Abstract:
The article is devoted to the formation of controlling at the machine-building enterprises of Russia. The author’s interpretation of the concept of controlling as management of an enterprise is given. Controlling allows to provide an organizational and information basis for making managerial decisions aimed at the effective development of an enterprise in the conditions of dynamically changing factors of the external and internal environment. The necessity of introduction of controlling at machine-building enterprises is justified; the effects of controlling are given. Finally, methods for assessing the economic feasibility of introducing controlling at machine-building enterprises are given.

Abstract:
Most of the countries of the world strive to be committed to the Concept of Sustainable Development and develop their own national system for monitoring progress towards the implementation of the 17 global Sustainable Development Goals. In most cases, implementation is ensured through the national projects that have an infrastructure nature. At the same time, it is very appropriate to use the achievements of business organizations, primarily industrial enterprises, which include environmental and social goals as providing direct production activities. These goals and, accordingly, the indicators that evaluate them, reflect the process activity of the enterprise. The study shows the role of the project activity of the enterprise, which ensures the successful implementation of process goals within the functional direction (by the example of the environmental and social spheres of ensuring the production process of the enterprise). As a result of the analysis of the industrial enterprises standard reporting, indicators that meet the parameters of sustainable development approved in the Russian Federation, are identified. Recommendations are given for expanding the sustainable development goals that an industrial enterprise can meet in the framework of ensuring its production activities.

Introduction. The study found that in modern conditions, the development of scientific and methodological approach to assessing the risks of financial and economic activities in managing the competitiveness of machine-building enterprises is an urgent problem, the solution of which will increase the competitiveness of machine-building enterprises. The purpose of the paper is to develop a scientific and methodological approach to assessing the risks of financial and economic activities in managing the competitiveness of the machine-building enterprise. Results. Accounting for risks during the implementation of the production project for the production of machine-building products is one of the modern tools that accompany the process of effective use of key competencies to increase the competitiveness of machine-building enterprises. A scientific and methodological approach to assessing the risks of financial and economic activities in managing the competitiveness of the machine-building enterprise is proposed. Forecasting possible losses from the implementation of measures of the production project for the production of machine-building products will contribute to the effective accounting of risk factors and increase the level of economic stability during the implementation of the production project. Conclusions. The analysis of scientific publications on risk management at the enterprise and the development of scientific and methodological approach to risk assessment of financial and economic activities of machine-building enterprises. A scientific and methodological approach to assessing the risks of financial and economic activities in managing the competitiveness of the machine-building enterprise is proposed. Мeasures for timely forecasting and effective accounting of the probability of occurrence of risk factors will help maintain and increase the competitive advantages of the production project for the production of finished products of machine-building enterprises.

Abstract:
The paper considers the risk identification of inefficiency concerning 51 Ukrainian joint-stock companies of machine building in 2012–2017. The value added at factor cost (VA) is determined as the resulting indicator of production efficiency, which is a source of income of various social groups, so it contributes to combined efforts. To support advanced production and management technologies, rather than an extensive market capture, the multiplicative model of VA has been suggested with the VA share in output to assess the quality processes within the enterprise. Economic analysis of the annual public financial statements and the structural statistics were conducted to study proportion between the cost elements in sum of expenses with link to profit in net turnover for the main operating activity. As a result the models of two types of risk coefficient have been proposed. It has been verified by statistical analysis. Data were checked on submission to normal distribution law by Shapiro – Wilk test and homogeneity by coefficient of variation. With the help of nonparametric analysis of variance by Kruskal – Wallis test and Spearman rank correlation coefficients; it has been proved that risk groups differ from other enterprises and from each other statistically significantly. We conclude that 37% of the sample enterprises are risky; a third of this is the large and medium-sized companies. Advantages of the method in comparison with Ward clusterization were shown. When making decisions about resource allocation, it should be confirmed that the enterprise is risk-free according to algorithms provided. To improve situation it needs to apply sustainable development concept.

