Abstract:
In this article, I will work on the idea of Pre-Truth (as opposed to post-truth) and Semiological Guerrilla (as opposed to fake news), claiming that these two concepts are better equipped to explain what is happening in our contemporary societies, especially if we take into account the world of media and communication. In the first part of the article, I will frame the problems of fake news and post-truth within the dynamics characterizing the relationships between knowledge and power. Taking into account Foucault and Latour’s perspectives, I argue that the problem of fake news can be understood as a new kind of relationship between these two instances, previously stably coupled and in the hands of institutional power. Later, I will deal with three different meanings of “fake news,” that are usually blended and confused: (a) serendipity, (b) false belief, and (c) mendacity. Consequently, I will deal with the problem of “Semiological Guerrilla Warfare,” arguing that the new shape of the “knowledge-power relationship” rendered alternative and non-institutionally certified interpretations the norm. Eventually, I will identify the deep cause of this effect in the machinic production of documents provided by new technologies, causing a return of the medieval sense of “truth” as “trust,” independent from knowledge and strictly related to anecdotes and personal experiences. Finally, I will work on the concept of “truth” connected to technology, trying to reveal its genealogy with the aim of explaining some misleading contemporary beliefs on “post-truth.”

Abstract:
Those seeking to engage in warfare against organised governments in the 21st century are increasingly relying on such governments being unable to respond in an appropriate manner. The latter half of the 20th century in Northern Ireland is a perfect example of a ruling authority modifying its approach to the security issues it was confronted by throughout the conflict. “The Troubles”, as the three decades of guerrilla warfare has now become known, was dealt with by the British establishment through three specific policies – all of which saw changes implemented during the first ten years of the landmark conflict. These were: the implementation of Direct Rule, the so-called “Normalisation” of asymmetric warfare, and the reliance on the local paramilitaries over the British Army. All of these policies can be seen to have failed in particular ways, although careful examination shall explain the logic behind these shifts in British reactionary policy and their effects in the regions of the province of Ulster affected by the conflict. Being a very brief survey of this conflict, this paper does not address other policies enacted – nor does it encompass every aspect of the evidence available. It merely aims to act as an overview.

AbstractThis article deals with the question whether and how to assess superior responsibility within irregular (guerrilla) warfare; based on the principles developed by the international criminal tribunals on the area of superior responsibility for regular forces. In particular the article examines whether those criteria are useful to apply to guerrilla warfare. Specific problems, typical for guerrilla warfare, are analyzed such as the organizational level, the exercise of effective command and control, the assessment of the mens rea criterion within a complex situation of guerrilla warfare. Additionally, the material ability to prevent or punish crimes within guerrilla forces seems a point of concern in view of the absence of proper disciplinary systems within this type of warfare. Recent case law of the ICTY is taken into account in order to arrive at an answer to the main research question.

This dissertation asks how foreign assistance to one or both sides in a civil war affects the dynamics of the conflict. This overarching question is subsequently divided into two further questions: 1) how does foreign intervention affect the capabilities of the recipient, and 2) how does this affect the nature of the warfare. The puzzle for the first is that the impact of foreign intervention on combat effectiveness frequently varies significantly between recipients. This variation is explained by recipients’ different abilities to convert the inputs of foreign intervention into the outputs of fighting capability. The nature of the warfare in civil war will change in line with the balance of military capabilities between the belligerents. The balance of capabilities will be responsible for the form of warfare at a particular place and time whether it be conventional, irregular or guerrilla/counter-guerrilla. The argument is then illustrated with two extensive case studies, of civil wars in Angola and Afghanistan, where temporal and spatial variation in the type of warfare is shown to correlate with the type, degree, and direction of foreign intervention.

