Abstract:

In the 21st century, school libraries are under pressure to innovate. Library budgets are frequently slashed as districts struggle with limited fiscal resources, while library personnel are increasingly expected to provide students with resources they need to help them pass high stakes tests. In an effort to meet student needs with limited resources, many school librarians are using parent volunteers in different capacities. This dissertation explores how three school librarians in different school settings recruited, trained, and used their parent volunteers through the use of an exploratory case study. The researcher conducted observations and semi structured interviews to gain the perspectives of volunteers and librarians regarding the use of volunteers in school libraries. The collection of schedules, photographs, newsletters, and other artifacts enabled the researcher to create a description of three different library volunteer programs. This dissertation explores the motivations of volunteers who participate in volunteer programs, and describes the challenges of operating and maintaining library volunteer programs. Key findings emerged regarding the wishes of parent volunteers to develop authentic partnerships with school staff to engage students in meaningful student learning. Stakeholders interested in establishing or modifying their own volunteer programs could use this data to inform them as they structure school library volunteer programs.

Giorgis, Cynthia Ann. "Librarian as teacher: Exploring elementary teachers' perceptions of the role of the school librarian and the implementation of flexible scheduling and collaborative planning." Diss., The University of Arizona, 1994. http://hdl.handle.net/10150/186740.

Abstract:
This qualitative case study explored elementary teachers' perceptions of the role of the school librarian and the implementation of flexible scheduling and collaborative planning. Data collected consisted of field notes, audiotaping of formal interviews and planning sessions, weekly plan books, monthly calendars, questionnaires and the collection of student work. During formal data analysis, new questions began to emerge. These three questions then guided the process of data analysis. These questions were: (1) What are teachers' perceptions of the role of the school librarian as indicated through responses and actions? (2) What changes occurred in teachers' perceptions during the school year? and (3) What are teachers' issues and concerns about the implementation of flexible scheduling and collaborative planning? Four roles of the school librarian emerged from data analysis. These were: the resource role of the school librarian; the cooperative role of the school librarian; the transition from a cooperative to a collaborative role; and the collaborative role of the school librarian. In addition, seven categories were developed through the analysis of interviews and questionnaires. One category developed as several teachers expressed their concern in not having a regularly scheduled library time for students to check-out books. A few teachers also indicated the need for students to learn library skills. Within each of the seven categories, several issues also emerged. The findings of the study indicate there were numerous changes during the school year in teachers' perceptions related to the role of the school librarian. There were also ten implications which resulted from the study. One of these implications focused on professional development within schools and school districts. Professional development assists in the role of ownership and as Fullan (1991) states, ownership of something new is tantamount to real change. Through professional development, teachers and librarians can learn about the process of cooperative and collaborative planning together.

Marbach, Amikam. "Developing locating information in books in the fifth grade of the elementary school." Thesis, University of Sheffield, 1989. http://etheses.whiterose.ac.uk/1832/.

Full text
Abstract:
The aim of this research is to investigate the development of locating information in books in the fifth grade of the elementary school. The dilemma, according to the review of the literature, is that many students are not competent to locate information even in the most common source, the book, and that those who are responsible for developing these skills in schools are themselves suffering from some kind of weakness. Indeed, there is not even a program which is accepted by the whole scientific community in this area. The review of the literature also provides us with some idea about bridging the gaps of those who are responsible for the development of these skills in schools, and brings us closer to the very heart of the contents of these skills. Based on this state-of-the-art, the researcher designed a learning package program relating to the location of information in books for fifth graders of the elementary school, and he also designed a test for measuring the efficiency of this program. The learning package program was implemented and tested in Israel in two elementary schools with teacher-librarians and with well equipped libraries through collaboration between the researcher and the educational context. One of the schools was of a low socio-economic status, and the other was of a high socio-economic status. On the one hand the results strengthen the findings of the literature regarding the skill gaps of students and the lack of sufficient stimulation in schools, and on the other hand the results also reveal the possibility of improving, in many cases significantly, the location of information in books, by exposing students to the learning package program. This study reveals, moreover, that it is possible to bring teachers closer to the area of locating information in books in particular, and even to close the gaps between information skills and the educational context in general. Implications for teachers and librarians are included as well as recommendations for future research.

