Abstract:
This thesis contributes to knowledge about, and understanding of, the implementation of responsible approaches to employment restructuring. The empirical focus is a case study of a UK steel plant (SteelCo) and a restructuring process involving the removal of 1700 jobs across two restructuring programmes from the period 2011-2015. Management described its approach to restructuring as ‘socially responsible restructuring’ (SRR). The central argument of the research is the thesis that the concept of responsible restructuring is more appropriately characterised by a best fit approach that recognises contexts such as the contingencies of local organisational and institutional factors, the particularities of industrial relations, the histories of restructuring and the occupational identity of the workforce. The thesis also presents a conceptual framework that utilises four categories of responsibility based on a synthesis of the prevailing literature that reflects the ways that responsible approaches to restructuring has been researched currently. These categories of responsibility are identified as the regulatory, procedural, communication and employment responsibilities. The research thus explores the rationale, processes, practices, interactions and dynamics of SteelCo’s putative SRR process. The findings identify three contextual variables most pertinent to the implementation of SteelCo’s SRR process. Firstly, the role of trade unions in both supporting affected employees through the restructuring, and the HR team in the design and delivery of the process, suggests that although the unions’ involvement represents an accommodation to management’s decision to restructure, unions can maintain a positive role in the management of change. Secondly, historical, long existing restructuring practices were reframed and repackaged by management through a rhetoric of ‘being responsible’, suggesting that a responsible restructuring strategy offers management a way to legitimise the implementation of an employment restructuring process. Lastly, the findings demonstrate how social, cultural, material and experiential factors associated with the steelworker occupational identity meant that employees had internalised the experience of restructuring. That is, dealing with restructuring and its effects was met with a degree of equanimity by employees, as it had become part of what it meant to work at SteelCo. Following this, the thesis calls for greater attention to be paid to the experiences of a new analytical category of inbetweeners, as employees who fall within the interstices of victim and survivor status.

Abstract:
This thesis examines the nature and impact of a set of policies formulated during the 1980s upon the labour process of television production. It locates both the nature of the reforms and the details of their impact within a broader account of the BBC which had become the special target for the government of Margaret Thatcher during the 1980s. The study reports upon the emergence and development of a particular set of work practices associated with television production within the BBC. Working within a set of ideas called 'public service broadcasting,' the workforce had relied upon a unique set of operating procedures that had survived well into the 1980s. This so-called "privileged" organisation, reliant upon a license fee for its income, became the object of intense interest when an expanding media industry was looking for additional opportunities for growth including the advertising industry. For those seeking to restructure this powerful organisation, often considered to represent many of the core values of British society, such as free speech and a liberal tradition resulting in high quality creative programmes, the challenge was to depict an organisation that was in need of modernisation. The form that modernisation took, under a government claiming to want to reduce the scale of the state, was an adoption of neo-liberalism. Instead of a heavy bureaucratic state machine, open Inarkets would allocate resources in television in the fonn of consumer choice. Policies would be devised to replace centralised bureaucracy with devolved budgets Inonitored by accurate financial information systems. This it was clailned would place the BBC within a dynamic market place where a burgeoning independent sector would supply a fresh source of creative talent and drive down costs. Such claims made for the legislation and a number of management policies which sought to reinforce these statutory reforms within the Corporation, appear not to be supported by the findings where there is strong evidence of the growth of temporary non-standard employment in place of secure full-time jobs. This has resulted in lowered commitment and motivation in the workforce. The new procedures for the production process of television Inanufacturing resulted in unforeseen inefficiencies which held the potential to increase costs. Alongside these problems, the role of the producer had been redefined to the point where informal social and political skills were required and supplemented the core creative skills which had traditionally defined this role. The introduction of market-driven reforms has redefined the nature of the television labour process. From the results of this research, it appears that a series of contradictions and unanticipated outcomes makes many of the original claims for these policies appear hollow. If this public sector broadcaster as an agency of the central state is to survive and flourish, it will have to create a role for its producers which allows for sustaining trust, open and honest cOlnmunications and creativity. The teams with which they work will need security, training and careers for sustaining motivation and ambition.

