Abstract:
Research utilising de-identified patient health information extracted from electronic medical records (EMRs) from general practices has steadily grown in recent years in response to calls to increase use of health data for research and other secondary purposes in Australia. Little is known about the views of key primary care personnel on this issue, which are important, as they may influence whether practices agree to provide EMR data for research. This exploratory qualitative study investigated the attitudes and beliefs of general practitioners (GPs), practice managers (PMs) and practice nurses (PNs) around sharing de-identified EMR patient health information with researchers. Semi-structured interviews were conducted with 11 participants (6 GPs, 3 PMs and 2 PNs) recruited via purposive sampling from general practices in Victoria, Australia. Transcripts were coded and thematically analysed. Participants were generally enthusiastic about research utilising de-identified health information extracted from EMRs for altruistic reasons, including: positive effects on primary care research, clinical practice and population health outcomes. Concerns raised included patient privacy and data breaches, third-party use of extracted data and patient consent. These findings can provide guidance to researchers and policymakers in designing and implementing projects involving de-identified health information extracted from EMRs.

The article substantiates the need to create a new model of a personnel management system - electronic human resource management, which is an advanced business solution that provides full online support in the management of all processes, actions, data and information necessary for human resource management in a modern company, it is determined the essence and content, the goal, objectives, levels of electronic human resource management are shown, functions and results are shown, methods and opportunities for the implementation of electronic human resource management are proposed. It is shown that the introduction of electronic human resource management increases the efficiency of HR management processes by concentrating information about personnel in a centralized data bank, speeding up information processing, reducing errors and the amount of duplicate work, reducing less productive activities in the field of human resources and its reorientation to strategic tasks.

Information and technical support of the personnel management system is gaining more and more distribution, informatization is carried out in virtually all modern companies without exception. As a rule, in most companies, they primarily automate the functions of personnel records management and administration. These areas are associated with the storage and processing of information about employees: personal files, work books, employment contracts, data on the movement of personnel, payroll. Information technologies can be used not only for processing large amounts of data, but also for their analysis.Recently, the use of artificial intelligence in recruiting has become widespread; such technologies significantly reduce the time spent on the selection of candidates. Artificial intelligence is used at the initial stage of recruiting calling candidates, which allows the HR manager not to miss a promising specialist from the stream of vacancies. At the same time, there is a trend towards automating more complex HR functions such as employee assessment, development and training. In this study, the sought-after directions for improving the information and technical support of the personnel management service were highlighted: artificial intelligence, continuous learning, big data. The hierarchy analysis method based on expert judgment determined the criteria that guided the group of experts when choosing the most promising direction with growth potential. According to the results of the analysis, the largest number of points was received by the direction continuous learning in the format of electronic distance learning 56.1 %. Further, a technological scheme for information and technical support of the personnel management service was developed. The process of introducing distance learning in the company is described, the main items of expenses, the departments responsible for the implementation of this system, the preparation of the necessary regulatory documentation, the choice of software, the costs of administration of the system are given.

The hardware and software tools of the data acquisition and processing systems, as well as the state estimation procedure intended to support the actions of dispatching personnel in performing operational and emergency control of electric power systems (EPS), are critically important components of the EPS information and communication subsystem, but at the same time, they are most vulnerable to cyberattacks. To reduce the extent to which cyberattacks can affect the control quality, it is proposed to use statistical methods for processing measurement information. First of all, these are static and dynamic state estimation methods, including a procedure for verifying measurements or detecting bad data. An analysis of data quality can determine the type of cyberattack undertaken and identify overlooked vulnerabilities. The article presents the findings from a study of two most commonly used bad data detection methods: the a priori method for analyzing the residuals of test equations and the a posteriori method for analyzing the weighted estimation residuals to identify data distorted as a consequence of specially generated cyberattacks. An algorithm to detect erroneous measurements that appear during cyberattacks and are not identified by conventional measurement verification methods in performing EPS state estimation is proposed