Abstract:
The purpose of this study, in addition to measuring and comparing attitudes of teachers, principals and library media specialists toward the role of the school library media specialist, was to identify and measure factors contributing to those attitudes. Nine factors were identified. Further path analysis revealed that the performance level of the library media specialist had the most influence on principals' and teachers' attitudes toward the Consultant, Technological and Instructional Roles. For principals and teachers, staff development had the most influence on attitudes toward the Management Role, while involvement in the school-wide program was most influential for library media specialists.

Abstract:
The purpose of this research project was to ascertain data and information on the effect of censorship on the selection of media center materials in public elementary school libraries in Georgia. Random samples were sent to each of the 187 school systems in Georgia at the elementary level with a grade range of K-8. The data for the study is based on 101 responses with education, geographical location and district population serving as characteristics of a sample for selection. The significance of these characteristics was tabulated and verified. Although all the media specialists in the study had obtained some degree of certification and training, the results varied somewhat with the following: (1) media specialists in metropolitan and urban areas with advanced degrees were more liberal toward selection of censorship materials and,(2) media specialists in rural areas and those with the minimum degree requirements were more reluctant toward selecting censorship materials.

Abstract:
A metodologia adotada contemplou duas etapas: a pesquisa documental, isto é, o levantamento da legislação existente, no âmbito federal e estadual.
Indigenous education has been the subject of study throughout the country, due to interest of the departments responsible for educational policies, as well as the Academy, in proposing alternatives action for continuous improvement on teaching and learning processes in indigenous schools. This research investigated, in form of a case study, how the Science discipline is being developed in the indigenous elementary schools in Rio Grande do Sul. The adopted methodology includes two stages: The first one was a documentary research, that is a survey of existing legislation at federal and state levels - official data on the Department of Planning (DEPLAN) from Departament of Education (SEDUC/RS); covering number of indigenous and non-indigenous teachers; number of indigenous schools and villages, and their spatial location distributed in seven (7) State Meso-regions and student population. The second stage consisted of field research with 9 (nine) state schools, from a universe of 91 (ninety-one), randomly selected, with 6 (six) Kaingáng and 3 (three) Guarani. The instruments of data collection were structured interviews, through a questionnaire; visits; non-attendant observation and occasional meetings. The data obtained from teachers, principals, caciques and responsible for these schools in the Regional Education Coordination (CRE) focused on the use of the didactic science book provided by the National Fund for Educational Development (FNDE), the role of the school library and the science lab in the teaching and learning of this discipline. The theoretical basis of this research includes authors who study indigenous education in the country such as Bergamasch, Venzon, Meliá, and Ferreira among others. The results indicated that: The teaching of science in indigenous state schools starts on the 6 (sixth) year of elementary school; Indigenous or non-indigenous teachers do not use didactic books, elaborating their own didactic texts; The school library is rarely used, either in physical space or in its collection; The science laboratory does not exist in most schools; The teaching of science is based on oral tradition and empirical knowledge which are directly linked to the core of indigenous culture. There was an increase of 30% in the number of state indigenous schools in the period 2011-2015 in RS. In 2011, there were 68 schools in operation and by 2015 this number grew to 89 schools. This fact demonstrates the interest of SEDUC/RS in expanding the access opportunities to education for indigenous population.

