Abstract:
One of the most significant powers exercised by federal agencies is their power to make rules. Given the importance of agency rulemaking, the process by which agencies develop rules has long been subject to procedural requirements aiming to advance democratic values of openness and public participation. With the advent of the digital age, government agencies have engaged in increasing efforts to make rulemaking information available online as well as to elicit public participation via electronic means of communication. How successful are these efforts? How might they be improved? In this article, I investigate agencies’ efforts to make rulemaking information available online. Drawing on a review of current agency uses of the Internet, a systematic survey of regulatory agencies’ websites, and interviews with managers at a variety of federal regulatory agencies, I identify both existing “best practices” as well as opportunities for continued improvement. The findings of this research suggest that there exist both considerable differences in how well different agencies are making rulemaking information available online as well as significant opportunities for the diffusion of best-practice innovations that some agencies have adopted. This research also provides a basis for seven recommendations that I offer for enhancing both the accessibility and quality of rulemaking through online technology. A commitment to well-accepted democratic principles applicable to regulatory agencies should lead federal web designers to strive to create websites that are as accessible to ordinary citizens, including individuals with limited English proficiency, vision impairments, and low-bandwidth connections, as they are to the sophisticated repeat players in Washington policymaking circles.

The objectives of this Note are: 1) to provide readers interested in social enterprise and entrepreneurship an introduction to these endeavors and the growing trend toward using them; 2) to present the challenges stemming from the legal and financial frameworks surrounding social investment activity, which can inhibit the survival and growth of social enterprises; and 3) to propose suggestions for addressing such challenges and limitations in order to better support the survival of social enterprise. Part II and Part III provide a broad perspective of the types of investment in and nurturing of social entrepreneurship in the U.S. Part IV analyzes the current business and regulatory framework supporting entrepreneurial ventures and provides suggestions to improve their potential to facilitate sustainable growth of social entrepreneurship.

AbstractIf moral enhancement is possible, the caring capacity of human beings should be considered one of the first and most important traits for augmentation. To assess the plausibility of enhancing care, I will explore how the concept and its associated human dispositions are socially constructed, and identify some of the critical points and complexities. Scientific advances regarding neuro-enhancing substances that allegedly make humans more caring will be considered and assessed against the main principles that govern the ethics of care approach. I argue that given the relational and contextual nature of care, its enhancement, if targeted at the individual level, can be more disadvantageous than helpful, by overlooking the “webs of care” people are situated in, and the role of social institutions in shaping behaviours, duties, attitudes, and principles.

Difficult discourse is a term that describes sociological and psychological difficulties that arise in the conflict of culture, language, and ideology between the American educational system and minority language students. This article will address the discourse demands of students and families in school, the changing demographics requiring our understanding of difficult discourse, and philosophies/controversies in bilingual education. Furthermore, it will focus on the difficulties of children who are limited English proficient and their parents in comprehending school discourse, school culture, and expected interactional styles. Additionally, examples of difficult discourse and a case example will be provided. Finally, specific strategies for reducing difficult discourse will be introduced.

As the official journal of both the Canadian Association of Gastroenterolgy and the Canadian Association for the Study of the Liver, it also serves as an important tool for the dissemination of guidelines and standards for the entire medical community in Canada. We should be proud of these accomplishments. But one also needs to ask, can theJournalbe better? Is there something more that can be achieved? Some would say the status quo is fine. But realistically, we regularly look to the journals of our sister associations in the United States and the United Kingdom -Gastroenterology, HepatologyandGut- for the latest and best in our field. So, I would argue, we can achieve more and make theJournalbetter.

Abstract:
In the Western world mental health problems are increasing and in Sweden these problems are the most common reason for sick leave. Diagnoses of adjustment disorders and reactions to severe stress are increasing the fastest out of all mental health problems. The aim of this study is to contribute new insights into employees’ experiences and management of being on sick leave with a stress-related psychiatric diagnosis. The empirical material consisted of individual interviews with 26 employees who were on sick leave from at least part-time employment because of a stress-related diagnosis. The grounded theory method was used to analyse the results. In the generated model, we propose that sick-listed employees engage in enhancing credibility in relation to themselves and others, here attempting to come across as credible and, thus, avoiding disbelief and the negative attributions of being on sick leave with a psychiatric diagnosis. The interviewees shared the general concern that being perceived as either healthier or sicker than the case may be, as well as greater sensitivity to what others might think, which was manifested as being on guard and controlling their behaviour and emotional display. To return to work, the sick-listed employees tended to re-evaluate their previous performance at work and saw the illness as self-inflicted and as the result of not having been capable of drawing the line between work and leisure.
