Abstract:
Thesis (S.M. in Engineering and Management)--Massachusetts Institute of Technology, Engineering Systems Division, System Design and Management Program, 2011.

The political transformation and transition of post-Soviet societies have led to hybrid structures in political, economic and technological domains. In such hybrid structures the roles of government, state enterprise, private business and civil society are not clearly defined. These roles shift depending on formal and informal interests, availability and competition for limited resources, direct and indirect financial benefits, internal and external agendas. In an abstract sense, a hybrid is "anything derived from heterogeneous sources, or composed of elements of different or incongruous kinds" (Hybrid). If transition is a process from one state to another, hybrid is a state unto itself. In the context of this thesis Hybrid Socio-Technical Environment means the co-existence of different institutions and policies, state and private business entities, old and new technologies, managerial models and practices of planning and market economies, collectivist and individualist value systems. Rapid technological progress, coupled with shifts in political and economic structures, may produce long-lasting disturbances in a society. Such disturbances are result of the hybrid society's contradictory nature. Some of these disturbances appear in the form of large-scale systemic accidents, such as the Sayano-Shushenskaya Hydroelectric Power Station accident. The rigid and outdated Soviet socio-technical system was broken down into multiple independent systems and subsystems to increase operational flexibility, with very limited capital investment. A twenty-year transition period (1990-2010), proved the survivability of the Soviet system, which was able to perform its primary functions even with partial capacity. However, recent large-scale accidents are clear signs that the system is stretching beyond its limits. Changes in the socio-technical landscape (multiple stakeholders and variety of interests) suggest that the traditional approaches of Reliability Theory, with its inward focus, may not be an effective tool in identifying emerging challenges. The outward-focused System theory approach takes into consideration key characteristics of the changing hybrid socio-technical landscape, as well as motivations of multiple stakeholders. The research concludes that insufficient capital investment and backlog in maintenance shifts are key systemic factors that allow migration of organizational behavior from a safe to an unsafe state. Additional analysis has to be conducted to prove this conclusion.

Olsson, Johannah. "From safety code to safety in operations : A qualitative study of safety management within five companies operating in the Swedish shipping industry." Thesis, KTH, Ergonomi, 2020. http://urn.kb.se/resolve?urn=urn:nbn:se:kth:diva-284671.

Abstract:
The maritime industry is vital to the Swedish trade and economy. Shipping has less environmental impact per ton transported goods than other transport modes. Furthermore, ships use the sea as their roads, thus not requiring additional impact on the environment in the form of building roads or tracks to be able to transport goods or people. The aim of this thesis is to identify the characteristics of the safety management approach and safety management systems (SMS) in five Swedish companies operating in the Swedish shipping industry. It furthermore explores whether a new approach to safety management such as Safety II and resilience engineering can offer a complementary view to the current safety management. The study design of this thesis has been a multiple case study. A literature review has been performed to gain insights into the domain and safety management in the domain in specific. Data has been gathered through semi-structured interviews with 10 respondents working within shipping or crew management companies. Five of the respondents work ashore with safety management and five of the respondents work onboard as Chief Officers or Chief Engineer. Chief Officers as well as Chief Engineers have responsibilities regarding safety for their respective department and thus have management positions within the operations. The results show that the participating companies’ safety management and SMSs are of the reactive kind. There is furthermore a gap between work as imagined, WAI, and work as done, WAD, that affects the suitability of the routines, procedures and equipment used in operations. Complexity of a system is also a contributing factor when it comes to safety management, and in the participating companies, aspects regarding complexity were identified at a regulatory, organisational and operational level. This affects the possibility to create routines and procedures that correspond to the demands, variations and situations encountered in operations. It is suggested in this thesis that a Safety II approach to safety management, along with the use of resilience engineering to develop and enhance the domain’s adaptability, can serve as a complement to the current safety management approach. Being able to adapt, respond and manage various unforeseen situations is a way of ensuring safety in operations even in complex socio-technical systems. The resilience assessment grid, RAG, is suggested as a tool to be developed to be usable in the participating companies. The RAG could serve as a tool to taper the gap between WAI and WAD, as well as to provide input to the development of indicators other than accidents for improving safety. Furthermore, it could also facilitate learning from everyday operations and what is going well – the everyday successes in everyday execution of tasks involved in operations.

Weeks, Simon J. "The environmental impacts of technical change." Thesis, Aston University, 1987. http://publications.aston.ac.uk/12192/.

