Abstract:
Headlines decried the fragility of American democracy during the 2020 elections, but extensive institutional structures steered officials in both political parties to certify the results of the election, and independent judges have validated their decisions. Political battles over election laws and procedures are not themselves signs of democracy’s demise, because legal and administrative guardrails contain the degree to which voting rights are threatened. These formidable institutional structures blunted former president Donald Trump’s efforts to overturn the 2020 presidential election and limited the scope and impact of new state legislation to restrict access to voting. The guardrails of elections operated as designed, but Trump’s unfounded charges of fraud coupled with state restrictions are corroding the credibility and fairness of elections. We examine the scope and function of election law and administration to understand how they protected American democracy in the contentious 2020 election.

Abstract:
Purpose: The objective of this study is to analyze the role of political parties in the organization of democratic general elections, in the context of the Indonesian constitutional system. Theoretical framework: Democratic elections are one of the fundamental pillars of the Indonesian political system, based on democratic principles. In this context, political parties play a decisive role in influencing and shaping the general election process, as well as in providing a forum for citizen political participation. Method: This research will use a qualitative approach, with a descriptive analysis and a literature analysis. The results of the study show that democratic elections can be demonstrated in at least 3 things, i.e. whether human rights are recognized, protected and promoted, the loyal capacity of electoral participants. Results and Conclusions: According to the study, democratic elections in Indonesia require an active role of political parties as representatives of the interests of the people. Political parties must be able to articulate the wishes and needs of citizens and to formulate programmes and policies that reflect citizens' values and expectations. In addition, political parties must ensure that the process of electing candidates is highly transparent and accountable. Research Implications: According to the conclusions of this study, political parties play an important role in Indonesia in ensuring the consedeo of democratic elections. Representing the interests of the people, participating in fair elections. Originality/value: Writing quality candidates and leadership candidates, and mobilizing the public to actively participate in elections are part of the responsibilities of political parties.

Abstract The U.S. Constitution reserves to states the responsibility for regulating most aspects of elections. Recently, the Supreme Court has weakened the tools for federal officials to challenge state elections practices under the Voting Rights Act and signaled a great deal of deference to state authority over election law. As a result, state legislatures’ latitude to regulate elections is constrained primarily by state constitutions. With voter ID laws and partisan gerrymandering commanding considerable attention in recent years, it is important to investigate the importance of state constitutions in this area. In this article, we discuss recent efforts by voting and election reformers to utilize state constitutions to challenge restrictive voting laws and partisan gerrymandering, whether by enacting state constitutional amendments or relying on state constitutional provisions in state court litigation. We also highlight the diverse and often underappreciated landscape of voting and election laws in the states and the resources available to reformers at the state level by analyzing state constitutional provisions bearing on the right to vote, voter registration, and redistricting.

There is not a general consensus among scholars about whether public campaign funding initiatives increase electoral competitiveness. U.S. focused research has found the effects of Clean Election (CE) funding present mixed outcomes (Mayer and Wood 1995; GAO 2003; Mayer, Werner, and Williams 2004; Werner and Mayer 2007) On the one hand, research has found that Clean Election funding creates more competitive elections (Bardwell 2002; Mayer, Werner, and Williams 2004). While on the other, Clean Election funding scholars have found that public funding of state legislative candidates has not caused elections to become more competitive (Mayer and Wood 1995; GAO 2003). One reason for the difference in the research literature is likely a result of the program being in its early years of implementation in the U.S. This paper provides a new technique for estimating the short-term and long-range effects of the program by experimenting on the New Jersey case which is designed to cope with limited data. It accomplishes this by creating simulated elections that are based on the lessons-learned in Arizona and Maine, as well as on structural constraints present in New Jersey. The experiment‟s results confirm the impact of Clean Elections is mixed: The impact of Clean Election funding increases intra-party competition but does not increase inter-party competition. Nevertheless, while the impact of Clean Elections does show some encouraging signs for proponents of electoral reform, it is unlikely to transform the electoral landscape by making elections more competitive. Abstract:
The aim of the article is to consider the issues of public administration of the election process in situation of pandemic, the peculiarities of the implementation of election legislation and the problems of elections in Ukraine and abroad with the introduction of quarantine restrictions. The subject of the study is the peculiarities of holding elections in situation of pandemic. Research methodology. The set of general scientific and special methods is used to achieve the objectives of the research: systemic, dialectical, systemic and structural, legal and dogmatic, comparative, predictive methods. Research results. It has been noted that in many countries the question of postponing the dates of elections and referendums, which had been set in advance, was raised because of the Covid-19 pandemic. Practical meaning. The analysis of the experience of foreign countries in postponing the voting dates of elections and referendums has shown that such measures had been taken because of the introduction of the state of emergency as the special legal regime for public authorities and administration throughout the State or in individual administrative-territorial units, which entailed substantial restriction of citizens’ rights and freedoms in the area of electoral matters. Value / originality. The need for further research of alternative voting methods, such as direct visits to the polling station, such as remote voting, voting by mail, early voting, mobile voting, electronic voting, voting by proxy and others has been substantiated.

