Aus der Einleitung: In den letzten Jahren vollzieht sich ein gesellschaftlicher Wandlungsprozess von der Industrie- zur Informationsgesellschaft. Diese Entwicklung wird getragen vom zunehmenden Einsatz internetbasierter Informations- und Kommunikationstechnik (IuK). Mit Electronic Government (eGovernment) stößt auch die öffentliche Verwaltung die Tür zur Welt des Internets auf. Doch schon vor eGovernment hat der IuK -Einsatz im Rahmen der Verwaltungsinformatik eine lange Tradition. Der entscheidende Einschnitt folgte aber ab Mitte der 90er Jahre mit der Virtualisierung der Verwaltung: Von der Einbindung ins Internet, der Integration bestehender Systeme per Intranet bis hin zur Digitalisierung gesamter Verwaltungsabläufe. Doch lässt sich eGovernment nicht auf technische Anwendungen reduzieren. Vielmehr hat eGovernment erhebliche Potenziale zur Verwaltungsmodernisierung und rückt seit Ende der 90er Jahre in den Mittelpunkt der Diskussion um eine Verwa ltungsreform. Dabei baut eGovernment als parallele Entwicklungslinie auf einige Elemente des New Public Management (NPM) auf. Mit eGovernment verbindet sich die Hoffnung, den gewandelten Umfeldbedingungen und zunehmenden Anforderungen an die öffentliche Verwaltung hinsichtlich Effektivität, Effizienz, Kunden-, Qualitäts- und Wettbewerbsorientierung gerecht zu werden.

Abstract:
This research explores how English local authorities and their partners work together on electronic government. E-government is the use of computer technologies by government to transform the provision of services and information, improve internal organisation, encourage citizen participation and promote sharing between partners. In the UK and elsewhere there is increasing emphasis on public sector organisations working together in local partnerships. Partnerships can potentially encourage the delivery of joined-up services to citizens, promote democracy and improve public policy making, but partnership working is not always easy and can be challenging for the individuals and organisations involved. This thesis addresses the research question: "How can local authorities and their partners work together to successfully implement electronic government? " The research is based on a systematic literature review and comparative case studies of three sub-regional e-government partnerships, using a mixed methods approach. The literature review covers local governance, e-government, public sector partnerships, dissemination of best practice and social networks. In each case study social network data was collected from participants using a short questionnaire to ascertain who they dealt with in relation to e-government. This data was analysed using social network software and then used during qualitative interviews and workshops to generate discussion. A model of partnership effectiveness has been developed which identifies network structure, governance, maturity and context as four themes contributing to the success of local e-government partnerships. Network structure influences effectiveness in three ways: cohesion amongst the partners encourages organisational learning; a central core agency is important to ensure that partnership ideas reach fruition; opinion leaders come up with good ideas and can mobilise others. Governance includes the existence of a clear shared vision and strategy, the commitment of leaders, accountability and getting the right people involved. Maturity refers to a stable group of people from different perspectives working together over time, facing challenges and persevering. Councils with smaller populations have more to gain from partnership working because they lack the capacity to develop e-government solutions alone. The study contributes to academic research by developing a theoretical model of the factors contributing to effective e-government partnerships. This is the first study to examine how public organisations network together on e-government and the methodological approach is novel in research into UK local governance.

In light of the limited recognition of electronic reverse auctions (e-RA) in the acquisition field, the purpose of this research paper is to further the use of e-RAs throughout the federal government and the Department of Defense (D0D). By exploring a multitude of auction types and designs that have been or are currently being used in the private sector, these practices set a basis for researching the auction types being used in the public sector. This paper further explores the regulations guiding the use of e-RAs and investigates the federal government's application of reverse auctions through studies, reports, and interviews with users of e-RAs. Details as to what attributes are prevalent in these e-RAs, what features are best suited for e-RAs, and what benefits have been derived from the use of e-RAs in the federal government are also included. Finally, the researchers found that e-RAs have increased transparency, cost savings, and efficiencies in the acquisition process. Although reverse auctions are being used effectively, the researchers found that there are still opportunities for improvement including incorporating a fully functional best-value tool into e-RA technology and developing more thorough federal guidance on e-RAs as an alternative pricing method.

