Abstract:
Purpose The purpose of this paper is to explore, identify and gain insight into factors related to electronic records and information management (e-RIM) issues and their influence on the implementation of e-RIM initiative in military service in Malaysia. This exploration was conducted via a literature review and case study. Design/methodology/approach This study adopted a qualitative approach and used a case study involving two army departments in Malaysia. Interviews triangulated by document content analysis and observations were used for data collection. The data were analysed using a directional content analysis approach. Findings This study reveals that people, organizations, technology and processes are the interrelated contexts underlying e-RIM issues which inevitably influence the implementation of e-RIM initiatives. Competency and leadership, governance structure, culture and strategic planning, technology development and record-keeping process are the main factors impacting such efforts, in turn forming potential obstacles for organizations implementing such initiatives. Research limitations/implications The research approach and design adopted and the sample size were insufficient for generalization of the findings. Practical implications This study shows that e-RIM initiatives pose greater challenges related to various issues that cause difficulties in improving and implementing the initiative. Thus, it is crucial for organizations to ascertain and comprehend the factors that influence e-RIM initiatives prior to formulating strategies and approaches in addressing those factors, which would in turn affect the implementation of e-RIM initiatives. Originality/value This study provides insights into the fundamental factors embracing the e-RIM issues which influence the initiatives, and thereby fosters further discussion and research in the subject matter in Malaysia.

PurposeThis study seeks to examine the existence of records professionals and their role in Malaysian organizations.Design/methodology/approachThe study compares case studies done in six government‐controlled companies. Interviews were conducted with the persons handling the records and information (including records in electronic environment) in the organizations. The interviews were then transcribed and analyzed manually to obtain the comparative data from each case.FindingsThe findings indicate that there are no “real” records professionals in Malaysian organizations. The responsibility and accountability of documenting and managing the organizations' records are dispersed and decentralized. Records managers as a profession are not established within the Malaysian organization structures. Generally there is no specific position of “records manager” in Malaysian organizations. However, the “archivists” are confined at the National Archives and there are no such positions at any of the case organizations studied.Research limitations/implicationsThe study selected six of the government‐controlled companies.Practical implicationsFindings and discovery of the study are significant in confirming that Malaysian organizations (both public and private) are taking their records management responsibilities very unconscientiously with little understanding and support from the top management. They have yet to realize the risk their organizations are facing for non‐compliance to records management standards and practices.Originality/valueThe study confirms the non‐existence of the records professional's position in the formal structures of Malaysian organizations. Though their roles and responsibilities are vital in the management and protection of records to support the business delivery of the organizations, their functions are carried out without due recognition to the profession.

Bookkeeping plays a vital role in dealing with records of day-to-day financial transactions from invoices until payment. It is also a method of documenting all company transactions in order to create a collection of accounting documents. Studies show that an evolution of bookkeeping management from manual record keeping to electronic record keeping had simplified most burden of bookkeepers as well as more reliable and accurate. Bookkeeping includes, in particular, classifying items correctly and entering financial details into an accounting system. However, with the rise of artificial intelligence, automated bookkeeping system is common to large businesses tasks at real time with hassle free. The system will function more than just journal management but also a decision-making tool to any businesses. Despite the benefits of the system, many small and medium enterprises especially in Malaysia still hesitate to implement the system. Artificial intelligence will further improve automated bookkeeping making it simpler and efficient for all levels of businesses. This paper presents an Artificial Intelligence perspective and methods used in automated bookkeeping focuses on invoices processes such as Optical Character Recognition (OCR), for document recognition, machine learning and auto journal record entries. Besides that, its challenges to be implemented in small and medium enterprise. The result of these studies highlighted benefits in the automated bookkeeping process to suit Malaysian small and medium enterprises. Future work will look at the suggested intelligence features to be implemented for a more efficient automated bookkeeping for small and medium enterprise.

Abstract:
This paper explores the justification of using a qualitative research method under the participatory paradigm. In order to develop the functional requirements of electronic court records management system in Malaysian Judiciary, the case study approach was chosen. The discussion begins by presenting the descriptions of methodology and methods employed, followed by the authors’ philosophical stance and the rationale for choosing a qualitative approach. Besides analysing the philosophical stance, the analysis of methods used in previous studies also provided insightful findings that helped ascertained the appropriate research method of the study. The development of twelve stages in developing the functional requirements specification based on the analysis of seven previous studies could be a reference material for other researchers. It is hoped that the knowledge that emerged when the functional requirements were developed could benefit readers and enhance their ability to apply as closely as possible to other studies or to make modifications for further research.

