Abstract:
Det råder konsensus mellan forskare och politiker om att tidiga insatser och reformer, riktade mot de yngre barnen i utbildningssystemet, är bland de viktigaste interventioner som ett samhälle kan vidta. Inriktningen på och konkretisering av de tidiga insatserna problematiseras emellertid sällan i policy. Utvecklingen kan karakteriseras som en pågående skolarisering av utbildning för de yngre barnen, det vill säga ett närmande till grundskolan och ett fjärmande från förskolan. Denna riktning har motiverats av ekonomiska, demokratiska och globala motiv. Syftet med denna essä är att problematisera skolariseringens konsekvenser och diskutera vad som händer då ”mantrat” om tidiga insatser konkretiseras till politiska reformer. Detta görs med exempel hämtade från den svenska förskoleklassen.

Abstract:
The aim of the article is to analyse the development of the education of the members of the economic service of the Army of the Czech Republic from 1919 to the present. The beginnings of the education of economic service specialists are connected with the establishment of Czechoslovakia and the Czechoslovak Army in 1919 and the operation of the French mission in Czechoslovakia. The development was interrupted by the Germanoccupation. In 1953, the military schools were reformed. A major reorganisation of the system, including the education of the economic service, was reformed in 1970. With partial changes, the new system functioned until the division of Czechoslovakia in 1993. In 2004, a change was made to the military education system in connection with the reduction of the number of professional soldiers, the end of military basic service and the professionalization of the ACR. The article introduces the reader to the development of education, the establishment and dissolution of military schools, the conditions and length of study, the subjects studied and the changes that have taken place during the defined years. This is the first comprehensive material dealing with the history of education of specialists of the economic service of the Army of the Czech Republic.

Abstract:
De senaste åren har intentionerna om att både öka antalet lärare, och lärarstudenter, samt att rätt kvalificerade lärarstudenter och lärare finns i lärarutbildning och skola tydligt skrivits fram politiskt. Två reformer som tydligt uttrycker dessa intentioner är möjligheten till lämplighetsprövning vid antagning av lärarstudenter för samtliga lärosäten (SFS 2020:881) och det politiska initiativet om att utveckla fler arbetsintegrerade lärarutbildningar (Regeringen, 2019, 2020). Denna studie tar sin utgångpunkt i dels dessa politiska intentioner och reformer, dels ett vidare policyanalytiskt förhållningssätt till konstruktioner av lärarkunskap och studerar en urvals- och antagningspraktik relaterat till en arbetsintegrerad lärarutbildning, där företrädare för lärarutbildning och skolhuvudmän bedömer studenters kompetenser för att både antas till lärarutbildningen och därefter anställas som projektanställd lärare. Det empiriska materialet består av de bedömningssamtal som sker efter intervjuerna med de sökande till den arbetsintegrerade lärarutbildningen. Resultatet av studien visar en samstämmig bild av vad som konstrueras som lämplig lärarkompetens och vad som krävs av den sökande för att antas till en arbetsintegrerad lärarutbildning. Denna lämplighetskonstruktion har stor konsistens med historiska diskurser om lärarkompetens. Resultatet visar också en ekonomisk rationalitet beträffande vem som bedöms som lämplig respektive olämplig till denna typ av utbildning och varför vissa personer väljs ut och andra inte. Artikeln problematiserar slutligen de implikationer som dessa praktiker kan få, både ur ett individ- och ett samhällsperspektiv, och relaterat till reformintentionerna.

Reģionālā politika un teritoriālā statistika Latvijas teritorijā gadu gaitā ir mainījusies ļoti strauji, administratīvi teritoriālais iedalījums parasti ļoti cieši ir bijis saistīts ar valsts saimniecisko dzīvi. Administratīvi teritoriālais iedalījums pamatā tiek radīts valsts pārvaldei, galvenokārt politisko un ekonomisko jautājumu risinājumiem. Mūsdienās arvien sarežģītāk ir saprast, kur ir Latgales robežas. Ja salīdzina Latgales robežas 1917. gadā un pašreizējā Latgales plānošanas reģiona robežas, tad var redzēt, ka Latgale savu teritoriju ir atdevusi gan Vidzemes plānošanas reģionam, gan Zemgales plānošanas reģionam, bet liela daļa Sēlijas, šobrīd ir Latgales plānošanas reģiona teritorijā. 100 gadu laikā ir bijušas daudzas izmaiņas administratīvi teritoriālajā iedalījumā: atsevišķas teritorijas gan pievienotas, gan nodalītas no Latgales etnogrāfiskās teritorijas. Kopā Latgales teritorijā laika posmā no 1917. gada līdz 2017. gadam ir pieņemti vairāk kā 150 normatīvie akti par administratīvi teritoriālā iedalījuma maiņām, un administratīvi teritoriālās vienības nosaukumu izmaiņām. Šajā laika posmā mainījies arī administratīvais iedalījums. 1917. gadā Latgales teritorija bija iedalīta Vitebskas guberņas 3 apriņķos, kuros bija 50 pagasti un 3 pilsētas. 1937. gadā Latgalē bija 4 apriņķi, 71 pagasts un 14 pilsētas, 1957. gadā Latgale bija iedalīta 14 rajonos, kuros ietilpa 198 ciemi, 2 strādnieku ciemati un 12 pilsētas. 1977. gadā Latgale bija iedalīta 6 rajonos, 141 ciemā, 4 pilsētciematos un 13 pilsētās. 1997. gadā iedalījums bija 6 rajonos, kuros ietilpa 139 pagasti, 2 republikas nozīmes pilsētas, 4 rajonu nozīmes pilsētas un 8 mazpilsētas. 2017. gadā Latgales teritorijā ir 19 novadi un 2 republikas nozīmes pilsētas.