Machine-building enterprises have been proven to play the main role in ensuring the sustainable development of Ukraine’s machine-building industry, as the latter is the main component of Ukraine’s economic complex. The state and prospects of the further development of machine-building enterprises is an important research area dealing with the current transformation processes in Ukraine, as implementing innovations at machine-building enterprises is problematic due to the difficult financial and economic situation in the country. It is concluded that the scientific and methodological approach to assessing the sustainable development of machine-building enterprises covers the full range of the constantly changing financial and economic information, and takes into account all the possibilities for enterprise development, as the current situation, being characterized by rapid economic changes at machine-building enterprises, requires new methodological approaches to its studying. The suggested scientific and methodological approach should become that very tool in the strategic management system of an enterprise, which would take into account the existing objectives and, relying on the analysis of financial and economic situation and statistics data on the sustainable development of the enterprise, would allow timely adjustment of the entire management activity, as the main purpose of the approach is to identify, at the earliest possible time, the difference between the actual results of the sustainable development of enterprises and the forecasted ones; to identify the reasons that caused this difference; to suggest actions to properly adjust particular areas of financial and economic activity in order to normalize them and enhance the general enterprise development.

The purpose of the article is to study the impact of effective management of financial resources of agricultural machinery enterprises on the optimization of the use of enterprise resources to increase their competitiveness. Research methodology – in the process of research both general scientific methods (analysis, synthesis, concretization, classification) and special ones are used: system-structural and comparative researches, statistical-economic analysis. The scientific novelty lies in the substantiation of the importance of applying the system method to the management of financial resources of enterprises in this industry, which will increase the competitiveness of enterprises in domestic and foreign markets. The article considers the basics of financial resources management of agricultural machinery enterprises, identifies the stages of financial resources management. Difficult economic and political events in recent years have not escaped the field of agricultural engineering. Not only the business conditions of enterprises have changed, but also their number has decreased– the least competitive enterprises could not resist the influence of crisis factors and were forced to cease their activities, but such dynamics significantly limits Ukraine’s production potential and requires change due to active investment of inefficient enterprises. Conclusions. According to the results of the study, it is concluded that agricultural machinery under conditions of stable competition with the possibility of timely adaptation to changing market conditions, using the efficiency of financial resources management, is able to obtain strategic production stability and profitable sales. Rational organization and effective management of financial resources of an agricultural enterprise will have an impact on the financial and economic condition and competitive positions in the domestic and foreign markets of the enterprise during the management. The mechanism of management of the export potential of the machine-building enterprise on the principle of import substitution of the component of material costs is developed. This mechanism provides for the definition of export volumes of sales of products in value terms and reflects the interconnection of key production and economic indicators of the enterprise with the account of the needs of the external market in the context of implementation of measures of import substitution of material costs. The target function, which is a criterion for determining the limits of the level of import substitution of the component of material costs and the possibilities of creating a reserve of growth of the export potential of the machine-building enterprise based on increasing its competitiveness, is determined. It has been developed the model for determining the limitations of using the export potential of an enterprise with a view to minimize material costs when introducing measures for their import substitution, taking into account the pricing policy aimed at increasing the competitiveness of the enterprise. On the example of the results of the production and economic activity of the machine-building enterprise PJSC "Hydrosila" it is defined that the introduction of measures of import substitution of the component of material costs gives positive results in terms of improving the efficiency of the enterprise. It is proved by the relevant calculations for determining the "upper" and "lower" limits of the growth of profitability of sales. The developed mechanism for managing the export potential of a machine-building enterprise can be practically used in the economic activity of machine-building enterprises in order to find the optimal correlation between export sales volumes, production costs, material costs and profits.

In the absence of uniform and unified requirements for the assessment of industrial risks at an enterprise, the system approach remains the only tool for a comprehensive assessment of the workplace safety. Implementation of Occupational Safety and Health (OSH) system involves identifying, analyzing and reducing risks at the workplace. The purpose of the article is to calculate the minimum expenses for occupational safety measures and minimize production risks identified through the developed procedure for analyzing the hazards of the machine-building enterprise. The research methodology is based on the integrated use of qualitative and quantitative approaches to risk assessment, namely, structured assessment and integral assessment using the “rucksack problem” optimization model. The study identifies the risks that are most common and the most serious ones. The procedure of risk reduction is proposed, which is to determine the minimum costs for achieving each of the integral assessments for the machine-building enterprise. The practical value of work consists in the ability to directly apply the developed methodology for risk assessment at the enterprises of the machine-building industry, and to easily adapt the risk assessment procedure to other conditions.