Abstract:
Purpose The quality of asthma care may be affected if asthma management is overlooked, thus needing frequent clinical audits to identify areas for improvement. The purpose of this paper is to evaluate the quality of the process (e.g. documentation of asthma-specific information), the structure (e.g. availability of resources) and the outcome (e.g. proportion of patients prescribed with asthma medications) at a university-based primary care clinic. The associated clinical factors for non-documentation of asthma control at the last visit were also examined. Design/methodology/approach This retrospective study involved auditing medical records and the pharmacy data system of 433 adult patients with asthma to evaluate 18 quality indicators. The standard target for the indicators of process and structure was 80 percent and the standard target for the indicators of outcome was 100 percent. Findings All the indicators failed to reach the standard targets. Documentation of asthma-specific information and availability of resources were deficient. The non-documentation of asthma control was significantly associated with presence of acute complaint(s) unrelated to asthma, presence of other issues and number of the documented parameters for asthma control. Although the prescription rates of inhaled reliever and preventer were substandard, they were reasonably high compared to the targets. Research limitations/implications In this study, evaluation of the quality of care was limited by absence of asthma register, use of paper-based medical records and restricted practice capacity. Besides, the asthma-specific assessments and management were only audited at one particular time. Furthermore, the findings of this study could not be generalised to other settings that used other methods of record keeping such as patient-held cards and electronic medical records. Future studies should sample asthma patients from a register, evaluate more reliable quality indicators (e.g. over-prescription of short-acting β-2 agonist and underuse of inhaled corticosteroid) and assess asthma management over a duration of time. Practical implications This study provides quality information on all aspects of asthma care (process, structure and outcome) which can be a basis for clinical improvement. It is hoped that the study could assist the stakeholders to plan strategies for improvement of the asthma care. A more strategic and reliable system of documentation is needed, such as the use of a simple template or structured form, which should not jeopardise the provision of personalised and comprehensive care. With complete documentation, thorough investigational audits can be continuously performed to determine the quality of asthma care. Social implications This study could provide useful findings to guide healthcare providers in developing a more strategic model of asthma care that can ensure asthma patients to receive a personalised, comprehensive, holistic and continuous care. Through this approach, their physical and psychosocial well-being can be optimised. Originality/value Even though our healthcare has advanced, the quality of asthma care is still suboptimal which requires further improvement. However, it could be considered assuring due to high outcome levels of asthma care despite having limited resources and practice capacity.

Medicine management is an approach supported by evidence to prescribe and manage the patient’s medicines to protect the safety, tolerability, and potency of the medication. It helps practitioners to achieve the optimum use of medicines for a patient, optimizes the treatment benefits and accomplishes the best results for each patient. The three components of the Medicine Management System (MMS), which are Electronic Health Record (EHR), e-prescription, and Clinical Decision Support System (CDSS) are vastly used. Despite the values of MMS, only 15.2% of public hospitals in Malaysia utilize the system using different features. This paper reviewed the components of the current MMS, the utilization and challenges of MMS implementation in the Malaysian context, and proposed a new integrated MMS. The proposed MMS is grounded on three theories, namely System Theory, Utilization Theory, and Evidence-Based Theory. The main aspects of the integrated MMS are e-prescription, appropriateness of dosage regimen, covering best current evidence, show alerts of any medicine-related issues, and centralization of patient data that will be designed for all healthcare centers. If any issues arise in the prescribed medicine, an alert will be supported by the current foremost evidence that shows on the prescriber’s system. However, if no issue is detected, the prescription will be saved in the patient’s record and will show on the pharmacy system with direction and cautions related to the medicines. The proposed MMS is postulated to increase the productivity of the healthcare system by reducing medicine-related issues, improve communication among healthcare professionals, enhance patient health, and enhance practitioner operations.