Full text
Abstract:
The thesis is concerned with relationships between profit, technology and environmental change. Existing work has concentrated on only a few questions, treated at either micro or macro levels of analysis. And there has been something of an impasse since the neoclassical and neomarxist approaches are either in direct conflict (macro level), or hardly interact (micro level). The aim of the thesis was to bypass this impasse by starting to develop a meso level of analysis that focusses on issues largely ignored in the traditional approaches - on questions about distribution. The first questions looked at were descriptive - what were the patterns of distribution over time of the variability in types and rates of environmental change, and in particular, was there any evidence of periodization? Two case studies were used to examine these issues. The first looked at environmental change in the iron and steel industry since 1700, and the second studied pollution in five industries in the basic processing sector. It was established that environmental change has been markedly periodized, with an apparently fairly regular `cycle length' of about fifty years. The second questions considered were explanatory - whether and how this periodization could be accounted for by reference to variations in aspects of profitability and technical change. In the iron and steel industry, it was found that diffusion rates and the rate of nature of innovation were periodized on the same pattern as was environmental change. And the same sort of variation was also present in the realm of profits, as evidenced by cyclical changes in output growth. Simple theoretical accounts could be given for all the empirically demonstrable links, and it was suggested that the most useful models at this meso level of analysis are provided by structural change models of economic development.

Abstract:
The function of safety reviews (here understood as expert judgements on proposals for design modifications and redesign of technical systems in commercial Nuclear Power Plants, supported by formalised safety review processes) plays a fundamental role for safety in nuclear installations. The primary aims of the presented case studies includes: critically examining and identifying the main areas for improvement of the existing technical safety review process as it is conducted at a Swedish nuclear power plant, developing a new process, and evaluating whether any improvements were accomplished. By using qualitative methods, observation/participation and interviews, data has been gathered on how the safety review process is perceived and conducted by experts involved in the safety review process, and ways to improve this process have been developed. This area is neglected in the larger safety literature. The novel approach here is to gather data directly from those involved in the safety review process, analysis of safety review reports as well as from inspection reports by the regulatory authority. The study presented in paper I shows that the partition between primary and independent review is positive, having supplementary roles with different focus and staff with different skills and perspectives making the reviews. The study identifies a number of areas for improvement, such as: - a tendency to put too much resource on minor assignments - a clearer prioritization would improve focus on the most critical projects - there is a need for improved guidance and direction for how to structure the work It is argued that future applications of safety review processes should focus more on communicating and clarifying the process and its adherent requirements, and improve the feedback system within the process. It is also recommended that the NPPs create introductory training for new reviewers The study presented in paper II concluded that grading of the primary safety review reports facilitates improved experience feedback by providing easier access to good examples for reviewers. Improvements identified by implementing the revised process are primarily linked to the independent safety review function, including better planning and means for resource allocation as well as clearer and more unambiguous supporting instructions. Introduction of formalized independent review meetings provides increased exchange of knowledge and strengthened the independent safety review function in the organization.

Runte, Eduardo Frederico Augusto. "Productivity and safety : adjustments at work in socio-technical system." Paris, ENMP, 2010. http://pastel.archives-ouvertes.fr/pastel-00537770.

Full text
Abstract:
The thesis presents the findings from a study of the adjustments of performance conducted by human operators in the course of routine work. The findings are in the form of a comprehensive theory and a method. The adjustments are the changes to the natural flow of work, to avoid a situation considered undesirable, to compensate for a temporary lack of resources, equipment, and time, or to maintain or restore control over the operation of a sociotechnical system. The thesis describes a number of events in which such adjustments occurred, and identifies the reasons behind the adjustments and their consequences for both safety and productivity. The identification of these two elements leads the research toward the development of a classification of adjustments in terms of their work conditions, their underlying motivations, and their observable effects. This classification may be used by anyone concerned with maintaining a proper balance between safety and productivity, by indicating which practices should be facilitated and improved upon, and which should be reduced or altogether avoided. The thesis uses data obtained from observation of various activities carried out aboard natural gas production platforms in the North Sea. The use of the classification is described as a method for gauging performance adjustments. Future research based on this study should go in the direction of refining the classification proposed here, as well as in the development of methods to support the management of performance adjustments

