Abstract:
In a few years, hesitant fuzzy sets (HFSs) have had an impact on several different areas of decision science. However, a number of researches have utilized the Elimination and choice translating reality (ELECTRE) methods to determine the multi-criteria decision-making (MCDM) problems with hesitant information. The aim of this research article is to develop new multi-criteria group decision-making (MCGDM) methods, such as the m-polar hesitant fuzzy ELECTRE-I (mHF ELECTRE-I) method and hesitant m-polar fuzzy ELECTRE-I (HmF ELECTRE-I) method. Proposed MCGDM techniques based on the hybrid models, m-polar hesitant fuzzy sets (mHFS-sets) and hesitant m-polar fuzzy sets (HmF-sets), which are the natural generalizations of HFSs and m-polar fuzzy sets (mF sets). These models enable us to deal with multipolar information under hesitancy. We use the proposed methods to deal the complex problems in which the membership degree of an element of given set uses the m different numeric and fuzzy values, to rank all the alternatives and to determine the best alternative. We present two practical examples that illustrate the procedure of the proposed methods. We also discuss the differences and comparative analysis of the proposed methods. Finally, we develop an algorithm that implements our decision-making procedures by using computer programming.

Abstract:
PurposeThis paper presents an algorithm that can elicitate (infer) all or any combination of elimination and choice expressing reality (ELECTRE) Tri-B parameters. For example, a decision maker can maintain the values for indifference, preference and veto thresholds, and the study’s algorithm can find the criteria weights, reference profiles and the lambda cutting level. The study’s approach is inspired by a machine learning ensemble technique, the random forest, and for that, the authors named the study’s approach as ELECTRE tree algorithm.Design/methodology/approachFirst, the authors generate a set of ELECTRE Tri-B models, where each model solves a random sample of criteria and alternates. Each sample is made with replacement, having at least two criteria and between 10% and 25% of alternates. Each model has its parameters optimized by a genetic algorithm (GA) that can use an ordered cluster or an assignment example as a reference to the optimization. Finally, after the optimization phase, two procedures can be performed; the first one will merge all models, finding in this way the elicitated parameters and in the second procedure, each alternate is classified (voted) by each separated model, and the majority vote decides the final class.FindingsThe authors have noted that concerning the voting procedure, nonlinear decision boundaries are generated and they can be suitable in analyzing problems of the same nature. In contrast, the merged model generates linear decision boundaries.Originality/valueThe elicitation of ELECTRE Tri-B parameters is made by an ensemble technique that is composed of a set of multicriteria models that are engaged in generating robust solutions.

This paper discusses choice procedures that select the set of best alternatives taking into account reflexive binary relations (called pseudo-tournaments in the paper), such as those that can be obtained when constructing an outranking relation à la Electre. The paper contains interesting results which link together the second “exploitation” step in the Electre I outranking method with two choice procedures (Gocha and Getcha choice procedures also known in the literature as Schwartz set and Smith set respectively). A set of results that characterize some properties of the two outranking methods (ElectI and ElectIP choice procedures) is also presented.

Hesitant fuzzy set (HFS), which allows the membership degree of an element to a set represented by several possible values, is considered as a powerful tool to express uncertain information in the process of multi-criteria decision making (MCDM) problems. In this paper, we develop a hesitant fuzzy ELECTRE I (HF-ELECTRE I) method and apply it to solve the MCDM problem under hesitant fuzzy environments. The new method is formulated using the concepts of hesitant fuzzy concordance and hesitant fuzzy discordance which are based on the given score function and deviation function, and employed to determine the preferable alternative. Numerical examples are provided to demonstrate the application of the proposed method, and the influence of different numbers of alternatives on outranking relations is analyzed based on a derived sensitive parameter interval in which a change in the parameters has no effects on the set of the nonoutranked alternatives. The randomly generated numerical cases are also investigated in the framework of the HF-ELECTRE I method. Furthermore, the outranking relations obtained in the HF-ELECTRE I method with those derived from the aggregation operator-based approach and the ELECTRE III and ELECTRE IV methods are discussed.

Probability multi-valued neutrosophic sets (PMVNSs) can better describe the incomplete and indeterminate evaluation information, and the ELECTRE method can rank the alternatives in the light of the outranking relations among criteria. To combine their advantages, this paper introduces an extended ELECTRE method to address multi-criteria group decision-making (MCGDM) problems with the information of PMVNSs. Firstly, we introduce the definitions of PMVNSs and the classical ELECTRE method, discuss the ELECTRE-based outranking relations for PMVNSs and analyze some properties of them. Furthermore, the probability multi-valued neutrosophic ELECTRE method is developed to address MCGDM problems based on the proposed distance measure and outranking relations for PMVNSs. Finally, a typical example for logistics outsourcing provider selection is devoted to demonstrate the feasibility of the proposed approach. Moreover, the same example-based comparisons with other existing methods are carried out, the results show our proposed approach outperforms the existing methods in solving the MCGDM problems with PMVNSs.

