argue that managers responsible for preparing sustainability reports and who work essentially as sustainability accountants should develop templates and measures to raise the standard and comprehensiveness of reports for improved communication, information and behaviour. Originality/value Extant studies on sustainability reporting have focused mainly on comparisons between sustainability reports published by different corporations or sustainability reports published in different years by the same corporation. The authors believe that this is one of the first studies to have examined differences in sustainability information published by different subsidiaries within the same large corporation and the first to show how concurrent disclosures can differ.

Soil security identifies global challenges and a series of dimensions that are necessary requirements to meet those global challenges using sustainable land management. The soil security concept is applied to two contrasting soil landscape systems with varying climate, landform and soil types. Previous methodologies for assessing land and soil capability are combined within the soil security conceptual approach. The land and soil capability methodologies are used to assess how the soil condition changes in response to the stresses and forcing associated with land management and land and soil degradation processes. It is the soil capability that defines how the soil condition changes between the reference state of the soil condition, or the genoform, and the soil condition under land use, or the phenoform. The conclusion is that soil capability, which is one of the dimensions used to apply the soil security concept, is a complex dimension and has several aspects or further facets to be considered to achieve sustainable land management. It is apparent that in assessing soil capability, the following facets are relevant. I: The capacity of the soil to provide ecosystem services to meet the global challenges outlined for Soil Security. II: The stability of the soil condition to land degradation processes resulting from the effects of land management practices and the environmental stresses on the soil. III: The capacity to recover following degradation. Facets II and III can be considered the resilience. An important conclusion is that the soil capability cannot be assessed without taking into account features of the landscape including climate and landform. Two examples from south eastern Australia of the application of these facets of soil capability to on-ground situations are presented. The Cowra Trough Red Soils in the Australian wheat belt are a set of soils, primarily contributing to meeting the global challenge of food security. The major degradation processes threatening the stability of these soils are water erosion and soil acidification. The Kosciusko National Park in the Snowy Mountains region is primarily contributing to meeting the challenges of water security for the irrigation industry in the Murray Darling Basins and energy security through the production of hydroelectricity. The set of soil landscapes also contributes to biodiversity protection and human health and well-being. The major degradation processes threatening the stability of these soils and their capacity to meet the global challenges are water and wind erosion. A major limitation is the poor capacity of these soils to recover once degraded. Identifying the main ecosystem services provided by the two examples, together with the major risks of land degradation can clarify extension, economic and policy aspects of sustainable land management for the two sets of soil landscapes. For the Cowra Trough Red Soils, management of water erosion and soil acidification are essential for maintaining the contribution of the area to food security. For the Kosciusko National Park, the control of water and wind erosion are essential to maintain the contribution of the area to water and energy security.