Elections are a democratic party for the people as the holder of the highest sovereignty, namely electing members of the DPR, DPD, president, and vice president by the 1945 Constitution article 22E paragraph "general elections are carried out directly, publicly, freely, secretly, honestly and fairly every five once a year." However, due to recent issues saying that the 2024 election will be postponed, which was proposed by several political party leaders and one of President Joko Widodo's ministers for reasons of maintaining national economic stability, the author tries to divert research on the issue of postponing elections from maintaining financial stability to the realm of state administration and constitution. The author uses qualitative research methods because the data source and results of this research are from library research in the form of descriptions of words. In this research, secondary data sources are used where data sources include books, articles, and journals. Data collection techniques are generally carried out by looking for data sources so that this research is carried out only based on written works, including research results that have been published, and that still need to be published. With the discussions and the results of the research, the author can conclude that if the issue of postponing the election is implemented, then it is unconstitutional or a violation of the Indonesian constitution and state administration; if this discourse is implemented by the government unilaterally without considering the will and opinion of the people.

Abstract:
Credible election is fast becoming a feature of the democratic process canvassed globally. However, misconducts still mar the exercise and smooth transition in a couple of countries, including Nigeria. This study focused on electoral misconducts reported during Nigeria’s 2019 general elections, using Gombe State as reference. Data were collected through primary and secondary sources, which involved questionnaire administration, interviews and desk review of published works relevant to the paper. The findings revealed that there were electoral misconducts in several areas during the 2019 general elections not only in Gombe Metropolis but in other parts of the State. These misconducts ranged from vote buying, to material inducements and destructions of election materials, among others. The study recommends the need for a new electoral law that will criminalise vote buying and other sundry electoral frauds in future elections in Gombe and other parts of the country.

Method: The research method used in this research is a normative research method using a statutory approach and a conceptual approach Results and Conclusion: The reformulation of regional election administration collection policies by the General Election Supervisory Agency) and the State Administrative Court in Indonesia highlights efforts to increase effectiveness and efficiency in resolutions related to the regional head election process. Implications of research: By strengthening the regional election administration dispute resolution process, especially through independent institutions such as the General Election Supervisory Body and the State Administrative Court, this can increase the legitimacy and trust of the public in the democratic process at the local level.

The recent state elections in the Eastern Malaysian state of Sarawak in 2016 saw the ruling coalition, the Barisan Nasional, secure a comfortable victory through its component party, the Parti Pesaka Bumiputera Bersatu, led by the late Adenan Satem, who passed away suddenly on 11 January 2017. A key theme of Adenan's election campaign was greater autonomy for the state of Sarawak, while he also distanced himself from the troubles of the Najib Razak administration and the federal government. This paper seeks to examine the Sarawak state elections within the context of Malaysia's federalism. We argue that the state elections highlight how a lack of popularity and weakened federal government has allowed states to exercise more leverage in order to gain greater influence and autonomy, strengthening the original federal agreement of 1963 while inadvertently weakening the centre. We argue that Malaysia's claim to be a federation is largely superficial, as much power constitutionally rests with the federal government at the expense of state autonomy. This is demonstrated through both an examination of federalism as a broad concept and a brief history of centre–state relations in Malaysia. This paper posits that further “bargaining” by states with the federal government during election campaigns may be possible if the centre continues to exhibit political weakness.