A large number of multicriteria decision making (MCDM) methods have been proposed in the past and applied to water resources planning. The development and application of systems analysis techniques to assist decision makers in evaluating project alternatives having more than one objective in river basin planning is of recent origin. In this paper an attempt is made to demonstrate the use of ELECTRE (ELimination and (Et) Choice Translating REality) I and ELECTRE-II techniques for water resources planning in one of the major river basins (Krishna river basin) of South India. The river basin consists of 8 reservoirs and a diversion work. Formulation of the problem is provided leading to an array of 27 alternative systems (different combinations of reservoirs with a minimum of three in each alternative) with 6 criteria related to: (i) irrigation, (ii) power production, (iii) drinking water, (iv) environmental quality; (v) floods and (vi) cost of the project. Out of the six criteria two, namely environmental quality and floods, are qualitative in nature. A set of best alternative systems with their partial ordering is obtained from ELECTRE-I, which forms the input for ELECTRE-II. Complete ordering of the reduced alternatives is achieved with ELECTRE-II. Sensitivity analysis shows that changing the weights assigned to each criterion has greater effect on the results than does changing the scales. However, neither effect is significant. Therefore it is recommended that ELECTRE-I be used for screening alternatives under consideration and ELECTRE-II for complete ordering of the reduced set.

With the purpose of finding effective method in construction schemes decision-making and improving productivity level of construction enterprises, the application of simplified ELECTRE method in optimal selection of construction schemes was studied in this paper. The calculation process and main steps of simplified ELECTRE for optimal selection of construction schemes were presented here. An example of construction scheme optimal selection for shear wall template was analyzed, and the calculation progress was programmed on the platform of MATLAB 7.0. The result analysis shows that simplified ELECTRE can supply satisfactory preferential order of alternatives considering comprehensive influence of many factors. It has simple and clear sorting principle, furthermore, it is very suitable to be calculated in program, and the result is accurate and reliable. Simplified ELECTRE method is proved to be good to solve the problem of optimal selection of construction schemes.

Selecting projects is often a difficult task. It is complicated because there is usually more than one dimension for measuring the impact of each project, especially when there is more than one decision maker. This paper is aimed to present the fuzzy ELECTRE approach for prioritizing the most effective projects to improve decision making. To begin with, the ELECTRE is one of most extensively used methods to solve multicriteria decision making (MCDM) problems. The ELECTRE evaluation method is widely recognized for high-performance policy analysis involving both qualitative and quantitative criteria. In this paper, we consider a real application of project selection using the opinion of experts to be applied into a model by one of the group decision makers, called the fuzzy ELECTRE method. A numerical example for project selection is given to clarify the main developed result in this paper.

Highlights: This paper describes an original proposal for modeling Multicriteria problems taking into account more than one evaluator. It allows each evaluator to have its own set of criteria. It also avoids the incoherency of adopting compensatory techniques into non-compensatory algorithms. Goal: This paper describes an original proposal for modeling multicriteria situations where multiple evaluators take part of the evaluation process. This proposal allows each evaluator to have its own set of criteria, including their weights, and also avoids the usual inconsistency of adopting pre-processing compensatory methods for introducing it into non-compensatory algorithms. Design / Methodology / Approach: In order to better describe how ELECTRE ME works, a multicriteria-multiple evaluator situation is modeled by ELECTRE TRI ME (as we have called the ELECTRE TRI variation that incorporates the principles of multiple evaluators). Results: ELECTRE ME was able to avoid the inconsistency of adopting contradictory mechanisms of aggregating preferences while modeling multicriteria & multiple evaluators problems (first called here as MCDA-ME). Limitations: Although the proposal focuses in situations with multiple evaluators, there is no restriction for its application in situations where there is only one decision maker. Practical implications: Another important feature of ELECTRE ME is that it allows each evaluator to consider its own set of criteria and its own scale for evaluation. Originality / Value: ELECTRE ME avoids a contradictory approach to use compensatory algorithms (such as weighted mean) as an input in non-compensatory outranking methods. Despite the fact that non-compensatory principle is in the heart of the ELECTRE methods, it has not found a previous proposal with the attributes shown in this study: to incorporate outranking concepts in situations where more than one evaluator is present and, by extension, allow each evaluator to have its own set of criteria.