Cílem práce je zhodnotit průběh a důsledky čínského reformního procesu, který měl během posledních třiceti let pozměnit čínskou společnost a fungování ekonomiky tak, aby byla schopna se integrovat a obstát v liberalizující se ekonomice světové.

China`s WTO entry was a clear signal for its trading partners that the reforms will go on and that China is going to follow its principals. The year 2006 marked the fifth year of China`s accessions to the WTO. By that time, China became, the world`s fourth-largest economy, the world`s third-largest trading nation after the U.S. and Germany, one of the most popular destinations for foreign direct investment, a major global manufacturing center and, along with the U.S. economy, one of the world`s greatest, if not the greatest, engines of economic growth.

Diploma thesis studies macroeconomical and fiscal progress of the Slovac Republic from the year 1993 with the strong focus on reformative arrangements in the area of public finance in the time period 2003 and 2004. The content targets evaluation of the causes of the refomative packet and his significance for the following progress of the slovac economy and fiscal area. The first part of the thesis evaluates economic policy till the year 2002, which passes over against background of the transformation process of the national economy, together with the identification of the status which led to the preparation and confirmation of the reformative legislation. Next part of the work studies the content of the accepted arrangaments itself and changes, which were brought to the Slovac Republic. The third part of the thesis follows the analytical evaluation of the real changes from the macroeconomical and fiscal part of view. Final part extends the knowledge with the international format through the comparation of the similar reform projects in Hungary, Estonia and Latvia and at the same time evaluates the stage and potential risks of the current economical and fiscal progression of the Slovac Republic

Abstract:
New Zealand has gone through remarkable reforms which have encompassed of wide range of government policies which have changed the incentives in private and public sector. This article tries to show the development of New Zealand economy before reform period, shows development of the reforms and tries to assess the economic effects of these reforms. First it analyses the effects in the primary sector, where it defines primary sector as itself and then analyses the incentives that have changed the sector output and conditions. Next the firm dynamics is being analysed as per the effects of the reforms. It is shown that first in some sectors the output proportion in GDP is lowering because of reforms were being made, later it shows this proportion to be rising again. Last, the view is made in effects analysis in labour market, where it has been found, that labour productivity is not growing enough, so the reforms were made too agresively. Next part of this article analyses macroeconomic effects such as public debt, which in brutto has been lowered through reforms to less than 30% of New Zealand GDP. First, inflation which was few years after reforms still in very high rates, but in 1990s it has been reduced well. And finaly the GDP growth itself, where it has been found out, that New Zealand has sacrifised a part of its GDP amount for agressive and fast reforms. Overlooking the period and its effects it has to be said that New Zealand has now a great market economy with transparent public sector, and the sacrifises were probably worth it.

Prispevek obravnava občutljivo tematiko glede dostopa do avtorskopravno varovanih del v času zaprtja države zaradi epidemije covida-19 in pouka na daljavo, pri čemer se osredotoča na področje univerzitetnega izobraževanja. Z vidika avtorskega prava se opredeljuje do različnih možnostih, ki so jih imele izobraževalne ustanove in knjižnice v zvezi z dostopanjem do gradiv, ki so jih študenti potrebovali pri študiju. Obenem pa obravnava tudi vprašanje, katera učna gradiva in na kakšen način so učitelji smeli uporabiti pri izvajanju pouka na daljavo. Ta tematika je analizirana po ZASP pred rokom za prenos določb Direktive 2019/790 v nacionalne zakonodaje držav članic EU in po določbah Direktive 2019/790 oziroma po Predlogu ZASP. Avtorici ugotavljata, da je ureditev v Republiki Sloveniji zelo restriktivna glede uporabe avtorskih del za namene izobraževanja, zaradi česar bi bilo treba razmisliti o reformi tega pravnega področja in to na način, da se dovoli uporaba v največji možni meri, ki jo dopušča pravo EU.