Abstract:
A central concern of this thesis is the expansion, distribution and control of 'non-standard' employment in Namibia since independence. The employment relationship has assumed various historical forms under capitalism, each of which corresponds to a specific mode of regulation with distinct structural dynamics. An attempt is made to extend the regulation approach 'downwards' to account for the problem of order in the workplace and to place the employment relationship within its own regulatory framework. The point of departure in this study of the dynamics of labour regulation is the contradictory nature of labour's incorporation, allocation, control and reproduction within the labour market. The employment relationship is never only an economic exchange, but is also mediated through an institutional framework that connects the processes of production and social reproduction, and regulates conflicting interests inside and outside the workplace. This relationship, as critical realists have pointed out, is a product of the indeterminate intersection of several generative structures. The roots of these generative structures can be traced to three sets of social processes: the processes of production and the structuring of labour demand; the processes of social reproduction and the structuring of labour supply; and the forces of regulation. Non-standard employment is viewed as a particular social and spatio-temporal 'fix' for the various regulatory dilemmas generated by the standard employment relationship. This conception underscores the fact that a national system of labour regulation decisively shapes the conditions under which employers are able to casualise a part of their workforce. The differential experience across national boundaries suggests that analytical space needs to be provided for systems of labour market regulation which may either accentuate or moderate pressures for casualisation. Segmentation on the demand side of the labour market is explored through an analysis of the types of non-standard jobs created in different economic sectors. The various forms of employment 'flexibility' tend to vary in importance according to the specific manner in which a firm chooses to compete. Consequently, non-standard employees are distributed in a complex and uneven manner across industrial sectors and the occupational hierarchy, and face a diverse range of possibilities and liabilities that shape their levels and forms of participation in the labour market. By counteracting the homogenisation effects of labour law and collective bargaining, the mobilisation of cheap and disposable labour through non-standard employment contracts allows employers much greater discretion in constructing the wage-effort bargain. With non-standard employment, social and statutory regulation is weak or underdeveloped and hence managerial control is autocratic, with a significant contractual component. Although the changing social composition of the workforce associated with employment 'flexibility' poses serious challenges to the modes of organisation that have long served the labour movement, trade unions in Namibia and elsewhere have been slow to respond to the threats of casualisation. Of concern here, is the extent to which attempts to promote the security of existing union members is compatible with attempts to organise non-standard employees. This thesis shows that the unions have developed a complex amalgam of strategies in their efforts to regulate non-standard employment relationships.

Abstract:
The purpose of this study is to examine the transformation of the Korean employment system since 1980. The common themes in the study of the comparative political economy of capitalist states deal with the restructuring of the democratic nation-state, the liberalisation of national economies, and the concurrent globalisation of markets and of the political institutions that regulate them. To address these issues, this study explores, on the one hand, the overhauling of Korea’s labour laws in the direction of greater labour flexibility, the changes in collective labour relations, and the policy innovations on labour protection, and on the other, the transformation in Korea’s traditional rule-making process to include both the government and social groups, the restructuring of industrial relations (particularly as regards changes to the supply chain structure), and the embedded role of the state and labour practices in workplaces. Between 1997 and 1999, the trajectory of the Korean employment system experienced a critical juncture. The study therefore investigates the major labour policy reforms in this period in order to explain the transformation of the employment system and to situate the institutional outcomes within a formal conceptual setting, thereby contributing to the debate on the transformation of the Korean developmental welfare state. In so doing, this study argues that the Korean developmental welfare state has remodelled itself with the tradition of state intervention and investment, which has followed a self-reinforcing path in the employment system. Over the past two decades, the state’s interventionism in conjunction with the shifting role and responsibilities of elite bureaucrats on the one hand, and the developmental principle of policy reform involving a catching-up strategy for welfare development, on the other hand, appear as major factors in the Korean developmental welfare state’s transformation. It should be noted that labour had little impact on this development due to the fact that corporatism had not been embedded in Korean society to any great degree. With the result, although the institutional arrangements for worker protection in the labour market are characteristic of a flexicurity model – where workers are compensated, trained, and motivated to become re-employed in a highly mobile labour market, the model might appear to be in its infancy and to be in the path of reinforcing the labour market dualism and inequality.

The affect of restructuring of organizations on individuals is an area of change that has received little attention from researchers. The literature points to a number of factors that influence how individuals cope with transition. Theorists agree that stages are an intregal part of this process. This study outlines the changes experienced in the ACT Technical and Further Education system between 1987 and 1989- It focuses on the stages model and how individuals perceived themselves moving through particular levels of stages during this time of change. Data from a questionnaire completed by 259 ACT Institute of Technical and Further Education teachers was analysed along with observations and documents produced during 1987 to 1989. Results of the analysis show that individuals felt powerless and alienated by the process of transition. They moved across the stages in a cyclical motion, returning to earlier stages as each new event during the transition impinged on their working lives.

Abstract:
Throughout the development process of Korea, women workers had been invisible in the state's development policies as capable actors for or important contributors to economic growth. After the East Asian economic crisis hit Korea in late 1997, women workers experienced their invisibility again, in the academic discussions on the cause of the crisis, the official statistics on unemployment and non-standard employment, and the male-dominated labour movement. This research aims to turn the spotlight on these women workers by investigating how women's employment in Korea was restructured between 1997 and 2005. After the economic crisis, Korean women workers became the first and main target of neo-liberal restructuring in the labour market and employment for the enhancement of 'labour market flexibility'. They were the first to be targeted for involuntary dismissals and the 'non- standardisation' of employment. This was the outcome of the patriarchal perceptions and ideology of labour market institutions as 'bearers of gender', on women workers and the value of their labour. In other words, women workers were regarded as secondary earners and peripheral workers suitable for non-standard employment. Not detaching itself from the legacy of the developmental state which had stressed the economy any other issues, the Korean state played a leading role in this neo-liberal restructuring in women's employment. It legalised layoffs and the worker dispatch system, abandoned its roles as supervisor, regulator, and executor of the protective laws and regulations for gender discriminating practices in the labour market, led the increase of female non-standard workers in the public sector, and did not develop systematic vocational training for women with proper financial support nor gender-transformative view on women's employment. Meanwhile, with the state's financial support, Korean women's NGOs played a positive role in offering vocational training for those women who needed to find employment urgently after the crisis. At the same time, they played a limited role in curtailing non-standard employment and gender occupational segregation because their vocational training programmes tended to bring gender-stereotyped work and/or non-standard employment to their trainees. However, women's NGOs played a crucial role in helping women workers to mobilise themselves through innovative organisations, such as self-help groups and women-only labour unions. Women workers in these organisations have endeavoured to challenge to the gendered labour market and neo-liberalism by creating their own employment or mobilising themselves beyond differences, so as to make themselves more 'visible'.