Although the e-Government was mentioned more frequently, especially because of data boxes, its origin dates back to 90th the 20th century. Then the first efforts to development of information systems began to connect various governmental offices. However, these efforts haven't been very successful. Subsequently, different e-Government services start developing and this is what the diploma thesis is about. First it outlines the progress of the e-Government. Then this thesis attempts to the e-Government services and also provides information about e-Government system in different countries. At the end there is described electronic data interchange, electronic invoicing and electronic archiving.

Abstract:
The UK's E-Government agenda was found on the principles of improving the quality of services offered to the public by Central and Local Government. This would be made possible through various national projects. Most notable were the use of Customer Relationship Management (CRM) and Community Informatics involving the use of public libraries and outreach workers. However there is growing fear on the emergence of inequalities between the information rich and information poor termed the 'digital divide'. This has prompted the subject of research - to explore the reality of e-government in reducing social exclusion. Both qualitative and quantitative research techniques are used to this end. Analysis is made on the use of CRM in 27 Local Authorities including a detailed case study at Newham Council and a public survey in Salford. Universal access and social inclusion is tackled through the analysis of public libraries in Salford offering ICT services. In addition the effects of free ICT courses organised by Salford City Council on a number of community groups was included in the survey. The findings confirm the widespread use of CRM and reveal a series of barriers to its success. These include a lack of skilled CRM staff, inefficiencies in channel management, high emphasis on technology, and low levels of ICT usage. Results from the public library survey also revealed some barriers. Inadequate staffing levels, inappropriate training, and lack of IT support were all identified. In addition the library failed to attract novices and new users. The evaluation of Community Informatics in Salford showed the problems faced by outreach workers. As well as providing some academic research in a field lacking representation in IS research (due largely to recent emergence), the thesis also contributes to E-Government practice by, highlighting issues often over looked in its implementation, addressing its failures, and providing some reasoning on the current situation.

This research work is based on intensive qualitative analysis towards the development of an e-Government platform for Nigeria a developing country in the West Africa sub-region. The case studies were carried out in some developed and developing countries that are useful and relevant to Nigeria e-Government. Having carefully reviewed the case studies, I observed that South Korea, United Kingdom and United States of America are using e-Government facilities to a considerable extent. Other countries such as China, Malaysia, Australia, India, and Ireland are still developing. The aim is to develop e-Government models for Nigeria by examining existing models used in Western countries and analysing those models which will help to solve some security issues, prevent corruption and save cost. This research led to the development of six e-Government models which led to the final Proposed Unified Nigeria e-Government Framework (see chapter 8, Figure 8.7) below. This Framework is to enhance the implementation and the adoption of e-Government at all levels.

Development is an essential need for any society. ICT can be considered as important contributing factor towards this development. Utilising ICT activities for development requires several factors to be taken into account such as preparing technical infrastructures and developing human resources. Technical challenges, organisational issues, user training, trust and its related issues and the digital divide are some of the obstacles in the way of utilising ICT activities in a society. All these factors must be considered and addressed if sustainable development is to be achieved as missing out a few factors and only addressing some of them will lead to a waste of resources. At the national level, government is the first strategy maker and thus is the most influential actor in utilising ICT capabilities. Electronic government has the potential to improve government relationships with citizens, businesses and government employees. Successful implementation of electronic government has the potential to increase accountability, effectiveness and efficiency of government agencies at both local and national levels. Unfortunately in some developing countries, 85 per cent of electronic government initiatives have failed totally or partially because of the mismatch between the then current and prospective systems. Underestimating the importance of cultural, economic and physical differences between software designers and the location of electronic government projects is considered as having played a role in this mismatch. This research looks at literature, existing models and experiences in the field of electronic government in order to identify common reasons for failure. It also identifies the importance of putting citizens' views and requirements - as well as concentrating on service provision - in the centre of attention for developing electronic government program. There are a number of barriers which keep citizens away from electronic government participation. Identifying these barriers plays a major role in exercising successful e-government practice. Having identified the the shortcomings, this research proposes a model which aims at addressing and overcoming the existing limitations. The contribution of this research is to propose a framework for developing electronic government in developing countries which addresses the existing shortcomings of the Layne and Lee (2001) model of electronic government. The proposed model in this research has been evaluated against several case studies and best practice approach. As a result, an electronic government application was developed for the municipality of Yazd in Iran. Based on the evaluation of the model - with the help of the five-case studies, the best practice approach and practical development of an interface -a number of limitations in the proposed model have been identified and considered for future research.