Live fences in tropical production systems: a global review of uses and perceptions. The expansion of agricultural and livestock production has been a key factor in deforestation in the world and especially in the tropical region. Currently, more than half of the Earth’s surface is used for the establishment of production systems; in this context, live fences can generate positive effects on the environment and provide environmental goods and services. In this work, we reviewed the effects of live fences on production systems from the tropical regions of America, Africa, Asia and Australia, analyzing the uses and perceptions of farmers that have made use of these fences. It was found that live fences were mainly related to the delimitation of farms and pastures. However, their uses and benefits are manifold, among which we found: provide forage, wood extraction, fruit supply, windbreaks, medicinal, to avoid soil erosion, moisture retention and nutritional support. In addition, other positive perceptions were: increasing landscape connectivity, increasing economic incomes, reducing production costs, reducing pressure on remaining vegetation, keeping maintenance costs down, contributing to pest control, and improving fertility. However, negative perceptions included the excessive work in repairing or pruning them, shade negative impact on agricultural production, lack of information discourages establishment, high establishment costs, generation of property conflicts and management difficulty. It was found that the uses by farmers are focused on improving the yields of productive systems, but also on the conservation of natural resources especially soil and biodiversity. We proposed research topics for the future, as determining the criteria in the selection of native species to establish and enrich living fences valuing ecological and socioeconomic aspects; in additionally, we must deepen the benefits they produce on the yields of productive systems. We suggest the development of live fences studies in the tropical region of Australasia, because no data was found for this region, in order to know the biodiversity and services status that they provide to the rural communities. As a conclusion, it will be important to generate initiatives that encourage the formulation of rural policies, the creation of programs that encourage the establishment of live fences, whether through payments for environmental services, tax compensation or other mechanisms. Social sustainability includes aspects of equity and is associated with two of the United Nations Sustainable Development goals focused on promoting good health and well-being for all ages. Yet, this pillar of sustainability is considered the least understood, as compared to economic and environmental components. To address this, our study focused on intergenerational engagement within residential neighborhood parks to foster social sustainability and encourage healthy and active living. This study included an intercept survey with open-ended questions of 386 adult park users within 12 parks in South-East Queensland, one of Australia’s fastest-growing areas. Approximately two-thirds (68%) of adult participants visited the park with one or more children, primarily to use the playground. Further thematic analysis shows that intergenerational interactions predominantly include adults playing with or teaching children. However, intergenerational interactions were limited in numerous situations, such as when adults accompany older children. This paper concludes with a discussion on potential ways to increase intergenerational interactions in parks to promote health and well-being for all ages, thus increasing social sustainability within residential developments.

O presente artigo aborda indagações relativas sobre o eucalipto e a educação ambiental critica quanto a cultura dessa espécie, explorando os aspectos da sua utilização e os questionamentos ambientais em relação aos recursos naturais do ecossistema.Na abordagem metodológica investigou-se, por meio de visitas in loco, cinco propriedades de Goioerê, PR, especialmente em um bairro cujo nome fictício é “São Miguel”, visando conhecer como o manejo do eucalipto ocorre nessa região paranaense. Elaborou-se um almanaque digital com o software Scratch e um jogo digital por meio do software motor gráfico Unity, nos quais constam aspectos do eucalipto e da educação ambiental.O jogo digital expõe, práticas direcionadas para a educação ambiental e temas acerca dessa espécime exótica, denotando a percepção e importância das árvores nativas bem como o processo de preservação e conservação, fortalecendo a concepção a respeito do município de Goioerê e o seu ecossistema. Após os resultados advindos com a produção do jogo e almanaque, e estes foram disponibilizados aos professores de Ciências e Biologia para serem utilizados em suas práticas pedagógicas, e para os produtores rurais como informativo. This article addresses questions concerning eucalyptus and critical environmental education regarding the culture of this species, exploring aspects of its use and environmental questions in relation to the natural resources of the ecosystem. loco, five properties in Goioerê, PR, especially in a neighborhood whose fictitious name is “São Miguel”, aiming to understand how the management of eucalyptus occurs in this region of Paraná. A digital almanac was created with the Scratch software and a digital game using the Unity graphics engine software, which contains aspects of eucalyptus and environmental education, denoting the perception and importance of native trees as well as the preservation and conservation process, strengthening the conception regarding the municipality of Goioerê and its ecosystem. After the results resulting from the production of the game and almanac, these were made available to Science and Biology teachers to be used in their pedagogical practices, and to rural producers as information. It was hoped that the knowledge available there will convey a critical perception regarding the production of eucalyptus, integrating the concepts related to this species of plant within the scope of Environmental Sciences. Purpose – This article identifies current performance measurement practice within state, territory and federal government departments in Australia with a particular emphasis on the importance of sustainability performance measures. Whilst voluntary sustainability reporting by private sector organisations aligned, for the most part, with Global Reporting Initiative (GRI) guidelines is growing, there is little sustainability reporting by organisations in the public sector. This raises questions as to the extent to which public sector sustainability performance is managed. This research aims to assess the use of sustainability performance measures for supporting organisational performance improvement. Design/methodology/approach – A mail out survey approach has been adopted within government departments. Findings – The performance measures utilised by organisations to a great extent were in the areas of cost efficiency and quality measures and those utilised to least extent were for learning and growth measures and to satisfy legislative requirements and manage programs. Sustainability, environmental or social responsibility measures are the least used performance measures, and those utilised are mainly measures of employee diversity and non-financial economic aspects that are identified. Practical implications – The public sector is unlikely to adopt comprehensive sustainability performance measures while they remain voluntary and while there is no perceived need to be competitive in these areas. Either mandatory reporting is required or some form of competitive process based on performance measures implemented. Originality/value – The findings make a contribution to the academic literature on sustainability performance measures in public sector organisations and point to policy measures that may lead to improvements in practice.