For the past two decades, uneven development in general and the changing structure of the labour market in particular, have figured prominently in Canadian economic, social and political agendas. Indeed, one of the most dramatic trends in Canadian society has been the growth of labour force participation by women--this despite a seemingly unstable economic picture. While numerous studies exploring the national dimensions of a feminised work force have provided insight into the complex nature of female paid employment, less work has been done on the uneven, regional nature of restructuring and processes contributing to gendered employment patterns. Through a comparative spatial analysis of employment and occupational trends and regional functional specialisation, this research shows that: (a) regional space-economies exercise an important influence on the creation and reproduction of gendered divisions of labour, and; (b) integrative studies connecting 'global processes' to 'local experience' offer unique insight into the restructuring experience. In examining these themes, Cornwall in Eastern Ontario is used as an example of an 'old order' manufacturing centre undergoing profound industrial and community restructuring. Research focuses on the time period between 1986 (a time of relative prosperity) and 1991 (a recessionary time, immediately following the implementation of the Free Trade Agreement with the United States). Central to this study is the notion that including gender as a 'necessary' analytical category in deconstructing the social relations of production will help inform more comprehensive explanations of regional economic and social change. The design and implementation of the research programme follows the feminist principles of reflexivity, responsibilily to participants, and shared knowledge.

Abstract:
This thesis is a study of working-class women and their paid employment between the temporal limits c.1945 and c.1971. Centralising women’s experiences, three distinct methodologies – statistical analysis, archival research, and oral history – discretely delivered, explore changing patterns of women’s employment. Four case studies of northern industrial towns and cities – Glasgow, Dundee, Newcastle, and Preston – are used to test the notion of regional distinctiveness and its survival into the twentieth-century. Statistical analysis of women’s labour market participation demonstrates convergence of regional differences. Women’s participation in paid work was augmented across the country, and married women became an increasing part of the labour force. In industrial towns which historically employed large numbers of married women, such as Preston and Dundee, women’s experiences converged with those of cities, such as Newcastle and Glasgow, with strong heavy industry traditions. Economic restructuring entailed women’s concentration in service and clerical occupations, compared to manufacturing, such as textiles and ‘light’ engineering. Until 1970 at least, mothers increasingly returned to employment part-time, contrasting with previous generations of female breadwinners who worked full-time. The provision of childcare sits at the site of a series of arguments about mother’s employment, maternal deprivation, and social problems. National policy lines were rarely drawn around encouraging women into work. An archival method, exploring local authority nurseries and nursery schools, and private nurseries illustrates meagre provision. Women’s continued use of childminders and informal care evidences a demand for provision which was not adequately met by the state. Oral history interviews found few women used local authority childcare, partly because of stringent admittance criteria and the stigma attached. The fundamental argument of this thesis focuses on working-class women and situates their experiences, sense of self, and personal struggles against family and societal expectations at the core of the profound changes in women’s working lives, in contrast to government policy and market economies. Oral history is the final methodology. Original oral history research testifies to work as part of the changing nature of the female self. However, it is emphasised that despite momentous transformation in women’s lives, gendered expectations were a limiting force on women’s ability to break free from a confining domesticity and unsatisfying work.

The concern of this thesis is the impact of incoming oil related activities (in the form of rig fabrication) upon the existing industrial work force in the North East of England. It examines how the interrelationship of two processes (the increasing centralisation of the international oil industry and the historical development of the labour force in the North East) has shaped the precise pattern of labour relations within the fabrication sector in the North East. In particular it notes how a mixture of political indecision in the 1970s and ideological dogma in the 1980s has allowed the international oil industry to dictate the terms of North Sea oil developments. As a consequence, fabrication firms have been forced to marginalise large elements of the work force. It is this process, set in the context of past industrial development that is the principle focus of this thesis.

Abstract:
This thesis, from a "locality studies" perspective, examines the impact of industrial restructuring and employment decline on the relationship between locality, gender and patriarchy at the household level in Windsor, a pulp and paper mill town in South-Eastern Quebec. A detailed questionnaire/survey was deployed in May and June 1987, during a period of massive reorganization and automation of production by Domtar Fine Paper Mill, the dominant local employer. The primary empirical focus of this work is on the household impacts of job losses, incurred directly or indirectly by this restructuring. Particular attention is paid to the relationship between gender, employment and income and how this relationship is manifested among the differing material circumstances of Windsor households, and to attempts to adapt to the socio-economic impacts of restructuring via self-conscious "coping strategies". A secondary focus is communal coping strategies aimed at combatting declining industrial employment. Findings indicate an exacerbation of economic polarization between economically stable households of the remaining Domtar employees and households enmeshed in unstable economic and employment conditions.

