Abstract:
The method of multi-level quality assessment of interactive electronic technical manuals for aeronautical engineering contains the main approaches and instrumental base for the implementation of a multi-parametric assessment of the quality of electronic content of these manuals. The purpose of assessing the quality of interactive electronic technical manuals for aviation equipment is to obtain a consolidated conclusion on the degree of satisfaction of the need to create interactive electronic technical manuals in the conditions of unclear initial data used for the assessment received from experts. The article shows that the quality assessment of interactive electronic technical manuals for the operation and repair of aviation equipment can be made on the basis of nonnumeric or soft measurements due to the fuzzy nature of the initial qualimetric data. Assessment of the compositional importance of simpler quality indicators of interactive electronic technical manuals consisting of more complex using significance ranks determined by soft computing methods makes it possible to take into account any fragmentary and fuzzy expert data on the comparative weight of individual indicators included in the summary ones.

Abstract:
Intelligent product manuals are designed to allow product users to utilize a product as easily, effectively and with as little additional care as possible while minimizing support costs for manufacturers and suppliers. It is first shown how intelligent product manuals address these objectives by utilizing electronic, multimedia and knowledge-based technologies to provide active assistance to the user of the product during tasks such as installation, operation and maintenance. An architecture for the creation and deployment of an intelligent product manual is then proposed and general design considerations are outlined. Finally, four implementation approaches, based on XML, SGML, HTML and PDF technologies, are compared against a set of selection criteria. It is concluded that simple, low-cost solutions are available, which can provide significant benefits for appropriate businesses, including smaller companies.

For a number of years, the Navy has been pursuing a means of reducing or eliminating the amount of paper carried on board ship. In particular, technical manuals consume large amounts of storage space. The paper provides a case study of the development of a gas turbine technical manual into an interactive electronic (computerized) format. This paper presents some of the difficulties of the development process, enhancements that have been developed, software selection, graphics complexity, and hardware definition. In addition, a detailed description of a final product will be provided.

Quality management of interactive electronic technical manuals on the operation and repair of aviation equipment is considered as a sequential process of iterative procedures for evaluating and improving the quality of these information and software logistics support tools. The scientific novelty of the research is that the scientific and methodological concept of quality management of interactive electronic technical manuals for the operation and repair of aviation equipment through the application of a process approach to the life cycle of this type of technology makes it possible to develop a methodological apparatus for developing and improving interactive electronic means of supporting the maintenance of aviation equipment by systematization and rationalization of methods of increasing its effectiveness. The scientific and methodological concept of quality management of interactive electronic technical manuals on the operation and repair of aviation equipment is the logical basis for the development of a number of methodologies and practical recommendations for ensuring the quality of interactive electronic technical manuals of the appropriate class, rationalizing the technological process for their development and application, etc. The construct of the proposed scientific and methodological concept is a two-level representation of the quality of the interactive electronic technical manuals. Considering the connection between the capabilities of the software and technology platform for creating interactive electronic technical guides and content-representation capabilities for logistic support of operators, it seems rational to consider the quality of these software and information products at two levels of presentation: subject-logical and information-technology.

In the article, the authors consider mobile learning as a form of resource-based learning of university students in the study of professionally-oriented disciplines. The advantages of mobile learning are revealed: using the latest technology in training; using lightweight, compact, portable devices in training; delivering blended, resource-oriented learning; providing a quality support for training in any format; teaching students with special needs; reducing the costs of educational support; using the new ways of educational content developing; providing the continuous targeted support for the educational process; creating a fun, exciting and comfortable learning experience. The conditions necessary for organization of mobile education in the educational environment of a modern university are described: availability of mobile devices for students and teachers; access to developed electronic educational resources (electronic textbooks and manuals, educational websites, distance learning courses); organization of feedback between the teacher and the student. On the example of the discipline "Fundamentals of Leadership" at the University of Ukoopspilks "Poltava University of Economics and Trade" (PUET), Ukraine, the authors propose ways of organizing mobile learning for distance students. The developed distance course (via distance learning platform Moodle) and the electronic manual on "Fundamentals of Leadership" for mobile devices (program Dr.Explain) are offered. The opportunities and benefits of Dr.Explain program, which allows you to create e-learning manuals for mobile learning, are demonstrated. The article states that Dr.Explain is a convenient and effective tool / aid for developing a variety of electronic educational resources, ranging from electronic lectures and manuals to complete electronic courseware package and educational Internet resources. The authors emphasize that for mobile learning, it is necessary to create electronic teaching aids in the formats supported by mobile devices.