ABSTRACT #2017-302 Traditional Shoreline Cleanup Assessment Technique (SCAT) data workflows typically entail collecting data in the field using notebooks, handheld GPS units and digital cameras, transcribing these data onto paper forms, and then manually entering into a local database. Processed data are pushed to a SCAT geographical information system (GIS) specialist, ultimately providing exports as paper and electronic versions of maps, spreadsheets and reports. The multiple and sometimes iterative steps required can affect the dissemination of accurate and timely information to decision makers and compound the potential for introducing errors into the data. To improve this process a revised SCAT data workflow has been developed that decreases data processing steps and time requirements while increasing data accuracy in several facets of the process. The workflow involves using mobile data collection devices in the field to capture attribute data, photographs and geospatial data. These data are uploaded to a web-enabled database that allows field team members to complete, review and adjust their data, along with data manager approval before presentation to others in the response. For response personnel with internet access and proper login credentials, SCAT data, including photographs, reports and results can be searched for by attribute, time or location, and reviewed online in form view or on a web map. For traditional SCAT spatial analysis products, approved data can be exported and processed in a GIS as normal, but can also be returned to the web-enabled database to be viewed on a map or distributed via web mapping services (WMS) to other web GIS data viewers or common operating pictures (COPs). Field testing of the improved workflow shows decreased data processing time for data, a more robust yet streamlined quality assurance and quality control process (QA/QC), and easier more inclusive access to the data relative to traditional paper forms and data processing. While the improved workflow entails a steeper learning curve and a heavier reliance on technology than traditional SCAT workflows, the benefits are significant.

Abstract:
Planning and scheduling in construction heavily depend on current information about the state of construction processes. However, the acquisition process for visual data requires human personnel to take photographs of construction objects. We propose using unmanned aerial vehicle (UAVs) for automated creation of images and point cloud data of particular construction objects. The method extracts locations of objects that require inspection from Four Dimensional Building Information Modelling (4D-BIM). With this information at hand viable flight missions around the known structures of the construction site are computed. During flight, the UAV uses stereo cameras to detect and avoid any obstacles that are not known to the model, for example moving humans or machinery. The combination of pre-computed waypoint missions and reactive avoidance ensures deterministic routing from takeoff to landing and operational safety for humans and machines. During flight, an additional software component compares the captured point cloud data with the model data, enabling automatic per-object completion checking or reconstruction. The prototype is developed in the Robot Operating System (ROS) and evaluated in Software-In-The-Loop (SITL) simulations for the sake of being executable on real UAVs.

The construction of human resource management system is a key part of enterprise management and control. A perfect human resource management system is conducive to the long-term development of enterprises. Aiming at improving the current situation of enterprise human resource management, a distributed human resource management system is proposed in this paper based on Spark framework. Aiming at the disadvantages of traditional k -means algorithm in processing massive data, such as low computational efficiency and high time complexity, an improved k -means algorithm based on Spark computing framework is proposed. Through the spatial location relationship with the cluster center, redundant calculation is reduced and the ability of processing massive data is improved for the system. Combined with the actual situation of the enterprise, the human resource management system architecture is designed by using Java EE human-computer interaction. The proposed system can achieve user management, employee information, attendance, evaluation, performance, salary, personnel change, and other business management. The experimental results demonstrate that the system can effectively reduce the time complexity of calculation and improve the system efficiency.

In view of the concealment of data, the processing of large data plays a great role in the rational allocation of human resources, training professional talents, improving the operation of human resources, and improving the use and efficiency of human resources. This paper combines the method of human resource allocation based on recurrent neural network and conventional human resource allocation, in order to find a suitable method for personnel position selection and recommendation in the field of talent work. In terms of algorithm test, the F1 value of the proposed method is 0.823, which is 20.1% and 7.4% higher than the previous two methods, respectively, indicating that the method can effectively improve the hidden features, improve the training effect, and improve the performance of the model.

