Abstract:
The ambitious goals of environmental sustainability stated in international agreements and national programs require developing strategies to achieve them. At the same time, there is a lack of empirical evidence on the environmental performance factors, which can be purposefully changed to achieve an effective result in the short and medium-term. The paper aims to find the institutional factors of national environmental performance, including financial ones, which might be effectively used as environmental sustainability management tools. For this, the relationships between the Environmental Performance Index (EPI), as the dependent variable, and the indicators of control of corruption, the effectiveness of an anti-monopoly policy, financial opportunities, undue influence, corporate culture, innovation output, GDP, and income growth among the poorest population, using a sample of 81 countries, and the technique for constructing nonlinear regression models based on the normalizing transformations for non-Gaussian data were studied. The study findings show that environmental performance can be predicted with sufficient accuracy by a linear model of its dependence on corruption control, minority shareholders protection, judicial independence, favoritism in decisions of government officials, tax incentives, ease of access to loans, and innovation output. Adding GDP per capita to the explanatory variables of the EPI model does not significantly affect the result accuracy but changes the model shape from linear to nonlinear. The paper substantiates ways to apply results for institutional reforms and sustainability management, such as inflation targeting, public credit guarantee schemes, performance-based loans, etc.

Abstract:
The state of regulatory support of the compensatory and preventive functions of environmental insurance has been studied. As a research method, a systematic approach has been chosen, which explores environmental insurance not only as a separate type of profit-seeking activity, but first of all as the component of economic and legal mechanism in the field of environmental relations, an element of the legal mechanism for providing environmental safety and a means to prevent and compensate for environmental abuses. The system of environmental funding sources financing has been analysed. It is determined that, unlike other funds for financing environmental protection measures, environmental insurance funds are used exclusively to protect the policyholders’ proprietary interests. Despite the fact that in case of an insured event occurrence a natural object may be destroyed or damaged, the obligation to use the funds received as insurance payments for environmental protection measures is not provided for in the legislation of Ukraine. It has been established that the possibility of using the insurance funds in environmental insurance for financial support of preventive measures related to the reduction of environmental insurance risk, provided for by the environmental legislation of Ukraine, contradicts the provisions of the insurance legislation of Ukraine as it pertains to insurance reserves placement. The conclusion has been drawn on the suitability of legal support of the ecological function of environmental insurance, which is to ensure the quality of the environment. In order to reflect the ecological function of environmental insurance at the regulatory level, it has been proposed: to capture in the legislation of Ukraine the obligation of the insured to use the insurance payment associated with causing harm to natural objects, to restore the wholesomeness of such objects and to eliminate the negative changes in the environment that led to the occurrence of the relevant insured event; to create a guarantee fund for financing activities related to the environmental insurance risks mitigation.

Kuznetsova, Natalya, and Margarita Urda. "Environmental Migration: a Criminological Aspect." Russian Journal of Criminology 16, no. 1 (March 11, 2022): 30–38. http://dx.doi.org/10.17150/2500-4255.2022.16(1).30-38.

Abstract:
The authors examine the negative social phenomenon of environmental migration from the criminological viewpoint and describe its causes, character and specific features. They present their own classification of the types of environmental migration and offer examples of each type. It is stressed that environmental migration will be growing in the nearest future due to the worsening environmental problems, mainly connected with the violations of the right of citizens to a favorable environment, including the consequences of environmental crimes. There is a link between illegal and environmental migration, which could be disorganized, forced and often uncontrollable, thus posing a threat to national security and leading to a general destabilization of the situation in the country and the world. As a result of their research, the authors conclude that it is required to develop the instruments of international and state policy of regulating environmental migration as a necessary condition for the prevention of the development of illegal migration and forced uncontrolled movement of people and the minimization of the negative consequences of these phenomena. They argue for widening the concept of «refugee» and «displaced person» by including the category «persons who left their place of residence as a result of natural disasters or irreversible natural phenomena caused by climate change». The authors conclude that environmental migration, having a high criminogenic potential, needs further criminogenic research, which will determine its causes, development trends and potential threats. The creation of the mechanism of its regulation and control requires a thoughtful and balanced approach due to the excessive politicizing of environmental problems.

