The main principles of electronic governance creation as well as the resistance of electronic governance development from the point of view of public sector are discussed. The questions of peculiarities and assessment of the level of implementation of the e-government legal regulations are discussed, too. The author of the article suggests that the public administration and legal environment of e-governance is of crucial importance to the development of the knowledge society and knowledge economy, also, for the adaptation of the governmental bodies to the changing societal needs. The aim of this paper is to: (1) identify the issues of implementation of electronic government, the tendencies of electronic governance development in Lithuania; (2) analyse some questions of interaction between society and governanceby e-mail; (3) discuss the institutional aspects and perspectives of electronic governance development;(4) provide some recommendations.

Globally, public trust in their government has gradually been declining. It is acknowledged that public trust is the sine qua non of good governance. With the advent of the internet, the influence of ICT on society and the dependence of government on ICTs have grown far beyond our expectations. Moreover, electronic governance and trust foster each others: electronic governance promotes trust, and vice-versa. Other ways, the promotion of electronic government can be a way to increase the citizen trust in government and improve citizen evaluations of government. Simultaneously, many government institutions in both developed and developing countries have entered the digital highway and introduced e-service delivery to the citizens. However, there exists a question of trust in e-governance across the globe as the question of the trust in governance is yet to be solved. This paper intends to illustrate the impacts of online services and initiatives that play imperative role in building public trust in government. It is obvious that there is a significant relationship between public trust and use of ICT based service delivery. The study shows that e-government initiatives can enhance public trust by improving interactions and responsiveness and encouraging participatory mechanisms. Therefore, the government of Bangladesh introduced numerous apparatus/avenues of e-services ranging from education and public utilities to law enforcement. Despite positive impacts, building trust in e-governance has also created special challenges within shifting governance contexts.

Abstract:
The technological changes of the 20th and 21st centuries, the growth of computer technologies, digital technologies and telecommunications have changed the way the state conducts its functions and delivers governance. Whether or not they have improved the welfare function of the state, the way governance is delivered has been altered. In this article, we discuss the application of electronic governance (e-governance) in Karnataka with the help of three case studies. We discuss the cases of land records management in rural and urban areas and initiatives in Bengaluru traffic management. The case studies indicate that e-governance improves service delivery and that there are points to be gleaned from the successful implementation of the same in Karnataka. Finally, we argue that while there is necessity for optimism regarding the application of technology in service-delivery functions, the overall digitisation of economy may be something qualitatively different.

Abstract:
The aim of the study was to identify the legal mechanisms for the establishment of e-government and the development of e-governance from the perspective of international law and national legislation of countries where the level of e-governance is very high. Empirical and theoretical methods of scientific knowledge, as well as the comparative analysis were used for a comprehensive coverage of the research topic. It is found that the community-oriented principles are the basis for the functioning of e-government with a view to the digital transformation values. The establishment of digital government in different countries with a very high level of e-governance has its own peculiarities related to the status of the national legal framework, institutional capacity and economic development, information policy and information security. It was established that the e-governance should be improved by eliminating the digital gap, raising the level of digital literacy, creating a single competent authority to regulate public e-governance policy, introducing a network system of access to e-government services, and establishing a system for training civil servants on the provision of electronic services. Further research on e-governance may be focused on follow-up study and argumentation in order to determine effective legal tools of its regulation.

This article examines how e-waste – waste from electronic and electrical equipment – poses a challenge for environmental governance. The amount of e-waste generated globally has been estimated to reach about 72 billion tons annually by 2017. This article discusses how e-waste challenges the control of illegal trade as well as the prevention of environmental harms. By focusing on the role of state, corporate and civil society actors, insights are gained into the strengths and limitations of the governance framework. These suggest the need for reflection about both practical and theoretical implications that arise for environmental governance.