Abstract:
Introduction. The aim of this thesis is to investigate how librarians in public libraries, school libraries and integ-rated libraries relate to reading for pleasure in regards to reading for development in their work with students. A conflict has been shown between promoting voluntary reading and promoting reading ability. We base our re-sults in Qvortrups theory about children as “beings” or “becomings” together with Junckers theory about the distinction between the cultures of the educational sector and the cultural sector. Method. We conducted a qualitative interview study with seven sources from the three library types. We also conducted a quantitative survey study with vignettes taken from the qualitative analysis. Analysis. The qualitative result was analysed with a conventional content analysis. We conducted three inde-pendent one way anovas to investigate if there were any differences between the library types in the survey. Results. The qualitative study showed that all sources highly valued reading for pleasure and the students right to choose literature. The school librarians more often related their work to improving reading ability and to school criteria than librarians from the other two library types. We found similar tendencies in the results from the survey sample but none of these was significant with a significance level of p < 0.05. Conclusion. Librarians from all types of libraries show a reasoning consistent with the view of children as “beings” and the culture from the cultural sector. School librarians in our results do more often than the other two library types show a view of children as “becomings” consistent with the culture from the educational sector. Therefore we would argue that it is important to watch the development with strengthened school lib-raries so that the view of children as “becomings” does not become the only perspective dominating children's daily lives. This is a two years master’s thesis in Library and Information Science.

Abstract:

This doctoral dissertation aims at investigating what is the extent and influence of the reading policy destined to young people and adults from the Collections of the National Program Libraries in School (Acervos do Programa Nacional Biblioteca da Escola – PNBE), in order to understand how the reading experience takes place, how new readers are formed and how taste for reading takes place. The study is structured on three thematic lines of thought: the reading experience, the cycle of the educational policy for literary reading, and the school library in a historical moment in which Education for Young Adults and Adults (Educação de Jovens e Adultos – EJA) became a teaching modality in Basic Education. Empiric data were built by means of an action research, developed with free participation of students from EJA groups at an Elementary school, located in Caxias do Sul, an average-sized city in the hinterland of Rio Grande do Sul. Choosing action research as the methodology has the purpose of giving the researcher and the group of participants the means to face the research problem in the relationship with the theoretical references and the analysis of the participants’ situations. Literary collections of the PBNE sent to public schools in the country who answer the Senso Escolar (School Survey) annually are taken as the start point for the analysis of the cycle of reading educational policy. It is theoretically supported with the reader being the one who commands the reading and not the book, the need for mediation to form the reader, and reading in the school environment commanded by the syllabus, which requires school library to have activities aimed at the syllabus, a situation that interferes directly on reading for pleasure and forming a reader for literature. The evidence found – and built by action-research, is analyzed and interpreted interdisciplinarily, from theoretical contributions by Ball (2011, 2013), Manguel (1997, 2006), Thiollent (2011), Chartier (1996, 2001), Ramos (2013), and Darnton (1986, 2010). This investigation has its origin in the conviction that Human Sciences and Education are by virtue on a stress axis between theories and practices and one mobilizes and unleashes the other, causing knowledge to advance. That is why a proposal is presented – a contribution to reading history and public policies on reading – which articulates theoretical and practical knowledge, as a reply to current challenges towards incentive of literate culture in the country. The results show that reading history is the history of each reader. Practice of sending literary books to school is an old one and, not connected with mediation projects, it is potential reading, which produces low impact on the experience of reading. School library functions are still associated with demands of the syllabus, which are far away from reading for pleasure. However, the experience of reading changes the person’s self-development path.

86 elementary school libraries in Hsinchu County (including four branch schools) were studied by means of “documentary analysis” , “questionnaire survey” and “semi-structured interview”. The main findings of the research are as follows. 1.Elementary school libraries generally face the situation of manpower shortage. Volunteer involvement and types of volunteer service differ significantly between urban and rural areas. 2.53.2% of the school library collections are between 6,000 and 12,000 volumes. For the last two years, 38.3% school library budgets are between 10,000 and 30,000 NT$ per year. The smaller the scale of schools, the tighter their budgets; and they have to rely on other social resources to enrich library collections. 3.Nearly 80% of the librarians consider their library well located. 24.4% of the librarians consider the space of their libraries as insufficient. And, 70% of the librarians consider media and information facilities as insufficient. 4.75.9% of the elementary school libraries had electronic system. 5.74.7% elementary school libraries have library-use education programs. The content of programs is mainly introduction of the environment of the library, its function, services and reading introduction programs. 6.75.9% of the elementary schools have arranged a period (40 minutes) per week for reading instruction. Activities to promote reading are getting more diverse, and receiving more attention. “Reading reports” , “class library collection” and “how to make a book” are the most popular activities. 7.“Manpower shortage” , “lack of full-time librarians” and “lack of professional knowledge” are the main issues that librarians faced. 8.7.2% of the school librarians are not satisfied with their library team’s performance.