Abstract:
According to the results of the study of the nature protection aspect of the russian-Ukrainian war, it was established that since 2014, the russian federation illegally captured and destroyed about 500 objects of the nature reserve fund of Ukraine, with a total area of over 1.2 million hectares. Came under occupation 3 Biosphere Reserves, 14 Nature Reserves, 19 National Natural Parks, dozens Regional Landscape Parks, hundreds Reserves, Sights Nature, Reserve Tracts, Botanical gardens, Dendrological parks, Zoological parks and Parks-sights of garden and park art. Famous protected objects suffered from russian military aggression: Biosphere Reserve «Askania-Nova», Chornomorskyi Biosphere Reserve, National Natural Parks «Slobozhanskyi», «Gomilshan Lisy», «Svyati Hory», «Meotida», «Oleshkivsʹki Pisky», Nature Reserve «Khomutovsky Step». Practically all types of biodiversity in the protected areas have been destroyed, unique landscapes are disturbed, the scientific achievements of specialists of nature-reserved objects were liquidated or exported. Cases of mining of protected areas have been recorded, uncontrolled deforestation, destruction of rare species of flora and fauna, etc. At the first stage of military aggression, in 2014, russia illegally occupied 100% of the natural reserve fund of the Crimean peninsula, 25.2% of the nature reserve fund of Donetsk region and 23.8% of the nature reserve fund of Luhansk region. In the second stage of aggression and full-scale war against Ukraine, from February 24, 2022, the russian federation completely seized all territories and objects of the nature reserve fund of Donetsk and Luhansk regions, as well as a significant part of valuable nature conservation of Kyiv, Sumy, Chernihiv, Kharkiv, Zaporizhzhia, and Kherson regions. As of September 1, 2022, a large part of the territory of Ukraine, including nature conservation areas, is freed from occupation. But it is still quite difficult to assess the damage caused to the national nature reserve fund. Therefore, the prospect of further scientific-practical research remains the assessment of damage caused to protected objects and territories in the east and south of Ukraine. Key words: war, russian aggression, national natural parks, nature reserves, biosphere reserves, flora, fauna.

Abstract:
The ecological disasters caused by deforestation, exploitation of seas and soils, pollution of atmospheric air and water, that are the consequences of an excessive anthropogenic impact on the environment. These and other issues of preservation of biodiversity and the ecosystem in general are on the agenda of international organizations and countries’ governments. To compensate for the damage caused to the environment, each country introduced environmental taxes and fees. However, as practice shows, such taxes do not fulfill the functions assigned to them. One of the reasons for the environmental collapses inherent in Ukraine is that there are such mechanisms that allow avoiding (evading) the payment of mandatory environmental payments. In addition to the fact that the size of the environmental payments is not commensurate with the amount of damage caused, the accumulated funds are not used for their intended purpose. Taking this into account, the domestic economy faced the problem of environmental tax shadowing. The primary reason for this is that the amount of environmental tax directly affects the company's profit, and therefore, the business entity may violate environmental legislation for reducing expenses and increasing income, especially when the sanctions for such offenses are not significant. The article confirmed the relevance of the issue of de-shadowing of the environmental tax in Ukraine (by the Publish or Perish instrument focusing on relevant works indexed by the Scopus database), however earlier this issue was reflected in scientific works partially. The normative and legal principles of environmental control were studied, since this tool is intended for the de-shadowing of environmental taxes and fees, as well as for control over the legality of actions performed by state authorities. The successful consequences and shortcomings of the reform of environmental control, which thoroughly began in 2014, were also assessed. Current domestic system of environmental control is not perfect, because of the cases of exceeding the powers of officials in granting permits or concealing environmental crimes. These consequences are the first signs of failure to implement horizontal reforms. The study of sectoral reforms of state environmental control implementation demonstrates that they also have their shortcomings, and this is reflected in the state of the natural environment. Therefore, the analysis confirmed the need for further research on the environmental tax de-shadowing, in order to increase the effectiveness of environmental losses countermeasures.