The main purpose of marketing activities in the field of mechanical engineering is to generate marketing information in order to make decisions in the field of interaction of the subjects of the marketing system, as well as to support management decisions. Also, marketing activities in the field of mechanical engineering helps to reduce the impact of elements of uncertainty and risk in the production and marketing activities of the enterprise. The practice of foreign machine-building enterprises indicates that the achievement of significant results in the activity is possible only with a thorough study of the machine-building market, as well as competitors operating in it, their careful assessment and consideration of their experience in their own activities. Taking into account the above features of the marketing activities of machine-building enterprises can be one of the ways to increase the competitiveness of domestic machine-building enterprises in international markets. Systematizing and analyzing objective information about the state of the market of machine-building products, the company is able to independently develop recommendations for making specific management decisions and methods of their implementation, to achieve the end results of efficiency in the activities of its machine-building enterprise. Marketing analysis of the external environment of domestic machine-building enterprises indicates that there is a complex and complex problem of competitiveness of the machine-building complex of Ukraine in world markets. In general, we can say about the domestic engineering industry: it is technologically backward, institutionally underdeveloped, too vulnerable to public policy and market fluctuations in the world market. Ukrainian machine building requires a comprehensive formation and gradual implementation of the national strategy for the development of the machine building industry and ensuring the appropriate level of its competitiveness in international markets. This necessitates the search for ways and means that can facilitate the transition of domestic machine-building enterprises to a better condition. Consideration of practice, analysis of development trends of machine-building enterprises allows to improve the quality of strategic management decisions, which will in the long run increase the level of competitiveness and enter new markets for domestic machine-building enterprises.

The value of the logistics approach to management lies in the integration into a single chain of procurement, storage, production, transportation and marketing of finished products, namely the logistics system creation. The purpose of scientific research is to substantiate the essence of the reliability of the logistics system of the machine-building enterprise and to develop methods for its evaluation. The definitions “reliability of the logistics chain” and “reliability of the logistics system of the machine-building enterprise” are investigated and the terminology of the given definitions is generalized. Factors influencing the reliability of the logistics chain, namely: economic, organizational, technological and physical. A method for assessing the reliability of the logistics chain and logistics system of a machine-building enterprise is proposed. The components of reliability of the logistics system of the machine-building enterprise are formed – purchase of raw materials, storage of material resources, stock management, production of finished products, transportation, sale of finished products. The indicators which are a part of reliability of logistic system of the machine-building enterprise are offered. The essence of management of reliability of logistic system of the machine – building enterprise is defined and its algorithm is constructed. The most common methods of increasing the reliability of supply chains (logistics systems) are systematized. Measures to improve the reliability of the logistics system of the machine-building enterprise are presented. The reliability of the logistics system of a machine-building enterprise is an indicator of the ability of the system to maintain its properties at a given level for a certain period of time under established operating conditions. To increase the reliability of the logistics system of the machine-building enterprise, it is necessary to identify “weak” links in the system that require identification of reserves and their use, which will increase the logistics system reliability of the machine-building enterprise as a whole.

The purpose of this article is to improve the mechanism of economic security of enterprise`s strategic interests on example of machine-building enterprises of Ukraine. It is substantiated in article that existing and described in the literature mechanisms for ensuring strategic economic security have omissions. It is related with retrospective analysis of hazards (threats) and focus on resource provision. The article relations nonlinearity between level / state of economic security and results of its provision and management, provoked by influence of business environment factors beyond control of enterprise, is determined. It is proposed, in contrast to the approaches existing in the literature, to define mechanism of economic security of strategic interests as vision of dangers / threats and opportunities in future flow of events, which forms information basis for developing and implementing integrated set of management actions aimed at achieving and maintaining desired level (state) of economic security in long run. The subject of our research is the process of selecting a supplier of material resources to machine-building enterprises. The aim of this work is to identify factors that improve the process of supplier selection of material resources to large enterprises. Testing this model is made on the example of the “KRANEKS” machinebuilding enterprise. The methodological basis of the scientific research is work in the fields of systems analysis, management accounting, and econometrics. As a result of the research, a methodology and estimation algorithm of suppliers was developed, as well as a hierarchical model of fuzzy inference to supplier evaluation. These developments are mainly aimed at supporting decision making in choosing the best provider for a machine-building enterprise. These developments mainly focused on decision support in choosing the best provider for an engineering enterprise whose list of material resources runs into the thousands. They are aimed at improving the efficiency of administrative decisions in the supplier selection process of machine-building enterprises and improving the work process of their purchasing departments.