Abstract:
The master thesis describes, compares current methods in the literature, and proposes new methods for determination of safety/environmental integrity level of safety instrumented systems (SISs). These systems are used widely in many industry sectors to detect the onset of hazardous events and mitigate the consequences to humans, the environment and material assets. The main objective of this thesis has been to investigate the risk based approaches for determination of safety /environmental integrity level of SISs. The focus of the thesis is the risk graph and layer of protection analysis approach for subsea applications where the failure of such systems could lead to significant environmental consequences. The thesis builds on concepts, methods and definitions adopted in two main standards for SIS applications: IEC 61508 and IEC 61511. The proposals of new methods are inspired by these two standards and other relevant literature found during the master thesis project. The main contributions of this thesis are:1.Discussion on current environmental risk acceptance criteria used on Norwegian Continental Shelf and proposal of new environmental risk acceptance criteria based on release volume for subsea SISs applications where the consequences of hazardous events include environmental damages.2.A modified risk graph approach suited for SIL/EIL determinations for subsea SISs. This approach is demonstrated and tested in a case study.3.Detailed discussion on the effect of common cause failures between the designated SIS and the existing protection layers during SIL/EIL determination. A framework for determining SIL/EIL considering such CCFs is developed. This framework includes CCFs quantification in two phases: SIL determination phase and SIL realization phase. A checklist is developed for CCFs quantification in the early phase.

Full text
Abstract:
The study explores a set of genre-hybrid reviews, 1999-2001, characterised by a standpoint of ecological rationality, and produced by a professional writer for a professional environmental management organisation. The interaction between such managers has not been studied before in terms of professional communication and was delineated as a new field of enquiry. The issues of tact and Face were important for this organisational community, which shared characteristics of contact communities and Communities of Practice. Methods used derive from studies of text in context, and organisational communication. The assembly of theoretical material is one outcome of the study, which tackled three questions: 1 To assess in what way the reviews made a contribution to the organisation, Weick's equivoque and the notion of the Fractal were combined to explain the text as an active organ for collaborative organisational learning and knowledge management. Thereby the texts are presumed to have contributed to the organisation's goal to enhance knowledge and practice in environmental management among managers drawn from diverse intellectual backgrounds. 2 To address the question of the technical characteristics of the reviews, narrative polyphony concepts provided suspension dialogia, which complemented the notion of translation suspension. 3 To address how the reviewer had managed to reproduce organisational patterns despite his inconsistent moral standpoint, the search for a theoretical position travelled through code-switching, pragmatics and translation, emerging with a concept similar to intersemiosis, labelled 'codehandling'. The combination of questions produced complex answers. Translation constructs, such as dynamic equivalence, increasingly emerged as productive and suitable to complement emerging endogenous approaches in environmental management literature. The genre-hybrid is argued to have altered the social function of the review. In prioritising interaction, it put at risk the organisation's strategic tact 10 structure. Nevertheless, the reviewer managed the risk within acceptable limits and produced popular and successful reviews.

Abstract:
The continued rise in accident and ill health statistics throughout the member states of the European Union indicate that the standards of occupational health, safety and environmental control require further improvement to minimise the current level of loss. Management systems are regarded as an effective means of reducing this loss by continuously improving standards. Whilst there is much discussion and debate about the possibilities of integrating management systems, at present, there are no national or international published integrated management standards, although some multi-national companies have introduced their own internal integrated standards. The research explored the development of an integrated health, safety and environmental (HSE) management system within a range of industrial organisations. This included the development of tools for successful implementation of integrated systems, specifically for significance review, risk assessment and auditing. Resources and accreditation constraints precluded exhaustive testing of all clauses within the proposed integrated management standard. However, analysis of key aspects of the standard revealed: 1. The introduction and use of separate health, safety and environmental (HSE) management systems improved the standards of risk control within organisations. 2. Organisations perceived that there were clear business advantages in some form of integration of existing standards. 3. The developed integrated HSE standard was technically possible in the area of policy development, process operations, working instructions and documentation. However, the integration of risk assessment and audit tools gave limited advantages compared to existing separate systems. 4. The proposed integrated HSE standard complied with both individual European member states national legislative requirements and European/World-wide management standard criteria. In summary this thesis represents an original contribution to the field of integrated management systems. The thesis also identifies areas of further work that will increase the knowledge base, scope of application of the work carried out.

