Abstract:
This issue includes a paper from the Victorian Department of Human Services, Australia, addressing applications of data on ambulatory care sensitive condition hospitalisations. This work has been very important for Victoria as it provides robust new indicators of access and quality of primary care services that have direct application to current public health policy. On the surface, this work appears to be the result of a simple set of analyses of routine hospitalisations data; commonplace data that are usually presented in bureaucratic reports that have a life gathering dust on the desks of public sector health administrators. How could such data excite anybody or provoke a practical policy or strategic response?

Abstract:
This paper explores some of the factors that may contribute to the sustainable use of water on irrigated dairy farms in Victoria, Australia. The paper begins with a discussion of the principles of sustainable water use as they would apply to dairy farms in the Gippsland region of Victoria. A series of indicators are used to link aspects of sustainable water use at a regional scale, and the observable trends are discussed. Of particular interest is the way that local river systems contribute to the dairy industry in this region and the aspects of dairying and other significant regional factors that may be impacting on the sustainability of river systems in this area. The indicators are structured and analysed using the Pressure-State-Response (PSR) framework developed by the OECD, most commonly used in State of the Environment reporting. The trends highlighted by the indicator set are discussed in terms of the implications that current patterns of water use may have for possible shifts towards more sustainable water use on individual dairy farms in Gippsland.

Abstract:
Aim. Based on the usage of samples from the buckwheat genus collection, create and evaluate new source material for drought tolerance, productivity, and quality indicators. Methods. Testing, material evaluation, analysis of plants, yield and grain quality were carried out in accordance with the generally accepted methods of the State variety testing. Results. A laboratory and field assessment of the initial parental forms selected from the collection of the buckwheat genus, involved in hybridization and hybrid combinations based on them based on drought tolerance in the conditions of Podilskyi State Agrarian and Engineering University during 2006–2019 was carried out. It was revealed that the donors for creating new source material on the basis of drought tolerance are the varieties Skorostyhla 86, Smuglianka, Kazanka, Alyonushka, and Veselka. Buckwheat numbers 7/07, 8/07, 2/07, 24/06 have a vegetation period shorter by 5–12 days, drought tolerance 35,4–47,3 % higher, 0,3–0,7 t higher / ha grain yield and high quality indicators compared with the standard Victoria variety. Conclusions. Selected samples with economically valuable traits (7/06, 4/07, 23/06, 5/07, 6/07, 16/07, 15/07, 25/06, 24/06, 22/06) use in breeding programs to create more drought-resistant buckwheat varieties with high yield and grain quality. Abstract:
The Esso Long Island Point facility is situated on the edge of Western Port, an important Ramsar designated wetland for migratory birds in Victoria, Australia. The gas fractionation and crude oil storage facility has operated for over 40 years and has discharged treated wastewater to Western Port for most of these years in accordance with its environmental regulatory licence. The 2003 State Environment Protection Policy for Waters of Western Port is the Victorian Environment Protection Authority’s regulatory framework for licensing wastewater discharges to the wetland, and among other items, requires that discharges must cause no ‘detrimental change in the environmental quality of the receiving waters’ or ‘chronic impacts outside any declared mixing zone’. A major upgrade to the water treatment facility in 2010 included a risk-based marine ecosystem program to monitor key environmental indicators including water quality, jetty pile invertebrate communities and seagrass condition. The program’s longer-term monitoring record has allowed assessment of potential chronic effects on invertebrates and seagrass by comparing temporal changes at monitoring sites over the period from pre-operations (2010) to present (2016) and spatial changes between near-field to far-field sites, kilometres from the discharge point. The program has shown that management of the discharge maintains beneficial uses and environmental objectives at the boundary of the mixing zone, and the marine ecosystem is protected from potentially slower and longer-term adverse effects in the far-field. The program demonstrates that the treated wastewater discharge has had no adverse impact on key environmental indicators in Western Port over the longer-term study period.

Objective. Evaluating the utility of surveillance data to decision makers in Victoria, Australia. Methods. A survey of all sexually transmitted infection program directors in Victoria, Australia, was undertaken to examine readership and use of annual and quarterly reports. Results. One hundred and sixteen programs in 86 organisations were identified as undertaking sexually transmitted infection control activities in Victoria. Around 17% of the directors never read the reports and others reported not finding the information contained in them useful. While we found the information generated from the surveillance system has an important role in triggering action for epidemics and pervades more general decision making by improving the general knowledge of sexually transmitted infection trends, the indicators are not seen as useful by most key stakeholders. Conclusions. Significant improvements in the utility of the system could be made by changes to the data output and key suggestions made by the stakeholders are outlined.

Purpose – This paper investigates the energy performance of aquatic centres in Victoria. Design/methodology/approach – Physical and occupancy characteristics and energy consumption from various centres were analysed to understand the interrelationship between numerous factors that contribute to the energy consumption of these facilities. Findings – The energy usage intensity of the facilities ranged from 632 to 2,247 kWh/m2 or 8 to 17 kWh/visit. Primary and secondary indicators were examined to find the key performance indicators. Research limitations/implications – This study sheds some light into the overall energy performance of aquatic centres in the temperate climate of Australia. More samples need to be collected to perform rigorous statistical analysis leading to a reliable benchmark model. System-wise investigation of energy consumption is required to determine where the energy is being used and the saving potentials of each system. Practical implications – This study has arisen from the need of managers of large aquatic and recreation facilities to benchmark the energy consumption of their own facilities. This study will fill the gap that currently exists in the area of energy rating systems for aquatic centres. Social implications – The results of this study showed that aquatic centres consume around seven times more energy than a commercial office building. Thus, if the energy consumption of aquatic centres could be reduced by as little as only 10 per cent, at least 3.5 million tonnes of carbon dioxide emission can be reduced. Originality/value – Environmental design standards for aquatic centres have generally been overlooked due to the complex nature of these buildings. As a result, this sector suffers from a general lack of both qualitative and quantitative information and benchmarking.

Currently there is no tool to assess the sustainability performance of reuse systems in Australia. This research fulfills that gap by developing a set of sustainability indicators (SIs). A unique methodology was developed based on understanding of the reuse systems, reviewing and examining the issues related to reuse, and Australian policy and guidelines in terms of sustainability. It was established that a sustainable reuse system should be based beyond the triple bottom line approach, and involve consumers in decision making, address institutional issues, and focus on the outcomes rather than the output, with a system approach. Twenty seven SIs were identified under five categories: environmental, technical, social, economical, and institutional. The case studies demonstrated the application of the SIs in sustainability assessment of two reuse systems: (1) tree plantation and (2) lake discharge for augmenting environmental flow. The evaluation was done based on multi criteria decision assessment.

Abstract:
The distributions and life histories of two species of carabid beetles, Notonomus gravis and Notonomus philippi, are compared. N. gravis inhabits the western grassland plains of Victoria and N. philippi inhabits woodland in the Otway Ranges and areas east of Melbourne. Adults of both species show peak activity in summer after emergence, with larval development from autumn to spring. The development of N. philippi occurs approximately one month earlier than that of N. gravis. Both species readily accept larval Lepidoptera as food, are nocturnal and are the dominant carabids in their respective habitats. N. gravis has potential as a biological control agent, and the carabid communities may be used as environmental indicators.

In early 2003, after a prolonged drought period, extensive bushfires occurred in the east of Victoria affecting 1.5 million hectares of land. At the time, smoke and ash from bushfires, settling on roofs, contained pollutants that could potentially contaminate rainwater collected and stored in tanks for domestic use. The major concerns include polycyclic aromatic hydrocarbons (PAHs) from incomplete combustion of organic matter and arsenic from burnt copper chrome arsenate (CCA) treated wood. An increase in microbial contamination through altered nutrient levels was also hypothesised. A pilot study of 49 rainwater tank owners was undertaken in north-east Victoria. A rainwater tank sample was taken and analysed for a variety of parameters including organic compounds, microbiological indicators, metals, nutrients and physico-chemical parameters. A survey was administered concurrently. A number of results were outside the Australian Drinking Water Guideline (ADWG) values for metals and microbiological indicator organisms, but not for any tested organic compounds. PAHs and arsenic are unlikely to be elevated in rainwater tanks as a result of bushfires, but cadmium may be of concern.