Abstract:
Insurgency has two main strategies, guerrilla warfare and terrorism, which should be treated as linked, but distinct, strategies. This thesis examines the role of incumbent violence in leading insurgents to select one, or both, of these strategies. It argues that incumbent violence can create support for insurgency by causing fear and a desire for revenge and reshaping the social structures of a community. It also argues that incumbent violence increases popular support for terrorism in particular by creating outbidding incentives and desires to respond in kind to civilian deaths and as a way of punishing norm violations against attacking civilians on the part of the incumbent. The paper tests this theory with a qualitative case study of the conflict in Northern Ireland during the 1970s and a quantitative analysis of insurgent violence in the Kirkuk, Diyala, Babylon, and Salah al Din provinces during the 2003-2009 Iraq conflict.

Abstract:
Problem Investigated. This dissertation is a study of the political effects of low-intensity warfare in Indonesia since 1945. In particular, it examines the interaction between general principles and contextual variables in guerrilla conflict, to determine whether such conflict causes the diffusion of political power. Analysis of insurgent movements indicates that power structures within a guerrilla group tend to be regionalised, diffuse and based on multiple centres of roughly equal authority. Conversely, studies of counter-insurgency (COIN) techniques indicate that successful COIN depends on effective political control over the local population. This tends to be exercised by regional or local military commanders rather than by central authority. Based on this, the author???s initial analysis indicated that one should expect to see a diffusion of political authority from central leaders (whether civilian or military) to regional military leaders, when a society is engaged in the conduct of either COIN or guerrilla warfare. The problem investigated in this dissertation can therefore be stated thus: To what extent, at which levels of analysis and subject to what influencing factors does low-intensity warfare in Indonesia between 1945 and 1999 demonstrate a political power-diffusion effect? Procedures Followed. The procedure followed was a diachronic, qualitative, fieldwork-based analysis of two principle case studies: the Darul Islam insurgency in West Java 1948-1962 and the campaign in East Timor 1974-1999. Principle research tools were: ??? Semi-structured, formal, informal and group interviews. ??? Analysis of official and private archives in Australia, Indonesia, the Netherlands and the UK. ??? Participant observation using anthropological fieldwork techniques. ??? Geographical analysis using transects, basemapping and overhead imagery. ??? Demographic analysis using historical data, cartographic records and surveys. Research was conducted in Australia, Indonesia (Jakarta and Bandung), the Netherlands (The Hague and Amsterdam) and the United Kingdom (London, Winchester, Salisbury and Warminster). Fieldwork was conducted over three periods in West Java (1994, 1995 and 1996) and one period in East Timor (1999-2000). General Results Obtained. The two principal case studies were the Darul Islam insurgency in West Java 1948-62 and the campaign in East Timor since 1974. The fieldwork data showed that low-intensity warfare in Indonesia between 1945 and 1999 did indeed demonstrate the political power-diffusion effect posited by the author. This effect was triggered by the outbreak of guerrilla warfare, which itself flowed from crises generated by processes of modernisation and change within Indonesian society from traditional hierarchies to modern forms of social organisation. These crises were also affected by events at the systemic and regional levels of analysis ??? the invasion of the Netherlands East Indies by Japan, the Cold War, the Asian financial crisis and increasing economic and media globalisation. They resulted in a breakdown or weakening of formal power structures, allowing informal power structures to dominate. This in turn allowed local elites with economic, social or religious influence and with coercive power over the population, to develop political and military power at the local level while being subject to little control from higher levels. This process, then, represented a power diffusion from central and civilian leadership levels to local leaders with coercive means ??? most often military or insurgent leaders. Having been triggered by guerrilla operations, however, the direction and process by which such power diffusion operated was heavily influenced by contextual variables, of which the most important were geographical factors, political culture, traditional authority structures and the interaction of external variables at different levels of analysis. Topographical isolation, poor infrastructure, severe terrain, scattered population groupings and strong influence by traditional hierarchies tend to accelerate and exacerbate the loss of central control. Conversely good infrastructure, large population centres, good communications and a high degree of influence by nation-state and systemic levels of analysis ??? particularly through economic and governmental institutionalisation ??? tend to slow such diffusion. Moreover, while power may be diffusing at one level of analysis (e.g. nation-state) it may be centralising at another (e.g. into the hands of military leaders at local level). Analysis of the Malayan Emergency indicates that, in a comparable non-Indonesian historical example, the same general tendency to political power diffusion was evident and that the same broad contextual variables mediated it. However, it would be premature to conclude that the process observed in Indonesia is generally applicable. The nature and relative importance of contextual factors is likely to vary between examples and hence additional research on non-Indonesian examples would be necessary before such a conclusion could be drawn. Further research on a current instance of guerrilla operations in Indonesia is also essential before the broader contemporary applicability of these findings can be reliably demonstrated. Major Conclusions Reached. Based on the above, the theses developed to answer the initial problem can be stated thus: The command and control (C2) structures inherent in traditional, dispersed rural guerrilla movements that lack access to mass media or electronic communications tend to lessen the degree of control by central (military or political) leaders over regional leaders. If COIN or Internal Security Operations are conducted, two factors will operate. First, there will be an increase in the degree of control over the civil population by local military leaders, at the expense of local or central political leaders. Second, where military command structures are pyramidal or segmentary, there will be an increase in control by local commanders at the expense of central military leaders. Where the central government is civilian or has interests divergent from the military???s, the first of these factors will dominate. Where the government is military or has interests largely identical to those of the military, the second factor will be dominant. The process of power diffusion can thus be summarised as follows: A crisis driven by processes of societal change or by external causes, leads to the outbreak of violence, one facet of which may include guerrilla operations. If guerrilla operations do occur, the C2 structures inherent in such operations give a high degree of autonomy and independence to local military leaders. The same (or a contemporaneous) crisis produces a breakdown of formal power structures, causing organisations to fall back upon informal power structures. The nature of these informal power structures is determined by geography, political culture, patterns of traditional authority within the society and the degree of interaction of systemic/regional factors with local events. Thus the guerrilla operations and the concomitant breakdown in formal power structures form the trigger for political power diffusion. The precise nature and progress of this diffusion is then determined by contextual variables.

