Abstract:
The article is aimed at determining external and internal factors influencing the efficiency of logistic systems. The article analyzes the current scientific approaches to determining the essence of the efficiency of logistics activities as one of the most important activities of logistic systems. The efficiency of the logistic system is influenced by many internal and external factors that have their own features for each system. The author generalizes the factors of external and internal influence on the efficiency of logistic systems, taking into account their features. On the basis of the methods existing in the economic literature for analyzing the efficiency of logistic systems, the article provides a sequence of an assessment of efficiency. A classification of internal factors of influence on the efficiency of logistic systems is proposed. Internal factors influencing the efficiency of the logistic system are grouped according to the following characteristics: managers, informational, financial, integral and functional. Identification and grouping of internal factors influencing the efficiency of logistic systems makes it possible to conduct a systematic analysis in various areas of their activities. Taking into account the integrated approach to determining the efficiency of logistic systems, a methodology for calculating their efficiency by the effectiveness of various subsystems is proposed. Determination of internal indicators of influence on the efficiency of logistic systems allows more efficient management of the logistic system, analyze all internal logistic processes and carry out systematic control over the results of logistic systems

Abstract:
The article presents the theoretical and practical basis of BSC and KPI systems integration with a view to improve the efficiency of logistic strategy implementation at construction enterprises. It has been determined that an information logistic system of a construction company should be based on the system of complex performance indexes of logistic activity and it also should have a corresponding to them logistics information system that reflects the running state of logistic strategy implementation and enables to evaluate its efficiency. The exogenous variables, affecting the indicated efficiency, have also been presented in an entry. Based on the research findings, it has been concluded that the proposed guidepost indicators provide an opportunity to insure the process of logistic activity based on modern approaches and procedures in accordance with the chosen logistics strategy of the construction company.

A ship’s combat readiness is significantly dependent on the technical worthiness of basic ship equipment and mechanisms. Technical worthiness is determined by operation rates and depends on the condition of equipment. While using military equipment, one may expect the wear and tear of systems resulting from physical ageing, operation or combat damage. The restoration of ship’s technical efficiency is completed after returning to the harbour or during operations at sea. The tasks of restoring technical efficiency are performed in harbours and in naval bases by ashore elements of the repair system. During operations at sea a crew is able, to a limited extent, to carry out basic technical maintenance. The restoration of the technical worthiness and efficiency of ship equipment depends on appropriate logistic support.

Introduction. The logistics is one of the principal conditions of upgrading the efficiency and resultfulness of the functioning of agrarian enterprises. An efficient logistic system provides for rationalization of use of the resource basis of agrarian enterprises. The arrangement of an efficient management of the logistic system of agrarian enterprises requires explanation of its structural and functional components. Methods. The following methods of research have been used in the process of investigation: synthesis and analysis, scientific generalization, abstract and logics method, and method of systematization. Results. In the article the pre-requirements of efficient strategic management of the logistic system of agrarian enterprises are defined. Theoretical approaches concerning definition of the content of the notion “logistic system” are worked out. Structural and functional components of the logistic system of agrarian enterprises are clarified, among which there is the organization and management sub-system, the sub-system of supply, storing, production, transporting, distribution and sale, the apparatus of management of non-material flows, and the instruments of interaction with counteragents. The specific characteristics of the logistic system are identified, namely: openness, multi-functioning, emergency, adaptability structural and management organization. Discussion. The received results will serve as a basis for further research of the segment of improvement of theoretical and methodological principles of raising the efficiency of strategic management of the logistic system of agrarian enterprises Keywords: logistics, logistic system, management, efficiency, agrarian enterprises.

