Abstract:
The paper presents the theoretical substantiation of interactive approach as one of the leading in the technology of developmental education while preparing the informatics lessons. There were considered psychological and pedagogical aspects in formation of creative, informative competent person. Effective ways and methods of formation of information-communication environment through the use of interactive technologies and multimedia training are determined, as well as developed types of interactive lessons and exercises in the program SMART Notebook, aimed at creating interest and increasing cognitive activity of students to the subject. Esso si pone l'obiettivo di cogliere la qualità e la complessità dei percorsi di cura dei pazienti psichiatrici tenendo conto dell'articolazione delle strutture psichiatriche della Regione del Progetto obiettivo Tutela della Salute Mentale 1994-1996 e degli Indicatori di efficienza e qualita del SSN. richiesti dal Ministero della Sanità. Metodo — Formazione di un gruppo di lavoro su iniziativa della Regione, per la costruzione degli indicatori con definizione del significato, della formula, della soglia di attenzione, della finalita, del livello di utilizzazione, della fonte dei dati e della frequenza di rilevazione congruente con i sistemi informativi regionali.Risultati — Vengono presentati 105 indicatori suddivisi in base alia struttura psichiatrica a cui fanno riferimento (centri di salute mentale, reparti per acuti, strutture semiresidenziali, strutture residenziali, strutture ex-manicomiali, dipartimento di salute mentale) ed in base al codice in tre elenchi: 1) d'informazione generale (30), comprendente i 12 indicatori richiesti dal Ministero della Sanità; 2) di approfondimento; 3) di esito. Conclusioni — Il sistema di indicatori, pur nato per un uso locale, si fonda su obiettivi definiti dal Progetto Obiettivo ministeriale, per cui può rivestire un interesse anche per altre realtà regionali italiane. La costruzione modulare permette un'applicazione flessibile e un adattamento a sistemi informativi meno complessi. Una parte del sistema è stata inserita dal 1997 nel flusso informativo di routine tra le ASL e la Regione Emilia Romagna.

ABSTRAK Universitas Pamulang merupakan salah satu kampus swasta yang telah melaksanakan sistem pembelajaran secara online. Pada sistem pembelajaran online ini atau yang disebut dengan e-learning, terdapat banyak aktivitas antara dosen dan mahasiswa di antaranya diskusi online dan sharing data. Kegiatan e-learning ini tidak terbatas oleh tempat dan waktu. Namun, pada kenyataannya terdapat beberapa mahasiswa yang tidak melakukan e-learning. Tujuan penelitian ini yaitu melakukan evaluasi usability untuk meningkatkan kepuasan user dalam menggunakan e-learning. Metode penelitian ini yaitu studi pustaka, studi lapangan dan kuesioner SUMI (Software Usability Measurement Inventory). Kuesioner dilakukan terhadap 20 responden, diantanya 10 mahasiswa dan 10 dosen teknik informatika. Kuesioner dilakukan dengan 3 kategori yaitu efektivitas, efisiensi dan kepuasan dengan masing-masing 10 soal sehingga terdapat 60 pertanyaan dan 3 linker yaitu 4 jika setuju semua, 2 jika tidak tahu dan 0 tidak setuju. Hasil perhitungan kuesioner SUMI terhadap e-learning teknik informatika yaitu 92.5; 87.5; 75; 90; 90; 75. Hasil evaluasi usability berada di atas rata-rata artinya usability pada sistem E-learning teknik informatika UNPAM sudah masuk kategori baik. ABSTRACT PamulangUniversityis one of the private campus that has implemented online learning system. In this online learning system or called e-learning, there are many activities between lecturers and students such as online discussion and data sharing. This e-learning activity is not limited by time and place. However, in reality there are some students who do not do e-learning. The purpose of this study is to evaluate usability to improve user satisfaction in using e-learning. This research method is literature study, field study and questionnaire SUMI (Software Usability Measurement Inventory). Questionnaires were conducted on 20 respondents, including 10 students and 10 lecturers of informatics engineering. Questionnaires were conducted with 3 categories of effectiveness, efficiency and satisfaction with each 10 questions so there are 60 questions and 3 linkers that is 4 if all agree, 2 if not know and 0 disagree. Results of calculation of SUMI questionnaire to e-learning informatics technique that is 92.5; 87.5; 75; 90; 90; 75. The result of usability evaluation is above average means usability on E-learning system of informatics engineering UNPAM has been categorized well.

