Abstract:
The Industrial Internet of Things (IIoT) determines the transformation of centralized systems into decentralized, more flexible, and efficient ones. Cloud technologies allow much more optimal use of IIoT resources. In the paper, the main features of the Industrial Internet of Things systems were investigated and the problems of smart manufacturing were analyzed. The necessity of using distributed architecture and cloud resources for flexible industrial systems organization was determined. In addition, the advantages of distributed computing for big data processing were established. The preference for relational databases over non-relational ones for data processing and the reliability of user requests service were defined. As well, the peculiarity of the relational database's operation was considered. For improving computational efficiency the use of a distributed database architecture was investigated. The benefits of involving cloud and distributed technologies in IIoT systems were determined. In this way, the possibility of choosing the most optimal parameters depending on the requirements for the industrial system productivity was defined. The opportunities for improving the quality of services in the Industrial Internet of Things by choosing the optimally distributed database architecture were determined.

Аннотация: в содержании статьи анализируется вопрос о современном пра-вовом регулировании коллегиальности производства предварительного следствия.Автором приводятся различные доктринальные подходы к пониманию группового,коллективного процесса расследования преступлений, анализируются мнения уче-ных об эффективности и результативности указанного процесса для уголовного су-допроизводства. Вместе с тем автор рассматривает основные положительные аспек-ты группового метода расследования, выражающиеся в определенных преимуще-ствах в сравнении с процессом единоличного расследования преступлений. Крометого, рассматривается вопрос об организации следственно-оперативных группв уголовном судопроизводстве, а также о порядке создания и нормативном регули-ровании деятельности данных групп. Также в содержании статьи были рассмотреныположения об институте процессуального контроля и прокурорского надзораза деятельностью следственных (и следственно-оперативных групп) в уголовномсудопроизводстве, вследствие того, что указанные положения представляют собойотличительную особенность по контролю и надзору именно за процессом групповойдеятельности участников следственных (и следственно-оперативных групп). Abstract: the content of the article analyzes the issue of modern legal regulationof the collegial nature of the preliminary investigation. The author presents various doctri-nal approaches to understanding the group, collective process of investigating crimes, ana-lyzes the opinions of scientists on the effectiveness and efficiency of this process for criminalproceedings. At the same time, the author considers the main positive aspects of the collec-tive method of investigation, expressed in certain advantages in comparison with the pro-cess of the sole investigation of crimes. In addition, the issue of organizing investigative-operational groups in criminal proceedings, the procedure for creating and normative regu-lation of these groups is considered. Also in the content of the article, provisions were con-sidered on the institution of procedural control and prosecutorial supervision over the ac-tivities of investigative (and investigative-operational groups) in criminal proceedings, dueto the fact that these provisions are a distinctive feature of control and supervision of theprocess of group activities of participants investigative (and investigative-operationalgroups). The author, based on the study of the above positions of various authors and inves-tigative practice related to the assignment of a preliminary investigation to investigativegroups, comes to the conclusion that the investigation of crimes by investigative(or investigative-operational) groups is characterized by high efficiency and effectiveness.

Abstract:
The genre of investigative journalism is a kind of indicator that measures the state of free speech in society. Today, investigative journalism is compared with the highest professional skill. Investigation offers an author’s version of events based on search results, questions, facts. The investigator looks for a theme, collects facts to accuse, but not so much as for the accusation of a particular person, as in the hope to solve a particular social problem. However, the problem of ideological-thematic exegetics of investigating activity in the context of proximity concept is yet little studied. The article aims to investigate the ideological-thematic basis of regional journalistic investigation via a prism of the proximity concept, outlining elements, structure, and factors of efficiency of investigative texts. Contextual analysis, elements of component analysis, methods of intertextual comparison, and conceptual analysis, linguistic modeling contributed to distinguishing and systemic characterizing of the informational dossier tools. In the paper, the exegetics (hermeneutics) of investigation texts in the context of the proximity concept is presented, and the main algorithms for avoiding the inefficiency of this concept in the journalistic investigation are defined. Besides, the main thematic areas of the investigative activities of the Southern Ukraine regional media are analyzed. The findings of the research using our methods of the experimental and practical social triad by applying the themes and ideas of stirring up the journalistic investigations’ readers were used in the paper. The main principle in the activity of a journalist working on the definition of the thematic, problematic, ideological conceptualization of the region, state, and the abroad, is publicity, creating of the appropriate atmosphere, public opinion concerning certain social phenomena. The main thing to focus on is the competence in the subject matter or problem that has become the matter of interest in the investigation. The regional journalistic investigation, unlike other space-and-time research themes, is specific to increase the number of readers, build and effectively represent the modeled reality. Abstract:
The article is devoted to the forensic aspects of ensuring necessary defense through the use by law enforcement officials of physical pressure of limited influence, special means (including non-lethal action) and firearms of increased efficiency. The authors, based on the results of forensic practice, assessed the effectiveness of the actions of law enforcement officers to prevent the excess of necessary defense during covert investigative (search) activities. A systematic analysis of recent studies and publications on this issue showed that in the modern global world, the main task of forensic support for law enforcement agencies in different countries is to optimize the processes of detecting, disclosing, investigating and preventing crimes and therefore contributes to the establishment of objective truth in criminal proceedings. A sufficiently high level of criminalization of various spheres of life of modern society requires deep transformations in the system of preventive measures carried out by law enforcement agencies, government bodies and public organizations. The use of special forensic knowledge, along with other forms of preventive activity, can significantly enhance the prevention, detection, disclosure and investigation of crimes. The preventive activity of forensic experts is to study and identify the causes and conditions conducive to the commission of socially dangerous acts. It is noted that Hungarian scientists consider the issues of crime prevention and operational-search activity to be the subject of forensic science. The international experience of disclosing, investigating and preventing crimes indicates a significant number of unsuccessful investigative actions due to the incompetent use of firearms and active defense equipment. It is concluded, based on the content of the concepts of disclosure, investigation and prevention of crimes, and taking into account the historical experience of forensic research of means of necessary defense and firearms, that it is necessary to develop forensic recommendations. In order to increase the efficiency of covert investigative (search) actions by law enforcement officers through the use of modern means of necessary defense and means of physical influence of limited action, as well as special types of non-lethal police weapons with improved characteristics.