Introduction. Modern education in the existing form is calling out for emergency reforms. Unfortunately, there’re no significant or important shifts now. The problem is that existing educational system is unable to do any significant reforms due to its discrepancy towards the modern world’s demands and level of development. The logistic management method as the instrument of resource management efficiency increasing was defined and processed by many domestic and foreign scientists. Considering the existing problems in the Ukraine’s educational system the resource management efficiency increasing and optimization of educational processes with the help of logistic methods of management are becoming vitally important and actual for the sake of the Ukraine’s educational system development. The purpose of this paper lies in the support of the logistic management method use in order to improve the resource management efficiency. Results. The education is one of the most important in terms of forming a progressive and developed society. Education management is a complex and multidimensional process which requires effective and innovative approaches in the country’s limited resources management. This topic is very actual for the modern education of Ukraine because of the existing problems which are the reasons of its non-competitiveness on the international scale. The authors of the paper considered the concepts of logistics flow, logistics center, logistics method and measures taken to improve the efficiency of resource management in education. Conclusion. The necessary method of study and resource distribution management during the study process is the logistic flow which bases on the principles and rules of the education logistics. A significant reduction of costs and optimization of the resource use can be witnessed during with this management method implementation. The logistic center as the logistic core of all material and immaterial flows will become the origin of efficient management and control systems.

Abstract The article focuses on the study and development of integrated management system for logistical processes, taking into account the specifics of the activities of agro-industrial enterprises. The targets for research conducted in the article include the enterprises of the fishery industry, which is an integral part of the agro-industrial sector. The article considers the urgency of logistics development, the main problems of logistics systems of modern enterprises, and ways of effective management of logistical processes of sectoral organizations. It is stated that quality expense management of logistical processes can be the key to improving the efficiency of logistics in general. A mechanism for managing logistic costs is proposed, which is focused on performing certain stages in the process of setting up and implementing a system for managing the expenditure side in the company’s activities. It is assumed that the use of tools for managing logistics costs can significantly increase the efficiency of agricultural enterprises in the long term.

The paper reveals the important characteristics of methodological approaches to assessing the effectiveness of logistics systems. Peculiarities of functioning of logistics systems of pharmacy networks are characterized. Based on the acquaintance with the scientific works of the founders on this issue, approaches to assessing the effectiveness of the logistics system are systematized. A system of evaluation indicators for each component of the logistics system is proposed. The logistics system of the business entity, and this fully applies to the logistics system of pharmacy networks, is not in a permanent state. Dynamic changes in the system are due to the influence of macro-environmental factors and changes in the internal nature, which pose the task of developing the system to ensure its adequacy to new conditions. It is the development of the system is the basis for improving the efficiency of its operation and the ability to achieve goals through the solution of a certain range of tasks. In such conditions, the study of the development of the logistics system of the pharmacy network deserves special attention. Existing approaches to assessing the development of the logistics system do not exclude, but complement each other, creating a methodological basis for the formation of effective management decisions on logistics management of the business entity. As a result of research of scientific works of domestic and foreign scientists on a problem of a choice and formation of indicators of an estimation of efficiency of logistic systems, we proposed a system of evaluation indicators for each component of the logistics system. In this case, in our opinion, such a system should include not only indicators that characterize the efficiency of the functional components of the logistics system of the pharmacy network (supply, production, transportation, warehousing, sales), but also indicators of efficiency subsystems, namely organizational and management, infrastructure and resource subsystems. This system approach will allow to take into account the impact of all components of the logistics system of the pharmacy network on the efficiency of its operation.

Abstract:
In accordance with the strategic course chosen by Ukraine in the Armed Forces of Ukraine, the transformation of the management system based on the principles of joint leadership of the defense forces must be completed. The main purpose of the transformation is to ensure the maximum efficiency of the use of heterogeneous forces and means of the Armed Forces of Ukraine in the interests of the tasks. One of the components of the transformation is the transition to a logistics system. The introduction of logistical approaches to the management of material resources aims to provide in the shortest possible time with minimal costs and losses of military formations (units) with material means. Therefore, the paper proposes a method for evaluating the effectiveness of logistics operations. The initial data are determined in the method at the first stage. At the second stage, the hierarchy of the logistics system with the subsystems of management bodies, warehouses with material resources, restoration of weapons and military equipment, provision of the material means, transportation, etc. is presented. However, on the example of the subsystem of material support, priority technical means have been identified that will be used to perform logistics operations using the method of analysis of hierarchies. At the third stage, applying the method of the maximum element, rationally distributed forces and means of logistics for the timely provision of military formations with material means. At the fourth stage, to avoid threats that arise on the routes of technical means, taking into account the terrain, road conditions, etc. using the method of dynamic programming determined the rational route of maneuvering technical means during the task. At the fifth stage, using the method of a progressive standard, a comparative analysis and evaluation of technical means involved in the implementation of logistics operations.