Abstract:
This thesis investigates the combination of changes in the population and employment into sectors in rural Sweden for the period 1960-2010. The aim is to describe and analyze the demographic changes together with the labour market changes, and to account for the spatial outcome of these changes by considering the heterogeneity of rural areas. The analysis departs from the framework of rural restructuring, where changes in employment and population in rural Sweden are interpreted as local products of the global processes of technological development, social modernization and globalization. Empirically, the analysis is based on a combination of longitudinal censuses and register data on the Swedish population covering the period 1960-2010. The first part of the aim is achieved by applying a life-course perspective and exploiting the longitudinal nature of the data. The life-course perspective distinguishes between historical time and the age of individuals, making it possible to situate changes in employment and migration on the individual level. The second part of the aim is achieved through developing a typology of rural Sweden by doing a cluster analysis on SAMS-areas. The results show that rural change after 1980 was characterized by de-industrialization and the rise of the urban service sector. The period was also characterized by regional urbanization rather than local urbanization. Peripheral urban and rural areas based on industrial employment found themselves with a declining economic motor, which meant that people had to find their source of income elsewhere. The migration stream in this period was thus increasingly directed towards metropolitan or large city centers, and their rural surroundings within commuting distance. However, the more fine-tuned spatial typology reveals that also a few areas in the rural periphery have experienced growth, these areas are mainly attractive places based on various kinds of tourism. It can thus be concluded that different rural areas have experienced, and will continue to experience, the shift from manufacturing to services differently, where some areas have grown in both demographic and employment terms while others have declined. In this sense the heterogeneity of rural areas are a product of both growth and decline – of old development paths that is reaching their end and of new development paths that will continue into the future.

The study aims to discuss the outsourcing process marked by the call restructuring process that began around the last quarter of the twentieth century. Thus, from the cooling process of accumulation Fordist / Keynesian Concomitant with the development of flexible forms of production sustained in revival of liberalism, we seek to understand the socioeconomic context in which outsourcing takes place, and then investigate their impact on social relations work in order that the use of outsourcing is a strategy flexible organization of production and work. The attention to the fact that in the midst of capitalist restructuring turns out a significant growth services sector (including in relation to the absorption of manpower) over a relative shrinkage in the agricultural and industrial sectors, directs the focus of empirical research for the "production" of services, especially in the subsector banking. Moreover, this approach is due to some lack of studies on the sector services in Brazil, by the sociology and economics work. Part empirical occurred through conducting a case study in a bank official which houses workers on staff and outsource its dependencies. The survey results point to aspects such as: fragmentation union representation, identity conflicts between contractors and banks, upward immobility of outsourcing, wage reductions of direct and indirect workers, contractors who develop end-activities of the acquiring bank, weakening of the employment relationship and so on. Regarding the theoretical foundation, the study is guided by the notions of productive restructuring; "capital symbolic ", elaborated by Bourdieu, of" regulated citizenship "discussed by Wanderley Guilherme dos Santos; "new social question", discussed by Castel; work identities from the perspective of Claude Dubar
O estudo pretendeu discutir o processo de terceirização acentuado pela chamada reestruturação produtiva iniciada por volta do último quarto do século XX. Assim, a partir do arrefecimento do processo de acumulação fordista/keynesiano concomitante ao desenvolvimento de formas flexíveis de produção sustentadas na retomada do liberalismo, busca-se compreender o contexto socioeconômico em que se dá a terceirização, para então investigar seus impactos sobre as relações sociais de trabalho, tendo em vista que o uso da terceirização constitui uma estratégia de flexibilização da organização da produção e do trabalho. A atenção ao fato de que no bojo da reestruturação capitalista se constata um significativo crescimento do setor de serviços (inclusive em relação à absorção de mão-de-obra) em detrimento de uma relativa retração dos setores agrícola e industrial, orienta o foco da investigação empírica para a produção de serviços, notadamente no subsetor bancário. Ademais, esse enfoque se deve a certa escassez de estudos sobre o setor de serviços do Brasil, por parte da Sociologia e Economia do trabalho. A parte empírica se deu por meio da realização de um estudo de caso em um banco oficial que abriga trabalhadores efetivos e terceirizados em suas dependências. Os resultados da pesquisa apontam para aspectos como: fragmentação da representação sindical, conflitos identitários entre terceirizados e bancários, imobilidade ascendente dos terceirizados, redução de salário direto e indireto dos trabalhadores, terceirizados que desenvolvem atividades-fim do banco contratante, fragilização do vínculo empregatício e etc. No que tange ao fundamento teórico, o estudo se orienta por meio das noções de reestruturação produtiva; de capital simbólico , elaborada por Bourdieu; de cidadania regulada , discutida por Wanderley Guilherme dos Santos; de nova questão social , problematizada por Castel; de identidades laborais na perspectiva de Claude Dubar

This thesis examines whether economic rationalist policies, as implemented by Labor governments in Australia in the 1983-1996 period, are the key to achieving national competitive advantage, restructuring and employment growth. It is argued that, whilst the policies made some progress in this regard, more could have been achieved through the use of strategic industry policies. It is argued that the key weakness of the rationalist policies of the period is that of an uncritical faith in market forces to produce economic prosperity. Markets fail to produce competence in a range of crucial activities such as research and development, technology diffusion, work organisation, management, education and training, finance and export marketing. This thesis argues that strategic industry policies can foster national excellence in such capabilities, and so bring improvements in national competitive advantage, restructuring and employment growth, beyond that achievable by markets alone.