In order to understand the arrangement of impelling children’s reading at each school, I set the national elementary school libraries as examples, planning to do the investigations and researches of book collections, how to make use of the educating to promote the reading activities. I tried to generalize the operation experiences of each school, and tried to provide some feasible advice as the consultation for the managements of elementary school libraries. This study is mainly based on the questionnaires, assisting with some interviews, and the investigators are the superintends of 164 national elementary libraries in Taichung County. I collected the materials and information on the book collections of the elementary libraries at the present, how to use the educating to promote the reading activities; nearly the fifteen years, the elementary libraries in Taichung have been gained, the book collections have been increased in a small range. People going to the libraries to borrow books become much more, and the automatic management equipments are making great meliorations. The strength of efforts is also found the way out in support. However, it is regrettable that the ascent of professionals, the injections of the budgets, the inventory of using teaching materials, the constitution of working guild and the development of book collections are less improving. The promoting of reading activities is still not diversified and varied. I would suggest that the automatic management operations of elementary libraries in Taichung County to take more important on statistic functions on the reporting of data. And, about the book collections, they should take importance to the book features; enhance the cooperation with children’s literature circles. On the management, the superintendents of each school should communicate with each other. Besides, on the use of educating aspect, they should draw up something to use the teaching materials, and build up the sitting elementary school principals and teachers’ specialized further education. At the promoting reading activities, they should also take importance to the cooperation of each office, working out the reading activities together, and offer some reading book lists, in order to establish the reading accents of each school.

The development of education reforms, the implementation of Grade 1-9 Integrated Curriculum, and the proactive promotion by the central government of the cultivation of reading ability have given more responsibility and educational functions to elementary school libraries than before. In addition to the task of supporting teaching, elementary schools in nowadays also have to play the role of storing, disseminating, and inspiring innovative knowledge. This study aimed to understand the practical strategies that managers of the sample school libraries have applied, which of these strategies are applied to knowledge management, and what are the difficulties encountered in the promotion of knowledge management in libraries. In this study, a total of 12 elementary school libraries in Taitung County with an exclusive website were selected as research samples. Through interview and field observation, this study probed into the promotion of managerial strategies, issues about knowledge management, and difficulties encountered in these 12 libraries. In the research process, it was discovered that the major problems facing elementary school libraries are insufficient manpower and fluidity of staffers, which have resulted in ineffective transfer of operations. Besides, the staffers in charge may have different concepts of and attitudes toward knowledge management, so implementation of knowledge management in elementary school libraries is not easy. The research results also revealed that staffers in elementary school libraries are equipped with the concept of knowledge management and aware of the importance of knowledge management for library management. However, their operations are part-time works, they are responsible for the promotion of reading, support and training of manpower should be reinforced, and the position of the library in the school is not clear. Therefore, under a limited budget, if the administrative departments can provide software to reduce cost of establishment and encourage educating personnel to develop software, the promotion of libary operations can be easier.

