Abstract:
Despite increasing fuel cost volatility, regulatory uncertainty, and imminent shifts to industry dynamics, utility managers are forced to make tough decisions in regards to installing long-life generation assets. This study seeks to identify and quantify determinants of fuel choice in new electric power plants given vast uncertainties in the electricity generation sector. Using a probit functional form to estimate marginal effects on the likelihood of choosing wind versus natural gas powered generation, I find positive effects of natural gas prices in the period three years prior to initial operation of the new facility, positive effects of static-level standard score of mix, and positive effects of wind-power density. Additional feedstock choice sets and parameters are considered. All models suggest that (a) feedstock costs are significant predictors of fuel choice, (b) state-level regulatory learning enhances likelihood of choosing relatively young technologies, (c) Renewable Portfolio Standards result in artificial substitution between wind and solar technologies, and (d) population density, more so than political influence, predicts choices to install wind-powered capacity. Public policy and managerial implications are discussed.

Abstract:
Appraisal and design of small-scale hydro power plants requires a knowledge of hydraulics, hydrology, civil, mechanical, and electrical engineering, and basic economics. Further, small hydro is site specific in nature and marginal from an economic view point. Methods of appraisal and design are required therefore that will keep engineering fees to a minimum and yet still achieve a reliable evaluation of scheme potential and economics. In this context it should be appreciated that small hydro is not large hydro scaled down, and that small hydro needs its own experts (Ref. 1). This thesis considers techniques for appraisal of small hydropower schemes, the selection and specification of scheme components, their costing and economic evaluation. These appraisal techniques are subsequently applied to regional assessment of small-scale hydro-electric potential in the U. K, and to the development and application of a new type of ultra low-head hydropower generator called the Salford Transverse oscillator (STO). Although this work is predominately concerned with assessment of scheme potential in the U.K., it also draws on experience gained by the writer during short visits to India and Nepal, and during a six month design appraisal for rehabilitation of mini-hydro schemes in Sri Lanka (Ref. 2).

AN ABSTRACT OF THE DISSERTATION OF Usama Al-qalawi, For the Doctor of Philosophy degree in Economics, presented on Oct 10th , 2008, at Southern Illinois University Carbondale. TITLE: On Estimation of Efficiencies of Hospitals and Electric Power Plants MAJOR PROFESSOR: Dr. Subhash C. Sharma Our objective of this dissertation was to estimate the efficiencies and the sources of total factor productivity (TFP) of hospitals and the efficiency of electrics power plants. In addition, we investigate the effect of some factors that are associated with the variation in efficiency. A translog functional form is estimated using Stochastic Frontier analysis. Then we decompose productivity growth to its main components: the economic of scale effect, the technical progress effect and the change in inefficiency effect. The dissertation is divided to three main subjects. The first subject is about Californian hospitals, the second one is about Veterans hospitals and the last one is about the electricity power plants. The results indicate that the average cost efficiency of Californian hospitals is 90.0% during the period between 1995 and 2005. It implies that those hospitals on average have a cost about 10% above the cost frontier that represent the minimum possible cost. Furthermore, the state of California lost $ 3.28 billion a year on average as consequence of this cost inefficiency. The results also indicate that inefficiency increases over time and by raising the unoccupied beds. In addition, the results suggest that inefficiency decreases as the severity of inpatient increases, and is lower for psychiatric, big and DSH reporting hospitals. The average cost efficiency of the V.A. Hospitals was 81.39 % during the period 2003 and 2007. The average annual total cost for VA hospitals during the period of study was $ 27.4 billion; out of which $ 5.4 billion can be attributed to inefficiency. Further more, the total annual cost of VA hospitals rise during the period of the study from $ 23.3 billion to $ 31.15 billion. With average growth rate equal to 7.53 %. Cost efficiency of Californian hospitals increased during the period between 2003 and 2006 while it slightly decreases in the 2007. Moreover, a concave relation between the number of beds and the efficiency of VA hospitals are founded. As the number of beds increases, efficiency of hospitals increases until it reaches the highest point of efficiency when hospitals have between 100 and 149 beds. Then, it goes back down until it reaches its lowest value for hospitals that have more than 350 beds. Furthermore, average growth of TFP was -0.0320 during the period of study and this suggests that productivity of VA hospitals decreases due to technological recess. The results specify that the technical efficiency of electric power plants was 23.63%. Moreover, it indicates that older plants are more inefficient, and inefficiency will be lower for those plants that face higher net peak demand and have smaller size measured by the maximum generator name plate. In addition, we found that storage plants are more efficient than hydro electric plants and the latter plants are more efficient than renewable energy plants and all are more efficient than fossil energy fueled plants. Furthermore, we found that the most efficient generators are associated with gulf cooling water, used closed-loop cooling systems and are using a mix of petroleum and renewable fossil material as a fuel.

