Abstract:
The most vital problems of humanity mentioned in SDGs are the consequences of climate change and biodiversity loss and problems with access to water and forest resources. Although there is a deep understanding of the problems, there are reasons that do not allow finding swift solutions, and the increasing funding gap for the relevant SDGs is one of them. This study aims to establish the connection between environmental protection investments and the achievement of environmentally oriented sustainable development goals across 31 European countries (26 EU Member States, 3 EFTA Countries, and Ukraine as a Candidate to EU). The paper employed the PLS-SEM approach. The obtained results proved that the accumulated amount of environmental protection investments does not have a statistically significant relationship with the integral indicators of SDG 6 “Clear water and sanitation,” SDG 13 “Climate action,” and SDG 15 “Life on land” (the coefficient of determination, the path coefficient, and the reliability coefficients were insignificant). The study of a similar relationship between the level and the directions of SDGs 6, 13, and 15 achievements also did not reveal any significant results. As the last step of the analysis, the hypothesis about a relationship between environmental protection investments and Environmental Performance Index components was also rejected. Therefore, the statistical significance and relevance of the analyzed indicators were not confirmed. Based on this, a conclusion was made about the insufficiency of investment resources for environmental protection to overcome the gap in achieving environmentally-oriented SDGs.

This Article explores the Trump regulatory reform agenda and its potential impact on environmental determinants of health. The Article begins with a discussion of the Department of Commerce’s (DOC or Commerce) initial fact-finding investigation to evaluate the impact of federal regulations on domestic manufacturing. The Article next presents an overview of the Trump administration’s regulatory reform formula as announced in E.O. 13771 and the interim guidance explaining E.O. 13771 and E.O. 13777 (the executive order announcing the Trump administration’s plans to enforce the regulatory reform plan announced in E.O. 13771). The Article then examines the federal agency initiatives undertaken in response to the Trump directives, including both fact-finding dockets and regulatory action published in the federal register applying the executive orders. This Article concludes with concerns about the practical effects of the new policy on the future of environmental determinants of health and recommends that the policy be reevaluated after a year to understand the unintended effects of this means of deregulation.

In September 1996, when I was nearing the end of my sixth year as a Justice Department environmental crimes prosecutor, one of my colleagues sent me an email that there was a “good-sounding RCRA [Resource Conservation and Recovery Act] knowing endangerment case developing in Idaho.” A twenty-year-old man named Scott Dominguez had collapsed inside a storage tank at an Idaho fertilizer manufacturing facility called Evergreen Resources. Mr. Dominguez could not be rescued for nearly an hour, because firefighters who responded to the scene did not know what was in the tank and what safety precautions they needed to take before entering the tank. The owner, Allan Elias, insisted that there was nothing in the tank that could hurt anyone, but later investigation would reveal that Elias had used the tank to conduct a cyanide-leaching operation at another facility he owned. By the time Dominguez was rushed to an area hospital, he had suffered permanent brain damage from cyanide poisoning. There was enough cyanide remaining in the tank to kill tens of thousands of people, based on total cyanide levels.

Twenty-five years used to seem like an exceedingly long time. It certainly did when I was graduating from law school and not yet twentyfive. My perspective on time, however, has (naturally) since evolved, much as environmental law itself and the controversies surrounding it have, too, evolved. The contrast between environmental law twenty-five years ago and environmental law today is remarkable and makes clear that environmental law and lawmaking were changing in fundamental ways a generation ago, but those changes are revealed only now with the aid of hindsight. To be sure, the statutory texts of domestic environmental law are strikingly the same. And yet, it is that static quality that ironically underscores how much has changed. A generation ago, environmental law scholars would routinely comment on how the only constant in environmental law was change: its dynamic nature. Congress was regularly passing significant statutory amendments in what was largely a constructive iterative lawmaking process, involving federal and state legislatures, agencies, and courts. Some might have worried that the change was too great—making it too difficult for the regulated community to adjust and invest. Whether any such concern then was justified, the concern now is quite different: too little change rather than too much. And the static nature of environmental lawmaking here in the United States stands in sharp contrast to the dynamic nature of environmental lawmaking globally. The United States, once a lauded pioneer, now very much risks being left behind. This essay is written in celebration of the 25th Annual Meeting of the National Association of Environmental Law Societies at the University of Michigan Law School and in recognition of Michigan Law’s hosting of the Association’s inaugural meeting in 1988. The essay focuses on three topics in reflecting on the changes in environmental law and environmental lawmaking since the Association’s first meeting. The first is Congress and the politics of environmental law. The second topic concerns the courts and the changing relationship of constitutional law to environmental law. And, finally, the essay considers the contrasting nature of the challenges that environmental lawyers and environmental law face today as compared to twenty-five years ago.