This investigation was designed to provide preliminary information to the Environment Protection Authority concerning the input of faecal matter to stormwater drains in the Rippleside area of Geelong, Victoria. Results derived from the combined use of sterol biomarkers (e.g. coprostanol and 24-ethylcoprostanol) and four sub-groups of bacterial indicators (e.g. thermotolerant coliforms, E. coli, faecal streptococci and enterococci) indicated that during wet weather, all sites sampled were affected by significant human faecal contamination. Ratios of coprostanol to bacterial indicators were similar to those for samples collected from nearby sewer mains. During dry weather, there were still severely elevated levels of faecal contamination based on bacterial indicators, but correspondingly low concentrations of faecal sterols suggesting minimal human or herbivore faecal contamination. The origin of the majority of the faecal pollution in dry weather therefore remains to be fully explained. It is clear from this and related studies that the combined measurement of faecal sterols and bacterial indicators can greatly assist distinguishing sources of faecal pollution. It is also shown for aquatic environments that the measurement of coprostanol or other single indicators alone, is inadequate to fully discern faecal contamination from human sources.

This paper reports on the development of a Priority of Access tool for Home and Community Care services provided by local governments in the Western Metropolitan Region of Victoria. Managing the demand for these services requires an equitable approach to service allocation decisions. The Priority of Access tool was developed with input from Western Metropolitan Region local government HACC representatives and the Department of Human Services. A literature review identified indicators of need that predicted use of community services; however, no substantial contributions were identified relating to prioritising access to health services in the home. The tool developed relies on cross-referencing responses from the Service Coordination tools developed through the Victorian Primary Care Partnership initiative. A pilot was conducted with assessment staff and their feedback led to modification of the tool. Staff found the tool a useful method of increasing objectivity in assessments and providing a framework to consistently determine priority. The importance of training in the use of the tool was reinforced during piloting of the tool. The Priority of Access tool provides a simple and consistent, yet comprehensive, approach for Western Metropolitan Region local government HACC services to equitably determine priority of access for clients.

Health inequalities between metropolitan and rural areas persist despite a range of interventions over recent years. Social inclusion is often linked to health outcomes, yet few studies examine social inclusion across different geographic areas. In this study, a set of indicators of social inclusion were drawn together and sourced data were aligned to these indicators, which are readily available to primary health practitioners and population health planners. Through this process, a useful framework that provides a nuanced understanding to guide primary health policy and practice has been produced. Using Victoria as an example, 11 domains of social inclusion were explored using population data across 79 local government areas. Analysis highlighted significant differences in several indicators, with rural and regional local government areas ranking higher on measures of social participation, trust and social resources. The use of a diversity of data sources provided information on the social, economic, and education issues of an area, along with relational factors such as safety, trust, community resources and civic participation. A social inclusion lens can inform action to address the rural–urban primary health divide by determining and exploring the social inclusion characteristics of communities.

Analysis of observational data to pinpoint impact of land cover change on local rainfall is difficult due to multiple environmental factors that cannot be strictly controlled. In this study we use a statistical approach to identify the relationship between removal of tree cover and rainfall with data from best available sources for two large areas in Australia. Gridded rainfall data between 1979 and 2015 was used for the areas, while large scale (exogenous) effects were represented by mean rainfall across a much larger area and climatic indicators, such as Southern Oscillation Index and Indian Ocean Dipole. Both generalised additive modelling and step trend tests were used for the analysis. For a region in south central Queensland, the reported change in tree clearing between 2002–2005 did not result in strong statistically significant precipitation changes. On the other hand, results from a bushfire affected region on the border of New South Wales and Victoria suggest significant changes in the rainfall due to changes in tree cover. This indicates the method works better when an abrupt change in the data can be clearly identified. The results from the step trend test also mainly identified a positive relationship between the tree cover and the rainfall at p < 0.1 at the NSW/Victoria region. High rainfall variability and possible regrowth could have impacted the results in the Queensland region.

As part of the Victorian Gas Program, new geological modelling of the Cretaceous to recent deposits in the Port Campbell Embayment and the Mussel Platform was carried out to investigate fault seal and trap integrity. Structural characterisation of the Late Cretaceous to present-day sedimentary sequence highlights cross-cutting fault trends defining potential structural traps containing Waarre Formation reservoirs. The fault trends are primarily controlled by Cretaceous-Paleogene extension and are reactivated during the Paleogene. Seismic facies in the top seal suggest an N-S environmental shift from open-marine to proximal nearshore marine. The quantification of fault membrane seals suggests that while reservoir-on-reservoir juxtapositions may enable some degree of lateral flow, efficient trapping relying on juxtaposition seal against the Belfast or Skull Creek mudstones is widespread. Fault geomechanics suggests that NW-SE and E-W faults accommodated most of the extensional strain and could have been associated with increased vertical structural permeability; however, there are no leakage indicators to support widespread vertical migration. These results do not support previous assumptions that fault seal integrity and top seal bypass represent a critical and widespread issue within the nearshore Otway Basin.

Abstract:
To assess microbial safety of treated sewage sludge (biosolids), we examined the inactivation of microbial indicators for potential bacterial, viral and protozoan pathogens. The levels of indicators were determined throughout the air-drying and storage phases of anaerobically digested sewage sludge. Samples were collected from two wastewater treatment plants (WWTPs) in Victoria, Australia. Established methods were applied for analysis of bacteria and coliphages, based on membrane filtration and layered plates, respectively. In the pan drying phase, the prevalence of Escherichia coli was reduced by &gt;5 log10 compared with sludge entering the pan. Thus, after pan drying of 8-11 months at WWTP A and 15 months at WWTP B, the numbers of E. coli were reduced to below 102 cfu/g dry solids (DS). This level is acceptable for unrestricted use in agriculture in Australia (P1 treatment grade), the UK (enhanced treatment status) and the USA (Class A pathogen reduction). Coliphage numbers also decreased substantially during the air-drying phase, indicating that enteric viruses are also likely to be destroyed during this phase. Clostridium perfringens appeared to be an overly conservative indicator. Survival, but not regrowth, of E. coli or Salmonella was observed in rewetted biosolids (15–20% moisture content), after being seeded with these species, indicating a degree of safety of stored biosolids upon rewetting by rain.

The growth and diversification of alcohol and drug services and the increased demand for accountability of public monies, has stimulated the development of monitoring and review systems. This article describes the development and utilisation of an agency review system to monitor a broad range of alcohol and drug agencies. The review contains standard practices and indicators which identify and measure the quality of organisational structure and services. This is a developmental approach to agency review which emphasises the involvement of management and staff in a process evaluation of their agency. This system has been piloted in Victoria and its future implementation and its wider application is discussed.

A survey of 71 sites was conducted in the dairying districts of south-western Victoria in October 1994 to determine factors associated with nitrogen (N) fixation in white clover based pastures. Twenty-eight factors (environmental, microbiological, management, soil, and pasture) were considered in relation to 2 indicators of N fixation by white clover, %Ndfa (percentage of total plant N derived from the atmosphere, as determined by the 15N natural abundance method) and kg of N fixed per tonne herbage dry matter (legume and non-legume). On light-textured soils (sandy loams), soil potassium, rhizobia numbers, total soil N, and density of the nematode Pratylenchus sp. accounted for 72% of variation in %Ndfa. On medium-textured soils (clay loams), crude protein of perennial ryegrass and plant-available phosphorus in the soil accounted for 30% of variation in %Ndfa. The amount of N fixed was influenced by different factors, again depending on soil texture. Soil chemical properties accounted for 31% variation on the medium-textured soils with nematode density, pasture quality, and soil chemical properties accounting for 77% of variation on light-textured soils. Amounts of N fixed per tonne herbage dry matter produced averaged 8.2 kg on the light-textured soils and 7.3 kg on the medium-textured soils. Average %Ndfa values were 67% and 60% on light- and medium-textured soils, respectively. Effects of soil texture on N fixation were attributed to the different cation exchange and water-holding capacities of the soils and highlight the importance of considering soil type in N fixation studies.

