Abstract:
Purpose – The overall objective of the current study is to explore how universities can better developing new educational services. The purpose of this paper is to develop framework for technology entrepreneurship education (TEPE) within universities. Design/methodology/approach – Qualitative and quantitative research approaches were employed. This study passes through four phase: reviewing of good practices; a survey of academics (n=150 respondents); semi-structured interviews with leaders of Ministry of Higher Education, the Social Fund for Development, and the ILO Sub-regional Office (n=30 respondents); and two workshop with expert group and stakeholders (n=65 respondents). Findings – This study developed framework for TEPE within universities from three aspects (center for innovation and entrepreneurship (CIE), technology entrepreneurship professors/educators, and technology entrepreneurship programs/courses). Research limitations/implications – TEPE will have an impact at the individual and enterprise. It prepares students to be responsible, enterprising individuals who become entrepreneurs, enhances life skills and life learning experiences and contributes to economic development and sustainable communities; at the enterprise level, this education is expected to create and operate a new venture, help innovation, enhance the level of competitiveness, and develop a more practical entrepreneurial environment. Practical implications – It is important for practitioners and policy makers to gain insights on how academic entrepreneurship support works elsewhere as inspiration for the further development of their approaches. Social implications – TEPE can assist in obtaining higher economic growth and sustainable development, in keeping up with the fast pace of an open-market capitalist society and in promoting self-employment and training, which all lead to the reduction of unemployment. Originality/value – This study offers three principal contributions: first, development of framework for the TEPE from all perspectives within universities as TEPE differentiates from other entrepreneurship education types; second, development of an uncommon concept of new educational services in the marketing literature that is incoherent and lacks theoretical models that reflect good practice of entrepreneurship education; third, identification best practices of TEPE in universities by reviewing and analyzing policy and continuing to experiment.

Abstract:
The problem of the connection between the amount of training of specialists and their employment in the field of economic activity at the current stage of economic development is becoming quite necessary for research. The education system must adjust its activities according to the needs of the labor market, and it, in turn, must provide information for education in a timely manner. This connection is fundamental and will help to ensure the perfect functioning of the markets under study. However, unfortunately, today the connection between the labor market and the market of educational services functions only conditionally. The main subjects of the educational services market are: applicants, parents, schools, employers, recruitment agencies, state institutions, other universities. Each of these subjects realizes certain economic interests. And only thanks to the functioning of the "win-win" system, maintaining the balance becomes possible. The researched interrelationships between the main subjects of the market of educational services indicate the imperfect functioning of the system today. By comparing the number of submitted applications for bachelor's degrees by field with the volume of their government orders, it became clear about the existing imbalance in the market. State-priority technical specialties are in minimal demand among applicants, who, instead, choose "fashionable" specialties. In turn, the university focuses on the demand of applicants, and this leads to an increase in the level of unemployment and oversaturation of the labor market with specialists in social sciences and the service sector. Another problem in maintaining the balance between education and the labor market is the passivity of employers. They do not provide timely information about existing problems and are not involved in forecasting the necessary specialists on the labor market. If, for example, the employer would involve students in solving existing problems, then everyone would be equally "winners". After all, students would have the opportunity to solve practical problems, and the company would receive new innovative solutions from students. By correcting this shortcoming, the functioning of the educational services market would improve significantly.

Abstract:
Nowadays, the growing number of software tools to support e-learning and the data they rely upon are valuable resources, supporting different aspects of the complex learning and teaching processes, including designing learning content, delivering learning activities, and evaluating students’ learning performance. However, sharing these educational resources efficiently and effectively is a challenge: there are many resources, these have not been described accurately and in general they do not interoperate, and it is common for the tools to rely on different technologies. This thesis explores a solution – a novel educational services framework – to improve the sharing of current e-resources, by applying the latest service technologies in the context of higher education. Our findings suggest that the proposed framework is effective to deal with the technical and educational issues in resource discovery, interoperability and reusability, however, there are still technical challenges remaining for implementing this service framework. This research is divided into 3 phases. The first phase investigates the sharing of elearning resources through a literature survey, and identifies limitations on current developments. In the second phase, the current problems relating to resource sharing are addressed by a proposed educational service framework, which contains both educational and technical components. Through a case study, nine e-learning services and their dataflows are identified. To determine the technical components of the framework, a novel Educational Service Architecture is proposed, which allows resources to be better described, structured and connected, by following the principles of discoverability, interoperability and reusability in service technologies. In the third phase, part of the framework is implemented and evaluated by two studies. In the first study, users’ experiences were collected via a simulation experiment, to compare the effectiveness of a service prototype with that of the use of current technologies. During the second part of the evaluation, technical challenges for implementing the services framework were identified via a case study, involving the implementation of another service prototype.