The purpose of this study was to examine the establishment and operation of libraries in public elementary schools, located in Taichung City, Taiwan. The scope of the study also covered how libraries are used in teaching, and the reading habits of students. Copies of a questionnaire were sent to 60 public elementary schools in Taichung City. The questionnaire covered topics including library operation, usage of the library in teaching, and reading promotion. A total of 56 valid copies of the questionnaire were collected and analyzed. The findings are as follows: 1. Management: 14.3 percent of the librarians had received professional library management training; 79.6 percent of the schools did not appoint a library committee which was against the established guidelines of elementary school library. 2. Collection: All the libraries surveyed follow the collection rules set by the established guidelines of the elementary school library. They all have more than 6000 books in their collections or more than 40 books per student. However, they failed to follow the rule for having more than 15 journals or periodicals for children. Nor do they have subscription of more than 3 types of newspapers as stated in the guidelines. Most of the libraries rely on the public for funding to expand their book collection. 3. Space and Equipment: 98.2 percent of the schools have one library per school. Most of the libraries are approximately 3 classrooms in size. 93.3 percent of the space inside the library is dedicated to a reading area, but few schools follow the rule to allocate areas for reference books, periodicals, and audio-visuals. Nor do they allocate space for book storage, teaching props, and work area. 4. Operation: 98.2 percent of the libraries provide reading services; most are open for close to 40 hours per week, but none reach the required 40 hours set by the guidelines. All have lending regulations, open shelve service, and book loaning service. 5. Library Usage in Teaching: 72.7 percent of the library usage in teaching is instigated by homeroom teachers. 79.6 percent of the schools surveyed integrated the usage of library in all teaching areas. 6. Reading Promotion: 78.2 percent of schools surveyed have arranged for one reading period per week. And 96.4 percent of these reading periods are guided by homeroom teachers. Based on the findings of this study, suggestions are made on library operation, usage of library in teaching, reading promotion, and further studies.

Over the last ten years, our country has been popularizing the habit of reading through the national government and various local institutions’ financial policies for improving libraries’ reading spaces. These policies reveal that the environment does have a relative effect towards promoting the habit of reading. This study is based on the K-12 Education Administration’s financial policy, which provides environmental improvement for six elementary schools and junior high schools, in 2014. The purpose of this study is to investigate the difference between the readers’ numbers and their satisfactions towards the library’s new and old appearances. This study uses case analysis and surveys and concludes six perspectives about the readers' usages of the library before and after with their satisfactions towards the library's facilities. First of all, the library’s decoration cannot conclude the readers’ frequency of visiting the library. Second, the survey reveals that the library isn't fully used for education purpose since a higher percentage of students who do not use the library filled up the surveys. Third, the average frequency for students using the library is once to trice per week, with the time of an hour. Also. the main reason for students to visit the library is to borrow and return books. Fourth, different groups show huge differences between their satisfactions towards their experiences using the old and redecorated library. Fifth, most of the students’ surveys reveal that even though the new library provides a lovely environment for them, the students still feel a gap between their anticipated library and how the actual library appears. Sixth, students propose their recommendation for the library to acquire more computers, more air conditioning facilities and set a higher amount allowing students to borrow books. Through the integrated analysis, the study provides several recommendations for the future evaluation of the library’s interior modifications. First, modification of the library’s interior plan should emphasize on the readers’ visual perception and actual demands. Second, the library’s collection should increase as much as possible. Third, events for popularizing the library should be held once the library’s new decoration is modified. Fourth, the library should support all kinds of school’s field trips. Last, mobile applications should be promoted to solve problems for the lack of the library’s lack of hardware.

Libraries in elementary schools are mainly used to serve school teachers and students. Therefore, it is essential to understand the usage conditions and requirements of objects to provide proper service when purchasing comic books. This study means to understand collections, situations, and comments about purchasing comic books in elementary school libraries to supply principals and curators a reference for buying comic books in the future. The instruments in the study include questionnaires, qualitative research method and interviews used for the collection of data. After the researcher analyzed the questionnaires and interview records, the study results are as follows: 1. Up to 99.3% of elementary school libraries have knowledgeable comic books, and the collections are mainly about history, geography and science. 2. Curators all agree that there should be manga collections in school libraries. They consider the collections can attract pupils to go to libraries and fulfill reading requirements. However, it is important to choose comic books more carefully owing to the high checkout rates. 3. Interviewees believe that pupils can acquire new knowledge and cultivate reading hobbies by reading comic books. Furthermore, they are good assistance for students who are weak at reading to do independent reading. According to the research purpose and conclusion, the suggestions are as follows:1. Teachers attend comic reading workshops. 2. Schools should hold comic reading activities or combine comic content with teaching. 3. Schools hire library directors with related backgrounds. 4. Governmental authorities should encourage local cartoon writers to create more excellent knowledgeable comic books and expand the market in Taiwan. 5. Governmental authorities should set the standard which is suitable for comic collection resources in libraries, and select adequate book lists for students. 6. The future research could extend to the policy of school comic collections or the effectiveness research of using comic books as medium of instruction. The researcher hopes to have more general understanding of comic collection resources and usage.