Precision medicine is transforming healthcare worldwide and aims to improve the effectiveness of management of many diseases including cancers, other non-communicable diseases (NCDs) and also rare diseases. Precision medicine takes into account the individual patient’s genetic, environment and lifestyle data. Developed nations are already embarking on precision medicine initiatives including the 100,000 Genomes England and the Precision Medicine Initiative in the United States (US). The Academy of Sciences Malaysia, the Ministry of Health and the Ministry of Higher Education are working together to put forward a precision medicine initiative for Malaysia. The key drivers that must be put in place include a strong policy agenda, a national large scale genome sequencing project and with it a national genome database, the implementation of the electronic medical record (EMR) system, a payment and reimbursement system to cover for the genetic testing and the targeted treatment, and putting in place an ecosystem that will support precision medicine. Relevant guidelines and Acts will also need to be developed especially with regard to privacy and confidentiality. The future of precision medicine is now and this will certainly bring better outcome and value to the patients.

The Malaysian government has mobilized its strength to confront the current COVID-19 pandemic and has sought to develop and implement a digital contact tracking application, making it an integral part of the exit strategy from the lockdown. These applications record which users have been near one another. When a user is confirmed with COVID-19, app users who have recently been near this person are notified. The effectiveness of these applications is determined by the users’ willingness to install and use them. Therefore, this research aims at identifying the factors that would stimulate or slow down the adoption of a contact-tracing app. It proposes solutions to mitigate the impact of the factors affecting the user’s acceptance of COVID-19 Digital Contact Tracing Apps. A quantitative approach was followed in this research, where an electronic survey was spread in Malaysia, for the objective of data collection, considering the previous discussion of the results. Then, using PLS-SEM, the collected data were analyzed statistically. The findings of this study indicate that the unified theory of acceptance and use of technology (UTAUT) factors (Performance Expectancy, Effort Expectancy, Social Influence, Facilities Condition) were significant predictors of MySejahtera application adoption among citizens in Malaysia. On the other hand, the factors of app-related privacy concern were found to be insignificant for MySejahtera application adoption.

Abstract:
Abstract Objectives To determine the prescribing patterns and identify potentially inappropriate prescribing practices among general practitioners in the private primary care sector by analysing a large electronic health insurance claims database. Methods Medical claims records from February 2019 to February 2020 were extracted from a health insurance claims database. Data cleaning and data analysis were performed using Python 3.7 with the Pandas, NumPy and Matplotlib libraries. The top five most common diagnoses were identified, and for each diagnosis, the most common medication classes and medications prescribed were quantified. Potentially inappropriate prescribing practices were identified by comparing the medications prescribed with relevant clinical guidelines. Key findings The five most common diagnoses were upper respiratory tract infection (41.5%), diarrhoea (7.7%), musculoskeletal pain (7.6%), headache (6.7%) and gastritis (4.0%). Medications prescribed by general practitioners were largely as expected for symptomatic management of the respective conditions. One area of potentially inappropriate prescribing identified was inappropriate antibiotic choice. Same-class polypharmacy that may lead to an increased risk of adverse events were also identified, primarily involving multiple paracetamol-containing products, non-steroidal anti-inflammatory drugs (NSAIDs), and antihistamines. Other areas of non-adherence to guidelines identified included the potential overuse of oral corticosteroids and oral salbutamol, and inappropriate gastroprotection for patients receiving NSAIDs. Conclusions While prescribing practices are generally appropriate within the private primary care sector, there remain several areas where some potentially inappropriate prescribing occurs. The areas identified should be the focus in continuing efforts to improve prescribing practices to obtain the optimal clinical outcomes while reducing unnecessary risks and healthcare costs.

Abstract:
Introduction Management of severe COVID-19 patients with persistent respiratory failure after acute phase treatment is not only challenging, but evidence for treatment is scarce, despite some authors reporting favourable clinical responses to corticosteroid therapy in histologically proven secondary organising pneumonia (OP). This study aimed to report the course of the disease, radiological pattern and clinical outcomes of severe COVID-19 patients with persistent respiratory failure. Methods This was a retrospective cohort study of severe COVID-19 patients who were admitted to a single tertiary centre from 1 January 2021 to 30 June 2021. The clinical data of the patients during admission and clinic follow-up, including radiological images, were traced using electronic medical records. Results In our cohort, the mortality rate for those with severe COVID-19 was 23.1% (173/749). Among the survivors, 46.2% (266/576) had persistent respiratory failure (PRF) after 14 days of illness. Of them, 70.3% (187/266) were followed up, and 68% (128/187) received oral corticosteroid (prednisolone) maintenance treatment. OP pattern made up the majority (81%) of the radiological pattern with a mean severity CT score of 10 (SD±3). The mean prednisolone dose was 0.68mg/kg/day with a mean treatment duration of 47 days (SD±18). About one-third of patients (67/187) had respiratory symptoms at 4 weeks (SD±3). Among 78.1% (146/187) who had a repeated CXR during follow-up, only 12 patients (8.2%, SD±3) had radiological improvement of less than 50% at 6 weeks (SD±3), with 2 of them later diagnosed as pulmonary tuberculosis. Functional assessments, such as the 6-minute walk test and the spirometry, were only performed in 52.4% and 15.5% of the patients, respectively. Conclusion Almost half of the patients with severe COVID-19 had PRF, with a predominant radiological OP pattern. More than two-thirds of the PRF patients required prolonged oral corticosteroid treatment. Familiarising clinicians with the disease course, radiological patterns, and potential outcomes of this group of patients may better equip them to manage their patients.