DOD Instruction 7000.14-R, paragraph 0716, prescribes the methods that will be used to determine the price of DOD publications when they are sold to foreign military sales (FMS) customers. The Instruction includes publication pricing factors that shall be included in the development of FMS prices for paper publications. When technical data was maintained and distributed primarily by paper form, pricing the product to recover the associated costs was a relatively reasonable and reliable process. As we transition from paper to electronic data encompassed in various media and arrangements, the costs associated with this migration will differ considerably. As electronic storage and presentation of digital data becomes more interactive with the internet, the association between the existing practices and advanced products become more contradictory. The historical pricing procedures will no longer reflect the costs that need to be recovered. In this era of digital data and computerized integration, new technological advances have increased the demand and cost of services associated with digitization of paper documents. With the introduction of these new technologies, various fees associated with this transformation have to be incorporated into the pricing structure that currently exists. The problem that exists with the incorporation of these fees is the lack of long-term historical data due to relative infancy of the goods and services linked to this technology. The primary objective of this project is to determine accurate and justifiable pricing for the foreign military sale of electronic technical manuals under the guiding principles of DOD Instruction 7000.14-R.

Abstract:
This dissertation examines the historical technical publications of the United States Army from 1775-2004. Historical research in Army technical communication reveals the persuasive characteristics of its technical publications. Elements of narrative, storytelling, and anthropomorphism are techniques writers used to help deliver information to readers. Research also reveals the design techniques writers adopted to unite the situated literacies of the troops. Analyses of print, comic, and digital media expose the increasing visualization of information since the eighteenth century. The results of such historical research can be applied to new media designs. Automating processes captured in paper-based technical manuals and adding intelligent functionality to these designs are two of many possible design options. Research also dispels a myth concerning the history of modern technical communication and illustrates the development of many genres and subgenres. Modern technical communication was not born of World War II as many scholars suggest, but was a legitimate field in eighteenth-century America. Finally, historical research in Army technical communication shows the systematic progression of a technological society and our increasing dependence on machine intelligence.

DEA ?? 63, Floating Vessel Blowout Control is a blowout containment study which was completed in 1990, and it did not include discussions about operations in the water depths we currently operate in. As offshore drilling is continuously moving into deeper and deeper waters, a need to further investigate well control and blowout containment in ultradeep water has arisen. This project describes the development and assessment of an electronic cross-reference tool for well control and blowout containment, with added focus on ultradeep water operations. The approach of this manual is fully electronic, thus being able to serve the needs of the engineer/driller with greater ease in both pre-planning and in a stressful onthe- job setting. The cross-reference is a manual for the state of the art in well control and blowout containment methodology. It provides easy-to-use topical organization by categories and subcategories, and aims at providing clear links between symptoms, causes, and solutions. Clear explanations to complicated issues are provided, and confirmation of applicable blowout intervention procedures, be it conventional or unconventional, are discussed. Human error and equipment failure are the causes of blowouts, and they are bound to happen in an ultradeep water environment. Well control events are harder to detect andhandle in ultradeep water, and quick reaction time is essential. After detection and shutin, the Driller??s method is the preferred circulation method in ultradeep water, due to its responsiveness and simplicity. In case kick handling is unsuccessful, contingency plans should be in place to handle a potential blowout. If a blowout does occur, and the blowing well does not self-kill through bridging, a dynamic kill through relief well intervention is likely to be necessary, as underwater intervention is difficult in ultradeep water. With new ultradeep water drilling technologies providing potential for increased performance, alternative well control methods might be necessary. Along with these new technologies follow new unfamiliar procedures, and proper education and training is essential.

