Abstract:
This chapter discusses the leadership style of Dutch prime ministers (PMs) and asks the question what type of leadership skills, relations, and reputations are most effective in modern Dutch politics: a consensual or confrontational style. While Dutch politics traditionally favors leaders who employ a consensus-oriented leadership style, prime ministers Balkenende (2002–2010) and Rutte (2010–present) served at a time when socio-cultural changes and mediatization of politics were challenging this political practice. By applying a modified version of the Leadership Capital Index (LCI), the chapter shows that to ensure re-election, both PMs struck a careful balance between the consensual and confrontational leadership styles. Whereas the study indicates that prime ministers have considerable leeway in how to strike that balance, the results suggest that it is essential that they maintain constructive relations with their peers in government and parliament to be electorally successful in the Dutch political system.

Abstract:
Belgium and the Netherlands are fertile ground for radical right parties, including the Flemish Bloc and its successor Flemish Interest (VB), and the List Pim Fortuyn (LPF) and the later Party for Freedom (PVV) in the Netherlands. The LPF presented a mix of anti-immigrant and anti-elitist positions; the PVV was strict on immigration and against European integration; the VB was a nationalist/regionalist party that became successful only after adopting the anti-immigration issue. The LPF showed how a successful but badly organized party can both rise and fall quickly. The PVV shows that a strong leader can establish an electorally successful party that is less effective politically, with an uncertain future because of its dependency on the leader. The VB shows that a party that connects with the electorate’s “demands” can have a series of good election results without having direct policy effects and can be vulnerable to more effective competitors.

Abstract:
Today’s elaborate system of international criminal justice originates in proposals at the end of the First World War to try Kaiser Wilhelm II before an international criminal tribunal. In the weeks following 11 November 1918, the British, French, and Italian Governments agreed on a trial. Lloyd George campaigned for re-election on the slogan ‘Hang the Kaiser’. The Kaiser had fled to the Netherlands, possibly after receiving signals from the Dutch Queen that he would be welcome. Renegade US soldiers led by a former Senator failed in a bizarre attempt to take him prisoner and bring him to Paris. During the Peace Conference, the Commission on Responsibilities brought international lawyers together for the first time to debate international criminal justice. They recommended trial of the Kaiser by an international tribunal for war crimes, but not for starting the war or violating Belgian neutrality. The Americans were opposed to any prosecution. However, President Wilson changed his mind and agreed to trial for a ‘supreme offence against international morality’. This became a clause in the Treaty of Versailles, one of the few that the Germans tried to resist. Although the Allies threatened a range of measures if the former Emperor was not surrendered, the Dutch refused and the demands were dropped in March 1920. The Kaiser lived out his life in a castle near Utrecht, dying of natural causes in June 1941. Hitler sent a wreath to the funeral.
