Abstract:
The authors consider the issues of forming a procurement strategy for enterprises of the fuel and energy complex (FEC) as a management tool. The study begins with a review of the categories of strategy, purchasing, and risk. Based on the generalization and interpretation of the obtained knowledge, the author's model of procurement strategy for enterprises of the fuel and energy complex is proposed, which differs from the existing ones in that it simultaneously acts as a means of connecting the enterprise with the external market environment. The strategy has a complex multi-stage character with many elements. Through detailed strategic planning can be achieved high efficiency of the procurement activities of enterprises of fuel and energy. The proposed algorithm can form the basis of an unlimited number of branches of the national economy.

The article is aimed at substantiating and validating the methodical instrumentarium for analyzing and evaluating the financial potential of the enterprises in the fuel and energy complex, which provides for the diagnosis of existing and the detection of possible financial resources, as well as determining the type of financial potential. As result of the research, it is determined that ensuring the effective functioning of enterprises in the fuel and energy complex requires the development of a methodical approach to evaluating the level of their financial potential. The article systematizes methodical approaches to defining the system of parameters for evaluation of the financial potential of enterprise. The analysis of current methodological approaches helped to draw the authors’ own conclusions and emphasize the shortcomings of using various methods for evaluating the financial potential. The result of the analysis of the current methodological approaches to evaluating the financial potential of the fuel and energy complex enterprises was the conclusions on the need to improve the methodical instrumentarium for analyzing and evaluating the financial potential of enterprise. The article substantiates the stages of evaluation of the financial potential of an enterprise of the fuel and energy complex. On the basis of the proposed approach, the type of financial potential of JSC «Khmelnytskoblenerho» is determined. Prospects for further research in this direction are the substantiation of the evaluation of the financial potential of enterprises in the fuel and energy complex on the basis of a taxonomic approach, also, at the conceptual level there is a need to closer define several concepts and their logical use in practical activities.

The dynamic development of the introduction of digital technology in various industries requires searching and developing new methodological approaches to form innovative development programs of enterprises for their digital transformation. This article characterizes the main trends and problems in developing the digital transformation of fuel and energy complex enterprises, defining its worth and development vectors. The author highlights the features of implementing digital and information technology at industrial enterprises and describes the most popular information and digital technologies used in the fuel and energy complex enterprises. She provides the main obstacles to the implementation of digital transformation in the Russian Federation, including the use of domestic information products. Having defined the target benchmarks and indicators for the development of digital technologies in the industries of the fuel and energy complex of the Russian Federation, the author formulates the priority tasks for developing the innovative potential of IT in industrial enterprises. Determining the specifics of the methodological provisions for its evaluation has required defining the constituent elements of the innovative potential. A comparative characteristic of methodological tools for assessing the innovation potential and position of enterprises is provided with the description of the different necessary methods it requires. The author proposes the use of a comprehensive methodological approach to assessing the innovative potential of the digital transformation of the oil and gas enterprise. The system of evaluation indicators is presented following the recommended evaluation vectors: level of digitalization, level of development of the fuel and energy complex, and level of innovation. An assessment of the innovative potential of the digital transformation of the oil and gas enterprise is demonstrated and the main conclusions are formulated. The assessment resulted in developing a program of digital development of oil and gas enterprise with the allocation of the main innovative directions and targets for the implementation of activities. Further benchmarks of scientific research are defined and conclusions are formulated.

