Full textThe Sickle Cell Disease is an inherited autosomal recessive hemolytic alteration with great clinical variability and epidemiological importance involving african descent. Acute complications are usually related to vascular occlusion, causing musculoskeletal and abdominal pain and chronic involvement of multiple organs and systems. These complications involve the central nervous system, causing strokes or silent cerebral infarcts. There is evidence that the cumulative effect of these complications associated with environmental factors and genotype interfere with cognitive, language, personal-social and motor performance, leading to decreased academic performance at school age and reflecting on the quality of life of these individuals. The objectives of this study were to verify the child development skills, with a focus on language, in preschool children with sickle cell disease without proven stroke compared to healthy children for the disease; verify the influence of motor, personal-social and cognitive aspects on language development; and verify the influence of environmental factors on child development. Thirty-four children (17 with Sickle Cell Disease - SCDG and 17 without the disease - Control Group: CG) with chronological age between one and five years and 11 months, underwent assessment of motor, cognitive, personal-social, linguistic and psycholinguistic skills through the following instruments, according to their age: DENVER-II Developmental Screening Test; Early Language Milestone Scale; ABFW Teste de Linguagem Infantil- Part A (phonology); The Peabody Picture Vocabulary Test; and Illinois Test of Psycholinguistic Abilities. The children were matched for age in years and months, sex, socioeconomic status and african ancestry. It was used the Spearman correlation, Mann-Whitney and Fish tests for the statistical analysis. The SCDG, compared with the CG, showed significantly lower results in language and psycholinguistic skills related to phonology, morphosyntax, semantics, metalanguage, and verbal and visual work memory. The receptive vocabulary doesnt showed alterations. The results in personal-social, gross motor and fine-adaptive motor skills showed tendency to underperform for SCDG and correlation with the performance in language skills, indicating the influence of these areas in the development of communication skills. Attentional deficits were observed during the conduct of evaluations. Data such as age at first words production onset, number of hospitalizations, attendance at pre-school, independence in daily living, socioeconomic status and age at assessment activities were correlated with performance on the child development skills, receptive vocabulary, phonology and psycholinguistic skills, showing the influence of environmental factors in the development of these children. The changes observed in this study, associated with health conditions, can cause damage throughout the life of these individuals, with negative implications for school learning, work and quality of life. Longitudinal studies are important to monitor and prevent the deleterious effects of sickle cell disease.

Full textThe educative project How to live well with the animals has been applied to educational institutions in the city of São Paulo SP Brazil and has two modules: responsible pets ownership and the other synanthropic fauna. The current study was written to analyze the dynamics of the educational process, evaluating this research subjects in the role of re-passing the information about synanthropic animals. The course offered by the Municipal Center of Zoonosis Control (CCZ), in São Paulo (SP), is offered to multiplier teachers. This course was accompanied and the taught topics to the multipliers were evaluated by applying a self-filling-questionnaire, before and after the course. The teaching action on this taught topics, was accompanied in the school where two multipliers worked. The taught topics were evaluated in the same way again, but considering the teachers, who had received information from the two multipliers, and the children, who studied in the school, and these childrens parents or tutors. The self-filling-questionnaire was composed of free open answers in order to evaluate the taught topics. The topics were statistically studied by McNemar and Kappa concordance test. Another questionnaire with part-closed questions was used to study the social insertion which was studied by the Social Homogeneous Group (SHG) methodology. The correspondence analysis ANACOR-was used to study relations among the SHG and the taught points. The study indicated that PVBB project increases multipliers information about synanthropic animal, but the multiplier could not act on re-passing the information and technical taught to the teachers in the school. The participation of the multipliers in the course was not sufficient for preparing them to act in this way. According to the possibilities the teachers could re-pass part of the topics with their students. There was no sigificative impact on the students action of re-passing the information to their parents or tutors, but it was interesting to observe that the re-passing actions was different according to the homogeneous social group, and the possibility of dialogue between the child and the familiars. The use of SHG methodology could evaluate the social insertion and different association tendencies between the SHG and the answers written by the parents and tutors.