Abstract:
Background Mosquito control interventions are widely used to reduce mosquito-borne diseases. It is unclear what combination of interventions are most effective in reducing human disease. A novel intervention study for Buruli ulcer targeting mosquito vectors was proposed for a Buruli ulcer-endemic area of Victoria, Australia. The local community expressed a preference for avoiding widespread residual spraying of pyrethroids. To inform the design of a future cluster randomised control study (cRCT) for Buruli ulcer prevention in Victoria, we conducted a systematic literature review. Aims The aim was to describe cRCT designs which investigated interventions other than non-targeted insecticide for reducing mosquito-borne disease transmission, and comment on the strengths and weaknesses of these study designs. Methods Five medical research databases were searched for eligible literature from the earliest available sources up to 5 July 2019 (Medline, Embase, Web of Science, EBM Reviews, CAB Direct). Reference lists of identified studies were hand searched. Eligible studies were cRCTs using targeted chemical or biological mosquito control interventions, or mosquito breeding source reduction, with the occurrence of mosquito-borne disease as an outcome. Results Eight eligible cRCTs, conducted between 1994–2013 were identified in a variety of settings in the Americas and Asia. Interventions to reduce dengue transmission were mass adult trapping and source reduction. Interventions to reduce malaria transmission were largescale larvicide administration and (topical and spatial) repellent use. Three studies showed the intervention was associated with statistically significant reductions in the disease of interest and entomological indicators. High community engagement with the intervention were common to all three. In two studies, large buffer zones reduced contamination between study arms. Heterogeneity was reduced through increasing study cluster numbers, cluster matching and randomisation. Conclusion High community engagement is vital for a cRCT reducing mosquito-borne disease with a mosquito control intervention. These findings support a mosquito breeding source reduction intervention for Aedes control in a future study of Buruli ulcer prevention if local communities are supportive and very engaged. Regular administration of larvicide to sites unsuited to source reduction may supplement the intervention.

The reproductive years are a critical period where women experience greater risk of intimate-partner violence (IPV). Most studies investigating the association between IPV and reproductive health have been completed in low- and middle-income countries. This study aimed to examine the relationship between IPV and women’s reproductive decision-making in Victoria, Australia. We analysed secondary data from a cluster-randomised trial of IPV screening that surveyed new mothers attending Maternal- and Child-Health centres in Melbourne. Survey measures included the experience of partner abuse in the past 12 months using the Composite Abuse Scale and four reproductive decision-making indicators. Results showed that IPV affects reproductive decision-making among postpartum women. Women who reported abuse were less likely to plan for a baby (adjusted Odds Ratio 0.48, 95% CI: 0.31–0.75) than were non-abused women, significantly more likely to have partners make decisions for them about contraception (Risk ratio (RR) 4.09, 95% CI: 1.31–12.75), and whether and when to have a baby (RR 12.35, 95% CI: 4.46–34.16), than they were to make decisions jointly. Pregnant and postpartum women need to be screened for partner violence that compromises women’s decision-making power regarding their reproductive rights.

Obtaining greater education qualifications was the most telling factor associated with healthier dietary behaviours. Being employed was positively associated with low-fat milk consumption in both nations and with fruit consumption in the UK, while income was not associated with dietary behaviours in either nation. In Australia, the likelihood of being food secure was higher among those who were born outside Australia, married, employed or had a greater income, while higher income was the only significant factor in the UK.ConclusionsThe identification of factors that differently influence dietary behaviours and food security in socio-economically disadvantaged populations in the UK and Australia suggests continued efforts need to be made to ensure that interventions and policy responses are informed by the best available local evidence.

Purpose: The Families Defeating Diabetes intervention evaluated a postpartum healthy living program for women with recent gestational diabetes mellitus (GDM). Design: Randomized controlled trial. Setting: Tertiary centers in London, Calgary, and Victoria, Canada. Participants: Women with GDM and partners; 46% of eligible maternal participants agreed to participate. Intervention: Interventional (INT) participants received a healthy living seminar at 3 months; access to a walking group/Website; biweekly e-mails. Control (CON) participants received a contemporary postpartum diabetes prevention handout. Measures: Maternal, partner, and offspring demographics at baseline, 3, and 12 months. Analysis: Percentages of women losing ≥7% of postpartum weight were compared by χ2 testing; body habitus comparisons by analysis of covariance (ANCOVA); maternal A1C comparisons by unpaired t tests; participant outcome associations by Pearson correlation coefficients. Results: Maternal participants were 170 (89 INT and 81 CON) with 63 partners (30 INT and 33 CON); 103 (73 maternal; 30 partners) were lost to follow-up; 57% of maternal participants completed 12 months; 33% INT women (n = 50) lost ≥7% weight versus 25% CON women (n = 47), P = .43. Interventional participant results did not correlate with accession of study elements. Maternal completion was significantly associated with partner involvement, breastfeeding, higher income, and education. Paternal weights correlated significantly with maternal and offspring weights. Conclusion: Families Defeating Diabetes outcomes were not significantly different for INT maternal or paternal participants versus CON participants. Secondary outcomes of future value included statistically significant positive associations between paternal participation, socioeconomic indicators, and maternal study completion, significant correlations between maternal, paternal, and offspring weights as well as insights into study component engagement.

The conventional Land Surface Temperature (LST)–Normalized Difference Vegetation Index (NDVI) trapezoid model has been widely used to retrieve vegetation water stress. However, it has two inherent limitations: (1) its complex and computationally intensive parameterization for multi-temporal observations and (2) deficiency in canopy water content information. We tested the hypothesis that an improved water stress index could be constructed by the representation of canopy water content information to the LST–NDVI trapezoid model. Therefore, this study proposes a new index that combines three indicators associated with vegetation water stress: canopy temperature through LST, canopy water content through Surface Water Content Index (SWCI), and canopy fractional cover through NDVI in one temporally transferrable index. Firstly, a new optical space of SWCI–NDVI was conceptualized based on the linear physical relationship between shortwave infrared (SWIR) and soil moisture. Secondly, the SWCI–NDVI feature space was parameterized, and an index d(SWCI, NDVI) was computed based on the distribution of the observations in the SWCI–NDVI spectral space. Finally, standardized LST (LST/long term mean of LST) was combined to d(SWCI, NDVI) to give a new water stress index, Temperature Vegetation Water Stress Index (TVWSI). The modeled soil moisture from the Australian Water Resource Assessment—Landscape (AWRA-L) and Soil Water Fraction (SWF) from four FLUXNET sites across Victoria and New South Wales were used to evaluate TVWSI. The index TVWSI exhibited a high correlation with AWRA-L soil moisture (R2 of 0.71 with p < 0.001) and the ground-based SWF (R2 of 0.25–0.51 with p < 0.001). TVWSI predicted soil moisture more accurately with RMSE of 21.82 mm (AWRA-L) and 0.02–0.04 (SWF) compared to the RMSE ranging 28.98–36.68 mm (AWRA-L) and 0.03–0.05 (SWF) were obtained for some widely used water stress indices. The TVWSI could also be a useful input parameter for other environmental models.