Educational marketing has become an increasingly important area within Higher Education as the competition for students has intensified. Being able to measure and understand the quality of educational services – a key factor in the decision making process for a prospective student – is an incredibly challenging problem as it involves the quantitative measurement of factors such as emotions and affections towards an Institution or programme, which themselves tend to be intangible. The application of total quality management philosophy and methodology in the context of higher education today is fully acknowledged and widely used. These conditions have defined the main task of this research: to develop a methodology for quantitative measurement of the affective quality of educational services for marketing management analysis. In other words offered research investigates how to measure things that have often been considered immeasurable. It was hypothesized that availability of a methodology for quantitative estimation of the affective quality of educational services provides additional important information that ensures an effective decision-making process in the marketing department in higher education institutions. Kansei engineering formalizes such concepts as affections and emotions and highlights their role in the purchase decision-making process. Our KanMar (short for Kansei Marketing) approach is aimed on the implementation of the main Kansei engineering ideas in the context of educational marketing and provides the framework for the quantitative measurement of educational services’ affective quality. KanMar enables the formalization of the affective quality of educational services for its marketing analysis: comparison, prediction, control, etc. The results of such an analysis help to position own services in today’s competitive market more effectively. Data obtained using KanMar methodology enables to find out the stakeholders’ implicit motivations or attitudes. So, for example, data obtained during the conducted survey has indirectly confirmed the students’ orientation to the practical activity. This orientation is typical for the Universities of Applied Sciences and the respondents for this survey have all been students at one of them. KanMar approach also addresses major gaps of existing instruments based on SERVQUAL methodology aimed to measure service quality in education. The hypothesis was tested and partly confirmed using case study that illustrates the application of the KanMar approach.

Abstract:
Given the funding crisis in South African universities, investigation was carried out with respect to the role which Value Added Tax (VAT) plays in the educational services sector. It was found that there are difficulties in accounting for and apportioning VAT due to the diversification of revenue streams, especially with historically government-funded institutions. Furthermore, it was found that the application of current VAT legislation can face difficulties in regards to application of legislation with the move towards digital educational services providers, especially when looking at the role of agency through providing digital educational services on behalf of another institution. Lastly, the role of the VAT exempt status of educational services was seen to be one which can be improved upon so as to remove inefficiencies in the funding process of governmentally funded institutions, and to possible remove the benefit afforded to privately owned institutions.

This study examined the effectiveness of an educational service district's programs and services as perceived by various educator groups. The population of the study included certificated public school employees and school board members. A sixty-two item survey instrument was used to obtain information from the study population. Of the 1507 survey instruments distributed, 769 instruments were returned for a response rate of 51%. Four main research questions were posed: (a) Is Educational Service District 112 perceived as an effective educational component of the Southwest Washington public education system? (b) Are the programs and services provided by Educational Service District 112 perceived as effective by the educational community the regional office is designed to serve? (c) Are Educational Service District 112's services and programs perceived as effective by different characteristic, or demographic, groups? (d) What characteristics, both personal and professional, might influence differences in perceived program effectiveness? Data were reported in terms of frequency distributions and means and were statistically analyzed using ANOVAs, ANCOVAs, multiple comparisons, and the Chi square test of significance. The findings show that: (a) Educational Service District 112 is perceived overall as an effective organization. (b) Individual Instructional and Curriculum and Special Services programs and services are perceived as effective. (c) The vast majority of ESD 112's patrons do not have enough knowledge of individual programs and services to rate their effectiveness. (d) When grouping the respondents by different demographic characteristics, all characteristic groupings perceive ESD 112 as effective. (e) When the mean responses of position groups were found to differ significantly, the teacher group always rated ESD 112 as less effective than the group with which they differed, while the board member group always rated ESD 112 as more effective than the group with which they differed. (f) When various county location groups were found to differ significantly, Pacific County always rated ESD 112 as less effective than the group with which they differed. (g) Position appears to be the most influential characteristic affecting the patron's effectiveness rating of ESD 112's programs and services.