Pembangunan Sentra Kelautan dan Perikanan Terpadu (SKPT) Sebatik merupakan upaya pemerintah membangun perikanan di pulau terluar Indonesia. Penelitian ini bertujuan mempelajari kondisi usaha perikanan di Sebatik, sebagai bahan masukan dalam pengelolaan dan memajukan SKPT Sebatik. Penelitian ini dilakukan pada tahun 2018 di Sebatik menggunakan data primer primer dan sekunder. Data primer dikumpulkan melalui survey dengan responden yang dipilih secara purposif dan dengan teknik snowball sampling, dan melalui Focus Group Discussion (FGD). Data sekunder diperoleh dari studi literatur pada dokumen-dokumen terkait. Data yang dikumpulkan kemudian diolah menjadi informasi kualitatif menggunakan pendekatan tematik Ada lima temuan pokok dari penelitian ini. Pertama: terjadi tingkat pemanfaatan sumber daya perikanan melebihi batas untuk (i) pelagis besar, (ii) rajungan dan (iii) cumi-cumi akibat penggunaan alat tangkap trawl oleh nelayan Tawau pada waktu lampau. Kedua: Sebagian besar Ikan hasil tangkapan di Sebatik didaratkan menggunakan motor tempel dengan kapasitas 0-5 GT. Ketiga; terdapat lima jenis ikan bernilai ekonomis tinggi yang termasuk jenis udang dan moluska. Keempat: pemasaran ikan dari Sebatik dicirikan oleh adanya ikatan sosial ekonomi antara pedagang pengumpul, pedagang besar, dan agen di Tawau Malaysia. Kelima: kondisi-kondisi tersebut membuat pencatatan ekspor menjadi kurang baik dan dapat beresiko pada keberlanjutan sumber daya perikanan di wilayah itu. This study aimed to asses the fisheries business condition in Sebatik as recommendation for the management and advancement of SKPT Sebatik. The research was conducted in 2018 in Sebatik based on primary and secondary data. Primary data were collected through surveys with purposive and snowball sampling, and Focus Group Discussion (FGD). Secondary data were obtained from literature studies of relevant documents. The data were processed into qualitative information with thematic approach. There are five key findings of the research. First, the utilization rate of fisheries resources has exceeded its maximum level for (i) large pelagic fish, (ii) crabs, and (iii) squids as a result of the past trawl fishing by Tawau fishers. Second, most of the catches in Sebatik are landed using outboard motors of 0-5 GT. Third, there are five species of fish classified as shrimp and molluscs that bring a high economic value. Fourth, there is a social economic relationship among traders, wholesalers and agents in Tawau Malaysia in fish marketing from Sebatik. Fifth, such conditions resulted in a poor record of fish export and threaten the sustainability of fish resources in the area. Based on these findings, this study recommend to policy makers reinforce the integration of capture fisheries business actors in Sebatik into SKPT to facilitate the record of fishery product export from Sebatik to Tawau, Malaysia.

