Abstract:
This article is devoted to the complex formation of relevant scientific thought about the essence, as well as the purpose of the transfer and relocation of employees in accordance with the norms of the current labor legislation of Ukraine. In the process of analyzing the current labor legislation, the author, taking into account the main current scientific approaches to understanding “transfer of employees” and “relocation of employees”, establishes that the main goal of “transfer of employees” is manifested in the rationalization of the use of labor resources at the enterprise (in an institution, organization), and the derived purpose of this personnel procedure is associated with individual (situational) manifestations of rationalization of the use of labor resources at the enterprise (in an institution, organization). The implementation of the “relocation of employees” is aimed at production and management (purely production, organizational, economic) rationalization of the use of hired employees by the employer at workplaces that are created at the enterprise (in an institution, organization), in specific conditions of the current needs of the production process. In the process of analyzing the purpose of transferring and relocation employees, it is proved that these personnel procedures are: equally aimed at the optimal use of labor resources by the employer; objectify the purpose and social significance of the production function of labor law, which is also adjusted by the social function of this branch of law. A comprehensive analysis of the purpose of the transfer and relocation of employees allows us to come to the conclusion that they are personnel procedures of a special sectoral legal regime – an integral legal regime for the transfer and relocation of employees. This legal regime is the order of legal regulation of the regime of rational use by the employer of the labor potential of employees (within the framework of industrial relations) through their “movement” (permutations in space, in forms of employment, in a set of responsibilities) without prejudice to ensuring the basis of workers' freedom of work and the harmonious stability of labor relations between employees and employers.

Abstract:
At present, the problem of employment of the population still occupies one of the first places in the social policy and economy of both individual constituent entities of the Russian Federation and the country as a whole. The scientific novelty of the work is associated with the study of an urgent and requiring constant improvement of the development of the problem and methodological foundations of unemployment and employment in relation to the Russian Federation and the innovative economy. The article offers recommendations for improving the regulation of employment and the labor market at the appropriate levels. The conclusion is made that only well-coordinated work of all parties of social partnership will make it possible to successfully solve problems in the sphere of labor and employment of the population, thereby ensuring social stability in the constituent entities of the Russian Federation and in Russia as a whole.

Abstract:
In this scientific paper we have presented how the European Integration process gives results so that the level of economic development is approximately comparable between different countries. The economic structure should be, if possible, the complementary structure of production and the market between different countries. The basic economic goals are to advance the development of economic activities between member states, the permanent and balanced expansion of the economy, greater economic stability and the improvement of living standards and the strengthening of economic relations between member states. The realization of the set goals is realized through: elimination of barriers and ensuring the free movement of labor, the circulation of capital and services, the establishment of a common customs tariff for EEC countries. It is considered that the reform in accordance with the standards of the European Union, is one of the most effective measures for the acceleration and successful transition of the transition process and individually advancement in the process of European integration.

Abstract:
On the basis of the systematic theoretical and legal analysis of scientific researches and the current legislation the legal nature of insurance which is caused by three key approaches – economic, material and legal is investigated. The economic essence of insurance is expressed through the category of monetary funds needed to cover unforeseen needs of society; the material nature of insurance is disclosed through the category of monetary funds, which are used to compensate for damage caused by natural disasters and unforeseen circumstances; the legal content of insurance is manifested through a set of rules governing economic relations related to the protection of the legitimate interests of individuals and legal entities, public entities. It is noted that insurance has all the main functions of the category of finance in financial law but in certain specific manifestations. It is stated that insurance is a complex legal institution, which includes the rules of constitutional, civil, financial, administrative, labor law, social security law, and legal relations arising in connection with insurance, which are public and private law. Imperative norms of the field of financial law have priority in the regulation of public relations, formed in the organization of insurance, implementation of compulsory insurance, licensing of insurance entities, ensuring financial stability and solvency of insurers, on the reorganization of insurance companies, in the National Bank Ukraine's regulatory powers in the areas of insurance control and insurance supervision.