The article discusses a new technology in the field of administration – a method of data-based management. In the field of education, analytics is the necessary manager’s competence to fulfill his work duties. The author identified the problem of transforming legal norms when working with open data, which did not affect the change in institutional and cultural norms of “data- based management” in managerial decision-making practice. The article provides a comparative analysis of the professional standards’ requirements and educational programs for the managerial personnel’s professional development in the field of education. The author analyzed two aspects of the development of a data-based management system: personnel – the development of educational programs for training managerial specialists who can use such technology, and infrastructure – the development of digital open data services and digital data processing services for making managerial decisions. The tasks of developing education through the analysis of data for assessing its quality are reflected in the Decree of the President of the Russian Federation “On national goals and strategic objectives for the development of the Russian Federation for the period up to 2024” and can be implemented based on the professional capital of managers using tools for analyzing such data. It is necessary to improve the interaction of electronic information exchange services for more effective information interaction and the construction of analytical reporting. This will allow for the efficient integration of data from different information systems and electronic resources and obtain the necessary data of the information of interest.

The aim of the present study was to test a model of stress and to examine whether the theoretical construct of sense of coherence (SOC) moderated the relationship between stressors and health-related and work-related outcomes. This construct of SOC was identified by an Israeli medical sociologist, Antonovsky. He maintained that the current focus of research on stress is largely pathogenic in nature. He suggested that it would be of value to shift research more towards that which identifies the origins of health. He consequently developed the term "salutogenesis", which requires people to focus on those factors which promote well-being. He also argued that people are not either sick or well, but rather are located on a continuum between health-ease/dis-ease. With respect to their health, persons will find themselves somewhere along this continuum, where they may shift between the two positions. He then suggests that certain factors contribute to facilitating the movement along this continuum. These factors together form a construct which he calls the SOC. The SOC is comprised of core components. He hypothesizes that someone with a strong SOC is likely to make better sense of the world around him/her, thereby engendering resilience towards the impinging stressors. The person with a weak SOC is likely to capitulate to these stressors · more readily and by succumbing to them is going to increase the likelihood that (s)he will move to the dis-ease end of the continuum. This study attempted to investigate the following research questions, namely, whether (1) the stressors were related to the stress outcomes, (2) the SOC was related to the stressors and outcomes, and (3) the SOC moderated the relationships between stressors and outcomes. In the present study the subjects were drawn from all data processing professionals in a large financial organisation. The respondents (~ = 194) replied to a questionnaire which contained scales which measured a variety of job-related stressors, an SOC scale as well as job-related and health-related outcome variables. Intercorrelations between the stressor, moderator and outcome variables were calculated. Other statistical procedures that were utilized were subgroup analyses and the moderated multiple regression analyses. Partial support for all three research questions was obtained. Four of the six stressors were found to correlate significantly with somatic complaints, thereby suggesting that stressors result in persons feeling the results of stress and reporting them physically. The SOC was found to relate to some of the stressors and outcome variables. This would lend partial support to an interpretation of the SOC as having a main effect relationship to stressor and outcome variables. In the subgroup analyses the results showed that out of a possible 54 relationships, the SOC moderated in only seven of them that the moderated multiple regression (MMR) analyses showed out of 54 possible relationships, the SOC moderated in 12 of them health-related variables. Furthermore, the SOC moderated between six outcome variables and six work-related outcomes. These findings then partially support research question 3, which examined whether the SOC would moderate relationships between stressors and outcome variables. This study was concluded by a discussion of the findings, its implications, and the limitations of this research.

The study had four main hypotheses that examined the relationships between job satisfaction and the reasons for attending continuing professional education (CPE). The purpose of this study was to examine the relationships between training and job satisfaction with the objective of adding to the body of knowledge related to both job satisfaction and training and development. Participation Reasons Scale was used to measure the reasons for attending CPE activities, and the Job in General Scale and Job Descriptive Index was used to measure job satisfaction. The surveys were administered over the Internet to information technology professionals working in higher education. The participants were contacted by email with a message explaining the purpose of the research and a Web link that took the participants directly to the survey. After collecting the data, it was exported into SPSS and analyzed using Spearman Rho and Mann Whitney U statistics and a simple structure exploratory factor to determine any underlying structures between the job satisfaction and CPE.