Full text
Abstract:
The aim of this thesis is to provide a better understanding of the issues of safe mobility ‎for the elderly population in Sweden. ‎This is achieved first by assessing the geography and patterns of ‎elderly falls at the county level and then by conducting a detailed survey with residents in senior ‎housing to investigate the relationship between indoor and/or outdoor environmental ‎characteristics and elderly safety. Safety is regarded as a multidimensional concept that ‎involves risk of falls, crime victimization and elderly people’s perception of their ‎overall safety. Using a case study approach, the study also assesses the types of outdoor places where most crimes ‎against the elderly take place and the types of places most feared by them. The study ‎adapts a set of qualitative and quantitative methods ‎to capture the nature of the phenomena; trends, patterns and frameworks that support ‎the analysis and implications of the results for both research and practice. The findings show ‎that elderly falls in Sweden vary geographically and exhibit gender, age, environmental, and socio-‎economic differences. The mobility of the older population is influenced by their ‎perceived safety in indoor and outdoor environments. Certain features of apartment layout and furniture arrangement are identified as potential causes of falls. Older adults’ ‎perception of safety exhibits a distance-decay effect from their senior housing building. Distance decay indicates that safety is deemed highest closest to their homes and decreases as the distance increases. There are indications that older adults take longer routes and increase their mobility because they are fearful at certain spots in their neighbourhood. The thesis ‎concludes with a discussion of the results and implications for both research and policy making at the local and ‎county levels. ‎

Blackburne, Brian. "FROM TEXTBOOKS TO SAFETY BRIEFINGS: HELPING TECHNICAL WRITERS NEGOTIATE COMPLEX RHETORICAL SITUATIONS." Doctoral diss., University of Central Florida, 2008. http://digital.library.ucf.edu/cdm/ref/collection/ETD/id/2170.

Abstract:
In this dissertation, I analyze the organizational and political constraints that technical writers encounter when dealing with complex rhetorical situations, particularly within risk-management discourse. I ground my research in case studies of safety briefings that airlines provide to their passengers because these important documents have long been regarded as ineffective, yet they ve gone largely unchanged in the last 20 years. Airlines are required to produce these safety briefings, which must satisfy multiple audiences, such as corporate executives, federal safety inspectors, flight attendants, and passengers. Because space and time are limited when presenting safety information to passengers, the technical writers must negotiate constraints related to issues such as format, budget, audience education and language, passenger perceptions/fears, reproducibility, and corporate image/branding to name a few. The writers have to negotiate these constraints while presenting important (and potentially alarming) information in a way that s as informative, realistic, and tasteful as possible. But such constraints aren t unique to the airline industry. Once they enter the profession, many writing students will experience complex rhetorical situations that constrain their abilities to produce effective documentation; therefore, I am looking at the theories and skills that we re teaching our future technical communicators for coping with such situations. By applying writing-style and visual-cultural analyses to a set of documents, I demonstrate a methodology for analyzing complex rhetorical situations. I conclude by proposing a pedagogy that teachers of technical communication can employ for helping students assess and work within complex rhetorical situations, and I offer suggestions for implementing such practices in the classroom.

Abstract:
Recent high profile accidents involving environmental damage caused by structural failures in ageing oil tankers and bulk carriers has highlighted the importance of structural integrity issues involving these types of ships. Between 1980 and 1996, there were 186 total losses of bulk and combination carriers and 1,278 lives lost. These events have led to concerns from the public, media and within the international maritime community, about deteriorating ship structural safety standards and the environmental impact. Evidence suggests that structural failure may account for more ship losses than hitherto believed. Industry critics have complained that the quality of designs for new tonnage and effectiveness of the present control mechanisms governing structural condition for vessels in service, are inadequate. Due to the relatively low safety margins inherent in modern commercial ship structural designs, a buyer beware policy prevails in ship procurement. A weakness in current ship design practice appears to be the difficulty of incorporating an owner's individual preferences. Recognising that to be effective, improvements in ship structural design must be implemented at the design stage, this study addresses the challenge of further improving the structural safety and performance of large bulk ships through exercising specific options related to the structural design of the ship within the remit of the buyer. A broad comprehensive literature survey was conducted to cast a wide net around the problem. The complex web of regulatory controls affecting the design and operation of bulk ship hull structures was analysed and problems involving design, construction and maintenance of these vessels were uncovered to build evidence to justify proposing an improved method. An analysis of recent high profile tanker and bulk carrier accidents involving structural failure was performed, to determine root causes. These findings formed the basis for a proposed novel risk-based "design for safety" framework The core of the method is the new evidential reasoning (ER) algorithm developed on the basis of a MCDA evaluation framework and the evidence combination rule of the Dempster-Shafer (D-S) Theory. A number of structural design options focused on the cargo tank mid body area of a typical double hull VLCC were evaluated. A set of quantitative and qualitative criteria were identified and articulated, leading to a structural evaluation framework for eliciting preferences for competing options. The MCDAlER model provides a risk-based, rational, transparent methodology for rapid techno-economic evaluation of alternative structural designs, putting buyers in a stronger position to balance risks and determine the expected structural safety outcomes of different designs. The ER modelling is performed using the Intelligent Decision System (IDS) software program developed by Yang and Xu. The method was tested with an example and validated through a sensitivity study. Finally, the evidence necessary for constructing and demonstrating the MCDAlER structural evaluation framework was used to build the arguments for a safety case approach to hull structures using the Australian Offshore safety case model. The safety case for hull structures is built upon a foundation of existing prescriptive statutory and classification society structural regulatory requirements. The advantages of the safety case applied to oil tankers were explained, including suggestions for a new regulatory approach. The application of new technology and tools was discussed.