Despite the advent of the new Sustainable Development Goals, and noted benefits around the social, economic, and environmental aspects, the sustainable infrastructure development (SID) implementation process faces a number of challenges. Moreover, while there is a plethora of studies around sustainable infrastructure, there are limited studies undertaken on the influencing drivers and barriers particularly within the South Australian construction industry. This paper is aimed at filling that knowledge gap by identifying and ranking the drivers and barriers of SID implementation in South Australian construction organizations. A sequential mixed methods approach comprising questionnaires and interviews was conducted among construction professionals. The highly ranked drivers were identified as innovation, standardization of the word ‘sustainability’ (knowledge improvement), and close interaction of all involved stakeholders. “Lack of steering mechanism”, “multi-disciplinary nature of the word “sustainability”, and “lack of cooperation and networking” were the critical barriers. Suggested strategies and coping mechanisms for overcoming these barriers include instilling sustainability awareness, sustainability specifications, and governance frameworks. Strong and positive relationships were evident amongst all the drivers. This paper provides further insights into the knowledge and awareness of these drivers, which are cardinal to increased uptake of SID by the stakeholders, and barriers to overcome.

Integrated budget-holding (fundholding) based on risk-adjusted capitation is commonly proposed as a central element of health system reform. Two contrasting models have been developed: the competitive model where fundholders or health plans compete for enrollees; and the non-competitive model, where plan membership is determined according to an objective attribute such as place of residence. Under the competitive model, efficiency is sought through consumer choice of plan. A range of regulatory elements may also be introduced to moderate undesirable elements of competition. Under the non-competitive model, efficiency is achieved through government regulation and the fact that the fundholder has continuing responsibility for the health of a defined population, supported by micro-management tools (such as quality assurance and selective payment arrangements). In theory, the non-competitive model encourages population-based health services planning. While both models assume risk-adjusted capitated funding, the requirements of any formula are more stringent under the competitive model. Economic theory, as well as documented health system experience, can help identify the relative strengths and limitations of each model. Concerns with the competitive model relate primarily to the capacity to develop robust risk adjusters for capitation sufficient to reduce the incentives for patient risk selection. Possible reductions in the quality of care are also a concern, compounded by difficulties for consumers in discriminating between plans. Efficiency under the non-competitive model requires a strong and appropriate regulatory/policy framework and effective use of micro-management tools. Funding equity objectives can be met through either model by the adoption of income-related contributions, but under the competitive model this may be compromised by incentives for the fundholders to select low-risk patients. Evidence drawn from regional fundholding in New South Wales (NSW, Australia), the US Veterans Health Agency and the literature on managed care in the USA illustrate these concerns. The problem of risk selection in the competitive model is a major theoretical concern, confirmed by the empirical evidence. This, together with concerns regarding other aspects of performance, suggests that the non-competitive model may be preferable, at least as an interim step in reform in public or mixed systems. Future research on this issue is clearly required.