Abstract:
The use of the digital school library depends on many factors, including end-users‘ acceptance. The issue of designing information systems that will be used appropriately is growing and thus user acceptance of new technology is now receiving much attention by researchers. Without acceptance, discretionary users will seek alternatives, while even dedicated users will most likely manifest dissatisfaction, negating many, if not all, the presumed benefits of the digital library. Whereas the traditional focus of digital libraries has drawn research on technological developments, there is a call for user-focused research. This study sought to identify the dynamics of elementary children‘s (11- to 13- year olds) decision-making in the context of accepting or resisting making use of digital school libraries at Crawford Preparatory Pretoria School in Gauteng. To be accepted, the digital library must satisfy basic usability requirements and be perceived as useful by the children. The constructs of the Technology Acceptance Model, perceived ease of use and perceived usefulness were used to generate an understanding of acceptance of the digital school libraries. The study adopted a quantitative case study research approach to compare the empirical data and the TAM theory. Data triangulation of a wide range of data collection methods, including observation, questionnaires, focus groups and tasks given to the children to work on using the International Children‘s Digital Library was analysed. The findings revealed that, just like adults, children make decisions regarding accepting and using the digital school library based on how easy it is to use and how relevant it is to their needs. The study recommends that software designers, teachers and librarians work with the children when designing digital school libraries to ensure that their acceptance factors are taken into consideration when designing for them.

Abstract:
Currently one-quarter of Canadian children are meeting the minimal Canadian Physical Activity Guidelines of 60 minutes of moderate-to-vigorous intensity physical activity (MVPA) daily. These alarming data suggest there is an urgent need to examine factors associated with children’s engagement in physical activity. Motor skill proficiency is associated with time spent in MVPA and predictive of participation in organized sport among adolescents. The aim of this study was to examine the relationship between motor skills and physical activity of children in their first year of school. As gender-based differences in motor skill proficiency and physical activity are common, the influence of gender was also examined. Motor skills were assessed using the Test of Gross Motor Development – 2 and physical activity measured with accelerometers (Actigraph GT1M). Of the 106 (mean age = 6y3m) consented kindergarten children, 58% met the accelerometer wear-time inclusion criteria of 10 hours per day on at least 4 days. A MANCOVA revealed no significant gender based differences in motor skills or physical activity; therefore subsequent analyses included all children. Mastery of individual components of each skill as a percentage, were 54.1% of locomotor and 42.3% of object control skills. Using a cut-point of 4 metabolic equivalents, all of the children achieved 60-minutes of daily and weekday MVPA, and 82% of children achieved 60-minutes per day on the weekend. Both object control and locomotor skills were significantly related to the intensity of recorded activity. However, linear regression revealed that total motor skills predicted more variance in MVPA (9%) than either locomotor skills or object control skills independently. The findings of this study reveal that the kindergarten children engaged in MVPA at a rate equivalent to, or higher than, the minimum recommendations for Canadian children. However, motor skill proficiency was somewhat low. Children’s motor skill proficiency predicted a small, but significant, proportion of children’s physical activity.