Abstract:
This study has focused on two main tasks: verifying the suitability of using stochastic frontier analysis on a transforming sector, and providing empirical evidence to explain the technical efficiency structure among farms in the time period 2000–2004. Two stochastic frontier model specifications were employed, the Battese and Coelli 1992 specification with the systematically time-varying inefficiency effect, and the Battese and Coelli 1995 one stage specification explaining technical inefficiency based on farm-specific variables. Our analyses were carried out at the commodity level, wheat production, where the accessibility of a data panel allowed us to enrich the calculation of the level of technical efficiency by the analysis of productivity changes within the chosen period of time, supports this idea as well.

The article attempts to characterize one of the structural elements included in the content of the methodology of pre-trial investigation of criminal offenses — typical investigative situations formed during pre-trial pro- ceedings on medical criminal offenses. The analysis of the state of investigation of medical criminal offenses according to statistical information throughout the Republic was carried out, wishes were expressed for de- tailing statistical data in two positions. To improve the efficiency of the investigation and inquiry units during pre-trial proceedings on medical criminal offenses, typical investigative situations arising at the beginning of a pre-trial investigation for this group of criminal offenses are proposed. Each typical investigative situation is described with its characteristic features, favorable and unfavorable sides are indicated. The available ca- pabilities of modern criminology make it possible to develop the professionalism of investigative units and bodies of inquiry in the fight against crime during the pre-trial investigation of criminal cases, which must be implemented through the prevailing typical investigative situations, including an approximate algorithm for pre-trial investigation of medical criminal offenses.

The article is devoted to the study of theoretical and practical problems related to the formation and functioning of the jury in Ukraine. The work analyzes the legislation of Ukraine, the scientific positions of domestic and foreign scientists-proceduralists on the formation and functioning of the jury. The essence, the order of formation, the peculiarities of the functioning of the jury trial, the elements of the jury's protection during his activities related to the administration of justice are clarified. It is determined that the practice of jurors, there are difficulties in understanding the jury as a source of evidence protocols of covert investigative (search) actions and materials of operational and investigative measures, due to the specifics of these materials. It is therefore important to explain to the jury the purpose for which, for example, the personal data of persons who participated in covert investigative (search) actions were changed in the protocols in order to remove any doubts about the authenticity of these documents. The prosecutor must explain to the jury the general conditions for conducting covert investigative (search) actions. Difficulties also arise during the examination of testimony given during the pre-trial investigation to the investigating judge, as jurors usually do not directly accept the testimony of such persons. and law. Such a model fully fits into the European continental model of criminal procedure and in modern conditions, taking into account reasonable proposals to improve the trial of juries, will ensure the proper participation of people in criminal proceedings.A number of proposals and recommendations have been developed to improve the legal regulation of the formation and activities of the jury in Ukraine.

The article gives a brief description of the main provisions of the new economic policy of the Soviet state, which had a significant impact on the criminalization of economic relations taking shape in the Soviet state of the period under review. The increase in the number of economic and official crimes, as well as the low efficiency of the investigation of crimes, put before law enforcement agencies a serious task to improve investigative activities. Based on the study of the unique works (1926, 1928 and 1931) of the forensic scientist V. I. Gromov, the conclusions are drawn and the most significant recommendations are given, which have not only historical value, but practical value for improving the practice of investigating economic crimes at the present stage.

