The Department of Mines and Energy, South Australia (DME) contracted Michael Williams and Associates Pty Ltd to audit the environmental management of seismic exploration operations in the South Australian Otway Basin. The audit was carried out in early 1992 and covered petroleum exploration operators and DME environmental management systems. An innovative field sampling technique was developed to compare the environmental impact of two different seismic line clearing techniques. Recovery of native vegetation as measured by vegetation structure was also quantified.The audit found DME to have a dynamic and integrated environmental management system while company systems varied in standard. Wide consultation assisted the audit process.As a result of clearing for agriculture, native vegetation covers only six per cent of the Otway Basin. With the strict limitations to broad-scale vegetation clearance since the mid-1980s and the cessation since 1991, the greatest environmental impact of seismic exploration is the clearance of native vegetation for access by seismic vehicles. Native vegetation structure and associated abiotic variables on seismic lines and adjacent control sites, were subject to a classification and ordination analysis which compared the impact of seismic lines constructed by bulldozer or Hydro-ax (industrial slasher). Post-seismic recovery rates of three different vegetation associations were also determined. This analytical technique permits the effects of seismic line clearance to be compared with the natural variability of specific vegetation associations within a region. In interpreting the results however, there is a confounding effect of line type and year as most of the more recent seismic lines were constructed using a Hydro-ax. Results indicate that Hydro-ax clearing affects vegetation structure less than bulldozing. Most Hydro-ax sites recovered within a few years whereas some sites, bulldozed as early as 1971, particularly tussock grasslands, have not yet recovered.This study provides a significant break-through in the debate about the persistence of seismic impacts on native vegetation. As a rapid preliminary assessment, sampling vegetation structure rather than floristics, provides a cost-effective audit and monitoring technique which can be used by non-specialists in a range of petroleum exploration environments. Any significant structural differences may require more detailed analysis to determine if floristic composition also differed.

Abstract Notwithstanding the historical benefits of coal in aiding human and economic development, the negative health and environmental impacts of coal extraction and processing are of increasing concern. Environmental impact assessments (EIAs) are a regulated policy mechanism that can be used to predict and consider the health impacts of mining projects to determine if consent is given. The ways in which health is considered within EIA is unclear. This research investigated ‘How and to what extent are health, well-being and equity issues considered in Environmental Impact Assessments (EIAs) of major coal mining projects in New South Wales, Australia’. To this end we developed and applied a comprehensive coding framework designed to interrogate the publicly available environmental impact statements (EISs) of three mines in New South Wales (NSW), Australia, for their inclusion of health, well-being and equity issues. Analysis of the three EISs demonstrates that: the possible impacts of each mine on health and well-being were narrowly and inadequately considered; when health and well-being were considered there was a failure to assess the possible impacts specific to the particular mine and the communities potentially affected; the cumulative impacts on human health of multiple mines in the same geographical area were almost completely ignored; the discussions of intragenerational and intergenerational equity did not demonstrate a sound understanding of equity and, it is essential that governments’ requirements for the EIA include detailed analysis of the health, well-being, equity and cumulative impacts specific to the proposed mine and relevant communities.

The sheep industry has played an important role in Australia’s development and economy over the 220 years since European settlement and remains an important land use in Australia, occupying an estimated 85 million ha of continental land mass. Historically, deforestation was carried out in many sheep-rearing regions to promote pasture growth but this has not occurred within recent decades and many wool producers have invested in planting trees as well as preserving patches of remnant vegetation. Although the limitations of single environmental impact studies are recognised, this paper focuses on the contribution of carbon sequestration in trees and shrubs on sheep farms to the global warming potential impact category in life cycle assessment of wool. The analysis represents three major wool-producing zones of Australia. Based on default regional yields as applied in Australia’s National Inventory model, FullCAM, CO2 removals in planted exotic pines and mixed native species were estimated to be 5.0 and 3.0 t CO2 ha–1 year–1, respectively, for the Northern Tablelands of New South Wales in the ‘high-rainfall zone’ and 1.4 t CO2 ha–1 year–1 for mixed native species in the ‘sheep-wheat zone’ of Western Australia. Applying modified factors allowing for the higher measured growth rates in regions with rainfall >300 mm, gave values for native species reforestation of 4.4 and 2.0 t CO2 ha–1 year–1 for New South Wales and Western Australia, respectively. Sequestration was estimated to be 0.07 t CO2 ha–1 year–1 over 100 years for chenopod shrublands of the ‘pastoral zone’ of South Australia but this low rate is significant because of the extent of regeneration. Sequestration of soil organic carbon in improved permanent pastures in the New South Wales Northern Tablelands was evaluated to be highly uncertain but potentially significant over large areas of management. Improved data and consistent methodologies are needed for quantification of these benefits in life cycle assessment studies for wool and sheep meat, and additional impact categories, such as biodiversity, need to be included if the public and private benefits provided by good management of vegetation resources on farms are to be more fully recognised.