Abstract:
Compared to most Western democracies, voter turnout in the United States is consistently lower. Individuals from disadvantaged groups such as the poor are also less likely to vote than more affluent citizens. To counteract these trends, American state governments since the 1970s have adopted election reform laws (early voting, no-excuse absentee or mail voting, and Same Day Registration [SDR] voting) to make voting easier for the citizen. Paradoxically, most research on election reform laws has found that these laws have a minimal effect on turnout, and do not reduce disparities between more and less advantaged voting groups. This study argues that past studies have not properly accounted for features of a state’s electoral system – combinations of voting reform laws, election administration, and history of turnout – that structure the impacts of these laws on turnout. The goal of this research is to re-evaluate the performance of these election reform laws by contextualizing the laws in a state’s electoral system. This study makes several unique contributions to the literature on election reform laws. First, convenience voting laws and state election administration are reframed as components of the overall accessibility of a state’s electoral system. Using a policy feedback framework, this reframing recognizes how citizens, political campaigns, and accessible electoral systems shape turnout. The study then evaluates the effects of accessible electoral systems on overall turnout, and turnout among the poor. Additionally, this project analyzes how these laws structure the mobilization strategies of political campaigns. Finally, this research utilizes two large datasets containing millions of respondents from all fifty American states (Catalist and the Cooperative Congressional Election Study) with advanced statistical methods to assess the effects of these laws at the individual level in the 2008-2014 midterm and presidential elections. After controlling for the accessibility of state electoral systems, this research finds that convenience voting laws do increase turnout, encourage participation from the least likely voting groups, motivate campaigns to mobilize voters, and reduce turnout inequality.

Abstract:
This thesis examines the political process of health care reform between 1989 and 1998 in the most advanced sizable political economy in Central and Eastern Europe (CEE) – the Czech Republic. Its aim is to explain the political process bringing about post-Communist health policy change and stimulate new debates on welfare state transformation in CEE. The thesis challenges the conventional view that post-Communist health care reform in CEE was designed and implemented to improve the health status of the people, as desired by the people themselves. I suggest that this is a dangerous over-rationalisation, and argue that post-Communist health care reform in the Czech Republic was the by-product of haphazard democratic political struggle between emerging elites for power and economic resources. The thesis employs the analytical narrative method to describe and analyse the actors, institutions, ideas and history behind the health policy change. The analysis is informed by welfare state theory, elite theory, interest group politics theory, the assumptions of methodological individualism and rational choice theory, and Schumpeter’s doctrine of democracy. Its focus is on the interests of health policy actors and how they interacted within an unhinged, but fast-consolidating, institutional framework. The results demonstrate that, while historical legacies and liberal ideas featured prominently in the rhetoric accompanying health policy change, in Realpolitik, these were merely the disposable, instrumental devices of opportunistic, self-interested elites. The resultant explanation of health policy change stresses the primacy of agency over structure and formulates four important mechanisms of health policy change: opportunism, tinkering, enterprise, and elitism. In conclusion, the relevance of major welfare state theories to the given case is assessed and implications for welfare state research in CEE are drawn.

Abstract:
In this dissertation I explore the redistributive effects of second-dimensional identity politics in parliamentary democracies. Specifically, I focus on parties’ electoral incentives to manipulate the salience of the territorial-identity cleavage. My main argument is that a greater electoral salience of the second dimension distorts the nature of redistributive outcomes. Although the redistributive effects of second dimensions of political competition have been explored in majoritarian democracies, much less is known about their effects in democracies with proportional representation (PR). The dissertation brings “bad news” in that regard: when the territorial second dimension is salient, it is no longer true that parliamentary democracies with proportional electoral systems redistribute more –which is the prevalent view in the existing literature. In fact, the so called “left-bias” of PR systems vanishes when the territorial-identity cleavage is politically activated. This key insight therefore offers a fundamental qualification to the institutionalism literature, by making an effort to understand the way in which regional diversity interacts with institutions through multidimensional political competition. The dissertation is divided in two parts: one theoretical and one empirical. First, I develop a formal model that illustrates the way in which parties’ second-dimension electoral incentives affect both the electoral stage and the subsequent post-electoral coalition bargaining among parties in national parliaments. The reason is that both right-wing and regionalist parties have incentives to increase the salience of the second dimension at the electoral stage to attract voters, and subsequently the coalition bargaining among parties in parliaments offers new opportunities for legislative coalitions. In the second part of the dissertation, I test the empirical implications at the macro-level, the meso-level and the individual-level. The main empirical results can be summarised as follows. First, I present empirical evidence according to which the legislative salience of the second dimension induces a negative effect on redistribution and a positive effect on the regionalisation of public policy. Second, I provide evidence which shows that both right-wing and regionalist parties strategically increase the electoral salience of the second dimension when they are “losers” on the first dimension. Finally, I illustrate the way in which the salience of the second dimension affects the formation of individual preferences for redistribution. In sum, this dissertation provides new arguments and empirical evidence that demonstrates how second dimensional politics can have profound redistributive consequences in parliamentary democracies.