The market efficiency hypothesis has become an important concept for all investors looking to own internationally diversified portfolios, which coincides with an increase in investment flows between all countries, both developed and undeveloped. This study was aimed at investigating the efficiency of a group of Arab stock markets located in the Middle East and North Africa (MENA) region according to the Random Walk Hypotheses (RWH) at weak form. The study covered the markets of Jordan, Egypt, Saudi Arabia, UAE, Bahrain, and Oman.The empirical results of all tests used in this study rejected the RWH at a weak form for all markets through all tests applied – Unit root test, Variance Ratio Test, and Run Test. The result of this study contradicts the results of many studies conducted on developed and emerging markets. This can be a good indication of the ineffectiveness of the reforms that have been adopted by responsible bodies on these markets.Based on this result, all efforts made to expand and deepen these markets should be intensified by improving liquidity, transparency, enhancing investment culture in these countries; supporting legislative and regulatory reforms to attract investment, and developing the financial sector in these markets as a whole. The subject of the study is to provide a detailed description of the sources of formation of certain forensic methods of investigating criminal offenses. The purpose of the article is to clarify the concept, content, meaning and system of such sources. The main thesis of the scientific work is the assumption that the studied sources are objects, phenomena, processes that contain certain data, information, factual materials for the formation of certain forensic methods of investigating criminal offenses. In order to verify it, the analysis and generalization of the scientists’ views on this issue, considered the general theoretical foundations of forensic methodology, and more. The study is aimed at creating the preconditions for improving existing and developing new forensic recommendations. As a result, new scientifically substantiated results were obtained, which help to improve the provision of the investigative bodies, the prosecutor's office and the court with modern methodological recommendations aimed at improving the efficiency and completeness of the investigation and trial of criminal offenses. The study clarifies the content of the concept of the source of certain methods of criminal offenses investigation (objects (phenomena, processes, etc.), which are the primary carriers of information for the formation of appropriate methods), their significance is determined (creation of scientifically substantiated information basis for formation of effective methods of investigation of criminal offenses) and their system is considered (theoretical, empirical, normative, analytical-informational and reference sources). It is proved that these sources form the information basis for the formation of certain methods of investigating criminal offenses. It is concluded that a systematic approach to the formation and scientifically sound analysis and generalization of the content of the system of these sources is a condition for the development of effective modern methods of investigating criminal offenses.

Abstract:
The article states that illegal banking activity, committed by means of criminal cashing out of funds, is only a link in the chain of a number of highly organized tax crimes, fraud (criminal VAT refunds, etc.), laundering of “dirty” money, corruption criminal attacks and a number of others. Their identification and investigation is most effective in typical investigative situations that develop in the process of proactive monitoring of Internet resources by operational officers and investigators. The article reveals 5 typical investigative situations of this kind and a number of identification algorithms, and hence the subsequent exposure of the perpetrators of illegal cashing. For example, in an investigative situation, when the subscriber number of the perpetrator of the criminal cashing out of funds was obtained during the monitoring of an Internet resource, the algorithm of the work of an operative officer should include an initiative search for personal data in instant messengers, the use of photo identification applications on the Internet, establishing an account in social networks and etc. The possibilities of specialized software systems that allow searching and systematizing information from online sources are analyzed. It is summarized that the efficiency of detecting, disclosing and investigating the analyzed crimes is inextricably linked with the proactive use of modern information technologies by investigators and operatives.

The Armed Forces Medical Examiner System (AFMES) conducts forensic pathology investigations in accordance with Title 10 U.S. Code 1471. Since 2004, the AFMES has incorporated advanced radiologic imaging, such as computed tomography, into its protocol. This incorporation has led to increased fidelity in depicting injuries, efficient localization of foreign bodies, and the ability to accurately document medical therapy – all of which enhance the forensic pathology investigation. As with most jurisdictions, information contained in the forensic pathology investigation is disseminated to family members and criminal investigating authorities. In addition, AFMES also disseminates information regarding the location of resuscitative devices to casualty care providers and trainers, collaborates with trauma physicians and medical providers in regards to evaluating injuries and treatment for the assessment of potential improvements in medical care and survivability, and provides information and subject matter expertise to investigative boards and other organizations that reconstruct fatal events. The overarching goal of these additional collaborations is to enhance the understanding of the nature of traumatic injuries, improve casualty care, and ultimately decrease morbidity while improving survivability.