Abstract:
The article substantiates the need to revise the approach to the strategic management of enterprises in the fuel and energy complex of the Russian Federation, as one of the key sectors of the Russian economy. It is primarily due to the need to improve methods for building a system of strategic management of industrial enterprises in the era of the implementation of the Industry 4.0 concept. The use of traditional methods of managing industrial enterprises, industries, complexes does not allow maintaining, and even more so creating, competitive advantages in the long term. Consequently, the development of a new methodology for building a system of strategic management of industrial enterprises, the application of which would contribute, among other things, to the creation of new competitive challenges. Within the digital economy, modern business development management systems should be built taking into account the possibilities of using information and communication technologies, however, in order for the enterprises of the fuel and energy complex to be fully considered competitive, and their activities are effective only by using information-communicational technologies are not enough. It is necessary to form not a universal system of strategic management ofindustrial enterprises, but a unique system of strategic management of enterprises of the fuel and energy complex, which would take into account not only the geopolitical factors of doing business, primarily in the regions of the Far North, but also specific industry features. The tool for the development of such a system is the balanced scorecard, which allows you to take into account both financial and non-financial components of enterprise management. The result of the study was the development of a unique balanced scorecard for the management of enterprises of the fuel and energy complex, which is based on taking into account the peculiarities of rational use of natural resources, which is an important aspect of the activities of enterprises of the fueland energy complex and modern possibilities of using information and communication technologies in the strategic management system.

Abstract:
The authors applied the Data Envelopment Analysis (DEA) to assess the performance of the heat supply system in the city of Krasnoyarsk. The article provides a detailed description of the DEA method, its positive sides and shortcomings. The research included a comparative analysis of performance assessment methods in terms of advantages and disadvantages. The DEA method proved the most convenient tool for measuring the production efficiency of an object. The authors modified the architecture of the universal decision support system into a DEA-based one. The DEA method also proved highly efficient in assessing the performance of the heat supply system in the city of Krasnoyarsk. The analysis made it possible to develop recommendations to improve the efficiency of the local heat supply system using the case of thirteen unites, e.g. boilers, heat and power plants, etc. The input indicator was represented by the available heat capacity. Heat output to the grid and emission mass were used as output indicators. Based on the available initial data, the authors constructed an output-oriented model for analyzing the functioning environment with one input and two outputs. They identified inefficient units of the Krasnoyarsk heat supply system and proposed optimization of input and output values for each unit to improve the functioning of the heat supply system as a whole. The developed for the upgrading of boilers and heat and power plants had an efficiency index in the range up to 1.

The article aims to make the characteristics of state and to identify the peculiarities of raiding on the enterprises of fuel and energy sector. To achieve the goals the following tasks should be solved: to define the concept of "raiding", to develop the concept of "raiding appeal", to describe the status and trends of transformation of fuel and energy sector, to identify the factors that influence the formation and implementation of raider attacks. The authors’ definition of "raiding" has acquired the significant importance. It is characterized from the position of the complex of actions which aim to create a negative situation that leads to disruption of "normal" functioning of the entities in the energy sector or to their capture. The proposed concept of "raiding appeal" is considered as a system of believes, which includes the legal and information basis, evaluation procedures relating to setting of the integral criterion, the formation of information and analytical support and management decisions to counter raiding on the fuel and energy complex. It has been determined the necessity of the operation of a special unit to provide counteraction to raiding, which operates on the basis of the relevant provisions. It includes the following sections: regulatory and legal framework which governs its activities; rights and obligations; function; management structure; trends and features of combating forced seizure of the fuel and energy complex; implementation areas of functioning unit specialized in the operation of the fuel and energy complex; interoperability of specialized unit with other structural elements of the fuel and energy complex. It has been determined the need for antiraiding Code, which is to create and implement a set of measures to counteraction to raiding on the enterprises of the fuel and energy complex. Herewith, we should consider the features of information policy, directions of application of legal security, corporate relationships, the level of interaction between units of fuel and energy complex and different groups of stakeholders, directions and measures to counteraction to raiding, the definition of responsible persons and presented directions and implementation activities. The analysis of the status and characteristics of raiding in the energy complex have allowed us to create an information basis for management decisions, including areas of cooperation between stakeholders.