A key challenge to researchers involved with geological storage of CO2 has been to develop an appropriate methodology to assess and compare alternative CO2 injection projects on the basis of risk. Technical aspects, such as the risk of leakage and the effectiveness of the intended reservoir, clearly need to be considered, but so do less tangible aspects such as the value and safety of geological storage of CO2, and potential impacts on the community and environment.The RISQUE method has been applied and found to be an appropriate approach to deliver a transparent risk assessment process that can interface with the wider community and allow stakeholders to assess whether the CO2 injection process is safe, measurable and verifiable and whether a selected alternative delivers cost-effective greenhouse benefits.In Australia, under the GEODISC program, the approach was applied to assess the risk posed by conceptual CO2 injection projects in four selected areas: Dongara, Petrel, Gippsland and Carnarvon. The assessment derived outputs that address key project performance indicators that:are useful to compare projects;include technical, economic and community risk events;assist communication of risk to stakeholders;can be incorporated into risk management design of injection projects; andhelp identify specific areas for future research.The approach is to use quantitative techniques to characterise risk in terms of both the likelihood of identified risk events occurring (such as CO2 escape and inadequate injectivity into the storage site) and of their consequences (such as environmental damage and loss of life). The approach integrates current best practice risk assessment methods with best available information provided by an expert panel.The results clearly showed the relationships between containment and effectiveness for all of the four conceptual CO2 injection projects and indicated their acceptability with respect to two KPIs. Benefit-cost analysis showed which projects would probably be viable considering base-case economics, greenhouse benefits, and also the case after risk is taken into account. A societal risk profile was derived to compare the public safety risk posed by the injection projects with commonly accepted engineering target guidelines used for dams. The levels of amenity risk posed to the community by the projects were assessed, and their acceptability with respect to the specific KPI was evaluated.The risk assessment method and structure that was used should be applied to other potential CO2 injection sites to compare and rank their suitability, and to assist selection of the most appropriate site for any injection project. These sites can be reassessed at any time, as further information becomes available.

ABSTRACT Within the oil spill response community, dispersant use is considered to be a key tool for the treatment and mitigation of oil spills. As a response technique, the benefits of dispersant application have been long proven, particularly in the case of large offshore spills such as those associated with the Sea Empress (UK, 1996), Montara (Australia, 2009) and Macondo (USA, 2010) incidents. Compared to other spill response techniques, dispersant application has less operational constraints associated with adverse weather conditions and can be rapidly applied from an aerial platform for larger spills far offshore. These reasons render dispersant application a critical tool in the toolbox for many offshore operators. Developing a successful dispersant application strategy requires comprehensive planning. For an offshore operator with a subsea well blowout risk, a number of elements should be carefully considered to ensure the successful execution of the dispersant application strategy. The decision making process should include a detailed evaluation of the oil type, release scenario and location, and the consideration of these parameters against the larger environmental and socio-economic needs of the stakeholder community. Once dispersant application is established to be a viable response option using a process such as Net Environmental Benefit Analysis (NEBA), the operator also needs to ensure that it is adequately resourced in terms of application platforms (vessel vs aircraft), monitoring techniques and supporting logistics. Well planned and detailed operational strategies are critical for successful subsea and surface dispersant operations, especially in the unlikely event of a large offshore spill. This paper summarizes the various operational considerations an offshore operator needs to assess during the preparedness stage for developing a viable dispersant application strategy. Drawing on the authors’ experiences in developing and implementing various preparedness projects globally, the different aspects of the dispersant planning process, including oil spill modelling to support decision making, ascertaining dispersant effectiveness for the oil type, selecting appropriate application techniques, establishing necessary logistical support and the setting up of an incident management team to support dispersant operations, will be discussed in detail. The goal of the paper is to build upon prior dispersant strategy discussions and provide an operationally focused blueprint for planning and implementing an effective dispersant application strategy in support of offshore operations.