Currently, the domestic fire investigation system is institution-led, and there are no private or academic industry investigation systems. Moreover, if a uniform institution-led fire investigation is erroneous, it is difficult to identify the actual cause of fire. Therefore, it is necessary to classify emotions and emotions, and to minimize errors, it is crucial to introduce a system where people, government, industry, and academia can jointly identify and investigate fires. Abstract:
Like any other business, commercial banks are greatly affected by the micro and macro-environment that operate in, no matter how large they are. Capital adequacy ratio, credit risk, money supply, inflation, the exchange rate, and the national gross domestic product have been noted to be the key determinants of bank operational efficiency. This research study looked at the operational efficiency of four large South African banks, namely, Standard Bank, Absa, Nedbank, and First National Bank. A quantitative, descriptive, correlation design was employed, and the System-Generalized Method of Moments (SYS-GMM) techniques were used and revealed that operational efficiency was positively correlated with capital adequacy ratio, credit risk, inflation, and exchange rate, and negatively correlated with profitability, money supply and GDP. SYS-GMM estimates show that capital adequacy ratio, credit risk, inflation and exchange rate positively influenced operational efficiency, while profitability, money supply (M3) and GDP had a negative influence. Thus, it is concluded that bank management should decrease administrative costs, evaluate customers’ creditworthiness before issuing loans, raise bank size as operational conditions require, boost intermediation, and anticipate inflation to operate more efficiently.

Purpose The purpose of this paper is to examine the firm efficiency or technical efficiency (TE), pure technical efficiency (PTE) and scale efficiency (SE) in the selected developed and developing Asia-Pacific countries. Design/methodology/approach The sample consists of a sum of 700 firms in selected developed and developing Asia-Pacific countries over the period from 2009 to 2015. The non-parametric data envelopment analysis under the production approach is used to investigate firm efficiency. Findings On average, this paper discovers that the firms in selected Asia-Pacific countries are moderately efficient. Scale inefficiency (SIE) is found to be the dominant source of firms’ technical inefficiency. The analysis of return to scale shows that the large firms tend to operate at decreasing return to scale level, while the small firms tend to operate at increasing return to scale level. Practical implications The findings from this paper provide significant insights to the policy makers and firm managers in promoting the efficient firms of Asia-Pacific countries. Originality/value The present paper conducts a critical analysis on return to scale in the firms sector of Asia-Pacific context, which is ignored by the past studies on firm efficiency since the analysis of return to scale is mostly emphasized on banking sector. The precise nature of SIE is important for a firm to be efficient in achieving the firm’s primary goals of profit maximization and sustaining market competitiveness.

The problem questions of criminalistic interrelations of the crime method in sphere of economic activities with other elements of criminalistic characteristic (a subject of a criminal infringement, personality of a criminal, typical traces) are studied. Depending on circumstances, key value when investigating crimes in the sphere of economic activity may have any from the specified elements of the criminalistic characterictics. The analysis of investigative and judicial practice shows that there exist correlation dependences between such structural elements of a criminalistic characteristic of crimes in the sphere of economic activity as their method, typical traces and criminal personalities because the type and the method of a crime are in a close relation with the criminal personality. But as this research and investigative practice proves, for this type of crimes the method occupies a special, leading position. It’s a system-forming element of a criminalistic characteristic which is related with the other dependences of high degree ofprobability. It’s explained by that a method is most informative, and in it (by means of it) all components of process of preparation, fulfillment and crime concealment in the sphere of economic activity are fully displayed. The crimes methods study is a source for the newest recommendations on struggle against crime. The data about this criminalistic category is used for working out tactical means and methodical recommendations about disclosure, investigation and the prevention of crimes in the sphere of economic activity and also for the organization and planning of investigation. In particular, the information about the methods of crimes is used for providing comprehensiveness, all-roundness and efficiency of investigation; for search of the persons who have committed a crime, and also for the prevention from their committing by already known methods or by such that could appear.

Purpose The purpose of this paper is to examine the efficiency of the banking sector in Qatar. The paper utilizes 15 banks comprising Islamic, conventional and foreign banks for the duration of 2007 to 2011. Design/methodology/approach Data envelopment analysis (DEA) technique is applied to compute technical efficiency, pure technical efficiency and scale efficiency. Also, Malmquist productivity index (MPI) is used to identify the sources of productive efficiencies of the banks. Findings The results suggest that Qatari banks are operating below optimum performance and thus there is still room for improvement. While conventional banks are the most efficient in Qatar in terms of technical and pure technical efficiencies, Islamic banks are most efficient in terms of scale efficiency. Besides, pure technical inefficiency dominated scale inefficiency in the Qatari banking sector. Moreover, as compared to the Islamic banks, conventional and foreign banks recorded a reduction in average technical efficiency during the duration of the 2008/2009 global financial crisis. In terms of productivity progress, all the Qatari banks were experiencing a decline in productivity mainly attributed to less technological innovation in the banking sector of Qatar. Research limitations/implications Most of the banks in Qatar do not have published data before 2007 and after 2011. Practical implications There is less technological innovation in the banking sector of Qatar. Hence, bank managers in Qatar should focus on educating customers about modern banking technologies and other innovative banking services in Qatar. Originality/value This study is a pioneering effort in the application of DEA and MPI to study about the banking sector in Qatar.