In this paper, the criterion of evaluating supplier is put forward and a method of evaluating supplier is introduced. To improve the efficiency of selecting supplier, a multi-agent system of supplier selection based on evaluating supplier is developed. Recurring to the supplier’s related data collected by data-mining agent from external web-server, the weights of criteria can be confirmed. And using the system, the supplier with better QRA can be selected based on the measuring results.

Relevance of research. Optimization of logistics solutions taking into account the competitiveness of agricultural enterprises actualizes the provision of strategic management of their development. The purpose of the study: to study the methodological approaches to the formation of effective strategies for managing the logistics activities of enterprises and to determine the relationship between the formation and evaluation of the effectiveness of the logistics development strategy as elements of competitive advantage. Methodology and scientific methods: dialectical, abstract-logical, factorial, economic-statistical, monographic methods are used. Research results: the article considers the essence of logistics management and the problems of ensuring strategic management of agricultural enterprises through the development of optimal logistics strategies. The expediency of using a logistical approach in the management of strategic development of enterprises, which allows you to clearly and quickly respond to the level of consumer demand and meet it with minimal costs and stocks. Therefore, it significantly depends on a certain set of factors. The factors on the application of which the efficiency of the implementation of the logistics management strategy depends are stated. It is proposed for agricultural enterprises to focus strategic logistics management on the strategy "Ensuring the competitive advantages of the enterprise" on the principles of the logistics strategy "Maximization of income and profits", which allows using a marketing approach to increase the competitiveness of the enterprise in the agricultural market. Strategies of logistics management as ways of systematization of logistics tasks within the limits of improvement of a logistic component of economic activity and strengthening of a strategic position of each enterprise, based on the corresponding concepts of logistics, construction of integrated structure of logistic systems and orientation of all links of logistic chains on final results. The results of the solution of the proposed logistics project allow to compare in the system of optimized and actual results of distribution of products through sales channels and to identify patterns in certain periods of entry of farms into the market of agricultural products. It is determined that the most promising and practically important direction of development of research of efficiency of strategic logistic management of the enterprise is the account in system of estimation not only of indicators of performance of logistic operations, but also indicators of efficiency of administrative logistic processes. Research framework / possibility of using the results: the proposed method of substantiation of the choice of logistics strategic alternatives depending on: ensuring the competitive advantages of the enterprise and maximizing income and profits allows using a marketing approach to increase the competitiveness of the enterprise in the agricultural market. Practical significance: the project of the logistic decision in the field of stimulation of sale and distribution policy for the agrarian enterprise is offered, the estimation of efficiency of strategic logistic management of the enterprise on indicators of logistic flows is carried out, conclusions concerning prospects of introduction of competitive strategies of management of logistic activity in agrarian sphere are made. Social consequences: the results of this assessment affect the adoption of optimal logistics decisions by the management of agricultural enterprises to ensure their own competitive advantages in the market.

Changes in the organization of the transport system, such as building a logistics centre, bring them uncertainties linked with the risk of investments failure. One of the first steps of creating such a logistics centre is carrying out a thorough economic analysis. Localization and organizational analysis and then the assessment of the functioning of the future centre is possible mainly thanks to the economic effectiveness calculation, which takes into account the expenditure, the operating costs, and benefits of creating a logistics centre in a selected place and gives the answer concerning the reasonableness of organizing such a centre. The article describes various types of the economic effectiveness calculations. As a result of the analysis performed a formula has been suggested, which can be used in the case of estimating the rationality of organizing a sample Logistic Centre consisting of four infrastructural elements. All of the described above simple and complex methods for calculating economic efficiency are the starting point for a discussion on the use of REE calculation for Logistic Centre in Southern Podlasie.

