Abstract:
The purpose of this inquiry was to conduct a comparative analysis of the legislative action taken by the government of each Canadian province and territory, as of December 31, 1992, with respect to the provision of equal educational opportunity for students with disabilities. The methodology consisted of a form of qualitative content analysis of the relevant legislative action, validated by provincial representatives, complemented by a study of relevant case-law. The analytical framework comprised 60 items grouped around five types of rights: non-discrimination, access, identification/placement, service delivery and parental participation. Overall, four jurisdictions, the Yukon, followed by Ontario, Quebec and Saskatchewan, were found to provide for a significant level of rights. Newfoundland, Prince Edward Island, Nova Scotia and the Northwest Territories were found to provide for the lowest level of overall rights. Equality rights and access received the highest ratings across all jurisdictions, while parental participation, service delivery and identification/placement were rated lowest. Extensive references and key extracts from all legislation analyzed are included.

Abstract:
The dissertation examines the effects of equalization on Arizona unified school districts. Data was collected from three time spans, 1979 to 1981, the period of time before the passage of equalization legislation; 1982 to 1986 the period of time that equalization took place; and 1987 and 1988 the period after equalization was to have been fully realized. The study uses six measurements of equalization. The Range of Revenue per student was found to indicate a slight in inequality. The Federal Restricted Range Ratio also indicated a slight trend toward inequity. Inequity has decreased from 1.79 in 1979 to 1.47 in 1988. The data became erratic during the period of time that equalization was taking place. Both the Range of revenue and the Federal Restricted Range Ratio are relatively invalid measurements of equity. The Coefficient of Variation, a much better measure, indicated on overall trend toward increased equity. The Coefficient of Variation was.35 in 1979 and.29 in 1988. The McLoone Index, a widely used measure of equity, indicated that the State of Arizona has had a high degree of equity throughout the study; it was.92 in 1979 and.91 in 1988. The Lorenz Curves that were produced and the Gini Coefficients gave further indication that the State has had substantial equity throughout the study. In 1979, the Gini Coefficient was.04 and.03 in 1989. The results of the data indicate that there was little effect on equalization of unified districts in Arizona from the passage of HB 2013 in 1980. Immediately after the passage of the law, the data became more erratic, but equity did not increase substantially. The reason there was little effect on equity is thought to be because the degree of equity as measured by the Coefficient of Variation, McLoone Index, and the Gini Coefficient was so great that any increase in equity would be very difficult. The McLoone Index indicated equity was within 12% of perfect equity and the Gini Coefficient indicated equity was within from 1% to 4% of perfect equity.

Abstract:
"Widening access" (WA) policies are designed to increase the participation of underrepresented groups into Higher Education generally, and specifically into professions such as medicine. The interpretation, negotiation and enactment of WA policies is determined by key stakeholders, including medical schools, school teachers and potential applicants. In the UK, measurable progress in WA to medicine has been low. This thesis argues this may partly be due to stakeholders' conflicting values, ideologies and interests. The thesis thus aims to explore, analyse and better understand the complex motivations, perceptions and values underlying key stakeholders' behaviour in WA to medicine. Data includes medical school websites, interviews with high school teachers and focus groups with pupils. Analytical methods are qualitative (critical discourse analysis; thematic analysis) and are enriched by discursive and sociological theories (Foucault, Sen, Bernstein and Bourdieu). Analysis focuses on the pathways of mutual influence and communication between key stakeholders. Findings indicate that UK medical schools predominantly situate WA within ideas of social mobility for the individual rather than benefit to the workforce. Medical school webpages frame WA as a 'requirement', a 'value', or a 'service' and communicate distinct impressions of institutional stance to other stakeholders. High school teachers perceive medical school applications as 'risky' and this appears to limit their ability to engage as greater advocates for WA. Pupils in WA high schools perceive medicine as increasingly culturally inclusive and negotiate cultural differences through reference to role models in the profession. High academic entry requirements within a context of substantial educational inequality may now be the largest perceived 'barrier' to medicine. Overall, this thesis identifies the reasons underlying stakeholders' behaviour and evaluates whether these may be helping/hindering WA to medicine. It demonstrates the benefit of including diverse stakeholder's voices in WA research and provides practical recommendations for future research, policy and practice.

This thesis evaluates how equitably market efficiency education reforms deliver the public good of education. It critiques extreme market education initiatives for prioritizing efficiency above equality and for neglecting matters of equality, and then conducts a case study on the McKay Scholarship Program, a voucher designed for students with disabilities, evaluating the program against a framework of educational equality. Overall, study finds that this voucher program seriously neglects its students equality, comments on the challenges of efficiency-based reforms being able to equitably distribute public goods such as education and calls for further research to be done on this issue.

Abstract:
The owl of Minerva takes flight at dusk and we are in the blazing noontide. – Georg Wilhelm Friedrich Hegel (1770–1831) The author is a Sri Lankan expatriate who completed his primary and secondary education in Sri Lanka. He was guided and directed by his father, a Senior Master at the Royal College of Colombo and later Controller of Examinations. The author brings his experience in Sri Lanka into the preparation of this portfolio. Material written in English for this topic was limited. Further, during the government of President Premadasa (1973–1986), all publications concerning education in Sri Lanka were suppressed. In addition, publications were scarce during the civil war (1983–2008). This portfolio was written to emphasise the importance of English for Sri Lankans and to accept it as the lynchpin for globalisation of education in Sri Lanka: it will see them participate in global knowledge, progress and achieve prosperity as a result. The portfolio explains that as a British colony, only a chosen few in Sri Lanka were privileged to be educated in English – who as a consequence of which found employment in government and the private sector. The rest who were educated in the local languages either sought low-skilled employment or were unemployed, creating a widening socio-economic gap amongst Sri Lankans. Towards the end of British rule in Sri Lanka, legislation was passed to provide free education for all Sri Lankans with a view to creating equal opportunities. This was followed by legislation replacing English with local languages as mediums of instruction in education. Shortly afterwards, English became a non-compulsory second language. In a span of almost fifty years, competency in English was lost in Sri Lankan society. A great majority of Sri Lankans could neither write nor speak English, except for a few who were educated in fee-levying private schools and overseas. Lack of competency in English made it impossible for Sri Lankans to participate in global knowledge. This in turn hindered their opportunity to participate in the progress of modern education, science and technology. In addition, those who lacked competency in English were prevented from obtaining better employment in banks and foreign commercial enterprises, and also from lucrative overseas customer call-centres. Sri Lankans realised in hindsight the costly mistake of abandoning English as a result of nationalistic fervour and shortsighted political expediency. After a lapse of almost fifty years, the current reintroduction of English into the education system has become a daunting task, particularly because of the lack of competent English teachers and the scarcity of funds. This was further exacerbated by over thirty years of civil war in Sri Lanka. There was a strong view held by politicians, educationists and Sri Lankans with strong nationalistic beliefs that English was a symbol of Anglo-American imperialism, which made them resist its reintroduction. Unfounded fears of imperialism and shortsighted political and nationalist policies have made Sri Lankans realise that English is not a symbol of Anglo-American imperialism but a multinational tool available to everyone who needs to participate in global knowledge. English is without doubt the lynchpin of globalisation in Sri Lanka.