The Victorian Inpatient Minimum Database (VIMD), Health Insurance Commission data for 1998, Medical Labour Force Annual Survey 1998, Socioeconomic Indexes for Areas 1996 (SEIFA) and Accessibility/Remoteness Index of Australia (ARIA) were merged to determine the extent to which hospitalisation for complications of diabetes can be predicted from accessibility and utilisation of general practitioner services. The rural and urban differentials for long-term diabetic complications and their strong relationship with GP services, the degree of remoteness, lack of insurance, and Aboriginality reflect issues related to equity and access, patient and GP education, and inclination to seek care, all of which have implications for planning of primary health services in rural areas. This study describes a model for the analysis of ambulatory care sensitive conditions, and illustrates the important use of routine databases combined with other sources of information in quantifying the impact of factors related to primary care services.

BACKGROUND: Migrant workers have been identified in Europe, North America, Asia and Australia as a particularly vulnerable working population with a higher risk of work-related injury and mortality compared to non-migrant workers. Lack of English language proficiency is associated with an increased risk of work-related injury. Whether lack of English proficiency influences post-injury recovery or return to work outcomes remains unknown. OBJECTIVE: Using administrative data from a population based workers’ compensation dataset in the state of Victoria, Australia, we aimed to examine work-related injury rates, worker characteristics and compensation outcomes in workers who were not proficient in English. We hypothesized that the use of an interpreter service would be associated with a poorer post-injury recovery profile and worse return to work outcomes. METHODS: WorkSafe Victoria accepted non-fatal claims for injuries and illnesses reported between January 1, 2003, and December 31, 2012 by workers aged 15 to 74 (n = 402, 828 claims) were analysed. Consistent with prior research, we selected “use of an interpreter service” as the indicator of English language proficiency. The total and categorical compensable cost of recovery was used as recovery outcomes. RESULTS: Of these claims, 16,286 (4%) involved the use of an interpreter service (LOTE workers). Our analysis revealed that Victorian injured LOTE workers have significantly different demographic, occupational and injury characteristics compared to non-LOTE injured workers. Furthermore, we present novel evidence that LOTE status was associated with poorer long-term injury outcomes, observed as a greater healthcare utilisation and larger paid income benefits, after controlling for occupation, employment status and injury type compared to non-LOTE injured workers. CONCLUSIONS: These data suggest that English language proficiency is associated not only with the risk of work-related injury but also to the long-term recovery outcomes. We conclude that despite access to language interpreter services, injured LOTE workers experience English language proficiency dependent, and injury severity independent, recovery barriers which need to be overcome to improve long term recovery outcomes.

While absolute injury numbers are widely used as a road safety indicator, they do not fully account for the likelihood of an injury given a certain level of exposure. Adjusting crash and injury rates for travel exposure can measure the magnitude of travel activity leading to crash outcomes and provide a more comprehensive indicator of safety. Fatal and serious injury (FSI) numbers were adjusted by three measures of travel exposure to estimate crash and injury rates across nine travel modes in the Australian state of Victoria. While car drivers accounted for the highest number of injuries across the three modes, their likelihood of being killed or seriously injured was substantially lower than that of motorcyclists across all exposure measures. Cyclists accounted for fewer injuries than car passengers and pedestrians but had a higher risk per exposure. The results varied by both injury severity and exposure measure. The results of this study will assist with high level transport planning by allowing for the investigation of the changes in travel-related FSI resulting from proposed travel mode shifts driven by safety, environmental reasons or other reasons as part of the holistic goal of transforming the transport system to full compliance with Safe System principles.

Up to date, more than 20 peer reviewed papers describe the use of SWAT for a variety of problems in the upper Nile basin countries, such as erosion modeling, land use modeling, climate change impact modeling and water resources management. The majority of the studies are clustered in the tropical highlands in Ethiopia and around Lake Victoria. The popularity of SWAT is attributed to the fact that the tool is freely available and that it is readily applicable through the development of Geographic Information System (GIS) based interfaces and its easy linkage to sensitivity, calibration and uncertainty analysis tools. The online and free availability of basic GIS data that are required for SWAT made its applicability more straight forward even in data scarce areas. However, the easy use of SWAT may not always lead to knowledgeable models. In this paper, we aim at critically reviewing the use of SWAT in the context of the modeling purpose and problem descriptions in the tropical highlands of the Nile Basin countries. A number of criteria are used to evaluate the model set-up, model performances, physical representation of the model parameters, and the correctness of the hydrological model balance. On the basis of performance indicators, the majority of the SWAT models were classified as giving satisfactory to very good results. Nevertheless, the hydrological mass balances as reported in several papers contained losses that might not be justified. Several papers also reported unrealistic parameter values. More worrying is that many papers lack this information. For this reason, it is difficult to give an overall positive evaluation to most of the reported SWAT models. An important gap is the lack of attention that is given to the vegetation and crop processes. None of the papers reported any adaptation to the crop parameters, or any crop related output such as leaf area index, biomass or crop yields. A proper simulation of the land cover is important for obtaining correct runoff generation, evapotranspiration and erosion computations. It is also found that a comparison of SWAT applications on the same or similar case study but by different research teams and/or model versions resulted in very different results. It is therefore recommended to try to find better methods to evaluate the representativeness of the distributed processes and parameters, especially when land use studies are envisaged or predictions of the future through environmental changes. The United Nations’ Sustainable Development Goal 3 is to ensure health and well-being for all at all ages with a specific target to end malaria by 2030. Aligned with this goal, the primary objective of this study is to determine the effectiveness of utilizing local spatial variations to uncover the statistical relationships between malaria incidence rate and environmental and behavioral factors across the counties of Kenya. Two data sources are used—Kenya Demographic and Health Surveys of 2000, 2005, 2010, and 2015, and the national Malaria Indicator Survey of 2015. The spatial analysis shows clustering of counties with high malaria incidence rate, or hot spots, in the Lake Victoria region and the east coastal area around Mombasa; there are significant clusters of counties with low incidence rate, or cold spot areas in Nairobi. We apply an analysis technique, geographically weighted regression, that helps to better model how environmental and social determinants are related to malaria incidence rate while accounting for the confounding effects of spatial non-stationarity. Some general patterns persist over the four years of observation. We establish that variables including rainfall, proximity to water, vegetation, and population density, show differential impacts on the incidence of malaria in Kenya. The El-Nino–southern oscillation (ENSO) event in 2015 was significant in driving up malaria in the southern region of Lake Victoria compared with prior time-periods. The applied spatial multivariate clustering analysis indicates the significance of social and behavioral survey responses. This study can help build a better spatially explicit predictive model for malaria in Kenya capturing the role and spatial distribution of environmental, social, behavioral, and other characteristics of the households.

The socio-economic and ecological value of Lake Victoria is threatened by significant regional development and urbanization. This study analyzed spatial-temporal land use/land cover changes in the Kenyan Lake Victoria basin from 1978–2018 using Landsat 3, 4-5 and 8 imagery, with a view to identifying the extent and potential impacts of urbanization on the basin. Supervised image classification was undertaken following the Maximum Likelihood algorithm to generate land use/land cover maps at ten-year intervals. Results indicate that the basin is characterized by six main land use/land cover classes namely, agricultural land, water bodies, grasslands and vegetation, bare land, forests and built-up areas. Further, the results indicate that the basin has experienced net increases in built-up areas (+97.56%), forests (+17.30%) and agricultural land (+3.54%) over the last 40 years. During the same period, it experienced net losses in grassland and vegetation (-37.36%), bare land (-9.28%) and water bodies (-2.19%). Generally, the changing landscapes in the basin are characterized by conversion of natural environments to built-up environments and driven by human activities, urban populations and public policy decisions. The study therefore recommends the establishment of a land use system that creates a balance between the ecological realm and sustainable development.