The article is aimed at defining the role of improving the management of logistic processes as a method of improving the activity of enterprise. The relevance of application of logistic approach in the management of enterprise and definition of the concept of «management of logistic processes» is explored. The reasons for the relevance of the problem of improving the management of logistic processes of enterprise, especially during the period of instability in all countries of the world because of the COVID-19 pandemic, are allocated; factors influencing the efficiency of the supply chain are defined. The goals of supply processes management and supply chains management for the enterprise and logistic system are indicated. The importance of established communications and transparency of information flows of the logistic system in the process of regulation of activities at different levels of organization of logistic processes is substantiated. It is emphasized that the most common type of organization of logistic processes is outsourcing. A definition of logistics outsourcing is provided, the advantages and disadvantages of using outsourcing in logistics activities are considered, since the cost-efficiency of its use is quite a complex parameter, as is the service itself. The expediency of using a methodical approach in the management of logistic processes is examined, according to which the effectiveness of outsourcing of logistic functions is considered as the difference between the costs of the process. The research showed that improvement of management of logistic processes is of particular importance, since their competent organization is the key to improving the efficiency of production and economic activity of enterprise along with rapid adaptation to a changing environment.

In the last decade, logistic systems based on small aerial vehicles (drones) have become attractive for urban delivery operations as a sustainable alternative to ground vehicles because they are not affected by the congestion of the road network, thus allowing for faster and more reliable services. Aerial logistic systems, however, require a substantially different approach to operations management and need specifically designed supportive infrastructures. While the research on urban aerial delivery mostly focuses on the optimization vehicle operations, the appropriate design of supportive infrastructures is seldom considered. This paper focuses on the energy efficiency of aerial logistic systems, and proposes a new original methodology to obtain a realistic estimate of the overall energy consumed by a swarm of drones employed for urban delivery, taking into account the extension of the area served and its specific features. The methodology proposed offers relevant information for the decision problems related to the appropriate sizing of the infrastructures, the dimensioning of the swarm of drones and the capacity of the energy storage system. The paper also reports a comparison with ground vehicles in the same scenarios, showing the relevant tradeoffs. The results obtained demonstrate how an appropriate design of the supportive infrastructures for urban aerial logistics may significantly impact the overall efficiency of the delivery system.

Abstract:
Chaotic systems appear in many applications such as pseudo-random number generation, text encryption, and secure image transfer. Numerical solutions of these systems using digital software or hardware inevitably deviate from the expected analytical solutions. Chaotic orbits produced using finite precision systems do not exhibit the infinite period expected under the assumptions of infinite simulation time and precision. In this paper, digital implementation of the generalized logistic map with signed parameter is considered. We present a fixed-point hardware realization of a Pseudo-Random Number Generator using the logistic map that experiences a trade-off between computational efficiency and accuracy. Several introduced factors such as the used precision, the order of execution of the operations, parameter, and initial point values affect the properties of the finite precision map. For positive and negative parameter cases, the studied properties include bifurcation points, output range, maximum Lyapunov exponent, and period length. The performance of the finite precision logistic map is compared in the two cases. A basic stream cipher system is realized to evaluate the system performance for encryption applications for different bus sizes regarding the encryption key size, hardware requirements, maximum clock frequency, NIST and correlation, histogram, entropy, and Mean Absolute Error analyses of encrypted images.

The growth of world population, limitation of resources, economic problems, and environmental issues force engineers to develop increasingly efficient solutions for logistic systems. Pure optimization for efficiency, however, has often led to technical solutions that are vulnerable to variations in supply and demand, and to perturbations. In contrast, nature already provides a large variety of efficient, flexible, and robust logistic solutions. Can we utilize biological principles to design systems, which can flexibly adapt to hardly predictable, fluctuating conditions? We propose a bio-inspired "BioLogistics" approach to deduce dynamic organization processes and principles of adaptive self-control from biological systems, and to transfer them to man-made logistics (including nanologistics), using principles of modularity, self-assembly, self-organization, and decentralized coordination. Conversely, logistic models can help revealing the logic of biological processes at the systems level.

Abstract Computer Applications in Eco-efficiency Assessment in Logistics The goal of this study is to present computer applications in eco-efficiency assessment in Logistics based on Umberto for Ecoefficiency software. The study defines the major components of eco-efficiency analysis like: Life Cycle Assessment (LCA) and Material Flow Analysis (MFA). According to ISO 14045:2012 eco-efficiency assessment is a quantitative management tool which enables the study of life-cycle environmental impacts of a product system along with its product system value for a stakeholder. Within eco-efficiency assessment, environmental impacts are evaluated using Life Cycle Assessment (LCA). The eco-efficiency methodology is proposed with using Umberto for Eco-efficiency software. Therefore, this article presents the results of Life Cycle Assessment according to methods used in Umberto software on the case study of valuation of the different logistic possibilities. The results of this study can be used as the first step in performing a full cradle-to-grave eco-efficiency that includes all phases of the logistics system.