Abstract:
The key idea of the well-being concept strives to answer the question about how well the needs of people in a society are met in different spheres of social life - the physical, economic, social, educational, environmental, emotional, and spiritual – as well as individuals’ evaluations of their own lives and the way that their society operates (Gilbert, Colley, Roberts, 2016). One of the possible suggestions for answering the question: “How well are the needs of people in a society met?” could be the monitoring of citizen’s satisfaction with public services while applying a standardized questionnaire for population covering 193 primary indicators (health, social security, culture, public transport, utilities, environment, recreation and sport, public communication, education, etc). Even 23 indicators are about education that makes educational services a considerable part of all social service system. As the researchers aimed to analyze satisfaction of rural population with public services stressing the education issue, indicators about education dominated in the survey. The data were collected in 2016 - 2017 in 2 regional municipalities: municipalities: Jonava and Radviliskis (N=2368). The results of the analysis demonstrate that rural residents' satisfaction with formal general education services is relatively high. The only negative exception is the "the placement of a child in a pre-school institution based on the place of residence". Furthermore, rural residents poorly evaluated educational services that are related to non-formal education, adult education, the education of children with disabilities, child safety, meaningful xtracurricular activities of children and young people during all day, preventive programs. These major conclusions let the researchers state that local self-governmental institutions are not capable to cope with the quality challenges of some educational services without special intervention policy of the central government and the EU responsible structural units. A negative impact is also reinforced by a rapidly deteriorating demographic situation in Lithuanian rural areas.

The role of the Common Digital Space of Scientific Knowledge (CDSSK) in the development of educational technologies is considered. CDSSK is being implemented by a number of Russian organizations as a digital environment of a new generation for the purpose of providing information for scientific research, education, popularization of science and preservation of scientific heritage. The CDSSK structure provides for the formation and support of special components related to secondary and higher education. One of the elements related to education in the structure of the CDSSK is a scientific virtual exhibition. Such an exhibition can be dedicated both to a specific person and a scientific event in general. Virtual exhibitions combine a variety of resources related to the presented topic (biographies of scientists, related museum and archival materials, copies of films, interactive multimedia resources). The paper presents the basic principles of constructing the CDSSK educational component, provides examples of implemented virtual exhibitions used in the educational process. Virtual exhibitions are implemented on the digital library “Scientific Heritage of Russia” platform.

Purpose – the purpose of the article is to investigate current marketing and branding trends in higher education, and to discuss some popular marketing tools incorporated into the marketing strategy of a contemporary university. The rele-vance of the research topic is determined by the fact that managers working in higher education have to become more market-oriented as they are facing new challenges in an extremely competitive international environment. Research methodology – the article is based on the analysis of theoretical literature and previous research on the topic, OECD and EU documents on the basic trends in higher education, and marketing plans of randomly chosen higher edu-cation institutions. Findings – the analysis performed in the article has allowed the author to identify the main challenges experienced by contemporary universities in the agenda of promoting their educational services and programmes, and some novel mar-keting tools applied for enhancing the university’s brand awareness and reputation. Research limitations – the limitations of the study are mainly related to the research base, which includes a few higher education institutions, so future study with a broader research base is recommended to generalize the findings. Practical implications – the research results may be useful for higher education managers responsible for developing a competitive marketing strategy of the university aimed at promoting their educational services and programmes. Originality/Value – the research is based on the analysis of working marketing plans of some universities having good marketing traditions.

Currently, it is important in Ukraine to harmonize cloud technologies application with European and world scientific initiatives. Need to modernize preparation of future PhDs is caused by challenges of new information, globalized society and digital transformation of all spheres of life, including education and science. The research was aimed to determine features of cloud services application in preparation of future PhDs. Concepts of “cloud computing”, “cloud technologies”, “cloud learning technologies”, “cloud services”, “cloud oriented environment” were analyzed. Experience of cloud technologies and their services application in educational and scientific space in researches of foreign and Ukrainian students was considered. Ukrainian experience in preparation of future PhD of various specialties with cloud services application was analyzed. It was emphasized that approaches improving to preparation of future PhDs based on cloud services application would increase their level of digital competence. It is recommended to include a separate course or module of specific discipline on work with cloud technologies and services during preparation of future PhDs. It is important to improve disciplines and tools content to support education process. It can be learning of disciplines using cloud technologies or services by future PhD’s. Also, cloud services application to support scientific and scientific-organizational activities will increase level of organization and implementation of scientific research. It is important to create cloud-oriented environment for preparation of future PhDs in higher education and research institutions. Making cloud-oriented educational and scientific environment should be based on principles of open education. It is recommended to use cloud-based platforms and services (G Suite for Education; Microsoft Office 365; specialized SaaS (CoCalc or other)).