Abstract:
The article presents new strategic initiatives for improving the efficiency of the machine-building enterprises, which are the basis for the strategic improvement of the overall efficiency of the machine-building enterprises, and the main ones of them are analytical procedures, the specific methods of which depend on the strategic and financial attractiveness of the industries developed by the enterprises. It is proved that managers should constantly study the corporate business portfolio and provide conclusions based on the single indicators: the number of enterprise divisions in attractive industries, the number of units in mature and stagnant industries; reduction of indicators that can negatively affect the overall productivity of the enterprise; the units dependence on factors of seasonality and periodicity, on the appearance of new technologies; the number of uncertain prospects; strategic match between the divisions of the enterprise; availability of portfolios of unnecessary units; resource matching between divisions. Managers have to carry out a qualitative analysis of the business portfolio, restructure the portfolio, and constantly review the resource allocation policy. It has been revealed that the analysis of strategic and financial attractiveness of corporate business portfolio should indicate whether the company is able to achieve the planned indicators in the current composition and resource base. Enterprise strategy changes are not required in case this analysis is confirmed. The measures to be taken in case of the threat of reduced efficiency have been developed. It has been established that in order the corporate culture at the machine-building enterprises were effective, it is necessary to implement the strategy of the machine-building enterprises, which consists of six strategy blocks. It has been established that in order for the proposed strategy to work at the machine-building enterprises, it must be in line with the principles of developing a successful strategy. As a result of the research, the principles of a successful strategy have been formulated.

Abstract:
Purpose. To develop a methodological approach to assessing the level of sustainable development of a machine-building enterprise. Methodology. To achieve this goal, a set of general scientific and special methods was used: induction and deduction, logical generalization, system analysis and formalization of complex structures, economic and mathematical modeling. Findings. A methodical approach to assessing the level of the enterprises sustainable development is proposed, which involves determining the integrated indicators of development of its subsystems, the overall integrated and four-dimensional indicator of sustainable development. On the basis of integrated indicators of economic, environmental, social and energy development, calculated using BSC-model indicators, a four-dimensional indicator of the level of the enterprises sustainable development is formed, for which it is necessary to compare the degree of achievement of the goals of sustainable development of the enterprise with the previous year. This indicator allows determining further scenarios of enterprise development in accordance with the feasibility of attracting new resources and redistributing them between subsystems. This methodological approach was tried at a machine-building enterprise; the results obtained allowed us to conclude that in 2020 it was possible to achieve more goals of sustainable development in the economic and energy subsystems. The value of the integrated indicator points to a more sustainable development of the enterprise in 2020 than in 2019, the growth of the integrated indicator of sustainable development of the enterprise is due to the economic and energy subsystems. Originality. The methodical approach to the complex assessment of the sustainable development level of machine-building enterprises is improved on the basis of the developed integrated indicators of economic, ecological, social and energy development, which, unlike the existing ones, allows determining the degree of achievement of goals for each subsystem of sustainable development; identifying ways of resources redistribution between the sustainable development subsystems on the basis of a four-dimensional indicator of the sustainable development level in order to use them most effectively; outlining priorities for further development. Practical value. The use of the proposed approach will give companies the opportunity to determine the degree of achievement of goals for each sustainable development subsystem, ways to redistribute resources between them in order to most effectively use them, to form scenarios for further development of machine-building enterprises.

Abstract:
The purpose of the article is to study the management of production potential of machine-building enterprises in the Kharkiv region, 9 enterprises were analyzed and their production indicators were studied. The effectiveness of the production potential is characterized by production, technological, financial and innovative components. It should be noted that since the production potential is a component of the economic potential of the enterprise, the structure presented in Fig. 1 is quite conditional. If we consider the production potential from this point of view, then, for example, its innovative component is inextricably linked with the innovative potential, and the financial component – with the financial potential. Sustainable development and competitiveness of an industrial enterprise depends on the level of production potential, which is the foundation of production activity. The production potential of an industrial enterprise is a complex, dynamic and stochastic system consisting of a number of interconnected components. At the legislative level, an attempt has been made to build a single model of an integrated indicator of the financial condition of large, medium and small enterprises. According to the approved IFI Procedure for assessing the financial condition of a potential beneficiary of an investment project, the level of financial condition of the enterprise is determined depending on the value of the integrated indicator, which allows the classification of enterprises in the industry or region. At the same time, questions about the structure of innovation potential remain controversial in the scientific literature. The development of an integrated module for the assessment of production potential is the first stage of the presented methodological approach. The next step is to improve the information subsystem of monitoring the financial and economic activity of industrial enterprises, which in turn is an integral part of the IT system of enterprise management. At this stage, it is necessary to develop software that provides analysis and comprehensive assessment of production capacity. After integrating the software module with IS monitoring, we have to test the software using the collected database on the financial and economic activity of the enterprise. Comparing the results of the assessment with the assessment from the analytical reports of independent experts will allow to determine the level of adequacy of the presented model and software. Methodology. The analysis was conducted on the basis of financial statements of enterprises of the machine-building industry of Kharkiv region for the period 2018, 2019, 2020. Results of the study show that the enterprises of the machine-building industry have low indicators of production potential, so enterprises need to change the strategy in the market to improve production capacity to increase competitiveness and improve. Practical implications. Given that companies have lost traditional markets in recent years and products are not in high demand in European markets, it is necessary to develop ways to improve the management of the potential of machine-building enterprises, seek new markets and strengthen cooperation with international companies. Value/originality. The study will help the management of enterprises to more effectively manage the enterprise and improve their production capacity.