Abstract:
The article examines transformation of the legal regulation of flexible working hours, home-based work and teleworking in Ukraine in the context of the experience of foreign countries during the COVID-19 pandemic. It is investigated that under quarantine conditions the application of these forms of labour organization has increased and their legislative regulation in Ukraine and foreign countries has improved. Currently, in Ukraine flexible working hours are applied not only to employees who work under an employment contract, but also to government employees. The legal regulation of home-based work and teleworking has undergone some transformations from their initial identification to the subsequent differentiation. Legislative consolidation of teleworking has led to the establishment of a new institution, namely the right to disconnect (the period of free time of the employee who works remotely). Comparative characteristics of flexible working hours, home-based work and teleworking according to the laws of Ukraine are identified. It has been found that the legalization of non-traditional forms of labour organization including flexible working hours, home-based work and teleworking under quarantine conditions has allowed maintaining the stability of labour relations, ensuring social distance of workers and reducing the morbidity level during the COVID-19 pandemic.

Abstract:
This paper presents the idea of the Job Guarantee (JG), which is a logical extension of the paradigm of a tax-driven fiat currency. The JG involves the government offering a public purpose-oriented job with a fixed hourly wage and job benefits to anyone willing to work. The JG as a bottom-up approach is locally administered but federally funded. As the analytical lens of MMT reveals, a monetarily sovereign government is always able to provide the spending required. Macroeconomically, the JG works as an automatic countercyclical stabilizer and an excellent tool for aggregated demand management, ensuring the economy is continuously operating at full capacity. On top, the JG uses an employed buffer stock approach as a superior means to maintain price stability. Next to its favourable macroeconomic impacts, the JG offers many social benefits, particularly related to continuous employment, working conditions in the private sector, power relations in the labour market and democracy. While the JG and Universal Basic Income (UBI) are often discussed as comparable, competing policy proposals, the JG addresses more macroeconomic and social issues than the UBI does. This paper concludes that the JG qualifies for being the single most effective policy in order to drive the economy towards continuous full employment and price stability while realizing additional social benefits.

Abstract:
In this article, the author revealed that in the modern world, national states function in conditions of high uncertainty, disequilibrium and risk, which increases the relevance and role of the security component in public administration. It is established that ensuring economic security is one of the fundamental criteria for the effectiveness of the state as a subject of social relations, since in the economic system a necessary material basis is created for the social and demographic development of the country. In turn, it is clarified that the social and demographic spheres are critically important for economic development as sources of reproduction of human and social capital. Based on the results of the analysis of data from international indices that reflect Ukraine’s economic position among the countries of the world, it has been clarified and proven that the influence of the main instruments of state regulation on the country’s economic security is positive in the sphere of education and vocational training and negative in the areas of the labor market, freedom of business, health and security.The state has a low level of stability, which is most influenced by indicators of the social state of society and cohesion policy related to the functioning of the security apparatus, the presence of a split in the elite in society, social policies for vulnerable groups, in particular internally displaced persons, external intervention. In general, the influence of the main instruments of state regulation on the economic security of the country can be considered positive in the sphere of education and training and negative in the labor market, freedom of business, health and safety.Existing international databases allow only relative dynamic characteristics of the influence of state regulation instruments on economic security in the social and demographic spheres. Taking this into account, the prospects for further scientific research encompass the development of theoretical and methodological bases for assessing the impact of certain instruments of state regulation of economic security in the social and demographic spheres for the benefit of society and economic growth.