Abstract:
In the article the widespread opinion concerning the exclusively negative impact of globalization on environmental situation in developing countries is disputed. But analysis of environmental consequences of trade and investment liberalization in these states proves that the role of foreign investments in deteriorating of national environmental situation is too exaggerated. On the contrary, the "export of environmentalism" is associated with TNK activities. On the one hand, globalization originates new threats. On the other hand, the integration of developing countries into the world economy favors the solution of many environmental problems by attraction of foreign private investments in industrial development and costly infrastructure projects; transfer of clean technology; promotion of international environmental cooperation and increase of environmental responsibility of national business.

Abstract:
The article studies the conceptual basis and the general essential characteristics of public environmental requirements and constraints, focusing on the notion of legal environmental constraints as specific sectoral imperative means of regulating environmental safety enforcement, on their meaning, system, and representation in the national legislation. It is concluded that legal environmental constraints are stated and specified in regulatory acts of different legal force, different sectoral affiliation, and that the specific legislation on public environmental constraints is quite multifaceted. The article proves the necessity to systematize and unify the existing environmental requirements and proscriptions as well as to generalize the experience of their practical application in order to achieve ecologically significant aims. The research supports the proposal regarding the necessity to carry out the reform of the codification of the environmental law in the sphere of environmental safety enforcement as well as to legislate on environmental requirements and constraints by including them in a systematic way in the future code of environmental law, i.e. the Environmental Code of Ukraine.

This research aims to determine the influence of economic aspects, social aspects and environmental aspects on Community Based Ecotourism. This type of research is quantitative descriptive research with multiple regression analysis methods. The sampling technique uses random sampling. The research results show that economic aspects do not have a significant effect on community-based ecotourism. Meanwhile, social and environmental aspects have a significant influence on community-based ecotourism. The economic aspect is not a major factor in the development of ecotourism so that the economic aspect does not have an impact on the development of community-based ecotourism. Social aspects which include cultural heritage factors, local wisdom factors and socio-cultural tolerance factors are the main factors in maintaining ecotourism. Environmental aspects include accessibility factors and amenities which are determining factors for satisfaction tourists when visiting a tourist attraction, because both are important factors needed by tourists.

Abstract:
Abstract Public awareness of the importance of animal protein makes meat as one of the livestock products that is increasingly in demand. Beef cattle are one of the most popular livestock in the livestock sector. The ability of beef cattle to produce meat in both quality and quantity is influenced by genetic and environmental aspects. Environmental aspects that influence are maintenance, feed, reproductive management and health. One of the efforts to increase beef cattle productivity is through disease control. One of the diseases that cause reduced live weight of beef cattle is intestinal worms. The purpose of this study was to determine the prevalence of helminthiasis in one of the people’s beef cattle centers, namely Negeri Katon sub-district, Pesawaran district. Stool samples were taken from smallholder farmers, then tested by the flotation method. The positive sample is then followed by an identification test to analyze the type of parasitic worm that infects. To determine the severity of infection, eggs per gram of stool were tested using the whitlock method. The prevalence of helminthiasis in the sub-district of Negeri Katon, Pesawaran Regency is 85.15%. The worms that infect the beef cattle in the sub-district of Negeri Katon, Pesawaran Regency are species of Mecistocirrus, Moniezia, Toxocara, Haemonchus sp. Nematodirus, Bunostomum, Cooperis, Trichostrongylus, Oesophagostomum, Trichuris and Ostertagia sp. The highest worm/helmint infection in smallholder beef cattle in the Negeri Katon district was infection by Mecistocirrus, Haemonchus and Oesophagostomum. The moderate degree of worm infection is infection caused by Haemonchus sp, Nematodirus, Bunostomum, Cooperia, Trichostrongylus, Trichuris, Ostertagia sp, Mecistocirrus, Moniezia, and Toxocara.