Resumo : Esta Tese é o resultado de uma pesquisa cuja motivação é a melhoria das políticas públicas; tema que preocupa sociedades que anseiam consolidar a sua democracia num momento em que é intenso o debate acerca de qual modelo de Estado é o mais adequado para tanto. Mas, dado que qualquer que seja o modelo que emergir desse debate, a sociedade e o próprio Estado terão que prestar crescente atenção a como se formulam, implementam e avaliam as políticas públicas, foi este o foco da pesquisa. E não o Estado em si ou o debate em curso; assuntos que, diga-se de passagem, estão sendo bem explorados em nosso ambiente acadêmico. Já no início da pesquisa, ficou claro que, embora muitos dos autores que tratam o tema das políticas públicas e muitos dos pesquisadores que sobre elas pesquisam não explicitem, foram identificadas duas maneiras de estudá-las. Classificar os dois enfoques ¿ da avaliação e da análise de política pública ¿ de maneira a possibilitar aos interessados no tema um painel das contribuições dos autores que se alinham com cada um deles, foi o objetivo perseguido ao longo de boa parte da pesquisa. O que exigiu um considerável esforço de 'ida-evinda¿ entre enfoques e respectivos conceitos, marcos de referência, autores etc., até que um nível de sistematização adequado fosse alcançado. À medida que era satisfeito esse compromisso descritivo, que se exige de qualquer pesquisa acadêmica, iam se acumulando constatações e apreciações que permitiam passar a um outro, de natureza prescritiva. Ele remetia, finalmente, à motivação da pesquisa ¿ a melhoria das políticas públicas num contexto de democratização e de construção de um novo modelo de relação entre Estado e sociedade ¿, e demandava a comparação entre os dois enfoques. Ao fazê-la, novamente buscou-se atender aos interessados em se iniciar no estudo das políticas públicas. Por isso, para deixar claro as diferenças entre os enfoques, a comparação oferece um panorama baseado numa grande quantidade de referências bibliográficas. Por fim, e coerentemente com a motivação da pesquisa, se argumenta porque o enfoque da análise de políticas públicas é o que a ela melhor de ajusta
Abstract : This dissertation is a result of a research motivated by the intention to collaborate with the improvement of public policies; a subject that is in the agenda of societies that are building their democratization scenario in a situation marked by an intense debate about which model of State is more adherent to this scenario. But, since that whatever the model that will emerge from that debate, society and its State will have to pay growing attention to how public policies are elaborated, this process was the focus of the research. And not the State in itself, or the debate in course, subjects that are being well explored in our academic milieu. Since the beginning of the research, although the current view do not mention it, it became clear that there are two ways ¿ policy evaluation and policy analysis ¿ to study public policy. To classify these two approaches and to offer a consistent panorama of the available literature on each one of them was the objective pursued along good part of the research. Which demanded a considerable departure-and-arrival effort between the approaches and their concepts, frameworks, authors etc, until that an appropriate systemization level was reached. As this descriptive objective, which is a commitment to be fulfilled by any academic research, was satisfied, some reflection and insights had been accumulated. They permitted to accomplish another objective, of prescriptive nature: the improvement of public policy along a democratization process which favors the construction of a new relationship model between State and society. That is, the comparison between the two approaches. Again the intention was to offer to beginners suitable elements for the study of public policy. To make clear the differences among the approaches, a comparison based on a huge amount of bibliography were presented. In accordance to the motivation of the research, it is finally pointed out why the policy analysis approach is more adequate to accomplish it