This research deals with the process of choosing the principals of state elementary schools in the city of Anápolis, state of Goiás, Brazil, in 2011. Its main purpose is to find out if the changes which occurred in 2011 led to a democratic choice or if they were just a way the government found to use the election process to legitimize its power of influence within the schools. The general objective is to contribute to a critical analysis on the changes in elections for principals of state schools in the city of Anápolis in 2011 in accordance to the 2783/SEDUC/GO ordinance. These changes were the insertion of an online course for precandidates to that position, an eliminatory test and a mandatory course on educational management for the elected candidates. In this sense, the study is justified by the importance of understanding the implications of the current policy of the State Board of Education of Goiás concerning the democratic management of schools, as well as its importance and credibility within the local community. The methodology is principled by a qualitative research paradigm and the data were raised through the study of relevant documents and legislation and the application of semistructured interviews. The data were analyzed based on the theoretical framework and allowed to ponder the impact of changes of 2011 elections for democratic management. The most important conclusion of this research was that in the year of 2011, there was not an election but a validation of pre-approved candidates who passed the test on management. In the city of Anápolis there were few schools with candidates competing for the election. Besides, some principals have been dismissed from their functions and the local board of education has designated other professionals to replace them. The participants, in general, have not noticed any change in the schools management and have expressed dissatisfaction with the current model of choice which in their opinion represents a setback in the election process for principals and consequently for the democratic management of public schools.
Esta pesquisa trata do processo de escolha dos diretores da educação básica da rede estadual de educação do município de Anápolis-Goiás em 2011. Ela tem como problemática central desvelar se as mudanças ocorridas em 2011 permitiram uma escolha democrática ou se esta foi uma forma do governo realizar as eleições, legitimando seu poder de influência dentro das escolas. O objetivo geral é contribuir com as análises críticas sobre as mudanças ocorridas nas eleições para diretores das escolas estaduais no município de Anápolis em 2011 conforme a portaria 2783/SEDUC/GO, como a inserção de um curso preparatório na modalidade a distância para os pré-candidatos, uma prova de caráter eliminatório e um curso de gestão educacional obrigatório para os candidatos eleitos. Nesse sentido, o estudo justifica-se pela importância de se compreender os meandros da atual política da Secretaria de Estado da Educação de Goiás no que se refere à gestão democrática das escolas, bem como sua importância e credibilidade junto à comunidade local. A metodologia aplicada foi a pesquisa de natureza qualitativa, e os procedimentos foram o estudo da documentação/legislação pertinente e realização de entrevistas semiestruturadas para levantamento de dados. Os dados foram analisados à luz do referencial teórico, e permitiram ponderar sobre o impacto das mudanças das eleições de 2011 para a gestão democrática. As conclusões mais importantes desta pesquisa são no sentido de que no ano de 2011 não houve uma eleição de diretores, mas sim uma validação dos candidatos pré-aprovados na prova sobre gestão. Em Anápolis, houve poucas escolas com candidatos concorrentes nas eleições, e alguns diretores estão sendo exonerados de suas funções e, em seus lugares, a Subsecretaria indica os diretores que irão ocupar o cargo. No geral, os entrevistados não perceberam nenhuma mudança na gestão das escolas e demonstraram insatisfação com o atual modelo de escolha, apontando, assim, para um retrocesso no processo das eleições para diretores e em consequência para a gestão democrática das escolas públicas estaduais.