Computer professionals have been agents of change in many organizations. In some cases the role inadvertently became theirs as they were the ones at the vanguard of implementing the new information processing technology in organizations. While in other cases they were the catalysts for change, to force new methods/procedures onto lethargic organizations. While introducing change on others in the organization and adapting to new technological changes themselves, the computer professionals have not really had to face a significant change in their status, power, or importance to the organization. The introduction of the personal computer has brought about significant change in the way the job of the computer professional is perceived by many in the business world. While this change is personally affecting the way they do their job, there has not been a noticeable attempt by those managing computer professionals to deal with the human emotions engendered by such a change. Part of the reason for this lack of attention may be due to the lack of a model as to how computer professionals react to change. Such a model would provide a system whereby it would be possible to recognize where efforts could be made to measure, predict, and modify situations so that a smooth transition can be made to the change. Toward this end a model was developed which presents a system as to how computer professionals react to change. This dissertation presents the model, surveys a population of computer professionals, and analyzes the model using data gathered from the population. The data was gathered in the form of a self administered survey which was given to computer professionals working for six investor owned electric and gas utilities in the Northwestern United states. They answered questions on a scale of from one to five as to their emotions and perceptions about the introduction of personal computers into their organizations. These questions spanned the timeframe as the organizations migrated from the early beginnings of personal computer introduction, to a situation where the use of personal computers was widespread in the company. In the case of three of the companies the personal computer had not yet achieved widespread use at the time of the survey. The data gathered from the computer professionals was statistically analyzed to see if relationships exist between the model and the data. Additionally, interesting demographic data was analyzed to see if certain other factors affected the computer professional's perception as to the impact of the personal computer on their quality of worklife.

Abstract:
This dissertation was a two-phase effort. Phase I investigated the physical image quality of 16 mesh, etched, and quarterwave antireflection filters for varying levels of filter transmissivity. Three levels of ambient lighting and two levels of monochrome CRT resolution were combined factorially with the filters. In addition, user measures of readability, legibility, and perceived image quality were obtained for these same filter and environmental conditions. Quantitative models were developed to predict the performance and subjective data based on signal and noise measures derived from the physical measurements. Phase II examined the effects of a wide range of filter transmissions and diffuse illuminance on measured image quality and the same user measures as in Phase I. Phase I showed that while none of the glare filters yielded improved readability or legibility over a baseline condition, the etched and low transmission filters were notable for their degradation of human performance. Mesh and quarterwave filters were found to improve perceived image quality when a specular glare source was present. Modeling was minimally successful for the reading and legibility tasks, but yielded good fit models for perceived image quality. Phase II showed that when even extreme losses in display contrast occurred, users were capable of good reading and legibility performance. Perceived image quality was inversely related to illuminance level. Prediction of performance by image quality metrics was generally not too successful. It was concluded that in office-type environments, mesh or quarterwave filters can be used to improve perceived image quality when specular glare sources are present, but that no anti-glare filters yielded enhanced short-term readability or legibility over a baseline. Etched filters were not recommended. Measures of physical image quality proved to be good predictors of perceived image quality, but not of timed measures of readability or legibility. Under moderate lighting conditions, monochrome CRTs should be fitted with fairly high transmission filters as it was found the contrast enhancement offered by low transmission filters had negligible effects on performance. Finally, consistent and repeatable findings of degraded legibility for high luminance contrast levels (low illuminance) generated questions as to the existing standards regarding maximum contrast requirements for CRT use.

