Abstract:
In this chapter, we reflect on the skills higher education graduates are expected to have in today’s economy and the role of higher education in equipping graduates with these skills. First, we identify six trends which form the basis of the changing role of graduates in economic life. These trends are the knowledge society, increasing uncertainty, the ICT revolution, high performance workplaces, globalization, and the change of the economic structure. By changing the nature and range of tasks graduates are expected to fulfil in today’s economy, we argue that these trends generate new and intensify traditional skill demands, which we summarize as professional expertise, flexibility, innovation and knowledge management, mobilization of human resources, international orientation, and entrepreneurship. Second, we draw out some key issues concerning the role of higher education institutions in equipping graduates with these skills.

The bachelor's degree in Creativity and Business Innovation is a joint study programme offered by the Polytechnic of Porto (P.PORTO), through the Porto School of Accounting and Administration (ISCAP), Vilnius Kolegija - University of Applied Sciences (VIKO), from Lithuania and the Estonian Entrepreneurship University of Applied Sciences (EUAS), from Estonia. This is a pioneer degree in the context of Portuguese higher education, taught in English. Due to its innovative character, it responds to the new paradigms that higher education institutions (HEI) will have to face. With innovative syllabus, teaching/learning methodologies and assessment methods it develops new paths for higher education programmes. To conclude this degree, students must develop and present a Final Thesis (Project). Thus, the present book compiles, in the form of chapters, some of the work presented by the students during the academic years of 2020/21 and 2021/22. They have been organised in the form of volumes, being the first volume presented (Volume I). The objectives of this book are (1) to allow students of this bachelor's degree to develop and consolidate knowledge in the various disciplinary areas of Management, (2) to support students in finalising their Final Thesis (Project), and, finally, (3) to promote the transfer of knowledge from Academia to Society. The organizer and the authors of the chapters are grateful for the support of the entrepreneurship and innovation research line of the Center for Organisational and Social Studies of Polytechnic of Porto (CEOS.PP).

Abstract:
This chapter describes the extraordinary efforts made by Kapil Sibal to reform almost every aspect of education, and his refreshing courage in advocating polices shunned by the political class such as promotion of private participation, and encouraging reputed foreign institutions to establish campuses in India. It describes the successes he achieved like enactment of the RTE Act, and the heroic failure to enact as many as six acts which would have totally restructured the policy and regulatory framework of higher education. By focusing on the process and politics of policymaking it brings out that the failure was mainly due to strategic and tactical mistakes, and adopting a no-holds barred adversarial approach that is eminently appropriate in a courtroom is utterly inappropriate in policymaking. All in all, Sibal’s achievements and failure offer valuable lessons for policy entrepreneurship. It also describes the failed efforts of the Health Ministry to establish the National Commission for Human Resources for Health as a super-regulator in Medical Education in place of multiple regulatory authorities like the Medical Council, Dental Council and so on.