The Emergency Electric Power Supply Systems at Pressurized Water Reactor Nuclear Power Plants are reviewed, problem areas are identified, and recommendations are made for existing and future Nuclear Power Plants. A simplified introduction to a typical Pressurized Water Nuclear Reactor is given and the problems associated with the commercial use of nuclear power are discussed. An overview of the Nuclear industry's solutions is presented and covers the Reliability of equipment and the American Regulatory requirements. The alternating and direct current power supply systems are examined in terms of plant operational state and equipment type (Diesel generators, Grid network, Lead-acid batteries, Battery chargers, Inverters, and Power Distribution networks). The trends in the design of Emergency Electric Power supply systems at Nuclear Power Plants are presented. The loss of all alternating current power, known as Station Blackout, is discussed and the American and European response to this. problem is presented. Problems experienced in the direct current systems are discussed and solutions are presented. The experience at Koeberg Nuclear Power station with Lead-acid batteries is included in the discussion. The thesis concludes with recommendations for designers and operators of the Electric Power Supply Systems at Nuclear Power Stations.

This thesis proposes a method and develops a mathematical model for determining the effects of hydro power plants&rsquo
governor settings on the Turkish power system frequency. The Turkish power system suffers from frequency oscillations with 20 &ndash
30 seconds period. Besides various negative effects on power plants and customers, these frequency oscillations are one of the most important obstacles before the interconnection of the Turkish power system with the UCTE (Union for the Coordination of Transmission of Electricity) network. Taking observations of the system operators and statistical studies as an initial point, the effects of hydro power plants&rsquo
governor settings on the Turkish power system frequency are investigated. In order to perform system wide simulations, initially mathematical models for two major hydro power plants and their stability margins are determined. Utilizing this information a representative power system model is developed. After validation studies, the effects of hydro power plants&rsquo
governor settings on the Turkish power system frequency are investigated. Further computer simulations are performed to determine possible effects of changing settings and structure of HPP governors to system frequency stability. Finally, further factors that may have negative effects on frequency oscillations are discussed. The results of study are presented throughout the thesis and summarized in the &ldquo
Conclusion and Future Work&rdquo
chapter.

Abstract:
In this dissertation, the problem of multi-area load frequency control in large power systems is investigated. The load frequency control problem is concerned with the minimization of the deviations in the frequencies of the different areas and in the tie line power exchange between these areas, and is a problem of major importance in the satisfactory operation of large power systems. Some new techniques for designing load frequency control systems are presented through the use of concepts from singular perturbation and hierarchical system theory. To provide appropriate vehicles for the design of the new control systems, state variable models for power systems are developed. These models progress from a two-area interconnected power system model to large scale models comprising of N areas. Two centralized state feedback schemes are proposed for the load frequency control by utilizing the separation of the system models into two time scales. In the first scheme, composite controls and reduced order controls are developed to meet the required performance specifications by. The second scheme is obtained by using the theory of variable structure systems where the existence of a sliding regime leads to the design of a single discontinuous state feedback controller that meets the performance requirements. In order to further improve the performance of the closed loop system, a two level hierarchical control scheme is developed. This consists of a set of local controllers that are designed using either the singular perturbation approach or the variable structure system approach as before and a set of global control functions provided by a higher level controller that attempts to coordinate the local controllers. The interaction prediction principle is used as a tool in the design of the global controller. The performance of the presently developed control schemes is examined in detail for the illustrative cases of a two-area and a three-area power system. From this analysis, it is shown that these controllers provide an improved performance compared to the existing control schemes in reducing the frequency and tie line power deviations.

Abstract:
The main contribution of this thesis is an investigation of model predictive control(MPC) for marine diesel electric power plants. Recommendations and new ideasfor further development are emphasized.The motivation of the thesis is to develop a controller for diesel electric power plantsthat can control the plant in a more efficient way. This includes reducing wear andtear, fuel consumption, and emissions. However, the safety aspect is always themost important factor and must be handled with care.The case plant to be studied is a diesel electrical power plant consisting of severaldiesel driven generators (genset). These gensets produce electrical power to servethe electrical demands on a marine vessel. The consumers can be propulsion units,heave compensators, drilling equipment, and hotel loads. These highly dynamicconsumers are large compared with the producers. This gives unwanted fluctuationof frequency. In some vessels this effect is so large that more gensets are requiredfor transients than for peak demands. This can be avoided with better controlstrategies.The controller developed in this thesis adjusts the local controllers on the dieselengines. The objective is to keep the genset at a given load sharing, while keepingthe frequency within rules and regulations. In addition is the plant controlled to astate where a single point failure does not lead to blackout.Blackout is prevented by calculating a failure case in addition to the normal case.The failure case may be a disconnection of the largest genset on the power bussegment. The case is calculated in the controller to make sure that if the caseoccurs the plant is able to handle the failure without a blackout. A normal case,where everything goes as normal, is calculated to optimize the current operation.The controller is verified by simulation done in MATLAB/Simulink. Theimplemented controller performs well during all of the simulated cases. However,the predictions made by the controller are in some cases conservative. This is dueto the choice of the fuel rate constraints. Lastly, suggestions for how to improvethe performance of the controller are included. The most important suggestionsare to include a model of the turbocharger in the control plant model and toinclude more failure cases.