The current crisis situation in coal mining forces coal companies to appeal to in-depth detailed methods of assessing the economic efficiency of business processes and identify additional reserves of optimization of technical and economic indicators. The most problematic issue remains the identification of the logistics costs arising in the processes of supply, production, and sales in the total volume of the company's accounting costs. However, the assessment of the economic efficiency of the logistics system allows coal companies to improve the activities of the functional areas of logistics and develop measures to reduce costs. The article introduces an integrated approach to the consideration of the flows of material and information resources in the technological processes of the mining enterprise and in its interactions with partners. The paper defines the main tasks of optimization of functional areas of logistics to be solved by the management when working with consumers and suppliers, in production processes, in sales activities, in warehousing, cargo handling and transportation, and in the field of inventory management. The research provides indicators of estimation of economic efficiency of logistic system, requirements to system of accounting of logistic costs, and ways of their optimization. The use of the proposed methods of assessing the economic efficiency of the logistics system and management of logistics costs will allow the management of coal companies to improve the quality and reliability of information on the effectiveness of procurement, production, and marketing logistics, as well as to optimize the cost of finished products.

Enterprises must introduce various changes in their activities, for the purposes they pursue, structures and processes. Business adapts to the external environment that imposes restrictions, forces specific actions aimed at more rational use of resources. Business entities implement innovative ideas in the field of creating new products, manufacturing processes, organizational changes, improving the quality and efficiency of production or services. All these activities are extremely costly, but at the same time necessary for development or survival in a competitive market. Organizations in which the main management strategy is the concept of logistics management, in their activities focus on the improvement of logistics processes in such a way that the unit logistic costs are as low as possible. Measurement of the effectiveness of activities undertaken by economic entities is a standard procedure that allows for a rational allocation of available resources. High efficiency of activities justifies their further intensification, while low efficiency is a warning signal indicating their reduction or even discontinuation. The purpose of the article is to present the logistics system efficiency indicators that can be used to assess the benefits achieved by organizational entities as a result of optimizing logistics processes. The starting point for the considerations of the presented study is the assumption that the concept of logistics management is the main strategy of the company, and the optimization of logistics processes in the entire supply chain brings economic benefits – greater profitability of projects, and image benefits – better quality of products and services provided. The basic scientific inquiry, not only for the purposes of this thesis, but also the knowledge necessary for managers, is the measurement of this effectiveness.

This study aims to achieve inventory management systems for disaster logistics and their delivery in a fast response time and to create a rapid disaster relief distribution process through the implementation of Internet of Things (IoT). In disaster management agencies, the Business Process Reengineering (BPR) approach and IoT implementation are used. The proposed model resulted in a 44.92 percent increase in the time efficiency of logistical relief distribution, which previously took 64.34 hours to 35.44 hours.

And especially these issues are actualized in the context of the rapid development of the digital economy. In view of this, the purpose of the presented research is further development of theoretical and methodological provisions, the development of scientific and methodological approaches and also practical recommendations for enhancing the efficiency of logistics management of business entities in the agro-industrial complex, taking into account the peculiarities of digitalization of business processes. The article provides statistical analysis of indicators characterizing the level of use of information and communication technologies in the organization of logistic activities at Ukrainian enterprises of the processing industry. The key barriers that hinder the digital transformation of logistic activities of agrarian enterprises, which are conditionally classified into 7 groups: institutional, market, transport, marketing, information, organizational, financial, and economic, are identified. The expediency of applying an integrated approach to the management of logistic activities of agrarian enterprises in the digital economy is substantiated. A digital strategy for the transformation of the logistics management system of agrarian enterprises is proposed, the implementation of which will allow to obtain a synergistic effect, including the economic, social and environmental effects.