This is caused by lack of accountability and transparency in the Government sector, mostly aided by manual accounting system and ordinary paper document in the operation of the sector. Sequel to the evolution of Information and Communication Technology, electronics governance was implemented in Nigeria. Therefore, this study examines the role of electronic governance as a tool for curbing corruption in Nigeria. As such, a survey instrument were administered to 240 civil servants from different public sectors in Nigeria. The findings revealed that, implementation of e-governance has helped to curb corruption in Nigeria and also played a great role in improving efficiency of Nigeria economy. Also this study found that, the need to embrace electronics governance given the phobia exhibited by many Nigerian populace and workforce as to the use of electronics governance.</span></em>

It presents a framework for understanding the multiplicity of gender gaps in e-commerce and provides an analysis of key regulatory and policy challenges women face in e-commerce. The article examines the legal-political implications of different approaches to incorporating gender into trade policy and then advances a multi-level approach to incorporating gender-inclusive e-commerce regulation into trade policy. On this basis, the article formulates policy recommendations for how to incorporate gender-inclusive e-commerce regulation into trade policy that works for development.

Public confidence in their administration has slowly declined worldwide. Public trust is recognized as the prerequisite for successful government. With Internet advent, ICTs have far beyond our expectations by influencing society and the government's dependency on ICTs. In addition, e-Governance and trust encourage one another: e-Government fosters confidence, and vice versa. Another approach to build public confidence in government and improve citizens' perceptions of the government might be the development of electronic governance. At the same time numerous governmental agencies have entered the digital highway both in emerging and industrialized nations and offered electronic services to the public. However, e-governance throughout the whole world is a matter of trust, since the issue of confidence in management is still to be resolved. This study aims to show the effects of online services and activities that are essential to establishing government confidence. Obviously, the link between public confidence and the utilization of ICT-based service delivery remains substantial. The study demonstrates that e-government efforts may improve public confidence by enhancing relationships and responsiveness and promoting methods of participation. The government of Bangladesh has therefore implemented various e-service devices/avenues, from education and public service services through law enforcement. Despite good effects, establishing confidence in e-government presented specific obstacles for changing governance contexts.

Information and communication technologies are widelyused by state authorities, but “electronic government” (“E-Government”) and “electronic government” (“E-Governance”) envisage much more than simple use of electronic, digital instruments, namely re-thinking of governance mechanisms, its structures and processes, changing of behavior, relations between participants of electronic governance processes. Methodology: The methodological basis of the research is the dialectical method of scientific knowledge, through the application of this method considered were legal, functional, organizational and procedural aspects of introduction of E-Governance technologies in administrative, social and labor relations: legal regulation and foreign experience.Conclusions. It was determined that there is a noticeable lack of training of employees of state administration bodies for introduction of E-Governance. The digital transformation of the government and its units consists not only of the ability to use information and communication technologies. First of all, the essence consists in transformation of public administration as part of the vision and strategy of national development of the country as a whole.

The paper discribes the method of remote voting at shareholders meetings via the Internet. The methodology of the study is based on the theory of agent costs. It means that costs associated with the exercise of control are important to investors within making investment decisions. The author considers conditions to the digitalization of voting processes: the Russian legislative framework; Internet access in the country; development of digital voting services; the provision of remote voting services by registrars and the Information Disclosure Center of JSC National Settlement Depository. The paper presents results of the analysis of the practice of using electronic voting services in Russian public companies. It has been proved that the creation of the Internet voting infrastructure has contributed to the activity growth of shareholders’ participation in Annual General Meetings. This, in turn, has a positive effect on the quality of corporate governance in these companies. The theoretical and practical significance of the study is to generalize the practice of using electronic voting technology in Russian corporations.

The incessant use of e-government in the government both central and regional, of course, not only produces benefit or value to the organization, but also gives a variety of problems and obstacles. To guarantee the benefit and value by using e-government and minimize various problems and obstacles, it is necessary to build information technology governance in the e-government development. In the information technology governance, an organization does not only build information technology facilities and infrastructure, but how information technology is used be able to achieve organizational goals, is able to play a role in the organization's strategic decision making processes and policies and remains in harmony with the architecture framework of information technology development that is has been established. To achieve information technology good governance, strategies are needed in developing existing e-government. The first step is to evaluate the implementation of e-government. Evaluation is done by measuring the level of maturity of e-government that has been applied. This measurement includes a strategic plan for information technology management, maintenance of information technology facilities and infrastructure, management of information technology services that are sustainable and the last is oversight of information technology governance. The scope of this research is e-government which has been implemented in the Ministry of Law and Human Rights in the Special Region of Yogyakarta. The research method used is a quantitative method using a questionnaire instrument and using the 5th edition of the Control Objective for Information and Related Technology (COBIT) framework model to determine the level of maturity in the information technology governance process. This study will provide an overview of information technology governance has been implemented and produce recommendations that is needed to improve and develop a comprehensive information technology governance.