Data yang diamati dimulai pada 1 Januari 2020 sampai dengan 30 September 2021 dengan total observasi sebanyak 336 data untuk masing-masing indeks saham. Penelitian ini mendapatkan beberapa temuan. Pertama, indeks saham syariah Amerika Serikat dan Cina memiliki pengaruh asimetris jangka pendek terhadap indeks saham syariah Indonesia, Malaysia dan Thailand selama pandemi Covid-19. Kedua, indeks saham syariah Amerika Serikat dan Cina hanya memiliki pengaruh asimetris jangka panjang terhadap indeks saham syariah Malaysia selama pandemi Covid-19. Ketiga, efek ketika terjadi penurunan indeks saham syariah Amerika Serikat dan Cina lebih besar dibandingkan pada saat terjadi kenaikan terhadap indeks saham syariah Malaysia selama pandemi Covid-19. Salah satu penyebab hubungan tersebut adalah karena adanya hubungan dagang yang sangat erat antara Amerika Serikat dan Cina terhadap Malaysia. Adapun implikasi dari penelitian ini adalah investor internasional dapat menjadikan hasil penelitian ini sebagai bahan pengambilan keputusan apabila terjadi kontraksi akibat krisis seperti pada saat pandemi Covid-19 terhadap indeks saham syariah Amerika Serikat dan Cina untuk mempertahankan maupun menjual portofolio investasi mereka. ABSTRACT This study aims to examine the spillover effect of Islamic stock indexes of the United States and China on the ASEAN Islamic stock index using the Nonlinear Autoregressive Distributed Lag (NARDL) method to find asymmetric spillover effects during the Covid-19 pandemic. The observed data starts on January 1, 2020, until September 30, 2021, with a total of 336 observations for each stock index. This study found some findings. First, the Islamic stock indexes of the United States and China have a short-term asymmetric influence on the Islamic stock indices of Indonesia, Malaysia, and Thailand during the Covid-19 pandemic. Second, the Islamic stock indexes of the United States and China have only a long-term asymmetric influence on Malaysia's sharia stock indexes during the Covid-19 pandemic. Third, the effect when there is a decline in Islamic stock indexes of the United States and China is greater than when there is an increase in the Malaysian sharia stock index during the Covid-19 pandemic. One of the reasons for this relationship is the very close trade relationship between the United States and China with Malaysia. The research implication of this study is that international investors can use the results of this research as a decision-making material in the event of a contraction due to the crisis (one of which is the Covid-19 pandemic) in the United States and China Islamic stock indexes to maintain or sell their investment portfolios. Background:Gout is one of the most common inflammatory arthropathies. A target serum uric acid of less than 300µmol/l is recommended when tophi are present, and less than 360µmol/l for non-tophaceous gout. Urate-lowering therapy (ULT) should be titrated until the target is achieved and long-term maintenance of the target concentration is recommended. Although ULT has been proven to reduce the uric acid level, less than half of treated patients achieved the target serum uric acid (sUA) in real-world clinical practice.Objectives:To assess the mean treat-to-target achievement in outpatient management of gout by the tertiary rheumatology centre and to identify factors influencing the success rate.Methods:Retrospective cross-sectional study of all patients with gout attending out-patient clinics in a rheumatology referral centre from 1stJanuary 2018 until 31stDecember 2018. Electronic medical records were reviewed. The successful target achievement is defined as mean of all available sUA in 2018 which is ≤360 and ≤300µmol/l for non-tophaceous and tophaceous gout respectively. Chronic kidney disease (CKD) is defined as glomerular filtration rate of less than 60ml/min.Results:There were 251 patients analysed with mean age of 56.3±13.8 years and disease duration of 10.5±9.2 years. Majority were males (215, 85.7%) and 133 (53%) patients had tophaceous gout. The rate of success achieving the target SUA level of ≤360 and ≤300µmol/l were 33.9% (40) and 15.8% (21) in non-tophaceous and tophaceous gout respectively. However, in patients who are compliant, the target sUA achieved is 52.4% (33) and 31.7% (19) in non-tophaceous and tophaceous gout respectively. Characteristics of patients who achieved the targeted sUA were patients of more than 50 years old (48, 78.7%), without family history of gout (29, 65.9%), were prescribed colchicine prophylaxis upon initiating ULT (46, 76.7%), with absence of joint erosions (34, 73.9%) and those with normal creatinine clearance (40, 65.5%). There were 120 (48.4%) patients who were compliant to ULT. In 42 compliant patients who achieved target sUA, the mean allopurinol dose is 289.66mg±101.2 and 369.23mg±175 in non-tophaceous and tophaceous gout respectively. Sub-analysis in 31 compliant CKD patients, revealed no difference in allopurinol dose between those who achieved versus non-achieved target sUA (mean 243mg versus 263mg respectively). However, we noted that 11 (61%) CKD patients with tophi did not achieved target sUA at dose less than 300mg allopurinol. Lower achievement of target sUA was significantly associated with presence of tophi (p=0.001), poor compliance (p= 0.000) and presence of more than one comorbidity (p=0.041).Conclusion:There are several challenges in achieving target uric acid level contributed by both patient and clinician factors such as compliance, presence of comorbidity and ULT dose. Our study suggests that higher dosage of allopurinol is required in patients with tophaceous gout, with or without renal impairment. Lighthouse is a tower with a strong light which gives navigators a continuous signal. There are about six lighthouses under the responsibility of the Central Region Marine Department of Malaysia. These lighthouses experienced severe construction defects and internal defects. Predictive maintenance, therefore, is performed manually to preserve the lighthouses. Lighthouse Maintenance Management Mobile Apps System (LMMS) is an Android mobile application developed for the Assistant Engineer, Technician, Marine Officer and Division Head of the Central Region Marine Department of Malaysia, responsible for the maintenance of lighthouses. Currently, the Central Region’s Marine Department of Malaysia lacks a computerised maintenance management system for the lighthouses, especially to manage maintenance schedules, work orders and maintenance-related records. In addition, the technician still uses a manual guide for troubleshooting tools and spare parts. Thus, LMMS was developed to solve these problems as a fully functioning mobile application by designing and developing a system for lighthouse maintenance management according to user needs. The methodology used to develop this mobile application is agile. The LMMS provides complete features for scheduling maintenance, orders for maintenance work, records related to maintenance, a list of tools and spare parts, and management of lighthouse information. The result shows that LMMS contributes to ease of use by using the mobile platform, quick and simple modules, systematic storage of historical records, efficient workload distribution, rapid reporting, updated list of tools and spare parts, and providing the latest information on the lighthouses. Deploying LMMS helps the Central Region Marine Department of Malaysia manage and maintain the lighthouses more effectively.