Abstract:
The Help America Vote Act of 2002 (HAVA) was a response to the controversial presidential election of 2000. In accordance with HAVA requirements for federal elections, states were mandated to replace punch card voting systems and mechanical lever voting machines with more up-to-date systems that use current technology. As replacements, states selected optical scan (OS) and direct record electronic (DRE) voting systems. Computer scientists questioned the security of OS and DRE voting systems, and politicians questioned their accuracy. Thus, the goals of this research were to analyze the accuracy of election outcomes generated by electronic voting (e-voting) systems and to document whether e-voting machines were trustworthy (i.e., accurately recorded the voters' intent) and secure (i.e., votes were not altered). To achieve these goals, the author developed an embedded case study and incorporated ethnographic and quantitative techniques. The author observed election officials in two Missouri jurisdictions perform pre-election, Election Day, and post-election tasks. Specifically, the author observed election officials in Cape Girardeau County perform pre-election tasks, such as logic and accuracy (L&A) testing. In the state of Missouri, pre-election L&A testing involved loading the ballot and was considered finished when the e-voting system was ready for voters. The author identified pre-election adversarial strategies and then used a six-step risk analysis process to identify the most important risks. After following the steps, the author identified 11 e-voting components as high-level security risks. Additionally, the author observed election officials in St. Louis County, Missouri conduct the 2010 midterm election and post-election activities, which included the manual tabulation of ballots. Election Day culminated with unofficial outcomes generated from the e-voting systems, while the post-election activities yielded official outcomes. To analyze the accuracy of e-voting systems, the author computed confidence intervals for the differences between unofficial and official 2010 midterm election outcomes from statewide races in St. Louis County. Based on these confidence intervals, the author concluded that the e-voting systems used in the state of Missouri were between 99.768% and 99.774% accurate.

Abstract:
This study uses variables derived from Rational Choice Theory to examine the theory’s predicted covariancebetween public opinion and the parties’ policies. The collection of material has been guided by three arenas: the parliamentarian, the media and the voter’s. It has categorized the analysis based on the strategy concept, using ends, means and ways. It asks how the Moderate Party and the Social Democratic Party changed their strategy within the period of 31 May 2013 and 14 September 2014, and how this can be understood from a rational choice perspective. The purpose of the study is to examine the assumptions of Rational Choice Theory in the Swedish context in front of the election in 2014, and to understand this from the perspective of the theory. This can help in our understanding of defense policy formation and to our understanding of states’ relations on the international arena. The results show that there has been a more ambitious change in defense policy which covariates with the indicated positive change in public opinion on defense issues, but this did not make defense issues one of the 2014 election’s most important questions for the voters in choice of party to vote for. This can be understood as rational, seen from a RCT-perspective, since the other issues renders more support, a circumstance that is in line with the history of Swedish elections.

AbstractPolitical machines use state resources to win elections in many developing democracies and electoral autocracies. Recent research has noted that the coordination of machine politics can be much more complex and problem-prone than previously thought. Yet, the role that the subnational political context plays in solving these coordination problems has largely been neglected in the comparative literature. This article seeks to fill this gap and suggests that control over the local administration is an important variable that shapes the effectiveness of authoritarian machine politics. We exploit the great institutional and political variation within one of the most prominent electoral authoritarian regimes of today, the Russian Federation, to test the empirical implications of the theory with detailed local level electoral and socio-economic data as well as multilevel regression models. The empirical results highlight the importance of subnational political structures in supporting electoral authoritarian regimes.

Chapter 2 develops the accessible elections theoretical framework used throughout the study. To evaluate the framework, the chapter discusses data to measure state voting and registration laws, election administration performance, and individual voting decisions in recent midterm and presidential elections. Special attention is paid to the Election Performance Index (EPI) to measure how well states conduct elections; previous research has not generally measured election administration to predict voter turnout. The states have different combinations of in-person early voting, no-excuse absentee/mail voting, same day registration laws, and election administration performance. The moderate correlation between the voting laws and election administration suggests that both must be taken into account to identify their independent effects on whether people vote. Research hypotheses posit that states with more convenience voting laws and higher performing election administrations will have higher voter turnout, campaign mobilization, and lower turnout inequality.

Race and ethnicity group identity also shape participation in politics, with non-Hispanics whites being the most likely to vote in U.S. elections over time. Can accessible elections shrink turnout inequality between non-Hispanic whites and racial/ethnic minorities (African Americans, Hispanic Americans, and Asian Americans)? Chapter 6 empirically evaluates the impact of convenience voting laws and election administration on the change in the probably of voting in midterm and presidential elections comparing across racial subgroups. The results show that same day registration boosts turnout among non-Hispanics whites, as well as Asian Americans, Hispanics, and African Americans, in presidential and midterm elections. Early in-person voting especially advantages blacks and Hispanics in midterm elections, while absentee/mail voting is found to have similar effects for Asian Americans. Both non-Hispanic whites and racial and ethnic minorities benefit from quality state election administration.