Abstract:
The percentage of renewable energy within the global electric power generation portfolio is expected to increase rapidly over the next few decades due to increasing concerns about climate change, fossil fuel costs, and energy security. Solar thermal energy, also known as concentrating solar power (CSP), is emerging as an important solution to new demands for clean, renewable electricity generation. Dish-Stirling (DS) technology, a form of CSP, is a relatively new player in the renewable energy market, although research in the technology has been ongoing now for nearly thirty years. The first large plant utilizing DS technology, rated at 1.5 MW, came online in January 2010 in Peoria, AZ, and plants rated for several hundred MW are in the planning stages. Increasing capacity of this technology within the utility grid requires extensive dynamic simulation studies to ensure that the power system maintains its safety and reliability in spite of the technological challenges that DS technology presents, particularly related to the intermittency of the energy source and its use of a non-conventional asynchronous generator. The research presented in this thesis attempts to fill in the gaps between the well established research on Stirling engines in the world of thermodynamics and the use of DS systems in electric power system applications, a topic which has received scant attention in publications since the emergence of this technology. DS technology uses a paraboloidal shaped dish of mirrors to concentrate sunlight to a single point. The high temperatures achieved at the focal point of the mirrors is used as a heat source for the Stirling engine, which is a closed-cycle, external heat engine. Invented by the Scottish clergyman Robert Stirling in 1816, the Stirling engine is capable of high efficiency and releases no emissions, making it highly compatible with concentrated solar energy. The Stirling engine turns a squirrel-cage induction generator, where electricity is delivered through underground cables from thousands of independent, autonomous 10-25 kW rated DS units in a large solar farm. A dynamic model of the DS system is presented in this thesis, including models of the Stirling engine working gas and mechanical dynamics. Custom FORTRAN code is written to model the Stirling engine dynamics within PSCAD/EMTDC. The Stirling engine and various other components of the DS system are incorporated into an electrical network, including first a single-machine, infinite bus network, and then a larger 12-bus network including conventional generators, loads, and transmission lines. An analysis of the DS control systems is presented, and simulation results are provided to demonstrate the system's steady state and dynamic behavior within these electric power networks. Potential grid interconnection requirements are discussed, including issues with power factor correction and low voltage ride-through, and simulation results are provided to illustrate the dish-Stirling system's capability for meeting such requirements.

Optimal daily operation of electric power generating plants is very essential for any power utility organization to reduce input costs and possibly the prices of electricity in general. For a fossil fuel – fired power plant for example, the benefits of power generation optimalization (i.e. generate what is reasonably required) extends even to environmental issues such as the subsequent reduction in air pollution. Now to generate “what is reasonably required” one needs forecast the future electricity demands. Because power generation relies heavily on the electricity demand, the consumers are also practically speaking required to wisely manage their loads to consolidate the power utility’s optimal power generation efforts. Thus, for both cases, accurate and reliable electric load forecasting systems are absolutely required. To date, there are numerous forecasting methods developed primarily for electric load forecasting. Some of these forecasting techniques are conventional and often less favoured. To get a broad picture of the problem at hand, a literature survey was first conducted to identify possible drawbacks of the existing forecasting techniques including the conventional one. Artificial neural networks (ANNs) approach for short-term load forecasting (STLF) has been recently proposed by a majority of researchers. But there still is a need to find optimal neural network structures or convenient training approach that would possibly improve the forecasting accuracy. This thesis developed models for STLF using ANNs approach. The evolved models are intended to be a basis for real forecasting application. These models are tested using actual load data of the Cape Peninsula University of Technology (CPUT) Bellville campus reticulation network and weather data to predict the load of the campus for one week in advance. The models were divided into two classes: first, forecasting the load for a whole week at once was evaluated, and then hourly models were studied. In both cases, the inclusion of weather data was considered. The test results showed that the hour-by-hour approach is more suitable and efficient for a forecasting application. The work suggests that incremental training approach of a neural network model should be implemented for on-line testing application to acquire a universal final view on its applicability. Abstract:
With rapid depletion of fossil fuels and increasing environmental concerns, the trend to capture renewable energy, especially through wind energy resources, is increasing. The doubly fed induction generator (DFIG) is the most widely used generator for wind energy conversion because of its various advantages over other types of generators. In a DFIG, the rotor is fed through back to back converters via slip rings. The converters enable the generation control. This control property can be used to support reliable operation of a grid network system. Interarea oscillation has been a major factor in limiting power transfers in interconnected power systems. Poorly damped modes can trigger oscillatory instability, potentially leading to cascading blackouts in such systems. We consider a two-area system where DFIG based wind generation is integrated with conventional synchronous generators. A simple controller is proposed for the DFIG to improve damping of interarca oscillations. To support the proposition, case studies are conducted in Matlab/Simulink. The effectiveness of the proposed controller is then analyzed by eigenvalue analysis and verified with time domain simulation results. The results show that a properly tuned controller can increase the damping of dominant oscillatory mode by nearly 5% while improving the area transfer by about 200 MW of wind power. The results further show that with the proposed control strategy, damping of dominant oscillatory mode increased by more than 10%.