Abstract Reinforcement learning (RL) constitutes an effective method of controlling dynamic systems without prior knowledge. One of the most important and difficult problems in RL is the improvement of data efficiency. Probabilistic inference for learning control (PILCO) is a state-of-the-art data-efficient framework that uses a Gaussian process to model dynamic systems. However, it only focuses on optimizing cumulative rewards and does not consider the accuracy of a dynamic model, which is an important factor for controller learning. To further improve the data efficiency of PILCO, we propose its active exploration version (AEPILCO) that utilizes information entropy to describe samples. In the policy evaluation stage, we incorporate an information entropy criterion into long-term sample prediction. Through the informative policy evaluation function, our algorithm obtains informative policy parameters in the policy improvement stage. Using the policy parameters in the actual execution produces an informative sample set; this is helpful in learning an accurate dynamic model. Thus, the AEPILCO algorithm improves data efficiency by learning an accurate dynamic model by actively selecting informative samples based on the information entropy criterion. We demonstrate the validity and efficiency of the proposed algorithm for several challenging controller problems involving a cart pole, a pendubot, a double pendulum, and a cart double pendulum. The AEPILCO algorithm can learn a controller using fewer trials compared to PILCO. This is verified through theoretical analysis and experimental results.

The auctioning of frequency has to comply with a multitude of requirements in order to guarantee a transparent and efficient process. The German Federal Network Agency (Bundesnetzagentur) has opted for a design that provides participants with information on the highest bid after each round for every band along with information on the bidder. We evaluate the price formation efficiency in this setup to see how fast prices become informative about the final auction value. We find that prices are partially informative right from the beginning which allows us to conclude that participants were able to learn fast from their competitors’ bidding behavior and validates the choice of the agency to implement the auction in the present format.

Bank stakeholders, such as creditors, investors, regulators, and other bank stakeholders, expect continuous performance improvement. To achieve this goal, bank managers can use information technology (IT) as a strategic resource to improve their bank’s capabilities and accordingly gain competitive advantage. In this study, the profitability and efficiency of commercial banks in Jordan are compared to investment in information technology (IT). Return on equity (ROE), return on assets (ROA), and net interest margin (NIM) are used to measure bank profitability while controlling for bank size and financial leverage. Cost efficiency is measured using the cost efficiency ratio. The study sample consists of 13 commercial banks listed on the Amman Stock Exchange between 2010 and 2021. To determine the relationship between the variables, descriptive statistics, correlation analysis, the panel least squares approach, and fixed effects multiple regression models are used. The findings show that banks, on average, spend 0.61 percent of their total assets on information technology (hardware and software). Additionally, banks that invest in IT are predicted to perform better over time, as evidenced by their increased profitability and efficiency. Small banks have more IT investment as a percentage of assets than larger banks. In comparison to highly leveraged banks, less leveraged banks typically have a greater IT investment to asset ratio (0.69%). The findings show that profitable banks (measured by ROE) invest more than 1.1% of their total assets in IT. Meanwhile, highly efficient banks also invest more in IT (0.65%) compared to less efficient banks. The analysis used to support the research methods was Enterprise Architecture (EA) and SWOT. The analysis was conducted on business process that was running at the moment. The results show that the management information system in the form of web-based applications can help the process based on activity logging assets, assets allocation, complaints, and user guide in accordance with the needs of the Direktorat Jendral SDPPI. The design of this application can also help the existing asset management process to become more efficient and effective.

ABSTRACT Prior research documents large, persistent productivity dispersion even within narrowly defined industries, suggesting the presence of frictions that impede the efficient allocation of resources. In this paper, we consider the role of information frictions. We posit that high-quality financial reporting with respect to firm productivity can mitigate information frictions and hence facilitate the efficient allocation of resources across firms. Using a large sample of firms in the manufacturing sector, we find evidence consistent with our prediction—industries with higher productivity informativeness tend to have smaller within-industry productivity dispersion. We further find that this relation is stronger in industries with greater dependence on external financing, suggesting that reporting quality affects allocation efficiency, at least in part, through the capital market channel. These findings suggest that the extent to which financial reporting is informative about productivity can affect resource allocation efficiency and hence have real effects at the macro level.