Abstract:
A map is a means of knowing the territory, but the user’ cognitive activity, interest to maps and the readiness level are different. The levels of an experienced user who reads a map using their professional knowledge of the mapping object being studied, and a student who started studying a school subject and does not have any basic knowledge of the subject being studied. The article proposes a structural cognition model of the surrounding reality with the help of such a means of cognition as a map. Cognitive activity is carried out on the basis of sensory cognition, theoretical thinking and practi-cal activity. It occurs when a certain new phenomenon – a stimulus – appears, which, with the help of an orientation reflex, activates the child's interest in new means of cognition of the surrounding reality – the map. Cognitive activity involves subconsciousness, intelligence, and consciousness, which form new knowledge about the environment. The process of child’s cognitive activity can be controlled by an assistant (teacher, parent) or can take place independently. Knowledge about the region is proposed to be formed by using a cognitive model of the region, visualized by the cartographic method. Such a model contains a certain set of thematic layers, characterizing the region as a whole, from all sides of natural, socio-economic aspects. The cognitive model allows working with a separate topic, disclosed in a specific map and getting comprehensive knowledge about the region, thereby fulfilling the strategic objectives of the State Program for 2019-2030, approved by the Decree of the Government of the Russian Federation of 27.03.2019 No. 337 "Scientific and Technological Development of the Russian Federation" to provide conditions for the development of "civil" science, expanding the access of citizens of the Russian Federation to scientific knowledge and participation in their acquisition.

Abstract:
The desire to assess the value of natural resources led to the emergence of the evaluation theory in environmental economics. However, the lack of a systematic approach to the natural resources evaluation, as well as undefined assessment boundaries hinder the development of the such a theory, including the concepts of ecosystem services and total economic value. Based on the review of relevant scientific publications, the paper aims to analyse the evolution of the evaluation theory in environmental economics, as well as to reveal its general trends and phenomena. The methods of systematisation and content analysis were applied along with evolutionary and regional approaches. The example of the natural resources development in the northern regions was used to trace the evolution of the evaluation theory in Russia. A number of basic trends and phenomena in the development of the examined theory were identified. An axiological (subjective) value has been converging with an objective value of natural resources due to the integration of various assessment factors: 1) utilitarian (early 19th — mid-20th centuries); 2) utilitarian and social, utilitarian and ecological (mid-20th century — the turn of the 20th-21st centuries); 3) utilitarian, social and ecological in aggregate (early 21st century — present day). The evaluation object (territorial aspect) has also been expanded from local assessment to the assessment of the natural resource potential of regions and the world. The paper demonstrates that the evaluation theory in environmental economics, which now considers utilitarian, social and ecological aspects, will continue to develop by creating new paradigms, approaches, methods and techniques for assessing the value of nature resources in order to converge the axiological and objective values.

Abstract:
The article analyzes the environmental consciousness of the region's population as a special property of reflecting the social nature of a person, expressed through personal concern about the state of the environment, through the acquisition of environmental information and practical activities to preserve and restore the natural environment. Particular attention in the article is given to theoretical approaches to the consideration of the phenomenon of ecological consciousness. Human consciousness as a "specific property of organized complexity" is considered in the works of Teilhard de Chardin, V. I. Vernadsky, I. R. Prigogine. In the philosophical direction (R. S. Karpinskaya, I. K. Liseev, N. N. Moiseev), a co-evolutionary approach is used, which reflects the unity of human, society and the nature that undergoes changes. The study of environmental consciousness with the help of a rational sociological approach involves the use of statistical methods for researching a particular region. Understanding the ecological consciousness as the three-element system "man – society – nature" enables us to compose a model of ecological consciousness in the form of three components: world perception, information, activity. In the course of the author's sociological study, it was found that a significant number of the of the Saratov region residents (88%) are personally concerned about environmental problems. At the same time, the population is informed both about global environmental problems and about the environmental situation in the region. However, residents of the region towns do not consider themselves sufficiently informed about the environmental problems of their place of residence. Most of the respondents (71%) take an active part in the implementation of environmental activities, for example, 67.5% participated in community work days to clean up the territory; 22.8% – participated in tree planting campaigns; 49.1% try not to use plastic bags and bottles, if possible, etc. The conclusion made is that the environmental consciousness of the population in the Saratov region fully corresponds to the compiled model, due to the fact that the population feels personal responsibility for the state of the environment, is aware of the environmental principles that enable conscious environmental activities of the nature protection to be performed.