For the actual existence of e-government it is necessary and crucial to provide public information and documentation, making its access simple to citizens. A portion, not necessarily small, of these documents is in an unstructured form and in natural language, and consequently outside of which the current search systems are generally able to cope and effectively handle. Thus, in thesis, it is possible to improve access to these contents using systems that process natural language and create structured information, particularly if supported in semantics. In order to put this thesis to test, this work was developed in three major phases: (1) design of a conceptual model integrating the creation of structured information and making it available to various actors, in line with the vision of e-government 2.0; (2) definition and development of a prototype instantiating the key modules of this conceptual model, including ontology based information extraction supported by examples of relevant information, knowledge management and access based on natural language; (3) assessment of the usability and acceptability of querying information as made possible by the prototype - and in consequence of the conceptual model - by users in a realistic scenario, that included comparison with existing forms of access. In addition to this evaluation, at another level more related to technology assessment and not to the model, evaluations were made on the performance of the subsystem responsible for information extraction. The evaluation results show that the proposed model was perceived as more effective and useful than the alternatives. Associated with the performance of the prototype to extract information from documents, comparable to the state of the art, results demonstrate the feasibility and advantages, with current technology, of using natural language processing and integration of semantic information to improve access to unstructured contents in natural language. The conceptual model and the prototype demonstrator intend to contribute to the future existence of more sophisticated search systems that are also more suitable for e-government. To have transparency in governance, active citizenship, greater agility in the interaction with the public administration, among others, it is necessary that citizens and businesses have quick and easy access to official information, even if it was originally created in natural language.
Para a efectiva existência de governo electrónico é necessário e crucial a disponibilização de informação e documentação pública e tornar simples o acesso a esta pelos cidadãos. Uma parte, não necessariamente pequena, destes documentos encontra-se sob uma forma não estruturada e em linguagem natural e, consequentemente, fora do que os sistemas de pesquisa actuais conseguem em geral suportar e disponibilizar eficazmente. Assim, em tese, é possível melhorar o acesso a estes conteúdos com recurso a sistemas que processem linguagem natural e que sejam capazes de criar informação estruturada, em especial se suportados numa semântica. Com o objectivo de colocar esta tese à prova, o desenvolvimento deste trabalho integrou três grandes fases ou vertentes: (1) Criação de um modelo conceptual integrando a criação de informação estruturada e a sua disponibilização para vários actores, alinhado com a visão do governo electrónico 2.0; (2) Definição e desenvolvimento de um protótipo instanciando os módulos essenciais deste modelo conceptual, nomeadamente a extracção de informação suportada em ontologias e exemplos de informação relevante, gestão de conhecimento e acesso baseado em linguagem natural; (3) Uma avaliação de usabilidade e aceitabilidade da consulta à informação tornada possível pelo protótipo – e em consequência do modelo conceptual - por utilizadores num cenário realista e que incluiu comparação com formas de acesso existentes. Além desta avaliação, a outro nível, mais relacionado com avaliação de tecnologias e não do modelo, foram efectuadas avaliações do desempenho do subsistema responsável pela extracção de informação. Os resultados da avaliação mostram que o modelo proposto foi percepcionado como mais eficaz e mais útil que as alternativas. Associado ao desempenho do protótipo a extrair informação dos documentos, comparável com o estado da arte, os resultados obtidos mostram a viabilidade e as vantagens, com a tecnologia actual, de utilizar processamento de linguagem natural e integração de informação semântica para melhorar acesso a conteúdos em linguagem natural e não estruturados. O modelo conceptual e o protótipo demonstrador pretendem contribuir para a existência futura de sistemas de pesquisa mais sofisticados e adequados ao governo electrónico. Para existir transparência na governação, cidadania activa, maior agilidade na interacção com a administração pública, entre outros, é necessário que cidadãos e empresas tenham acesso rápido e fácil a informação oficial, mesmo que ela tenha sido originalmente criada em linguagem natural.