AbstractThe promotion of energy end-use efficiency is central in the European policy on climate change, security of supply and completion of the internal energy market. Accordingly, Directive 2006/32/EC aims at removing the barriers that prevent the efficient use of energy and creating a market for energy services. In this respect, it promotes energy efficiency mechanisms such as financing and informative instruments, public procurement requirements and voluntary agreements. This article argues that by creating a market for energy services, Directive 2006/32/EC adopts a free market environmentalism' approach, but fails to establish the conditions required to ensure the viability of such market. Nevertheless, the mechanisms it proposes are likely to contribute positively towards sustainable energy markets.

We discuss an idea for collecting data in a relatively efficient manner. Our point of view is Bayesian and information-theoretic: on any given trial, we want to adaptively choose the input in such a way that the mutual information between the (unknown) state of the system and the (stochastic) output is maximal, given any prior information (including data collected on any previous trials). We prove a theorem that quantifies the effectiveness of this strategy and give a few illustrative examples comparing the performance of this adaptive technique to that of the more usual nonadaptive experimental design. In particular, we calculate the asymptotic efficiency of the information-maximization strategy and demonstrate that this method is in a well-defined sense never less efficient—and is generically more efficient—than the nonadaptive strategy. For example, we are able to explicitly calculate the asymptotic relative efficiency of the staircase method widely employed in psychophysics research and to demonstrate the dependence of this efficiency on the form of the psychometric function underlying the output responses.

AbstractI develop two new types of portfolio efficiency when returns are predictable. The first type maximizes the unconditional Sharpe ratio of excess returns and differs from unconditional efficiency unless the safe asset return is constant over time. The second type maximizes conditional mean-variance preferences and differs from unconditional efficiency unless, additionally, the maximum conditional Sharpe ratio is constant. Using stock data, I quantify and test their performance differences with respect to unconditionally and fixed-weight efficient returns. I also show the relevance of the two new portfolio strategies to test conditional asset pricing models.

Összefoglaló. Bevezetés: Az I. Patológiai és Kísérleti Rákkutató Intézet – a Semmelweis Egyetemen belüli diagnosztikai szolgáltatásnyújtás mellett – kiterjedt külső partneri hálózattal (vizsgálatmegrendelővel) bír. Az Intézet a napi működése során párhuzamosan használja az egyetem központi informatikai rendszerét, valamint belső, folyamattámogató alkalmazását (workflow management). A külsős partnerek hozzáférése vizsgálatfeladásra az egyetemi központi informatikai rendszerhez nincs biztosítva. A vizsgálatok rendelése papíralapú, a minta érkeztetésekor a klinikai adatok rögzítése manuális, kifejezetten humánerőforrás-igényes. Célkitűzés: Célunk volt a patológiai minták regisztrációjának egyszerűsítése és felgyorsítása, az adminisztratív folyamatok hatékonyságának javítása. Módszer: A kitűzött célt a minőségfejlesztésből ismert Plan-Do-Check-Act (Tervezés-Cselekvés-Ellenőrzés-Beavatkozás) ciklus módszereit alkalmazva kívántuk elérni, online, a mintavétel helyén elérhető, a meglévő belső folyamattámogató alkalmazáshoz kapcsolódó, szakterület-specifikus vizsgálatkérő felület kifejlesztésével. Eredmények: A vizsgálati minták regisztrációjának átlagos ideje 65%-kal csökkent az online vizsgálatkérő rendszerhez csatlakozott klinikai partnerek körében. Megbeszélés: Az elmúlt években tapasztalható volt, hogy kisebb, nem hatékonyan működtethető patológiai osztályok megszűntek, részben vagy egészben beolvadtak nagyobb diagnosztikai egységekbe. A humánerőforrás-problémák (elöregedő szakma a patológia) a fenti folyamatot minden bizonnyal tovább erősítik. Várható, hogy a nagyobb patológiai osztályokon a következő években a mintaszám tovább növekszik, a vizsgálatkérések egyre nagyobb hányada érkezik majd intézményen kívülről. Következtetés: A patológiai informatika fejlesztésekor figyelembe kell venni, hogy szükséges már a mintavétel helyén biztosítani az informatikai támogatást a minta nyomon követéséhez, nem elégséges csak a laboron belüli folyamatok kiszolgálása. Introduction: The 1st Department of Pathology and Experimental Cancer Research, Semmelweis University (Budapest, Hungary) has a broad network of clinical partners, many of which are non-university hospitals. A separate hospital information system and a local laboratory workflow management system is used at the Department. University clinics use the hospital information system for electronic requesting of tests. Non-university partners have no access to the systems, requesting tests is paper-based, registration of the requests at the pathology lab is manual and laborious. Objective: Our main objective was to improve the efficiency of the sample registration step of the pathology workflow. Method: Applying the Plan-Do-Check-Act procedure, a quality improvement project has been carried out and an online, subspecialty-based requesting application tool, interfaced with the current laboratory information system, was developed. Results: The average sample registration time improved with 65% among the early user partners. Discussion: The past years have shown smaller, inefficient pathology labs decreasing in number and integrated into larger regional diagnostic centers. Both issues of efficiency and quality assurance and problems rooted in human resources are drivers of further centralisation. The numbers of test requests and samples from non in-house partners are expected to be increased in the pathology labs in the future. Conclusion: Efficient and safe sample tracking has to start at the site of sample acquisition. State of the art laboratory information systems should support this expansion of competence. Quantum key distribution (QKD) relies on quantum and classical procedures in order to achieve the growing of a secret random string ---the key--- known only to the two parties executing the protocol. Limited intrinsic efficiency of the protocol, imperfect devices and eavesdropping produce errors and information leakage from which the set of measured signals ---the raw key--- must be stripped in order to distill a final, information theoretically secure, key. The key distillation process is a classical one in which basis reconciliation, error correction and privacy amplification protocols are applied to the raw key. This cleaning process is known as information reconciliation and must be done in a fast and efficient way to avoid cramping the performance of the QKD system. Brassard and Salvail proposed a very simple and elegant protocol to reconcile keys in the secret-key agreement context, known as \textit{Cascade}, that has become the de-facto standard for all QKD practical implementations. However, it is highly interactive, requiring many communications between the legitimate parties and its efficiency is not optimal, imposing an early limit to the maximum tolerable error rate. In this paper we describe a low-density parity-check reconciliation protocol that improves significantly on these problems. The protocol exhibits better efficiency and limits the number of uses of the communications channel. It is also able to adapt to different error rates while remaining efficient, thus reaching longer distances or higher secure key rate for a given QKD system.