The method of ELimination Et Choix Traduisant la REalité (ELimination and Choice Expressing Reality, ELECTRE) is a well-known and widely used outranking method for handling decision-making problems. The purpose of this paper is to develop an interval-valued intuitionistic fuzzy ELECTRE (IVIF-ELECTRE) method and apply it to multiple criteria decision analysis (MCDA) involving the multiple criteria evaluation/selection of alternatives. Using interval-valued intuitionistic fuzzy (IVIF) sets with an inclusion comparison approach, concordance and discordance sets are identified for each pair of alternatives. Next, concordance and discordance indices are determined using an aggregate importance weight score function and a generalised distance measurement between weighted evaluative ratings, respectively. Based on the concordance and discordance dominance matrices, two IVIF-ELECTRE ranking procedures are developed for the partial and complete ranking of the alternatives. The feasibility and applicability of the proposed methods are illustrated with a multiple criteria decision-making problem of watershed site selection. A comparative analysis of other MCDA methods is conducted to demonstrate the advantages of the proposed IVIF-ELECTRE methods. Finally, an empirical study of job choices is implemented to validate the effectiveness of the current methods in the real world.

The aim of this paper is to compare sorting and ranking methods for prioritization of rehabilitation interventions of sewers, taking into account risk, performance and cost. For that purpose multiple criteria decision-aid (MCDA) methods such as ELECTRE TRI for sorting and ELECTRE III for ranking are applied in a real case-study and the results obtained are compared. The case study is a small sanitary sewer system from a Portuguese utility located in the metropolitan area of Lisbon. The problem to investigate is the prioritization of the sewer candidates for rehabilitation. The decision maker (a panel group of specialists) has chosen five assessment measures: water level and maximum flow velocity (hydraulic performance indices), sewer importance and failure repair cost (collapse-related consequences of failure) and the risk of collapse. The results show that the outcomes from ELECTRE III are easier to understand than those from ELECTRE TRI method. Two different sets of weights were used, and the sorting and ranking results from both methods were found to be sensitive to them. ELECTRE TRI method is not straightforward as it involves technical parameters that are difficult to define, such as reference profiles and cut levels.

Multi-Criteria Decision Making (MCDM) is to choose the most suitable alternative among many alternatives according to more than one determined criteria. Various methods have been developed for the solution of multi-criteria decision problems. ELECTRE III (ELimination Et Choice Translating REality) method, one of these methods, is one of the most widely used methods. The ELECTRE III method is a method used in the solution of decision problems involving uncertainty. In this study, the ELECTRE III method and its properties have been examined with an application. For this purpose, the problem of photocopy machine selection was examined with the ELECTRE III method in this study. The ENTROPY method was used to determine the weights of the criteria used in the decision problem and the ELECTRE III method was used to rank the copier machine options.

All colleges each year organize the selection of new admissions. Acceptance of prospective students in universities as education providers is done by selecting prospective students based on achievement in school and college entrance selection. To select the best student candidates based on predetermined criteria, then use Multi-Criteria Decision Making (MCDM) or commonly called decision support system. One method in MCDM is the Elimination Et Choix Traduisant la Reality (ELECTRE). The ELECTRE method is the best method of action selection. Metode ELECTRE memberikan keputusan multikriteria dengan konsep outranking perbandingan berpasangan dari alternatif-alternatif berdasarkan kriteria yang sesuai. Hasil uji akurasi dari sistem sebesar 85,71% dengan data uji sebanyak 15 data.

The purpose of this study was to determine the student council president using the ELECTRE method based on 4 (four) criteria, namely managerial ability, knowledge and skills, collaborative communication responsibilities and discipline. With the application of the ELECTRE method, it is expected to be able to achieve these objectives. With the implementation of the ELECTRE method in the process of electing the student council president at SMK PGRI 35 Jakarta, it can determine the student council chair with accurate results in accordance with the criteria given by the school. The results of calculations with the Electre method will obtain the highest rating, namely: A3 (Miranti Sofia) because if it indicates that the alternative is the chosen alternative.

In this study, the ELECTRE III method, which is one of the most common techniques among multiple criteria decision‐making (MCDM) approaches, was considered in a selection problem of concrete pumps. As a methodological framework, a two‐step questionnaire survey was conducted by 70 firms that have and use concrete pumps. A solution of the problem was then found in the light of the real world data by means of ELECTRE III. The paper can be of value to researchers studying the anatomy of decision‐making in equipment selection in general and investigating selection criteria of concrete pumps in particular. It also contributes to the academic environment as an application practice of ELECTRE III to correspond with the nature of equipment selection and as an effective means for the formalization of knowledge possessed by industrial practitioners. On the practical side, ELECTRE III offers an efficient and convenient tool that forces the users into orderly and methodical thinking, and guides them in making logical and robust decisions. In addition, the example illustrated in the present study can be helpful for decision‐makers dealing with similar equipment selection issues. Santrauka Šio tyrimo ELECTRE III metodas – vienas dažniausiai taikomų metodų iš daugiatikslių sprendimo priėmimo metodų – buvo pritaikytas betono siurblių parinkimo uždaviniui spręsti. 70 įmonių buvo apklaustos dviem etapais. Tuomet buvo išspręstas realus uždavinys realiais duomenimis, taikant ELECTRE III metodą. Straipsnis gali būti naudingas tyrėjams, nagrinėjantiems įrenginių parinkimo uždavinių prigimtį ir esmę. Šis straipsnis turi akademinę ir praktinę vertę, nes išreiškia efektyvių sprendimų priėmimo proceso esmę ir pateikia tvirtą sprendimo priėmimo pagrindą. Pateiktas praktinio uždavinio sprendimas yra gera metodinė priemonė parenkant statybinius mechanizmus.