In the 21st century, every economic sector must use the chances of evolution, technical and technological acquisitions, due to the level of competitiveness on the market. Such a sector as agriculture, where technology and the ideology of production are changing and adapting very slow to global expectations, by taking maximum advantage of opportunities, is a more central question. The greatest problems of Hungarian agriculture’s competitiveness are that this sector is very weak in capital and production costs make producers uncompetitive on the market. We can remedy this situation by using sources logically, purposefully and system approached. Logistics can provide the most useful assistance in such efforts.In agricultural logistics, there is a great deal of uncovered territory. The aim is to transplant methods that are working correctly in other sectors into the agricultural sector, while maintaining development. One of the most important areas is transport logistics and material movement. Methods of analyzing and planning transportation and material movement found in professional literature do not take into account the specific needs of agricultural production. My aim is to examine the effect of facility location in the running of an enterprise. Through the results, I make suggestions for modifying the currently used logistic method and suggest further methods of examination. The effect of agro-specific needs must be examined in carrying out innovations and making logistical planning methods reliable.

Transformational processes in modern supply chains are experiencing a significant impact of global environmental problems and are focused on increasing the level of efficiency of the supply chains’ operation and ensuring the competitiveness of goods passing through them towards the end consumer. On the one hand, the parameters of all parts of the logistics chains must be in line with the international environmental requirements; on the other hand, compliance with the principles of environmental friendliness serves as a prerequisite for meeting the needs of modern consumers with a high level of environmental awareness. Logistics operations are a source of negative impacts on the natural environment. First of all, this concerns greenhouse gas emissions during transportation, waste products and packaging materials, noise and dust pollution, landscape changes and the use of natural resources. Therefore, environmental challenges stipulate the cooperation of all participants in supply chains, aimed at creating and implementing the effective environmental strategies and logistics concepts. The need for ecologization of Ukraine’s transport and logistics system is dictated by the need to achieve a high level of its competitiveness as an element of the global supply chain network. And although the domestic logistics system by a number of indicators is characterized by a low level of environmental friendliness, there is a consoling positive tendency to realize the need for an environmental orientation of its development both among the state authorities, and the logistics operators themselves.

The current problem for managers in logistic and trading companies is the task of improving the operational business performance and developing the logistics support of sales. The development of logistics sales supposes development and implementation of a set of works for the development of the existing warehouse facilities, including both a detailed description of the work performed, and the timing of their implementation. Logistics engineering of warehouse complex includes such tasks as: determining the number and the types of technological zones, calculation of the required number of loading-unloading places, development of storage structures, development and pre-sales preparation zones, development of specifications of storage types, selection of loading-unloading equipment, detailed planning of warehouse logistics system, creation of architectural-planning decisions, selection of information-processing equipment, etc. The currently used ERP and WMS systems did not allow us to solve the full list of logistics engineering problems. In this regard, the development of specialized software products, taking into account the specifics of warehouse logistics, and subsequent integration of these software with ERP and WMS systems seems to be a current task. In this paper we suggest a system of statistical analysis of logistics information, designed to meet the challenges of logistics engineering and planning. The system is based on the methods of statistical data processing.The proposed specialized software is designed to improve the efficiency of the operating business and the development of logistics support of sales. The system is based on the methods of statistical data processing, the methods of assessment and prediction of logistics performance, the methods for the determination and calculation of the data required for registration, storage and processing of metal products, as well as the methods for planning the reconstruction and development of the existing warehouses. The results of approbation of software for the logistics of designing large warehouses of metal trading companies are given.