The Japanese government has been developing infrastructures and services for electronic government since 2001. One of the challenges identified in this regard is to ensure "accessibility" or to enable everyone, including the elderly and those with disabilities, to access the infrastructures and services of an electronic government. In 2004, the JIS (Japan Industrial Standard) X 8341-3 was issued as a Web accessibility standard in Japan. It is expected to function as a basis to ensure the Web accessibility of the electronic government in the central and local governments in Japan. Recently, however, the Ministry of Internal Affairs and Communications found a widespread lack of understanding of and respect toward the JIS X 8341-3 among the local governments in Japan. In December 2005, a study group under this ministry proposed "Operational Models to Improve Accessibility of Public Web sites" in order to supplement the JIS X 8341-3. Thus, this paper reviews the standards and policy initiatives for improving the Web accessibility of the electronic government in Japan and discusses the challenges faced by libraries to ensure the provision of access to government information in terms of Web accessibility and electronic government.

Die Fragestellung dieser Arbeit ist ob derzeit angebotene e-Government Systeme von älteren Nutzern angenommen werden und wie solche aufgebaut werden müssen, damit diese Nutzergruppe solche Systeme als eine nützliche Alternative zu Behördengängen annimmt. In unserer Forschung haben wir erforscht wie solche Anwendungen, welche von der Verwaltung für die gesamte Bevölkerung angeboten werden, aufgebaut werden sollten, damit diese von der gesamten Bevölkerung erfolgreich genutzt werde können. Zur Beantwortung dieser Fragestellung wurde eine dreistufige Forschung durchgeführt, welche an das ISO 9241-210 Entwicklungsmodell angelehnt ist. Die Forschung wurde parallel in Deutschland und Ungarn in Kooperation mit dem Fraunhofer FOKUS, dem Bundesministerium des Innern, der Bundesdruckerei und der Corvinus Universität Budapest durchgeführt. In der ersten Phase wurden die Erwartungen und Vorkenntnisse der Zielgruppe erforscht um die Eckpunkte und Prämissen festlegen zu können. Diese Erkenntnisse ermöglichten in der zweiten Phase die fundierte Auswahl einer Anwendung, welche als Basis für Nutzertests genutzt werden konnte. Die Testanwendung war das AusweisApp des elektronischen Personalausweises. Bei diesen Tests wurden die Nutzerfehler erfasst und die Akzeptanz durch die ASQ Methode gemessen. Anhand der gewonnen Erkenntnisse konnte die Guideline IGUAN entwickelt werden, welche eine standardisierte Herangehensweise zur Akzeptanzsteigerung darstellt. Dieses Konzept beinhaltet neben den speziellen, an ältere Nutzer angepassten Anforderungen, einem Kriterienkatalog, sowie die Abbildung der Prozesse wodurch eine Erhöhung der Akzeptanz für Ältere ermöglicht wird. In der dritten Phase der Forschung konnte die Guideline durch eine iterative Prototypentwicklung evaluiert und geprüft werden. Wir konnten beweisen, dass Verbesserungen beim Interface e-Government Anwendungen an die alternde Gesellschaft näher bringen, die Motivation erhöhen und das Nutzerempfinden nachhaltig verbessern.
Our research focuses on the question of acceptance of current e-government systems by elderly users. It describes how such systems should be designed and offered for this user group in order to provide an acceptable alternative to offline processes. In order to answer our research question, the research was structured into three phases along the development model of the ISO 9241-210. This enabled to identify not only the main factors of acceptance, but also the expectations of elderly users. Our research was conducted in parallel in Germany and Hungary in cooperation with the Fraunhofer FOKUS, the Federal Ministry of Interior, the Bundesdruckerei and the Corvinus University Budapest. The first phase of our research provided results about the expectations and previous experience of the users with e-government systems. This set the premises for the next phases of our research and provided us with information about the theoretical acceptance of systems by the age group. The results made it possible to select an application in the second phase, which was used as a model in the remaining phases. The selected application was the AusweisApp of the electronic ID card. The test measured the encountered errors and the acceptance of the system with the ASQ method. The obtain results allowed us to develop a generalised solution, the IGUAN guideline. This guideline makes a standardised approach to the usability improvement process possible. It contains the special requirements of elderly users, and a catalogue of criteria, which helps to develop an application in line with the set requirements. The third phase of our research was used a proof of concept for the IGUAN. The guideline was evaluated and tested with an iterative prototyping. We could therefore demonstrate that improvements in the interface make e-government application possible which are perceived useful and easy to use by elderly users. These improvements will measurably increase the user motivation and experience.