Their influence on such principles of good governance as openness, participation, responsibility, efficiency is described. This shows that the institutions of "electronic government" ensure greater participation of citizens in discussions, online voting, also provide freer access to public information, accountability of representatives of public authorities to citizens, generate new channels of communication with the authorities - electronic petitions, etc. The problems of further implementation of the principles of good governance in Ukraine are pointed.

Electronic Government (e-Government) has been considered as an essential strategy for many governments in their efforts to ensure qualities of participatory good governance. Various e-Government applications have been recognised as effective methods of enhancing governance qualities, such as accountability, transparency, collaboration and trust. However, previous studies that focused on participatory good governance are so far limited, especially in bringing an e-Government solution strategy using a bottom-up approach. Using a qualitative case study1 this paper identifies a participation gap in achieving participatory good governance and aims to address this gap through an e-Government approach in rural sector of a developing country. The outcomes of the study demonstrate that e-Government strategy can play a significant role to address the participation-gap in implementing qualities of good governance.

The government has reduce the rate of corruption in the procurement through electronic procurement. But the reality of corruption is still increasing. The authors are interested in building a conceptual framework for good governance and incorporating elements of local culture in electronic procurement to reduce corruption. The principle of good governance in electronic procurement can prevent corruption by applying the principles of participation, transparency, responsiveness, effectiveness, efficiency, equity, strategic objectives, accountability and local cultural values. The purpose of this research is to get a clear and measurable conceptual framework in reducing corruption in government procurement of goods and services. This research method is to use literature review with content analysis. The results of this study are that corruption can be reduced by using electronic procurement if it uses the principles of good governance and there are controlling variables, namely internal supervision, law enforcement and improvement of facilities, infrastructure, leadership commitment and improvement of human resources to carry out electronic procurement according to the rules.

Electronic products are being updated and replaced much faster and there is therefore an increasing growth in electronic waste (e-waste). In order to promote professional recycling of e-waste, the relevant government departments of China have published a series of policies. This paper aims to unearth the evolution tendency of the networked policies towards holistic governance of China’s e-waste recycling. Content analysis, quantitative text analysis and network analysis are applied to analyze relevant policy documents from 2001 to 2016. This paper illustrates evolution of policy themes, evolution of intergovernmental relationships, and evolution of policy relations. This study reveals policy intentions, maps policy progress, and unearths governance philosophy, providing an overall understanding of the policy ways by which the Chinese government has deployed its guiding strategies on professional recycling of e-waste. This paper illustrates how to approach holistic governance from perspective of networked policies, contributing to answering the central question of holistic governance about how to achieve it.

Properly implemented, e-government enables improved government efficiency and greater engagement with citizens. The State of Qatar has implemented many e-government initiatives but little has been done to investigate their progress. This study aims to bridge the knowledge gap by shedding the light on a specific e-government initiative: the Baladiya application system, the electronic service for municipalities. It uses qualitative data from semi-structured interviews conducted with the director of customer service in each of the municipalities in Qatar. An inductive approach allowed findings to emerge. E-government provides a broad array of services to local users however three main aspects remain problematic. First, the high quantity but low quality of information received from users via e-government hinders the customer relations. Second, while services are readily available, e-government channels are not widely adopted. Finally, the complex process for service delivery contributes to create a relatively opaque user experience.