Innovations in logistics management, as a direction of logistics activity improvement provide the development of new tools (methods, criteria, indices) in methodological logistics’ groundwork, as well as improving the mechanism for the formation and functioning of micro- and macro-logistic systems. The aim of the research is to develop scientific and methodological recommendations for the application of logistics management innovations that involve designing the logistics system through the improvement of the enterprise’s organizational structure as an element of the economic macro environment. Logistic system designing approach is suggested, that anticipates an enterprise’s organizational structure formation under the process-matrix principle (unification of functional and process management approaches) and the establishment of the effective enterprise’s logistic service that plays the role of coordinator and integrator of its business-processes. Efficient organization structure formation, that provides logistics approach implementation in practical enterprises’ activity is grounded by authors. The result of the innovations in logistics management appliance is effective logistic system’s design, in which the coordinated material, informational and financial flows motion is carried out. The aim of this study is to develop scientific and methodological support of improving the management system of logistic activities of the company.Research results. The concept and definition of the main elements of the term «management system of logistic activities of an enterprise» have been clarified. The structural and structural-functional schemes of formation of management system of logistic activities of the enterprise have been proposed.To improve the management system of logistic activities of the enterprise a set of proposals has been developed on: the management of material and technical supply, the inventory management, traffic management, management of customer service processes, sales activity management, risk management of logistics activities in the risk management system of enterprises, improvement of pricing, information support of the organization of processes of logistic activity on the basis of use of modern digital technologies.Conclusions. W artykule zamierza się dokonać swego rodzaju retrospekcji związanej z osobistymi, wieloletnimi doświadczeniami autora w projektowaniu i wdrażaniu wielu systemów informatycznych wspomagających procesy logistyczne w SZ RP oraz w gospodarce narodowej. Retrospekcja wzbogacona wieloma nowoczesnymi rozwiązaniami technologicznymi wyznacza kilka strategii informacyjnych, których ramy pozwalają na zapewnianie ciągłości działania systemów logistyki w organizacjach złożonych i w odniesieniu do indywidualnych interesariuszy. Stąd akcentuje się tzw. „info-preformizm” odnoszący się do uniwersalnych atrybutów systemu informacyjnego logistyki oraz oczekiwań odbiorcy końcowego, ale z silną weryfikacją ich trafności w określonym czasie i miejscu poprzez wykorzystanie zasobów informacyjnych własnych i gromadzonych w cyberprzestrzeni oraz stosowanie zaawansowanych modeli ich eksploracji dla generowania wiedzy, zapewniającej bezpieczeństwo i ciągłość działania całego łańcucha dostaw. W artykule podjęto więc problem badawczy związany z możliwością zapewniania ciągłości działania logistyki poprzez szerokie wykorzystanie współczesnych rozwiązań teleinformatycznych usprawniających procesy informacyjne. Przyjęto zatem hipotezę o silnym wpływie tej klasy rozwiązań na sposób funkcjonowania całego systemu logistyki dowolnego podmiotu. Cel badań związany jest bezpośrednio z weryfikacją przyjętej hipotezy, co zostało zilustrowane przez wykorzystanie metody analizy systemowej oraz modelowania uniwersalnych rozwiązań. Zaprezentowane strategie informacyjne stanowią logiczny ciąg rozwojowy systemów informacyjnych i określają etapy tworzenia kompleksowych narzędzi wspierających różne obszary i fazy funkcjonowania logistyki. Prezentowane narzędzia informatyczne stanowią ważny komponent współczesnych systemów logistyki wzmacniający ich efektywność oraz użyteczność, funkcjonalność i niezawodność.

The article considers the solutions related to the formation and use of production and consumption wastes at the enterprises of the mineral resources complex. Particular attention is paid to production waste in the form of solid mineral waste (man-made mineral deposits), which, on the one hand, represents a secondary mineral resource base, on the other hand - has a significant negative impact on various elements of the environment. The next industrial revolution, which coincided with the COVID-19 pandemic, is prompting a different look at the issue of supply chain change management. A new perspective should take into account the aspect of supply chain efficiency at multiple levels. Efficient logistics is green and energy-saving, both of which need to be systematically integrated with the logistical planning processes. The dynamic changes on the demand and supply side resulting from social, political, and economic transformations have significantly influenced the shaping of long-term supply chains. The development of new manufacturing and logistics technologies prompts the development and implementation of new integrated planning methods to support supply chain management processes. Modern supply chains are oriented towards operations in a dynamically changing socio-economic environment. The new methods are capable of incorporating dynamic adaptation of logistics infrastructure which respond to changing relationships between supply and demand. To meet the identified problems of complexity, relevance, and time-consumption of the logistic planning process in modern enterprise management, the PL9A method of logistic planning and 9A LOGPLANNER application for logistics planning were developed. The article presents the results of experimental and simulation studies on the improvement of logistic processes in a working manufacturing enterprise with application of the PL9A method. The results of the experimental work indicate that the application of the PL9A method embedded in the 9A LOGPLANNER software makes it possible to dynamically simulate any number of logistics system variants in a short period of time, while reducing risk and obtaining tangible benefits in terms of energy and ecological efficiency.