Chapter 1 introduces the argument that wide variation from state to state in convenience voting laws—in-person early voting, no-excuse absentee/mail in voting, same day registration—as well as election administration performance can be used to explain variation in individual-level voter turnout in the U.S. It re-frames the study of convenience voting methods by also accounting for the administration of elections by local and state governments (based on measures from Pew Charitable Trusts/MIT Election Data and Science Lab). It introduces an innovative dataset (national commercial voter files) and methodology (panel models using vote histories) to provide more leverage in the evaluation of the effect of the state laws on voting. The chapter closes by previewing how the study sheds light on how American states with more accessible elections increase voter turnout and improve turnout equality between historically advantaged (higher socioeconomic status, non-Hispanic white) and disadvantaged (lower socioeconomic status, racial/ethnic minority) groups.

The article deals with issues related to the appointment and election of mayors of the city in the first two post-Soviet decades. Conclusions are drawn, according to which the effectiveness of the work of mayors and popularity among the population did not depend on how a citizen became the head of the city. It is determined that there are almost always opportunities for effective work as the head of the municipality, but it is also necessary to have a number of other factors, including, of course, the activity of citizens and the deputy corps, exerting pressure on the head of the city. Any order of election/appointment of the mayor has the right to exist.

The article deals with the representative bodies of local self-government operating in various types of municipalities at the present time. To analyze the ways of forming representative bodies, the study used historical, comparative and statistical methods. The publication considers possible options for the formation of representative bodies in urban and municipal districts, municipal districts, urban and rural settlements. The main negative and positive trends in the functioning of representative bodies in the system of local self-government are revealed. It is concluded that at present, representative bodies retain their important position in the system of local self-government bodies, despite the reduction in their number. At the same time, the priority method of their formation remains municipal elections, which corresponds to the nature of local self-government as an institution of civil society.

The article examines the genesis of control over the legality of the Saeima (the parliament of the Republic of Latvia) elections, particularly focusing on the judicial review of the Saeima elections. The particularities of the control over elections, which differentiate them from typical administrative legal proceedings, are highlighted in the publication. The article presents findings of the case law regarding the limits of controlling the legality of elections and the cases when the court could revoke a decision by the Central Election Commission on approving the results of the Saeima elections. In view of the fact that sometimes the regulation set out in the Saeima Election Law has been criticised in the Latvian legal science, namely, that the legality of elections is controlled by the Department of Administrative Cases of the Supreme Court’s Senate rather than the Constitutional Court, the authors examine the models of controlling the legality of elections found in various states and provide their assessment of whether the control functions should be transferred into the jurisdiction of the Latvian Constitutional Court.

Lifelong learning requires the consistent and continued development of one’s knowledge, skills, and competencies. However, due to the extensive choice of courses offered at today’s institutions of higher learning, students face a risk of choice overload in their selection of (elective) courses. As current findings in choice overload literature do not refer to student samples in educational settings nor do they consider the use of interactive visualization formats, the use of interactive visualization in higher education organizations seems a promising way to support course selection that fits educational needs. All the more as previous visualization approaches to overcome table-based visualizations or online course catalogues primarily aim at communicating curricular content and structure to different university stakeholders, while disregarding students. We thus introduce our work-in-progress on an interactive visualization tool called the Course Glancer. The Course Glancer supports students’ decision-making ability when confronted with a variety of learning offers while taking electives of a bachelor’s degree program in business administration. The tool provides support for gaining an overview on all available courses and their categories, and for rapidly comparing course alternatives. In doing so, it can help to clarify course preferences and finally to foster students’ confidence of not having overlooked an important course option. This is in line with Shneiderman’s information-seeking mantra as a must-have for effective cognitive processing: Overview first, zoom and filter, then details-on-demand. We use this mantra in connection with Norman’s usability principles of discoverability, affordances, feedback, constraints, mapping, and consistency. An example of how we use constraints is that course comparison is limited to juxtaposing two courses only. This functionality considers latest evidence from using eye-tracking studies that revealed that human beings tend to distribute their attention in an unbalanced manner and focus mainly on the two options that seem the most promising alternatives. To enrich the empirical research on choice overload, we plan to focus on psychological effects in the use of the Course Glancer. These include subjective, moderating factors (e.g., decision style) and behavior-related measures. The latter refer to subjective states (choice satisfaction, decision regret, decision confidence) or behavioral outcomes (e.g., choice deferral, option selection). Beyond these, group-related effects should also be analyzed in future research, for example, if interacting with our tool can stimulate information exchange processes within expert groups of higher education organizations (e.g., in the context of accreditation procedures or curriculum planning).