Electronic Health Records (EHRs) are beneficial in improving patient care, promoting safe practice, as well as enhancing patients and multiple providers’ communication and risk error reduction. However, it seems that the adoption of EHR system is happening very slowly to become fully integrated in both primary care and within hospital settings. In Malaysia, the implemented system still has limited integration and interoperability for supporting clinical operations among other Ministry of Health Malaysia (MOHM) hospitals, health centres, and clinics. Therefore, the objective of this paper is to discuss about this scenario and strain the need for solution through the consideration towards metadata standard establishment in health records system integration. Method used in this study is literature review analysis and face-to-face interview. The paper begins with discussions from various literatures highlighting the need of metadata standard for recordkeeping system integration. Subsequently, the face-to-face interview is done to explore the real situation in Malaysia to encounter the scenario discuss in the literatures. The finding of this study reveals that there is significant need for further research on record keeping metadata standard development for realization of electronic health records system integration. This study is significant for records managers, information technology managers, system developers and record keeping audit.

Medical tourism is popular within the Association of Southeast Asian Nations (ASEAN) region, especially in the Indonesian region. Theeconomic prosperity, closer vicinity as compared to Jakarta, and the quality of medical services provided in the neighbouring countrieslead to medical tourism prospering among the Indonesians. Malaysia is one of the most frequently visited countries by Indonesians asmedical tourists. The growth of medical tourism triggers issues of the adequacy of the Indonesian and Malaysian laws to regulatecross-border medical records. It is the aim of this study to examine the adequacy of the current laws in handling cross-border medical records. This study applied doctrinal legal research methodology, i.e., mainly library-based research, where the main legal materials were from Malaysia and Indonesia. It was found that the need for personal data protection is a necessity since boundaries among jurisdictions are becoming “borderless”. The Malaysian law, although comprehensive, has yet to gazette any country as a “whitelisted country” to allow for cross-border data. The Indonesian law does not regulate crossborder medical records. The risk of personal data leakage has become imminent. The importance of cross-border medical records protection is important to create safe integrated medical records. While Malaysia has enacted a comprehensive legal framework on personal data protection (including medical data), Indonesia needs to enhance its legal framework in protecting the data. Regionally, the legal framework of cross-border personal data between Malaysia and Indonesia should be updated in accordance with the ASEAN Data Management Framework.