The integration of urban water cycle management with urban planning and design is referred to as ‘Water Sensitive Urban Design’ or ‘WSUD’ in Australia; one of the key elements of WSUD is the management of urban stormwater. In early 2006, the Victorian Government released the Yarra River Action Plan, which allocated $20 million towards tackling urban stormwater pollution. To help ensure this money is allocated in an equitable and transparent manner across all metropolitan local governments a multi-criteria assessment tool has been developed. This paper presents an overview of the multi-criteria assessment tool developed and adopted for selecting WSUD projects that are eligible for funding through Melbourne Water's Stormwater Program. This tool considers three types of indicators: environmental, engagement (engagement with stakeholders and local government capacity building) and financial. Within each category, a series of indicators of different weightings are applied to score a project. Cities are widely recognised as important settings for promoting health. Nonetheless, making cities more liveable and supportive of health and wellbeing remains a challenge. Decision-makers’ capacity to use urban health evidence to create more liveable cities is fundamental to achieving these goals. This paper describes an international partnership designed to build capacity in using liveability indicators aligned with the UN Sustainable Development Goals (SDGs) and social determinants of health, in Bangkok, Thailand. The aim of this paper is to reflect on this partnership and outline factors critical to its success. Partners included the Bangkok Metropolitan Administration, the UN Global Compact—Cities Programme, the Victorian Government Department of Health and Human Services, the Victorian Health Promotion Foundation, and urban scholars based at an Australian university. Numerous critical success factors were identified, including having a bilingual liaison and champion, establishment of two active working groups in the Bangkok Metropolitan Administration, and incorporating a six-month hand-over period. Other successful outcomes included contextualising liveability for diverse contexts, providing opportunities for reciprocal learning and knowledge exchange, and informing a major Bangkok strategic urban planning initiative. Future partnerships should consider the strategies identified here to maximise the success and longevity of capacity-building partnerships.

This overview examines available circum-Antarctic glacial history archives on land, related to developments after the Last Glacial Maximum (LGM). It considers the glacial-stratigraphic and morphologic records and also biostratigraphical information from moss banks, lake sediments and penguin rookeries, with some reference to relevant glacial marine records. It is concluded that Holocene environmental development in Antarctica differed from that in the Northern Hemisphere. The initial deglaciation of the shelf areas surrounding Antarctica took place before 10 000 14C yrs before present(BP), and was controlled by rising global sea level. This was followed by the deglaciation of some presently ice-free inner shelf and land areas between 10 000 and 8000 yr BP. Continued deglaciation occurred gradually between 8000 yr BP and 5000 yr BP. Mid-Holocene glacial readvances are recorded from various sites around Antarctica. There are strong indications of a circum-Antarctic climate warmer than today 4700–2000 yr BP. The best dated records from the Antarctic Peninsula and coastal Victoria Land suggest climatic optimums there from 4000–3000 yr BP and 3600–2600 yr BP, respectively. Thereafter Neoglacial readvances are recorded. Relatively limited glacial expansions in Antarctica during the past few hundred years correlate with the Little Ice Age in the Northern Hemisphere.

Abstract. Well-drained, aerated soils are important sinks for atmospheric methane (CH4) via the process of CH4 oxidation by methane-oxidising bacteria (MOB). This terrestrial CH4 sink may contribute towards climate change mitigation, but the impact of changing soil moisture and temperature regimes on CH4 uptake is not well understood in all ecosystems. Soils in temperate forest ecosystems are the greatest terrestrial CH4 sink globally. Under predicted climate change scenarios, temperate eucalypt forests in south-eastern Australia are predicted to experience rapid and extreme changes in rainfall patterns, temperatures and wild fires. To investigate the influence of environmental drivers on seasonal and inter-annual variation of soil–atmosphere CH4 exchange, we measured soil–atmosphere CH4 exchange at high-temporal resolution (< 2 h) in a dry temperate eucalypt forest in Victoria (Wombat State Forest, precipitation 870 mm yr−1) and in a wet temperature eucalypt forest in Tasmania (Warra Long-Term Ecological Research site, 1700 mm yr−1). Both forest soil systems were continuous CH4 sinks of −1.79 kg CH4 ha−1 yr−1 in Victoria and −3.83 kg CH4 ha−1 yr−1 in Tasmania. Soil CH4 uptake showed substantial temporal variation and was strongly controlled by soil moisture at both forest sites. Soil CH4 uptake increased when soil moisture decreased and this relationship explained up to 90 % of the temporal variability. Furthermore, the relationship between soil moisture and soil CH4 flux was near-identical at both forest sites when soil moisture was expressed as soil air-filled porosity (AFP). Soil temperature only had a minor influence on soil CH4 uptake. Soil nitrogen concentrations were generally low and fluctuations in nitrogen availability did not influence soil CH4 uptake at either forest site. Our data suggest that soil MOB activity in the two forests was similar and that differences in soil CH4 exchange between the two forests were related to differences in soil moisture and thereby soil gas diffusivity. The differences between forest sites and the variation in soil CH4 exchange over time could be explained by soil AFP as an indicator of soil moisture status.

Research evidence is required to guide best practice, inform policy and improve the health of communities. Current indicators consider allied health research culture to be low. This study aimed to measure the allied health research culture and capacity in a Victorian regional health service. The Research Capacity and Culture tool was used to evaluate research capacity and culture across individual, team and organisation domains. One-way ANOVA was used to determine differences between allied health professions, whereas responses to open-ended questions were themed using open coding. One hundred thirty-six allied health professionals completed the survey. There were statistically significant differences in the organisation domain between social work, physiotherapy and occupational therapy professions; in the team domain, between social work and all other professions. Motivators for conducting research included providing a high-quality service, developing skills and increasing job satisfaction. Barriers included other work roles taking priority, a lack of time and limited research skills. Multi-layered strategies including establishing conjoint research positions are recommended to increase allied health research culture in this regional area.

Home and Community Care (HACC) services are provided to frail older people, other people with disabilities, and their carers, to assist independent living. HACC policy acknowledges that certain groups within the population have greater difficulty accessing HACC services than others. This paper considers the equity of access issue for one of the groups that have difficulty - people from culturally and linguistically diverse (CALD) backgrounds. Language spoken at home is used as an indicator of CALD status. The 2001 Census data and HACC-user data from the Western Metropolitan Region (WMR) of Victoria was analysed. The proportion of the HACC user population that speaks a language other than English (LOTE) was compared with the proportion of the general population that speaks a language other than English for two age groups ?the total population and those 65 years and over. Chi square analyses were conducted to determine odds ratios to give an indication of the magnitude and direction of the association between CALD status and access to HACC services. Analyses indicated that people who spoke a LOTE at home were approximately a third as likely to access Local Government HACC services than those who spoke English (OR=0.35). The findings suggest that policy and service development initiatives to improve access to HACC services for people of CALD backgrounds have not yet effectively reached their targets.

This paper outlines the work of the Clinical Governance in Community Health Project that aims to strengthen clinical governance systems in the Victorian community health sector. While clinical governance in community health is not new, the work of the project has aimed to develop a more consistent approach to safety and quality. This represents a strategic response to policy imperatives at a state and national level, which has resulted in a transition to a client population that has greater acuity and complexity in their health and social needs. The project has focused on the areas of clinical risk management, credentialling, defining scope of practice, clinical indicators and board reporting. The project has been evaluated through an annual sector survey which has demonstrated that the majority of respondents have used resources created by the project. Ninety-four per cent of respondents indicated that they had reviewed their clinical governance reporting processes in the previous 12 months. The project has strong governance from a steering group comprised of stakeholders from the community health sector, the acute sector, state government, accreditation agencies and insurance authorities, with the project work being completed by working groups consisting of community health chief executive officers, managers and clinicians. This has resulted in high levels of engagement and ownership by the sector.