Abstract:
Purpose. The aim of the article is to assess the achieved level of consumption and trends in the efficiency of energy resources use in agriculture of Ukraine. Methodology of research. The basic provisions of economics, scientific works of leading domestic scientists on the efficient use of energy resources are the theoretical and methodological basis of the study. The following research methods are used in the process of writing the article: monographic (study of organizational and economic and production and technical measures to improve the efficiency of energy resources in agricultural enterprises); economic and statistical (analysis of the current state and efficiency of energy resources); abstract and logical (generalization and formulation of conclusions); graphical (visual display of research results in the form of diagrams and graphs) and method comparison (comparison of economic indicators of energy supply of agricultural enterprises). Findings. It is determined that despite the significant share of consumption of fuel and energy resources in the agro-industrial complex (23% – diesel and 5% – gasoline), their demand has decreased significantly in recent years. Agricultural enterprises have reduced the use of gasoline by 13 times compared to 1990, diesel fuel – by 3 times. This can be explained by the reduction of sown areas by almost 15%, the cultivation of less energy-intensive crops, the reduction of almost four times the fleet of cars, tractors and combines, as well as a significant reduction in livestock production. It was found that the reduction fuel consumption has helped reduce the energy intensity of agricultural products. If in 1994 agricultural enterprises spent 44.7 kg of conventional fuel per thousand hryvnias of gross output at comparable prices in 2010, in 2018 it is only 11.5 kg, or 3.9 times less. It is substantiated that the reduction in the consumption of fuel and energy resources in agriculture is also associated with a continuous increase in their prices and an increase in the disparity in prices for energy and agricultural products. If in 1990 it was necessary to sell 0.2 tons of grain to purchase 1 ton of diesel fuel, in 2019 – 5.6 tons, or 37 times more. The same trend is observed for other types of resources. Originality. Taking into account the forecast indicators of development of agriculture, processing and service enterprises, the need for diesel fuel has been determined. It is expected that the consumption of diesel fuel in agricultural enterprises in 2020 will decrease slightly compared to 2018. Thus, in 2020 the expected consumption of diesel fuel for the agro-industrial complex will be 1430 thousand tons, gasoline – 114.5 thousand tons. Practical value. As a result of the research, it is expected that the main provisions, conclusions and practical recommendations can be used in the process of improving the state regulatory policy to provide petroleum products to agricultural producers through state support in addressing the issue of excise duty on fuel and lubricants, increasing the effectiveness of antitrust measures to maintain price stability during the year, preventing conjunctural price increases during periods of critical mechanized work. This will help increase the competitiveness of agricultural enterprises and the development of rural areas. Scientific developments can be used in the formation of regional targeted and comprehensive development programs agriculture. The perspectives of processing biomass to raise it to the country’s energy mix. The results of studies of fuel characteristics most commonly used renewable energy in Ukraine: wood waste and agricultural industries. In order to determine the flammability of the analysis of the chemical composition of the waste wood and sunflower husk. Presents estimates of effective thermal conductivity sunflower husks and wood waste (chips) depending on porosity, temperature and moisture content. Abstract:
The two-stage distributing of material flows in the transport-logistics system of fuel and energy complex is considered. The structural elements of such system are mines (centers of the first stage), extracting coal from various mineral deposits in a certain area, and enterprises that consume or process coal (centers of the second stage). A presented method for solving this problem is based on elements of the theory of continuous linear problems of optimal set partitioning, duality theory, and methods for solving linear programming problems of transport type. The optimal solution of the two-stage location-allocation problem is obtained in an analytical form, which contains parameters that are the optimal solution of the auxiliary finite-dimensional optimization problem with a non-differentiable objective function. Therefore, the part of numerical algorithm is non-differentiable optimization method – modification of Shor’s r-algorithm. The results of computational experiments solving model problems confirm the correctness of the presented method and algorithm. It is demonstrated the synergistic effect obtained from formulation of continuous problems of optimal partitioning sets with additional constraints. It is showed, how important to take into account the multi-stage distributing of raw materials when it is necessary to locate new transport-logistics system objects in a given territory.