Abstract:
The article deals with the issues of improving the efficiency of production and logistics systems (PLS) of machine-building enterprises through the joint use of MES/APS systems and simulation systems for verification of production plans and decision support. The possibility of using the PlantTwin simulation system on the example of a small machine- building enterprise is considered. Simulation of the operation of the enterprise’s PLS when performing a given production program is performed. Based on the results of simulation modeling, a number of organizational and technological proposals and recommendations for improving the efficiency of the enterprise’s PLS were formed. The proposed solutions were verified by making changes to the simulation scenario and obtaining new results showing their effectiveness.

Introduction. The aim of this work is to develop the main guidelines of project and operations management at machine-building enterprises. Materials and Methods. The authors reviewed the state of application of the project and operations management of machine-building production in the automated mode. The review showed the complexity of its application due to a large number of factors, which must be taken into account when implementing. An approach was developed that allows solving the task using the automation of analysis processes and decision-making in production management. Results. The article establishes the main guidelines of the project and operations management, aimed at increasing productivity and reducing production costs based on modeling the state of production environment. It also defines the requirements for the model. A prognostic time model for forecasting the state of the enterprise production system has been developed. Conclusions.The tasks have been solved in this article allow increasing the level of automation of the processes of project and operations management of the enterprise in the conditions of quick-change production. The implementation of the developed approach to project and operations management of the enterprise will allow streamlining the launch of products with a reduction in the amount of work in progress and increasing the productivity of output. Abstract:
Determining the level of financial and economic security of an enterprise allows assessing the real possibilities to confront internal and external challenges and defining the potential for future development. To develop proposals on assessing this level, the study uses data on machine-building enterprises of Zaporizhzhia region (Ukraine) and applies integral method, regression analysis and normalization. The expert evaluation method was used to form the system of key parameters. The experts were economists, the accounting departments’ and the economic security departments’ members of the studied enterprises. The experts selected six indices that they consider to be the most representative of the financial and economic security of an enterprise. These parameters were used to calculate the integral indicator of the level of financial and economic security of enterprises. Harrington’s approach was used to group enterprises according to their level of financial and economic security (very high, high, steady, satisfactory and unsatisfactory). The calculations have shown that the integral indicator of financial and economic security of the enterprises of Zaporizhzhia region ranged from 0.32 to 0.66 for the period 2014–2018. It was justified that along with the support of financial stability, solvency, business activity, profitability, investment attractiveness and innovativeness and absent sharp changes in the environment, the level of financial and economic security of machine builders will increase from 0.4 to 11.9%. Practical implementation of the mentioned task is possible owing to economic and mathematic model to plan costs for innovatively active enterprises production, which preconditions urgency of the given research. Besides the tools investigation is also urgent and it allows to foresee future expenses amounts for sales, demand for production and profit of the innovatively active industrial enterprise, behavior in future depending on market situation. The article deals with scientific and methodic approach to optimize distribution expenses of the innovatively active industrial enterprises in Ukraine. Economic and mathematic modeling methods allowed to formalize models to plan distribution expenses of innovatively active enterprise, demand and profits, that is prerequisite to form prognostications by proper directions. Abstract:
The research findings have identified that in the context of modern global realia, the fundamental principles of building innovative support framework for sustainable development of machine-building enterprises are undergoing drastic structural changes. Among the key drivers boosting the transformation of financial relations at the microlevel are the new imperatives of information and innovation economy as well as the processes of globalization and knowledge economy. Each component of the innovative support framework to ensure sustainable development of machine-building enterprises is viewed as a specifically organized set of structural elements (architectonics) together making a whole. It is argued that the characteristics of the system cannot be reduced to the properties of its individual elements in which management functions are embedded. It has been verified that machine-building enterprises should actively implement an innovative support framework to ensure their sustainable development, which is created with an ultimate goal – to attain the performance efficiency, maintain sustainable development and keep the enterprise functional capacity over time. This is partially achieved by differentiation of the main managers’ functions and responsibilities at different management levels. The transition to a new hierarchy level translates into changes in the scope of tasks, the complexity of the functions performed, the degree of responsibility, strategic decisions made, and access to innovative information. The architectonics and structuring of the innovative support framework to ensure sustainable development of machine-building enterprises as a logical combination of management levels (the hierarchy) and the functional areas (management system) should be organized in such a way as to attain the enterprise goals most effectively. From this perspective, management is seen as a set of individual functions, proper implementation of which contributes to gaining sustainable development management effectiveness. It has been emphasized that overcoming the challenges of multivector dimensions in making managerial decisions is often accompanied by radical reorganization of enterprise management through effective application of a management modifying function in the system of building innovative support for ensuring sustainable development of machine-building enterprises.