The object of this study is the perceptions and meanings attributed to the public bank employment by employees of a federal bank. The 1990s were a decade of dramatic changes, marked by fusions, acquisitions and privatizations of public banks, intensification of work through expressive extinctions of formal jobs, precariousness of work relations, outsourcing and wage patterns deterioration and, at the same time, profits recovering at the end of the period. Thus, this study aimed to investigate and analyze how the employees of the target bank perceive bank work after the changes produced by the 1990s restructuring process. The first step was to analyze the productive restructuring process on the sector and its implications on work and workers. The second step was to try to characterize the major facts and changes occurred in the bank during the 1990s and early 2000s, via analysis of documents available at Centro de Documentação do Sindicato dos Bancários de São Paulo (documentation department of to the bank workers union in São Paulo). Finally, semistructured interviews were carried out with two groups of workers; group one consisted of ten clerks, staff hired up to 1989, who went through the sector restructuring; group two consisted of ten bank technicians, representing the new generation of bank workers, hired after the 1998 recruitment process. We started from the hypothesis that the mode how the public bank work is perceived by bank workers was negatively affected by changes occurred in the sector in the 1990s, which impacted on the employees mode of being and acting. As a second hypothesis, we believe that such re-signification can only be understood in the light of a process of significant ideological and institutional changes inherent to the flexible capitalism. We found that, for the new generation of bank workers, the perception originated from a synchronic comparison, where the job appears as an alternative to temporary, unstable or flexible work experiences, seems to shape the perception originated from a diachronic analysis, which evinces the historical losses of bank work. Increasing individualism, bradescalização of relations, creation of castes, hierarchical seduction in a context of limited possibilities of career ascension and basic rate of pay deterioration, and reduction of trade union involvement were elements explored by the analysis, which revealed that, considering what remained and what has changed, the stability issue seems to be the central element in the perception and meaning attributed do work, for both groups of workers. Thus, a process involving disruptions and continuities characterizes the re-signification of public bank employment. The disruptions, insofar as the meaning of work is no longer supported by the combination stability-status-wage and through the attenuation of the sense of belonging to a professional category. The continuities, insofar as the stability associated to employment keeps and increases its importance against the current configuration of the world of work, as well by the return and intensification of a trend already present in the pre-restructuring, represented by the idea of temporariness of bank employment.
O presente estudo tem como objeto as percepções e significados atribuídos ao emprego bancário público por trabalhadores de um banco federal. Tendo a década de 1990 sido um período de intensas transformações, marcado por fusões, aquisições e privatizações de bancos públicos; intensificação do trabalho por meio da expressiva extinção de postos formais, precarização das relações de trabalho, terceirizações e deterioração do padrão de assalariamento; e ao mesmo tempo de recuperação dos lucros ao final do período, esta pesquisa teve como objetivo investigar e analisar como os trabalhadores do banco estudado percebem o trabalho bancário após as mudanças decorrentes do processo de reestruturação da década de 1990. O primeiro movimento da investigação foi analisar o impacto desse processo para o setor e para os trabalhadores. Num segundo momento, via análise de documentos disponíveis no Centro de Documentação do Sindicato dos Bancários de São Paulo, buscamos caracterizar os principais fatos e mudanças ocorridos no banco pesquisado durante a década de 1990 e início dos anos 2000. Por fim, realizamos entrevistas semiestruturadas com dois grupos de trabalhadores: o primeiro formado por dez Escriturários, empregados contratados até 1989 que vivenciaram a reestruturação do setor; e o segundo por dez Técnicos Bancários, representantes da nova geração de bancários, cuja contratação se deu após o concurso de 1998. Partimos da hipótese de que as transformações ocorridas no setor na década de 1990 afetaram negativamente o modo como o emprego bancário público é percebido pelos bancários, impactando nos modos de ser e agir do trabalhador. Como segunda hipótese, acreditamos que tal re-significação só pode ser compreendida à luz de um processo de significativas mudanças ideológico-institucionais inerentes ao capitalismo flexível. Assim, constatamos que para a nova geração de bancários a percepção oriunda de uma comparação sincrônica, na qual o emprego aparece como uma alternativa diante de experiências de trabalho temporário, instável ou flexível, parece amoldar a percepção advinda de uma análise diacrônica, que evidencia as perdas históricas do emprego bancário. O crescimento do individualismo, a bradescalização das relações, a criação de castas , a sedução hierárquica em um contexto de limitadas possibilidades de ascensão profissional e de deterioração da remuneração salarial de base, e a diminuição do envolvimento sindical foram elementos explorados pela análise, a qual revelou que, frente ao que permaneceu e ao que se alterou, a questão da estabilidade figura para ambos os grupos de trabalhadores como elemento central na percepção e significado atribuído ao trabalho. A re-significação do emprego bancário público se caracteriza, assim, como um processo que envolve rupturas e continuidades. As rupturas se revelam na medida em que o significado do trabalho já não mais se sustenta no tripé estabilidade-status-salário e pela atenuação do sentido de pertencimento a uma categoria. As continuidades se expressam na medida em que a estabilidade associada ao emprego mantém e amplia sua importância frente à atual configuração do mundo do trabalho, bem como pela reedição e intensificação de uma tendência já presente no pré-reestruturação representada pela ideia de provisoriedade do emprego bancário.

