Abstract:
How can international organizations (IOs) like the United Nations (UN) and their implementing partners be held accountable if their actions and policies violate fundamental human rights? Political scientists and legal scholars have shed a much-needed light on the limits of traditional accountability when it comes to complex global governance. However, conventional studies on IO accountability fail to systematically analyze a related, puzzling empirical trend: human rights violations that occur in the context of global governance do not go unnoticed altogether; they are investigated and sanctioned by independent third parties. This book puts forward the concept of pluralist accountability, whereby third parties hold IOs and their implementing partners accountable for human rights violations. We can expect pluralist accountability to evolve if a competitive environment stimulates third parties to enact accountability and if the implementing actors are vulnerable to human rights demands. Based on a comprehensive study of UN-mandated operations in Afghanistan, Bosnia, and Kosovo, the European Union Troika’s austerity policy, and global public–private health partnerships in India, this book demonstrates how competition and human rights vulnerability shape the evolution of pluralist accountability in response to diverse human rights violations, such as human trafficking, the violation of the rights of detainees, economic rights, and the right to consent in clinical trials. While highlighting the importance of studying alternative accountability mechanisms, this book also argues that pluralist accountability should not be regarded as a panacea for IOs’ legitimacy problems, as it is often less legalized and might cause multiple accountability disorder.

Abstract:
The mass imprisonment of over 110,000 people of Japanese ancestry during World War II was one of the most egregious violations of civil liberties in US history. Removed from their homes on the temperate Pacific Coast, Japanese Americans spent the war years in ten desolate camps in the nation’s interior. Although scholars and commentators acknowledge the harsh environmental conditions of these camps, they have turned their attention to the social, political, or legal dimensions of this story. Nature Behind Barbed Wire shifts the focus to the natural world and explores how it shaped the experiences of Japanese Americans and federal officials who worked for the War Relocation Authority (WRA), the civilian agency that administered the camps. The complexities of the natural world both enhanced and constrained the WRA’s power and provided Japanese Americans with opportunities to redefine the terms and conditions of their confinement. Even as the environment compounded their feelings of despair and outrage, they also learned that their willingness (or lack thereof) to transform and adapt to the natural world could help them endure and even contest their incarceration. Ultimately, this book demonstrates that the Japanese American incarceration was fundamentally an environmental story. Japanese Americans and WRA officials negotiated the terms of confinement with each other and with a dynamic natural world.

National parks and other preserved spaces of nature have become iconic symbols of nature protection around the world. However, the worldviews of Indigenous peoples have been marginalized in discourses of nature preservation and conservation. As a result, for generations of Indigenous peoples, these protected spaces of nature have meant dispossession, treaty violations of hunting and fishing rights, and the loss of sacred places. Bridging Cultural Concepts of Nature brings together anthropologists and archaeologists, historians, linguists, policy experts, and communications scholars to discuss differing views and presents a compelling case for the possibility of more productive discussions on the environment, sustainability, and nature protection. Drawing on case studies from Scandinavia to Latin America and from North America to New Zealand, the volume challenges the old paradigm where Indigenous peoples are not included in the conservation and protection of natural areas and instead calls for the incorporation of Indigenous voices into this debate. Abstract:
This chapter explores Article 15 of the ATT, which establishes rules for international co-operation among states parties to promote effective implementation of the ATT. The rationale for this and the following provision (on assistance) is to build confidence among states parties for implementation of the ATT, recognizing that this demands action and support at international level. The article requires state parties to afford each other ‘the widest measure’ of assistance in investigating and prosecuting violations of national measures that implement the ATT. It also covers the transfer of conventional arms as opposed to their use, including through brokers that violate national laws. Ultimately, the article institutes an environment conducive to co-operation which needs to be built progressively among states parties through dialogue and transparency, including reporting in accordance with Article 13 of the ATT.