Full textIntroduction: Falls involving elderly people are problems that brings both economics and public health overload and are a disturbance for them and their relatives, besides it brings a mortality enhance for the group. Unbalance at this age is the main cause of falls, and the physicaltherapist finds, on his clinic, a big challenge to deal, because there´s no cientific datas which explain the best training program, especially to physical activity prescriptions. Objective: To investigate the correlations between a general kinesiotherapeutic exercise program effect on healthy elders who once used to be sedentary and their static and dynamic balance. Method: This study was developed at Laboratorio de Fisioterapia e Comportamento da Faculdade de Medicina da Universidade de São Paulo-USP. It was 32 women, 68,6 years average, active, without any disfunctions (cardiopulmonary, neurological or muscleskeletical) or any chronic disease which could affected their exercise ability. After carring out functional evaluation tests (pretest), the participants were shared out, by raffle, in two groups with sixteen people each: the A group underwent a general exercise program, and the B group was the control group. The A group participants underwent a four months training, two times a week, one hour exercise each appointment, reaching between 40% and 70% of the maximum heart rate. The control group attended recreational motor coordination activities. At the end of the training, all participants underwent a new functional evaluation (postest), using the same pretest protocol. The data analysis found the participant caracteristics at the pretest, the study of effects at the physical performance training by group (postest), and the study of the correlations between variation factors tested and variations of the static and dynamic balance. Results: There was a positive correlations between static and dynamic balance after the program application, there was a tendencis of flexibility improvement over static balance, the hip flexors muscle has na influence at the static and dynamic balance, and it was important to help the static balance when there is a knee extensors strength. Conclusion: This study showed that general exercises training had a positive effect for the elderly group and brought signs that exist others modalities of training that can help the balance and those modatlities could be included on a elderly program looking for a balance enhance

Esta pesquisa tem como objetivo geral avaliar o programa de atenção às pessoas com doença falciforme na dimensão da gestão em saúde, com enfoque na saúde das mulheres, e como objetivo específico analisar o compromisso da gestão, a seleção de áreas prioritárias, a informação em saúde e especificidades do programa para atenção à saúde das mulheres. Trata-se de pesquisa avaliativa com abordagem qualitativa. Tomou-se como categoria empírica a implantação e implementação do Programa de Atenção às Pessoas com Doença Falciforme. Aplicado questionário, contendo padrões de qualidade, e realizado um Grupo Focal com a participação da Coordenadora do Programa, representante do Grupo de Trabalho sobre Saúde da População Negra de Salvador e representante de Usuários do Conselho Municipal de Saúde de Salvador. A avaliação foi realizada por triangulação de métodos. Este estudo mostrou que os padrões de qualidade que apontam o compromisso da gestão para implantação e implementação do programa em Salvador têm um alcance que delineia um alto compromisso da mesma, pois há uma apresentação do programa no Plano Municipal de Saúde, bem como pactuação de diretrizes, convênios e parcerias para fortalecer o programa. Foi considerado alto o processo de gestão para seleção de áreas para implantação do programa, uma vez que, a seleção considerou aspectos socioeconômicos e perfil epidemiológico da doença falciforme. Não há um processo efetivo de informação em saúde, haja visto que, não há um banco de dados específico e alimentação de sistema de informação com dados do programa, bem como não há monitoramento dos serviços de urgência e emergência. Avaliando as especificidades do programa para atenção voltada para a saúde das mulheres, fica evidente que há um médio processo de gestão que atenda as demandas da saúde das mulheres com doença falciforme. O programa prevê ações para saúde da mulher, porém ainda estão num plano voltado para saúde reprodutiva, tendo como serviço principal a consulta de pré-natal, onde a gestante é a mulher priorizada no programa, não levando em consideração aspectos da saúde sexual da mesma.. É necessário que o desenho operacional do programa, as discussões de gênero e raça/cor sejam transversalizadas em todos os componentes do programa, buscando-se colocar em operacionalidade as orientações programáticas sistematizadas na Política Nacional de Atenção Integral à Saúde das Mulheres – PNAISM; e que os padrões de qualidade sistematizados para esta pesquisa, auxiliem a gestão municipal para tomadas de decisão, e quem sabe para o fortalecimento do programa no que tange a saúde das mulheres.

