In March 1999 a Lotus Notes®-based electronic Incident Management System was introduced into the Santos Queensland and Northern Territory Business Unit. The system initially captured injuries, near-misses and hazards, and introduced significant benefits over the previous paper based system, including:single point data entry;electronic signature capture;automatic notifications throughout the organisation;a comprehensive action assignment and follow-up system;simplified data entry forms;easy access to data across the organisation; andincorporation of risk management strategy into incident assessment.Since March 1999, the system has expanded both in scope and functionality. In June 1999, the system was introduced into the South Australia Business Unit, and is now being introduced into the Offshore Australia Business Unit. The functionality of the system now includes the capture of all types of incidents, including environmental, property damage and non-conformance incidents.The system resulted in an increase in reporting of near misses and hazards, and this has no doubt contributed to Santos' improved safety performance.

Abstract:
A high prevalence of suboptimal asthma control is attributable to known evidence–practice gaps. We developed a computerised clinical decision support system (the Electronic Asthma Management System (eAMS)) to address major care gaps and sought to measure its impact on care in adults with asthma.This was a 2-year interrupted time-series study of usual care (year 1)versuseAMS (year 2) at three Canadian primary care sites. We included asthma patients aged ≥16 years receiving an asthma medication within the last 12 months. The eAMS consisted of a touch tablet patient questionnaire completed in the waiting room, with real-time data processing producing electronic medical record-integrated clinician decision support.Action plan delivery (primary outcome) improved from zero out of 412 (0%) to 79 out of 443 (17.8%) eligible patients (absolute increase 0.18 (95% CI 0.14–0.22)). Time-series analysis indicated a 30.5% increase in physician visits with action plan delivery with the intervention (p<0.0001). Assessment of asthma control level increased from 173 out of 3497 (4.9%) to 849 out of 3062 (27.7%) eligible visits (adjusted OR 8.62 (95% CI 5.14–12.45)). Clinicians escalated controller therapy in 108 out of 3422 (3.2%) baseline visitsversus126 out of 3240 (3.9%) intervention visits (p=0.12). At baseline, a short-acting β-agonist alone was added in 62 visits and a controller added in 54 visits; with the intervention, this occurred in 33 and 229 visits, respectively (p<0.001).The eAMS improved asthma quality of care in real-world primary care settings. Strategies to further increase clinician uptake and a randomised controlled trial to assess impact on patient outcomes are now required.

Abstract Background Electronic medical task management systems (ETMs) have been adopted in health care institutions to improve health care provider communication. ETMs allow for the requesting and resolution of nonurgent tasks between clinicians of all craft groups. Visibility, ability to provide close-loop feedback, and a digital trail of all decisions and responsible clinicians are key features of ETMs. An embedded ETM within an integrated electronic health record (EHR) was introduced to the Royal Children's Hospital Melbourne on April 30, 2016. The ETM is used hospital-wide for nonurgent tasks 24 hours a day. It facilitates communication of nonurgent tasks between clinical staff, with an associated designated timeframe in which the task needs to be completed (2, 4, and 8 hours). Objective This study aims to examine the usage of the ETM at our institution since its inception. Methods ETM usage data from the first 3 years of use (April 2016 to April 2019) were extracted from the EHR. Data collected included age of patient, date and time of task request, ward, unit, type of task, urgency of task, requestor role, and time to completion. Results A total of 136,481 tasks were placed via the ETM in the study period. There were approximately 125 tasks placed each day (24-hour period). The most common time of task placement was around 6:00 p.m. Task placement peaked at approximately 8 a.m., 2 p.m., and 9 p.m.—consistent with nursing shift change times. In total, 63.16% of tasks were placed outside business hours, indicating predominant usage for after-hours task communication. The ETM was most highly utilized by surgical units. The majority of tasks were ordered by nurses for medical staff to complete (97.01%). A significant proportion (98.79%) of tasks was marked as complete on the ETM, indicating closed-loop feedback after tasks were requested. Conclusion An ETM function embedded in our EHR has been highly utilized in our institution since its introduction. It has multiple benefits for the clinician in the form of efficiencies in workflow and improvement in communication and also workflow management. By allowing collection, tracking, audit, and prioritization of tasks, it also provides a stream of actionable data for quality-improvement activities.

Aviation reports indicate that between the years of 1988 and 2019 there were 292 human fatalities and 327 injuries that had been reported due to wildlife strikes with airplanes. To minimize these numbers a new approach to airport Wildlife Hazard Management (WHM) is presented in the following article. The proposed solution is based on the data fusion of thermal and vision streams which are used to improve the reliability and adaptability of the real-time WHM system. The system is designed to operate in all environmental conditions and provides an advance information of the fauna presence at the airport's runway. The proposed sensor fusion approach was designed and developed using user driven design methodology. Moreover, the developed system has been validated in real case scenarios and previously installed at an airport. Performed tests proved detection capabilities during day and night of dog sized animals up to 300 meters. Moreover, by using machine learning algorithms during daylight the system was able to classify person sized objects with over 90% efficiency up to 300 meters and dog sized objects up to 200 meters. The overall threat level accuracy based on the three safety zones, was 94%.