В статье на основе законодательной базы, документации парламентов и материалов французской и европейской прессы рассматривается положение во Франции летом 1787 г., когда правительство во главе с Ломени де Бриенном в результате финансового кризиса вынуждено проводить серию реформ, направленных как на пополнение бюджета, так и на общее развитие страны. За короткий период были разработаны и проведены ряд реформ. Первой становится административная реформа, с введением провинциальных собраний, цель которых помощь правительству на местах, уточнение количества налогоплательщиков и пропорциональное распределение налогов. Разрабатывается как документация по введению провинциальных собраний для каждой провинции отдельно, так и общий регламент с уточненными функциями собраний. И с лета 1787 г. собрания начинают свою деятельность. Они были созданы на основе принципа выборности для улучшения действия королевской власти на местах. Учреждая новые органы власти, правительство оставило прежнюю администрацию, создав еще более громоздкий механизм управления. Для развития торговли были введены меры по введению свободной торговли зерном и замены натуральной дорожной повинности денежным налогом. Для пополнения бюджета власти планировали введения новых налогов – гербового сбора и поземельного налога, распространенного на все земли Франции без исключения. Но так как новые налоги затрагивали интересы привилегированных сословий, они встретили сопротивление парламента, который используя право регистрации эдиктов, тормозил их введения. Власти в ответ применили принцип Королевского заседания, когда в присутствии короля парламент обязан зарегистрировать эдикты. Но парламент даже после этого сопротивлялся, считая регистрацию недействительной. Начинается конфликт между королем и парламентом, который закончился ссылкой парламента в Труа. Осознав, что власти не намерены возвращать парламентариев в Париж, в конце августа – начале сентября начинаются переговоры между парламентариями и правительством, их итогом стала отмена введения новых налогов и возвращения старых, до этого отмененных, – двух двацатин. Таким образом, летом 1787 г. правительство проводит ряд реформ, но введения новых налогов вскрывает конфликт между правительством и парламентом. Именно тогда выдвигается идея созыва Генеральных штатов, которые и приведут Францию к революции 1789 г. The article, based on the legislative framework, documentation of parliaments and materials from the French and European press, examines the situation in France in summer of 1787, when the government led by Loménie de Brienne was forced to carry out a series of reforms as a result of the financial crisis, aimed both at replenishing the budget and for the overall development of the country. In a short period, a number of reforms have been developed and implemented. The first is the administrative reform, with the introduction of Provincial Assemblies, the purpose of which is to help the local government, clarify the number of taxpayers and establish proportional distribution of taxes. Documentation is being developed for the introduction of Provincial Assemblies for each province separately, as well as general regulations with clarified functions of assemblies. And beginning from summer of 1787, the meetings started their activities. These assemblies were created on the basis of the principle of election to improve the functioning of the royal power in the field. In establishing new authorities, the government abandoned the old administration, creating an even more cumbersome mechanism of governance. For the development of trade, measures were introduced to provide free trade in grain and to replace in-kind road service with a cash tax. To replenish the budget, the authorities planned the introduction of new taxes – the stamp duty and the land tax, extended to all the lands of France without exception. But since the new taxes had affected the interests of the privileged estates, they met the resistance of the Parliament, which, using the right to register edicts, hampered their introduction. In response, the authorities applied the principle of the Royal meeting, when in the presence of the king, parliament is obliged to register edicts. But even after that the Parliament resisted, considering the registration invalid. A conflict between the king and parliament once begun ended with the exile of parliament to Troyes. Realizing that the authorities did not intend to return the parliamentarians to Paris, in late August – early September, negotiations began between the parliamentarians and the government, their result was the abolition of the introduction of new taxes and the return of old taxes of two twenty, previously canceled. Thus, in summer of 1787, the government carried out a series of reforms, but the introduction of new taxes opened up a conflict between the government and Parliament. It was then that the idea of convening the States General was put forward, which would lead France to the revolution of 1789.

Although the federal government regularizes certain components of election administration, most election administration falls under state and local government control. This decentralization has led to a patchwork of policies and disparities in administrative capacity and resources. One area in which there is significant regional variation is election data transparency. Election data transparency is crucial to affirming the fairness and accuracy of our election processes as well as protecting voting rights of traditionally marginalized communities. In this report, we review the current policies across multiple states, summarize nationwide best practices, and recommend a series of science-based policies designed to improve election data transparency.