Abstract:
A requirement for project proponents to include a benefit-cost analysis (BCA) as a component of their environmental impact assessments is implied in planning approval legislation in New South Wales, Australia. Fulfilling that requirement in the context of three large-scale expansions of coal mines has led to the application of choice modeling to estimate values for the main environmental, social, and heritage impacts. A number of particular issues have emerged in those applications: the framing of choice sets so that incentive-compatible willingness-to-pay questions are asked; the inclusion of “existence values” associated with employment opportunities provided by mines; and the incorporation of environmental offsets as part of the choice task given to respondents. The benefit-cost analyses of the coal mining projects have proven controversial. While the government agency responsible for administering the project approval process has used them as an input to decision-making, in some cases its recommendations have been “over-ridden” by the imposition of subjectively determined administrative rules. In one case, an appeal through legal channels against an approval was successful in part because the judge who heard the appeal dismissed the BCA findings because it was contrary to his own viewpoint of the merits of the case. In response, the state government has introduced legislation that requires greater “weight” to be given to the development benefits of coal mining. These responses have left the role of BCA and nonmarket valuation in the decision-making process in “limbo,” with practitioners and policy makers unsure as to the future of the methods in politically charged contexts.

Analysis of observational data to pinpoint impact of land cover change on local rainfall is difficult due to multiple environmental factors that cannot be strictly controlled. In this study we use a statistical approach to identify the relationship between removal of tree cover and rainfall with data from best available sources for two large areas in Australia. Gridded rainfall data between 1979 and 2015 was used for the areas, while large scale (exogenous) effects were represented by mean rainfall across a much larger area and climatic indicators, such as Southern Oscillation Index and Indian Ocean Dipole. Both generalised additive modelling and step trend tests were used for the analysis. For a region in south central Queensland, the reported change in tree clearing between 2002–2005 did not result in strong statistically significant precipitation changes. On the other hand, results from a bushfire affected region on the border of New South Wales and Victoria suggest significant changes in the rainfall due to changes in tree cover. This indicates the method works better when an abrupt change in the data can be clearly identified. The results from the step trend test also mainly identified a positive relationship between the tree cover and the rainfall at p < 0.1 at the NSW/Victoria region. High rainfall variability and possible regrowth could have impacted the results in the Queensland region.

El Niño–Southern Oscillation (ENSO) has large impacts on Australia’s rainfall. A composite analysis technique was utilized to distinguish the impact of onset time of El Niño on summer rainfall over southeastern Australia. Summer rainfall tended to be lower than normal in austral autumn El Niño events during December–January–February (DJF) and higher than normal in austral winter El Niño events, in 1980–2017. During autumn El Niño events, the Walker circulation and meridional cells served as a bridge, linking the warmer sea surface temperature (SST) in the eastern equatorial Pacific (EEP) and lower summer rainfall over southeastern Australia. This physical process can be described as follows: During DJF, a positive SST anomaly in the EEP was concurrent with anomalous downdraft over southeastern Australia via zonal anomalous Walker circulation, meridional anomalous cells along 170° E–170° W, and a Pacific South American (PSA) teleconnection wave train at 500 hPa. In addition, an anomalous convergence at 200 hPa depressed the convection. Meanwhile, an 850 hPa abnormal westerly was not conducive to transport marine water vapor into this area. These factors resulted in below-normal rainfall. During winter El Niño events, a positive SST anomaly in the central equatorial Pacific (CEP) and the changes in Walker circulation and meridional cells were weaker. The PSA teleconnection wave train shifted westward and northward, and there was a low-level anomalous ascent over southeastern Australia. At the western flank of the anomalous anticyclone, northerly transported water vapor from the ocean to southeastern Australia resulted in a sink of water vapor over this area. The development of low-level convective activity and the plentiful water vapor supply favored more rainfall over southeastern Australia. Onset time of El Niño may be a useful metric for improving the low predictive skill of southeastern Australian summer rainfall.