The article is devoted to the peculiarities of the practical use of cloud services for the organization of qualitative professional training of future specialists. It is established that in order to implement state policy, there is an essential need for using various ICT, in particular cloud services, which are not only economically acceptable in the new educational environment, but also a powerful tools of obtaining new knowledge, skills and abilities. The advantages and disadvantages of using cloud services in the educational process of higher education are substantiated; the examples discuss the methods of using cloud services in the process of studying fundamental disciplines. The object of the study is the professional training of students in higher education institutions. The subject of research is the process of organizing professional training of future specialists with the use of cloud services. To achieve the set goals, a set of general scientific (analysis, synthesis, comparison) and specific scientific (bibliographic, problem-based) was used. Observation and conversation manipulation allowed to highlight the advantages and disadvantages of using cloud services and draw conclusions from the problem under investigation. The foreign experience of using cloud services has been researched and the features of the application of traditional and distance technology training abroad have been determined. It describes the use of the blog as a media-educational technology during the advent of pedagogical practice. The methods of using cloud-based services on the example of creation of a distance course “Linear algebra and analytic geometry” are considered. The prospects of research, which consist in getting acquainted with cloud technologies of the humanitarian profile future specialists at the second higher education, are determined. It has been established that the practical application of cloud technologies in the educational process will promote more qualitative and progressive learning; the formation of a close interaction between the teacher and student; development of professional skills and abilities of independent work.

The work proposes a conception of setup and use of teacher’s or lecturer’s workspace using common software and hardware products. The research object is a system built by using operating system capabilities in conjunction with office suite and public cloud service, as a foundation for teacher’s digital workspace. Research is made on how to set up, scale, and operate such a system, by studying the experience of national and foreign scientists and teachers, and using our own experience in educational processes, and working with operating systems and cloud services. As a result, we got a system which is easy to set up, learn, and apply by teachers without significant experience working remote education systems, and could be used for initial learning of remote education principles. It could be used as an initial step before migrating to specialized remote education systems. In the future, the system itself could be improved by adding additional objects into the system and a higher integration level between objects and external subjects.

The article is devoted to the issue of a cloud-based learning system implementation as a powerful strategy for future specialists’ training at higher educational establishments. Using cloud computing in self-work management of the university courses is essential to equip students with a workload of appropriate educational materials and variable activities for professional training. Theoretical and empirical research methods were applied to select the appropriate services and tools for organizing students’ self-work at university. Critical analysis of scientific literature, synthesis of the data, didactic observation of the educational process, designing of the skeleton for university courses, questionnaires enabled to facilitate the study of the issue. G Suite has been chosen to enhance the quality of training of prospective specialists at a higher educational establishment. This paper introduces the outcomes of the project on applying Google Classroom in the management of students’ self-work while studying university courses. The focus of the first stage of the project was on testing pilot versions of the courses with the aim to work out the requirements and recommendations for incorporation general blended learning model of university courses. Particular attention is drawn to the designed model of the university course based on the curriculum with the necessary components of blended learning in the G Suite virtual environment. Cloud-based higher education is considered as a prospective tool for design of university courses with the need for further research and implementation.

Abstract:
The article analyzes the current stage of educational studies of the cloud-based learning systems. The relationship between the notions of the cloud-based learning system and the cloud-based learning environment are investigated. It was found that the researchers paid most attention to the design of a cloud-based learning environment. However, in the process of a cloud-based environment design, the researchers consider a cloud-based system as a component within the cloud-based learning environment of as a stage in the process of design. It is shown that in the research literature there is no single interpretation of the concept of a cloud-based system for educational purposes. Still the number of basic approaches to the interpretation of the concept under investigation are revealed. The first approach is based on the understanding of the system, as a set of cloud services or cloud-based technologies. The second approach is to consider a separate cloud service as a cloud-based learning system. In this case, the cloud service tools should include such components that cover the content, the tools, the forms and the methods of learning. The structure of the cloud-based learning system within the interpretation of the latest works of Ukrainian researchers is considered.