With the problems about sex getting worse, more and more teachers and parents started to consider seriously the necessity of sex education being implemented during elementary school. As an important part of education systems, the elementary school library should provide relevant information regarding sex education. Therefore, by analyzing related literature, this research aims at understanding present sex education in our elementary schools and the operating status of elementary school libraries and looking for the cooperative models for elementary school libraries and public institutes. In order to understand the possibility of support of sex education by elementary school libraries in Taipei City, we sample several public elementary schools there for study, analyze the results of all questionnaires, give the conclusion and suggestions, and draw up the model of support of sex education by elementary school libraries in Taipei City. This research proceeded with literature analysis and questionnaire method. The results demonstrated : 1) sex education in our elementary school is just at the start but has received considerable attention from authorities concerned and elementary school educators. However, because of limited personnel, elementary school library is regarded as nothing but supplier of educational resources, still unable to extend its services to teaching and instruction; 2) the elementary school library can have various ways of cooperation with public institute so that the resources can be shared and this service within schools can be strengthened; 3) the overall effect of support of elementary school instruction by library was unsatisfactory. In addition, current available sex collections didn''t meet the information needs of educators; 4) all the staff, teachers and students highly affirmed the advantages of support of sex education by elementary school libraries, and what they expect most in collections were audio-visual materials and books, and 5) at present, collections and places are the most possible support of sex education by elementary school libraries. According to the results of this research, we figure out the model of support of sex education by elementary school libraries in Taipei City and this model can be applied to other courses that elementary school libraries can support. Therefore, we have several suggestions : 1) encourage elementary school libraries to have better relationship with public institutes; 2) provide librarians with the opportunities of in-service education, and adjust current personnel system of teacher-librarians in order that libraries can operate smoothly; 3) the authorities concerned should provide librarians with catalogue of information regarding sex education for purchase of related collections; 4) integrate all the information of sex education of the student counseling center, health center and library in an elementary school; 5) make concrete goals and contents of sex education of elementary school so that elementary school libraries have the ideas of how to support and what to support; 6) revise current facility standards of elementary school library as soon as possible to match the reform of sex education, and 7) improve current teaching methods in elementary schools and make good use of elementary school libraries. Finally, we also suggest some directions for further research : 1) extend the research scope so that the difference of urban and rural can be minimized in the model of what elementary school library support to sex education, and 2) look for other models of cooperation between elementary school libraries and other institutes.

Abstract:
Libraries have been with us for almost as long as writing; their role, purpose and means of operation have changed greatly over the thousands of years of their existence. Technology simpliciter can be understood as humans at work. The way we work shapes the technologies we use just as technologies shape the way we work. That is, there is a mutual shaping or coconstruction of society and technology. This thesis is a study of libraries and the introduction of Internet technologies. Employing the notion of an open system that is, one which is undergoing constant change, has indeterminate boundaries and means of control, it examines from a sociotechnical viewpoint, informed by Actor-Network Theory, the way the mutual interaction between technologies, society and culture shape the evolution of the system. Data were collected in 1998-9 and 2005 utilizing techniques from both ethnographic and case study research, to capture and illustrate this fluidity. Three libraries in Melbourne, Australia, were objects of this exploratory study with both library staff and users being interviewed and observed as they engaged with Internet technologies as part of their working, studying, communicating or recreational lives. The thesis report seeks to make the reader aware, through a process of reflexive or confessional reporting, the interrelatedness of all the actors (including the researcher), both human and nonhuman, in the evolution and shaping of the system of Internet use in the organizations that were the objects of this study. The resulting study reveals uncertainty, resistance, accommodation, enthusiasm and even failure in the sociotechnical system and serves to illustrate the fallibility of theories that assume society and technology are essentially static categories -especially when applied at the micro level, as here.

The Organization for Economic Co-operation and Development (OECD) has been issuing The Program for International Student Assessment (PISA) for countries around the world since 1997. The assessment of the program covers students’ accomplishment in reading, Mathematics and Science.Taiwan has been participating in the program since 2006, and compared with the field of mathematics, Taiwanese students’ reading ability is not good, which raise intense awareness in the society. The training of students’ reading ability should be put into practice in no time.Since then, the government has continued to promote reading, mobile libraries are seen as a major method to narrow the urban-rural gap. This study explores the impact on students’ reading frequency after mobile libraries started providing in-school service. With the facilitation of mobile libraries, the expected results of the study will be students’ increasing book borrowing rate, the maintenance of students’reading frequency, and the cultivation of the habit of continuous reading.By training students’ reading ability, we hope to improve students’ cognition and comprehension and expect reading ability to be helpful to students’ learning in other fields.