E-governance could be understood as the performance of the governance via the electronic medium to facilitate a transparent, efficient, and speedy process for making information readily available to the public, government organs, and other social agencies to perform administration activities of the government. Likewise, e-governance has become the most adopted instrument to transform government functionaries in service delivery. Therefore, the current study was carried out to investigate the effect of e-government services dimensions (Protection Perception, Data Protection Act, Available Information, and Government Commitment) on Jordanian customer loyalty. This study adopted a quantitative research method to gather data from customers related to the e-governance service facilities in Jordan. The findings showed that Information and Communication Technology (ICT) advancement through the adoption of e-governance is not significant in Jordan. Along with adoption, the performance indices related to e-governance showed poor performance of the Jordanian government's official website. The commitment such as REACH25 of Jordan aims to digitize government services on the public platform. Absent of a dedicated data protection act and regulation makes it harder for government agencies to deal with the data breach issue. To protect customers' loyalty to the e-governance of Jordan, its government needs to address the grievances of the customers that suffer from online fraud. Accordingly, it has become imperative for the Jordanian government to adopt the best practices of e-governance from developed countries to enhance their customer's experiences. Jordanian government could adopt the data protection act in line with the European Union's general data protection regulation to protect data flow across boundaries. By adopting robust data regulation, the Jordanian government could ensure that the generated data is processed and stored in the country and other regulations regarding sharing data between countries

A negative outcome of the nascent cashless policy in Nigeria has been persistent electronic banking fraud (e-fraud). Fraud occurrence in any financial space indicates insecurity and loopholes being exploited by fraudsters. This underscores the importance of trust governance in electronic banking and its centrality in a transiting cashless economy like Nigeria. Against this background, we investigated e-banking fraud and the role trust governance plays in both the adoption and refusal to migrate and use electronic banking in Nigeria. Using qualitative methods (in-depth and key informant interviews) of data collection, 30 participants were purposively selected and in some instances reached through the snowball and referral methods. Findings showed internal, external, and collaborative dimensions of e-fraud. Experiences of fraud reportedly affected adoption and migration of bank customers to e-banking platforms. Although weak governance mechanism was reported, banks nonetheless are embracing security mechanisms such as sending SCAM alert messages to customers, while shaming and sack of compromised staff were employed as within-bank measures to secure the confidence of customers in the evolving financial ecosystem.

Critics nevertheless remain skeptical about how empowering these technologies really are and to what extent they fruitfully contribute to direct democratic processes. This essay reviews online initiatives in two areas (citizen budgets and facilitating citizen lobbying practices) intended to enhance e-participation and e-government strategies in the United States and beyond. I suggest that although clear progress has been made in the innovation of e-governance and information and communication technologies with websites like LobbyForMe and online citizen’s budget initiatives, a long road lies ahead before any notable milestone can be acknowledged in respect to full-blown e-democracy.

Unsuitable governance models may be one explanation. Research on governance models’ usefulness for realization of valuable outcomes is incomplete and scattered. Our goal is to fill this gap by producing knowledge on e-governance in Norway. Our hypotheses are: i) Co-governance and Relational Coordination will positively impact the realization of valuable outcome; and, ii) Multilateral stakeholder dialogue and collaboration, including health service delivery perspective, have been proposed to innovate health technology assessment (HTA). This will improve the relevance of HTA e-governance research.Methods:We undertook the following: i) Systematic Review of e-governance in healthcare ii) Participatory observations, in depth interviews/focus groups iii) Document retrieval and analyses iv) Creation and support of arenas for dialogue between stakeholders on values and governance v) Analyses of co-produced value adjustments vi) Analyses of the usefulness of the Scientific Dialogue Approach for changing HTA paradigms. The study populations were: i) Governmental bodies responsible for innovation of the electronic health record (EHR) in Norway; ii) Regional and municipal authorities and management responsible for implementation of her; and, iii) The leaders of different levels at a municipal “Health House” established as a hybrid between primary and specialist health servicesResults:The project runs between January 2018–2022. Expected findings are: i) Diverging and common values; ii) Diverging governance models; iii) Diverging attitudes towards “best governance practices”; iv) Diverging levels of trust; v) Different world views, belief-systems and individual values; vi) Attitudes towards consensus building or conflict; and, vii) Experiences to feed into the discussion of stakeholder dialogue as an HTA approach.Conclusions:We expect: i) To present results from the systematic review and preliminary findings from the first phases of participatory observations; ii) That results from the overall project will have high impact on the Norwegian governance models of e-health; and, iii) Publications in high impact scientific journals.