Esta dissertação verifica os atuais métodos e procedimentos utilizados na avaliação de investimentos em empresas localizadas no Estado do Rio Grande do Sul. Apura quais as ferramentas de avaliação que são utilizadas, quais as taxas de retorno obtidas e estimadas sobre os capitais e ainda, de que forma é mensurada a variável risco. Trata-se de uma pesquisa descritiva, analítica e exploratória, aplicada a duas populações, uma composta das 100 maiores empresas do Estado e a outra; das 30 maiores empresas dos municípios que possuíam no ano de 2009 um PIB superior a R$ 500 mi. O objetivo é de verificar se no estado do Rio Grande do Sul os gestores das pequenas e médias empresas utilizam os mesmos modelos de avaliação financeira do que os gestores das grandes empresas. A pesquisa foi desenvolvida a partir de uma revisão de literatura sobre Investimentos e avaliação; Modelos de avaliação; Custo de capital e Análise do risco. Foi realizado o teste estatístico de Kolmogorov-Smirnov que demonstrou que a amostra da pesquisa é não-probabilística. Com esse resultado, aplicouse o teste de Mann-whitney, para comparar as médias. Para analise e tabulação dos dados foram feitas tabelas de referência cruzada, histogramas, gráficos por setor e freqüência. Os dados foram coletados através do envio de questionário eletrônico previamente elaborado.Os resultados da pesquisa demonstram que existe a preferência dos gestores financeiros em utilizar como critério principal de avaliação a Taxa de Retorno Contábil. Ainda, como critério secundário de avaliação são heterogêneos em suas escolhas, o VPL é mais utilizado pelas Maiores enquanto a Taxa de Retorno Contábil é a opção das empresas Menores. Uma constatação possível foi a de que as empresas pouco utilizam o método Payback. Em relação a mensuração do risco na taxa de retorno foi constatado que a maioria das empresas o avalia de forma subjetiva ou nem o considera, contrariando a teoria financeira por não utilizar métodos quantitativos para medi-lo.Também, em relação a propensão ao risco, percebe-se que empresas com gestores com maior grau de instrução possuem um endividamento maior do que as demais. Assim, conclui-se, que o valor calculado pela análise de investimentos é influenciado pelas escolhas e maneira de como as empresas decidem e agem, mostrando também, que os gestores não estão explorando ao máximo as técnicas oferecidas pela teoria financeira, adaptando-as ao seu ambiente, de acordo com as necessidades impostas pelo mercado que atuam.
This dissertation verifies the current method sand procedures used to evaluate investments in companies located in the state of Rio Grande do Sul. Which investigate evaluation tools that are used, which yield earned and cherished over the capital and also that is measure das the variable risk. This is a descriptive research, analytical and exploratory, applied to two populations, one composed of the 100 largest companies in the state and another, of the 30 largest companies of the municipalities that had in 2009a GDP of more thanR$500 million. The objective is to check the state of Rio Grande do Sul managers of small and medium-sized companies use the same models for the financial evaluation that managers of large companies. The research was developed from a literature review on Investments and evaluation assessment models, Cost of capital and risk analysis. We carried out a statistical test of Kolmogorov-Smirnov test showed that the research sample is nonprobabilistic. With this result, we applied the Mann-Whitney test to compare means. For analysis and tabulation were done crosstab tables, histograms, by sector and often. Data were collected by sending electronic questionnaire previously elaborated. The research results show that there is a preference of financial managers to use as a primary end point the Accounting Rate of Return. Also, as a secondary criterion of evaluation are heterogeneous in their choices, the NPV is most used by the More while the Accounting Rate of Return is the choice of companies Minors. A possible conclusion was that little companies use the Payback method. Regarding the measurement of risk in the rate of return was found that most of the companies evaluated subjectively o rneither considers, contrary to the financial theory not to use quantitative methods to measure it. Also, regarding the propensity to risk, it is perceived that firms with managers with higher level of education have a higher debt than others. So, it is concluded that the value calculated by the investment analysis is influenced by the choices and way of how companies decide and act, also showing that managers are not exploiting to the full the techniques offered by financial theory, adapting them to their environment, in accordance with the requirement simposed by the market they serve.