Socle des revenus et de la stabilité politique, l'emploi est l'instrument par lequel l'Homme s'épanouit et acquiert une place en société. Il fait l'objet de constantes interventions législatives en vue de permettre au salarié de faire pleinement carrière dans l'entreprise. On a vu ces dernières décennies diverses actions assurant non seulement au salarié la permanence du rapport contractuel, mais également, celles visant à le protéger contre la perte de l'emploi. Il en est ainsi dans la majorité des systèmes juridiques, notamment en France et dans les pays de l'espace OHADA tels que le Cameroun où les pouvoirs publics s'efforcent de conduire des reformes visant à pérenniser le rapport contractuel. Ces mesures prennent de l'importance à la naissance même de la relation de travail. Durant celle-ci, interviennent la suspension, la formation professionnelle et la règle du maintien des contrats en cas de restructuration, en vue de parvenir à l'impératif de stabilité des emplois. Il en est également des diverses dispositions visant à protéger l'emploi contre les risques de perte pouvant provenir de l'employeur. Cette étude a pour objet l'analyse des techniques de protection du rapport contractuel. Elle retrace l'ensemble des mesures préconisées pour garantir la conservation de l'emploi dans l'entreprise, fait ressortir des insuffisances et propose quelques solutions
Basis of income and political stability, employment is the gateway through which man gets his roots and acquires a place in society. It is the object of constant legislative intervention in order to assist the worker to fully exercise his career in the enterprise. We have seen these last decades diverse actions geared towards not only assuring to the worker the stability of contractual relations, but equally actions to guarantee him against loss of employment. It is thus the case in a majority of legal systems, notably France and within the OHADA sphere such as Cameroon where the State authorities are striving to drive reforms aimed at preserving contractual relationship. These measures gain importance during the establishment of the employment contract. During the execution of the relationship, involved the suspension, professional training and maintaining the rule of contracts in the event of restructuring in order to achieve the imperative of job stability. It is equally same for various dispositions aimed at protecting employment against the risk of loss which could result from the employer. This study aims to analyze the different techniques of protection of contractual relationship. It relates the recommended possible ways to secure jobs in the enterprise. However, it also displays the insufficiencies and proposes some solutions

The central objective of this thesis is studying the changes in the industrial sector of Campina Grande-PB, in the years 1990, about the size of that space and urban sector. The hypothesis that guides this work is that there was a reconfiguration and industrial space in recent years, the result of the restructuring of productive capital and, secondarily, public policies - economic, urban etc. - implemented in the municipality in the years 1990. This reconfiguration industrial meant thepredominance of certain productive segments of the industry and the shift towards urban-industrial areas (industrial districts). This work is guided in these two axes to explain the changes in the industrial campinense and its consequent impact on the urban development of Campina Grande. It is understood by reconfiguration industrial changes in industrial structure, namely the preponderance of one or more productive segments on the other, changing the scenario of production, employment and the number of establishments. In this study, are considered as institutional structures of support and assistance to industry, the various institutions that directly and indirectly, contribute to the development of productive activity. These structures are the first to undergo institutional changes, physical and policies because of intrinsic connection with the industry. The institutional structures contribute to the development of industrial activity and urban development. In Campina Grande, these institutions are important for facilitating the development of certain segments. Abstract:
The restructuring process presents itself as a mechanism of exit of capital for those moments of crisis. The process of capital accumulation that goes destructively search spaces where their reproduction may be made ever increasing scale, however, attempts to answers provided by capital in times of exacerbation of the crises that are given in the form of restructuring of the production process are no longer possible to be given, depending on the nature of the adversarial system, which shows that capitalism can only leave their previous crises piling deeper contradictions that tend, sooner or later, the blow with increasing force. The successive crises that arise as the production of its contradictory process of expansion, just accentuating the destructive elements that arise as a product of that movement "comes and goes," and the more the destructive logic of reproduction, the more it exacerbates the contradictions arising this process. What if this universe can keep up with perverse exploitation of labor is the reconfiguration of the working world in a way to extract the most value ever seen, even by resorting to violent mechanisms of extraction of surplus value, this exclusionary process and often violent exploitation of the work reflected on the working class in the form of child labor, slave labor, excessive working hours, low wages and exclusion of young and old production process. These elements present in the process of establishing the industrial structure can be clearly observed within the rough central Sergipe, where before the advance of industrial footwear axis has been accompanied by the salaried employees thereof, which has its living conditions debased by precarious employment relationships existing, which most often are shrouded by the "hand of the state", which works as an instrument of capital deleted all their labor rights historically achieved.
A reestruturação produtiva se apresenta como mecanismo de saída do capital para os seus momentos de crise. O Processo de acumulação do capital que avança destrutivamente procura espaços onde a sua reprodução possa ser realizada sempre em escala crescente, entretanto, as tentativas de respostas apresentadas pelo capital nos momentos de agudização das crises que se apresentam na forma de reestruturações do processo de produção já não são mais possíveis de ser dadas, em função da própria natureza contraditória do sistema, que revela que o capitalismo só pode sair de suas crises anteriores acumulando contradições ainda mais profundas que tendiam, mais cedo ou mais tarde, a explodir com força cada vez maior. As crises sucessivas que se colocam como produção do seu processo contraditório de expansão, acaba acentuando os elementos destrutivos que surgem como produto desse movimento de vai e vem , e quanto mais se desenvolve a lógica de reprodução destrutiva, mais se acirram as contradições provenientes desse processo. O que se consegue acompanhar nesse universo perverso de exploração do trabalho é a reconfiguração do mundo do trabalho em moldes de extração da mais valia jamais visto, se recorrendo inclusive a mecanismos violentos de extração de mais valia, esse processo excludente e por vezes violento de exploração do sobre trabalho repercute para a classe trabalhadora na forma de exploração do trabalho infantil, trabalho escravo, jornada de trabalho excessiva, baixos salários e exclusão dos jovens e idosos do processo produtivo. Esses elementos presentes no processo de estabelecimento da reestruturação produtiva podem ser claramente observados no território do Agreste Central Sergipano, onde diante do avanço do eixo industrial calçadista tem-se acompanhado o assalariamento dos trabalhadores desse território que tem as suas condições de vida aviltadas pelas relações de trabalho precarizado existentes, que na maioria das vezes são encobertas pela mão do Estado , que funciona como instrumento do capital suprimido todos os seus direitos trabalhistas historicamente conquistados.