Abstract:
A large-scale experimental, state of the art storage facility was constructed on the Macdonald Campus of McGill University. This storage facility will serve as a tool to further investigate many of the laboratory experiments performed in agricultural and food science topics, by providing a representation of actual storage facilities in use in the industry today. The storage facility was fully instrumented to provide valuable data of the stored commodity and it's environment. A custom control software was developed with a user friendly graphical interface. This fully automated software allows data acquisition and control of temperature and relative humidity of the experimental storage facility.
Experiments were performed and the control software provided an adequate temperature and relative humidity control. The controller was based on a conventional PID or proportional, integral and derivative controller. To further improve the control of the storage facility, a novel multivariable PID controller was developed using enthalpy as the process variable, which encompasses both temperature and relative humidity. The novel controller was tested using a mathematical model developed. Simulations were performed comparing the performance of the novel multivariable controller to two other conventional controllers. The results demonstrate that the novel multivariable PID controller is capable of controlling temperature and relative humidity better than the other two conventional control techniques.

Abstract:

This thesis gives a systematic description of theEnvironmental Load Profile (ELP), an environmental assessmenttool developed for the urban environment. The purpose of thework was to improve the stringency of the system boundaries andfunctional units of the tool. This was achieved by putting theELP structure in the context of Life Cycle Assessment (LCA)with a special emphasis on system boundaries. To create animproved scientific base for the ELP, a comparative study wasconducted using an evaluative framework for conceptual andanalytical approaches. Here, the ELP tool is compared with foursimilar environmental assessment tools for the builtenvironment.

Since, energy use in the operation phase is an importantfactor for the overall environmental performance of buildings,a sensitivity analysis was performed to investigate how theselection of heat and electricity mix affects the results of anenvironmental assessment of buildings. Four modes ofelectricity production and two modes of heat production wereapplied on three buildings with different technical systems intheir heat supply. The results show that the choice ofelectricity mix has a great influence on the outcome of anenvironmental assessment (EA) and it is suggested that both anaverage and marginal electricity mix should be applied inEA´s of the built environment. Further, it is argued thatconsequences of assumptions made should be explicitlycommunicated in the EA report, to allow the decision-makersrather than the analysts to make the final evaluation.

The ELP is primarily developed to follow up theenvironmental goal‘twice as good’and assess theenvironmental performance of Hammarby Sjöstad, a newcity-district in southern Stockholm. The city-district is builtas a continuation of the inner Stockholm and the first part ofthe project, called Sickla Udde, is nearly finished. The ELPtool was applied in a first case study to answer the questionof how far Sickla Udde has reached in achieving the goal. Theassessment indicates that compared to a reference districtbased on the technology used in 1990, the environmentalperformance of Sickla Udde has reached the goal‘twice asgood’for some environmental load categories and 30percent for others. Although these findings are preliminary,they indicate a development in the right direction. Measurestaken contributing to largest environmental improvements are: amore efficient energy production (improved district heating)and use (e.g. lower U-values in the buildings, energy efficientappliances, heat exchange of ventilation air) and improvedsewage treatment. The results also demonstrate that theenvironmental load from domestic transports can be of the samemagnitude as from the buildings situated within thecity-district. Hence, resources spent to decrease environmentalload in the planning process should primarily be divoted toimproving domestic transportation systems and on optimising theoperational phase of the buildings.