This paper is the first of two describing how soil macromorphological and chemical data can be combined with a minimum of hydrological data to distinguish between, and to quantify, past and present hydrological processes. These processes are relevant to both waterlogging and dryland salinity. The purpose of this first paper is to establish a methodological framework. It also describes the initial interpretation of the macromorphological features of the toposequence studied at Gatum on the Dundas Tablelands in western Victoria. A modified version of the soil feature–system–domain grouping method was used. Macromorphological data combined with only limited piezometric data showed that: (1) The soil feature–system–domain grouping method makes it possible to distinguish between the effects of past and present hydrological processes on soil macromorphology at Gatum. (2) Waterlogging of the surface horizons at Gatum is often caused by perching of soil water within the B-horizon (as opposed to on top of the B-horizon). Changes in soil structure and in colour of cutans and mottles can be an indicator of this first restricting layer. (3) It is likely that interpedal cracks and old tree root holes act as preferred paths for water to flow through this first restricting layer. (4) A second fresh perched water table can occur on top of the pallid zone. Where the pallid zone reaches close to the surface the two perched water tables may merge and cause a local increase in waterlogging, as indicated by local soil morphology. When this occurs, hillside seeps can occur quite high up on the slopes, even when there is no apparent irregularity in surface topography. (5) The permanent saline water table occurs on top of the bedrock and causes salting problems where it comes too close to the soil surface. Salting problems at the bottom of a slope are more severe where fresh perched water tables increase waterlogging On the basis of these findings the suitability of various management options to reduce waterlogging and salinisation is discussed. Further findings regarding restricting layers, flow paths through the soils, and relations between duration of saturation and soil morphological features, are discussed in a companion paper (by J. Brouwer and R. W. Fitzpatrick, pp. 927-946 in this issue).

The use of PRP (platelet-rich plasma) is beneficial and even more important in the future. The most common indications were tendon damage (77%), osteoarthritis (68%), muscle damage (57%) and cartilage damage (51%). It is a purified autologous blood product with a higher platelet concentration than whole blood. It is rich in various cytokines and growth factors and has been shown to initiate and enhance healing by stimulating cell migration, cell proliferation, angiogenesis, and matrix synthesis. In rotator cuff injury, PRP injection led to significant long-term pain relief but not in functional improvements. In Osteoarthritis, PRP injection is associated with long-term pain relief and function improvements. PRP injection has a better outcome in VAS (visual analog scale) and DASH (The Disabilities of the Arm, Shoulder and Hand) scores in elbow ulnar collateral ligament pathologies, including lateral elbow epicondylitis. In medial epicondylitis, a paucity of studies causing therapeutic modality for PRP has not yet been established. In acute muscle injury, PRP used has no differences in imaging, pain, ROM (range of motion), muscle strength, and muscle function. In Achilles Tendinopathy, PRP injection has been associated with improvement in VAS, but no difference in VISA-A (The Victorian Institute of Sports Assesment – Achilles Questionnaire) score. However, the majority of published literature is secondary and tertiary evidence. Future studies could provide important information about the optimal concentrations of growth factors, platelets and leukocytes required for the desired effect in many specific tissues, as well as the appropriate method of administration and timing of drug application.

Water is an essential resource required for various human activities such as drinking, cooking, growing food, and personal hygiene. As a key infrastructure of public services, access to clean and safe drinking water is an essential factor for local socio-economic development. Despite various national and international efforts, water supply is often not guaranteed, especially in rural areas of Africa. Although many water resources are theoretically available in these areas, bodies of water are often contaminated with dangerous pathogens and pollutants. As a result, people, often women and children, have to travel long distances to collect water from taps and are exposed to dangers such as physical violence and accidents on their way. In this article, we present a socio-economic case study for rural development. We describe a drinking water treatment plant with an annual capacity of 10,950 m3 on Kibumba Island in Lake Victoria (Tanzania). The plant is operated by a photovoltaic mini-grid system with second-life lithium-ion battery storage. We describe the planning, the installation, and the start of operation of the water treatment system. In addition, we estimate the water prices achievable with the proposed system and compare it to existing sources of drinking water on Kibumba Island. Assuming a useful life of 15 years, the installed drinking water system is cost-neutral for the community at a cost price of 0.70 EUR/m3, 22% less than any other source of clean water on Kibumba Island. Access to safe and clean drinking water is a major step forward for the local population. We investigate the socio-economic added value using social and economic key indicators like health, education, and income. Hence, this approach may serve as a role model for community-owned drinking water systems in sub-Saharan Africa.

Five related issues involved in the analysis of services are discussed. First, it is shown that it is incorrect to suggest that there is a single route to the contemporary economy with high employment in the service sector. The Fisher–Clark thesis is discussed and criticised. In the specific case of the United Kingdom it is shown that service industries were of considerable importance even during the supposed heyday of Victorian manufacturing industry. This is shown by analysing certain regional indicators. It is further suggested that the crucial role of especially financial services cannot be understood separately from the broader Makler or middleman economy which in part predated the extensive growth of manufacturing industry. Second, some of the recent arguments of Gershuny and Miles are analysed. It is shown that their formulations are insufficiently social, both in the sense of ignoring changes in the social relations underpinning capitalist production both of manufacturing and of service industries, and of neglecting the impact of ‘social struggles' on the forms and levels of service employment. Third, a number of criteria are discussed by which different service industries can be separated off from each other. The criteria considered are ownership, market, product, degree of ‘commodification’, function, and character of the exchange. A classification based on elements of each of these is proposed in order to deal with UK data sources. Fourth, analysis is developed of eleven different forms of service sector restructuring. Some consideration is paid to the problems of explaining which of these will be found in particular sectors. Particular attention is devoted to considering the degree of importance of the ‘labour’ factor. Last, some of the processes affecting the ‘private consumer services' concerned with tourism are analysed. In particular, attention is devoted to aspects of the physical and social setting within which the service delivery takes place. An attempt is made to demonstrate which particular forms of service sector restructuring will be found in those tourist services in British coastal resorts. The exceptionally complex nature of the forces affecting employment levels in such places is shown in some detail.

Aim. To assess the melon collection material for seed productivity and to identify sources of a valuable trait for involvement in the breeding process in the northern Steppe of Ukraine. Results and Discussion. Our analysis revealed relationships between the main economic traits, and we established that the productivity of fruits and seeds significantly depended on environmental factors during the study years. There was a strong correlation between these traits (r = 0.71), while the seed productivity more depended on the fruit number per plant (r = 0.62) than on their average weight (r = 0.41). The accessions under investigation differed by fulfillment of their seed yield potential. Among the accessions included in group 4 with high seed productivity, high seed yields were provided by such accessions as Desertnaia 5 (RUS), Ineia (UKR), Delicious 51 (USA), Chaika (UKR), Fortuna (UKR), and Pamiati Pangalo (MDA) (22.3-25.3 g/plant; 0.23-0.26 t/ha). Four accessions from group 5 were identified as the most valuable genetic sources of very high seed productivity: Mistseva 256/98 (UKR), Berehynia (UKR), Victoria (MDA), and Iliyskaya (KAZ) (26.8-29.6 g/plant; 0.27-0.30 t/ha), which exceeded the check variety by 12.8-5.6 g/plant or by 0.13-0.16 t/ha. The seed yield, as a measure of the potential number of seeds depending on the fruit yield, and the 1000-seed weight, as an indicator of the seed size and plumpness, are also important traits in assessing the seed productivity of collection accessions. The highest percentages of seed yield were observed in accessions Pepen golden (ROU), Ananasna 217/06 (RUS), Accession 4596 (USA), Mistseva 256/98 (UKR), Inhulka (UKR), Mistsevyi 5827 (KAZ), and Basarabiya (MDA): 1.23-1.42% (0.33-0.52% higher than from the check variety). As to the 1000-seed weight, the highest values were recorded for accessions Pridnestrovskaya (MDA), Lyleia (UKR), Dumka (UKR), Ineia (UKR), Mistseva 256/98 (UKR), Pamyati Pangalo (MDA), and Berehynia (UKR): 40.4-46.2 g (+3.9-9.7 g to the check variety). Due to the combination of high yield capacity and increased seed productivity, variety Berehynia (UL3800002) originating from Ukraine has been submitted for registration to the National Centre for Plant Genetic Resources of Ukraine as an accession of the gene pool. Conclusions. Assessment of the genetic diversity of melons revealed patterns in levels of seed productivity, depending on the variety; and the relationships between the main economic traits were determined. Sources of valuable economic traits for further use in breeding have been identified: with high seed productivity (10), with increased seed yield (7) and with large seeds (7). Valuable specimen of melon, Berehynia (UL3800002), with high seed productivity has been singled out and submitted for registration to the National Center for Plant Genetic Resources of Ukraine.