Devenus un instrument de promotion d’une gestion pacifiée des relations sociales, leurs conclusions sont évoquées par la presse généraliste. « Le nouveau contrat social » ou « l’accord de compétitivité », respectivement conclus au sein des groupes PSA et Renault, illustrent bien la diffusion de ces pratiques. Pourtant, l’analyse juridique dominante bute devant la très grande originalité de ces accords. Rarement identifiés pour leurs propriétés intrinsèques, guère plus définis par des critères précis, les accords de gestion constituent au mieux une figure juridique évanescente. Study about the national politics on the professional education, under responsibility of the brazilian Work Department in 1990 years. Purposes to apprehend the results of the actions of the professional education in a basic level, offered by the National Plan of the worker qualification ( PLANFOR ), as well as the effects on the assisted exits, starting from the experience appreciated on the Plan of Qualification developed in the state of Maranh?o between 1996 to 2000. It adopts a theoretical-methodological conception by an ontological nature, if being worth of categories as the one of totality and of mediation that together, makes possible the apprehension of a dialectical movement that happens among the analysis object, the professional education politics in a basic level, performed by PLANFOR and your context, the underdevelop and heterogeneous Brazilian capitalism and the consequent job market generalized precarious and informal, making possible that the reality investigated become to understood rationally. This paper uses the indirect documentation technique, instruments of the bibliographical research and documental research. This study is based on those that aren?t part of PLANFOR, qualified by professional education courses in basic level,they didn't get to be inserts at the formal job market, just occupying precarious occupations in the informal job market. Objetiva apreender os resultados das a??es de educa??o profissional em n?vel b?sico oferecidas pelo Plano Nacional de Qualifica??o do Trabalhador (PLANFOR), bem como os efeitos sobre os egressos atendidos, a partir da aprecia??o da experi?ncia do Plano Estadual de Qualifica??o desenvolvida no Maranh?o, no per?odo de 1996 a 2000. Adota uma concep??o te?rico-metodol?gica de natureza ontol?gica, se valendo de categorias como as de totalidade e de media??o que, juntas, possibilitam a apreens?o do movimento dial?tico que ocorre entre o objeto de an?lise, a pol?tica de educa??o profissional em n?vel b?sico, executada pelo PLANFOR, e o seu contexto, o subdesenvolvido e heterog?neo capitalismo brasileiro e o conseq?ente mercado de trabalho precarizado/informalizado, possibilitando que a realidade investigada possa vir a ser racionalmente compreendida. A pesquisa se vale da t?cnica de documenta??o indireta, recorrendo tanto aos instrumentos da pesquisa bibliogr?fica quanto aos da pesquisa documental. Parte do pressuposto de que os egressos do PLANFOR, qualificados pelos cursos de educa??o profissional em n?vel b?sico, n?o conseguiram se inserir no mercado formal de trabalho, mas t?o somente em ocupa??es prec?rias no chamado mercado informal. Discute o processo de reestrutura??o produtiva ocorrido mundialmente, bem como os impactos sobre os trabalhadores, como a precariza??o do trabalho e o surgimento do fen?meno denominado de nova informalidade. Destaca a particularidade que o processo de reestrutura??o produtiva assumiu no Brasil, mostrando que a informalidade, ao contr?rio de ser conjuntural, sempre foi um fen?meno estrutural no pa?s. Recupera parte da discuss?o sobre a qualifica??o profissional no capitalismo contempor?neo, resenhando algumas de suas teses. Historiciza o processo de surgimento das no??es de empregabilidade e compet?ncia, e a influ?ncia que exerceu sobre as reformas da educa??o b?sica e profissional, bem como as implica??es de ambas na pol?tica de educa??o profissional no pa?s. Resgata o processo de cria??o do PLANFOR, suas formula??es oficiais e suas bases organizativas, a partir da segunda metade da d?cada de 1990. Mostra as mudan?as e perman?ncias no mercado de trabalho do Maranh?o para, em seguida, a partir de dados oriundos dos relat?rios de avalia??o externa dos Planos Estaduais de Qualifica??o, elaborados pelo Grupo de Avalia??o e Estudos da Pobreza e das Pol?ticas Direcionadas ? From the perspectives of active ageing and intergenerational solidarity, this study found that an exploratory research on restructuring of employment relations. In-depth interviews were conducted to collect data from twelve participants, including the supervisor, middle-to-aged workers, and young labors of the case study company. Data were analyzed according to hermeneutic circle method. The case study company was formerly known as a government-owned enterprise in Taiwan. Owing to the staff control of the Ministry of Economic Affairs, the policy of deferred retirement in Taiwan, and the post-war baby boomers who were near retirement age, the average age of employees is relatively high. After privatization, the case study company recruited youth in order to cover the shortage of labor. This practice reduces the average age of employees, however, there are significant gaps between generations. The results of the present study revealed that the company confronted five generation issues : (1) age and health, (2) job accommodation, (3) intergenerational workforce shifting arrangement, (4) intergenerational cooperate or exchange techniques, (5) intergenerational cooperation and conflict. Suggestions for the study were as follows:(1) attention to generation issues, (2) cooperative education, (3) improve the labor participation rate and create a talented and friendly age workplace, (4) commitment to the improvement of work quality and well-being, including the promotion of job redesign and the development of suitable job opportunities for the elderly, (5)combined with the creation of community-based employment opportunities.