Environmental stewardship is essential to conserving recreational fishing areas. This thesis explores the characteristics of Australians engaged in such stewardship. A novel theoretical perspective (complexity theory) and methodology (fuzzy-set qualitative comparative analysis) uncovers complex configurational mechanisms, with multiple equifinal solutions identified as sufficient for performance of stewardship behaviours. Configurations predictive of stewardship differ between environmental organisation members and non-members. While there are numerous, varied configurations sufficient for performance among environmental organisation members, there are fewer among non-members, indicating only a specific subset of non-members perform these behaviours. These findings can inform targeted recruitment and engagement strategies for environmental stewardship participation.

Abstract:
The thesis consists of three chapters of self-contained studies. In Chapter 1, I examine the decision of individuals to secure the provision of an environmental service under a Psychological Games framework. Since environmental services are considered public goods, there is an ongoing depletion of natural resources. While standard economic theory predicts the introduction of a PES is supposed to correct the associated externality by establishing a market which offers a monetary compensation to owners of vital natural resources as a recognition of their effort in providing the environmental services, this chapter argues such intervention might backfire: a motivation crowding-out arises if individuals believe others reciprocate friendly behaviour solely to receive the monetary compensation, ultimately decreasing total environmental protection. Even if environmental protection does take place, the motivation of individuals to secure the provision of the environmental service becomes commodified by the PES. Finally, awarding the PES only to a subset of individuals will also have negative effects on environmental protection, since those not receiving the PES will not want to do for free something that others are being paid to do. Environmental policy implications of this economic instrument are further discussed. In Chapter 2, a sample of the World Values Survey dataset is analyzed to show there are substantial behavioural differences between immigrants and native-born regarding pro-environmental action. In particular, while neither native-born nor immigrants are more willing to sacrifice money to save the environment, immigrants actually engage more on activities like choosing products that are better for the environment, recycling, and reducing water consumption. The engagement in proenvironmental behaviour of immigrants is region-specific and depends on their source region. Moreover, such relatively higher actual engagement in environmentally friendly behaviours can be explained by their high socio-economic status and their high education level, i.e. “selective immigration”. When the behaviour of immigrants by their length of residence in the host country is analyzed, no differences in proenvironmental attitudes or pro-environmental behaviour are found, a result which suggests they do not develop a “sense of belongingness” to the host country. Finally, in line with the standard finding in the literature of acculturation in environmental behaviour, this chapter finds that immigrants conform through time to some of the proenvironmental actions of native-born. In Chapter 3, I investigate the indirect effects on norm activation produced by monetary environmental policy instruments which introduce a situational cue that fosters a change of identity among individuals with potential negative consequences on their pro-environmental behaviour. For that purpose, a two-period identity selection model based on self-verification theory is developed. In each period there are two types of selves an individual can adopt: selfish and pro-environmental. The process of identity selection is driven by the desire of individuals to be consistent across the two periods in order to avoid social disapproval due to self-change. Results show that the monetary environmental policy introduces an asymmetry in the identity selection process that produces a failure of norm activation: while selfish agents preserve their selfish identity after the policy is implemented, pro-environmental agents might change their identity despite they experience social disapproval due to a reduction in the cognitive benefits of keeping such identity produced by the monetary component of the policy. Implications for environmental policy design are discussed.

The philosophy of these environmental professionals is expressed in their own words and offers insights into influences upon career choice, professional training and personal fulfillment. In addition, environmental related career activity guides were developed to help students and their parents and teachers gain an awareness of the occupations available in this field.

Abstract:
Factography shows that strong earthquakes with magnitudes greater than 5.0-5.5, occurring within our country, cause greater damage to the built environment than would be expected for earthquakes of this magnitude. The seismic intensity of an earthquake represents the result of its impact on the terrain, the built, and the social environment. Synthesizing the vulnerability of each of these environments enables us to understand the vulnerability of the spaces comprising these three environments. In our country, earthquake prevention relies on constructing earthquake resistant buildings and infrastructure within the built environment, but it's evident that this approach needs refinement. Dealing with the aftermath of earthquakes requires funding, making earthquake action both a social and economic problem. Environmental engineering, with its integrated seismic resistance elements, plays a role in environmental protection and should adhere to the appropriate legislative framework. Our country's environmental planning should consider both the long-term and short-term seismic conditions specific to our region. Assessing priorities should involve consideration of our social environment.