Дисертацію присвячено комплексному та ґрунтовному аналізу сутності і проблем правового регулювання забезпечення стабільності трудових правовідносин в Україні. У роботі з’ясовано особливості статики та динаміки трудових правовідносин та охарактеризовано генезис, сутність і соціально-правове значення забезпечення стабільності трудових правовідносин. Розкрито міру узгодження засади стабільності трудових правовідносин із принципами трудового права. Надано комплексну концептуальну характеристику правового механізму забезпечення стабільності трудових правовідносин, а саме розкрито його поняття, ознаки та значення. Проаналізовано систему нормативно-правових актів, якими регулюється функціонування цього механізму, а також оцінено достатність такого правового регулювання. З’ясовано структуру правового механізму забезпечення стабільності трудових правовідносин та сутнісний зміст права на стабільні трудові правовідносини, актуальні форми захисту цього права. Виокремлено проблемні аспекти забезпечення стабільності трудових правовідносин в Україні у контексті поширення атипової форми зайнятості, змін в організації виробництва і праці, рейдерства, умов дії режиму запобігання поширенню інфекційних хвороб. Окреслено теоретичні та практичні проблеми належного функціонування правового механізму забезпечення стабільності трудових правовідносин в Україні. Визначено основні шляхи вирішення проблем функціонування правового механізму забезпечення стабільності трудових правовідносин в Україні. The dissertation is devoted to the complex and thorough analysis of essence and problems of legal regulation of maintenance of stability of labor legal relations in Ukraine. The peculiarities of the statics and dynamics of labor relations are clarified and the genesis, essence and social and legal significance of ensuring the stability of labor relations are characterized. The degree of harmonization of the principles of stability of labor relations with the principles of labor law is revealed. The complex conceptual characteristic of the legal mechanism of maintenance of stability of labor legal relations is given, and its concept, signs and value are revealed. The system of normative-legal acts regulating the functioning of this mechanism is analyzed, and also the sufficiency of such legal regulation is estimated. The structure of the legal mechanism for ensuring the stability of labor relations, as well as the essential content of the right to stable labor relations, the current forms of protection of this right. The problematic aspects of ensuring the stability of labor relations in Ukraine in the context of: the spread of atypical forms of employment; changes in the organization of production and labor; raids; conditions of the regime of prevention of infectious diseases. Theoretical and practical problems of proper functioning of the legal mechanism to ensure the stability of labor relations in Ukraine are outlined. The main ways to solve the problems of the legal mechanism of ensuring the stability of labor relations in Ukraine are identified.

Abstract:
During writing of this work, I focused on the nature and consequences of organizational changes done by employer, that affect labor relations, especially their stability. At the same time, I tried to emphasize the importance of balancing the stability and flexibility of these relationships, which is mainly due to the fact that I supplement my opinion on the balance of these contradictory aspects in the description of the legislation related to the issue. Given that organizational changes affect the weaker side of labor relations, employee, more significantly, I focused on his position in these evaluations. The key role in the interpretation of legislation of organizational changes and related institutes have courts through judgments, that often have to fill gaps that arise mainly due to variability of cases that may occur in practise. The main finding is that the Czech legal regulation of organizational changes provides, in the vast majority od cases, enough freedom to implement the will of both the employer and the employee, as well as largely adheres to one of the main principles of labor laq, protection of employee status. However, some institutes do not fully match the current needs of labor relations and somentimes even the requirements of the European Union. Therefore, we can only believe...

Periphrasis has a striking role in the Australian (non-Pama-Nyungan) language Dalabon, where it helps to maintain the paradigm structure, and at the same time reshapes the paradigm by adding new categories. The key area concerns divalent prefixal marking in verbs, which has been used as evidence in establishing genetic relatedness of non-Pama-Nyungan languages. In Dalabon, there is a set of prefixes to mark subject-object relations for singular objects. The non-singular objects, however, are coded by preverbal pronouns and this chapter demonstrates the true periphrastic nature of this construction. Dalabon is also viewed in the context of other languages of the family, and this allows us to establish the systemic functions of periphrasis, that of ensuring stability of divalent marking in the paradigm, and that of enlarging the paradigm. More generally, then, the Dalabon data provide new evidence of how morphological paradigms behave in the context of change and renewal.