Adaptive Hypermedia allows online content to be tailored specifically to the needs of the user. This is particularly valuable in educational systems, where a student might benefit from a learning experience which only displays (or recommends) content that they need to know. Authoring for adaptive systems requires content to be divided into stand-alone fragments which must then be labelled with sufficient pedagogical metadata. Authors must also create a pedagogical strategy that selects the appropriate content depending on (amongst other things) the learner's profile. This authoring process is time-consuming and unfamiliar to most non-technical authors. Therefore, to ensure that students (of all ages, ability level and interests) can benefit from Adaptive Educational Hypermedia, authoring tools need to be usable by a range of educators. The overall aim of this thesis is therefore to identify the ways that this authoring process can be simplified. The research in this thesis describes the changes that were made to the My Online Teacher (MOT) tool in order to address issues such as functionality and usability. The thesis also describes usability and functionality changes that were made to the GRAPPLE Authoring Tool (GAT), which was developed as part of a European FP7 project. These two tools (which utilise different authoring paradigms) were then used within a usability evaluation, allowing the research to draw a comparison between the two toolsets. The thesis also describes how educators can reuse their existing non-adaptive (linear) material (such as presentations and Wiki articles) by importing content into an adaptive authoring system.

An important component of Planning Information Systems for municipal planning agencies is a comprehensive land use inventory that provides information on the location, distribution, and intensity of land uses throughout a community. This data is a necessary prerequisite for the informed creation of planning documents such as General Plans, Specific Plans, Housing Inventories, and Climate Action Plans. Beyond location, distribution and intensity of land uses, planners may also wish to incorporate additional information at the parcel level, such as the number of housing or commercial units, building condition, and/or access and connectivity to adjacent streets. Because some of this information is best observed in the field, agencies require methods of collecting this data that will ensure data precision, accuracy, and consistency, while minimizing data collection and processing time. Electronic data collection tools that are compatible with Geographic Information Systems provide a potential solution that can facilitate these desired data collection parameters. This research illustrates the development of an electronic data collection tool that planning agencies may utilize within various planning efforts, and compares the efficiency of the tool to traditional ‘pen-and-paper’ data collection methods in terms of time savings. It is recommended that planning agencies widely adopt and implement electronic tools for land use data collection, for the demonstrated benefits related to data consistency and reduced data collection time in the field.

Abstract:
Introduction: Software testing is a very important activity which assures the quality of the software under test. It becomes crucial in safety-critical systems, where an unexpected behavior of the software can even cause loss of human life or environmental disasters. However, in such complex systems it becomes infeasible to test all possible software scenarios for possible faults. Experience shows that software faults, which can cause unexpected software behavior, are caused by the interactions of variables of the tests. Combinatorial testing is the technique which focuses on the variable interactions of the tests and aims to reduce the number of tests needed to cover all software scenarios while still preserving a high fault detection rate. Background: Manual testing is the technique used to assure software quality in Bombardier Transportation AB, a Swedish company whose focus is on rail transport and development of trains. Since this process depends on the skills of the engineers, it can result in a large portion of tests not created and consequently in a large number of scenarios uncovered with tests. Therefore, combinatorial testing technique is used to measure the combinatorial coverage of these tests created from experienced engineers. Many comparisons of manual testing and other testing techniques in terms of test coverage, code coverage or mutation analysis. To the best of our knowledge there are no other studies in literature that have measured the combinatorial coverage of manual tests designed from experienced engineers, for different strength interactions of the variables of the tests nor other available tools that generate the number of missing tests to achieve full combinatorial coverage for specific interactions. Aim: The goal of this thesis is to answer the two research questions: RQ1. What is the combinatorial coverage achieved by tests manually created by experienced engineers in industry? RQ2. Can the effectiveness of manually created tests be improved in terms of combinatorial coverage using combinatorial testing? Method: In this thesis we investigate the combinatorial coverage of manually created tests by engineers working in industry and the implications of using combinatorial testing in practice. The Combinatorial Coverage Measurement2(CCM) NIST tool is used to measure the test coverage achieved. The research questions are answered by the following steps: 1) Review the scientific literature for related work, 2) Refine thesis research questions based on the previous step, 3) Propose the case study design and perform the measurements needed for data analysis, 4) and the results are analyzed and discussed in terms of test efficiency (i.e., number of test cases) and effectiveness (i.e., achieved combinatorial coverage). Results: The 2-way interaction combinatorial coverage achieved by manual tests is 78.6% on average, 57% for 3-way combinatorial coverage, 40.2% for 4-way combinatorial coverage, 20.2% for 5-way combinatorial coverage and 13% for 6-way combinatorial coverage. Full combinatorial coverage can be achieved for 2-way and 3-way interactions by adding eight and 66 missing tests on average, respectively. For 4-way interactions full combinatorial coverage can achieved by adding 658 missing tests. For 5-way and 6-way interactions full combinatorial coverage can be achieved by adding 5163 and 6170 missing tests on average respectively. Conclusion: The combinatorial coverage decreases as the strength of interactions increases. The effectiveness of the tests can be improved for 2-way and 3-way interactions and fully or partially improved for 4-way interactions, depending on the decision of engineers to add all missing tests or part of them, since the number of missing tests is increasing significantly, thus resulting in a very large number of tests to be added. It is not particularly efficient to improve test effectiveness by augmenting manual tests cases using combinatorial testing for higher strength interactions, since in most of the tests suites we studied one would need to generate additional 10.000 missing tests. This is explained by the exponential growth of the number of variable combination for such interactions.