The cashew gum is a heteropolysaccharide, exudate of cashew tree, which presents with an innovative alternative to the better utilization of cashew crop. This study is pioneering and innovative because it uses the combined ethanol precipitation and application of ultrasound to increase yields and improve technological characteristics of cashew gum.The exudate cashew has attracted attention due to its characteristics of sustainability, biodegradability and biosafety. The objective of this work was to study the influence of grain size, temperature, time, alcohol ration and application of ultrasound parameters in the purification of cashew gum. The reduction in color of the cashew gum by adsorption on amberlite resins, thermogravimetric characteristics of this polysaccharide and the environmental impact caused by the purification of cashew gum in laboratory scale were evaluated also. For purification of cashew gum, nodules were first crushed and dried at 60 Â C. For the selection of purification parameters exudates smaller size of particles than 2 mm, 1 mm , 500 and 250 microns in increments temperature 20-70 Â C and time 15 to 120 minutes were studied . After selecting the parameters, the particles were milled, sieved, solubilized, filtered, decanted and dried, producing a purified gum. It was observed that the temperature does not significantly influence the solubility of the cashew gum. It has been found that the use of ultrasound in the purification process of the cashew gum accelerates the nucleation, resulting in better yields, in shorter rest time for the precipitation. The best conditions for the purification of gum were as follows: size of particle of 500 microns, time of agitation of 30 minutes, temperature at 30 Â C, the proportion of the solution cashew gum/ ethanol (v / v) of 1:4.5, application of ultrasound for 2 minutes and precipitation time of 90 minutes. Amberlite resins which showed better performance in discoloration of cashew gum were the FPA- 54, SP - 850 and XAD - 4. It was observed that the glass transition temperature of cashew gum was similar to that of arabic gum, being around 50 Â C, and the temperature of onset of thermal decomposition of this polysaccharide ( 241.5 Â C) is higher than the arabic gum ( 210.3 Â C ) , thus the cashew gum is being promising as the encapsulating agent for food and pharmaceutical industry. It was found that the steps that generated the highest percentage of environmental impacts for obtaining the gum in laboratory scale were grinding/sieving and sedimentation.

Abstract:
The Walter Reed Institute of Army Research developed the antimalarial drug mefloquine then collaborated with Hoffman-La Roche to produce the drug under its brand name "Lariam," after Food and Drug Administration (FDA) approved licensure in 1989. For over twenty years, the Army used this pill as its "drug of choice" for soldiers deployed to endemic regions until 2009, and in 2013 the Food and Drug Administration warned that the drug's neurotoxic effects could be lasting, if not permanent. The sociopolitical exigence of developing a new biochemical antimalarial drug rushed the development and licensure processes, and the modern craving for certainty in the New Drug Application (NDA) process led to a biomedical disaster-- economically, politically, and interpersonally. In this paper, I present the factors contributing to uncertainty and heightened exigence in the development of what I call "mef-Lariam" in a nod to Latourian hybridization. By tracing the history of the drug's development process, I argue that definitional stasis around the NDA genre's terms safe and effective undergird a dangerous ontological orientation to medicine that privileges an ethic of expediency. Finally, I argue that actor-network theory can help medical rhetors apply a more ethical, multiple view of medical research that could prevent the future licensure of toxic pharmaceuticals.

Tolouei, R. "Interactions between environmental and safety performance in vehicle design." Thesis, University College London (University of London), 2011. http://discovery.ucl.ac.uk/1318139/.