The process of diversification in the defense industry enterprises, besides ensuring the loading of high-tech equipment, first of all, calls for the technological independence of the country, capable of developing under conditions of instability in international relations. The aim of the study is to identify a successful large-scale experience of diversification in the international arena (using the example of the United States, China and Germany), and to formulate specific packages of measures and formats for overcoming stagnation in cooperation between the defense industry and the fuel and energy complex in the Russian Federation. The methodological basis of the study assumes using a systemic and synergetic approach, which in general approximation boils down to enhancing the mutual beneficial effect of its elements. Also, when writing the article, the author applied a quantitative analysis of statistical data, historical and descriptive methods, a comparative method. As the main result, he proposed the formats of interaction between the military and industrial complex and fuel and energy complex, aimed at more efficient use of the potential of the defense industry to meet the needs of organizations in the fuel and energy complex, increasing the volume of output of products at the defense industry enterprises and expanding its range. More active interaction of the defense industry works with organizations of the fuel and energy complex will allow them in the near future to set up producing the new types of civilian products and technologies, and fuel and energy companies to obtain competitive high-tech products.

The authors study the role and the place of the key enterprises of Russian fuel and energy complex in terms of their impact on the most important macroeconomic indicators of national economy development. The crisis of 2014 made significant changes in each company’s activity due to fluctuating ruble’s exchange rate, high inflation, ban on foreign investment, restrictions on international trade, etc. However, the largest companies of Russian fuel and energy complex were able to adjust to external conditions and reestablish their competitive position by the end of the second decade of the 21st century. The authors examined the period from 2014 to 2019 which is remarkable for a number of positive changes in the economic structure ofRussia. Yet, the fuel and energy complex still remains the driver of the economic development. Also, the article studies the role of fuel and energy complex in foreign economic activity in dynamics. The authors suggest the scheme of calculating the contribution of a certain legal entity into the country’s GDP. They made all the relevant calculations characterizing the degree of the mentioned companies’ participation in establishing the most important macroeconomical indicator of the national economy. The results obtained can be of great value in building a company’s strategy, planning taxes, creating investment policy as well as estimating the level of their social responsibility. The authors analyzed the structure of oil and gas income of Russia in 2018-2019 to view the nature of the process which has been going on in budgeting of Russia in recent years and point out the need for increasing the investment potential of fuel and energy complex and altering the degree of government’s participation in in creating the long-term investment strategy of developing national fuel and energy enterprises.

Plant interventions such as fuel selection and energy conversion efficiency measures reduce emis-sions of many air pollutants, including CO2, per unit of energy generation. Optimization of energy efficiency in the generation process depends on many factors. However, it is impossible to make the enterprise com-pletely environmentally friendly for many reasons, however, it is necessary to assess correctly the possible risks of operation of this type of production and take adequate measures to minimize the harm caused to the environment.

The subject of the research is a set of theoretical, methodological and practical aspects of increasing the energy security of heat supply in the Russian Federation by replacing coal with more environmentally friendly fuels. The purpose of the study is to propose a way to improve the energy security of heat supply in the Russian Federation by replacing coal with more environmentally friendly fuels. The study has been carried out using a set of methods: comparative analysis, analysis of structure, financial analysis. Coal makes up about 80 % of the total amount of raw materials used to generate heat in the Irkutsk region. This has a significant impact on the degree of environmental pollution. There is a possibility of using part of production and consumption waste as an alternative fuel (RDF) for thermal power facilities in the Russian Federation to improve the energy security of heat supply. Fuel for the production of thermal energy can be obtained as a result of processing production and consumption waste. This will lead to a solution to the problem of garbage disposal. The problem in the field of municipal solid waste (MSW) in the Irkutsk region is aggravated by the fact that the waste processing complex, waste handling and waste sorting complexes are absent on the territory of the region. An analysis of the financial indicators of the incineration plant operating in the Russian Federation shows that the financial results of operations are negative for 2019, 2020. It is necessary to create state-owned enterprises for the production of steam and hot water in the Russian Federation using a combination of two types of fuel: biofuel and RDF to accelerate the modernization of heat supply sources