With the rapid development of the Internet and web technology, governments worldwide have caught onto this revolution and shown rapid development of electronic government (e-government) in the public sector. Nowadays, there are a significant number of e-governments that are accessible via the Internet and provide a range of information and services. However, existing research indicates that e-government still faces the challenge of generating greater users’ interaction in terms of accessing information, utilizing services and participating in e-government decision making. Among a variety of reasons for this challenge, usability and credibility have been found to be the key factors in users’ decisions about e-government engagement and need to be explored. This research attempts to evaluate the usability and credibility of current e-governments, focusing on specific e-government websites in the UK. This research adopted heuristic evaluation, which is based on users’ perception, to implement a thorough and in-depth assessment of e-government websites. In addition, to obtain a more comprehensive evaluation, users’ performance was measured in order to reveal the level of users’ interaction with e-government websites when they perform a set of practical tasks. The research design was a quasi-experimental, consisting of two linked experiments. Experiment 1 aimed to evaluate usability and credibility of the target e-government websites, identifying a range of existing usability and credibility problems. Based on the usability and credibility problems found, design solutions were proposed for each of the target e-government websites. Experiment 2 aimed to examine the effects of the proposed design solutions on the usability and credibility problems identified on the redesigned e-government websites. The findings of experiment 1 suggested that the e-government websites need to improve their usability and credibility. In particular, the most serious usability problems found in the target e-government websites lay within the areas of “aesthetic and minimalist design”, “recognition rather than recall”, and “consistency and standards”. In addition, the most serious credibility problems identified were within the areas of “site looks professional”, “make site easy to use and useful”, and “show the honest and trustworthy people behind the site”. The findings of experiment 2 revealed that the usability and credibility problems found in experiment 1 had been improved by the proposed design solutions. Furthermore, these improvements might increase the overall usability and credibility of the target e-government websites, making the users’ task performance better within the redesigned e-government websites. Based on the findings of the experiments, this research developed a set of usability and credibility guidelines. Each guideline addressed a number of the specific usability and credibility elements at the detailed level of e-government website design. These guidelines can be helpful to guide designers to develop more usable and credible e-government websites.