China Shale-Gas Field Sets Production Record Sinopec recorded China’s highest daily output of shale gas at 20.62 million cubic meters (Mcm) at its Fuling shale-gas field in Chongqing, China, a key gas source for the Sichuan-East gas pipeline. The first major commercial shale-gas project in China, Fuling has continuously broken records for the shortest gasfield drilling cycle while significantly increasing the drilling of high-quality reservoirs covering more than 3 million m, according to Sinopec. Gasfield production construction was also expanded to raise production capacity. The company said the field maintains a daily output of 20 Mcm, producing an estimated 6.7 Bcm per year. Apache and Total Plan Suriname Appraisals Apache filed appraisal plans for its Maka and Sapakara oil discoveries in block 58 offshore Suriname. The company said another submission is expected for Kwaskwasi, the largest find in the block, by the end of the year. Operations continue for Keskesi, the fourth exploration target. There are plans to drill a fifth prospect at Bonboni in the North-Central portion of the concession. Partner company Total is assuming operatorship of the block ahead of next year’s campaigns. BP Emerges as Sole Bid for Offshore Canada Parcels BP was the only operator to place a bid in the Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) Call for Bids NL20-CFB01, which offered 17 parcels (4,170,509 hectares) in the eastern Newfoundland region. The successful bid was for Parcel 9 (covering 264,500 hectares) for $27 million in work commitments from BP Canada Energy Group. Subject to BP satisfying specified requirements and receiving government approval, the exploration license will be issued in January 2021. No bids were received for the remaining 16 parcels, which may be reposted in a future Call for Bids. Criteria for selecting a winning bid is the total amount the bidder commits to spend on exploration of the parcel during the first period of a 9-year license, with a minimum acceptable bid of $10 million in work commitments for each parcel. Beach Energy To Drill Otway Basin Well Beach Energy plans to drill at its Artisan-1 well about 32 km offshore Victoria, Australia, in the Otway basin, before the end of 2021. The well, located on Block Vic/P43, was to be spudded in 1H 2020 but was delayed due to COVID-19. The timeframe for drilling was confirmed by the National Offshore Petroleum Safety and Environmental Management Authority, which also said Beach is keeping open the option to suspend the well and develop it, pending reservoir analysis. Anchors, mooring chains, and surface buoys have already been laid for the well, which is in a water depth of approximately 71 m. The well is expected to take approximately 35–55 days to drill, depending on the final work program and potential operational delays. Diamond Offshore’s semisubmersible Ocean Onyx was contracted for the drilling program. Artisan is the first of Beach’s planned multiwell campaigns, which also include development wells at the Geographe and Thylacine fields. Hess Completes Sale of Interest in Gulf of Mexico Field Hess completed the sale of its 28% working interest in the Shenzi Field in the deepwater Gulf of Mexico (GOM) to BHP, the field’s operator, for $505 million. Shenzi is a six-lease development structured as a joint ownership: BHP (operator, 44%), Hess (28%), and Repsol (28%). The acquisition would bring BHP’s working interest to 72%, adding approximately 11,000 BOE/D of production (90% oil). The sale is expected to close by December 2020. Hess CEO John Hess said proceeds from the sale will help fund the company’s investment in Guyana. Greenland Opens New Offshore Areas Greenland opened three new offshore areas for application of oil and gas exploitation licenses off West Greenland. The areas are Baffin Bay, Disko West, and Davis Strait. The country also said it is working on an oil strategy to reduce geological uncertainty by offering an investment package to companies that engage in its Open Door Procedures. The procedures are a first-mover advantage to remove national oil company Nunaoil, as a carried partner, reducing turnover and surplus royalties. It is estimated to reduce the government take by 51.3% to 40.6%. Shell and Impact Oil & Gas Agree to South Africa Farmout Africa Oil announced Impact Oil & Gas entered into two agreements for exploration areas offshore South Africa. The company has a 31.10% share-holding in Impact, a privately owned exploration company. Impact entered into an agreement with BG International, a Shell subsidiary, for the farm-out of a 50% working interest and operatorship in the Transkei and Algoa exploration rights. Shell was also granted the option to acquire an additional 5% working interest should the joint venture (JV) elect to move into the third renewal period, expected in 2024. Algoa is located in the South Outeniqua Basin, east of Block 11B/12B, containing the Brulpadda gas condensate discovery and where Total recently discovered gas condensate. The Transkei block is northeast of Algoa in the Natal Trough Basin where Impact has identified highly material prospectivity associated with several large submarine fan bodies, which the JV will explore with 3D seismic data and then potential exploratory drilling. Impact and Shell plan to acquire over 6,000 km² of 3D seismic data during the first available seismic window following completion of the transaction. This window is expected to be in the Q1 2022. After the closing of the deal, Shell will hold a 50% interest as the operator and Impact will hold 50%. Impact also entered into an agreement with Silver Wave Energy for the farm-in of a 90% working interest and operatorship of Area 2, offshore South Africa. East and adjacent to Impact’s Transkei and Algoa blocks, Area 2 complements Impact’s existing position by extending the entire length of the ultradeepwater part of the Transkei margin. Together, the Transkei and Algoa Blocks and Area 2 cover over 124,000 km2. Area 2 has been opened by the Brulpadda and Luiperd discoveries in the Outeniqua Basin and will be further tested during 2021 by the well on the giant Venus prospect in ultradeepwater Namibia, where Impact is a partner. Impact believes there is good evidence for this Southern African Aptian play to have a common world-class Lower Cretaceous source rock, similar excellent-quality Apto-Albian reservoir sands, and a geological setting suitable for the formation of large stratigraphic traps. Following completion of the farm-in, Impact will hold 90% interest and serve as the operator; Silver Wave will hold 10%. Petronas Awards Sarawak Contract to Seismic Consortium The seismic consortium comprising PGS, TGS, and WesternGeco was awarded a multiyear contract by Petronas to acquire and process up to 105,000 km2 of multisensor, multiclient 3D data in the Sarawak Basin, offshore Malaysia. The contract award follows an ongoing campaign by the consortium in the Sabah offshore region, awarded in 2016, in which over 50,000 km2 of high-quality 3D seismic data have been acquired and licensed to the oil and gas industry to support Malaysia license round and exploration activity. The Sarawak award will allow for a multiphase program to promote exploration efforts in the prolific Sarawak East Natuna Basin (Deepwater North Luconia and West Luconia Province). The consortium is planning the initial phases and is engaging with the oil and gas industry to secure prefunding ahead of planned acquisition, covering both open blocks and areas of existing farm-in opportunities. Total Discovers Second Gas Condensate in South Africa Total made a significant second gas condensate discovery on the Luiperd prospect, located on Block 11B/12B in the Outeniqua Basin, 175 km off the southern coast of South Africa. The discovery follows the adjacent play-opening Brulpadda discovery in 2019. The Luiperd-1X well was drilled to a total depth of about 3,400 m and encountered 73 m of net gas condensate pay in well-developed, good-quality Lower Cretaceous reservoirs. Following a coring and logging program, the well will be tested to assess the dynamic reservoir characteristics and deliverability. The Block 11B/12B covers an area of 19,000 km2, with water depths ranging from 200 to 1800 m. It is operated by Total with a 45% working interest, alongside Qatar Petroleum (25%), CNR International (20%), and Main Street, a South African consortium (10%). The Luiperd prospect is the second to be drilled in a series of five large submarine fan prospects with direct hydrocarbon indicators defined utilizing 2D and 3D seismic data. BP Gas Field Offshore Egypt Begins Production BP started gas production from its Qattameya gasfield development ‎offshore Egypt in the North Damietta offshore concession. Through BP’s joint venture Pharaonic Petroleum Company working with state-owned Egyptian Natural Gas Holding Co., the field, which is ‎expected to produce up to 50 MMcf/D, was developed through a one-well subsea development and tieback to existing infrastructure.‎ Qattameya, whose discovery was announced in 2017, is located approximately 45 km west ‎of the Ha’py platform, in 108 m of water. It is tied back to the Ha’py and Tuart field ‎development via a new 50-km pipeline and connected to existing subsea ‎utilities via a 50-km umbilical. ‎BP holds 100% equity in the North Damietta offshore concession in the East Nile Delta. ‎Gas production from the field is directed to Egypt’s national grid.