Abstract:
“Sevmash” is one of the biggest Russian shipbuilding enterprises. Its capacity enables high-tech and knowledge-intensive projects to be fulfilled, such as manufacturing of spent nuclear fuel containers, building of modern nuclear-powered submarines (NPS) and marine engineering structures. The enterprise has mastered manufacturing of offshore platforms for oil and gas field development in the Arctic. Now “Sevmash” continues construction of nuclear strategic and multi-purpose submarines of the fourth generation “Borey” and “Yasen”. The article deals with the formation and development of non-destructive testing services from its beginning to the present day. Since 1950s, the radiography of hull structures welded seams and pipelines joints was the main testing method. In 1970s construction of new generation nuclear submarines began; it was necessary to create gamma flaw detectors of new design and they were created within 15 years. Besides in 1970s the active period began for development of ultrasonic testing instruments. In 1970s–1990s, concurrently with radiographic and ultrasonic techniques, testing of welds during the welding process with an acoustic emission method was carried out. In 1990s magnetic particle inspection of welded joints, radiation monitoring, leakage testing with the use of helium leak detectors and vacuum chambers had been extensively developed. The bubble vacuum method of welded connections testing was widely used in the process of repair and re-equipment of surface crafts. Today “Sevmash” actively re-equips its production facilities. It gives “Sevmash” the opportunity to built ships that meet the highest demands.

The article is aimed at analyzing the external operational environment of machine-building enterprises in the context of economic security and identifying the prerequisites for motivational management of the economic security of enterprise. Nowadays, effective management of the economic security of enterprise is one of the established imperatives that provide for the sustainable development and protection of the enterprise’s interests in the face of the contemporary challenges. Industrial enterprises operate in conditions of constant uncertainty and variability, which contributes to the search for effective instruments to ensure the proper level of protection of economic interests of a particular economic entity and industry in general. The article analyzes some indicators of activity of enterprises of machine-building industry of Ukraine. It is concluded that, despite the reduction of indicators such as the share of the processing industry in the GDP of the country, the number of employed people in the enterprises of the industry and the number of enterprises, along with the other, equally important indicators, show growth. First of all, it’s a question of the growth of sales volumes, net profit and profitability, which indicates the existing potential of the industry to implement the motivational management of economic security, because it provides not only for satisfying interests of the owners of enterprises, but also of all elements of the economic security system. Prospects for further research in this direction are the definition of the main elements, stages and methods of implementation of motivational management of economic security at machine-building enterprises.

Abstract:
This article is devoted to the problems of the organizational structure optimization by the method of Value Analysis (VA). The analysis of the control system is of particular relevance in modern conditions. The purpose of this article is to adapt the Value Analysis to the management structure with the possibility of increasing efficiency. VA is a universal and highly effective method for optimizing parameters and other design, technological, organizational, economic characteristics of products, works and services. The hypothesis of the possibility of applying the Value Analysis to the organization of the enterprise subdivision work is considered. The article examines the VA tools using the example of an enterprise's repair service. An organizational structural-element model of the object is being built. Decomposition of functions is carried out. According to the level criterion, the functions are classified into main and auxiliary ones. The significance and functional costs are determined. A functional-cost diagram is constructed, which allows highlighting the functions with the greatest deviations that need to be improved. The VA stages are accompanied by graphical illustrations and tables which allow us to clearly demonstrate the logic of the method application to the work of the enterprise division. As a result, the optimal concept of the organization of the machine-building enterprise structural unit is formed.