Shortage of green skills has become a major constraint to energy efficient building programs and policies of Malaysia and many Asian countries. Yet, studies aimed at green skills are rare. Relying on an online survey of 99 professionals accredited by the Malaysian Green Building Index (GBI) this study seeks to: [1] identify the necessary green skills required for design and delivery of energy efficient building; and [2] identify and capture areas of skill gaps based on available and future green skills needs. Our preliminary result reveals that generally, available energy efficient green skills in Malaysia are below average. The highest skill gaps were found to be in the areas of energy efficiency maintenance for HVAC system, competence in use of diagnostic tools to measure building energy efficiency, carbon storage and capture in buildings and competency of architects/ builders in passive designs and installation.

This study examines the adaptive behavior of South African Rand (ZAR) exchange rate against its major trading partners, the US Dollar (USD) and the Chinese Yuan (CNY) over the period 1999-2020. The study uses a rolling parametric linear variance ratio (VR) test, nonparametric linear runs test, and non-linear Brock, Dechert and Scheinkman (BDS) test to determine time-varying predictability and regression analyses to assess the effect of market conditions. The results show that the foreign exchange market was found to be inefficient based on the VR tests, but efficient with very few windows of inefficiency based on the runs test and BDS test. In addition, apart from the GDP, none of the market conditions studied is associated with non-parametric linear and nonlinear predictabilities. The study draws two main conclusions. Firstly, the South African foreign exchange market is adaptively efficient. Secondly, foreign exchange market efficiency is primarily driven by the level of economic growth. Practically, it will be difficult for investors to exploit the few windows of predictability in the South African foreign exchange market by focusing mainly on the market conditions studied.

The latter concept has received much of the attention of researchers, though it lacks section of the system of investigation actions that is included only in the most recent monographs and textbooks, this once again proves its relevance as a subject for further research. The author substantiates the close relationship of digital forensic logistics with the process of organizing criminal investigations, building forensic versions, planning investigative actions and operational search activities. The author presents several areas of forensic logistics: logistics of evidence in criminal cases; logistics of the overall organization of the investigation of crimes; logistics of planning (selection of means and methods of investigation); logistics of putting forward versions; logistics of decisions made in criminal cases. The article makes a logical conclusion that the entire process of criminal investigation is carried out using a single digital logistics platform that includes algorithmization of actions and decisions in a criminal case. The author has established that the digital platform is based on various information flows, which are: digital forensic records; digital traces; electronic requests and instructions; digital video library, audio recording and photography; electronic assistant to the investigator; digital expertise; electronic forensic recommendations for the investigation of criminal cases. In conclusion, it is concluded that it is necessary to use digital logistics in criminal proceedings and criminalistics to improve the efficiency of investigative bodies in the investigation of criminal crimes.

The object of the study is the mechanism of interaction between the investigative units of the internal affairs bodies and the investigation units of the Ministry of Emergency Situations of Russia at the initial stage of conducting a procedural check on the fact of a fire, identifying shortcomings in the organization of this interaction and finding ways to solve the identified problems. Crimes related to fires are under the jurisdiction of both the investigative units of the internal affairs bodies and the bodies of inquiry of the Ministry of Emergency Situations of Russia. However, in the vast majority of cases, when a fire is reported, it is not known whether a criminal act has taken place, and, if so, what is its qualification, based on which the body authorized to carry out a preliminary investigation. In practice, this leads to excessive bureaucratization of the process of procedural verification, unjustified repeated transfers of verification material from body to body, inconsistency of the initial verification measures and partial duplication of the work carried out. The scientific novelty of the study lies in the fact that the attention of the authors is not focused on the issues of the methodology of fire investigation, but on the organizational aspects of this process that affect the efficiency of solving crimes of this category and preventing the occurrence of such a problem as the loss of criminally significant information, the result of which is extremely low efficiency of the process of disclosure and investigation of crimes with increased labor costs. Based on the results of the work carried out, significant problematic issues related to the conduct of initial investigative actions on the fact of a fire have been identified, and solutions have been proposed to improve the effectiveness of solving crimes related to fires

Energy efficiency in ships is a practice that purposes to reduce CO2 gas emissions and reduce worldwide environmental pollution by using less fossil oils, less greenhouse gas releases. This practice requires technical measures to be taken on new ships and new systems (machines, propellers, etc.) in order to make new ships more energy efficient. In this study, one of the newly built passenger ship that used in transportation in the Istanbul Strait was analyzed in terms of energy efficiency performance, the energy efficiency design index (EEDI) was calculated and the applicable measures to reduce CO2 exhaust gas emissions were presented. In the calculations, it was investigated whether the ship meets the energy efficiency criteria as planned. As a result of the analysis, it was seen that the ship is an energy efficient ship and complies with IMO standards. Measures were specified to increase the ship’s energy efficiency.