Abstract:
Autor sa v príspevku zaoberá krátkym historickým pohľadom na vývoj daňového práva v slovenských podmienkach od roku 1992 až po súčasnosť. Tento vývin sleduje cez prizmu jeho vzťahu k tradičnej ekonomike, s tradičnými subjektmi a modelmi hospodárenia. Daňové právo sa podieľalo na rozvoji tradičnej ekonomiky v podmienkach samostatnej Slovenskej republiky po dobu asi troch decénií bez toho, aby bolo ohrozené jej, možno povedať, monopolné postavenie v ekonomickom systéme Slovenska. Ostatné roky je však Slovensko – chtiac-nechtiac – aktérom zmien v ekonomických modeloch hospodárenia. Spôsobila to nastupujúca digitálna doba a s ňou spojený vznik a rozvoj digitálnej ekonomiky a v jej rámci aj zdieľanej ekonomiky. V nadväznosti na uvedené, autor osobitne poukazuje na význam daňovej reformy z roku 1992 pre formovanie sa daňového práva, ale aj na podiel tejto reformy pri rozvoji tradičnej slovenskej ekonomiky. Veľká časť pozornosti autora je potom sústredená na vzťah zdieľanej ekonomiky a digitálnej ekonomiky, ktorú považuje za jadro súčasných ekonomických trendov vo vyspelých štátoch nielen Európy, ale celého sveta. V rámci tejto pozornosti sa zaoberá úsilím Európskej únie ovplyvňovať vývoj zdieľanej ekonomiky prostredníctvom legislatívnej regulácie a zmenami, ktoré legislatíva na Slovensku realizovala a ešte má realizovať v zdieľanej ekonomike.

Türkiye Cumhuriyeti Devleti temellerini atmaya başladığı dönemde ekonomik kalkınmaya da büyük önem verdi. Çok erken tarihlerden itibaren ekonomik kalkınmada benimsenecek yol ve strateji konusunda çalışmalar yapıldı. 17 Şubat 1923’de İzmir İktisat Kongresi bu amacı gerçekleştirebilmek için toplandı. Kongrede alınan kararlar, hükümete ve Türkiye Büyük Millet Meclisi’ne gönderildi. Ayrıca kongrede alınan kararlar hükümet programında ve Cumhuriyet Halk Partisi programında da yer aldı ve uygulamaya konuldu. Genç cumhuriyetin yönetici kadrosu, özel sektörün ekonomik hayattaki eksikliğinden dolayı temel yatırım sayılabilecek alanları da kendi eliyle gerçekleştirmeye çalıştı. Bunda sermaye yokluğu, teknolojik yetersizlik ve müteşebbis düşüncenin henüz yeterince yerleşememiş olması da etkili oldu. Türkiye Cumhuriyeti Devleti, 1929 Dünya Ekonomik Krizi sonrası daha mutedil bir devletçiliğe yöneldi ancak bu da ekonomik kalkınmayı gerçekleştirmede yeterli olamadı. 1939-1945 yılları arasında yaşanan II. Dünya Savaşı ve sonrasında da Türkiye’nin ekonomik durumunun kötü olmasından dolayı İstanbul Tüccar Derneği yönetim Kurulu 29 Haziran 1948’de yaptığı toplantıda, ülkenin içinde bulunduğu ekonomik meseleleri incelemek ve çözüm önerilerinde bulunmak amacıyla İstanbul’da bir ticaret ve iktisat kongresi toplamaya karar verdi. Hazırlıklar tamamlandıktan sonra kongre, 22 Kasım’da açıldı. Kongreyi basın da yakından takip etti ve değerlendirmelerde bulundu. Kongreye daha önce kendileriyle görüşmeler yapılmış olmasına rağmen CHP iktidarı sıcak bakmadı ve katılmadı. Buna rağmen çok sayıda meslek kuruluşu, aydın ve sivillerin katıldığı kongrede, dış ticaret, vergi reformu, devletçilik gibi konularla ilgili komisyonlar oluşturularak altı gün çalışıldı. Ekonomide uygulanan devletçiliğin yanında serbest rekabete de fırsat tanınmasını ve bu konuda hükümetin istikrarlı ve güven verici bir konumda olması değerlendirilmesi yapıldı.