The complex forestry enterprises incorporate the production activities of different links in the value chain of forest products and should be the mainstay for the sustainable forestry production of China in the foreseeable future. This case study was carried out and main data were collected in a forest–board integrated enterprise of South China. A life cycle model using the impact 2002+ method was applied to identify the resource consumption and environmental impacts of different production stages along the industrial chain. This study incorporates the calculation of carbon sequestration per unit output into the standard LCA to evaluate the effect of the forest cultivation stage. The objective of this study is two-fold. The first objective is to gain a better understanding of the environmental impacts of the complex forestry enterprises. The second objective is to put forward environmental management suggestions for the identified hotspots along the forest value chain. Factors affecting the environment include carbon sequestration and seedlings, electric power, and the use of wood fuel. Improvement suggestions are put forward from three perspectives: Changing the type and application method of fertilizer, reducing electric power consumption, and reducing wood fuel consumption.

Environmental safety is one of the components of the corporate strategy implementation for the sustainable development of industrial enterprises. The significance of this component is determined not so much by the regulatory institutional impact as by the transformation of economic agents’ behavior in the market: consumers, partners, investors, competitors who are stakeholders. This study defines the composition of stakeholders for Russian industrial enterprises leading in the field of sustainable development based on the results of ESG-ratings. It also identifies their priority interests and the sustainable development goals of industrial companies. Based on the analysis of open reports on the sustainable development of Russian industrial enterprises, the article identifies the key goals of sustainable development for stakeholders of Russian industrial enterprises in the fuel and energy complex. An analysis of the mechanism for organizing interaction with stakeholders shows that for most stakeholder groups, interaction is implemented through the non-financial reporting of companies. The study concludes that a proactive approach will enable companies to identify sustainable development issues with the greatest long-term potential, and thus to create a system of preventive strategic action.

The aim of the article is to study the main approaches and develop a methodology for assessing the efficiency of enterprises in the transition to alternative (helio) energy sources. The concepts of the ʻenergy efficiencyʼ and the ʻenergy savingʼ are the main characteristics of efficient use of energy resources. The term "energy efficiency" is a resultant indicator that captures the achieved level of efficiency of consumption and use of fuel and energy resources in the process of enterprise activity. The concept of ʻenergy savingʼ is a process indicator that indicates the way to achieve energy efficiency (implementation of a set of measures) of resource conservation in the enterprise. It is established that the key indicator for assessing the efficiency of the energy consumption system is the energy intensity indicator, the reduction of which should be considered as one of the main tasks in order to increase the efficiency of the enterprise. It is proved that the transition of an industrial enterprise to alternative (helio) energy sources is a guarantee of reducing its energy intensity. Therefore, the issues of implementation of energy saving programs are relevant for industrial enterprises. Energy saving measures will help reduce costs at the enterprise, conserve natural resources. The study found that solar energy in Ukraine in 2019 shows a bright positive trend. The ʻgreen tariffʼ was officially received by stations with a total capacity of 3537.382 MW, which is 5.48 times higher than in 2018. In 2019, the capacity of industrial solar power plants was put into operation 3.5 times more than in all previous years. The amount of electricity produced by industrial plants, in 2019, is 2.66 times higher than in 2018. The transition to alternative energy sources for industrial enterprises is a rather complex technological task, which requires methodological developments for the optimization of energy resources to maximize the efficiency of enterprises. A method for assessing the efficiency of the enterprise in its transition to alternative (helio) energy sources based on the use of production functions and factor models, which include the entire evaluation apparatus and a set of indicators of efficiency (appropriateness) of resource use, i.e. resource conservation. This method of assessing the performance of the enterprise is based on the use of the Cobb-Douglas production function, which allows to justify the decision on the feasibility of the use of production resources and to adjust the deviations of the spent resources from the normative values.