Chapter 5 explores the Histadrut’s continued hegemony, its friendly ties with the political establishment and large employers, and the special status it is granted by the labor courts. The chapter analyzes the dispute between the Histadrut and Koach Laovdim in which the High Court ruled in the Histadrut’s favor, preferring labor relations stability over worker voice and influence. Workers are frustrated with the Histadrut’s autocratic leadership, but also aware of the benefits of its power, and many choose to remain within it. Nonetheless, there are signs of change: demands for increased union democracy, as well as the shock of being rejected by the social protest movement, have goaded the Histadrut into taking a more active part in unionizing and seeking high-level agreements. However, the chapter also discusses the possible contradiction between the partnership and organizing approaches to union revitalization which may undermine the Histadrut’s attempts to regain its political power.

Abstract:
The new social reality puts issues related to the welfare state on the political agenda primarily in 3 main contexts. That is the formation of a new model of governance based on the principles of efficiency and participation, expanding the possibility of citizens’ influence on current and strategic policy; transforming the sphere of labor and employment; changing the system of social support for citizens and ensuring their socio- economic and political rights. The activity of social networks around the state is not an indicator of its social effectiveness, since the situation does not change fundamentally. The struggle of diff erentpolitical, social and economic groups unfolds around the state. Meanwhile, in modern world the state must play a new role in accordance with the new reality in order to support democratization of political relations, maximize results of social interactions and minimize conflicts. Digitalization produces internal effects of modernization of the welfare state. Network and remote management of the welfare sphere is being developed, which can streamline and optimize development everywhere, including Russia. In the new reality the tasks of social policy are changing, but in many respects they remain the same. Poverty does not disappear, it transforms and expands. The uncertainty is increasing. Obviously, a civilized and moral society cannot afford to abandon the universal character of social policy, since it has become an important factor in solving social and other problems. The issue of improving the quality of human capital comes to the fore, as well as improving the system of vocational training, because competition is becoming more acute in all major areas, including labor and employment. Therefore, a social development model is needed that rejects the primacy of the market-insurance principles in favor of the universal support, ensuring growth of incomes and welfare of all citizens and taking into account differences in capabilities of everyone.

This chapter focuses on quotidian scenes through which the state is engaged over infrastructural projects, such as ensuring access to electricity and water in a locality in Delhi that has its origins in unauthorized occupations over land. One of the tasks in this chapter is to simply show the intensity and the kind of labor that goes into the task of getting electricity meters installed in a locality that falls outside the administrative category of a recognized colony. Apart from meeting the endless conditions setup by an inflexible bureaucracy and the mobilization of local support, the local leaders also work to ward off threats of violence from the mafia-like interests that develop around illegal supply of electricity in such localities. The chapter asks, does this work performed by the local leaders and their supporters count as politics? The chapter engages the theory of performative utterances and speech acts develop by of the philosopher J. L. Austin. Elucidating Cavell’s identification of passionate utterances as distinct from utterances with illocutionary force the chapter looks at the way emotion is laced into language putting into question the idea of stability of convention in the context of political work performed by the poor.