One primary focus in multimodal feature extraction is to find the representations of individual modalities that are maximally correlated. As a well-known measure of dependence, the Hirschfeld-Gebelein-Rényi (HGR) maximal correlation be-´ comes an appealing objective because of its operational meaning and desirable properties. However, the strict whitening constraints formalized in the HGR maximal correlation limit its application. To address this problem, this paper proposes Soft-HGR, a novel framework to extract informative features from multiple data modalities. Specifically, our framework prevents the “hard” whitening constraints, while simultaneously preserving the same feature geometry as in the HGR maximal correlation. The objective of Soft-HGR is straightforward, only involving two inner products, which guarantees the efficiency and stability in optimization. We further generalize the framework to handle more than two modalities and missing modalities. When labels are partially available, we enhance the discriminative power of the feature representations by making a semi-supervised adaptation. Empirical evaluation implies that our approach learns more informative feature mappings and is more efficient to optimize.

Fisher information is generally believed to represent a lower bound on mutual information (Brunel & Nadal, 1998 ), a result that is frequently used in the assessment of neural coding efficiency. However, we demonstrate that the relation between these two quantities is more nuanced than previously thought. For example, we find that in the small noise regime, Fisher information actually provides an upper bound on mutual information. Generally our results show that it is more appropriate to consider Fisher information as an approximation rather than a bound on mutual information. We analytically derive the correspondence between the two quantities and the conditions under which the approximation is good. Our results have implications for neural coding theories and the link between neural population coding and psychophysically measurable behavior. Specifically, they allow us to formulate the efficient coding problem of maximizing mutual information between a stimulus variable and the response of a neural population in terms of Fisher information. We derive a signature of efficient coding expressed as the correspondence between the population Fisher information and the distribution of the stimulus variable. The signature is more general than previously proposed solutions that rely on specific assumptions about the neural tuning characteristics. We demonstrate that it can explain measured tuning characteristics of cortical neural populations that do not agree with previous models of efficient coding.