Abstract:
The reliable operation of the electrical system at Callide Power Station is of extreme importance to the normal everyday running of the Station. The electrical system configuration and hardware are inherently very reliable. However, in all cases the failure of components such as circuit breakers, switchboards, and transformers would directly or indirectly effect the Station's capability to generate at full load capacity and hence maximise revenue. This study has applied the principles of reliability and has utilised a reliability software package to do an analysis on the electrical system at Callide Power Station. The study analyses other possible system configurations that could increase the reliability of the Station. The study identifies priority maintenance on load points displaying high reliability indices. An analysis was done on the impact of unusual system configurations such as Boiler Feed Pump motor startups. Using the results from the study an appropriate level of maintenance was suggested for the current Callide electrical system configuration and recommendations on the replacement of some 41 SV circuit breaker tripping toggles was made.

A simulator that will simulate a dynamic gas turbine and its control system model, together with a combined cycle power plant load controller is the outcome of this thesis.

Abstract:
The Turkish TSO (TEIAS) has been leading a project that aims the synchronous interconnected operation of the Turkish Power System and the ENTSO-E CESA (former UCTE) System. For this purpose, this study concentrates on the specific problems related to the electromechanical systems of large size hydroelectric power plants regarding low frequency inter area oscillations, which are prone to occur once the interconnected operation is established. The expected frequency of inter area oscillations after interconnected operation is close to 0.15 Hz, which is in the frequency range of the speed governing structures of turbines, as explained in the first two sections of the thesis. In the third section, the nonlinear turbine governor model used throughout the study is explained. In the following part, the governor parameter tuning study with regard to the defined performance objectives is explained. Afterwards, the effect of the retuned governor settings of the sample hydroelectric power plants on a simple multi machine power system is shown. Following that, the system wide effect of removing the sources of negative damping, which are strongly dependent on the governor settings of the major hydroelectric power plants of the Turkish Power System, is shown. In the final part, conclusions are made on the operation of the hydroelectric power plants regarding the frequency stability of the system after synchronous interconnected operation of the Turkish Power System and the ENTSO-E CESA System.

Abstract:
Most of the techniques that have been applied to the short-term load forecasting problem fall within the time series approaches. The exception to this has been a new approach based on the application of expert systems. Recently several techniques have been reported which apply the rule-based (or expert systems) approach to the short-term load forecasting problem. However, the maximum lead time used for these forecasts has not gone beyond 48 hours, even though there is a significant difference between these algorithms in terms of their data base requirements (few weeks to 10 years). The work reported in this dissertation deals with two aspects. The first one is the application of rule-based techniques to weekly load forecast. A rule-based technique is presented that is capable of issuing a 168-hour lead-time load forecast. The second aspect is the development of a comprehensive load forecasting system that utilizes both the statistical and rule-based approaches. This integration overcomes the deficiencies that exist in both of these modeling techniques. The load forecasting technique is developed using two parallel approaches. In the first approach expert information is used to identify weather variables, day types and diurnal effects that influence the electrical utility load. These parameters and hourly historical loads are then selectively used for various statistical techniques (e.g., univariate, transfer function and linear regression). A weighted average load forecast is then produced which judiciously combines the forecasts from these three techniques. The second approach, however, is free of any significant statistical computation, and is based totally on rules derived from electric utility experts. The data base requirement for any of these approaches do not extend more than four weeks ol hourly load, dry bulb and dew point temperatures. When the algorithms are applied to generate seven-day ahead load forecasts for summer (August) and winter (February) the average forecast errors for the month come under 3%.