The findings indicated that e-recruitment adoption is yet to provide good governance. Exploring the various information and communication technology measures adopted by the Government of Khyber Pakhtunkhwa to ensure ‘good and effective governance’ of the province, this paper aims to understand how far such e-governance initiatives endorse citizen’s participation in governance and what limitations are problematizing the quest for citizen engagement through such measures. The paper primarily explores and examines the service provider’s perspective through in-depth interviews with officials from KP Government’s IT focused departments. Applying the theoretical framework developed by Chadwick and May (2003), the paper argues that the KP government’s more than 140 plus IT based applications are mostly electronic versions of paper-based information posted on the websites, which makes it an information dissemination system rather than a fully interactive technology. There is little comprehension about ‘citizen engagement’ through e-government initiatives among bureaucrats and e-governance is largely seen as a one-sided provision of official information; citizen access to government services; or their access to the online complaint mechanisms. Officials also recognize that shortfall of essential infrastructure; public awareness deficits; accessibility issues; a lack of public trust in online service delivery mechanisms, and doubts over timely official response; all confound meaningful citizen participation in governance through the ICTs.

This research aimed to determine the impact of e-governance on achieving institutional excellence at the University of Ha'il from its faculty members' viewpoint regarding the Kingdom's vision 2030. The study was conducted on a random sample of 152 faculty members from various university faculties. Data were collected using the questionnaire as a means of data collection after confirming its suitability for measurement. The questionnaire was distributed electronically, due to the study suspension because of the Corona pandemic. The study relied on the social survey method. Means and standard deviations, simple correlation coefficients, and multiple regression analysis were used in the data analysis. The study found that the University of Ha'il practices e-governance. Besides, there is a statistically significant positive correlation between e-governance and institutional excellence. The combined dimensions of e-governance explain 78.9% variance in institutional excellence. Like most of the previous research studies, the present study also finds that the most investigative dimension of e-governance was the infrastructure's availability, followed by transparency mechanisms, accounting accountability, effective participation, and job empowerment. The least of those dimensions was the human resource development dimension. It is suggested after analyzing the data that universities pay attention to practicing e-governance. It increases their competitiveness and promotes the chances of distinguishing their performance. There is a dire need to validate the necessity of refining the faculty members' skills concerning implementation and dealing with various electronic transactions.

Purpose – Highly sensitive information pertaining to citizens and government transactions is processed in an electronic format, making information security a critical part of e-Government applications and architectures. Information security measures should ideally span from authentication to authorisation and from logical/physical access control to auditing of electronic transactions and log books. The lack of such measures compromises confidentiality, integrity and availability of information. Today, most e-Government projects in developing countries in Southern Africa Developing Community (SADC) face challenges in two main areas, namely, information security and application software integration. This paper aims to discuss and analyse the information security requirements for e-Government projects and proposes an information security governance model for service-based architectures (SBAs). Design/methodology/approach – The current state of information security in emerging economies in SADC countries was researched. The main problems identified were the lack of software integration and information security governance, policy and administration. The design consists of three basic layers: information security governance defined at the strategic level of the government; information security policy/management defined at the management/operational level; and information security measures, implemented at the technical level. This section also proposes a policy for implementing public key infrastructures to protect information, transactions and e-services. A Token-Ring-based mechanism for implementing Single-Sign-On has also been developed as part of this study. Findings – The main problems identified were the lack of software integration and information security governance, policy and administration. These challenges are causing e-government projects to stagnate. Practical implications – The proposed approach for implementing information security in e-Government systems will ensure a holistic approach to ensuring confidentiality, integrity and non-repudiation, allowing e-Government maturity to progress from “interaction” to “online transaction” stage in emerging economies. Originality/value – Research has not focused on developing a solution for emerging economies which are facing difficulties in integration software applications to deploy end-to-end e-services and to produce an underlying identity management architecture and information security governance to secure the e-services developed and deployed using an SBA. The work produced in this paper is specific to SBAs in e-government environments where legacy systems already exist. The article presents the results of the analysis of the implementation of E-Governance and E-Democracy tools in the field of preventing political corruption in public authorities. The effective practice of Finland in using and implementing e-democracy tools is considered, as evidenced by the «Corruption Perceptions Index» rating, which is concluded annually by the international organization Transparency International on the basis of a survey of experts and business conducted by a number of international organizations. The results describe the level of e-government development in Scandinavia, and outline the prospects for developing and implementing their experience for Ukraine. The author analyzes the importance of maximum openness and accountability in the activities of public authorities and their officials, transparency and clarity of procedures for the development and adoption of administrative decisions; obligatory training of public servants for E-GOV tools was determined for the successful implementation of anti-corruption measures provided by legislation and government documents and ensuring public relations. An important aspect is the need for continuous improvement of the current legal and regulatory framework in the field of anti-corruption policy and its adaptation to the dynamic development of information and communication technologies. This approach encourages the introduction and use of new technological tools aimed at preventing corruption and political corruption in public authorities at all levels of public administration. The reform of public procurement, the introduction of the ProZorro procurement system, the automation of public services in the centers for the provision of administrative services (CPAS), electronic declarations and the receipt of services in electronic form has become an important step in the path of changes in the field of e-democracy that took place in Ukraine after the Revolution of Dignity.