Дан анализ причин и условий, способствующих совершению вышеуказанных противоправных действий. Определена типовая модель преступника для данной категории преступлений и его характеристики: в первую очередь, это высокий уровень компетентности, специальное образование и т. д. Авторами отмечается высокий уровень латентной преступности в данной отрасли. Предложены некоторые пути профилактики данной категории правонарушений. Исследование проводилось на основе анализа конкретных уголовных дел, возбужденных следственными органами по результатам оперативно-розыскной деятельности правоохранительных органов. In the article the authors consider the issues of criminal and legal protection of the fuel and energy complex of the Russian Federation from criminal activity including corrupt illegal practices of officials. The authors cite the results of some criminological characteristics study of the fuel and energy complex staff committed corruption crimes. As a result of these illegal actions significant damage is caused to the normal functioning of the fuel and energy enterprises. Such officials` actions determine not only a wide range of other illegal activities, but also lead to public outcry and discredit the industry as a whole. The analysis of the reasons and conditions contributing to the above illegal actions commission is given. A typical model of a criminal for a given crime category and its characteristics are determined. First of all it is a high level competence, special education, etc. A high level of latent crime in this industry is shown. The study results are presented on the example of specific criminal cases initiated by the investigating authorities based on the results of the operation detection activities of law enforcement agencies. Some ways of preventing this category of offenses are proposed.

It forms a paradigm of predictive adaptation based on interconnected adaptive systems for planning, monitoring and managing changes and allows for forecasting energy consumption for complex technological processes and production, as well as modeling and evaluating the quality of the fuel and energy balance, in conditions of limited resources and risks, to form and select energy saving projects for implementation, while coordinating the priorities of the business strategy and the energy efficiency strategy of the metallurgical enterprise. A multi-level model of energy consumption of a metallurgical enterprise has been developed, which makes it possible to assess the effectiveness of energy-saving projects selected for implementation, objectively assess the share of each energy resource in the total flow, determine the energy intensity of a separate production, workshop, and the entire enterprise, and adjust the strategic direction in energy management. Using the model, it is possible to solve a number of tasks, including assessing the rationality and efficiency of the existing energy consumption structure at the enterprise, predicting the expected levels of energy consumption when changing the technology, product range and quality, and comparing various technologies and equipment in terms of energy efficiency, optimal management of energy flows taking into account changes in production conditions. The basic requirements for the organization of a planning and management system for a portfolio of energy saving projects at a metallurgical enterprise are formulated. The block diagram of a computer system for planning and managing a portfolio of energy saving projects at PJSC "Dneprospetsstal" is presented. The developed system of energy saving processes should be built into the system of enterprise processes, correspond to the strategic goals of the enterprise and the characteristics of the production process. The scheme of energy costs planning process implemented at the enterprise was considered.

Based on the analysis of official statistical sources, the key trends in this area are highlighted. The strategic solution to the environmental problem in the coal industry, according to the authors, is the creation of energy technology and coal-chemical clusters. Geoecology management information systems should be developed for each cluster. The simplest structure of these systems is given in this paper. The next stage of the study should be to set and solve the problem of optimizing the functioning of each cluster and calculate rating estimations.

The regulation of units of systems of fuel injection and aeroprovision for the seasonal periods ≪winter-summer≫ and the optimum of their loading accordingly allows to reach fuel economy 1,5–3,0% and 6,5–8,0 %. Rational base of algorithm for automatic checking systems and normalizing FER on enterprises of rail-freight traffic is a method of small incrementations, in combination with the use of databases of the technical characteristics of power units park. Abstract:
Introduction. Improving the energy efficiency of residential and industrial enterprises is associated with ensuring efficient energy conservation, based on the principles of implementing the latest innovative technologies of energy modernization. All this is possible due to the operation of energy service companies, which are actively implementing energy modernization of facilities to ensure rational energy saving through the mechanism of concluding energy service contracts. Goal. The purpose of the article is to consider the peculiarities of the functioning of energy service companies in Ukraine and their conclusion of energy service contracts to improve the energy efficiency of housing and industrial enterprises. Method (methodology). The main methods were induction and deduction, logical generalization, comparative and system-structural analysis, grouping to identify existing problems in the operation of energy service companies and the mechanism for concluding energy service contracts. Results. Categories are considered: "energy service company", "energy service contract". The content of the understanding of energy service as a set of technical and organizational energy saving measures aimed at reducing the customer service of energy service consumption and costs for payment of fuel and energy resources. Trends are revealed and key elements of features of energy service contracts by types and forms are analyzed. The peculiarities of the mechanism of concluding an energy service contract have been studied. The expediency of introducing the latest elements of energy service contracts into the activities of energy service companies is substantiated. The relationship between energy service as a special form of energy saving, in which the costs of measures are borne by the energy service company and the energy service contract, which regulates the list of implemented energy saving measures, payback period of the project, the amount of energy savings and income sharing. energy service company.