Abstract:
The article deals with the problem of air pollution by automobile transportation. Such emissions are a problem in modern cities worldwide, and they harm numerous aspects of human life and the environment. Changing traffic flows and modernization of road infrastructure are ways to reduce the load on the ecological state of urban areas. Developing concepts and assessing their impact on the transportation system and the environment is possible through simulation models. The study establishes all the objects and their qualitative and quantitative characteristics necessary to create a digital twin of traffic flows. Using parametric modeling techniques allowed us to create a simulation model reflecting all aspects of the subject area. The developed model allows conducting experiments on changing the parameters of objects to predict changes in the system’s behavior in terms of its ecological state.

Abstract:
Identifying linked environmental aspects and evaluating related impacts is a crucial requirement of any environmental management system for industrial facilities. Industrial sites should guarantee that a complete procedure for aspect identification and impact assessment is in place to fulfil international environmental protection and preservation requirements. The goal of this research was to develop a new procedure. Determine which environmental aspects of industrial sites (actions, products, and services) have or can have substantial consequences, and review and monitor their control regularly. Professional judgment will play an essential part in determining how to address significance in many cases, and this can be aided by collaboration with relevant stakeholders. The study's conclusion was creating a new environmental aspect evaluation system based on newly developed aspects and impacts rating matrix. Industrial sites could use this approach to identify and manage the environmental aspects of their operations.

Abstract:
Consideration of the complex security issue in modern conditions requires the inclusion of various aspects, among which a very current environmental aspect is unavoidable. The security consideration based on it, results in a special form of environmental security, as an unavoidable part of the overall security. Thereby two analytical security levels stand out: national and international. The analysis of environmental security includes a very important issue of tort in the domain of environment and appropriate forms of crime, which require special attention. Environmental crime begins from the environmental law, and is related to the normative approach in defining, monitoring and opposing various forms and degrees of commiting a tort. A complex analysis of environmental security and environmental crime indicates a causal relationship and the necessary activity to reduce environmental crime in order to increase environmental security and overall security. The considered connection indicates the need to increase the analytical attention to the reduction of environmental crime through the increase of human and organizational capacities, in the domain of general, and especially environmental security.

Abstract:
In this paper, the actuality of utilization of informational technology in forestry is underlined. There is noted, that the technical and technological modernization within the frameworks of “Industry 4.0” for this sector is required. There are described methods, which give the potential to reduce forest machines' negative influence on the environment. There is emphasized, that the maximal damage to soils is inflicted by wheel propellers. There is proposed to use decision support systems (DSS) for the control process improvement and simplification on the territory, intended for cutting. There is given the system structure, main elements, and theirs principles of functioning are described. There are proposed some performance characteristics for the measurement of changes in consequence of the implementation of the depicted DSS, among them: response time on an incident from the moment of detection, situation analysis time, clearing time, and track depth, created by forest machine. There is made the simulation of an array of situations, stressing an efficiency of DSS use, such as: a) Can one reduce a soil purification time from oil products? b) Can one prevent an exceeding of the required track depth level? There is considered an impact of this DSS on existing indices of “Industry 4.0”. There are substantiated conclusions about the reasonability and efficiency of this DSS usage in forestry. There is noticed, that the DSS application to some extent allows preventing the erosion of forest soils, also to warn a diminishing of fertility, created by the irrational use and chemical pollution.