The process of e-Governance building in the Republic of Moldova, amplified with the adoption of the e-Transformation governmental program, highlighted the issues that require a proper approach to local conditions and specificities. A specific feature of Moldovan society is that the country's population is mostly rural. In rural areas, the sensitivity to new services and the affordability of ICT tools are lower. Another feature is that the administrative structure at the local level is very fragmented; the administrations manage small budgets that cannot cover the needs of implementing e-Governance solutions. In general, the capacity to finance ICT projects in the public sector is below the need. At the same time, some trends and indicators regarding the level of e-Governance development in the Republic of Moldova: literacy level, ICT skills, access to the Internet, use of mobile telephony, use of electronic services, etc. shows that there is significant potential to explore new opportunities, in particular, based on innovation and involvement of different social partners to support efforts to build e-Governance. The article addresses the issue of identifying new opportunities for e-Governance solutions in the context of economic and social disparities present in the Republic of Moldova. The opportunities are based on more active involvement of social stakeholders, the use of more affordable new technologies, and the adoption of policies aimed at optimizing the use of available resources.

The village government is able to carry out rural development planning, village administrative governance, and the financial management of the village properly. Nevertheless, the village government also faces serious problems is the lack of human resource capacity of the village administration, village very less quantity, and village officials do not understand the duties of each. To address these issues, the village government seeks to organize village governance based on information technology (e-government), but the effort has not worked well because the village government does not have a human resources professional in the field of information technology and the village government does not have enough budget to develop the e-government program. FGD village government resulted in an agreement in cooperation with governmental science labs and e-government program APBDes budgeted in fiscal year 2017. Step next phase is the research team conducting FGD Phase II to design e-government as a means of governance villages effective and efficient, to disseminate the e-government, and publishes scientific articles on the model of governance based rural e-government in the Journal of Politics and Government Muhammadiyah University of Yogyakarta. Our advice as a researcher is a village government should make regulations governing Internet-based mechanism of public services (e-government). The regulation is to encourage villagers Landungsari to get used to using services based on the Internet, the district government of Malang should provide support to the village government to make innovations in governance, and the central government should support the village government to strengthen rural government institutions such as the addition of the village