Abstract:
This chapter presents the results of empirical analysis of local and global competition’s impact on PMSCs’ performance in civil wars from 1990 to 2008. Findings suggest that both market mechanisms contribute to conflict termination, but there is some limitation to the benefit. Mainly, local competition has a positive effect in major wars involving conventional tactics and some guerrilla warfare but is less significant in the most difficult conflict environments. Companies’ corporate structure, a factor linked to the global-competition dynamic, can affect military effectiveness in conflicts involving fewer casualties and more guerrilla warfare. The positive effect is also evident in hard-to-end conflicts but not the subset of the most complex environments, as publicly traded PMSCs may strategically avoid the most extreme conflict zones. Finally, results show that interventions by multiple PMSCs offer more benefits for conflict termination than interventions involving states or international organizations.

The chapter shows how Union officers in Missouri, as they confronted hostile guerrillas, first constructed detailed military rules and policies that embodied the vision of just warfare that would eventually characterize the entire Union military effort. Some historians have argued that when Federal armies in this region faced problems associated with guerrillas and hostile Confederate civilians they responded by resolutely embracing the hard hand of war – which is true, but only half the story. These same challenges also simultaneously inspired many Union officials to work to establish and abide by certain constraints.

Abstract In May 1923 Éamon de Valera issued orders to his anti-Treaty forces to dump arms and return to their homes. This marked the end of the Irish Civil War which had begun the previous June when the newly established Free State government shelled the Republican headquarters in Dublin’s Four Courts. After almost seven years of revolution, guerrilla warfare, and political agitation, the new Ireland emerged a geographically partitioned and unstable territory. For the Irish literary and artistic scene, the years of war had a retarding and divisive effect. The Literary Revival, which had done so much in the early years of the century to foster and encourage the growth of an indigenous Irish culture, lost much of its momentum.