Abstract:
The article investigates the current state of development of the logistics services market in Ukraine. It is noted that the demand for qualified logistics services is growing, that, in turn, stimulates the development of the logistics market in Ukraine. It is determined that in 2018, according to the Logistics Performance Index, Ukraine ranks 66th among 160 countries in terms of the efficiency of the logistics system. The value of the national Logistics Performance Index tends to increase. It was 2.83 points in 2018, compared to 2.74 in 2016. The dynamics of freight traffic volumes in Ukraine in 2014-2018 is analyzed. A list of companies that providing logistics services in Ukraine has been formed. It was found that the main participants of the Ukrainian market that offer logistics services under the 3PL scheme are international companies, in particular, «KUEHNE & NAGEL», «Raben», «SCHENKER», «FM Logistic», «DHL», «Åkol logistics» and others with significant financial capabilities and long-standing relationships with transnational clients. Instead, most Ukrainian companies use 1PL and 2PL schemes when organizing logistics. A more advanced way of organizing logistics (3PL, 4PL) is used by a small number of Ukrainian enterprises, including «ZAMMLER», «UVK», «LOGISTIC-PLUS», «PAKLINE GROUP», «Denka Logistics», «Diad Logistic». The modern tendencies of development of the logistic services market are investigated.Among them: intensification of competition, falling of demand, reduction of transportation tariffs, falling profitability of carriers, shortage of middle and high class logistics complexes, insufficient speed of flow, insignificant level of integration of information and computing systems, low level of coordination of counterparties. Prospects for market development are identified. In particular: active development of operators offering logistics services under the 3PL and 4PL schemes, maintaining trends in mergers and acquisitions in the segments of the logistics services market. The main driving forces of the Ukrainian logistics market, which are able to increase its efficiency, are noted.

The challenges that logistics faces in the retail industry must be investigated in the context of the specific retail sector as well as the degree of development of the retail market. The research focus in this paper is on logistic processes in supermarket supply. The aim is to deepen the understanding of logistic processes and then to investigate the possibilities of their enhancement by applying radio frequency identification (RFID) as a higher level of information technology for product identification in retail supply chains. The research was conducted in one of the top ten trade companies in the emerging Serbian market. Simulation modelling was performed for one supply chain category, followed by quantification of time and cost performance of the current logistic processes (AS-IS model). Then, in accordance with the capabilities of RFID system, improvements are proposed and integrated into a new simulation model (TO-BE model). The obtained results can be utilised as part of a broader research when deciding on the implementation of modern information technologies in supply chains.

The process of managing logistics flows is one of the main factors influencing the increase of economic efficiency of production and sales. The development of logistics information systems is a broad niche in the IT field. Application of logistic information systems in the process of management allows you to save money both on wages by the number of employees, and to accelerate the management process in a time interval. Ukraine is the leading country for grain exports. Issues of grain transportation management are considered as an alternative to manual control. The article will discuss issues related to the application of the designed information system "Logistics transportation" to develop an optimal plan for transportation of grain, which clarifies existing models of logistics flows management. To solve the problem, the authors analyzed the existing methods of managing logistic flows: direct methods (northwest method, least cost method, potential method) and methods based on additional calculations. A mathematical model of the problem of logistic flow management is constructed. The initiation solution is executed on the basis of the potentials method with additional conditions implemented in the network representation. The advantage of the used method is that the resulting reference plan is close to optimal computing. Although direct methods get the initial reference plan very quickly, but it is far from optimal. The clarification of the solution of the problem occurs through a block of logical rules. Practical verification of data is carried out on the example of Agrarian firm "Zernotreyd". During the verification, it was found that the chosen management method leads to an increase in efficiency by 4 %.

The java-based J2ME mobile phone as a wireless terminal device with the convenience of carry; therefore the J2ME technology in the construction of logistics information is a new way of thinking. This paper first makes an overall design of mobile logistics information management system structure, analyzes the basic function of this system, researches the network connection between client and server and realizes the server-side functionality design. Finally, the article concluded that the J2ME technology can be widely used in mobile management system, and the logistic information management system based on J2ME can greatly improve the working efficiency of the logistics enterprise.

The optimum location of distribution center is important to transportation. In order to improved the algorithm's efficiency, elite strategy was introduced based on the standard immune algorithm. The improved algorithm avoid trapping into local optimal solution and solving the problem more slowly. The role of the elite strategy is to make the optimal solution attractively in the next cycle. This method sovles problem both quantitatively and qualitatively, which makes final solution better in accordance with practical demands.