This research provides the first thorough investigation into, and analysis of, the literature on e-government metrics and has opened up the topic and literature to the practitioner community. The research focuses on English local government, in response to what the researcher had experienced as haphazard implementation of e-government. Supplementary explorations included official and unofficial reasons for the adoption of e-government, along with the role of politics and Politics – local, national and international. Until this research, the main focus for e-government measurement had been on targets or large and complex analyses suitable only for central government. Instead, this research proposes parsimonious measurement. Such measurement, reliant upon collating citizen feedback across delivery channels, will assist improvement to services and assist channel migration. This had never been examined before. Since the subject of the research was electronic government, an action research methodology was employed, using electronic research instruments to deliver surveys, provide survey results and to house research models and background. The researcher is a practitioner within the field, so the instruments were designed to cross-fertilize the academic and practitioner thinking on the subject. It is expected that the research tool, in the form of the weblog, will continue (in the longer term) to assist professionals in debating the use of metrics. Ongoing research will continue to stretch across the academic and practitioner boundaries. This research makes original contributions to knowledge by revealing the most appropriate mechanism for the management and use of e-government, amongst other mechanisms for service delivery in the public sector, especially considering smaller authorities.

Prior to this study, no paradigm common among state governments regarding public policy principles on cost recovery for the dissemination of public information had been described. The study revealed that U.S. federal government policy has served as a model from which a majority of the states have proceeded. This study has compared the states with the federal government and with themselves to determine the policy boundaries. Themes from in the literature were presented and summarized, and measurable elements were isolated. Data from statutory, regulatory, and case law, and from explicit policy statements, were gathered and compared within graphical formats. A brief survey instrument was promulgated and results compiled for the more elusive internal policy articulations. The stated policies of the majority of the states were found to be somewhat less restrictive than the federal norm, while others are more restrictive or nearly absent, leaving decision-making to each separate agency. Commonalities were identified and the states ranked along a continuum from lesser to greater potential cost to the public. A nationwide perspective on this important public policy area has been revealed for the first time.

Mobile government (M-Government) is an evolving delivery channel for governments to provide timely information and services ubiquitously to residents, businesses and other government departments through mobile devices. Developing countries have a higher mobile penetration rate than the fixed-line Internet rates, which opens doors of opportunities for these countries to bridge the digital gap and gain a better reach through M-Government. Jordan has realised the potential of M-Government and launched the E-Government Mobile Portal on the 18th of April, 2011. This thesis uses a mixed-method approach comprising surveys, interviews, meta-analysis and focus groups. The findings show that the critical success factors for M-government from the users’ perspective are the following: user acceptance, security, privacy, trust, cost, mobile device limitations, usability, availability of services, broadband and content. The findings also show that there are ’high effect’ success factors in addition to the critical ones which are the following : mobile payment system, accessibility, awareness, education, reliability, legal issues and mobile penetration. Additionally, this thesis also proposes a success framework for M-Government that provides practical strategies to tackle each success factor. Furthermore, it recommends an M-Government user-centric road map with implementation stages aiming to assist the Jordanian Government and other governments in tackling each success factor in order to ensure a successful implementation of M-Government.

Today the world is relying heavily on the use of Information and Communication Technologies (ICT) in performing daily tasks and governments are no exception. Governments around the world are utilising latest ICT to provide government services in the form of electronic services (e-services) in a phenomena called the electronic government (e-government). These services vary from providing general information to the provision of advanced services. However, one of the major obstacles facing the adoption of e-government services is the challenging privacy issues arising from the sharing of user’s information between government agencies and third parties. Many privacy frameworks have been proposed by governments and researchers to tackle these issues, however, the adoption of these frameworks is limited as they lack the consideration of users’ perspective. This thesis uses Soft Systems Methodology (SSM) to investigate the concepts relevant to e-government, and preserving privacy in the context of e-government. Using SSM, Conceptual Models(CMs) relevant to the concepts under investigation were developed and used to review and to identify the limitations of existing frameworks in the literature and to determine the requirements for preserving privacy in an e-government context. A general framework for Privacy REquirements in E-GOVernment (PRE_EGOV) is proposed based on the developed CMs. The proposed framework considers the perspectives of relevant stakeholders and the ownership rights of information about users. The CM relevant to preserving privacy and the elements of the PRE_EGOV framework were evaluated against stakeholders’ perspectives using a survey. The applicability of the proposed framework is demonstrated by applying it on a real world case study. The insight gained from the analysis of the case study and the survey’s results increased confidence in the usefulness of the proposed framework and showed that a system thinking approach to tackle such complex, multi-disciplinary problem can result in a promising solution that is more likely to be accepted by involved stakeholders. The work in this research has been published in three full papers and a poster. The developed Conceptual Models and proposed framework have found acceptance in E-government research community [1, 2, 3, 4] as well as in other research communities [5].