В представленной статье автором рассматриваются вопросы, связанные с криминологической характеристикой лиц, совершающих преступные действия на объектах топливно-энергетического комплекса России (на примере Самарской области), приводятся результаты проведенного исследования криминологических характеристик лиц, наделенных административно-хозяйственными и организационно-управленческие функциями на предприятиях топливно-энергетического комплекса, совершивших преступления коррупционного характера. Определен круг преступлений, которые могут совершаться в сфере топливно-энергетического комплекса (далее - ТЭК) и отнесение их по группам в зависимости от объекта и предмета преступного посягательства. Исходя из анализа основных категорий преступлений, совершаемых в указанной выше отрасли экономики, их многогранности выделяются основные типы преступников, осуществляющих противоправную деятельность, в результате которой причиняется значительный ущерб нормальному функционированию предприятий топливно-энергетического комплекса. Составлен криминологический портрет возможного преступника для данной категории преступлений; проанализированы его основные характеристики: высокий уровень компетентности с точки зрения выполнения им своих должностных обязанностей; специальное образование, возрастные и гендерные характеристики и т. д. Особый интерес представляет приведенная криминологическая характеристика преступников в сфере ТЭК по признаку принадлежности к профессиональному преступному миру, а также по видам рецидива. Основной мотив совершения преступления в сфере ТЭК - корыстный, формируемый под воздействием завышенных материальных потребностей. Результаты исследования показаны на примере конкретных уголовных дел, возбужденных следственными органами на основе результатов оперативно-розыскной деятельности правоохранительных органов. In the article the author examines the issues related to the criminological characteristics of persons committing criminal acts at the facilities of the fuel and energy complex of Russia (on the example of Samara region), the results of the study of some criminological characteristics of officials of the enterprises of the fuel and energy complex who committed corruption crimes are presented. The circle of crimes that can be committed in the sphere of the fuel and energy complex and their classification into groups depending on the object and subject of criminal infringement is defined. Based on the analysis of the main categories of crimes committed in the above-mentioned branch of the economy, their versatility, the main types of criminals who carry out illegal activities as a result of which significant damage is caused to the normal functioning of enterprises of the fuel and energy complex. A typical criminal model for this category of crimes and its characteristics are determined, and first of all it is a high level of competence, special education, age and gender characteristics are shown, etc. Of particular interest is the given criminological characteristics of criminals in the fuel and energy sector on the basis of belonging to the professional criminal world, as well as types of recidivism. The main motive for committing a crime in the fuel and energy sector is selfish, formed under the influence of inflated material needs. The results of the study are shown by the example of specific criminal cases initiated by investigative authorities based on the results of operational investigative activities of law enforcement agencies.