Abstract:
The article is devoted to the analysis of the main factors influencing the preservation and development of Ukraine's labor potential, the study of key areas of public policy in this area and the definition of recommendations for its improvement. The condition and current problems of implementation of labor legislation are studied, the ways of reducing unregulated employment are determined; areas for reforming labor legislation in the field of wages, ensuring proper and safe working conditions are identified; the need to increase the role of social dialogue in the regulation of social and labor relations is stressed; the need to improve the system of vocational guidance and vocational training is identified. The article analyzes the relationship between educational policy and the condition of education at all levels and its impact on the preservation and development of labor potential. Emphasis is placed on the need to revise the system of vocational training by state order, which will help reduce the imbalance of supply and demand in the labor market for certain specialties. Attention is paid to the issues of self-education of employees and lifelong learning. The authors analyze in the article the demographic situation in Ukraine and the role of demographic policy in preserving and developing the labor potential of Ukraine. One of the factors that also affect the preservation and development of Ukraine's labor potential is the high level of external labor migration. Special attention is paid to issues related to the educational migration of Ukrainian citizens. The conclusions emphasize the need to develop a comprehensive “Strategy for the preservation and development of labor potential of Ukraine”, which will include: 1. The normative component determines the legal provision for the preservation and development of labor potential. It is based on labor and social legislation that establishes the level of protection of persons who exercise or may exercise their right to work in the future. At the same time, the normative component is the whole set of normative-legal acts that will regulate practical steps to the preservation and development of labor potential, including the definition of state policy in this direction. 2. The economic component includes the analysis of economic policy of the state as a whole; determining the economic opportunities of society and the individual in Ukraine, their relationship with similar opportunities that exist in the realization of the labor potential of the individual abroad; establishment of favorable and unfavorable conditions that affect the development of labor potential of the state and society. 3. The educational component provides an analysis of the market of educational services, its compliance with the requirements and challenges of the labor market; determination of qualification requirements and skills of graduates, most necessary from the position of the employer; establishing ways to balance supply and demand in the labor market through educational policy, in particular, shifting the emphasis from the theoretical to the practical component of training within vocational and higher education; development of an adult education program (lifelong learning). An important area of educational policy is measures aimed at reducing the level of educational migration. 4. The migration component is an analysis of the migration policy of Ukraine and identification of ways to reduce the level of labor migration of workers and the outflow of qualified personnel. 5. The demographic component includes identifying ways to improve the demographic situation of Ukraine and its individual regions as a factor that directly affects the labor potential of the state in the future. It also includes health policy, in particular, the study of factors influencing the health of the population, ways to improve the quality and accessibility of medical services, the introduction of compulsory state health insurance.

This chapter argues that the social relations of disability had a profound and long overlooked effect on slave families, communities, and culture. Dismissed and deemed worthless by slaveholders, enslaved people with disabilities occupied a marginalized but uniquely empowered social space. They often escaped sale and provided important labor to their families and communities, representing stability and social cohesion to vulnerable communities threatened by separation and disruption. Shared experiences of disability banded smaller groups of enslaved people together, sometimes across different types of impairment. Broader understandings of certain conditions such as blindness and dwarfism as markers of spiritual power meant that disability figured prominently in healing practices like conjuration and suggest how perceptions of the body played a role in African cultural retentions.

Abstract:
The inclusion of the inflation rate in wage determination affects the behavior of economic actors and also positions the expected inflation as one of the main factors in determining inflation. Changes in currency parities in developing countries, which make their production dependent on imports, affect costs and prices. Moreover, changes in labor market structures resulting from free capital flows affect employment and the inflation phenomenon. This paper analyzes the current inflation, expected inflation, and output gap relations with the fuzzy linear regression method in the context of the Turkish economy, which has inflation and effective external dependency. Based on the results obtained using marginal cost instead of the output gap, policy recommendations are provided. The scope of this paper comprises the New Keynesian Hybrid Phillips curve that includes external factors. The relationship between inflation and relevant variables is statistically significant and positive, proving the fuzzy linear regression results as promising. To obtain economic stability and policy precautions, we must examine whether the use of tight monetary policies for coping with inflation leads to unemployment and whether expansionist monetary policies lead to inflation.