This process had a significant impact on governance and led to a paradigm shift in public administration. Today, effective public administration is unthinkable without e-governance. E-governance is a tool for sustainable development of public administration, ensuring the transformation of public administration through the use of modern digital technological innovations. The introduction of innovative e-governance solutions based on digital technologies is a serious problem for the country, both at the central and local levels. The article examines the global technological innovation - blockchain, analyzes the problems, advantages and disadvantages of its implementation, which is important for the formation of electronic governance as a new form of government. Internal and external factors influencing the development of e-governance in Georgia using blockchain technology are proposed. Internal factors - associated with an in-depth study of the blockchain system from a technological point of view. The biggest challenge in implementing a technology is realizing its real potential. In this regard, let us single out the architecture of technology and the problem of information security. External Factors - refers to the study of areas and issues that blockchain technology will affect. In this regard, let us highlight the issue of legal regulation. Georgia is one of the first countries in the world to implement blockchain technology. The technology was originally used to register real estate. In July 2020, a study was conducted by the National Agency of Public Registry (NAPR) to identify the advantages and disadvantages of using blockchain in this area. The research results are described in detail in the article. We believe that the introduction of blockchain into e-governance in Georgia gives us the opportunity to reduce bureaucracy, budget spending, corruption risks, improve the efficiency of public administration, and this is a prerequisite for taking a worthy place among innovative states. Abstract:
This article analyzes the factors that caused recent conflicts between the Korean government and civil society over e-government initiatives and draws implications for e-governance. The disputes over the government’s digitalization initiatives in Korea, for example the conflicts over the electronic education system and the national electronic ID card, show that the government in Korea as in other countries has faced fierce opposition from citizens and suffered major setbacks in pursuing its ICT projects. This article argues that the current cases in Korean society should be understood from a new perspective, one which emphasizes the interaction between the technical standard and the social standard. It shows that the gaps between technical standards, which idealize efficiency, and social standards, which weigh e-privacy as supreme, breed conflict. Finally, the research draws some implications of the analysis for e-governance and democracy.

The article addresses the difficult conditions of interorganisational collaboration for the implementation of integrated electronic service delivery from three theoretical perspectives: institutional, political and managerial. These perspectives are used to conceptually define the main obstacles to interorganisational collaboration and the leverage available to public managers to facilitate the integration of electronic services. Based on a multiple case study in Quebec, the authors examine, more specifically, the institutional, political and managerial conditions that have delayed the integration of electronic services in this Canadian province. They show how the persistency of administrative practices, the desire for autonomy of public organisations and cumbersome governance structures have contributed to the diversification of the supply of online services in Quebec at the expense of an integrated service. Drawing on theoretical considerations and the study results, the authors propose that public managers do not stick only to horizontal governance mechanisms, but also make use of vertical governance mechanisms, to mitigate the effects of certain constraints on interorganisational collaboration and to accelerate the implementation of integrated electronic service delivery. Points for practitioners Several countries have made integrated public service delivery a priority of e-government. To effectively coordinate these projects with their multiple partners, public managers need to apply a hybrid governance to benefit from the stability of the hierarchy and the flexibility of the network. More specifically, the study shows vertical governance to be an effective tool to coordinate the activities of a network of organisations involved in the implementation of integrated service delivery.

China is one of the largest e-waste dumping sites in the world, and Hong Kong, a semi-autonomous territory in China, is also affected by illegal e-waste disposal and transfer. While the Chinese government implemented a waste import ban in January 2018, Hong Kong has not enforced Chinese policies under the “One Country, Two Systems” framework. Drawing on a policy network approach, this paper provides an explanatory framework for e-waste governance in Hong Kong and China, and identifies the major obstacles to shaping effective transboundary e-waste control and prevention. The paper argues that institutional arrangements play a dominant role in governing e-waste policy networks at the local level of governance in Hong Kong and China; however, a lack of accountability and capacity at the transboundary level can explain the different waste electrical and electronic equipment (WEEE) management strategies in these two places.