Indonesia is one of the countries in Southeast Asia with the fifth highest prevalence of stunting in the world at 37%, or nearly 9 million children who experience stunting. The research method uses a type of qualitative research with a traditional literature review. This study found that stunting is influenced by several complex factors not only at the individual level but also at the family and community levels. ABSTRACT Objective The implementation of clinical quality indicators for monitoring cancer care in regional, rural and remote areas. Design Retrospective data from a population-based Clinical Quality Registry for lung, colorectal, and breast cancer. Setting All major Health Services in the Barwon South Western Region, Victoria, Australia. Participants All patients diagnosed with cancer presenting to a Health Service Intervention(s) Main Outcome Measures(s) Clinical Quality Indicators for Lung, Colorectal and Breast Cancer Results Clinical indicators included the following: discussion at multidisciplinary meetings, timeliness of care provided, type of care for different stages of the disease and survival outcomes. Many of the derived clinical indicator targets were reached. However, variation led to improvement in tumour stage being recorded in the medical record; improved awareness of the need for adjuvant chemotherapy for colorectal cancer; a reduction in time to treatment for lung cancer; reduced time to surgery for breast cancer; and highlighted the 30 day mortality post treatment for all of the tumour streams. Conclusions Clinical quality indicators allow for valuable insights into patterns of care, driving improvement in the quality of cancer care. These indicators are easily reproduced and may be of use to other cancer centres and health services.

Abstract Background The Victorian Health Promotion Foundation (VicHealth) is an Australian state-based government agency with a remit to promote health by targeting physical activity, diet, mental wellbeing, tobacco use and alcohol consumption. Population health data is crucial to this work. This paper reports on the measures and methods used in surveillance, examines the prevalence of risk factors in sub-populations and use of risk factor data in local policy and planning. Methods The VicHealth Indicators (VHI) cross-sectional population telephone survey of behavioural and attitudinal health risk factors involved interviews with 22,819 respondents aged 18 years+ from the state of Victoria in 2015. Means or percent prevalences (with 95% CIs) of indicators are presented. Statistically significant differences between the state level and sub-population estimates were deemed to exist when confidence intervals of estimates did not overlap. Use of the data in local policy was assessed through an audit of 77 Municipal Public Health and Wellbeing Plans for 2017–2021. Use in municipal plans according to the municipality’s geographical region type and SES was analysed using Welch’s ANOVA. Results The average vegetable intake was 2.2 serves per day, far below the national guidelines of 5 serves per day, and only 4 in 10 Victorians were sufficiently active. Young males were twice as likely to be at high risk of alcohol harm compared to the state estimate. Women were twice as likely to feel unsafe walking after dark compared to males. There was a consistent pattern of significantly less favourable results for people living in outer metropolitan areas and a socio-economic gradient was evident for most risk factors. Almost 50% of municipalities used VHI data in their local policy plans. Use of VHI data was significantly higher in high SES municipalities and significantly lower in low SES municipalities relative to the mean. Conclusions The findings indicate the need for continued targeted action on behavioural risk factors, particularly diet and physical activity, and that more intensive policy and practice action is required to address health inequities to ensure that all Victorians can experience good health. Increased support for low SES municipality policy planning may be warranted.

Too little nitrogen (N) is a threat to crop productivity and soil fertility in sub-Saharan Africa (SSA). Nitrogen budgets (NB) and nitrogen use efficiency (NUE) are critical tools for assessing N dynamics in agriculture and have received little or no attention in the region. Data were collected from smallholder farmers clustered into two categories, farmers applying and farmers not applying N fertilizers. NB were calculated using the Coupled Human and Natural Systems (CHANS) model approach for field and farm spatial scales. The results showed spatial variabilities in NB and NUE at the field level (maize and rice) across all the catchments. At the field level, N balances were negative for the two crops in all the catchments. Similarly, at the farm gate, a deficit of −78.37 kg N ha−1 was observed, an indicator of soil N mining. NUE values at the field scale varied across the catchments for both crops, with values for maize grown without N ranging from 25.76 to 140.18%. Even with the application of mineral N at higher levels in rice fields compared to maize fields, NUE values ranged between 81.92 and 224.6%. Our study revealed that the Lake Victoria region suffers from inefficient N cycling due to depleted soil N pools and low synchrony between N input and N removal. Therefore, a challenge lies in exploiting more sustainable N sources for farmers in the region for sustainable farming systems. The NB and NUE provide critical information to agriculture stakeholders to develop environmental, agronomic, and economically viable N management solutions.

At Hamilton, Victoria, the effects of grazing pressure and amount of single superphosphate (SSP) applied, on the productivity and soil resource status of grazing systems based on sheep, have been assessed since 1979. Early work showed that marginal and absolute responses in DM production to SSP were greater when assessed by measuring the net growth of grazed pastures compared with mowing, and that largest response occurred in spring. The botanical composition of the pasture has been dramatically influenced by the amount of SSP applied. Ryegrass and subterranean clover now constitute only 2.3% and 11.0% where an average of 1-4 kg P/ha has been applied each year. In addition, the digestibility of herbage from wellfertilised treatments was 4-9 units higher than from low-fertility treatments. The combination of these effects has allowed achievable annual gross margins to increase from $100/ha at low-fertility treatments to about $400/ha with 18 kg P/ha applied annually. Abstract:
BackgroundThe hardening hypothesis predicts that as smoking prevalence declines, remaining smokers will be more heavily addicted to nicotine and/or less interested in quitting. We tested this hypothesis in a population exposed to a comprehensive tobacco control programme over a 16-year period.MethodsAnnual cross-sectional surveys randomly sampled adults (aged 26+) in the state of Victoria, Australia, between 2001 and 2016. Until 2010, participants were recruited through random digit dialling to landline telephones; from 2011, sampling frames also included mobile phones. Logistic regressions assessed changes over time in the prevalence of smoking and each hardening indicator; additional models examined interactions by sex, age, education and socioeconomic status.ResultsSmoking prevalence declined significantly between 2001 and 2016 (20.1%–13.0%), as did the prevalence of seven hardening indicators: daily smoking, heavy consumption, no quit attempt in the past 5 years or past 12 months, no intention to quit in the next 6 months or next 30 days, and happiness to keep smoking. In addition, the proportion of smokers defined as ‘hardcore’ decreased from 17.2% to 9.1%. On the whole, hardening indicators decreased to a similar extent among demographic subgroups.ConclusionsThese results are inconsistent with the hardening hypothesis. Rather, they suggest that a comprehensive tobacco control programme that combines provision of cessation support to individual smokers with implementation of population-level interventions to drive all smokers towards quitting, can successfully reduce both smoking prevalence and levels of dependence and desire to keep smoking among the remaining population of smokers.