Due to the fact of oral health sector reestructuration within Brazilian public health politics, this work had the object of evaluating, under users point of view, the accessibility to oral health services in Santa Cruz (RN), focusing on the organizational aspect. To achieve this, questionnaires were given to users in their homes, considering the censitary sector. Nine sectors of the urban zone were evaluated, selected by chance, and one from the rural zone, selected by convenience. The sample was composed by 194 users, calculated considering the estimated prevalence of event represented by the indicator I ve never been to the dentist + I ve been to the dentist more than three years ago from the Projeto SB Brasil Report . To complement the results, interviews were made with others actors involved in the process of oral health care: professionals (dentists) and manager (Health Municipal Secretary). From the data obtained it was possible to identify that 12,9% of the population had never visited the dentist, and that the search for the service was not influenced by the users individual and socioeconomics characteristics, excepting the gender. It was verified that 36,1% of the users went to the dentist in less than one year, with the youngests (p<0,05) being among those who went to the dentist more frequently. 63,3% of the interviewed related that they found some kind of difficulty when they search for dentistry services, with the difficulties for schedule, the queues and the long wait among the most cited. It was identified that 43,2% of the users wait three weeks or more for the appointment. It is still pointed out that 71,4% of the interviewed find difficulties to get urgency appointment, the long wait to be attended by the dentist was the most found. 92,9% and 94,1% of the interviewed had never been headed to especialized appointments and complementary exams, respectively. Due to the data founded, it was possible to verify that the accessibility to oral health services in Santa Cruz (RN) is damaged by factors related to the organization of public polices developed, mainly in relation to the working process
Diante do fato de reestrutura??o do setor sa?de bucal dentro das pol?ticas p?blicas de sa?de brasileiras, este trabalho se prop?s avaliar, sob o ponto de vista dos usu?rios, a acessibilidade aos servi?os de sa?de bucal no munic?pio de Santa Cruz (RN), enfocando o aspecto organizacional. Para tanto, question?rios foram dirigidos aos usu?rios em seus domic?lios, considerando o setor censit?rio. Foram avaliados 9 setores da zona urbana, escolhidos atrav?s de sorteio, e 1 da zona rural, selecionado por conveni?ncia. A amostra foi composta por 194 usu?rios, calculada considerando a preval?ncia estimada do evento representada pelo indicador nunca foi ao dentista + foi ao dentista h? mais de tr?s anos do Relat?rio do Projeto SB Brasil. Para complementa??o dos resultados, ainda foram realizadas entrevistas com outros atores envolvidos no processo de produ??o de sa?de bucal: profissionais (Cirurgi?es-Dentistas) e Gestor (Secret?rio Municipal de Sa?de). A partir dos dados obtidos foi poss?vel identificar que 12,9% da popula??o nunca visitaram o dentista, e que a procura pelo servi?o n?o foi influenciada pelas caracter?sticas individuais e socioecon?micas dos usu?rios, com exce??o do g?nero. Verificou-se que 36,1% dos usu?rios buscaram o dentista em menos de ano, estando os mais jovens (p<0,05) entre aqueles que buscam o dentista com mais freq??ncia. 63,3% dos entrevistados relataram encontrar algum tipo de dificuldade quando da busca pelo atendimento odontol?gico, estando as dificuldades para agendamento, a exist?ncia de filas e longa espera entre os mais citados. Foi identificado que 43,2% dos usu?rios esperam 3 semanas ou mais pelo atendimento. Destaca-se ainda que 71,4% dos entrevistados encontram dificuldades para conseguir atendimento de urg?ncia, sendo a longa espera pela consulta a mais citada. 92,9% e 94,1% dos entrevistos nunca foram encaminhados para realiza??o de consultas mais especializas e exames complementares, respectivamente, evidenciando que os usu?rios n?o est?o recebendo atendimentos integrais. Diante dos dados encontrados p?de-se verificar que a acessibilidade aos servi?os de sa?de bucal do munic?pio de Santa Cruz (RN) encontra-se prejudicada por fatores relacionados ? organiza??o das pol?ticas p?blicas desenvolvidas, principalmente no que se refere ao processo de trabalho