Achieving sustainable development goals depends on governance effectiveness within the penetration of digital technologies in all spheres and levels. Furthermore, the energy sector is a crucial inhibitor of sustainable development that depends on the efficacy of digital public services. In this case, the paper aims at analyzing the impact of e-governance on achieving sustainable development goals, particularly on affordable and clean energy. The object of research is EU countries in the period 2013–2019. The data are compiled from the databases of Eurostat, the World Data Bank, and the Sustainable Development Report. The study applies the following methods: the taxonomy method to measure the e-governance index, the fixed effect, the random effect, and a pooled OLS regression model to check the impact of e-governance on affordable and clean energy. The results outlined the leaders (Estonia, Denmark, Finland, Sweden, Latvia, and Malta) and the outsiders (Romania, Croatia, Greece, Bulgaria, and Poland) in e-governance in 2019. The findings confirm the statistically positive impact of e-governance on extending affordable and clean energy. Thus, improving e-governance by 1 point causes the growth of renewable energy on average by 4.4 points. Furthermore, the industrial structures’ improvement allows increasing renewable energy on average by 0.4 and the trade activization (economic openness) contributes to an increase of renewable energy on average by 0.1. The democracy level does not have a statistically significant impact on achieving sustainable development goals for EU countries. The empirical results show that the countries with high values of e-governance (Sweden, Latvia, Finland, Denmark, and Austria) achieve the highest values of the SDG7 Index Score. Thus, within EU countries, governance digitalization is the strategic inhibitor of SDG achievement.

In the article, we understand the term «administrative process» as the statutory procedure for public administration. The author considers the legal framework for introducing e-governance according to modernizing the activities of public administration, which are the main stages of administrative processes. The author believes the implementation of information and communication technologies is an important area for achieving greater efficiency of public administration. The purpose of the article is to conduct a retrospective review and systematization of regulatory and legal support of Ukraine on the implementation of e-governance aimed at modernizing the administrative processes taking place in public administration. The author examines the regulations on informatization, e-governance and digital transformation in terms of the main stages of administrative processes, namely: task definition; preparation for management decisions; decision making; bringing it to the recipients and organization of execution; control over the implementation of the decisions. The author concludes that since the proclamation of Ukraine’s independence in 1991 to the present in regulations on the introduction of information and communication technologies in public administration areas of public policy in the field of informatization and e-governance have significantly changed the administrative processes in public administration bodies. The author states that at the first stages of informatization of public administration in regulatory and legal support the greatest attention in the introduction of information and communication technologies was paid to the main stages of administrative processes. According to the author, the basic principles of information society development in Ukraine, with their focus on citizen participation in governance, have influenced all the main stages of administrative processes. To support, the author systematizes the main stages of information systems used in public administration, namely: information systems for statistical presentation of information are introduced for the stage of «task definition»; information-analytical systems are introduced for the stages «preparation for management decision-making» and «decision-making»; for the stages of «bringing it to the addressees of the decision», «organization of execution» and «control of execution of decisions» electronic document management systems are introduced. In the course of the analysis, the author finds out that the activities of public administration bodies such as «disclosure and access to public information» and «public services providing» in which administrative processes take place have become important. According to the author, the active phase of rule-making support of e-governance shows that the main focus is on providing administrative services in electronic form through web portals and mobile Internet services.

E-governance is a process that aims to enhance a government’s ability to simplify all the processes that may involve government, citizens, businesses, and so on. The rapid evolution of digital technologies has often created the necessity for the establishment of an e-Governance model. There is often a need for an inclusive e-governance model with integrated multiactor governance services and where a single market approach can be adopted. e-Governance often aims to minimise bureaucratic processes, while at the same time including a digital-by-default approach to public services. This aims at administrative efficiency and the reduction of bureaucratic processes. It can also improve government capabilities, and enhances trust and security, which brings confidence in governmental transactions. However, solid implementations of a distributed data sharing model within an e-governance architecture is far from a reality; hence, citizens of European countries often go through the tedious process of having their confidential information verified. This paper focuses on the sinGLe sign-on e-GovernAnce Paradigm based on a distributed file-exchange network for security, transparency, cost-effectiveness and trust (GLASS) model, which aims to ensure that a citizen can control their relationship with governmental agencies. The paper thus proposes an approach that integrates a permissioned blockchain with the InterPlanetary File System (IPFS). This method demonstrates how we may encrypt and store verifiable credentials of the GLASS ecosystem, such as academic awards, ID documents and so on, within IPFS in a secure manner and thus only allow trusted users to read a blockchain record, and obtain the encryption key. This allows for the decryption of a given verifiable credential that stored on IPFS. This paper outlines the creation of a demonstrator that proves the principles of the GLASS approach.