Abstract:
This research, by focusing on the Isithebe industrial estate in KwaZulu Natal, analyses the process of industrial change within one location and the resulting impact on the gender relations within the surrounding communities. Rather than adopting the rather simplistic approach utilised by Women in Development advocates, is suggested that the identification, location and particular experience of power between men and women provides for a more informed position from which gender relations can be understood. Using Social Relations Analysis as a departure point, it is argued that a range of variables and impact on the construction and experience of gender, and thus the relation between men and women. In South Africa, the particular economic and social discourse initiated by apartheid resulted in the formulation of a particular understanding of gender. Various economic and industrial and social shifts over the past decade have served to challenge this conceptualisation and experience, and have resulted in a range of new dynamics between men and women. It is argued that many of the businesses located in Isithebe have been slow to follow the trends and processes of restructuring identified nationally. However, there has been some change in the gendered division of labour on the estate, as men gradually move into sectors previously reliant on female labour. Women are concurrently trapped in low skilled, low paid employment. While the increasing engagement by women in multiple livelihood strategies, within an environment of high male unemployment, is increasing the dependence of households on (he ability of women to earn an income, there is little change in the location of power at a household level. The increased autonomy and decision-making power anticipated by many theorists is not evidenced in the Isithebe community. However, as men seek for alternative sources of security as their traditional role as breadwinner is eroded, women are increasingly aware of the discrepancies and dichotomies within the household, and are beginning to reassess the relations between men and women, and the location of power. Concomitantly both men and women are in a position to reconceptualise the gender component of identity. These processes provide the basis from which unequal relations between men and women can be challenged in the future.

Abstract:
This dissertation focuses on the forces that are bringing about changes in the employment relationships in the higher education sector. Labour law regulates the employment relationships. This dissertation also seeks to determine the extent to which the forces that are external to the parties to the employment relationship determine the legal environment within which the parties can exercise their rights and obligations. The important factor that is taken into account in this regard is the constitution of the country which is the supreme law of the land. The fundamental rights that are enshrined in the constitution must be recognised and respected by labour law and consequently by the parties to the employment relationships. The constitution provides that when interpreting any legislation, every court, tribunal or forum must promote the spirit, purpose and objects of the Bill of Rights. This dissertation is confined to the public higher education system. The constitution also stipulates that the power to pass legislation that regulates tertiary education is given to the national government exclusively. It is for that reason that the Higher Education Act has been amended to give the Minister the power to bring about the desired changes. The National Plan for Higher Education that was introduced by the Minister of Education in March 2001 is the basis of the discussion of the issues of equity, restructuring, incorporations and mergers that are currently taking place in the higher education sector in this dissertation. This is a force that is external to the parties and is brought about by policy considerations. The analysis of the issue of equity therefore takes into account the right to equality as buttressed by affirmative provisions of the constitution of the country and the legislation that has been enacted to outlaw discrimination at the workplace and to promote equality of opportunity is considered. The enforceability of the equity provisions of the National Plan for Higher Education are analysed in this context. Labour law also determines the respective rights and obligations of the parties when it comes to restructuring that is taking place in the higher education sector. Labour law acknowledges that the operational requirements of employers may compel them to restructure their operations. This may lead to a loss of jobs. The principles of labour law and labour legislation that regulate these phenomena are analysed. The National Plan for Higher Education seeks to bring about a change in the landscape of the higher education system in this country. It proposes mergers and incorporations of certain institutions of higher education into. other such institutions. Labour law principles and legislation regulate how these phenomena can be effected. Common law recognises an employment relationship between a particular employer and a particular employee and does not provide for the notion of transferring the employment relationship to a new employer. This dissertation analyses the applicable provisions of labour law when this transfer of contract happens in the higher education sector. Our labour law is itself in a state of flux, not only because the relevant labour legislation is new, but also because that "new" labour legislation is in the process of being amended. This aspect has been compounded by the fact that the Labour Appeal Court has given different interpretations to certain provisions of the legislation, leading to further amendment of the legislation. The relevant amendments relate to dismissals based on operational requirements of the employer and the transfer of contracts of employment from the "old" employer to the "new" employer. This dissertation aims to highlight the measures that the role players must take to ensure that the implementation of the directives contained in the National Plan for Higher Education, among others, does not fall foul of our labour law.