The coup of February 1913, involving the overthrow and killing of Madero, had decisive effects. ‘Counter-revolution and Constitutionalism’ outlines how Huerta, the interim president, relied on the old Federal Army to support his leadership. In reaction, many of the components of the fragmented Maderista coalition began to reassemble and reorganize. The big northern frontier states—Coahuila, Chihuahua, and Sonora—played a key role under the leadership of Carranza, Obregón, and Villa, alongside the continued Zapatista revolt in Morelos. The rebels made the transition from guerrilla to conventional warfare, aided by the US lifting its arms embargo in early 1914. In August 1914, rebel forces approached Mexico City and Huerta resigned.

This chapter addresses how the First World War revitalised the Hejaz Railway, but not always as the new Turkish government, their German allies, or the British could have foreseen. No one could have predicted the role the faithful railroad would play in the coming conflict, its momentous consequences, or its galvanizing role in creating modern guerrilla warfare. And nobody, let alone the recently volunteered intelligence officer 2nd Lieutenant T. E. Lawrence, could have recognized that Abdulhamid II’s dream railway would be a catalyst for the modern legend of Lawrence of Arabia. The railroad had been a strategic artery since its inception. Despite Ottoman emphasis on its religious role, and its economic and cultural effects along its route, there had always been a geopolitical dimension, as it bypassed the Suez Canal and threatened British India and the Far East. Yet there was nothing inevitable about a war fought along its length. The railroad was to be an unexpected proving ground for a new form of conflict with global reach based on a modern adaptation of traditional Bedouin raiding, itself honed by centuries of attacking Hajj caravans.

Abstract:
The Industrial Revolution of the 19th century had a profound effect on the way the wars were fought. Historians often refer to the American Civil War (1861-65) as the first genuine modern war. History has shown that the effects of technological advances in industry are processes which follow the revolution in the history of war. Napoleon's military campaigns formed the basis of formal military education and lidership in the Western world. Wars as a social phenomenon were more effective through the use of the first modern railways, roads, and warships, which in most military operations changed the doctrine and tactics of warfare and the deployment of military forces on the battlefield. The first and second generation of modern warfare was dominated by the massive use of military force, and numerous armies. This generation of warfare culminates in the Renaissance with the wars of the french emperor and one of the famoust strategic military leaders in that time, Napoleon Bonaparte. The third generation of warfare was a product of the First World War and was generally developed by the German army and was better known as “Blitzkrieg” or maneuver warfare. The strategic military leader in this generation of warfare was Adolf Hitler. The fourth generation of warfare is an evolved form of rebellion that uses all available networks: political, economic, social, and military, in order to create an imaginary image of the adversary. Also, the fifth generation of warfare is defined as contactless warfare, which states and destroys a specific goal without the physical presence of a human. This generation of warfare begins with long-range artillery and naval firearms and longrange missile systems and has been studied since the US terrorist attacks of September 11, 2001. Strategic leadership in the fourth and fifth generation of warfare have been most developed by US military strategic leaders especially after the US terrorist attacks of September 11, 2001. World-class warriors are strategic leaders which have moved beyond tactical and operational competence in the employment of the future force. They understand and implement a full spectrum of operations at the strategic level to include theater and campaign strategy, joint force, interagency in multinational operations. At the end, the military strategic leaders are using all spectrum of military elements of national political 208 power and technology in the execution of the national security strategy. The aim of this paper is to analyze the historical development of strategic lidership in warfare throughout history, taking into account the comprehensive social changes that have taken place in the world over the last two centuries. This paper demonstrates a concept design methodology for naval SESs that is adapted from modern surface combatant optimization techniques. Similar to current methods, a synthesis model is constructed that uses a variety of discrete and continuous input values to calculate ship characteristics and performance data. The model outputs are generated using a combination of first-principles and exact 3D geometry along with parametrics aggregated from conventional monohulls and SES historical data. A specifically formulated multiobjective genetic algorithm is integrated with the model. The algorithm explores the highly nonlinear and non-convex SES objective space to identify non-dominated design variants. The synthesis model and the associated design space for a patrol boat with a novel SES hullform is detailed. Tradeoffs are evaluated in objective criteria of cost and performance in high-speed littoral operations that include surveillance, reconnaissance, and surface warfare.