Energy independence of the country - one of the key links of the economy policy of many countries, including Ukraine, which full high-quality functioning of economy depends on. Full functioning of all economic institutes is possible only at reliable providing of fuel and energy resources. Economy life in general fades without skillful and rational use of energy resources. One of the main objectives of sustained economic growth and ensuring energy independence is connected with need of achievement of high, competitive level of efficiency of use of fuel and energy resources. Complex assessment of efficiency of production and consumption of energy resources provides use of a set of the indicators characterizing versatility and complexity of energy efficiency category. The method of multidimensional average has been used for calculation of complex assessment of energy efficiency, at the same time the following indicators have been chosen: energy intensity of GDP, export and import of energy resources, production and consumption of energy resources, investments into the energy complex, oil prices, tariffs for natural gas and the electricity for the population, a share of natural gas in the structure of energy consumption and so on. Complex assessment of efficiency of production and consumption of energy resources is executed on two blocks - for producers and for consumers (population). Extremely low level of energy efficiency for both producers and consumers (population) of energy services during 2010-2016 is observed. At the same time factors which influence the low level of integrated assessment of energy efficiency of production and consumption of energy resources are revealed. Achievements of the actual levels of integrated coefficients of energy efficiency substantially depended recently on introduction of extensive factors of development. Such situation has negative effect on achievement of energy independence of Ukraine. The current state of efficiency of production and consumption of energy resources is characterized by existence of a wide range of problems. It is possible to distinguish the lack of the principles of resource-saving of producers and economical use at consumers of energy services/ It results to very high level of energy consumption, the high level of energy intensity, the need to import of fuel and energy resources from other countries because of insufficiency of own production, the low level of income of consumers and groundlessness of increase in tariffs for energy services that promotes increase in level of debt of the population for the provided services and an unprofitable financial condition of the enterprises of the energy complex.

The paper deals with the composition of polycyclic aromatic hydrocarbons (PAHs) in snow cover near the city of Vorkuta (Komi Republic, Russia) in the impact zone of the fuel and energy complex. It includes the results on background aero technogenic pollution levels of Vorkuta and its suburbs for subsequent ecological monitoring and on precipitation areas of different PAH fractions within the impact zones of combined heat-and-power plants, the central water boiler plant, and the territory of Vorkuta. “Light” (easily mobile) PAHs are present at almost any test site and attain extreme values in the impact zones of heat-and-power plant 1, heat-and-power plant 2, the central water boiler plant, and the territory of Vorkuta. They are transported at large distances because of high volatility. In addition, light PAHs are transported with air aerosols as they get adsorbed on fine dust particles. “Heavy” PAHs are present on the territory of the city and in the impact zones of the both energy-and-power plants with local pollution extremes from heat-and-power plant 2 at distances of 0.5, 3.0, 11.2 km but are not transported outside 11.2 km. There are interlinks between accumulation of PAHs and other organic and inorganic pollutants. Concerning analyses of PAHs from snow cover, there exist certain territorial groups which allow for understanding pollution sources (fuel and energy complex, auto transport, coal mining). Indicating ratios of PAHs in snow cover of Vorkuta evidence their pyrogenic genesis.

Abstract:
The relevance of the study is due to the importance of digitalization of the country's fuel and energy complex. On the basis of archival data and a study of the assessments of leading experts, the author considers the problem of the decline in innovative activity in the fuel and energy complex (FEC) of the Russian Federation in the context of liberal reforms implemented in the 1990s. As a result of the analysis of documents, statistical data and other materials, it was proved that investment programs were cur-tailed, drilling in the oil and gas industry was reduced to a minimum, and social problems were growing. Particular attention is paid to identifying the reasons for the decline in innovative activity. The conclusion is made that the crisis situation in the fuel and energy complex, the lack of adequate funding has deprived scientists of the opportunity to develop at a level adequate to the requirements of the modern world energy market. The question is raised about the interaction of the heads of the fuel and energy complex with the central state bodies, which were increasingly complicated due to the increasing tax pressure. It is proved that in the conditions of a general crisis of non-payments, enterprises of the fuel and energy complex, having no free funds, practically stopped provisions to the fund for financing re-search and development work (R&D). The stake on the emergence of “effective managers”, attraction of foreign capital, and a system of unaddressed budgetary support for R&D has not justified itself. Import dependence grew, which has not yet been fully overcome.