Since smartphones have become the most prevalent communication tool in the world, a wide variety of low-end to high-end smartphone products are currently available on the market. Choosing a suitable product becomes a challenge due to the problem of feature fatigue. This study developed a smartphone selection procedure for prospective users by incorporating ELECTRE-III method with Kano two-dimensional quality model. An empirical example of 15 smartphones from three different categories, namely, flagship, screen size and price, demonstrated that the credibility matrix of the revised ELECTRE-III had fewer extreme values (0 and 1) than its original counterpart. It was able to clearly distinguish the relative satisfaction of each option in the respective group, particularly for the tied products which could not be discerned by the original ELECTRE-III.

The Civil Servant Investigator is one of the law enforcement officers that has the function to carry out an investigation process that is given special authority to carry out an investigation process for a violation of the Regional Government Legal Product (PERDA) which contains elements of criminal acts. Usually the crime is not a general crime that can be handled by police investigators. In making the decision on the selection of Civil Servant Investigators (PPNS) at the Medan Sumatera River Region II Medan the writer uses the Electre method, where Electre is one of the methods for determining the order or priority in MCDM (Multi-Criterion Decision Making). In the use of decision support systems with the Electre method will provide a matching rating value for each alternative. In it all data are combined into one with the weight of the assessment that has been obtained through test assessment. The author tries to design and build a decision support system for the selection of Civil Servant Investigators using the Electre method, providing information needed by the committee in making decisions and applying the Electre Method in determining the Civil Servant Investigator Balai Sumatera River Region II Medan Medan Decision support system is not a making tool decision, but rather a system that helps decision makers by equipping them with information from data that has been processed with relevance and is needed to make decisions about an issue more quickly and accurately

Purpose – The purpose of this paper is to propose a model to guide organizations according to the relative importance of customer's satisfaction about six quality service dimensions: reliability, empathy, assurance, tangibility, responsiveness (Parasuraman et al., 1985) and price. Design/methodology/approach – The present study uses SERVPERF customer requirements and weights of ELECTRE TRI multicriteria method to provide guidance on an appropriated action plan. Subsequently, it was demonstrated how the proposed model applied to the Inn. Findings – SERVPERF is based on the subjective and cognitive perception of customer's service analyses. ELECTRE TRI decreases the deviation of subjectivity and develops manager's energy flow, focussed on enterprise resources. Research limitations/implications – Measuring quality is hard work and usually the customer perceptions are not well understood, because it changes many times. In addition SERVPERF and ELECTRE TRI weights do not order the quality importance. Practical implications – Together, SERVPERF and ELECTRE TRI allow managers to prioritize the service level desired by the customer. Originality/value – The importance of this analysis follows the competitiveness approach: productivity, quality and flexibility (Boljwin and Kumpe, 1990). The paper develops an approach to lead organizational quality performance based on the customer view. It provides a sustainable competitive advantage.

Dalam proses penyeleksian calon pemain, seorang pelatih dituntut untuk mendapatkan pemain yang berkualitas. Penerapan Sistem Penunjang Keputusan (SPK), dimana sistem penunjang keputusan dibangun untuk mendukung solusi atas suatu masalah atau mengevaluasi suatu peluang. Aplikasi ini dirancang dengan menggunakan metode Elimination Et Choix Traduisant La Realite (Electre). Metode electre dapat digunakan pada kondisi dimana alternatif yang kurang sesuai dengan kriteria akan di eliminasi sehingga alternatif yang sesuai dapat dihasilkan. Uji coba validasi dilakukan untuk melihat keakuratan data sistem dengan data aktual pakar, sistem ini menghasilkan keakuratan data sebesar 81.82%, dan hasil dari penelitian ini adalah merekomendasikan calon pemain futsal berdasarkan kategori posisi kepada pelatih sehingga mempermudah dan mempersingkat waktu dalam melakukan penyeleksian calon pemain tim futsal.