Moreover, the indirect effect of CG on investment efficiency through AQ as a mediator variable. This paper focuses on non-financial listed firms in the Egyptian Stock Exchange (EGX), especially firms recorded in EGX 100 for four years’ period (2013–2018), for 103 firms and 412 completed observations. The researcher uses Structural Equation Modeling (SEM) through SmartPLS software. The paper shows evidence that management that has good CG mechanisms obtains a suitable atmosphere to prepare transparent financial statements, which helps enhance the auditor’s role and improve AQ. Improving AQ lowering IA, which increases the trust of investors in management decisions, this leads to reduce pressure on management and improve efficiency of investment decisions. Having good CG mechanisms provides management with a good atmosphere to make right investment decisions, and having good CG mechanisms increases AQ, which helps management to have a good environment to make investment decisions with higher efficiency, or in other words, there is a significant and positive effect of integration between CG and AQ on investment efficiency.

The paper examines the theoretical and practical foundations of the initiation of criminal cases for crimes in the field of computer information. The stage of pre-investigation verification of a crime report is quite difficult due to the need to identify and consolidate the trace picture, requires the involvement of special knowledge in the field of information technology, the performance of certain actions, including of a technical nature, etc. Based on the analysis of domestic and foreign sources carried out by the authors, generalization of forensic practice and procedural regulation, an algorithm has been developed for conducting a pre-investigation check of reports of a crime of this type. Particular attention is given to tactical recommendations for interviewing a victim, namely an individual and a legal entity. Other verification and investigative actions are presented, depending on typical versions and situations. The operational search measures used to establish the fact of a crime are considered separately. At the same time, the generalization of the forensic practice of investigating crimes in the field of computer information and the questioning of representatives of law enforcement agencies made it possible to identify certain problematic points related to the pre-investigation verification of reports on these crimes, including the procedure for the treatment of victims with reports of incidents, with information from open sources of cyberspace within the framework of operational-search activities, etc. Based on the results of the research conducted by the authors, effective foreign practices are proposed, the transfer of which to domestic soil will help reduce the latency of these crimes, increase the efficiency of investigation and disclosure of this category of criminal cases.

The article deals with study of some aspects of the investigative experiment. The preparatory stage of the investigative experiment during the investigation of criminal offenses is considered, and proposals for the application of its most appropriate measures are formulated. The author emphasizes that the conduct of investigative (search) actions during the investigation of criminal offenses is always aimed at collecting or verifying evidence. Depending on the stage of the investigation, different sets of procedural actions are possible. But in most cases, at the next stage of the criminal proceedings, investigative experiments are conducted to verify the existing evidence and versions. At the same time, it is necessary to understand that the effective conduct of this procedural action largely depends on the organizational and preparatory measures. After all, careful preparation for the investigative experiment provides the greatest efficiency and effectiveness of its conduct. It is noted that for the effective conduct of the investigative experiment it is necessary to comply with the following conditions: the obtained testimony requires verification or clarification; it is impossible to do it with the help of other investigative actions; the person agrees to take part in the inspection; this person has memorized the situation and will be able to identify and show the place he / she reported in his / her testimony; the situation on the spot has not changed, which prevents the interrogated from recognizing it. The most appropriate measures to be taken at the preparatory stage of the investigative experiment are identified: the study of materials of criminal proceedings; formulation of the purpose of the investigative experiment and the circumstances to be established; repeated or additional interrogation of the person whose testimony will be verified; determining the place and time of the investigative experiment; determining the range of persons involved in the investigative (search) action; preparation of aids (mannequins, stencils, models of objects), vehicles, etc.; preparation of technical means of fixation; ensuring the safety of participants during the investigative experiment; drawing up a plan of investigative (search) action; preliminary inspection of the territory (premises) where it is supposed to carry out this investigative (search) action.

An experimental investigation was conducted to study the effect of some geometric parameters on the efficiency of the cross-flow turbine. Turbine models were constructed with three different numbers of blades, three different angles of water entry to the runner, and three different inner-to-outer diameter ratios. Nozzles were also constructed for the experiments to match the three different angles of water entry to the runner. A total of 27 runners were tested with the three nozzles. The results of the experiments clearly indicated that efficiency increased with increase in the number of blades. Moreover, it was determined that an increase in the angle of attack beyond 24 deg does not improve the maximum turbine efficiency. In addition, as a result of these experiments, it was determined that for a 24 deg angle of attack 0.68 was the most efficient inner-to-outer diameter ratio, whereas for higher angles of attack the maximum efficiency decreases with an increase in the diameter ratio from 0.60 to 0.75.