Abstract:
The article discusses application of system analysis to identify and solve the problems of energy efficiency of machine-building enterprises. The increase in the efficiency of a machine-building enterprise is influenced by many factors, among which tariffs and prices for energy services have a significant impact. The increase in tariffs for these services has a direct impact on the increase in cost. Energy efficiency objectives also include: high energy capacity of products; insufficient efficiency of generation, transportation and distribution of energy resources; low reliability of power supply; insufficient volume or low reliability of information on the energy infrastructure operation. As a result of the system analysis, directions have been identified that enable one to increase energy efficiency, which leads to a decrease in the cost of production, and, consequently, to an increase in the profit of the enterprise. Directions for increasing the energy efficiency of machine-building enterprises can be identified as a result of system studies of the activities of all divisions of the main, auxiliary and service industries. The greatest effect from energy-saving measures is achieved in the process of rational energy consumption, which is advisable to implement at machine-building enterprises. Reduced production output caused by the global economic crisis that began in 2008 and the impact of the 2020-2021 pandemic have resulted in the equipment operation at reduced loads and in off-design modes, which in turn has led to the auxiliary equipment consuming almost the same amount of energy as at nominal performance. This circumstance leads to an increase in costs. A mathematical model has been developed, in which a machine-building enterprise is considered as a set of functional elements and components with a hierarchical structure of connections between them, described in the form of a ‘6-tuple’.

Abstract:
The article considers the stage process of a machine-building enterprise modernization management, the enterprise being a part of an integrated corporate structure, in response to the demand for an economic and technological breakthrough. The topicality of the study is determined by the problems of technical and process design renewal of the Russian industry, the lack of investment support of modernization programs in the production sector, and the development of new forms of public demand typical for the innovative economy. The authors have substantiated the role of economic integration processes in the development and modernization of machine-building enterprises based on the synergetic paradigm. The paper identifies and characterizes the stages of modernization management processes taking into account the mission and strategic goals of the enterprise development. The research has covered theoretical and methodological works of domestic and foreign scientists on the problems of economic integration and best practices of creating big integrated corporate structures. Modernization is considered as a set of measures aimed at improving the production and economic activities of enterprises participating in integrated corporate structures in order to ensure sustainable economic efficiency. Moreover, the paper identifies the factors preventing the sustainable development of domestic machine-building industry. A number of problems facing machine-building enterprises during the crisis period can be successfully overcome by them within the frame of integrated corporate structures which are entrusted with a leading role in the development and modernization of the machine-building complex. Among other things, the formation of such structures is aimed at the innovative development and creation of various types of knowledge-intensive industries with greater value added. The paper presents the mechanism for managing the modernization of enterprises within the frame of integrated corporate structures. Priority areas of investments in the implementation of modernization projects are proposed to be determined not only on the basis of the expected economic effect, but also taking into account the potential of the entities under modernization. The approach proposed by the author for managing the modernization of the enterprise within the frame of integrated corporate structures can be used both at the enterprises of the machine-building industry and the industrial complex as a whole in the context of improving the efficiency of the management system. The practical implementation of modernization measures will enhance the competitiveness of enterprises, increase their investment attractiveness and switch them to a higher level of economic sustainability with a focus on achieving the maximum impact in all spheres of activity.

Each of the areas under consideration has its own aspects of analysis and indicators. The definitions of the proposed directions have been given, the need for their joint use in determining the reliability of the enterprise has been substantiated. The main content of the study is to analyze each component of the reliability of the enterprise, the proposed system of indicators that determine them, as well as the most favorable trends in the last time to improve the status and reliability of the enterprise. According to the results of the conducted research, the conclusion about the necessity of development of methods of reliability evaluation of engineering enterprises through the levels to create the structure of sectoral development opportunities has been made.