Abstract:
Leptospira interrogans spirochetes belong to a group of pathogens of particularly dangerous infections that cause leptospirosis in many species of wild, farm and domestic animals, as well as humans. Significant economic damage caused by this disease to livestock around the world, numerous cases of death from leptospirosis, and mainly waterborne transmission of the infection determine the topicality of studying all the aspects of the existence of L. interrogans in freshwater ecosystems. The objective of our study was to determine the nature of ecological relationships between L. interrogans and green algae. We used green algae of the Desmodesmus brasiliensis species as a model object. In the experiments, sterile algae culture filtrates were added to L. interrogans containers grown at 27–28 °C. Comparison of the content of spirochete cells in the experiment and control samples, conducted 24 hours after exposure, showed that the reproduction of L. interrogans is markedly inhibited in the samples containing algae secretions at the dilutions of 1:10 and 1:100. In order to reduce resistance to the allelopathic influence of D. brasiliensis algae, leptospira strains were located as follows: Pomona, Australis, Hebdomadis, Canicola, Sejroe, Icterohaemorrhagiae, Grippotyphosa, Tarassovi. The obtained results indicate a complex intraspecific structure of L. interrogans and their high ecological plasticity. In addition, experimental data indicate that, due to the release of biologically active substances into the aquatic environment, green algae have the potential to affect the dynamics of a number of leptospirosis pathogens in situ. Given the important epidemiological and epizootic significance of pathogenic leptospira, further research is necessary to determine the patterns of their interactions and existence in the environment.

At present, waste reduction or elimination has become a serious environmental concern for most countries and a priority for companies. Waste is not only an environmental problem but also an economic loss. A prerequisite for flourishing economic activity is the efficient management of waste and other resources. The recovery of waste resources has become an industrial reality due to technological innovations in the era of raw materials shortage. Sustainable materials management goes further than ecological waste management and focuses on the efficient use of available materials. The article aims to research the waste management process, shed light on the place of waste management in promoting the circular economy, and outline positive experiences in this area by highlighting the potential benefits and economic costs of applying these practices. That could serve as an incentive to accelerate efficient waste management processes in the Republic of Moldova. Waste management benefits the environment but also increases the number of companies and jobs. The presented article discusses waste management issues and shows some current issues related to them. Abstract:
The primary challenge in project management is to achieve all of the defined project goals and objectives while adhering to typical constraints which are usually scope, quality, time, and budget. Often, the basic flaw in project planning and design is the complete neglect or minimal consideration of environmental and social costs and dependence only on economic analysis for project preparation and investment. A failure to understand and internalize adverse or negative impacts on environment during project preparation could lead to several undesirable consequences, which may ultimately jeopardize the very objectives of growth and development for which the project was proposed. In this paper, the author stresses upon the need for environmental management for successful project completion and discusses the challenges of addressing the key environmental issues. Environmental management is not just about the ‘trees and bees’ but also about health, safety, profits, quality assurance, reduced risks to reputation, and increased global competitiveness, states the author. Overall, it is about efficiency and reducing environmental and legal liabilities. It is argued that sound environment management reduces the unforeseen obstacles and bottlenecks that may otherwise hamper the delivery of project objectives while helping to improve the environmental performance of project operations. The key environmental issues resulting from agricultural, mining, manufacturing, and urban operations include: severe degradation of air quality due to industrial and vehicular pollution contamination of land and water resources due to pesticides, fertilizers, and dumping of hazardous wastes depletion of raw material reserves contamination of surface and ground water sources due to discharge of sewage and industrial effluents deforestation. Environmental impact assessment (EIA) study is suggested as a tool for formulating an environment management plan. EIA should, however, not be treated just as a tool for regulatory compliance but as an instrument for improving project management per se with proper expertise, time, and budget allocations made for the purpose. In environmental management, the moot question is: How to get started? The author's advice is to start small and simple and gradually turn them into action plans for a worksite and subsequently up-scale them for the entire company. It is ultimately the actions taken at personal or community level or as a project manager that matters the most when it comes to environmental sustainability. Policies and plans merely show the way. It is becoming increasingly important to make environmental management an economic driver that would serve to minimize environmental damages and promote resource efficiency and cost savings to businesses.