Full textThe aim of this work is to propose an evaluation model as a way to support the management of a non profit higher education institution, based on the indicators of performance, by using the BSC Balanced Scorecard, aiming to guarantee that the strategies and the actions which they unfold from are lined up with its mission and vision. This whole work was visualized through a context where big challenges were presented in the last decades for the management of organizations in general. Strong competition, among other factors, has motivated studies and researches about business management models for companies, including the nonprofit ones. The market related to private higher education in Brazil has experienced a strong offer expansion as a result of the perception of business opportunities in this area. Therefore, the management of higher education institutions represents a challenge to their directors, in particular the management of the private and nonprofit ones. The characteristics of such institutions demand the adaptation of the management model to the characteristics of a very competitive and distinct market regulated by the government. The starting point of this work was the review of the bibliography about the performance measurement theme. Through case study, quantitative and qualitative researches, the current management model of the institution was identified. From this point on, it was possible to identify the necessities of the institution and compare them with the performance measurement models studied. At this stage, it was possible to relate theory and practice and identify the methodology of the group on focused and choose the performance measurement model to be proposed as a management support. It was proposed a performance measurement model based on Balanced Scorecard. Five perspectives were created and the strategic objectives and the performance indicators were linked to them. With the proposition of the cause and effect relations between strategic objectives and the Strategic Map of the institution, which allow us to line up the objectives with the definite strategies, we presented the results, which served as a basis for the fulfillment of the objective of this work
Instituição de Ensino Superior sem Fins Lucrativos, baseado em indicadores de desempenho, utilizando o BSC Balanced Scorecard, visando garantir que as estratégias e as ações que delas se desdobrarem estejam alinhadas com a sua missão e visão. Todo este trabalho foi visualizado através de um contexto, onde grandes desafios foram apresentados a partir das últimas décadas para a gestão das organizações em geral. O acirramento da concorrência, entre outros aspectos, têm incentivado cada vez mais estudos e pesquisas a cerca dos modelos de gestão das empresas , incluindo as sem fins lucrativos. E também o mercado de educação superior privada no Brasil tem experimentado forte expansão da oferta, decorrente da percepção de oportunidades de negócio nesta área. Assim, a gestão de Instituições de Ensino Superior em particular, as privadas e sem fins lucrativos, tem representado um desafio para seus gestores. As características dessas organizações exigem a adaptação do modelo de gestão às características de um mercado fortemente concorrencial, regulado pelo Estado e bastante diferenciado. Como ponto inicial do trabalho, partiu-se de uma revisão bibliográfica acerca do tema medição de desempenho. Com o estudo de caso procurou-se a identificação do atual modelo de gestão da instituição, por meio de pesquisas qualitativas e quantitativas. A partir disso foi possível identificar as necessidades da instituição e cruzá-las com os modelos de medição de desempenho estudados. Nesta etapa foi possível relacionar teoria e prática e identificar a metodologia do grupo focado, apartir daí escolher o modelo de medição de desempenho a ser proposto como apoio à gestão. Na sequencia é proposto um modelo de medição de desempenho, baseado no Balanced Scorecard. Foram criadas cinco perspectivas, os objetivos estratégicos e os indicadores de desempenho a eles vinculados. Com a proposição das relações de causa-e-efeito entre os objetivos estratégicos e o Mapa Estratégico da instituição, que permitem alinhar os objetivos às estratégias definidas, foram apresentados os resultados obtidos que serviram de base para o cumprimento do objetivo deste trabalho