This article summarizes the scientific approaches to improving the quality of relations between the enterprise and business partners in preparation for the release and production of new products in today's economic realities. The study's main purpose is to substantiate and develop a methodological approach for determining effective relationship models between enterprises and business partners to prepare and produce new products. The article presents a developed four-stage methodological approach. The first stage of the study presents an analysis of existing approaches to forming relationships between the enterprise and business-business partners to prepare and produce new products. In the second stage, factual data on machine-building industry enterprises' functioning were collected to determine the effectiveness of cooperation and success, which are the key components that improve the quality of relations between the enterprise and business partners in preparing new products. At the third stage, partners' priority was determined to characterize the quality of the relationship between machine-building enterprises and business-business partners. The fourth stage determined the relationship between the qualitative levels of business partners' priority and appropriate relationship models to prepare and produce new products. The study used expert methods, multidimensional factor analysis, additive convolution method, structural-logical method, graphical method. A survey of enterprise representatives was conducted to assess the effectiveness of cooperation on 12 surveyed machine-building enterprises. Partial indicators were identified and substantiated by multidimensional factor analysis, generalized for making decisions about business partner enterprises' existing opportunities to prepare and produce new products. Based on the calculation of the integrated indicator, partners' priority was determined. That characterized the quality of relations between machine-building enterprises and business-business partners in preparing and producing new products. According to the Harrington scale specified for the economic conditions of Ukraine, the qualitative levels of partner companies' priority were determined. The proposed effective models of relationships for preparing and producing new products are put in line with them. The study results could improve the quality and validity of the formation and maintenance of relationships between enterprises and business partners in preparing and producing new products.

The article discusses the features of the enterprise management strategy of the engineering industry on the example of JSC “Vostokmashzavod”. As a result of the research, the need for the formation and implementation of an enterprise management strategy in the conditions of increased competition in the machine-building industry market, which is due to the globalization of the economy, has been substantiated. The entry of the foreign market of innovative technologies into the domestic market of mechanical engineering requires a rethinking of the tools used and management approaches to the activities and management strategies of modern enterprises in the engineering industry. In this regard, the necessity of regulating the engineering industry in the economy of Kazakhstan and ensuring its sustainable development, taking into account innovative processes based on digital technologies, is substantiated.To concretize the study, an analysis of the financial and economic indicators of JSC “Vostokmashzavod” was carried out, which reflects the specifics of the production activities of enterprises in the engineering industry. At the same time, the strengths and weaknesses of the current management strategy were assessed according to four integral indicators: organization, production, finance and marketing, which determined the opportunities and risks of the enterprise, its short-term strategic directions were determined and justified. The strengths and weaknesses of the object under study are compared with the capabilities of the enterprise in order to rank the necessary measures for making managerial decisions.To identify the effectiveness of strategic management, the payback periods, net present value and profitability indices of the innovative project presented in the paper to provide the enterprise with new equipment and its impact on strategic management in the context of restrictions introduced as a result of COVID–19 were calculated. Based on the results of the study, recommendations were developed on the development of a strategy for the development of large business entities.

Human capital is a key factor in the success of any enterprise. Since human capital, like other types of capital, is prone to exposure to various types of risk and an important task of any enterprise is to assess the level of human capital. This paper proposes the author’s approach to the formation of the structural components of human capital. Its structure included three sets of indicators that characterize educational, intellectual and physical capital. Also, a methodological approach is proposed to evaluate the human capital level of machine-building enterprises, which consists of three interrelated stages. The methodological approach is based on a point evaluation of the indicators included in the human capital structure based on the questionnaire (polling) of the personnel of the analyzed machine-building enterprises. The assessment of the level of human capital was carried out separately for two groups of workers. It is established that the total value of the integral index of human capital corresponds to the average level for all examined enterprises and ranges from 0,463 to 0,585. It has been found that the personnel at the machine-building enterprises have a great potential for development and a high propensity for change. The advantage of human capital assessment on the basis of its structural components is the ability to determine the optimal need for human resources and forecast the cost of supporting and developing human capital.

The article discusses the issues of sustainability assessment of the economic development of machine-building enterprises in the development of industry competition and many influential environmental factors. There is the need for an integrated approach to the problem of sustainability on the basis of development analysis: resource base of production; performance results; efficient use of economic potential, and balanced economic growth. The levels of sustainability of the economic development of enterprises and their features are considered. To determine the level of sustainability of the economic development of enterprises, methods of expert point estimates are used, which have sufficient ease of function and adequacy of the findings. For each area of the study, system of indicators, limits of change of each indicator involved in the calculations, and principles of aggregating them into a comprehensive assessment are substantiated. The development of the enterprise cannot be assessed in one of the directions, since this imbalances the work of the enterprise. Many factors are analyzed that allow each manufacturer to determine key areas and develop plans that contribute to increasing the level of business activity and sustainable development in the industry environment.