The values and motives behind e-Government projects are sometimes taken forgranted and are often considered as synchronised. Electronic archives can beconsidered a vital e-Government project, and the aim of this study was toinvestigate the values behind electronic archive projects for government agencies.This was achieved by investigating four different specifically chosen governmentagencies: three with electronic archives, and one without, and then assessing themusing the theoretical framework set out in Rose et al's article ’Managinge-Government’ published in Info Systems Journal in 2015: value position theory.The chosen government agencies were: Migrationsverket (the Swedish MigrationAgency), Skatteverket (the Swedish Tax Agency), Energimydigheten (the SwedishEnergy Agency), and Sveriges Geologiska Undersökning (Sweden’s GeologicalSurvey- SGU). Interviews were conducted with those archivists responsible for theelectronic archives at each of these four public agencies. The results of theinterviews were analysed using the value position theory. As a result, severaldifferent values were identified, though the values attached to professionality andefficiency ideals were more identifiable in the interviews than the values attachedto service and engagement. The values guiding the electronic archive projects werefound to be largely congruent. However, these values are not necessarilyrecognised on the state level, as shown by the fact that Statens Servicecenter’sproject has ended without result.

Das Forschungsprojekt "Referenzarchitektur für E-Government" (RAfEG) hat das Ziel diese Verwaltungsvorgänge in Behörden elektronisch zu unterstützen und damit die Herausforderung anzunehmen. Der Großteil der Aufgaben des E-Government, was in diesem Zusammenhang vor allem als Government-to-Government verstanden werden soll, befasst sich mit der Bearbeitung von Dokumenten. Es müssen Dokumente (z.B. Anträge und Formulare) erfasst/erstellt, bearbeitet, gespeichert, weitergegeben und archiviert werden. Für das so genannte papierlose Büro, muss dies alles mittels eines Computers möglich sein und alle Mitarbeiter müssen auf denselben Daten arbeiten können, wobei eine nachvollziehbare Änderungshistorie gesichert sein muss. Die Realisierung des Dokumentenmanagementsystem innerhalb des RAfEG-Softwaresystems, das eine rechnergestützte Abarbeitung von Verwaltungsvorgängen ermöglicht, soll in diesem Bericht ausführlich vorgestellt werden.

In the wake of the exploding information and communication technology, this thesis explores the role of a civic architecture which restores on the one hand a traditional public institution, while on the other hand represents a functional information exchange in the Electronic Age. The proposed Information Resource Center is modeled after the positive social qualities inherent in the "third place". Utilizing the communicative ability of the available technology, the IRC supports the proposition of an intermediate realm, between the public and the private, which would restore community in our lives. This exploration begins with a look at Ray Oldenberg's analysis of the third place whose socially redeeming nature is beneficial to both the individual and to the collective. Such intermediate places have now been replaced by a new paradigm; the notion of cyberspace, a gathering place that is not rooted in space or time, has became popularized. Yet its accessible characteristics are still bounded by a structured social environment. Architecture's role then is to adapt and to accommodate while further defining a changing cultural landscape. In these times of rapid technological and social changes, people search for continuity and meaning in their surroundings . The design for the IRC addresses their need for community by providing them the resources to reach out to others virtually and as an intermediate place where an informal public life can be fostered.