Full textEn l'àmbit de la cooperació internacional i la labor de defensa dels drets humans, la conceptualització i la pràctica de l'avaluació són un repte rellevant. I, concretament, l'avaluació democràtica és molt poc coneguda i ha estat escassament incorporada en el sector. L'objectiu d'aquesta investigació és identificar, narrar i analitzar què i com, s'aprèn en una avaluació democràtica, amb enfocament feminista i de diversitats, d'un programa de drets humans gestionat per organitzacions no governamentals. La investigació s'ha dut a terme des de la perspectiva construccionista, i incorpora reflexions de la teoria feminista i la decolonial. Per al seu desenvolupament, m'he centrat en l'estudi de cas de l'avaluació democràtica de la Xarxa de Defensores de Drets Humans d'Occident de El Salvador. En la investigació identifico, descric i analitzo els aprenentatges i l'experiència de les persones que participen en l'avaluació, així com de la pròpia avaluadora. A través de l'estudi de cas he identificat aprenentatges personals, col·lectius i organitzatius sobre la conceptualització i pràctica de l'avaluació, el poder, l'autoritat i la participació. També, he detallat els coneixements i reflexions amb relació a les preguntes d'avaluació del programa (la Xarxa de Defensores de Drets Humans d'Occident), és a dir, sobre la defensa dels drets humans, el treball en xarxa, la seguretat i les cures de les defensores. Així mateix, es descriu i reflexiona sobre com aprenem en una avaluació democràtica, què ens facilita aquest procés i què deixem al marge per por, per prejudici o per invisibilitat. Atès que no és freqüent realitzar avaluacions democràtiques en aquest sector, he optat per treballar a partir d'una avaluació democràtica, amb enfocament feminista i de diversitats, dinamitzada per mi mateixa. D'aquesta manera, com a investigadora he pres un doble rol en l'estudi: el d’avaluadora i el d’investigadora. Aquesta decisió ha requerit posar especial atenció als aspectes ètics i metodològics durant el procés, el que ha suposat un repte important. Aquesta recerca parteix de la pràctica professional i pretén enriquir-la, a més de contribuir i convidar a la reflexió sobre l'avaluació en el sector de la cooperació internacional i els drets humans.
In the field of international cooperation and the work to defend human rights, the conceptualization and practice of evaluation are relevant challenges. Specifically, the democratic evaluation isn´t very well known and has been scarcely incorporated into the sector. The objective of this research is to identify, narrate and analyse how and what is learned in a democratic evaluation, with both the feminist and diversities approach of a human rights program managed by non-governmental organizations. The research has been carried out from a constructionist perspective and incorporates reflections from the feminist and decolonial theory. For its development, I have focused on the case study of the democratic evaluation of the Network of Human Rights Defenders of the West of El Salvador. In this research, I identify, describe and analyse the learnings and experiences of the people who participate in the evaluation, as well as myself, the evaluator. Through the case study, I have identified personal, collective and organizational learnings about the conceptualization and practice of evaluation, power, authority and participation. I have also detailed the knowledge and reflections to the evaluation questions, in relation to the Network of Human Rights Defenders of the West program, which is about the defence of human rights, their networking, security and the care of their defenders. In addition, it describes and reflects on how we learn in a democratic evaluation, how this process facilitates us and what we leave aside out of fear, prejudice or invisibility. Given that it is not common to carry out democratic evaluations in this sector, I have chosen to work from a democratic evaluation, with a feminist and diversities approach, facilitated by myself. Through this, as a researcher I have taken on a double role in the study: as both an evaluator and as a researcher. During the process, this decision has required paying special attention to ethical and methodological aspects, which have been a significant challenge. This research starts from a professional practice and aims to enrich it, in addition to contributing and inviting the reflection on evaluation in the field of international cooperation and human rights.