The modern understanding of the state as a complex social system allows us to assert that its resilience is based on ensuring systemic homeostasis as a stabilizing dynamic mechanism for resolving contradictions arising in society associated with the threat of losing control over the processes of public administration and legal regulation. Public administration is a kind of social management that ensures the organization of social relations and processes, giving the social system the proper coordination of actions, the necessary orderliness, sustainability and stability. The problem of state resilience is directly related to the resilience of state (public) administration requires a «breakthrough in traditional approaches» and recognition of «the state administration system as an organic system, the constituent parts and elements of which are diverse and capable of continuous self-development». Within the framework of the «organizational point of view» on the control methodology, there are important patterns and features that determine the viability and resilience of public administration and regulation processes in the state and society. These include: W. Ashby's cybernetic law of required diversity: for effective control, the degree of diversity of the governing body must be no less than the degree of diversity of the controlled object; E. Sedov’s law of hierarchical compensations: in complex, hierarchically organized and networked systems, the growth of diversity at the top level in the structure of the system is ensured by a certain limitation of diversity at its lower levels; St. Beer’s principle of invariance of the structure of viable social systems. Thus far in reporting the findings of our project “Fifty Years After: Black Employment in the United States Under the Equal Employment Opportunity Commission,” our analysis of what has happened to African American employment over the past half century has documented the importance of manufacturing employment to the upward socioeconomic mobility of Blacks in the 1960s and 1970s and the devastating impact of rationalization—the permanent elimination of blue-collar employment—on their socioeconomic mobility in the 1980s and beyond. The upward mobility of Blacks in the earlier decades was based on the Old Economy business model (OEBM) with its characteristic “career-with-one-company” (CWOC) employment relations. At its launching in 1965, the policy approach of the Equal Employment Opportunity Commission assumed the existence of CWOC, providing corporate employees, Blacks included, with a potential path for upward socioeconomic mobility over the course of their working lives by gaining access to productive opportunities and higher pay through stable employment within companies. It was through these internal employment structures that Blacks could potentially overcome barriers to the long legacy of job and pay discrimination. In the 1960s and 1970s, the generally growing availability of unionized semiskilled jobs gave working people, including Blacks, the large measure of employment stability as well as rising wages and benefits characteristic of the lower levels of the middle class. The next stage in this process of upward socioeconomic mobility should have been—and in a nation as prosperous as the United States could have been—the entry of the offspring of the new Black blue-collar middle class into white-collar occupations requiring higher educations. Despite progress in the attainment of college degrees, however, Blacks have had very limited access to the best employment opportunities as professional, technical, and administrative personnel at U.S. technology companies. Since the 1980s, the barriers to African American upward socioeconomic mobility have occurred within the context of the marketization (the end of CWOC) and globalization (accessibility to transnational labor supplies) of high-tech employment relations in the United States. These new employment relations, which stress interfirm labor mobility instead of intrafirm employment structures in the building of careers, are characteristic of the rise of the New Economy business model (NEBM), as scrutinized in William Lazonick’s 2009 book, Sustainable Prosperity in the New Economy? Business Organization and High-Tech Employment in the United States (Upjohn Institute). In this paper, we analyze the exclusion of Blacks from STEM (science, technology, engineering, math) occupations, using EEO-1 employment data made public, voluntarily and exceptionally, for various years between 2014 and 2020 by major tech companies, including Alphabet (Google), Amazon, Apple, Cisco, Facebook (now Meta), Hewlett Packard Enterprise, HP Inc., Intel, Microsoft, PayPal, Salesforce, and Uber. These data document the vast over-representation of Asian Americans and vast under-representation of African Americans at these tech companies in recent years. The data also shine a light on the racial, ethnic, and gender composition of large masses of lower-paid labor in the United States at leading U.S. tech companies, including tens of thousands of sales workers at Apple and hundreds of thousands of laborers & helpers at Amazon. In the cases of Hewlett-Packard, IBM, and Intel, we have access to EEO-1 data from earlier decades that permit in-depth accounts of the employment transitions that characterized the demise of OEBM and the rise of NEBM. Given our findings from the EEO-1 data analysis, our paper then seeks to explain the enormous presence of Asian Americans and the glaring absence of African Americans in well-paid employment under NEBM. A cogent answer to this question requires an understanding of the institutional conditions that have determined the availability of qualified Asians and Blacks to fill these employment opportunities as well as the access of qualified people by race, ethnicity, and gender to the employment opportunities that are available. Our analysis of the racial/ethnic determinants of STEM employment focuses on a) stark differences among racial and ethnic groups in educational attainment and performance relevant to accessing STEM occupations, b) the decline in the implementation of affirmative-action legislation from the early 1980s, c) changes in U.S. immigration policy that favored the entry of well-educated Asians, especially with the passage of the Immigration Act of 1990, and d) consequent social barriers that qualified Blacks have faced relative to Asians and whites in accessing tech employment as a result of a combination of statistical discrimination against African Americans and their exclusion from effective social networks.