It is concluded that China’s teaching force is gradually balanced; the comprehensive quality of the teaching force is improving; the academic atmosphere is more open; the fields and perspectives of academic research are richer; the distribution of teachers at all levels in China is more balanced; the comprehensive quality of our teachers is improving; the system of education and scientific research in China’s universities is improving; and the ecological management system of universities is improving. In addition, in view of the current situation of education and management of teachers in China’s colleges and universities, according to the results of big data analysis, we also propose (1) to improve the academic level and establish a strict institutional threshold for the college teaching profession; (2) to effectively implement the policy of freedom and equality in academic academia and improve the appointment and evaluation system of teachers and principals in higher education institutions; (3) to insist on implementing the principle of academic fairness and optimizing the teacher evaluation system; (4) to innovate and implement the incentive mechanism for teachers in colleges and universities according to the talent training characteristics of teachers’ academic career ability; and (5) to establish the access system of college teachers’ career development and promote academic career development and other suggestions of big data management for college teachers.

Представлена постановка задачи организации работы системы документооборота в форме многофазной системы массового обслуживания, для которой вычислены стационарные вероятности системы. Предлагается модель функционирования системы с динамической дисциплиной обслуживания заявок, формализуемой в форме задачи оптимального управления с возможностью управления процессом оптимизации с помощью изменения дисциплиной обслуживания заявок, что позволяет получать существенный прирост эффективности системы документооборота при заданных ограничениях на используемые ресурсы. The paper considers a mathematical model of the operation of a special-purpose electronic document management system using queuing theory. A statement of the task of organizing the work of the document management system in the form of a multiphase queuing system, for which the stationary probabilities of the system are calculated, is presented. A model of the functioning of a system with a dynamic discipline of application service, formalized in the form of an optimal control problem, is considered. The possibility of managing the optimization process by changing the discipline of application service is noted, which allows for a significant increase in the efficiency of the document management system under given restrictions on the resources used.

The priority goal of most companies in the process of formation of financial data on the availability and movement of accounts receivable is to reduce its time with no loss of quality. The goal can be achieved by the optimization of business processes. One of its directions can be electronic document management. The introduction of electronic document management will significantly reduce the processing of contracts, while ensuring acceptable completeness and reliability of information. An automatically generated daily report makes it possible to control receivables and respond to overdue debts. The article considers the process of implementation of the electronic document management system and emphasizes the effectiveness and feasibility of its use in the preparation of information on debtors accounts. One of the key circumstances is that after successful completion of all stages of automation, the implemented system should be constantly refined and improved. This is a major factor in the successful use of electronic document management for receivables management.

The use of information technologies and, in particular, information training systems increases capacity of both a teacher and a student to achieve their goals in an educational process, taking into account individual characteristics of each and providing opportunities for continuing education. The paper proposes and considers a new automated learning management system, called CATS (Care About the Students). The proposed system covers all components of the educational process, allows to conduct an electronic journal of visiting and defending laboratory works, distribute topics and monitor progress of course and diploma projects (creating automatically task sheets with subsequent export to MS Word editor). The CATS LMS makes it possible to test students’ knowledge in control and self-education modes, to form electronic educational and methodical complexes, to inform students about topics of lecture and practical classes with the possibility of downloading relevant materials, to provide educational content in SCORM format, developed by teachers around the world. Working in the CATS system, it is possible to exchange messages with students and teachers, to monitor progress and process of studying in respect of the proposed material by students, to check accomplished assignments of students for plagiarism. The system under consideration also takes into account specificity of training at a technical higher education institution, providing for work with an integrated project management system and ability to submit bugs. The CATS LMS has been implemented as a web application using modern technologies and it is available in the local network within the whole university at [172.16.11.72:2020].

Currently, an electronic document management system has been widely implemented in the practice of tax authorities, which allows you to reduce time and labor costs for processing and preparing documents; to provide operational services to the population; to ensure the availability and openness of information to the public about the activities of tax authorities, as well as services provided by tax authorities; to reduce the cost of interaction between the population and tax authorities. However, despite the automation of office work, a number of unresolved problems remains in the field of document management of tax authorities.The relevance of this study is that the main problems of the tax authorities are a large number of routine manual operations performed by employees, as well as a large volume of incoming documents that are received by the tax authorities. The creation of documents, as well as their storage, transmission and search for such documents require significant labor, time and financial costs. That is why recently tax inspections have been working on a comprehensive automation of the inspection’s activities by introducing a system for processing and accounting documents, which will allow you after a while to abandon documents and information presented on paper.The study analyses the electronic document management systems used in the practice of public administration, describes the advantages and disadvantages of each system. The paper also analyses the features of the document management process in the tax authorities. Based on the conducted research, the authors propose the introduction of a modern domestic system built on the “Logic of SED”-platform. This system is aimed at improving the efficiency of work in various areas of joint activity of employees of the organization in terms of automation of project document flow and the possibility of collective work.