Abstract:
The production of coalbed methane, or coal seam gas (CSG) in Australia increased 250-fold since the 1990s to around 1502 petajoules in 2019 and continues to expand. Groundwater flow in the aquifers intersected by gas wells could potentially facilitate a transport pathway for migration of contaminants or poorer quality water from deeper formations. While regulatory and mitigation mechanisms are put in place to minimize the risks, quantitative environmental impact assessments are also undertaken. When many gas wells are drilled in a wide area where many potential receptors are also spatially distributed, potential source-receptor combinations are too numerous to undertake detailed contamination risk assessment using contaminant transport modelling. However, valuable information can be gleaned from the analysis of groundwater flow directions and velocities to inform and prioritise contamination risk assessment and can precede computationally challenging stochastic contaminant transport modelling. A probabilistic particle tracking approach was developed as a computationally efficient screening analysis of contamination pathways for a planned CSG development near Narrabri in northern New South Wales, Australia. Particle tracking was run iteratively with a numerical groundwater flow model across a range of plausible parameter sets to generate an ensemble of estimated flow paths through the main Great Artesian Basin aquifer in the area. Spatial patterns of path lines and spatial relationships with potential receptors including neighbouring groundwater extraction wells and hydrologically connected ecological systems were analysed. Particle velocities ranged from 0.5 to 11 m/year and trajectories indicated dedicated contaminant transport modeling would be ideally focused at the local scale where wells are near potential receptors. The results of this type of analysis can inform the design of monitoring strategies and direct new data collection to reduce uncertainty and improve the effectiveness of adaptive management strategies and early detection of impacts.

Background: Since 1999 there has been an increase in the number of HIV diagnoses in Australia, predominantly among men who have sex with men (MSM), but the magnitude of increase differs between states: ~7% rise in New South Wales, ~96% rise in Victoria, and ~68% rise in Queensland. Methods: Epidemiological, clinical, behavioural and biological data were collated into a mechanistic mathematical model to explore possible reasons for this increase in HIV notifications in MSM. The model was then used to make projections to 2015 under various scenarios. Results: The model suggests that trends in clinical and behavioural parameters, including increases in unprotected anal intercourse, cannot explain the magnitude of the observed rise in HIV notifications, without a substantial increase in a ‘transmission-increasing’ factor. We suggest that a highly plausible biological factor is an increase in the prevalence of other sexually transmissible infections (STI). It was found that New South Wales required an ~2-fold increase in other STI to match the data, Victoria needed an ~11-fold increase, and Queensland required an ~9-fold increase. This is consistent with observed trends in Australia for some STI in recent years. Future projections also indicate that the best way to control the current rise in HIV notifications is to reduce the prevalence of other STI and to promote condom use, testing for HIV, and initiation of early treatment in MSM diagnosed during primary infection. Conclusions: Our model can explain the recent rise in HIV notifications with an increase in the prevalence of other STI. This analysis highlights that further investigation into the causes and impact of other STI is warranted in Australia, particularly in Victoria.