We report that satellite sensors, maximizing ecosystem service values and minimizing ecological restoration cost improve ecological restoration efficiency. In particular, multi-objective linear programming (MOLIP), an optimal programming, improves ecological restoration efficiency by more than 250% in the return on investment of ecological restoration, using TM satellite as area sensors. MOLIP also enables efficient introduction of ecological restoration management without introduction of planning experts and ground investigation.

The article analyzes the features of the criminal procedural activities of the institutions of the Federal Penal Service of Russia during the preliminary investigation. Based on the results of the analysis, it is concluded that the latter is truncated and consists of two components: the initiation of a criminal case for the production of urgent investigative actions and the execution of orders to carry out certain investigative actions. The specificity of the criminal procedural activity of this subject of the prosecution determines the peculiarities of the prosecutor’s supervision over the legality of its implementation. The current legislation actually excluded the prosecutor from the mechanism for initiating a criminal case and conducting urgent investigative actions, which reduces the effectiveness of prosecutorial supervision in this area and reduces the level of legality. Also, there is no effective mechanism for prosecutorial supervision over the legality of the execution of orders by officials of institutions of the Federal Penal Service of Russia to conduct certain investigative actions. By analyzing the provisions of the legislation, it is concluded that there are shortcomings in the legal regulation of the procedure for exercising prosecutorial supervision over the legality of the criminal procedural activities of the institutions of the Federal Penal Service of Russia during the preliminary investigation at the level of both criminal procedure law and departmental regulation. In order to eliminate the noted shortcomings, appropriate amendments to the legislation are proposed.

Dental Bulk-Fill Composites (BFCs) and Bulk-Fill Flowables (BFFs) were introduced in the market to facilitate efficient bulk filling of cavities up to 5 mm. The aim of this study was to synthesize the literature investigating their polymerization efficiency. A comprehensive search of PubMed and the Cochrane Library from 2010 to January 2019 was performed using the medical subject headings. Screening of the titles, abstracts and full text was performed. Data extraction for relevant information was done on the included studies. Clinically relevant parameters were selected to present the study estimates (meta-analysis) using a random effects model for polymerization efficiency (Degree of Conversion (DC) and Depth of Cure (DoC)). Twenty one studies fulfilled the inclusion criteria and were included in the analysis reporting seven BFCs and nine BFFs. Ten materials reported acceptable DC values of above 55% and ten materials reported adequate DoC values. Most of the stated materials reported adequate DC and DoC values in at least one investigation with BFFs showing higher and more acceptable values compared to packable BFCs. It is suggested that future studies be carried out using a standard methodology following the ISO 4049 standard and manufacturer’s instructions to compare results.

In the process of studying the problem under consideration, the following general and particular methods of scientific cognition of real and objective reality were used: dialectical, logical-legal, statistical, system analysis and specific socio-professional research methods. The authors analyzed, summarized and synthesized the problems in preparing and conducting inspection of the incident site in cases of crimes committed using computer technologies. Characteristic features, main directions and possibilities to identify traces during the inspection, and, accordingly, the purpose based on the inspection results and other investigative actions, certain recommended types of court expertise were examined. Study of possibilities to use record keeping arrays of the criminalistic registration system of the Ministry of Internal Affairs of Russia in the course of work with traces and objects obtained was carried out. The authors studied the problems of organization and tactics in conducting investigatory inspection, appointment of court expertise, using the records of the criminalistic registration system of the Ministry of Internal Affairs of Russia in the course of investigating crimes in the computer information area; ways were suggested to improve preparation and conduct these actions indicating the elements that increase efficiency of this investigation algorithm in the considered category of crimes.

In this meta-study, the major forms of thorium based nuclear reactors were compared using thermodynamic parameters to find which reactor type holds the highest thermodynamic efficiency and hence, determine which reactor would be most beneficial to research further and implement for energy production. Our study found that molten salt reactors had the best thermodynamic efficiency and also runs at one atmospheric pressure, making it safer than conventional water reactors. The findings in this study show molten salt reactors would be the most efficient reactor to replace standard water reactors, which dominate the market in use of nuclear energy production. This study found a strong link between the thermal efficiency of the plant and the pressure and temperature at which it runs. Reactor core volumes also appeared to have a small effect on the efficiencies. Power flux density was calculated for each style of reactor and compared to other parameters but no distinct relationship was found between them.