Electronic Medical records document the treatment plan and patient care. This study intends to identify trained nurses' reception toward using EMR in the wards. A non-experimental cross-sectional survey covered the multi-discipline area. A stratified random sampling method in which the population in this research consisted of n= 138 trained nurses. Results found that the trained nurses tended to document the data at the nurse's station compared to the bedside entry. It's also shown that the demographics variable significantly correlated with attitude domains. Hence with the research results, it is envisaged to benefit the nurses and organization and hopefully can become the catalyst for the Ministry of Health in further improving and elevating the system throughout all hospitals in Malaysia. Purpose Technology has influenced the implementation of electronic records management systems (ERMS) in government agencies. The high incidence of poor service delivery in government agencies is a key factor that has put pressure on the government to implement ERMS. Despite the potential benefits of implementing ERMS, the adoption and use of these programs has been slow and some systems have failed. Therefore, the purpose of this study is to assess how Tlokweng land board (TLB) implemented its electronic records management program using Kotter’s model and awareness, desire, knowledge, ability and reinforcement change model. Design/methodology/approach The study adopted a pragmatic paradigm and used a case study research design to collect data at TLB. The research made use of mixed methods approach to collect data using questionnaires, interviews and document reviews. Purposeful sampling was used to solicit data from 53 participants in the land board. Findings The findings of the study revealed that communication has been used as the most effective tool for managing change at TLB. However, TLB has not yet managed to reinforce the change implemented because of the lack of adequate training and motivation of change champions. Moreover, the change management team has little training on the change management framework produced by the Ministry of Lands and Housing. Research limitations/implications The study was limited to one land board in Botswana. Therefore, the findings may not be generalized to all land boards. Originality/value This is the first study to be conducted in Botswana that has assessed change management practices in the implementation of records management systems. This study therefore recommends adoption of the change management lens/framework by a records professional when implementing ERMS.

Currently, the issues of corruption or white-collar crime rise in government sector and this issue raised during the audit checking. The organization itself do not take the initiative and follow the policy and standard assigned by the government when manage the records in their organization with the requirement of records management practices. This study also emphasizes the role of records management in conducting the risk mitigation in governance regarding the auditing process, the relationship of the records management and good governance and to analyse the general report of one organization in Malaysia which related with the audit department. With this study, hopefully the good governance and accountability could be achieved and the crime rate could be minimized as well as no litigation occur during the auditing process if the records management practices plays their roles. This study is to investigate the impact of the implementation of good records management practice in exercising good governance and to ease up the auditing process.

Accounting is crucial to business management. Thus, the study sought to examine the influence of accounting records on the performance of small and medium enterprises in Malaysia. The study adopted the descriptive research design. The target population consisted of SME owners based in Johor Bahru, Malaysia. The target population was 850 participants. The data gathering tools consisted of questionnaires. The study results showed that accounting records was found to be satisfactory in explaining the performance and can explain 40.1% of the variations in the performance of SMEs. It was found that accounting records is positively and significantly related to performance (β=.2154, p=0.008). The study concluded that accounting records positively influence the performance of small and medium enterprises in Malaysia. Accounting records keeping are crucial for decision making and similarly assists in improving business performance and productivity for reliable business performance. Increasing accounting records leads to a considerable benefit that will accrue to an entity as a whole in the long run as it will lead to increased processing power, timely generation of reports and general reduction of associated operating costs. The research recommended that SMEs should ensure they use accounting records regularly. SME owners should ensure that proper and specific organizational documents are kept since they are vital for decision making. SME owners should embrace appropriate accounting records keeping techniques to attain success in their financial performance. It is suggested that the cost of operating a sound accounting system must be reduced to motivate its adoption in businesses. This study aims to reveal the comparative management of Islamic Education (Islamic Education) learning in Indonesia and Malaysia. The research method was a case study. The aspect of the study includes planning, implementation, and evaluation. Data collecting techniques were documents, archive records, interviews, and observations. The informant selection technique was a purposive sampling procedure from Madrasah Ibtidaiyah (MI) Bego, Sembego, Maguwoharjo, Depok, Sleman, Yogyakarta, Indonesia and Sekolah Rendah Malaysia (Malaysian Primary School) or Sekolah Kebangsaan (Malay-medium National Schools) Jelotong, Paritraja, Batu Pahat, Johor, Malaysia. The results of the study show that both Indonesia and Malaysia produce similarities in terms of the stages of the planning, implementation, and evaluation processes. The uniqueness of other similarities can be found in choosing the topic of Islamic religious subjects in the learning process. In addition to the similarities, there are differences in the underlying philosophy of making an Islamic Education curriculum.