Full text
Abstract:
One potential interaction between environmental and safety goals in transport is found within the vehicle fleet where fuel economy and safety impose conflicting requirements on vehicle design. Larger and heavier vehicles have a better secondary safety performance during a crash. On the other hand, they are associated with higher levels of fuel consumption and emissions. This issue has generated debate amongst researchers and policy makers when formulating policies to improve the environmental performance of the road transport system. An extensive review of literature reveals that arguments has often been based on either little research evidence, or research that has inadequacies in the applied methodologies. This research investigates the safety consequences of changes in vehicles mass within the vehicle fleet aimed at increasing fleet fuel economy. The partial effects of mass on fuel consumption rate and secondary safety performance were estimated using a cross-sectional analysis of mass within the British passenger car fleet. Estimation results confirmed that fuel consumption increases as mass increases and were different for different fuel and transmission types. It was shown that vehicle mass has both protective and aggressive safety effects where vehicle size only tends to have protective effects; these were estimated using a novel methodology based on a detailed analysis of two-car crashes. The estimated relationships were used to investigate partial safety and environmental effects of changes in mass distribution within the fleet using an introduced incremental approach. Results generally showed that the relationship between fuel economy and safety performance in vehicle design depends on the characteristics of the vehicle fleet, and in particular, mass distribution. It was shown that an informed change in the mass distribution not only imposes no trade-off between the fuel economy and safety goals, but also could lead to a desirable outcome in both aspects.

Abstract:
Dependence on fossil energy sources, high fuel prices and poor environment require a revision of energy policy in Ukraine [1]. In addition, the burning of fossil fuels is the main cause of air pollution. The main natural agents to reduce the impact are coniferous forests, which absorb and accumulate carbon dioxide. But unfortunately, more than 100 years of forest management due to consumer approach has lead to decrease by 40% the total forest area of the Ukraine. Ministry of Forestry of Ukraine was established only in 1966, it main task was to restore the forests. The forest cover increased by 1.5 times for 50 years and to date is 16% of Ukraine [2].

Abstract:
Designing high-integrity socio-technical systems requires a thorough understanding of all safety risks of such systems. For many years, safety risk assessment has been conducted separately for hardware, software, human, organizational and other entities in socio-technical systems. Safety risk assessment that does not consider all factors at the same time cannot adequately capture the wide variety of safety risk scenarios that need to be considered. This thesis proposes a model-based analysis approach that allows interpretation of humans and organizations in terms of components and their behavior in terms of failure logic. The proposal is built on top of the tool-supported model-based failure logic analysis technique called CHESS-FLA. CHESS-FLA supports the analysis of the component-based system architectures to understand what can go wrong at a system level, by applying failure logic rules at a component level. CHESS-FLA addresses only hardware and software components and as such it is inadequate for the analysis of socio-technical systems. This thesis proposes an extension of CHESS-FLA based on the preexisting classification (developed within SERA), of failures of socio entities. This extension combines CHESS-FLA and SERA - classification and delivers an approach named Concerto-FLA. Concerto-FLA is fully integrated into the CONCERTO framework allowing an automated analysis to be performed on architectures that contain human, organizational and technical entities present in socio-technical systems. The use of the approach is demonstrated on a case study extracted from the petroleum domain. The effectiveness of the delivered tool is briefly evaluated based on the results from the case study.

Full text
Abstract:
Construction worker safety is normally a construction activity in the United States, even though there is an emerging body of literature discussing the positive effects of considering safety earlier in the construction lifecycle.  This literature has discussed the fragmentation in terms of safety attitudes between owners and designers and those carrying out the construction of a project.  Quantitatively identifying the specific areas that the differences exist in terms of safety attitudes between common roles on a construction project could be a step toward reducing the fragmentation that currently exists in the work system and promoting safety to be more of a consideration earlier in the project lifecycle.  One common technique for measuring safety attitudes is the use of safety climate survey instruments, but in the construction industry these have historically focused on just construction personnel.  This research will discuss the development of a survey instrument to measure differences in safety attitudes between typical members of the entire construction project work system in order to identify specific areas that gaps exist.  Phase I of the research include the development of an instrument using Mohammed\'s (2002) survey as a base, validation of the measurement model using Confirmatory Factor Analysis, and using applied nonparametric statistics to analyze the data and identify significant differences.  These results will be used in Phase II to develop a training tool to educate relevant project personnel on differences that were identified in Phase I, and to determine the best mediums for conveying this type of information.