AbstractAs concern for the environment increases, so does the desire to reduce emissions and improve fuel efficiency. One avenue being investigated in the aerospace industry is the reduction in losses in a gas turbine engine through endwall contouring, which has shown some promise in improving efficiency. The current investigation was aimed at investigating the unsteady effects downstream of a rotor with a non-axisymmetric endwall contour originally designed for a cascade.Previous investigations (numerical and experimental) have shown that the endwall contour improved the turbine efficiency by reducing the cross passage secondary flows. The contour however had a detrimental effect on the tip flow. The current investigation found that there were negligible unsteady differences between the annular and contoured rotor, with the average comparing well to the steady state results. It was also found that the effects at the tip were due to the experimental blades untwisting during operation.

The modern theory of catastrophes contributes to the understanding of dynamic situations that govern the evolutionary development of natural phenomena, society, and man, as well as the prediction of the instability of various dynamic systems that can have catastrophic consequences. The results of the development of this theory are widely used in various fields of knowledge: in physics, biology, economics, medicine, psychology, linguistics, ecology and other sciences. The paper attempts to use the theory of catastrophes in forensic science, in particular, in the investigation of criminally relevant incidents of a man-made nature related to professional activities, which are inherently a destructive product of the functioning of various dynamic systems. First, the theoretical aspects of the theory of catastrophes are briefly outlined, the main concepts and their classifications are considered (catastrophe, man-made disaster, man-made emergency, emergencies, man-made sources of increased danger, etc.), which are important for developing a methodology for investigating man-made crimes related to professional activities. In order to improve the efficiency of the investigator’s recognition activity in establishing the cause of the crime under investigation (man-made disaster), the author proposes to use schemes (probabilistic models) obtained using the techniques for constructing the so-called fault and event trees, addressed primarily to specialists associated with the operation of technical systems and supervision behind them. According to the author, this will contribute to the effectiveness of putting forward investigative leads in a criminal case and their verification.

It is noted that the search is the investigative (search) action that is carried out in almost every criminal proceeding during the investigation of illegal extraction of precious stones of organogenic formation. At the same time, the procedure is multifaceted, which is due to the need not only to achieve the task of justice but also not to restrict the rights and freedoms of citizens. It is noted that in preparation for this investigative (search) action it is mandatory to obtain information: about the persons who will be searched; about the objects you need to find; about the place where the search will be conducted.The efficiency of the organization of the tactical operation “Group Search” is argued. It is noted that if there are several places of search, it is necessary to conduct a tactical operation “Allowing a search with a negative result”.However, if the wanted persons are to be detained, a tactical operation “Search – Detention” is being carried out. The author gives the list of objects that are the object of the search and the criteria for their delimitation in the investigation of illegal extraction of precious stones of organogenic formation. Attention is paid to the tactical and organizational principles of this investigative (search) action. Several problems during searches in criminal proceedings of this category are analyzed and ways to eliminate them are suggested. Recommendations for quality evidence collection are provided. The author pays special attention to the fact that the success of the search and, ultimately, all effective and impartial pretrial investigation depends on the qualification of the investigator, timeliness of the search, use of tactics, performance of tasks.

This article is devoted to optimization issues of investigative (detective) activity by introducing innovative approaches in solving issues of criminal proceedings and introducing their provisions and recommendations into law enforcement practice. The most important innovative development directions of criminalistics at the present stage directed on optimization of investigative (detective) activity in the conditions of crime transformation, information and epidemiological threats to a society are defined and considered. It is substantiated that issue of optimization of investigative (detective) activities is closely related to the use of innovative approaches, it contributes to investigation effectiveness and is one of the conditions for effectiveness of criminal proceedings and judiciary in general. It is noted that without taking into account innovative technologies and means of solving organizational, legal, scientific and technical issues, actual development and implementation of forensic methods, tools and recommendations to ensure activities of law enforcement agencies will not meet requirements of efficiency and optimality. It is noted that in modern realities one of the most promising areas in the fight against crime is the development, implementation and application of forensic innovations in law enforcement in order to increase its efficiency, effectiveness and optimization. Therefore, creation and introduction of innovative forensic products, their active practical use, currently is considered a priority of criminalistics at the present stage and the urgent need for law enforcement practice. It is substantiated that current trends and prospects for development of criminalistics now significantly affect optimization of pre-trial investigation and trial and require expansion of its boundaries and research boundaries, require innovative approaches to solving this issue that necessitate further development of its theoretical and methodological bases and intensification of the practical orientation of research optimization and increase of efficiency activity subjects of criminal proceedings. Three directions of development detection and introduction of forensic innovations are singled out and considered: technical-forensic, tactical-forensic and the direction of providing forensic methods of investigation of separate types of criminal offenses. The main tasks of issues under research and prospects of introduction of its provisions in law enforcement practice are defined, perspective directions of their researches are outlined. Theoretical and methodological principles of development and formation of the concept of innovative principles of forensic support for optimization of investigative (detective) activities in current realities arestudied. New scientific approaches to the solution of researched debatable issues are substantiated and perspective directions of researches on specified issues are defined.