Abstract:
In the last decade, mobile interactive electronic technical manuals - IETM - have become a modern means of competence support for personnel operating aircraft. The system of technical regulation distinguishes several classes of IETM according to the degree of their functional equipment. The highest classes of functional development of IETM presuppose their deep integration into on-board automation systems, the possibility of direct interface interaction with electronic diagnostic modules for accompanying products and wide integration of artificial intelligence tools. In turn, the inclusion of elements of artificial intelligence leads to a change in statistical approaches and principles for assessing the quality of the IETM themselves. This is due to the fact of continuous change in the consumer properties of IETM in the process of their use, the observed heteroscedasticity of the recorded values of indicators when assessing their quality. This article is devoted to the description of the methodology that allows to overcome the described specifics of the procedures for assessing the quality of IETM with elements of artificial intelligence.

Population growth, increasing prosperity and changing consumer habits globally are increasing demand for consumer electronics. Further to this, rapid changes in technology, falling prices, increased affordability and consumer appetite for new products have exacerbated e-waste management challenges and seen millions of tons of electronic devices become obsolete. This rapid literature review collates evidence from academic, policy focussed and grey literature on the technical aspects e-waste value chains. The report should be read in conjunction with two earlier reports on e-waste management1. E-waste is any electrical or electronic equipment, including all components, subassemblies and consumables, which are part of the equipment at the time the equipment becomes waste. The exact treatment of Waste from Electrical and Electronic Equipment (WEEE) can vary enormously according to the category of WEEE and technology that is used. Electrical and electronic items contain a wide variety of materials. As a result of this complex mix of product types and materials, some of which are hazardous (including arsenic, cadmium, lead and mercury and certain flame retardants) multiple approaches to WEEE are required, each with specific technical guidelines. This report is structured as follows: Section two provides an introduction to the technical aspects of e-waste management, including a reflection on the challenges and complexities of managing a range of product types involving a range of components and pollutants. Section three provides an annotated bibliography of key readings that discuss elements of the technical aspects of managing e-waste. This bibliography includes readings on national guidelines, training manuals and technical notes produced by the Basel convention and courses. WEEE recycling can be a complex and multifaced process. In order to manage e-waste effectively, the following must be in place Legislative and regulatory frameworks Waste Prevention and minimisation guidelines Identification of waste mechanisms Sampling, analysis and monitoring expertise Handling, collection, packaging, labelling, transportation and storage guidelines Environmentally sound disposal guidelines Management is further complicated by the speed of technological advance with technologies becoming redundant much sooner than initially planned. Case studies show that the average actual lifetimes of certain electronic products are at least 2.3 years shorter than either their designed or desired lifetimes.