Abstract:
After more than a decade of environmental impact assessment ( EIA ) provisions within South Australian Planning Act, 1982 it is appropriate to examine the role of the environmental impact statement ( EIS ) as a major element of EIA and an important decision making tool for major projects over this period. The thesis first provides a review of EIA from its overseas origins to its development at the Commonwealth level in Australia. This provides the context within which to examine the system of EIA for major developments or projects in South Australia, which are dealt with largely through the EIS process. The thesis examines the type of projects which, according to the discretionary criteria in the Planning Act, have attracted EIS requirements between 1982 - 1993 and uses this to determine generic groupings of projects. It is noted that marinas represent the largest group of projects with EIS requirements, although EISs have been called for power generation related projects, electricity transmission line projects, tourist related projects, industrial projects, mining projects, water management projects, transport projects and a number of other projects. The thesis examines the number of EISs that have been completed, whether or not the projects have been approved or rejected and to what extent any patterns have emerged. The thesis then focuses on all the completed EISs in terms of their content, timing of preparation, public involvement and response, associated legislative requirements, type and role of developer, type and role of EIS consultant, the assessment of the EIS, and the decision making process. The thesis notes the high approval rate for projects with completed EISs suggesting most of the environmental problems have been resolved or are capable of being resolved. It is also noted that a number of projects are abandoned before the EIS is ever completed and that the few rejected EIS proposals are associated with high numbers of public submissions. Although each of the rejected proposals has a complex history of project development, environmental assessment and negotiations, it is noted that the decision to reject the proposals was ultimately a political decision. The thesis comments on the limited role of the South Australian Planning Commission ( SAPC ) in EIS project decision making in South Australia and the increasing use of the Governor as a decision maker. Although the SAPC is the statutory planning authority it is constrained by having to have regard to the principles in the Development Plan which is geared toward development control rather than for the extraordinary major projects which become subject to EIS requirements. The thesis then examines proposed changes to EIA in the context of early attempts to initiate EIA reform in South Australia through to the current Development Bill. These proposals are placed in context with changes to EIA procedures that have taken place at the Commonwealth level, the proposed development of a national agreement on EIA, and also the implications for EIA which are likely to flow from recent Commonwealth initiatives on ecologically sustainable development strategies. In addition the implications of recently developed environment protection agencies and associated legislation are examined at both the State and Commonwealth levels. Collectively these reviews and analyses provide the context of current thinking on EIA as it is likely to affect South Australian EIA processes in the future. Finally the thesis discusses the evolving role of the South Australian EIS in the context of its evolutionary process and the proposed legislative changes in South Australia, together with other related initiatives. This discussion touches on a number of issues such as public administration, the actual practice of the EIA process as opposed to the theory of EIA and what is written into the EIA legislation. In conclusion an overview is given of the current role of the EIS with some predictions for the future of EIA in South Australia.

This chapter provides a critical comparative analysis of Australia’s Land and Environment Court (LEC) and India’s National Green Tribunal (NGT) with reference to their historical background, relevant statutory provisions, and functioning of LEC in New South Wales and NGT in India. It suggests that though to begin with both of these adjudicatory bodies in environmental issues have faced challenges, the LECs in Australia have now achieved a high standard for environmental adjudication. On the other hand, NGT in India is comparatively new and will take its time to establish its impact on environmental issues. For ensuring the success of NGT in India, the chapter argues for support to it from the various stakeholders in particular of the Ministry of Environment and Forests and Climate Change for removing the hurdles in its effective and efficient working among others through infrastructural and competent staff capable of handling effectively the multiple issues that are brought before it.

Abstract:
The Environmental Impact Statement (EIS) for the proposed Australian National Repository for low and short-lived intermediate level radioactive waste was submitted to Environment Australia for approval in the summer of 2002 and has subsequently undergone a consultancy phase with comments sought from all relevant stakeholders. The consultancy period is now closed and responses to the comments have been prepared. This paper describes some of the issues relevant to determining the radiological risk associated with the repository to meet the requirements of the EIS. These include a brief description of the three proposed sites, a description of the proposed trench design, an analysis of the radioactive waste inventory, the proposed approach to developing waste acceptance criteria (WAC) and the approach taken to determine radiological risks during the post-institutional control phase. The three potential sites for the repository are located near the Australian Department of Defence site at Woomera, South Australia. One site is inside the Defense site and two are located nearby, but outside of the site perimeter. All have very similar, but not identical, topographical, geological and hydrogeological characteristics. A very simple trench design has been proposed 15 m deep and with 5 m of cover. One possible variant may be the construction of deeper borehole type vaults to dispose of the more active radioactive sources. A breakdown of the current and predicted future inventory will be presented. The current wastes are dominated in terms of volume by some contaminated soils, resulting from experiments to extract U and Th, and by the operational wastes from the HIFAR research reactor at ANSTO. A significant proportion of the radionuclide inventory is associated with small volumes of sources held by industry, medical, research and defence organisations. The proposed WAC will be described. These are based on the current Australian guidelines and best international practice. The preliminary radiological risk assessment considered the post-institutional control phase in detail with some 12 scenarios being assessed. These include the impact of potential climate change in the region. The results from the risk assessment will be presented and discussed. The assessment work is continuing and will support the license application for construction and operation of the site. Please note that this is not the final assessment for the licence application.