Pesquisas do Instituto Nacional de Estudos e Pesquisas Educacionais (INEP), Censo da Educação Superior, Teses e Dissertações, apontam que os cursos de graduação na área de Computação são os com menor número de mulheres matriculadas. Assim, para compreender quais os fatores para esta disparidade, foram propostas, nesta pesquisa, três oficinas com estudantes e egressas de cursos da área de computação de uma universidade federal: a primeira foi uma atividade presencial com estudantes da área de Computação para entender as percepções e memórias destas pessoas; a segunda também foi uma atividade presencial com este mesmo intuito, porém, com egressas de Bacharelado em Sistemas de Informação (BSI) e Engenharia de Computação (EC); e a terceira, um espaço virtual para promover a participação e discussão sobre as memórias das egressas. Para essas três oficinas, utilizou-se uma prática de Design Participativo (DP), a Oficina de Futuro. O Design Participativo proporcionou que cada uma das atividades tivesse o desenvolvimento conduzido de forma diferente, pois a proposta de DP permitiu que as práticas fossem organizadas colaborativamente pelos participantes, o que difere dos dados obtidos por questionários, por exemplo. Os resultados destas aproximações trazem as percepções e memórias de estudantes e egressas sobre a participação de mulheres na área de Computação. Estes resultados encaminham que cabe à sociedade e à comunidade acadêmica promover discussões para a implementação de política de cotas para gêneros, promover mudanças, apontando para a igualdade de gênero, no ambiente escolar, no mercado de trabalho e nos papéis sociais.
In researches of National Institute for Educational Studies and Research (NIES), Higher Education Census, Theses and Dissertation, it was observed that undergraduate courses in Computing are those with fewer women enrolled. Accessing such information identifies that quantify data about women participation in Computing area is insufficient. Thus, to comprehend which factors to this disparity has proposed three workshops: first face-to-face workshop with students of Computing area; second also a workshop, however, with recent grads of Bachelor of Information Systems and Computer Engineering; and third a virtual space for collaboration on topics that involve the women participation in Computing, remote mode, in corais.org plataform, three workshops were with students and recent grads from the same Institution – Federal Technological University of Paraná – in Curitiba. The three workshops used Participatory Design (PD) practice - future workshop, however in each of them the development was different, because (PD) allowed that participants organized the approach collaboratively. The results bring perceptions and memories of students and recent grad about women participation in Computing, and these results point out that is up to society and to University, to promote discussions to implementing genre quotas, changes since childhood, at school, and the participation of parents and all the society; it is necessary to point to gender equality; labor market; opportunities; destruction of gender categories and the development of public policy for equity.

Abstract:
As we trace the evolution of computing technologies in business, we can observe their changing level of organizational impact. The first level of impact was at the point work got done, and transactions (e.g., orders, deposits, reservations) took place. The inflexible, centralized mainframe allowed for little more than massive number crunching, commonly known as electronic data processing. Organizations became data heavy at the bottom, and data management systems were used to keep the data in check. Later, the management information systems were used to aggregate data into useful information reports, often prescheduled, for the control level of the organization: people who were making sure that organizational resources like personnel, money, and physical goods were being deployed efficiently. As information technology (IT) and information systems (IS) started to facilitate data and information overflow, and corporate attention became a scarce resource, the concept of knowledge emerged as a particularly high-value form of information (Grover & Davenport, 2001).

AUTOMATION: Automatically controlled operation of an apparatus, process, or system by mechanical or electronic devices that take the place of human organs of observation, effort, and decision. (Merriam-Webster) STRATEGIC: Of great or vital importance within an integrated whole or to the taking place of a planned or unplanned occurrence. (Merriam-Webster) Strategic automation requires a comprehensive plan for automating the entire plant. This master plan must be followed as individual areas are automated and incorporated into the overall plan. The master plan will set all the standards for process and instrument drawings, equipment identification, instrument tags, control systems, operator interface, and control room locations. With a master plan the following advantages are realized; * Newly automatedareas are easily integrated into the existing infrastructure. * Fewer operators controlling multiple process areas from a single control room. * Standardized operator interfaces minimize operator training and cross training. * Maintenance personnel require less training because of common equipment. * Spare parts inventories are reduced. * Process changes or upsets can be sent throughout the system to adjust other affected areas. * Monitoring and recording data from any area of the plant is easily accomplished. Without a master plan none of the advantages are guaranteed. The cost to link and maintain different systems can be more expensive than the original cost of the system. Exchanging data between systems, or capturing and recording data across multiple systems can become very complex and expensive. Even the best designed, best of breed individual systems don’t always tie together to form a complete and comprehensive overall plant system. Once the master plan is in place, all areas of a citrus plant can be automated. Some areas can be fully automated while others are better controlled by partial automation with enhanced information made available to the operators. Some decisions are driven by measurement instrument availability, while others are purely economical. The ultimate goals are better and more consistent product quality with fewer operating personnel, a process that responds automatically plant wide to changes, and data gathering to monitor and improve your entire process. This paper will address the typical process areas in a citrus plant and discuss viable control techniques as they apply to each area. It will also discuss the interactions between processing areas and the monitoring of the plant as a whole. Paper published with permission.
